News after a military surveillance blimp designed to keep the Nations Capital safe, took off on its own. Tonight, the heliumfilled blimp is on the ground in pennsylvania but it caused havoc from the heavens and became a social media sensation. Heres chip reid. Reporter the unmanned blimp housing a state of the radar system. After a threeyear test period its supposed to track the skies over the atlantic for incoming cruise missiles. Today what was being tracked was the blimp itself. Around 12 20 p. M. Ist somehow detached from its mooring at the armys Aberdeen Proving Ground in maryland. It drifted north through pennsylvania for hours trailed by two f16ss while military minds tried to figure on the a way to bring it down. It finally deflated deflated and landed in a wooded area in montour county, pennsylvania, in two parts, first the tail section then the rest of it. The blimp is massive, more than 230 feet long and flew with thousands of feet of its steel along the ground, knocking do power lines and cause tens of thousands of outages. It was rainy and wind nemaryland today, but the tether, just over an inch thick, was designed to withstand hurricaneforce wind. In february, soon after it was deployed, captain matt villa told us he had full confidence it wouldnt fail. No, no, there is absolutely no concern. I mean, we really do not worry about the tether. Theres a one in a million chance of that tether breaking. Reporter but some who live near aberdeen, like tom neuberger, have long worried the blimp would get loose and crash into their neighborhoods fly it into a hurricane but dont fly it over our heads. We have children, retire ease living there. Weve got a college there, washington college. We you know, we have a community there. We want to be safe from this kind of military mismanagement. Reporter youre look at a picture of the blimp on the ground in muncie, pennsylvania, a military Recovery Team on the scott, the day began with two blimps in the sky over aberdeen, the second one has now been grounded while thigh try to figure out how the first one got away. Pelley down in the woods, chip reid. Thanks very much. Tonight, the candidates for the republican president ial nomination are debating for the third time, and for the first time, donald trump is not the frontrunner. He was surgically removed from that spot by dr. Taylor ben carson. Makeis in boulder, colorado. Reporter ben carson arrived at the debate, the center of attention, surrounded by reporters, carson said he welcomes more scrutiny and does not fear the debates focus on economics. Consistent with his lowkey temperament that contrasts with trump, carson said if attacked he will not fight fire with fire. Basically, im not going to get into a bunch of fights with people about personalities and individual chats. I think thats silly and thats not what were here for. Reporter trump has lost momentum, a topic he raised tuesday in iowa. When you get the numbers up, iowa, please . This is ridiculous. cheers and applause i mean, what is my competition . I mean, i am second. Its not, like, terrible, but i dont like being second. Second is terrible to mean. Its very complicated. Reporter Ohio Governor john kasich, running well behind carson and trump, is now focusing all his energy on the New Hampshire primary. Part of that strategy label carson and trump a disaster waiting to happen. We would end up in a catastrophe in this country. We would go backwards. Look, i understand the voters want change. I want change. Reporter john kasich to republican voters, Ben Carson Donald trump equals catastrophe . Im just saying to you, if you pick people that dont know how to run something, youre not going to end up better off. Period, end of story. Reporter jeb bush also faces a significant challenge tonight. Donors are demanding a strong perform expanse, scott, some are beginning to wonder if bushs sputtering campaign is beginning where early momentum faded fast and never recovered. Pelley Major Garrett with the republicans republicans in colorado. Major, thank you. Today, House Republicans nominated paul ryan of wisconsin to succeed john boehner as speaker of the house. Ryan is 45 and an expert on the budget. Today, he said his party has lost its vision, and he promised to get it back. Hes expected to be elected by the full house tomorrow. A budget deal that passed the house this evening and is supported by the white house will spare ryan any threat of a Government Shutdown until at least 2017. Former speaker, dennis hastert, pleaded guilty today to violating banking laws, parent of a scheme to pay hush money which sources say went to a former student hastert sexually abused decades ago when half hastert was a high school coach. Prosecutors asked for no more than six months in prison, but the judge warned that half thest could get five years when hes sentenced later. Today, the Richland County sheriff fired the deputy seen violently arresting a High School Girl in her math class on monday. Omar villafranca is in columbia, south carolina. Reporter it took 15 seconds for deputy ben fields to take