This is Morning Edition from n.p.r. News I'm Rachel Martin and I'm Noel King good morning from the minute that former special counsel Robert Mueller released his 448 page report the conclusions of that 2 year investigation of served as a kind of or shock test a day after Miller testified before House lawmakers that is still the case Democrats see obstruction on the part of the president Republicans see exoneration some Democrats want to talk about impeachment many Republicans see a witch hunt President Tom talked to reporters yesterday after Miller's testimony and here's what he said this is been a very bad thing for our country. I despise everything we've been through it's been an incredible 2 and a half years for our country. The administration our president the we've done a great job for more on where the Trump administration stands we've got Steven Groves on the line his deputy White House Secretary good morning Mr Gross good morning thanks for having me on we're happy to have you so we can break up yesterday's testimony into 2 big parts one was about the question of whether the President obstructed justice but the other the other was about Russian interference into the 2016 election I want to talk about that Robert Mueller said it was sweeping and systemic curious talking yesterday when the single attempt as we sit here and expect to do it during the next campaign how does the White House interpret that Mr Gross is the president concerned about interference in the 20 twentieth's action the president is concerned he's he's addressing on multiple occasions he's fought his Department of Homeland Security will take the lead on election you know sheriffs since he came into office and I think almost from the beginning by way of executive orders another ad change the Department of Homeland Security has reached out to state and local election officials the f.b.i. And gauged they are on the watch they were tracking things during me made terms last year and it is going to be a whole of government approach in 2020 the president is concerned I do wish that maybe President Obama. Had been told of our concerns back in 2016 when these things were coming out and let the American people know about it they made a decision to not make announcements about Russian interference in our election I wonder if I'll put a little research on we're going to be prepared in 2020 yes let's talk about the specifics how are you preparing for 2020 because you mention the midterms those are localized elections 21 is a different situation can you give us some insight into what you are doing to protect against what the White House is doing to protect against foreign interference well 20. 20 is not going to be any different from now $2800.00 it's still it's still the same polling places it's still the same election officials. You know the law will have presidential candidates on it but the the systems and protections that are designed to prevent her parents are still going to be in place remember the Russian interference back in 16 when it came to the actual polling was was limited it was about I think they hacked into some voter voter data bases and so forth but there was no there's no indication that any single vote was was changed by you know a lot of energy hacked into the well they hacked into Democratic e-mails and they you know they interfered I'm not talking about something different you know you can the part where they require they try to like find out voter rolls in various precincts they didn't go into voting machines and try to change votes and then you interference that Mollett was going to was social media and be hacked into the d.n.c. To get them embarrassing e-mails and publish them through Wiki Leaks Yeah a real and we had read it nonetheless let me ask you though there's been several election security bills that have been put forward relatively recently none of them has passed and it often comes down to partisan differences do you worry that election security for 2020 is becoming a partisan issue. I hope not it shouldn't be I mean every every American one will want to go to the poll and know that their vote counts that it's been cast for the person that they support and it should be on a completely bipartisan basis the problem is is that elections are very decentralized and I don't know if that's you know a problem that's kind of a feature of our system we've got 50 states and everyone kind of does it their own way and some through paper ballots some through machines and there's no you. One way to do it so it's it's elusive it's tough yeah find the federal legislation that would be kind of that it would be nationwide so it's really neat to see a partisan issue I want to I want to turn to the 2nd part of yesterday's testimony Robert Miller said yesterday that his report had not exonerated the president for obstruction Here's a quick exchange he had with Jerry Nadler chairman of the House Judiciary Committee well. The finding here indicates sad. The president. Was not. That the president was not as cool think. Exculpated. For the actually he allegedly committed in fact you were talking about incidents quote in which the president sought to use his official power outside of usual