News I'm Steve Inskeep And I'm David Greene we are focused on the situation in Las Vegas this morning last night a gunman in a hotel opened fire on concert goers below this was near the Vegas Strip at this point police are saying that at least 50 people were killed and over $200.00 are injured this is believed to be the worst mass shooting in modern United States history the gunman 64 year old Stephen Paddick is dead we're told by the authorities Sheriff Joseph Lombardo says they are still working to figure out a motive. We have. Motivating factors here with terrorism. Before we leave. It'll be a matter of process in case of the authorities still working through a lot this morning and let's talk through the latest what we know at this point with N.P.R.'s Leila Fadel who is on the line from a level where you're just outside the Las Vegas police station that's right I'm outside the metro police department headquarters where they've been briefing reporters pretty consistently on what's been going on here the latest that we know is that apparently Stephen Paddick shot himself and police found him dead after he shot into a crowd and killed all those people Ok so they got to the terror and they they found him and they've also been talking through what else they have found in that hotel room what they're looking at as part of the investigation there. That's right inside that hotel room there were several firearms found sheriff Barty describe them as rifles we don't know that much more about what they were exactly they searched that hotel room they searched his residence the undersheriff Kevin may make mail actually described this incident as an incident of domestic terrorism he said that if you shoot into a crowd and killed 50 people and wound hundreds of others then he would call that domestic terrorism all day long Ok so the sheriff is saying labeling is is they're being careful that right now but at least someone in in the authorities there describing it as domestic terrorism can I just ask you there was this person of interest to the authorities were also trying to hunt down making clear that they didn't believe that she was an imminent risk to people in Las Vegas but why would the interest in her well she's a companion of his apparently a roommate of his They're describing her as an associate when I asked just now she's a person of interest is that is she's not a person of interest but somebody they'd like to talk to that they've identified that she's actually outside of the country but still have not been able to make contact she is. Not a suspect but somebody they've been wanting to talk to an associate of the shooter I think many of us know Las Vegas and have been there have been to the strip and have been to the area where this took place but I just what does it feel like in the city this morning. It's I mean it's scary there are police everywhere I went to the hospital police blocking off the roads there are police blocking off the roads in parts of the strip and if they're not blocking off the road you see the the lights all over the city this is a place that's usually the glitz and glamour and the lights are coming from the casinos and from the shows but this concert happened and people are dead in this is one of the most horrific tragedies that the u.s. Has faced and I was at a concert myself yesterday and so I woke up this morning here as ing and other a different concert different type of music was targeted on Sunday night so it's a really terrifying moment I think people are just grappling with what's happened here. N.P.R.'s reporting in Las Vegas this morning with a thanks for the up they really appreciate it thank you Ok I want to bring in another voice here it's Professor Jeffrey Swanson a social scientist and medical sociologist who studies mass shootings at Duke Professor good morning to you good morning what what how are you reacting to this news from Las Vegas what is on your mind since this is the type of event that you spend a lot of time studying Well it's just absolutely horrifying it's just it's a it's a deeply irrational event and you know it's just it's it's horrifying I think of course I from a population kind of public health point of view to try to put it in some kind of context and and think about you know mass shootings people often ask are mass shooters mentally ill and you don't have to be a psychiatry professor to know that when someone goes out is deliberately massacres dozens of people this is not the act of a healthy minded person. It feels like it's you know happening too frequently but from a population point of view is still a rare event and from what we know about these kinds of things the risk factors for this are many it's not one thing they tend to be nonspecific they interact in complicated ways mass shootings they're all different from each other but you know if you think about motivation I don't know Pete they tend to be young men who are isolated and it alienated and angry and emotionally imbalanced and they have access to guns some of them have have drug abuse problems but that matches the description of tens of thousands of people who are never going to do something like this sure very few of them have a documented psychiatric history but I just I mean we all wake up this morning and it sounds like one man has for some reason carried out what's being described as the worst mass shooting in in the modern