down and arrest the 16yearold student. It was in that moment that he lost his job. Richland county sheriff leon lott when i first saw that video it continues to upset me when i see that video is the fact that he picked the student up and he threw the student across the room. Reporter sheriff, can you tell us what ben fields should have done in that situation . I can tell you what he should not have done. What he should not have done is throap the student. Reporter the internal investigation included interviews with the teacher and the administrator who requested fields remove the female student. Lott says they stood by the deputy. What did they support about what he did . They supported his actions. They they felt like everything he did was correct. Reporter even the physical part . They had no problems with the physical part. But, again, im the one that had problems with it. Reporter the female student has not been publicly identified. Her lawyer, todd rutherford, says she has a cast on her arm and other scrapes and bruises. Deputy field is not special. He should be treated like everyone else and placed under arrest for assaulting that student. Reporter sheriff lott is now questioning whether School Resource officers should be acting as disciplinarians. Should he have ever been called there . Now, thats something were going to talk to the School District about. Reporter an attorney for ben fields released a statement saying he believes his actions were both legal and professional. But, scott, there are a growing number of parents in this community who think fields should be arrested and charged with assault. Pelley omar villafranca, thanks. Today, secretary of state john kerry left for europe and new peace talks on syria, saying that the challenge is nothing less than to chart a course out of hell. His words come as the u. S. Prepares to widen the war against isis in syria and iraq. Heres david martin. Reporter aircraft continue to destroy isis targets every day, but the Obama Administration is frustrated by the glacial rate of progress and about to ramp up the war in ways that could increase the risk of american combat casualties. One plan would use aapache helicopter gunships, which are much more vulnerable to ground fire than jet aircraft, to fly missions in support of iraqi troops trying to retake the city of ramadi. Other proposals would increase the number of american advisers in iraq and place them closer to the front lines. As defense secretary carter made clear in congressional testimony, there is a new sense of urgency about deeffect isis. I cant tell you how long it will take, but i think that it needs to be soon, which is why were so intent upon reporter last week, Master SergeantJoshua Wheeler became the First American killed in action when he was mortally wounded in a raid on an isis prison. And carter said there would be more special operations raids to come. That signals a fundamental change in what had been until now a war of attrition. Airstrikes kill enemy fighters and destroy their equipment without dislodging them from key cities like ramadi and mosul in iraq, and al raqaa in syria, where the headquarters for isis is located. U. S. Military officers complain about how slowly the iraqi army is moving to retake ramadi. In syria, u. S. Backed fighters are doing much better but there just arent enough of them to drive isis out its headquarters in al raqaa. Scott. Pelley david martin, thanks. Well, the key to Northern Iraq is the city of mosul, which has been occupied by isis for more than a year. Iraqi forces have pledged to take the city of one Million People back, but noct has Elizabeth Palmer is in northern liz. Reporter the operation to take mosul back should have gone ahead about six months ago, and yet the iraqi army is stalled more than 100 miles away. Commanders here say that the iraqi army simply cant do it alone, but even with american firepower and intelligence, there is another huge problem. The iraqi army is largely shiite. Mosul is a sunni city, and that means its filled with people who actually, crazy as it sounds, support isis, or at least they think rule by isis is preferable to having their city taken by a shiite army backed by a corrupt government in baghdad. Bottom line, this is not going to happen any time soon. Pelley the two major factions of islam opposed to each other there around mosul. Liz palmer, thank you very much. Killed and 470 injured in car crashes, and its often because they were hit by the front seat. Kris van cleave has our investigation. Reporter 16monthold Taylor Warner was riding in the backseat of her familys minivan five years ago when it was rearended at 55 miles per hour. I looked and i realized that there was blood coming out of her face. I knew that Something Else was wrong. Reporter taylor was in her car seat behind her father. His seat broke and struck taylor in the face, killing her. And it was all because of some stupid car that we thought was the safest thing we could get for our family to protect them. Reporter crash tests show what can happen when a seat collapsed. The