channels unquote to exert and do influence over your investigations is that right that's correct sir just briefly is the president still saying that the report exonerated him. Well he is well within his rights to saying that reports on race him. Go I don't think that we do the discussion about reporting rises fall on the term exonerate I mean when you've been investigating No charges are brought against you you can rightfully feel exonerated but exonerated you know what collusion doesn't have any real meaning under the law and it's sad that we're kind of well exoneration is the clue Sheehan of 29 I hear you I hear you know the way things are going to throw us yeah Ok Thanks so much for joining us and I want to turn now to N.P.R.'s White House correspondent Tamara Keith who's been listening in Hey Tom Hey so what struck you about what we just heard about obstruction this this is the same argument we've been hearing right well a President Trump is the one who used the term exonerate it when when the report came out of course the Robert Muller in his report in his testimony said that the president couldn't be exonerated but the reality is the president can't be prosecuted while he is a sitting president of the United States under Justice report Department guidance and and the attorney general determined that that the president shouldn't be prosecuted for obstruction of justice that does not affect what Congress does that that is another matter entirely but there are also political calculations there and 10 in the seconds we have left is still a concern that election interference is becoming a partisan issue. Absolutely there is a concern and in fact though we met much of this legislation that you talked about has been bipartisan legislation that there's been push back and Mitch McConnell the Senate majority leader has been someone who's been resistant to bringing those measures to the floor in the Senate n.p.r. White House correspondent Tamara Keith temp thanks so much you're welcome question for you does of Eagan burger deserve to be called a burger lawmakers across the u.s. And the European Union have argued that labels like these are misleading several states have passed laws that say foods made from plants should not use labels traditionally used for animal products and now at least 3 lawsuits claim that these label laws violate the freedom of speech N.P.R.'s reports including Birkin's world there's real meat and want to be meat meat from animals raised by farmers and want to be versions meat of plants that only wish they tasted as good as the real deal and should not be sold with the labels traditionally associated with meat like sausage dog or burger you can't take a Buick take the hood ornament off and slap a Porsche good omen on and try to sell that Buick as a Porsche it doesn't work like that Berkun is the executive vice president of the Arkansas Cattlemen's Association which is why to him beef is the Porsche in the metaphor being swindled by the vegetarian and vegan alternatives that are flooding stores and restaurants and that's why his industry group was a big supporter of a new law in Arkansas they kicked in this week the law says only foods made of flesh of a slaughtered animal should be allowed to carry labels associated with meat like burger you know also says cauliflower broccoli that's been riced cannot be labeled as rice you don't have the right to mislead consumers into believing that they're buying one thing when they're actually buying something totally different Arkansas is just one of many states that have passed laws to restrict meat like labels others include more big farming and ranching states like Missouri Mississippi Montana Wyoming. Who has a beef with these restrictions makers of plant based it's of course like Tofurkey but also the American Civil Liberties Union this is not a law to protect consumers Holly Dixon is the head of the a.c.l.u. Of Arkansas in a coalition with to Fergie's a Good Food Institute and the Animal Legal Defense Fund the a.c.l.u. This week sued Arkansas over the new labeling law arguing that it censors speech and plays favorites with industries are kings are can't be used about what a Black Berry burger or tofu dog or almond milk are the state laws doing nothing to protect consumers but is restricting our right to receive information about the product other similar lawsuits are challenging new label limits in Missouri and Mississippi the news of these label laws has exploded on social media with snarky comments from people like Josh Green Men New York Daily News opinion editor and Eater of both meat and non-meat people aren't idiots they get it chicken fingers don't come from chicken fingers herbal tea is not really to hamburger does not include Ham hotdogs are not made of dogs but to farmers and food manufacturers This is serious business every year the average American buys hundreds of pounds of meat now some of the biggest fast food chains like Burger King and Roy Rogers have already started offering vegan alternatives to meat. And what worries the ag industry even more is the future the meat that's currently being developed by scientists it looks and tastes like the real deal but as grown in a lab from animal cells