history of our country I mean you say it's rare and you say you know there are certain profiles of people who do this and it's someone as you describe is not healthy. Could anything have been done to prevent this last night. Well you know that's always the thing we we ask ourselves you know going through the retrospective scope it seems like we should have been able to do this the problem is it's very difficult to predict this in the event and in advance for the reasons I've just mentioned. This is you know this person might have been mentally ill I don't know but if he was he is highly atypical of people with serious mental illnesses the vast majority of whom are not violent never will be he's also really atypical of the perpetrators of gun crimes most of whom aren't mentally ill I mean keep in mind you know we're focusing on this event but let me just take this chance to say yeah on this same day we probably will have 95 or 100 other people all around this country who will die as a result of the gunshot. 2 thirds of them probably will be suicides these are you know gang shootings and domestic violence incidents and you know so there is this drip drip drip of gun violence we're not going to live in a world where we don't have people inclined to harm others or themselves you know I think it's really unfortunate that today we're living in a society where people like that have to easy access to such an efficient killing technology as a semiautomatic firearm Well there I mean and we should say we don't know what kind of weapon was used in this event yet I mean there will obviously be a conversation about guns going forward and opponents of tightening gun laws argue that the laws are tight enough and that the issue is actually about keeping guns out of the hands of those with mental illness will be something that tighter gun laws are absolutely what's needed right now is there is there something that we're not thinking about is there something maybe politically unpopular but but you know some solution that we could look for as a country to prevent something like this or is it a matter of of just enduring these moments Well it is difficult in our country because we have so many guns and they are constitutionally protected the private right to own a gun I think we need better criteria for identifying people who shouldn't be able to buy a gun at the point of purchase the criteria we have now. That we've inherited from the 168 Gun Control Act or 2 brought into narrow at the same time so we need to focus more on actual risk so people who have a history of violent behavior of people like you know who have a say a misdemeanor violent crime conviction. Maybe problems with alcohol but the other thing we need to do is put a put a tool a legal tool in the hands of law enforcement and family members as a number of states have done to actually remove firearms from people who are known to be at risk sometimes people around an individual will have very specific information about them that even you know clinicians or police or others don't have that somebody should know about we had an incident here in Chapel Hill my hometown where a very angry man shot 3 Muslim young people in the head people knew he was angry he had all these guns he had them legally but there is a way a preemptive risk based temporary gun removal tool that's not criminalizing which could actually save lives and we have some evidence that this works actually to prevent suicide as well so that's that's another thing and of course we need something to to do something about the illegal gun markets and the fact that we have so many transfers of firearms and happen outside the background checks of a lot of the secondary market a lot of ideas and different things like that that will surely be debated and talked about them going forward Dr Jeffrey Swanson is a professor in psychiatry and behavioral sciences and a specialist in mass shootings at the Duke University School of Medicine for thanks for time this morning thank you and I'm joined by N.P.R.'s Scott death row who's been here in the studios all morning worst mass shooting in modern u.s. History and but not the 1st mass shooting that you and I have been sitting or talking about you know it's a year and some months past the last time that we were talking about the deadliest modern American mass shooting that was the Orlando Laz Lyles Yeah. History took place there last night near the Las Vegas Strip in this what we know at this point we're told by the authorities at least 50 people were killed more than 200 have been wounded the alleged shooter has been identified as 64 year old Stephen Paddick he. Was a Las Vegas resident he is dead there are many many questions to be answered about what his motive might have been President Trump has put out a statement on Twitter this morning saying quote My warmest condolences and sympathies to the victims and families of the terrible Las Vegas shooting God bless you and we have been following reaction from around the world from members of Congress and others I want to turn now to Las Vegas Blake apg our is a reporter with the Las Vegas for a view Journal and he described has been describing to us how he rushed to the scene as soon as he got word of this this morning either Blake. Where are you now and I know you have been you've been speaking to some people who were actually at this concert what are they describing