And global security but I've questioned whether Donald Trump's rhetoric has been part of the smartest way as a strategy and I also would advocate for a little more caution around some of the some of the red lines and threats that the president is trying now I think a much more productive approach is to increase the cost of the status quo for China and North Korea so that China can eat and were inspired to do more to rein in that regime but you spent years at the CIA. Or the Cid ministration is supposed to be doing what about the argument though that you know when President Trump was elected in the American people had their eyes open and he. Generally what I see having lived through Republican and Democratic administrations is that it's Ok to have different policy ideas and end ways of achieving progress in this country I'm just not seeing any of those ideas a to kill a good policy in politics is different from science instead of saying that the science is somehow discredited are not viable this simply denying it because it doesn't align with their political interests and frankly that old tired idea that you can have a clean environment and a strong economy or that the Paris agreement is going to stifle the economy in this country is just ludicrous There is no information to back that up Robel how so follow up on that as you see it if you're good President Trump is selling the United States shorts we have the innovators we have the technology developers this is not just an opportunity to save the future for our kids but it's an opportunity to take advantage of the economic benefits that we would accrue by using our best and brightest minds to actually find that path forward why would we decide that we want to cede that to other countries in particular to China and the e.u. Who are really already stepping up to fill that gap well but that base has legitimate interest doesn't it I mean a lot of people feel that they're losing know well they do have legitimate interests they have as much interest in clean air and clean water as as you and I do and in fact in many ways they struggle most With that in the rural communities with there are significant environmental challenges that have yet to be addressed so I understand that there are challenges economically in these areas but wouldn't it be a lot better if you didn't pretend like coal was coming back and instead go in. And identify the economies of the future for those individuals you're a longtime civil servant in both Republican and Democratic administrations seems to me every couple of weeks we read about employees leaving the Environmental Protection Agency because they say they just can't work for the current administration do you think they have a good idea. That I have that I begged from November till when I left on January 20th at noontime to stay with the agency you know I knew it would be difficult I honestly Scott didn't know it would be as tough as it is today because I'm not just trying to roll back rules they're really trying to defund in and dismantle the agency itself so I understand the fact that they feel like the mission of the agency is not being served and they don't want to be part of it but no it's not Ok for them to leave you know their career public servants their job is to inform the political folks I love them dearly I understand and respect the decisions if they leave. Under President Obama thanks so much for being with us thanks Scott for having me. 3 coastal California communities recently filed lawsuits against some of the biggest fossil fuel companies in the world the community said those companies should pay for the damage caused by rising seas because they knew about climate change and still contributed to it N.P.R.'s Nathan Rott has more. Imperial Beach California is surrounded by water on 3 sides by a spit basically a kind of a peninsula where the town's mayor surged Idina is driving us through a residential area towards a public beach or just north of Mexican border so you can see in Mexico down there to show some of the problems that come with being surrounded by so much water basically what's been happening is water starts bubbling up under the houses now it's coming up under the streets so in the winner this essentially is full time always flooded now and they just started out in the last few years last winter he says during a storm see water was pouring over the streets that's was actually really scary to see that like it's oh this is what's coming up this is not something that we have to imagine that something is happening right now that something is sea level rise. As temperatures increase in the polar ice sheets melt scientists say that ocean levels will rise here and along the Pacific Coast the predictions vary but a recent report says that a foot of sea level rise in this part of Southern California is virtually an avoidable by the end of the century and it's likely to happen far sooner on the beach next to a row of homes to Dinas says that presents low lying Imperial Beach with a really tough question how do you pay for the street that we're going to lose and the public access rights you're losing access to resources and number 2 ultimately the loss of revenue from the fact that at some point these houses might not be the cost of long Imperial beaches coastline alone Dina's says are expected to exceed $100000000.00 way more than the city can afford this is the poorest city in San Diego County so he and 2 other California counties are facing the same sort of problems decided to look for help footing the bill by suing 3rd. 7 of the biggest oil gas and coal companies in the world the