and how that future cell grown meat gets labeled may play a huge role in how it gets presented in stores here is Mark bam a Food Marketing Institute a retail trade group in theory if it winds up becoming something that's closer to the traditional labeling of beef you might decide to place it in the meat case but if you can't label it as meat maybe it gets placed somewhere else so you can call it a case of animal versus vegetable where the stakes are high Alina so you n.p.r. It's Morning Edition from n.p.r. News I'm Noel King and I'm Rachel Martin the scrutiny of Facebook has now increased the Federal Trade Commission is now investigating the social media company for potential antitrust violations This comes after the f.t.c. Announced a settlement in a separate privacy investigation and a record $5000000000.00 fine as well as new oversight of Facebook's privacy practices f.t.c. Commissioner Noah Phillips is in our studios this morning thanks so much for coming in thanks for having me retro So I want to start with the the newest development here the antitrust investigation that is now underway and really the central question which I will put to you is Facebook a monopoly Michel I'm afraid because there's an ongoing investigation which we can now confirm there's little I can say about that can you confirm that that is the question that is at the heart of the investigation other than the existence of their investigation I'm afraid I can't confirm anything here's what I can say the social media companies in particular a few of them. Are ubiquitous in our economy there's something that all of us notice and we're taking a close look at the f.t.c. And we have been for the last year since all of us came in through a series of public hearings that we've been having and through a technology task force focused specifically on competition issues in the technology sector. Can you say what prompted this investigation again I can't speak to the specifics of the investigation let's talk about the privacy settlement that the f.t.c. Announced yesterday can you speak to what made the f.t.c. Act in that regard absolutely Facebook made a series of commitments in 2012 about leveling with consumers about what it was doing with their data the control it would have over their data and it obligated itself. To have a reasonable privacy program to protect the privacy of its users Facebook broke those promises and that's why we're here today so what we've done is 2 very important things The 1st is that historic 5000000000 dollars fine that you mentioned but the other thing that we've done which is equally important if not more important is to restructure how the company approaches privacy including oversight from the board and from the outside a whole new corporate restructuring of Facebook built around privacy as well as substantive privacy protections. Can you talk about the the personal nature of the accountability because Mark Zuckerberg himself is on the line with this development yes he is Mark Zuckerberg and others Mark Zuckerberg and other designated officers of the company who deal with privacy are going to have to certify that the company is complying with its privacy program and also with the terms of the order that we've promulgated. That certification is on pain of both civil and criminal penalty . The $5000000000.00 is a record amount but you know yesterday Facebook reported $48600000000.00 in cash and cash equivalents what is to stop it from just building this into their budget to just assuming that they're going to have to pay fines and that it's worth it in order to circumvent these new rules sure it's important to remember that 5000000000 represents approximately a quarter of Facebook's annual revenue from 2018 that's the kind of money a big company doesn't like to part with but this isn't just about the money the penalty does matter they're not going to want to pay that kind of money again it's also about trying to prevent the bad things from happening in the 1st place and that's why what we've done is set up a whole new system of privacy governance at Facebook and the real point here is that we've strengthened the hand within the company of those who care about privacy when the question is making money versus privacy now those who care are empowered and they have a much stronger voice what kind of precedent are you setting here I mean there will be other companies of course Facebook is unique in so many ways but there will be other people who look at this and say this is a dangerous precedent that maybe we felt that this was the kind of remedy that was warranted by the facts of the case it's not clear to me that every company is need that is going to need this kind of governance structure but one thing not one thing I think Congress ought to take a very careful look at is what are the things that they are upset about that they worry about and should we take what's been done in the settlement and map it on to the whole economy. F.c.c. Commissioner Noah Philips we appreciate you coming in thank you so much for time again thanks for having me. News I'm Rachel Martin and I'm Noel King good morning for 2 weeks demonstrators were out in the streets of San Juan demanding that Puerto