Very successful $600.00 contribution that expired on July 25th we have been waiting for Congress we've been waiting for the president under a spad to that unfortunately there was a disconnect and as a consequence that program no longer exists and there's been no bridge the bridge program however we believe our hope bridge program to the future as it relates to restarting these conversations federally is this $400.00 not $600.00 additional contribution the responsibility under this new executive order this presidential memorandum is responsibility for the states to pick up 25 percent of the costs as you can see from the slide. That cost would nerd of the state of California its taxpayers roughly $700000000.00 per week if that fund and it's a fund that has limited resources $70000000000.00 currently if that fund drops to 25 $1000000000.00 or less then those federal dollars disappear if the state of California was to absorb those costs you're looking at $2800000000.00 every week of state resources that we would have to find programs we don't the wise have to cut. Or revenue we would have to generate to make up for that gap we have already allocated in excess of 75 percent of our cares x. Funding pursuant to the budget act pursuant to the budget that I just signed we received as a state a little over 15000000000 dollars credibly gratified by that support which has been foundational and instrumental in our ability to address some of the most vexing and challenging issues 40000000 Californians face those dollars have been obliged those dollars have been deliberating in terms of the advocacy and prudence of where those dollars we felt were best invested according to the federal guidelines of which they are conditioned 75 plus percent of that again has already been obligated and distributed the rest of the money simply does not exist meaning it's a long way of saying this The state does not have an identified resource of $700000000.00 per week that we haven't already obliged there is no money sitting in the piggy bank of the previous cares act to be reprisal or ties or reconstituted for this purpose simply does not exist and for the state to absorb $700000000.00 per week. Potentially close to $3000000000.00 per week when not if the identified $70000000000.00 fund the president is looking to draw down from would create a burn in the likes of which even a state as large as California can never absorb without again massive cuts to important services or further hurting as we say in the slide businesses and individuals let me take a closer look or let's take a closer look at some of the acquirements this is a new program this program again requires unique stipulation of considerations of response from individuals a consequence we would have to reprogram a system that is well defined is hardly perfect e.t.d. For those of you that are shaking your head I recognize the magnitude of the challenge the burden we already have without employment insurance system we've got a strike team we have strategies we have an approach to address this issue of medium and long term but the reality of reprogramming that system from $600.00 down to $400.00 coming up with an identifiable fund source eliminating the benefits to those that receive over $100.00 or less $100.00 a week all of those burdens would create time delays and would create Norma's consternation for millions of those that would seek those benefits owner Mind you this executive order is a very different approach than what has historically been the approach with unemployment insurance usually the federal government to in times of emergency fronts the money recognizing the state constraints recognizing the scarcity of resources during an economic crisis we have unemployment that is worse than we've seen since the Great Depression. As a consequence our under employment rates of those seeking full time jobs and only a part time jobs those numbers are substantially higher than even the National recorded numbers and the state numbers that will be putting out very very shortly enormous economic stress strife enormous economic stress historic amount of unemployment insurance that we have been providing we need the federal government to fund those dollars we simply do not have the capacity to get even a state as large and well resourced and as well managed in terms of our reserves and our capacity to borrow we're simply just not in that position so I want to upfront talk about the proposal coming from the president this week and we're looking for all the additional support we possibly can find if we're going to land it $400.00 not $600.00 that would be advantageous compared to nothing for millions of Californians but we're going to need the federal government to provide the support that 25 percent or we are at peril of being in a position where we're making false commitments false promises to millions of Californians that ultimately we simply cannot meet Accordingly the question of evictions as I said in top of mind top of our agenda as a ministration going back to March we signed our 1st executive order on evictions on March 16th of providing clarifications and guidance to local governments in the next slide I'll show you how many local governments have enacted some more Toria as it relates to evictions and provided some local supports we recognize not every municipality every jurisdiction was going to provide those supports and a few weeks later 11 days later we signed a 2nd of exact 2nd executive order related to a vixens providing state wide protections that was codified by the