Well, you paid a Million Dollars for a home with a breathtaking view. Do you have rights to that air . Ellen martin reports some Property Owners figured out how to protect their precious views. Reporter what price do you put on air . If its the air above your property, you already own the rights. I dont think a lot of people have a vague idea that they have air rights. Reporter San Francisco realtor john scott said what is more, if you like the open airspace over your neighbors property that allows you that panoramic view, you can own those air rights, too, if youre willing to pay. Which apparently is happening in the northwest. We were looking at a wall over. There i think it would impact us tremendously. Reporter nina and George Peterson are two of the seattle Property Owners who bought their neighbors home for 600,000. Then, they dropped the price and sold it for 500,000 just so they could legally keep the air rights to it and prevent any new owner from building up and blocking their view. Its terrible. Terrible. If you know about it. But i think people discovered too late. The house is going up. The view is gone. The reason they say theyre building up in seattle is because they have no more room to spread out. Well, San Francisco is the same situation. Reporter here in San Francisco, the view and any expectation of one was an issue with one rincon south tower. Imagine if you paid 1 million a half for a condo up there to find out later that there is a second tower going up next door. And right in front of that spectacular vow out of your living room window. View out of your living room window. Rincon had to advice all of the buyer when is they bought it in 20082009, that their view would be restricted in the future. Under california state law, there isy in rights to the view unless you have a private easement. Reporter this attorney specializes in land use and zoning issues. The white house is making a push to rally the public for a military strike against syria. The plan is being met with a lot of pushback, including from bay area politicians. The alleged use of chemical weapons presents a real dilemma for the United States. Its a military strike against syria, however s that the right response . Joining us earlier is representative eric swallow and hes hearing a lot from his constituents on this. We cant ignore that we have work. We have spent over 2 trillion. We lost thousands of american lives and now, americans are righty there asking is this the right next step for america . When you say voters have concerns, are they saying that they have concerns about the accuracy of the information that poisonous gas is being used or that the Syrian Regime used it, or are there concerns getting the u. S. Involved in another military situation. I dont have concerns that the assad regime used chemical weapons. Most voters accept that. There is a hesitanciy. Now that we know they used it, what does the u. S. Do. Have we exhausted the remedies before inflicting force into syria, and have we brought on the international community. Have we exhausted the United Nations and is there this imminency that requires us to act right now at this moment with military force. And i talked with congressman George Miller earlier this week. He is adamant. His people are saying no, no, and no. Its not a question of concern or hesitancy. He just said overwhelmingly, people say no. We dont want to go and get involved in another situation. Thats right. My constituents across the board is a firm solid no, why notice. Why is this in americas best interest. I hear that. We cant ignore that and we dont have many with us. And nancy pelosi, your house leader is pushing very hard for this. And saying vote for this. What do you do . Leader pelosi has solicited for feed back and commentary from the member. She knows this is a sensitive issue and asked for other ideas or how we can modify the resolutions to meet the concerns of the members. Im going to washington on monday and i will be briefed again by secretary kerry. Can it be modifyd . Or is this just a voter saying no . Is there some way that that is what this decision is going to be about, isnt it . I think force should be the last option. After you exhaust all other remedies. What i want to find out is is there anything else we can do before force . I dont want to start with saying a military strike is what we have to do. I want to look at what else can we do before we go into a country where they have sectarian violence. There are over 1,000 groups vying for power there and some of the groups include enemies of the United States like al qaeda and that gives me grave concern that tipping that domino could mean you put al qaeda in control. All right, and you will have a discussion with eric swallow later on in the the show. His recent trip to afghanistan and the progress that has been made or lack thereof since the u. S. Got involved over there. And thats right. Well be talking about, coming up, a new name for an old bridge. The western span of the bay bridge may carry the name of former San Francisco mayor willie brown. Opponents support letters to the senate, though, arguing against the renaming. It could happen as early as next week. That is why i sat down and spoke with the political reporters about why renaming the bridge after willie l. Brown. Does it stand a good chance of happy something. I dont understand. Even someone like willie, he said he doesnt want his name on there, why would you want your name on a bridge that is what 300 times over budget . And that is not a big part of the bridge . Hes getting one already paid for. I know. [ laughter ] and standing since 1937. And actually looks pretty good. Yeah, yeah, yeah. Its it due for another Bottom Dollar facelift. Its a bust. I think this is a case where sacramento is a little out of touch with the rest of the voters. Many voters are saying do we want to name the bridge an overcost, overbudget as you mentioned after a guy who had a role in the bridge as much as willie brown has done in the bay area, and hes a megapersonallity, no doubt about it, i think a lot of people out there are saying, you know, i dont think so. Why does it have to be named after anything . Name it after chevron and have them pay for the bridge, like they do with the ballpark. Okay, in this, that is not how it works. Someone put in the name, an assemblyman from southern california, pushed by the naacp. Yeah. And up in sacramento, its become a question of who is going to say no . And so far, no one is appearing to say no. If anything, even the bay area and the San FranciscoAssembly People and snappers. [ overlapping speakers ] who are opposed to it and have questions about it, wont say anything public to it. They dont want to say no to willie brown or the naacp . Or both. Theyre powerful forces. We know willie has a major influence on the city and people dont want to do that. He has his hands in a lot of pie and people dont want to mess with that. And a lot of people, like it or not, actually like the guy. Believe it or not. That is besides the point. Okay. And you talk to geraldsteinberg. The president . Yeah, yeah. He likes willie l. Brown. You talk with the head of the assembly, they like it. Jerry brown j. Sure. And even some of the a sure. And some of the Assembly People and senators. In california, all i know is if they name the bridge for willie brown and give a party, i want to be there. As everyone in sacramento will want to be there to see. It will be a Successful Party ever given. And might be bigger than the other one, right . [ laughter ] the guy can throw a good party. Youre tight with willie. What does he say about it . Its interesting. He had it in the column in the San Francisco chronicle. Okay, people opposed to it, why be opposed to it. Its your dodge come true. If they name the bridge after me, you get to run over me every day. That is an interesting statement. All right. There is plenty of buzz in the bay area over a new store. Involvement in afghanistan is winding down. Now, there is an intense debate about whether the u. S. Should take action in syria. For a look at the entire region, we sat down with the congressman who returned from afghanistan. I asked him whether its right to say Mission Accomplished in that country. No. Were getting closer. I went and visited with troops from the 15th Congressional District serving over there and i met with the generals and Afghan Army Generals and Afghan Soldiers and i am confident were in a position now that come 2014, we can significantly reduce our troop number there and allow the afghan sources to stand up and provide security for themselves and people. Its still a war zone. The car bombs are going off daily while we were there. Okay, afghanistan, iraq, the threat of, ran and theyre all paying into this publics reaction to the idea of going into syria. Thats right. If you look across the Arabian Peninsula and the middle east, never has there been greater instability in the region and were stretched thin, the longest war in u. S. History and that means our troops are stretched thin and our materials and air tanks. We need to prepare them for the next threat and i wonder, is syria a distraction against iran that can prevent us from responding to their growing nuclear threat. They put center fumes closer to weapons. Okay, we have afghanistan centero fuges. Okay, we have afghanistan, iraq, libya, syria, egypt what are you going to do in congress this week. Youre going to say yes, no . What do you think you will wind up doing . Were going to get briefed on monday and we have to evaluate the best course of action. The u. S. Military force and our influence is not unlimited it does have a ceiling and that is what im going to consider as we look at the syria vote. We have threats from iran and we have to complete the mission in afghanistan. Iraq every day is experiencing more and more sectarian violence, which is making it more and more unstable. And so, its going to be a tough vote, but, again, im going to consider what can we do before committing to military military force. You have the feeling that the day of america being the worlds policemen is change something. I think our constituents have work to do. They have seen the country the last 13 years spend over 2 trillion, commit thousands of troops, lost thousands of lives and they wonder if we are going to the middle east again on another mission like this, what is the end game . What is the goal . If the president doesnt get the vote, is he a lame duck and what does this do for item graying, the economy, healthcare and Everything Else hes pushing for . No question now, the number one issue on my constituents minds is still jobs. I dont think the votes are there right now in the house and i think its important he goes to the congress. I think the American People have lost confidence after a failed mission in iraq and where we went there under false pretenses and i dont think the votes are there. I think it will strengthen congress ability to reflect what the American People believe and i think the president will ultimately respect that if its a no vote. Its going to be been isan interesting week in washington, historic. Not only is this about syria, but its also a big shift in how we am these, what we call military actions. Hes asking congress for approval and if america said no, we might be hanging up that badge that we carry out being the worlds policemen. And hes first going to take it to the public with this big address on tuesday night and then were going to cover, carry it for you on kpix 5. Taking it to the public and then see how congress responds. But, you know, judging from what kimman swalwell said, not looking good. Okay. What do we have coming up. Sports. Good morning. And that is why we sat down with San Francisco chronicles political reporters saying this is unusual. The speaker versus the members . You remember the last time you saw a split among bay area democrats this deep . No. This is usually theyre completely united and against the republicans. This is the case where youre seeing liberals like barbara lee and georgeil George Miller, nighing with the tea party, guys. Yes, political bay fellows, theyre pushing back progressive and Tea Party People together. What about the middle . That is the great unheard of. Is there a middle . What is the middle, relatively speak. Youre so lost. Theyre turning against pelosi and that is an interesting dynamic. What shes saying, you know, i think you should do this and shes trying to soft pedal it. You dont want to go against the boss, especially when your boss raises millions and millions for you. At the same time, the reasony should is the boss is because she is sincative of people and what is going on in their districts and that is the first rule of house leadership. You cant ask anyone to cross a line that will put them in jeopardy a vote yes on syria. Their constituents are against it. And the polls show 20 of the American People are for the strike and where are they . Not in the bay area. Not here. You hear no, we dont want a part of it. Were exhausted andy that not buying with pelosi and senator barbara boxer. The other day when we were talking with nancy pelosi and she was talking about are we going to ask the Congress People to vote their conscience, i am asking for their opinions to see if something can be worked out. What does that mean in english . In english, that means that is the soft arm twist and not the full arm twist but the soft arm twist. She still asked. The fact that shes asking for their opinions when you know what her within is is an act. A twist. Okay. And she put up two letters. She has to deliver the majority votes for the president and that is a big lift for her. Okay. And quickly dissipating for the president. A couple of days ago it looked better. Every day that goes by, the antiwar faction ramps up. Pelosi is under pressure and i dont know. If obama is, too, if Congress Votes against him, will he still do it . He said he can. This is a big issue for him. And the question was raised about there appears to be a bit of a split here between what we have what the leadership says and in this case, the democratic leadership and the Republican Leadership and what the rank and files are thinking. Does this Say Something about beltway versus many street . Absolutely. They seeing a perspective and washington, look at international shape. A lot of people here are, as the phrase is more weary, were seeing soldier comes home and theyre hurt and disabled. It comes home. No one wants to get involved in that anymore. If they say no to her, does she continue on . Survive . I think she does. Shes a strong personality and a strong force. A new weapon. The big question is the president. This is not on pelosi but the president. Yes. And that is going to be interesting as he makes his case to the public and what congress thinks. We just heard from congressman eric swalwell. He doesnt think there are enough votes in the house of representatives to strike. Its going to be an interesting time. Well be right back. Challenged its manufacturers er even lower prices.