Rico's governor resign and for 2 weeks he refused then last night Ricardo Rosales made a video statement on Facebook we're going to take. A look at me coming. And suddenly she will show you what she said quote After listening to the grievances talking to my family thinking about my kids and prayer I've taken the following decision with detachment Today I announce that I will be resigning the governorship effective Friday Aug 2nd in San Juan the crowd celebrated I these protests kicked off after some offensive text messages that the governor exchanged with his inner circle became public N.P.R.'s David Welner is in San Juan he's on the line Good morning David good morning to hell so what else did Governor Rosales say in this statement where he said he's he's resigning so he said he had fully intended to serve out the remaining 2 years of his term in fact just a few days ago he said he would do just that but not seek reelection but that he now saw that all he's accomplished during his 1st 2 years as governor could be damaged if he remained in office Interestingly he did not mention the fact that Puerto Rico's Congress was planning to begin impeachment proceedings against him this afternoon if he did not resign or that he'd been served with a search warrant this week and that many of his cabinet members as well as his chief of staff had already stepped down and as as for his plan to step down next Friday it's not clear how that delay is going to go over with all the folks here who are demanding that he leave office immediately Elimimian ask you about those folks because these protests if he's been kind of protests were unprecedented for Puerto Rico they were they were colorful They were loud there a lot of people what was their reaction when he made this announcement Well they they reacted as a people who had just won a big fight they rejoiced when the governor confirmed what had been rumored throughout the day yesterday that he had had a change of heart and had decided to step down there's been a lot of anxiety earlier in the evening after row c.e.o. Failed to make a promise announcement about his plans late in the afternoon and things look like they could get. Quite nasty when squads of police in full riot gear appeared outside the fortress as the governor's palace here is known but once it became official he's leaving people danced in the streets and people honk car horns throughout the night there celebrating what was really a grassroots driven uprising that had no clear leaders and no party affiliation either this is the 1st time in modern Puerto Rican history that a governor has resigned and had he stayed it would have been the 1st impeachment ever undertaken by the Congress curiously it was on this day 121 years ago that the u.s. Invaded Puerto Rico during the Spanish-American War It's now known as Constitution Day and it's being celebrated today by a lot of people who feel that by winning this drive to push out this governor who was a big proponent of statehood they're finally taking charge of this island's Destiny Now that's some very interesting timing David it was the offensive text messages that lit the match but there was some other stuff going on in Puerto Rico too that made people upset with the governor right yes one of them is corruption just 3 days before these chats were leaked 2 of Rosales former cabinet members were charged by federal officials with pocketing money through contracts but this island has been through a lot more travails in the past dozen years or so it's had to file for bankruptcy it was hit by 2 devastating hurricanes 2 years ago and even though the u.s. Congress has approved some $42000000000.00 in disaster assistance less than a 3rd of that has actually been dispersed and a lot of people here blame the governor for that and what money has come has had lots of austerity measures attached to it at a time when many Puerto Ricans have been leaving the island for the mainland because it's just so hard to get by here so who's going to replace most. Well Puerto Rico has no lieutenant governor so the secretary of the interior is the next in line to replace Roe seo but that Secretary resigned after those chats were leaked and he has not been replaced so the next in line is the secretary of John. Wanda Vazquez and it would appear that she will fill this vacancy but she is widely seen here as tainted by her association with this governor and could lack the legitimacy needed to do this job people here are still planning to go ahead with street demonstrations this morning and more protests are planned over the next few days they'll be celebrating resignation but it's likely they'll also be demanding someone else take over N.P.R.'s David well named San Juan thanks David You're welcome. A type of textured breast implant linked to a rare type of cancer has been a recall to around the world and the f.d.a. Has asked the company to pull the implants from the American market N.P.R.'s Allison Aubrey reports the f.d.a. 1st reported a possible link between textured breast implants and a rare type of lymphoma back in 2011 now the agency has new information it is found that specific types of textured implants manufactured by the company Allegheny appear