This is not the normal process it's it's a little confusing because the normal process is based on exit exactly 2 precedents of past impeachment sure. What they're trying to one of the reasons which a lot of people point out they're focusing on the process is you cannot defend the president on the merits anymore on the substance of this impasse or tailors testimony this week if if his opening statement is to be believed and he needs to be cross-examined in all of that or the president just simply guilty of what he's been charged of the quid pro quo stuff and the only question then is do you believe that that is wrong or right do you believe that's impeachable or not right if the president came out tomorrow and said Man I screwed this up I'm sorry I didn't I understand. Looks now I think Republicans would be because then they could say let's just move on it was bad the president and Mitt sit contrition is very powerful in our country the president is unlikely to do that and so they end up with this process argument now you said you feel there is some some basis for the complaint essential in the complaint is this is all happening with domination of Democrats and it's all happening in private but is that a real objection because Democrats say that they are interviewing witnesses in private and there are Republicans in the room of course because this is how you conduct an investigation and the next step is public hearings and the next step after that if it gets that far would be a Senate trial and that all would be in public and there would be cross-examination that be everything else yes so if you talk to and some of my colleagues at the dispatch of done this if you talk to the Republicans on this bill say look the chairmanship if is not giving access to the transcripts he is controlling the selective leaks all these kinds of things I do think show chairman Schiff is. Gets more of a free ride from a lot of people in the press who don't hold him accountable for how badly he handled and misled the public on the Russian collusion stuff that said it is amazing I paid very close attention when I listen to the Republicans on the Hill talk about this or you know the people who stormed the skiff in that ridiculous pizza party thing sure edge as a general rule if you find yourself involved in something involving the word storming and the person who's leading use this is Congress and Matt Gates your decision tree has gone a wry oh why would that be because he's a clown and he is a partisan sort of sycophant of the president and that is his business model that said there are people in that group who are serious people and. So I think people in that group who are actually on the committees who are getting in the room in the private session so this is the thing the gaslighting that does bother me a lot from the Republicans is it's very difficult to get any of them to admit in front of a camera or a microphone that they're actually Republicans in that room they make it sound as if the Democrats are doing these depositions totally without Republican input and that is just not. True but I do think if you going to impeach the president this is not a legal proceeding it's not it's you know it's analogous to a grand jury but it's not a grand jury it is incumbent on the Democrats if they are if they take this seriously to do it in a more serious way that includes the public that seems above board even if the Republican protests are too hyperbolic if Republicans are focused on the process are they just trying to be where they believe Republican voters are right now still supporting the president and holding their fire on the facts and waiting to see where the public moves Well I think their support for the president is pretty soft in the Senate are softer than you would imagine from watching the public displays of things and the process place is a safe harbor for a lot of Republicans the problem is the Republicans are under enormous pressure from the president and the White House to go to the mattresses on all of this and defend him in every regard and the problem is they don't know what's coming out next they don't know what other conversations are coming out and also even if they're selective leaks in his Maybe the other side to it the stuff that is coming out is very damning of the President you mentioned the support for the president may being softer that it would seem someone like Mitt Romney has been very critical of the president or there are other senators you think who are privately moving in that direction I think so so my colleagues in the dispatch did some reporting on this Lindsey Graham tried to rally the entire Republican caucus to take a much firmer stance and sign a letter completely denouncing all of us and he couldn't get Republicans to do it couldn't get them all to sign apparently Senator Tom Cotton of all people stood up and said you know this is going to put a lot of vulnerable Republicans in a bad place if they get completely invested in all of this what about and they say they soften that language. News I'm David Greene and I'm Steve Inskeep Indonesia has released a final accident report on the crash last year of a Lion Air 737 Max a crash that killed all one $189.00 people on board the report blames Boeing the maker of the plane but also faults the pilots and the ground crew N.P.R.'s Scott Neuman reports an automated flight control system in the plane known as m. Cas has been a den of 5 is the primary cause of the 2 crashes but what is new in the report by Indonesia's equivalent of the n.t.s.b. Is a disturbing sequence of events leading up to the accident the