News I'm Ari Shapiro and I'm Elsa Chang Canada will need to join the new version of the North American Free Trade Agreement if the trade pact is to survive today Canada's top trade negotiator rejoin talks in Washington yesterday the u.s. And Mexico announced they had reached a tentative deal N.P.R.'s Jon It has more the u.s. Reached an agreement with Mexico 1st partly because progress on the deal with Canada was slow but White House trade advisor Peter Navarro said on Morning Edition this morning the administration wants Canada to sign on we're engaging immediately with Canada we'd love to have them and let's see what happens what the administration really wants is for Canada to sign up right away by Thursday of this week that would preserve the 3 way NAFTA framework and give Congress 90 days to review the deal as required by law and that would allow the deal to be completed before December 1st when a new government takes power in Mexico. But President Trump didn't express much love for Canada as he took a harder line in his comments yesterday Trump suggested the u.s. Might rip up NAFTA and negotiate a separate deal with its northern neighbor or simply slap a tariff on cars imported from Canada one way or the other we have a deal with Canada it'll either be a tariff on cars or it'll be a negotiated deal. And frankly a terrifying chorus is a much easier way to go Matt Gold a former deputy u.s. Trade representative says Trump's threats are not likely to produce a quick deal with Canada sovereign governments don't let themselves get bullied the way week parties and commercial transactions do despite Trump's threats and bluster Gold says the deal negotiated with Mexico very much follows the NAFTA framework that Trump has vilified what Trump is working on right now is NAFTA with a large number of very small revisions not the major revisions that he wanted initially the administration did achieve some things there will be a higher percentage of North American made parts in cars that move tariff free across borders that changes are designed to reduce the number of foreign parts used in Mexican car plants the deal would also boost wages for Mexican auto workers which could help preserve u.s. Factory jobs Gold says it's possible Canada would support most of what is in the tentative Mexico u.s. Agreement but he says there are important things in those 2 countries didn't discuss that are obstacles to a deal with Canada at the top of the list Canada's very high tariffs on imported dairy poultry and eggs that President Trump has railed against the president made some loud and boisterous speeches in American dairy country suggesting that Canadians were being abusive of the United States with respect to those tariffs and what he did if he got the Canadians back on that issue ironically Canada was ready to give up those tariffs in the Trans-Pacific Partnership deal that President Trump walked away from according to gold but that changed when Trump amped up his rhetoric. Christopher Wilson of the Mexico Institute at the Wilson Center a nonpartisan policy forum says the key question is whether the Mexico us trade deal without Canada might be a step backward a Us Mexico trade agreement with the provisions that were laid out yesterday by the government is just not as good as the trilateral deal that we have right now since President Ronald Reagan campaigned on creating a free trade zone to boost economic growth across North America u.s. Presidents have differed on the details of how to accomplish that but until now no one has suggested you could simply leave Canada out John it's the n.p.r. News Washington as we just heard this preliminary deal with Mexico requires more parts of a car to be built in North America to avoid tariffs and about 40 percent of the car parts would need to be made by people paid at least $16.00 an hour we're going to learn what the auto industry thinks of this from Michelle Krebs an executive analyst at Auto Trader Welcome back to the program thanks for having me well there's a lot that's unclear about this deal it seems pretty certain that it would raise car prices can you just talk us through why well the new u.s. Mexico agreement will push up production costs Mexican goods and those costs eventually will be passed along to automakers and then of course on to American consumers I want to talk about how Detroit is responding the alliance of auto manufacturers put out a statement expressing hope that any changes to NAFTA strike the right balance do you think this is more of a vote of confidence or skepticism from them well I think there's concern will this be the deal can address a key component to all of this and now we're hearing that they may get into the game this week there are a lot of moving parts to this and so I think they're trying to be cautiously optimistic and upbeat but they're still a little nervous everyone seems to be so cautious and tentative in their public statements are you private. We hearing things from your sources in the auto industry about what they're expecting or how they're reacting to this what's interesting about what we're hearing or not it's very quiet no one wants to ruffle any feathers or. Say too much and I was at a conference this summer tariffs and trade were the biggest conversation among those present but the automakers were being very quiet and careful and similar hesitation from the unions that represent the factory workers 5 of the big unions put out a joint statement saying The devil is in the details what impact do you think this preliminary deal could have on the people who make the cars Well that's yet to be c.m.e. The hope would be that we create more jobs and good paying jobs in the u.s. But that's not clear if that will be the case if prices of vehicles go up sales will probably go down some and we could lose jobs as production is cut but I just think we don't know