to be directly linked to the harm and to some deaths Daniel Amaan is a plastic surgeon in New York he says given the risks linked to these textured implants taking them off the market was a prudent and the right approach every year about $300000.00 people receive breast implants in the u.s. Many surgeons like mon only use smooth round implants that textured ones are less commonly used to year compared to Europe in Asia now worldwide the f.d.a. Has documented 573 cases where people who got the implants developed a rare type of lymphoma and among those 481 cases are attributed to allergens textured implants in addition a dozen women with the allergen implants have died from the rare cancer I personally have not used a fractured implant in at least 5 years because of this exact reason that they were taken off the market as. Scary as this may sound the f.d.a. Says overall the incidence of implant related lymphoma is relatively low given the hundreds of thousands of implants performed each year and in a statement says it's taking this action to recall its products as a precaution now it has not been clear whether texturing is responsible for the cancer or just associated with a higher risk but the latest thinking is that the texture on the implant has a physiological response and interacts with surrounding scar tissue that forms after the implants are put in its response that is believed to the formation of this lymphoma as for people who already have the textured implants the f.d.a. Does not recommend removing them unless there are symptoms or problems but surgeon Daniel Amman says it is possible to take them out removing unpleasant really not a big deal at all but surgery surgery any surgery house and her risk so sadly depending on the patient and the circumstance the f.d.a. Good morning from the b.b.c. In London I'm Pete Ross at b.b.c. Top line a few stories we're following right now more than 40 people have died in a series of attacks around Afghanistan in one instance a Taliban assault on 2 checkpoints killed more than 20 police officers security experts say the Taliban is increasing attacks to gain leverage in ongoing peace talks with the United States the Afghan interior ministry spokesman has not struck me that I didn't assert there is no doubt that the enemies of the Afghan people try to target civilians in Kabul and the provinces this is against the pledges the Taliban made in Doha they promised not to target civilians in civilian areas but they still continue to do so India's Supreme Court has ordered the government to set up a special court to tackle a backlog in the growing number of cases involving sexual assaults against children India's dealing with an alarming rise in child sexual assault cases the capital Delhi has recorded at least 4 incidents a day for the last 6 months well laws in India mandate that speedy trials are conducted for cases involving rape and sexual abuse the lack of infrastructure and personnel often means that it could take years even decades for a verdict you get to live my in them by and the Japanese animation studio where 34 people died in an arson attack last week has raised over $2000000.00 in the 1st day of a crowdfunding campaign co-chair animation said thousands of people from all over the globe generated to the fund the motive for the attack remains unclear in London I'm Pete Ross at the b.b.c. News I'm Noel King and I'm Rachel Martin Montreal is consumed with comedy this week in nightclubs outer stages in the streets including the eclectic 12 piece band that goes by the name fan farm yet. But they're Just for Laughs Festival is best known for helping launched the careers of stand up comedians and the list is long and impressive we're talking about a machine where Jimmy Fallon and Dave Chappelle they are among the many comedians who've been performing at the festival since before they were famous N.P.R.'s Elizabeth Blair has the story just for laughs is the largest and oldest International Comedy Festival in the world comedians have both French and English speaking come from all over the big names performing this year include Rachel Bloom Trevor Noah Wanda Sykes and Kevin Hart Graham I'm going to hand as to what the tour the kitchen get a cookie I don't know where all I heard was this don't get hard no joke hordes of comedians dozens of venue's comedy agents network programmers club owners they're here to laugh and hunt for the next Kevin Hart Bruce hills the president of just for laughs has been with the festival for 33 years he started out as a driver as in driving comedians to and from the airport and to their shows and the 1st summer I drove Jerry Lewis and his managers dog his manager a publicist us I think as well as Sandra Bernhardt Eventually he was promoted he says what the festival really takes pride in is discovering new talent find them early support them launch them and stay in their lives in a meaningful way in the early 1990 s. Hills was going through a stack of v.h.s. Tapes scouting for talent he came across one with a name he didn't recognize Dave Chappelle started off funny smart or. And it didn't stop Hill's book to ship out immediately notice that they are much real the police help me find my way. The