And I'm David Greene in Culver City California President Trump has announced a new national security adviser replacing John Bolton who was ousted last week it's Robert O'Brian a State Department official who has been responsible for negotiating the release of American hostages and let's talk about this with n.p.r. White House correspondent used to Roscoe who is with us this morning hi Usia good morning so who is Robert O'Brien and I guess what does this choice say about the president's national security approach going for well this is a State Department official in the past he's been a lawyer he has a lot of legal experience and he did some work during the George w. Bush administration but this is a low profile pic and that could be a bit of an indicator of the position that the national security adviser is going to have in this administration now it could be a bit of a reduced role a president has made clear that he has the final say on foreign policy and he likes to drive the car when it comes to foreign policy here years last week after he talked about letting go of his last national security advisor John Bolton it's great because it's a lot of fun to work with Donald Trump but it's very easy actually to work you know why it's easy because I make all the decisions are not the work. So that was him basically saying this is why I would be great to be my national security advisor because I'll do all the work. So he has made clear he's the person and that could mean that this role might not be as and have as high a profile now but whoever is doing the work I mean this has been like a revolving door of national security adviser says it has I mean this will be the 4th national security adviser in less than 3 years when we talked about Bolton being let go part of that issue was there was just a clash because Bolton was more of a hawk he wanted to be more aggressive on certain issues when it came to Iran. North Korea and Trump didn't like that and then before both in you had a general master who was the National Security Advisor in the issue with them it was kind of like a clash of styles Essentially there were reports that trump felt that McMaster would be lecturing to him and maybe talking down to him he didn't like that and obviously the 1st national security advisor Michael Flynn had some legal issues and had to step down so it has been very much a revolving door and there's been a lot of turnover in this area turnover and what has been you know an incredibly busy time in foreign policy I mean it's always there's always a lot on the portfolio for national security adviser but but O'Brien's coming in with a lot of this point in top of the list will be Iran of the president just tweeted this morning that he wants even more sanctions on Iran after what happened with Saudi Arabia there has been the u.s. Has said that maybe it was Iran that was behind that attack on those oil facilities and so the question is What does the u.s. Do next and you have also North Korea and what to do there that was a big point of dispute between Bolton and Trump and so as National Security Advisor this is what O'Brien will have to continue with how does the u.s. Move ahead on these issues. Ok So Brian we know experience negotiating the release of hostages you said this is sort of a low profile pic compared to others but what else are we know about him was that I talked to someone who knows Brian a bit and he said that he has a razor sharp mind but he also has a diplomatic demeanor and that may mean that he's a little bit less aggressive less in your face which is what Bolton was kind of known for and he may it also may mean that he's more comfortable taking a lower profile Bolton was used to getting a lot of attention on Fox News and elsewhere so this may be a better fit for President Trump who likes for his staff to be kind of low profile n.p.r. In its earliest years and was a fundamental part of making it the place it is today she worked here and at a.b.c. News for decades. Working. With Sam Donaldson. Morning from 1906 to 2002 Cokie co-anchor of the network's flagship Sunday morning show with veteran broadcaster Sam Donaldson I spoke with Donaldson yesterday as he reflected back on their long friendship to say Cokie Roberts was a fine journalist she knew everybody in town she knew politics backward and forward to say all of that is quite true but it misses the essence of cook she was a force of nature. This person. Could be at one moment charming kind considerate and all of that and the next moment confronting a politician who didn't want to answer her question toughest nails and I mean always respectful but I mean she grilled in and I think people have been playing a clip from the Brinkley show from years and years ago that I remember so well and I'm just going to repeat it didn't please it's simply that one John Tower senator from Texas had been nominated to be secretary of defense in 1990 his critics said he drank too much but they also criticizing when I said Senator a lot of people up there on the Hill who don't like you so you're a womanizer Sammy said well yes a womanizer and Cokie Roberts spoke up and fixed her talent with sort of a steely gaze and said Senator I know one when I see one. And I mean it was like the balloon bursting. She was that way yeah and yet I'm sure she considered herself someone who knew the senator and was friendly with him from the standpoint of the collegian at least in those days with people in Washington even if you had different roles and sometimes had to cover them in a way that was not something they wanted. What did you learn from her from sitting alongside her all those years from watching her in those moments when I learned one thing from her and perhaps some others too but particularly from Cokie now you need not always consider that your toughest