enough yet to know if there will be jobs added and how big of an x factor is it that Canada is not yet part of this agreement Well it's huge you know there are parts and cards that go across all 3 borders and it's and it's this very complicated fabric so Canada is a key player in all of this Trump a certain tariffs on Canadian produced cars if that were to happen would it have a big impact on the u.s. Auto industry Oh absolutely Canada is our biggest trading partner and I'm I'm here in Detroit where you can see the trucks lining up on both sides of the borders to come across it would have a huge impact and those tariffs would definitely raise the price of vehicles given the unpredictability and uncertainty of all of this is that affecting the auto industries plants given that they have to set things in motion years in advance right if you think about it this is a very long lead business what's being planned right now is from 4 years out so it's created a lot of paralysis I'm guessing in the war rooms of all the auto companies there's all kinds of sun. Playing going on you know what if this happens will do this but it sure would help to have all of the pieces of this trade puzzle in place so automakers could make solid decisions for the future the industry has been through so much since cratering a decade ago now come back really strongly Is there concern that this could actually be a real blow to the industry and do some of that progress yes because we have already hit the peak of this cycle and we're kind of coming down we hit record sales a couple of years ago they've been edging down in the last couple years so there is concern that a real negative effect regarding trade could push sales even lower That's Michelle Krebs of auto trader thanks for speaking with us thank you tomorrow morning we'll hear reaction to the proposed trade deal from a labor leader President of the a.f.l. Pregnancy and childbirth can be an emotional rollercoaster women can sometimes develop clinical depression lasting weeks or more a federal advisory panel now says depression can be prevented if physicians can identify pregnant women and new mothers who are at high risk and help them get treatment N.P.R.'s read to chatter reports depression during pregnancy or soon after childbirth hurts not just the mother but also her child if a pregnant woman is depressed she's at a greater risk of delivering a premature baby and when a new mom has depression it affects her baby's development Corrina Davidson is a professor of medicine and psychiatry at Columbia University Medical Center and a member of the u.s. Preventive Services Task Force which has just released its recommendations on Perry natal depression what we're interested in is preventing this illness the panel is asking physicians to screen women to identify those who are at high risk of becoming depressed before their symptoms turn into full blown depression the panel recommendations include a list of risk factors that physicians should look for in pregnant women and new moms we do know that women who have a depression before or who have family members who have had depression or we have elevated symptoms or at the panel says that physicians should refer the at risk women to counseling because it can prevent clinical depression we think the really big news is that counseling to prevent depression in women who are at risk works the task force found evidence that 2 types of counseling cognitive behavioral and interpersonal therapy of the most effective ways to prevent depression and women Tiffany more Simas is at the University of Massachusetts Medical School she wasn't part of the panel but while comes the new recommendations that's because she says it's a common illness one in 7 women on average will experience this complication she says o.b.-g.y.n. Should be. Meaning to identify and treat women who already have depression but prevention would be even better than cure however she says physicians may find it difficult to follow what the panel is recommending because many feel ill equipped to handle mental health care issues and mental health care resources can be scarce in some parts of the country she says Massachusetts has already tackled the problem by providing more support to doctors like a toll free line that connects them to a psychiatrist o.b. Practices or any office that is caring for a pregnant or postpartum lactating woman can pick up the phone and say I have a woman in my office I'm worried about her I don't know what to do I want to talk to the parent else I trust she says such programs can make a big difference in helping doctors deal with this all too common in this that affects not just moms but their children and entire families reach out to n.p.r. Made a surprise appearance at a comedy club in New York on Sunday night he had been a powerhouse in the comedy world until last November when the New York Times reported on allegations of sexual misconduct made by 5 women in a moment we'll hear comedian Melinda Hill's thoughts about Louis c.k. Sri appearance and his future 1st N.P.R.'s Elizabeth Blair has this report which contains themes that may not be appropriate for some listeners the women who came forward worked in comedy Some were hoping to get career advice from Louis c.k. Instead he took advantage of the situations among the women's complaints he masturbated in front of them without their consent the next day came out with a statement that said the stories were true and that he was remorseful the consequences were swift he was dropped by his management company f.x. H.b.o. Netflix all severed ties with him he pretty much disappeared until Sunday night when the owner of the Comedy Cellar got a text Louise Harry just went on date basically that was it known to warm and it wasn't there Sunday night but he seen a tape of the set talk about parades and some wordplay that his daughter would