thrust of their lawsuit that those companies knew about climate change they planned for it themselves but they concealed the dangers and quote engaged in massive campaigns unquote to undermine efforts to regulate their products it's similar to how health advocates targeted tobacco companies in the eighty's I think it's an incredibly smart and well crafted approach to using litigation to really try to address some of the challenges of climate change and Carlson is the co-director of the Emmett Institute on climate change in the environment at u.c.l.a. She's also full disclosure advising the lawyers that brought this case not for financial reasons she says she's not being paid but because she says she feels like climate change needs to be addressed and frankly at a time when the United States is abdicating its leadership responsibilities I think we need to press a gentle fronts Now these aren't the 1st lawsuits of this nature that have been filed against big polluters similar efforts have failed but Carlson thinks that these have a better chance for a couple of reasons 1st the science around climate change and the damages it can cause has only gotten stronger with time Secondly there's more evidence now reporting a document showing that some of these companies did in fact know about the dangers of climate change and yet engaged in a concerted campaign to try to cover up what was going on those make it easier to show a direct line between how the actions of the defendants caused the damages to the plaintiffs but that doesn't mean it's cut and dry Michael Berger is executive director of the Saban Center for Climate Change law and he says the toughest question these lawyers have to answer is why these particularly actors should be held responsible or a global pollution problem that involves pretty much every human being on the face of the planet n.p.r. Immigration and Customs Enforcement Officers have stepped up their efforts to detain and deport immigrants who are in the country illegally under orders from President Trump Ice says arrests have been up nearly 40 percent over the same period in 2016 and one way ice agents have tracked down undocumented immigrants is to come to court houses or they may be on trial for minor traffic or other offenses Eric and solace the acting district attorney in Brooklyn New York is opposed to that he joins us from his office thanks so much for being with us thank you for having me Scott you are in the New York attorney general have have called for ice to stop conducting raids in courthouses why when ice comes to court it serves as a deterrent for Laura by the people to come in as witnesses and victims it's less likely that they cooperate with my office and as a result I'm afraid that we are going to see some bad people be freed because witnesses and victims choose not to come and ice has removed people charge of low level senses even before they've been convicted of the crime depriving us of pursuing a new case in due process well to fill in the blanks you're suggesting that people who are in this country illegally nevertheless can offer valuable testimony in criminal cases and they'd be reluctant to come forward and do that if they thought they were going to be arrested at the courthouse exactly Scott but it's not just a belief I've seen in week 2. Had a case where a man fortunately was able to get out of ice custody amending William Hurt tato who fully cooperated in 2012 on a homicide case he testified as a witness in the killing and his testimony was invaluable in securing the conviction of these 2 killers he also provided additional evidence another homicide case so in total his testimony secured convictions for 5 people were killed other people well maybe have watched too many episodes of Law and Order but can you not go to 2 ice or other people and say look we need this person here let me make a deal so they won't be prosecuted for immigration crime they believe that coming to court is easier for them to locate people they're looking for and we're calling on ice to treat courthouses as sensitive locations it does not absolutely prevent ice from coming in and doing this for some action but like churches and other sensitive locations ice will voluntarily not do in force an action unless absolutely necessary. You are an officer of the court is the as the district attorney. No matter what good work people have done if they're in this country illegally are aren't you obliged to make them subject to the rule of law which might involve getting detained by a. I think that due process requires people to have their day in court you know and some of the people ice is coming and they're arresting our people here with green cards in other status and ice is taking custody Nonetheless I understand that ice has said no to the whole idea of a sensitive location do you have any options I think that we have starting to do the process of documenting in quantifying how often that's interfering with cases you know but I can tell you that domestic violence prosecutors here some of our social workers and many of the assistant d.a. Say that when they're speaking to witnesses and victims they are asking about ice in the courtrooms they ask if it's safe to come down it's safe to participate and police commissioner here in New York heard at a public forum people were asking was it safe to report crime to the police if they had immigration concerns so I think all of that put together will mean that people who commit crimes were going to benefit because many less people will cooperate and I can just take a journey of Brooklyn Eric and Josh thanks so much thank you.