you know I talked several different people who were at the concert. She. You know we should say we're having a little trouble understanding of Blake and we're going to try and try to work out the line situation hopefully we can we can get you back on a cleaner cleaner line so stay with us. In the studio with me right now n.p.r. Justice correspondent Ryan Lucas. Ryan I guess the federal authorities are monitoring this maybe getting involved but what do we know at this point well the f.b.i. Says that it is providing assistance as part of what it calls a joint response with the Las Vegas p.d. Now Sheriff Joseph Lombardo a couple of minutes ago in Las Vegas he said that the f.b.i. Is on the scene especially agent in charge of the f.b.i. Field office was there and that they're providing all the resources that the federal government has to kind of bring to bear on it in a situation like this now in terms of what else the f.b.i. Is going to do. They'll help with the investigation and in any way that they can but right now we just we don't know that much about about Stephen Paddick we don't know his motivation we don't know where the weapon was from from what the the Las Vegas sheriff said there were 10 weapons in the room this is something that the f.b.i. Will presumably help kind of trace figure out where those weapons came from did he acquire them legally. And the Clark County sheriff has also told reporters that they do not believe that Patrick had any links to a militant group this is something that the f.b.i. As well can help kind of dig into That's really important is that there was a there was a deputy sheriff I think you described this as in his words domestic terrorism but but that doesn't necessarily mean that you have ties to some group I mean that could just be it sounded like he was describing if a man kills more than 50 people if the authorities suggest that that in itself could be domestic terrorism right Domestic terrorism is can be kind of a slippery term and people can use it in different ways without There is no there's no domestic terrorism crime for example there's no you can't be charged with domestic terrorism at this point something people have talked about trying to try to change but. I wouldn't start running down that path. Yet important though that the f.b.i. Is saying already that no ties no known ties to groups that they can they can say it was some level so that wasn't the f.b.i. It was a Clark County sheriff that's the sheriff's department Ok So federal authorities have not even addressed that question Ok And we'll be listening to much more from you as you cover the federal response to this I want to turn back to Blake Apgar who I think with a better connection with his reporter with the Las Vegas Review Journal like you there yeah yeah Ok sorry about I sorry about that the stress over you the quality of your line we just want to make sure our listeners can hear where exactly are you right now Ok Right now I am. There is there is something about that that reminds me that Las Vegas is a tourist destination where most people go to have fun and so telling that a lot of these places where they're taking people and where they evacuated people or places like that a theater named after Michael Jackson. Yeah it's interesting and you know topic of tourists one of the issues that we're seeing right now is people are unable to get back to their hotel rooms or unable to get you know their medication they have flights that are leaving this morning and they're not going to be able to get their thing so they they might have to fly home and leave everything in a hotel if it's part of an investigation or something like that you know well I'm not sure about that but I do know that access to a hotel room is difficult right now and I'm not sure exactly how the resort's going to deal with that issue what is standing out to you at this point as you've been listening to the voices of people who who were at the concert. You know the thing that really strikes me is just a complete nutter and I've also talked to a couple people who reported they heard shots for what seemed like 15 to 20. You say 15 to 20 minutes we lost a lot weren't Yeah yeah 15 to 20 minutes the shots were being fired that long that the witnesses are telling you and that's what I'm hearing from witnesses now. You know when you're in that situation I know that but time can get. Kind of twisted up but that's what that's what I've heard from multiple people I play kept are as a reporter with the Las Vegas Review Journal and he's been updating us throughout the morning like really appreciate the time thank you all right thank you want to turn to my colleague now Scott d'être also in our studios here in Washington I guess. A lot of attention is going to be focused on on the White House and president trying to see how he reacts to this and deals with this moment that's right and he has I think to put it frankly a mixed record when it comes to assuming that role that you typically turn to the president for after a national tragedy of course we all remember the device of way he spoke about the the attack in Charlottesville during the protests and marches there that left one person killed that became a weeks long controversy that they created a lot of divisiveness and other times though after the Congressional Baseball shooting in Virginia in June President Trump gave a unifying statement