come up with and some social commentary on race is. Nation material not nothing formed at all another comedian who was there told warm and the audience was friendly to Louis c.k. But doormen says he also got a complaint from a customer he admits he's not sure what to say to customers who might feel ambushed It's a New York City comedy club and the fact that you don't know what's going to happen and anything going to happen is also that's kind of what you signed on the dotted line for that when you walk into a comedy club you know so if you had been there Sunday night would you have let him perform I would have wanted to speak to him before he went on and I would have asked him what he was going to how he was going to do it if he told me that he was going to address it at all I would I would try my best to. Imposed on him that it should address that I might I might I don't know such a it's such a hard question to Armin says he believes in 2nd chances but he's struggling he wonders is there right time for someone like Louis c.k. Is spearheading the Mini to soon movement Melinda Hill is with us now to talk about all of this welcome thank you so much for having me let's start with your tweet what did you mean by Me too soon. He No I think what a lot of people are craving in an out of the comedy community is some sort of a real apology and an amends and while Louis c.k. Did admit his behavior which I think is very commendable I think a lot of people are still waiting for a true heartfelt apology of like I am sorry for the harms you don't think is ology was heartfelt I think it may have been heartfelt but I think what is lacking is here's what I learned here's what I've done to change and here's how I can amend it moving forward or how can I am mend this so you would agree with the owner of the Comedy Cellar where Louie c.k. Performed that there can't be quote a permanent life sentence on someone who does something wrong well look I think we're all human we're all entitled to make mistakes to grow and change and to heal hopefully And you know I think the me too movement is so exciting because it's been so impactful and powerful because people are speaking up and that is so brave and they're bringing a lot of the the toxic trauma to the surface but now it's like I want to see the next movement I want to see this pivot into the now what movement of like how do we now take all of this trauma and steer the ship into solution right you know otherwise we're just doing a lot of trauma bonding and I think while that's an important and necessary part of the process and I commend everyone who's who's spoken out I want to see what's next and I think we can't just shame and demonize people we you know need allies we need men and women to be allies and to have a conversation about how do we amend this behavior moving forward and what makes someone deserving of redemption is it simply the way they apologized as you say in the case of Louis c.k. Or is there something more to that what makes the moment right for someone who's been accused and has admitted to sexual misconduct for that person to come back. It's a great question and I think it's a little confusing you know on many levels here are heroes you know the top echelon performers who we've always looked up to and it's like there have been some repercussions which is comforting but then there have also been crimes committed and things have gone unpunished so it's a confusing gray area but I think these people have a unique opportunity and platform and Louis has a unique opportunity platform to speak to his fans and to young men and women around the world of like hey here's how to be a real man a real man like looks at his actions he takes responsibility he apologizes but should someone like Louis c.k. Have that platform. I think we can't just go from you know doing a crime and then now we're back and nothing's changed and we haven't grown or acknowledged So how do we move forward when someone like you is tweeting too soon we don't want to hear from you Louis c.k. Just yet well you know again I think I think he does have an amazing opportunity to do some things that he hasn't done yet and so if he's going to use his platform to do that I'm actually excited to see that but again I think if he just kind of skips over the elephant in the room and is like am here to talk about airplane food I think he's you know lost a lot of people on that because people need to see that sort of acknowledgement and what happened there and what's different now and why are we to me and why do we care. So you say you want to see solutions what would those solutions look like I'd love to see comedy lineup have half women half men and how and where in our lives can we implement equal pay for equal work where can we stand up for people who are being victimized where do we want to consciously spend our money you know on an or team men I would love to see more comedians using their platform to talk about like how can we change that and I don't have all the answers but I know if we're just complaining about it nothing's changing right so we've got to like actually implement action Melinda Hill is a comedian and actress thank you very much for talking with us thank you. News I'm Elsa Chang and I'm Ari Shapiro voters have been at the polls in 3 states today for primary elections in Florida Arizona and Oklahoma it's the last major day of primaries before general election races kick into high gear after Labor Day And here now to walk us through all this is N.P.R.'s political editor to medical much more head of Monaco Hello Ari let's say with Arizona where an important Senate race is taking place tell us about well it's really a key contest when it comes to Democrats hopes for taking back the Senate and they are hopeful here actually the Democratic spec to advance tonight is curious in cinema the congresswoman despite