day before the crash ground crew installed a faulty sensor on the plane and investigators say it's likely it was never tested that same day the report says a different flight crew experienced problems with the plane repeatedly nosing down but managed to regain control by powering off some systems and engaging the autopilot which bypasses m. Cas it was a serious and sudden that should have grounded the plane but investigators say the captain didn't report the problem to ground crew on the day of the crash a new pilot and 1st officer encountered the very same problems investigators say the copilot was unfamiliar with procedures that it took him 4 minutes to find a crucial checklist in the manual Meanwhile the pilot was struggling with the controls the report says the pilot was forced to manually counteract the plane's nose ring down more than 20 times he finally turned over the controls to the copilot who quickly lost control and the plane plunged into the sea after the release of the report Boeing put out its own statement saying that since the twin crashes it's been working with the f.a.a. Carte the bank knows you by your phone number secure websites send key codes by text message but phone numbers can be hijacked in a recent wave of phone based identity theft raises concerns that wireless carriers are just not doing enough to protect customers N.P.R.'s Martin Costa reports Greg Bennett had already heard of people's phones getting hijacked He's an entrepreneur in Bellevue Washington and he knows a thing or 2 about tech So he's a little embarrassed when he remembers the day in April when it happened to him. Oh I'm so I'm sitting here with my son and I miss having trouble getting into my e-mail account and also my phone went dead and I looked at my phone and there's no signal and I thought oh no something's happened here it was a sim swap that's when scammers get your phone company to switch your number to their phone sometimes the scammers fool the phone company into thinking they're you sometimes a phone company staffer is in on the scam once they have your number they can get your text messages including password reset confirmation codes but it says that's how they got into his e-mail accounts and from there it was open season oh they got into my Amazon account might never know what account my Starbucks account that they were kind of mess and what match but the big prize was his Bitcoin account it's not clear exactly how they used his phone number to get in there but once they were he says they stole about half a $1000000.00 worth $100.00 Bitcoin all in the matter of minutes and that's what's new here sim swapping has been around for a while but now there's just so much more at stake the reason why things are being in such a problem is because phone numbers have suddenly become valuable Allison Nixon is director of security research at flashpoint a company that tracks cyber crime she says cell numbers have become an irresistible target for scammers because so many companies now force us to use our phone numbers as a form of id financial health care social media e-mail all of these are from company by policy they require a phone number. From you and that's what creates the vulnerability as scams go Sim swapping is labor intensive thieves have to research their victims 1st and they look for rich targets like the cryptocurrency investor in California who says he lost 20 $4000000.00 to Sim swappers last year but Nixon says the scammers are also starting to aim lower eventually you're going to run out of rich people right any gonna start targeting middle class or upper middle class people I know people that have been since luck that have no clear indication as to why aside from the fact that they get paid and they have a retirement account experts have suggested various ideas for improving security for instance carriers could require that phone number transfers always happen in person at a store Senator Ron Wyden Democrat from Oregon has been looking at what the carriers could do he won't get into details about behind the scenes discussions but he's not optimistic the industry is not exactly. Itself in order to better protect the consumer from the some Swat scams the wireless companies prefer questions about Sim swapping to their industry association the c.t.a. But it also would not do an interview with n.p.r. It point instead to a blog post with tips for avoiding sim swaps for instance they say you should keep your personal details off social media so you're harder to impersonate critics counter that it should be on the industry to keep these phone numbers safe though Alison Nixon says she can understand why the phone companies might be reluctant to erect higher security barriers to Sim swaps it would make the purchase process for the average legitimate customer a little bit more difficult a little bit slower and multiply that by however many millions of sales that they make it probably and that to reduce the amount of money Another solution might just be to wean Americans from using their phone numbers for authentication Federal regulators have noted the vulnerabilities of text message codes compared to more secure to factor methods like apps but the wireless industry is pushing back on that in a letter to the f.t.c. In August the industry defended text messages as quote easily accessible and trusted. But they're not trusted anymore by Greg Bennett back in Washington state people who are using phones as their only source of 2 factor authentication a kind of inviting identity theft he noticed 2 factor authentication with apps or a hardware key when he's forced to use