police tell me the comedy industry has exploded in recent years and that's meant more opportunities for both comedians and their representatives need new talent and this is where we go to find them Conan Smith develops comedy and t.v. Projects for the talent agency Don Buchwald and company he's been coming to just for laughs for years both find new clients and promote the ones he's working with now like comedian Erin Foley This is Foley from her recent album talking about going to Victoria's Secret so I go to the retail section and what's being sold it's what's on the models it's just lays in string lace and strange place and string and I was like excuse me do you have any underwear for women that are employed. Like during the day. That believes if Foley gets in front of the right people she'll have a lot more work not only does she do stand up but she has Cern pod cast writes for t.v. And he says she has a ton of ideas comedians in general I always found were you know these diamonds in the rough they act as usual in t.v. And film and commercials and whatnot but they also they write books and they go on the road and they host in fact many of today's top comedians who were unknown when they 1st performed it just for laughs come back to host Gallus that showcase some of their favorite comedians Elizabeth Blair n.p.r. The. Week Bell's case became a kind of called Celebrity attracting the support of such high profile artists Jay z. And Rick Ross now after the appeals court ruling the case could also have a much more tangible impact in Philadelphia it could have a huge ramifications on a lot of people's cases in the outcome here Bradford Gray is a public defender and head of the Defender Association of Philadelphia she says makes case was overturned because the one witness in his trial a police officer had engaged in criminal conduct that prosecutors never disclosed detainees were told not to call the officer because he has serious credibility issues they call them to the stand anyway without letting on about these doubts Bradford Gray says her office is now sorting through thousands of cases that may have been affected by similar disclosure failures for me it means his conviction has been vacated so as the probation violation that sent him back to prison and the original judge whose conduct was also questioned has been pulled off his case College where n.p.r. News. Besler means 2001 movie Moulin Rouge starring Nicole Kidman and Ewan McGregor was a world wide hit it's still so popular that You Tube is filled with 3 creations of fans' favorite moments so it's not surprising the film has been adapted for the stage in a new Broadway musical that opens tonight Jeff Lunden reports. Don't worry a lot of things people loved about the film are in the show including a rousing rendition of Patti Labelle is 1974 hit. So says the flows. Those. You. Can see. You can. See is that it here is what the musicals creators call Lux maximalist summer and Tony Award winning set designer Derek MacLean says he hits you as soon as you walk into the theater not only is there a big set on stage but we've covered all the walls and red. All of it and we clad balconies carved railings that have cherubs and windmills on them and we have a great see the ceiling where you hung a whole bunch of extra chandelier the shows also got $71.00 pieces of music in 2 and a half hours in the new. One in the name of. It's . Easy. You have to install the. Music Supervisor Justin Levine cramped 20 of them into 15 minute sequence I just made a list of all of the love songs that I could think of and all the anti love songs I could think of and so I printed up lyrics and I cut up pieces of them and I put them all over my floor in my studio and as I started to build the shape of it I demo that out on my computer. And I said you know. You. Want to do. Those 71 songs represented by 161 different composes So it took producer Carmen Pavlovitch and a team of 5 lawyers 3 years to lock down the rights people often don't realize we don't just go and get the permission of the vocalist we have to go to every person who actually in any way contributed to the writing of the song and to be clear with pop songs that can be 12345 in some instances 11 different rushes and you know quite famously we really wanted to place uptown punk in the show and that has 5 publishers and 11 artists and 10 of the 11 artists said yes and the 11 said no Pavlovitch says all of those songwriters share a percentage of the typical. Songwriters royalty which is 4 percent of the box office gross we time the music of the show you to the 2nd and then we work out what fraction of each of those office represents as a percentage of the whole and that's how we divide up the rows of course those percentages won't add up to much if Rouge isn't a hit but the show has sold out all its preview performances and despite the over the top production and relentless stream of music producer Carmen Pavlovitch says director Alex Timbers has found a way to also tell an intimate love story somehow in all of that maximal ism in every area design costume music somehow Alex I think has still managed to Cape hot and stakes and drama a steady cam will jump cuts or close ups for n.p.r.