knew if you need not always think my goodness I'm going to ask the killer question not because you wanted to put someone on the spot Cokie taught me that you could be tough you could ask the tough questions but you didn't have to show that I am the toughest person in the world and that it wasn't about you it was about the journalist Yeah. In my own social media feed I'm seeing a lot of friends colleagues former colleagues women remembering how she meant toward them always had a kind word lifted women up all her colleagues but young women in particular who were trying to find their way in journalism and broadcast television news in particular did you see that from her yes oh yes she mentored young women she had made she made it by doing it and I'm sure when Cokie started she had to give $110.00 degrees just to be easy but when men dominate we dominate and we do it and women in was difficult she remembers the day that hubris showed up on the Brinkley show if you walked in and she said later he said well it was like going to the Lion's Den you with the payments line of all that I can today to become. You know I've also been thinking about she did the segment for us called ask Cokie which gave her a chance to take the long view of American history in American politics she loved America didn't she she believed in our better angels Let's see that's the difference everyone says they love America everyone says they value America that they are patriotic to America but do they all believe in our better angels do they all try to lift up the other people in America do they all as Cokie did throughout her life try to help people who were down who were out who were not part of the elite and her love of America was genuine for everyone. And I'm David Greene in Culver City California who will be Israel's prime minister that's a question many Israelis and world leaders have not had to ask in a long time but that is how close the votes are in Israel following its 2nd parliamentary election in less than 6 months Benjamin Netanyahu called for this election when he failed to form a government after a vote in April but his fate as Israel's prime minister is now in limbo N.P.R.'s Daniel Estrin is in Tel Aviv and joins me this morning hi there Daniel Hey David So what is the latest now in terms of these votes while votes are still being counted but it appears that it is really a stalemate Netanyahu doesn't have a clear majority with his right wing and religious allies and his opponent dance also doesn't have a clear majority with the center left and Arab lawmakers the kingmaker here David is the right wing of the door Lieberman his party is the one holdout preventing the Tanya from a clear victory and he wants Netanyahu and guns to bridge their differences and form a government together what are the possible implications here for Netanyahu and his future I mean not only is his position of Prime Minister seem to be uncertain but he's also facing these possible indictments on multiple charges of corruption right that's right the attorney general is likely to make a final decision on a possible criminal indictment by the end of the year the best scenario for Netanyahu would have been for him to build a right wing majority governments to help him secure immunity from prosecution and possible jail time but it seems that Netanyahu no longer has a right wing majority in his corner to ensure him immunity dinner when we spoke yesterday you said that a lot of Israeli voters actually agreed on one thing is that they just wanted this to be over and to stop voting I mean what is their mood right now is all this uncertainty there is still a lot of frustration we spoke with Morse we saw he's a long time supporter of Netanyahu is Likud Party listen to what he says and I'm. Very very disappointing to throw the night I'll come if the election results are inconclusive and we don't have a prime minister right now I think the quick vote the need needs a new candidate for a new way you know in your new era maybe and some others Netanyahu supporters told us they still hope Netanyahu can pull off a surprise feat you know maybe strike some deal for a few opposition lawmakers to defect and join his majority voters who did not vote Netanyahu told us they're happy he doesn't have a clear victory but they're cautious because you know it ain't over yet. But could this have a real impact on global politics I mean during the campaign Netanyahu said he was going to annex a large part of the West Bank he boasted about his ties with President Trump with Russian President Vladimir Putin with other world leaders if God's replaces him how would Israeli policies in theory change well guns is a centrist but he's not a leftist He's a former army general but he's unlikely to pursue immediate annexation of West Bank land that Palestinians claim that was a vow that Netanyahu made but done still is very security focused I think the biggest change would be in domestic politics he would keep religious parties out of government that would be a big change it would reduce their influence on the daily life of secular Israelis and another thing to note here is that the party representing Palestinian Arab citizens of Israel not talking about the Palestinians of the West Bank and Gaza they don't have voting rights in Israel but the Arab party is poised to be the 3rd largest party in the parliament and its head is thinking that he could be the lead opposition leader and that would be a 1st in Israel's history he'd get regular security briefings you get bodyguards prominent speeches in parliament and he's claiming that as a symbolic victory against Netanyahu. Economy today those tires have been showing some signs of a slow leak and central bankers are hoping to avoid an economic flat the Fed's widely expected to cut interest rates from the 