judicial council . We have for the judicial council some autonomy to halt evictions to provide other autonomy in terms of making decisions in real time one of them and we're very grateful for their leadership of the judicial council was a rule to hold statewide evictions a codified sorts what I put out on the 27th that was done on April 6th that a vixen moratorium that came from the Judicial Council potentially expires this month and there was some suggestion it may expire as early as August 14th putting a lot of stress and a lot of concern and anxiety around addictions at least here in the state of California. And real sharp focus we have been working overtime with our legislative leaders and meetings including today on this topic we have a legislative session that expires at the end of this month and we have every hope and expectation that we will organize a framework a collaborative framework to get to a place where we collectively the legislature and the executive branch with a broad strokes capacity of the judicial council to provide some subsequent clarifications ultimately we hope potentially spend it expanding into the later part of this month their adopted rule on Holton vixens giving us a little bit more time and so I wanted to be upfront about that we talked about that a Last week previous weeks about these efforts just want folks to know we have been working very collaboratively with advocacy groups not just legislative leaders to formulate a strategy to address this real concern again this concern only highlighted by the lack of active activity or lack of action in terms of a compromise at the federal level Remember though bigger Palosi lead with strategies to address this months ago unfortunately we're. All put as American citizens in this position because of the inability to formulate a compromise last week I appreciate there was some extension of consideration to this by made by the president but it was more along the lines of studying this issue of providing some capacity and elsewhere to move on this but we need something much more specific much more directed and we again are working overtime to advance just that I should note referenced a moment ago we have roughly 50 percent of Californians currently living in jurisdictions that have some form of moratorium in place related to vixens 80 cities as you see in this slide some 10 counties to 10 counties not 5880 cities if not 470 plus cities that exist in this state and we recognize again the stress of those living outside of those jurisdictions as a relates to the concern around making ends meet particularly in relationship to losing that $600.00 the ambiguity in questions around the additional $400.00 and the position we're in with these current executive orders running their course it also should be noted and cannot be said enough though we have been very consistent over the course of the last number of months to talk in terms of racial and ethnic issues related to health broadly Social Determinants of Health it's been part of the macho I think of what makes California special particularly as it relates to its health care delivery system is there is a framework of cultural competency but still those disparities persist and they have been exacerbated clearly in this crisis just to underscore that there was a very comprehensive survey done recently of the number of individuals that are at risk of addictions and you can see in this 2nd pull up. Point on this slide about 3 quarters of renters in the state that a fall behind in rent are represented Latino and African-American community the line next and black community 62 percent of the Tino community close to 10 percent in the black community so it underscores this lens of equity issues of disparity 3 quarters of renters that are falling behind in this category so when we talk about the issue of fictions we need to consider this very jaw dropping point stat that for many of you it's not surprising for others of you if it is it's important to consider that in the context of this debate both nationally statewide and clearly locally working with the legislature address these issues in assumes we have from ation back we will be providing it on the issue of equity I also want to make a case that philanthropy is really begun to step up in a meaningful way a were announcing today a new philanthropic effort led by Kaiser that is providing some 63000000 dollars in new grant funding to provide community based supports to partner with the state of California and counties to address the issue of contact tracing isolation and quarantine efforts now it is self-evident to all of you as the numbers come down terms the total number of cases positivity rate total number of hospitalizations and I say use We'll share that information in a moment that it becomes even more essential that we focus very focus in a very focused way our efforts on addressing issues of isolation and quarantine what we don't want are essential workers we talked. About this last week in the previous week that essential workforce that has no capacity because they're not getting supports in terms of sick leave in supports in terms of workers' comp. That they go to work even if they've been exposed to the virus in some cases even if they know that they're positive putting other people at risk but they do so at some desperation for their livelihood it is foundational in our efforts to all timidly not only bend this curve but to eliminate this virus that we support people. In times of need particularly multi-generational families particularly