driver is launched backwards and slammed into the childs face. Drivers can also be injured or killed. How often does this happen . Every day. Reporter alan cantor has led an independent Crash Test Lab for 30 years. We hired his lab to test the seat strepgz used the current federal standard. Why are we looking at a banquet chair . What were trying to do is show how absolutely ridiculous the federal standard is. Reporter this is the only test required to pass the federal standard, a standard so weak, that even a banquet chair passes. This is strong enough. According to the government, this is strong enough. Reporter all the seats we tested met or exceeded the federal requirements, but in some, failures like this can still happen. Do car makers know this is an issue . Yes. Some of them have made their seats stronger. Reporter how do i as a consumer know if i hava a strong seat or a weak seat . Theres no way of knowing as a consumer. Reporter thats because seat testing is not included in current star safety ratings. Vehicles can have five stars and still have weak seats. This is a beltintegrated seat. Reporter longtime accident investigator Ken Saczalski has been trying to get the national Highway Traffic Safety Administration or n. H. T. S. A. To require stronger seats since 1992, when he spoke to ed its an inadequate standard. Its flawed, as far as im concerned. Reporter has that changed . No it hasnt. Its basically the same today as it was then. Its a worthless standard. Reporter n. H. T. S. A. s own researchers also warned of the issue in 1992 citing examples of major or fatal injuries when seat backs collapsed. N. H. T. S. A. Declined to speak to 60 minutes back then saying only the agency was investigating ways to strengthen the standard. Kris van cleave from cbs news. Reporter current n. H. T. S. A. Administrator Mark Rosekind turned down our interview request and had nothing to say when we caught up with him. Happy birthday to you. If they had changed the government Safety Standards to where the seat back wouldnt fail then we would still have a sixyearold running around. Reporter n. H. T. S. A. Sent a statement saying in 2004 the agency decided to stop looking into seat back strength. Scott they said the decision rested on the difficulty of providing data as opposed to anecdotal evidence for safety benefits of a change. Pelley kris van cleave with the important investigation tonight. Kris, thank you. Problems are piling up in a landfall that neighbors say is on the brink upon a nuclear emergency. It breaks my heart ton that it takes moms of a community to devote almost 24 hours a day to do what agencies and elected officials should have been doing all along. We are sick. Our kids are sick, and were dying. Reporter these mothers were among hundreds of residents at a raucous meeting this week, demanding answers from environmental officials. Pelley in a major discovery, a team, including the smithsonian, has recoveredhe first artifacts from a slave ship. The treasure is destined for the National Museum of African American history and culture under construction in washington. For sundays 60 minutes, we followed Museum Director lonnie bunch to africa on his adventure to make history. Mozambique island in east africa was a headquarters for the slave trade for 400 years. Museum director lonnie bunch showed us where africans were auctioned and marched to the sea. They were running so many people through here they needed a ramp this big. Yes. What you probably had was almost an assembly line. Youd bring people, youd sell people, then you would move them on to the boats and off to the new world. Pelley what does a black man see they cant see . He sees a combination of unbelievable pain, a sense of angster, a sense loss, but also an amazing sense of optimism that the people who shuffled down this ramp, those that were able to survive, built the americas. Pelley the ship bunch was looking for was discovered in the archives of cape town, south africa. Anthropologist steve lubekeman found an old investigation into a portuguese ship that hit bad luck at the cape of good hope. 200 slaves drowned in the wreck. We have the captains account, and he signed his name here 220 years ago. Pelley incredible. He said he decided to save the slaves and the people. The people are the crew. The slaves are just cargo. Pelley in 2010, the wreck was discovered. One of the divers is jaco boshoff. So you actually were excavating the sand. Pelley on sea bottom. Thats correct. Pelley is this stuff was under the sand. Under the sand is there after 300 dives they found dozens of artifacts but this may be the most revealing. Covered in marine growth, xrays show its a shackle, similar to this, used to bind slaves. Theres a long bar running through the and shackles often were on a long bar. The leg shackles, especially. Pelley so a long iron bar with a round metal ring. Yeah. Thats how this sort of thing is. And in this particular case, leg shackles. Pelley the shackles and other artifacts will anchor the slavery exhibit when the Smithsonian Museum opens next fall.