2nd time since the Great Recession but it's not clear that's the boost the economy needs right now is N.P.R.'s Scott Horsley the Fed will announce his decision on interest rates this afternoon and economist Kathy Bos chances of Oxford Economics says financial markets will be both watching and listening watching for the anticipated quarter point rate cut and also listening for what Fed Chairman drone pow has to say about it I'll just have to be very clear that we are going to do whatever it takes to sustain the expansion pal's been trying to send that message he told not in Switzerland this month the Fed is not predicting a recession but he acknowledged the economy could stall that the ongoing tariff war rattles enough businesspeople to the point where they stop spending uncertainty around trade policy is causing some companies to hold back now on investment and so our obligation is to use our tools to support the economy and that's what will continue to do pal and his colleagues also pointed to trade uncertainty back in July when they cut interest rates for the 1st time in more than a decade the stock market wasn't satisfied in part because bell seemed to suggest the time that might be the last rate cut for a while Boss chance of says he's hoping for not only an additional rate cut today but a signal about more cuts in the future it will be clear is not wanted done but he has to be careful that it's not too undone he needs to leave the door open clearly to future rate cuts bust chance it is actually predicting 2 more rate cuts in October and December but even with that extra push from the Fed she thinks economic growth will slow next year to just 1.6 percent the trade war isn't the only economic speed bump you've also got slowing growth in other countries the dwindling affects of the $27.00. Team tax cut and after the weekend attack in Saudi Arabia uncertainty about oil prices nervous about a slowing economy President Trump has been browbeating the Fed to cut interest rates more aggressively to 0 or even lower others including former New York Fed President Bill Dudley have argued the central bank should stand pat and let Trump feel the political fallout from the trade war he started Powell has repeatedly insisted the Fed will not be swayed by political pressure from either side political factors play absolutely no role in our process and my colleagues and I would not tolerate any attempt to include them the stock market is counting on a rate cut today and would likely suffer a selloff if Palin his colleagues don't deliver But economist Matthew was empty of Deutsche Bank says it's not clear lower interest rates will do much to help the nation's struggling factories we see the driving force of the slowdown certainly manufacturing says trade uncertainty and cutting the Fed funds rate is not going to be able to fully alleviate that uncertainty factories and others have cut back on investment not because it's too expensive to borrow money but because they're not sure they can sell their products in that environment that he says cutting interest rates can only do so much what would help is an end to the trade war and in recent days there have been signs of a possible thaw in u.s. This week for the 1st time asylum seekers cross the border into Texas and stepped into big white tents tents that are now functioning as immigration courts the trumpet ministration is trying to clear a huge backlog of cases so it's set up temporary complexes in Brownsville and Laredo Texas makeshift courtrooms where judges preside via video conference Lisa Cooper of the National Immigrant Justice Center represents clients appearing in these courts and she's with us now thanks so much for being with us good morning one of the courts look like I describe them as tense what just tell us what it's like to be in them yeah I think describing them as tense is pretty accurate it's a collection of temporary facilities kind of shipping container looking trailers where we're sometimes allowed to have attorney client meetings and then you know big spaces where fans are pumped in and there are chairs set up in it's definitely something that appears to be pretty temporary and brought together quickly when you approach the court it doesn't look anything like a court it doesn't really look like anything at all there is a steep set of wooden staircases that we climb to approach a locked gate there's no signage and that's where we go in. Our clients come in directly from the bridge so I'm in Loredo Texas and our clients have to appear at the on the Mexican side of the bridge at 4 30 in the morning and from there they're scored across the bridge and into a holding area where they remain until we're very briefly able to see them before going into court so the question is Is this an improvement on what was happening before and what was happening before long waits right weeks months many months. Right no it's not an improvement you know. If the effort is to give people a meaningful shot at seeking asylum that's not happening in these courts you know in no way evil or a doe we're not able to see our clients it's not safe for them it's not safe for us to travel over and see them so we see our clients moments before they step into court and make decisions that are going to impact the rest of their lives so our ability to counsel them is very limited and they're waiting in in situations that are dire it's not safe for them they're afraid many of them don't have the resources to continue living in Mexico many of them are living in the way of a Laredo and so they're traveling in from Monterey or places you know almost down to Mexico City in order to get to court and so there are so many obstacles that they face before they set foot in those court rooms where they're not seeing a judge alive they're seeing a judge who is