the rightward lean of the state she's actually been leading Republicans in general election match up polls and she's doing it by making a pretty clear who she's targeting Kiersten Cinnabon a fiercely independent record I'm just not afraid to stand alone to do what's right independent just like Arizona so independents it's a fascinating turn actually for cinema because she started her career as a Green Party activist but while she's been in the house she's pretty much talked of the center that's the Democratic side the Republicans in Arizona anything but talking to the center No And you know it's pretty much the same story we've heard throughout the campaign they've been duking it out over who's the most Trump who's the most trumpy I guess you could say the front runner is Congresswoman Martha Mick Sally and her message is pretty clear to my friend bought them of Sally she's the real deal she's got like our president I'm tired of p.c. Excuses I'm a fighter pilot and I talk like why that's why I told Washington Republicans to grow their ovaries and get the job done so there's nothing I'm going to say that's going to be able to top that but giving her an g.o.p. Leaders some headaches during this primary have been to other candidates you've heard of at least one Joe Arpaio the former sheriff who was pardoned by Trump after being found. And contempt of court in a racial profiling case and then there's Kelli Ward She's a former state senator who's had you know really tried to stir up the g.o.p. Is fully Trump's party the bases with him his approval among Republicans is sky high and the candidates have hugged him pretty tightly knowing that they need his voters but it's a gamble you know Democrats are more enthusiastic than. The Republicans have turned out in big numbers to vote and we've seen this be a real year of Democratic women we've seen a record number of women 200 have been nominated for the u.s. Lead political editor to medical mountain our thanks to America who got it all right and can you imagine running for election this fall and not knowing what areas you might represent that is the challenge facing congressional candidates in North Carolina a panel of federal judges ruled yesterday that the state's congressional districts are unfairly drawn to favor Republicans the court says new maps must be redrawn before this November's election Joining us now to discuss North Carolina's redistricting dynamics is Rusty Jacobs he's a political reporter at member station you u.n.c. In Chapel Hill welcome thank you so tell us why the court said these maps are unconstitutional and need to be redrawn right away the court says these maps are unconstitutional because they violate key constitutional protections for North Carolina voters there so many gold and shaped in such a way to carve out political advantage for Republicans that they deprive North Carolina voters of 1st Amendment and equal protection rights and they need to be corrected right away because a you've got Election Day right around the corner absentee ballots need to go out in a few weeks candidates are out there campaigning raising money and they also note that North Carolina voters have gone 6 years and 3 election cycles with unconstitutional maps right these are 2016 maps originally discarded because of racial gerrymandering and then this next set of maps was concluded to be extreme partisan gerrymandering so North Carolina voters in the eyes of this court deprived of constitutional representation in Congress so how are Republican lawmakers reacting to this decision they're slamming the decision they say it's more political than legal I spoke with Senator Ralph Heise He's a member of the state Senate leadership a key figure in the drawing of these maps and he noted that the opinions author is an Obama appointee Now none of those. Candidates have any idea what the districts look like whether they'll be running whether they will continue to be their party's nominee all that's kind of just been thrown into chaos man you know I think you look at it chaos was the intent so he says chaos by design Democrats though say you reap what you sow the constitutional hard ball becomes Constitution steerable. What seems to be hard headed public in just going forward and going for partisan advantage I don't think they are saying that the fruits and that is just more instability more distrust more imbalance so Matt McCorkle long time political consultant Democrats saying that Republicans are seeing the results of them trying so hard to preserve their power Republicans hold it tight and out of the 13 House districts in North Carolina so if these lines get redrawn How would you see that affecting House races this November it's hard to say it may even before this decision from the court national Democrats see some of the seats held by Republicans right now in North Carolina as in play and they're putting a lot of influence and a lot of power behind the Democratic candidates and those people will probably still be running there is a big question though whether the state will have to hold new primaries or maybe even hold a general election after the new year without primaries I mean is it even possible to redraw a state's congressional districts this close to an election nobody knows the court allows for that possibility it asks the parties to submit arguments by this Friday as to whether the legislature should redraw the maps the court also says they cannot rule out in joining that is preventing these elections from proceeding under the 2016 maps and of course the issue could go to the u.s. Supreme Court but that court is divided evenly right now 444 justices leaning conservative and 4 justices leaning more liberal so the only thing that's clear. Decision is a lot of uncertainty. Was these champs once lived in research facilities medical research on chimps has stopped in this country and