at the White House talking about However one's no thoughts and prayers were with the Congress Steve Scully's talking a lot about Steve schoolies But by and large President Trump often has his jump to conclusion said things on social media and statements that haven't been verified by officials yet so I think a lot of people wondering how the president will respond again we're expecting him to speak later this morning Ok joined in our studios by n.p.r. History we are told by the authorities that more than 50 people were killed when a gunman on an upper floor of the Mandalay Bay Hotel fire down at thousands and thousands of concert goers who had come for a country music festival the gunman is dead found we're told by police found dead in his hotel room and we're going to be following this investigation and the situation in Las Vegas throughout the morning I want to turn out to Rachel Crosby she is a reporter with the Las Vegas Review Journal Hi there Rachel how are where where are you right now and who have you been speaking to. Well right now actually a little over site of the road by through the night been in contact with the people at us to University Medical Center. Our largest hospital here in Nevada our only level of trauma center and I've also been in contact with Vegas police are last to get them to come Sheriff Joe in Florida has been giving updates throughout the night confirming information as we get it you said you spent time at one of the trauma center at the hospital. Yeah I was not inside I definitely tried to stay out of the way but I started the night outside of that hospital several of my coworkers went out to the scene of course while I was there I showed up at police had already shut down the surrounding streets to clear the way for 1st responders. I saw several people in scrub staff members you know finally get to the hospital quickly. Obviously a little chaotic over there but I also saw people gathering outside of the hospital in the little spiritually after this all started some people wondering looking for answers obviously crying knowing. Trying to get information on their loved ones are people getting that information I mean or we saw the point where people might not know if their friends or loved ones were were made it false. I obviously do not know personally but judging by the amount just the amount of people injured I mean the latest number that our sheriff gave us just shortly ago is more than 400 injured. And of course more than 50 dead so. I don't know if people are getting the information they want but I do know that natural has which is our local police department has. Been very communicative to the community they set up a phone line for people who are in town and can't make it to police headquarters or people who are out of town obviously Las Vegas is a huge tourist destination and they've set up a phone call in specific to people who cannot get ahold of their friends and loved ones so they can get information through that phone line also locally like I said police have asked that relatives and friends who cannot get a hold of their loved ones to come down to the police headquarters they have opened their doors you know made made it very easy for them to to get to shuffle them inside the building you know away Serbia just has to seek some information you know away from away from where all this happened you know when you when you mention hell as I guess is this tourist destination I'm always remember not to say I don't have to tell you this but so many people know Las Vegas as a tourist destination and know the strip and sometimes overlook the fact that this is a community where a lot of people live and care very deeply about their city and I just can't imagine how want to vent like this shakes a community. Right I mean I was raised terrorists only have so little shock of course I know that the Country Music Festival I'm used to people closely with there is a think we're Ok but it was a huge crowd the sheriff or at least 23. Or at that store or very close by and this user interface of all ages range is obviously out of country music before. A good time yeah worry about tragic and terrible stuff like. Rachel I'm glad your friends are Ok. You know me too but there's a lot of people here that are. Thinking of. As this investigation goes forward I presume that investigators in Washington the federal government are going to be getting involved in some way what would you know at this point well the f.b.i. At this point is providing assistance as part of what's known as a joint response with the Las Vegas Police Department and actually the sheriff or Clark County Joseph Wambaugh a couple minutes ago had a press conference in Las Vegas in which he said that the f.b.i. Special agent was actually there with him which gives an indication of. You know how the f.b.i. Is directly involved already. We don't know a whole lot more at this point there are a lot of questions questions about Patrick's motivation where his weapons came from the police has said that they found 10 weapons in the room where Patrick was and the like the 4 year old who they say carried this out and right right on that and so they're going to want to trace those weapons figure out where they came from how he acquired them that's something that the Las Vegas p.d. Will be doing and presumably the f.b.i. Can chip in on that are there are there are and if you