text message codes he uses a 2nd phone number which he keeps secret he's an arbitration with which wouldn't talk to n.p.r. About his case and he says the company is stonewalling on the details of just how he got sim swapped but he suspects that he was victimized by somebody on the east coast how does he know when I finally recovered my phone I got a text message asking asking how my service was at the store in Boston. Wildfires are sweeping today across large parts of California just north of San Francisco the can Cade fire in Sonoma County has engulfed more than 16000 acres we're told 50000 people in canyons near Los Angeles have evacuated because of another fire Sharon McNary is a reporter for our member station k.p.c. See she is in Southern California and on the line good morning good morning or maybe not such a good morning where you are what is the status of the fires there. Well it is last night there were 2 very scary fires on either end of the Santa Clarita Valley which is about 2 valleys north of downtown l.a. In northern Los Angeles County the one on the east grew very very fast and it threatened a lot of homes we understand there may be some homes already burned up there and the one on the west end of the valley threatened a historic black resort built up in the twenty's it's threatened the west end of the valley now the West has calmed down somewhat but overnight we did have sustained winds of about 20 miles an hour gusts up to 30 so the attention is now on the fire on the east end of the valley in a community called canyon country so we're talking about wildfires in areas that are backing up against. Vegetated areas grown up areas but you also have development in there how drier conditions. It's been extremely dry we've had multiple days of what they call red flag conditions that's when it's very dry it's hot it was 95 degrees yesterday you know which is not unusual for late October and it was very windy add those together with the excess of fuel that's grown up after our big rains last year and that's a combination that combined with homes built into all of these canyons can create a very dangerous system situation for homeowners it's a tricky when you have a big fire in northern California and bend fires as well of scale in Southern California because of course you're within one state you may be having have resources pulled 2 different directions absolutely California has networks of mutual cooperating fire agencies and so it's not unusual for us to see fire engines that might have come from 3400 miles away during a big fire but it can be stretched thin and so we're coming up on the one you. Anniversary of The Wolf the fire that burned through Malibu and a great hills during that fire in day 3 of the fire they had only gotten 60 percent of the people and equipment they had asked where they were $758.00 fire engines short of what they felt they needed to protect structures and of course thousands of homes burned in that fire so when we have multiple big fires in California it is deeply concerning Sharon are you getting to a point in Southern California where fires are kind of like earthquakes I mean they're just going to happen they're going to happen regularly they're part of life . Yes no that's not the case we expect fires and we kind of know which areas have not burned in a long time people are often very prepared for fires but it's always a shock to the homeowners to have to pick up and leave and stay away from their homes not knowing what they will find when they come back I mean they can watch their homes burn on t.v. Killer vulnerability of people prior to a diagnosis of Alzheimer's disease and what we know is that oftentimes you can go for years with mild symptoms before you get a diagnosis because diagnosis only comes when your symptoms are severe So what happens is you have this multi-year period where people are experiencing these symptoms but families might not be aware of and so individuals are susceptible to large reduction in liquid assets and reductions in net wealth some people in early stages of dementia may make poor financial decisions but are they also more vulnerable to exploitation to scams so we definitely think that part of the reason these poor financial outcomes are occurring is the reduction in financial capacity and by that I mean the ability of people to manage their money pay bills on time invest wisely but it's also the case that these individuals may be especially vulnerable to financial exploitation and what's concerning about these findings is that these negative changes in financial outcomes are occurring just as these families are going to be faced with large and substantial costs of caregiving when individuals actually enter the final stage of dementia when symptoms are severe the lesson here for the loved ones for often the adult child of the person we're talking about is what to be aware earlier that this could be going on I think there's really 2 implications one is that yes family members should be checking in even if there aren't any obvious signs of cognitive impairment good to make sure that things in terms of spending look like they're on track and are consistent with however that person was spending their money investing their money in the past and the 2nd thing I think this raises is the potential important role of financial institutions I think we need to know more about that specific kinds of policies that might be helpful and indeed your research continues what's this about you're trying to match credit data with Medicare claim data what might that help you understand we're exploring the potential.