beamed in from a courtroom right now from San Antonio but in theory they will be judges appearing from all over the United States presiding over these cases so I hear you saying that it's it's it's a positive step to try to move people through this process quicker it's just that there are all these other circumstances that still make it difficult for people to get a fair shot at asylum Rachel I don't I don't think that there's any good intent behind this I don't think there's any effort to say let's make the program more efficient or let's give give asylum applicants a quicker opportunity to present their cases this is clearly an effort to foreclose asylum Lisa coop of the National Immigrant Justice Center we appreciate your time thank you Rachel. Workers are continuing their strike now into a 3rd day yesterday the company discontinued health care benefits for striking workers with payments to come from the u.a.w. Strike fund Marketplace's Tracy Samuelson is outside St Louis in whence Bill Missouri where she's been a union local and along the picket line Tracy was the scene so I arrived at the union hall as buses were dropping off one group of striking workers who were finishing a shift at a picket line and taking a new group out this one steel plant has 5 gates each has a picket line staffed 247 workers get shuttled out and back for their 4 hour shifts Glen kagi is president of the u.a.w. Local 2250 he told me the logistics here are pretty intense he started preparing for this strike back in July we have 105 picket captains we've got people that are working in the kitchen making sure that there's water in refreshments that are going out to our people on the picket lines I literally have about 12 hours of sleep over the last 4 days the biggest project is registering the plants $4500.00 u.a.w. Members 1st strike pay $250.00 a week and now registering them for benefits too since g.m. Stopped making those payments and the union is picking up the tab there are also people policing the parking lot for foreign cars which I figured out the hard way because I was in a rented Kiya and it was not welcome I had to park on the street All right so once the inappropriate rental was step. To way you got into the union hall What are you hearing from union members about their goals for the strike most of the people I talked to said their top issue is G.M.'s use of temporary workers I met Robert on the picket line 90 degrees not much shade cars honking in support as they pass. Recently moved to Missouri from Ohio after g.m. Idled its Lordstown plant there his family's still in Ohio he's paying a mortgage plus renting an apartment here and now earning $250.00 a week but he said he was all in on the strike off for 100 percent for because we shouldn't have temps they've been here for 4 or 5 years not be able to move up and haven't 3 days off a year and you're works 6 days a week actually Glenn kagi the local union official said part of the reason they're so vigilant about those foreign cars in the parking lot is because those companies rely heavily on temp workers which puts pressure on g.m. Deep in the 2nd subbasement of the financial system a big financial market went haywire this week to the point that the Federal Reserve today had to move the rest of $75000000000.00 in to smooth out what is called the repo market it's not about a ripple through coming to repossess a car repos are a massive market for overnight loans when the market went out of whack on Monday the Fed even found it tough to keep its main interest rate from drifting off spec Now this is a teachable moment Karen Petru is managing partner of federal financial analytics Good morning morning David what do you park some money essentially overnight through these things exactly what you do the entire global banking and brokerage system uses repos for overnight funding and what it is is essentially like a collateralized overnight loan and the companies use these to keep themselves afloat so if it any point the overnight lending market stops going or even just pulls back a bit companies have a tough time knowing where their money is going to come from and indeed coming into this week that market got out of whack and there was this what surge in demand Do I have that right for these things there was a surge in demand because all of a sudden the cash that people needed to use with which to fund their repos became suddenly short there were a number of factors corporate dividend payments a settlement due date for it the huge issue in subtreasury obligations coming due and. All of the sudden it became harder and harder to find what's called liquidity in the overnight repo market and so the reason rates went up was that borrowers desperately needed to find somebody to extend them an overnight loan is this a sign this is an early scene in a financial harm movie this is the early cracks or something big. I don't think so but there were some day in day out factors the bond payments that the huge numbers of treasury bills being issued for which the markets had to pay it several other factors going on the question remains why was there such a liquidity scarcity I think one reason here is the post crisis rules for banks one of the ways we made banks safer is we said they couldn't be playing in this market the way they used to but when you take banks out of a complicated market like this there is a lot less liquidity in it and we found that out the hard way earlier this week Karen Petru federal financial analytics always good to talk to you thank you thank you David the market has come down these this morning and with the Fed boys to cut its main interest rate this morning 10 year yield has done a 1.76 percent this is the Marketplace Morning Report from a.p.m. American Public Media You're listening to Central Coast public radio k.c.b.