watch the f.b.i. Go through investigations of measure things like this and anything we should be looking for anything you've sort of learned well if you if you look back to the attack on the pulse nightclub in Orlando and that was perpetrated by Omar Mateen and that case in the the day is hours and then days that followed the f.b.i. Provided something called it has this Office of Victim Assistance and so what they did is they were on the same kind of helping people who were caught up in the shooting as well as family members to try to provide support. Immediately afterwards and then they also brought to bear what's known as an evidence response team and what this does is a lot of the work at the crime scene with kind of a you know trajectory analysis mapping out the scene of the crime this is very methodical time intensive work but this is something that the f.b.i. Can knock it off with Ok that is n.p.r. News spoke with seamless bespoke Tribune reporter Nick Wilson who has been covering the story for several years we began by talking about except number 23rd Tribune story outlining the wastewater treatment situation in Morro Bay So this story that I wrote was in advance of the big meeting that happened on Tuesday they have had a old sewer system by the ocean that's really falling apart and they're risking some violations because the Basically how about how they treat their sewage so they have a permission to do what they're doing with the understanding that they're going to build a new sewer they've got a couple different agencies look I'm not I'm going you know this is you need to get going on this but we're sort of stern you know away from that ocean side which members of the public have some problems with because it's a lot cheaper to build there they have an existing infrastructure Ok Tell me about the alone no program that moral Bay is eligible for does that have any stipulation about the location it does not other than it's a federal loan so they have to have a site identified in order to move forward with their application they've sort of pre-qualified for it and now they have to submit a more specific basically application and so that's why this decision on Tuesday was kind of critical to move forward on this and pick a say because it's $82000000.00. Loan which doesn't cover their entire cost but it's a big chunk of it maybe around half or a lot more than half of the entire cost and the interest rate is really low compared to minutes. Bonds so that we're looking at about 2.62.7 percent for the federal loan versus maybe 5 percent which is a great deal so they're up against the clock on this because they have a July deadline to file that application with the 20 correct so less than a year and they still have to complete an e.i. Are on the site that they ultimately have to take now but they were deciding this within the last week usually takes about a year to do it and back down to our view they think they can do it months with an expedited process they were thinking if we don't get a decision in by November 1st about the site we're risking losing that $80000000.00 low interest loan which definitely lowers your ultimate cost so what happened on Tuesday night think it was a brown $200.00 people showed up which is huge for a more of a city council meeting sometimes you have 5 or 6 people in the audience to have 200 people with. Groups and a lot of people showing up arguing either for that potentially cheaper coastal option and then other people saying you know what this it's time to stop messing around with where to build this we know that inside as a higher chance of approval you know it doesn't carry environmental risks that's another thing with the coastal say you have potential for flooding tsunami those kinds of issues and I think this is just I've read it's Jamie irons and Mary yesterday in an event and it seems like this is the key issue in Morrow Bay for years now and it seems like this is you know a celebration of sorts in fact the fact that they've gotten to this point granted that not everyone in the community agrees but it's been a long time coming early just fully invest fully move forward with one side they've come back and forth on a lot of different sites and a lot of different I think struggles with getting to this moment so it from a city planning and infrastructure viewpoint I think there is kind of celebration at this point I was speaking with Nick Wilson Sam most of his boat Tribune staff reporter with the c.b.s. This is the California report good morning I'm John suppose Farrow We begin in Las Vegas which is where 50 people were killed and more than 200 people were wounded when a gunman opened fire at the route 91 harvest a music festival that was happening on the strip this is a country music festival where many Californians were attending we're going to hear now from Clark County Sheriff Joseph lumbar Doe of the Las Vegas Metropolitan Police Department we experienced an active shooter situation approximately 10 o 8 pm tonight this evening we had calls come into dispatch of multiple shots being fired from the direction of the Mandalay Bay towards the route $91.00 concert that was taking place on the east side of Las Vegas Boulevard. Through investigation and response we determined there was a shooter on the 32nd floor of the Mandalay Bay officers responded to that location for more we're going to turn to our sister station