now all of the government's remaining lab chimps are supposed to move to the sanctuary The trouble is a lot of the animals are elderly and some are fragile either emotionally or physically N.P.R.'s Nell Greenfieldboyce reports there are tough decisions ahead about what's best for them oh the federal sanctuary is called Chimp Haven it's already home to more than 200 Jim So who are all these chimps that it lets you do is you right now Ok woman starts with passion who has the little one on her back . I mean like bolts is one of the founders of chimp Pavan the gray one kind of coming to the left is Flora Natalie's walking up at the front we're watching a group of $21.00 chimps roam around a small forest of pine trees and this sanctuary covers $200.00 acres and has a variety of enclosures the chimps can be rotated from place to place was we go see a group of 15 that's hanging out around some wooden climbing structures was some are stomping around having a spat the arrival of breakfast distracts them both shouts of chimpanzee food bark . She starts to throw bananas and green peppers to chimps like Jacob who was are all the smale and you can kind of see he looks arthritic Jacob is around 58 years old he was captured from the wild in Africa when he was very young Fuld says at one point he was used in research on prion is the kind of infectious agent thought to cause mad cow disease. Scientists have done all kinds of experiments on chimps they've exposed them to radiation put electrodes in their brains they've infected them with viruses animal welfare advocates said this was immoral given that chimps are humans closest relative and a few years ago in part because of public pressure the National Institutes of Health announced that chimp research was coming to an end all of its chimps would be retired to the sanctuary. More than 250 chimps are still at research facilities and they've been gradually moving to chimp Pavan Fultz used to work at a research facility she says some of the chimps she cared for there clearly recognized her when they arrived at their new home like Hamlet who was used in research on hepatitis he's definitely one of those chimps that I've known for longer than I've known my children I've known him for over 20 years each champ is different and although the and I h. Is trying to do right by these animals knowing the right thing to do isn't always easy to understand why I went to Hamlet's old home the Southwest National Primate Research Center is at the Texas Biomedical Research Institute in San Antonio big fans are blowing near some chimp enclosures it's a hot day and warm they're not as active as they normally are Robert Lanford is director of this research center he points to one champ using a tool does he or she send them branch treats that feeder in there these cages don't look all that different from some of the ones I saw at chimp Pavan although there's no forests here the chimps also live in much smaller groups maybe just a pair or 3 or 4 together Lanford says many of these chimps were born here it's their home the people are like family these people have been with these animals forever and the bond is a very long one and it's very deep in the beginning the vast majority of our behavioral and staff did not want to see any of the animals he says over time they've come around to the idea now they're in favor of sending the chimps to Sanctuary at least most of the champs the n.i. Has about 80 chimps here Lanford says 7 of them need to stay behaviorally emotionally and physically these animals have severe problems we have an animal that's blind. And that is taken care of by to see how do you recreate that it Jim Pavan and I'm not criticizing should Pavan It's just that there are some animals that should not be moved his staff knows how stressful the move can be méribel Vasquez is a behavior list and caretaker in the past when retired chimps have travelled from here to the sanctuary she's gone with them to offer emotional support even the ones that are very healthy even the ones that are very strong it's very scary she says the Dr takes hours for safety the chimps have to be alone in small cages she can't explain to them where they're going or what will happen and once you get there they all have to come out of it and they don't know and so there is a lot of crying there is a lot of anxiety one chimp was so terrified she refused to take important medicine there are individuals that I think would have a really hard time I mean might not even make it through the transport this is the problem that the n h is struggling with more than half of the n h champ still it research facilities have chronic health issues that could potentially be exacerbated by stress Jim Anderson is and I each official who's been managing the retirement of the chimps the trainer population that's according to known by and I she's quite old. Acquire a lot of the same problems that we do heart disease kidney disease diabetes there may be a few that are just too frail to move and how do you approach to how do you think about earlier this year and I each Advisory Group recommended that all chimps should go in less the stress is quote extremely likely to shorten their lives and if there's any dispute about whether or not a champ is healthy enough to go it said an independent veterinarian should weigh in . The and I each director is considering all this and is expected to soon and now it's a decision about how to move forward the stakes are huge for both the champs and the people who care for them. Back at Chimp Haven Amy fold says the risks of moving a champ have to be weighed against the possible benefits there are chimpanzees that maybe we might have had some question about but once they arrive here because we can cater to those individual needs they can be huge success stories we walk by one cage that has several champs as one of our oldest.