k. N.p.r. In Las Vegas specifically Casey morale who joins us from the studios there good morning Casey good morning John and we should say you've been up this is not morning for you've been up since 1245 last night covering this what have you been able to find out. Well you know as as you've said and as sheriff and Bardot has said there's more than 50 people dead as a result of this incident more than 200 injured they've named the suspect as Stephen Paddick he is a 64 year old who lives in misc each which is a community about 90 minutes to the north east of Las Vegas close to the border with Utah the police are also looking for a woman by the name of Marilou Danley who they say was traveling with the paddock at the time of the incident apparently they have located her at least that was the the update from a couple hours ago but no word yet on if she's been taken into custody being questioned anything like that we're still looking know what the potential motive. Of the shooter was we don't want to ascribe anything until we figure that out but we are able to know at least who the likely victims were in the form of the concert that they went to which is what I'm driving at this concert has a very specific demographic including many people from from California tell us about it. Sure so it's the $91.00 harvests country music festival it is geared toward fans of country music who live in Nevada in some of the more rural areas as well as parts of California and Arizona and secured toward this whole part in the southwestern u.s. And it really draws from all all kinds of people you know younger people older people families like just basically big fans of of country music last night was the last night of the festival Jason Aldean who's a pretty big name in country music was the headlining act so a lot of people would have been there to see him perform specifically because of his cachet in that field of music now one of the things about Las Vegas is that there has been immense strains on the city's trauma centers because of funding and just basically because of. Concerns that there isn't the staff needed to to treat major events like this how the city's trauma center has been holding up under the weight of 200 injured and more than 50 dead. With difficulty I mean as is early as 130 this morning so 90 minutes after reports were coming in police were being told not to take people to University Medical Center which is the main public hospital in town where the trauma unit is because they were full up. Someone's hospital is experiencing from what I've heard similar capacity issues and those are the 2 biggest hospitals in the area right now so Las Vegas despite being a city of over 2000000 people does not really have a whole lot in terms of big hospital infrastructure somewhat dark joke that's always been said by locals is that the best hospital in town is McCarran International Airport so you can leave we want to go to Lieutenant Jeff Byrd accuse with the Bakersfield Police officers I should say he's a he is a Baker's Field police officer because it's our understanding we're just getting word now that not only Bakersfield by Los Angeles police officers were. Or at this event in a recreational in their free time capacity Let's hear what what Lieutenant Burdick just told one of our producers right now we had some off duty officers and their families who had gone over to see the concert and one of our officers was struck by gunfire. And. He was transported to a hospital in the Las Vegas area where he was treated for a non-life threatening injury. My understanding at this point is we have all of our officers accounted for and we only have the one injury so that's great news but what we're also learning right now is that $400.00 people were taken to the emergency room to trauma centers in Las Vegas case morale I can p.r. Who would tell us a little bit about what the scene at this the Mandalay Bay must have been like. Ok so if you're you know imagine the Las Vegas Strip as a horizontal line you know Mandalay Bay is at the far right end of it is that the eastern end of the strip is not really much after it you know further down the road the field where this event was taking place was right across the street so if you had a room that overlooks that part of Las Vegas Boulevard you had a clear line of sight to the field where the route $91.00 harvest festival was taking place so you know it's almost a choke point some ways because on the other end of that field you know the field is in between Las Vegas Boulevard and McCarran International Airport and we heard that people as soon as the gunfire started started to run toward the airport and got on to the runway which caused the airport to you know halt traffic for some time as well. Also moving. Are we getting any idea of this shooter we know that he is from a skeet Mosquita is. A very particular area for anti-government groups and things like not speculating whether he was part of that do we have any motive for this shooter I think that's why Metro police were interested in this Marilou Dannelly the person who was allegedly traveling with Stephen Paddick prosody to get some insight as to why this was going on otherwise they have not publicly stated what they think his motivation might be either speculative or otherwise to some or all of campy are joining us from Las Vegas Casey stay safe there thank you appreciate it.