low income families that simply don't have the support or capacity to isolate to Coron team and so while the state is doing more we announced you may recall 150 $1000000.00 commitment using c.d.c. Funding over a week or so ago we are reaching out to the philanthropic community to do even more and today again we're now seeing $63000000.00 commitment a grant funny from Kaiser and this support will support Cabos to focus on cultural competency to focus on cultural humility in terms of our efforts to train our contact tracers I want to thank the school foundation for example providing just side 700 $1000.00 specifically for that to supplement the efforts at u.c.s.f. And u.c.l.a. To focus even more granular on cultural humility and cultural competency efforts that's part of the philanthropic thrust that is in addition to the 63000000 dollars Kaiser is providing that's represented in the $18800000.00 additional philanthropic commitments that we have or see we have a goal by the way turn a goal $25000000.00 already $18800000.00 has been provided these dollars go in addition to the $63000000.00 go to help pay utilities go to help pay. For move and cost if someone needs to move into a temporary location we talked about our efforts to provide hotel rooms and vouchers and other supports but there's the intangible costs that sometimes are barriers that's food broader social services and so that's the purpose of the bucket that's represented in the slide and these efforts again in the lens of cultural competency in the lens that we must look through as it relates to this crisis disproportionately impacting the community and the black community by the way in a moment be talking about the new case numbers that came out today but just consider the numbers that I will share in a moment after Dr Galli comes up those numbers of positive cases 58.8 percent of them that will announce today close to 60 percent positive numbers that impacted the community directly underscoring the disparity under core underscoring the purpose of these resources and these broader efforts. By. On the issue of coroutine people and isolating people tracing people and as always testing individuals with all of that let me before I bring up Dr galley make some comments about information it is clear based upon what has been reported over the last week that we have had a little bit of trouble in what we refer to as our cow ready system I can I can regale you about large scale i t.v. Here in the state of California and I can assure you we haven't been passive about addressing the concerns of large scale information technology systems here in the state of California that are decades and decades old simply in capable of meeting this moment let alone. A pretty cold it moment in terms of efficacy efficiency and capacity and that by the way transcends e.t.d. The d.m.v. It impacts our courts it impacts your day to day engagement with the state of California we started last year when I 1st got into office to address the issue created a new office of digital innovation began to assess our capacity and personnel that office of digital innovations purpose is to really get under the hood and focus on these issues that candidly and it's not an indictment and I want to be fair and respectful that predate many administrations it's just not been an area of deep focus large scale i.t. Procurement in this state and I would argue you saw this few years back at scale as relates to health care even nationwide and so we've been bringing in advisers and experts people from the private sector also people more familiar with public sector processes and protocols to try to fix this Accordingly we have been working overtime Dr galley last Tuesday when he 1st presented the concerns around data and accuracy related to our case rate here in the state of California in our system that we inherited and relates to our data collection here in State of California he lamented about some of the problems we've had over the course of roughly 14 days followed up on Friday with some additional information in that space Dr gallery is going to talk about what has happened over the last week and moreover what happened over the weekend to address about 295000 cases and finally ensure that kind of accuracy that all of you deserve a mile long winded preamble there though is not only just to talk about. This immediate issue which Dr Gallagher will talk a little bit more about in a moment but it's to make sure that you appreciate that we're not going to just use this as an episodic issue Band-Aid this fix this for the moment I recognize again across the spectrum the magnitude of the challenges with i.t. Here in this state that are going to acquire a stubborn long term running of effort I don't want to over promise in this space it took us decades quite literally decades to get in to this place but we're now accountable and in that accountability comes a responsibility to be transparent about these things to be forthright with you about these things Dr galley began that process on Tuesday continue that process here today I want to extend that as well but to assure you that we are committed to the medium and long term to address these foundational data issues so that we can improve our performance and more importantly our customer service to you in terms of the interactions you have with government and your expectation that the information being provided to you is timely is manageable meaning it's transparent it's an accessible form and the like we did that in terms of some of our Open Data efforts related to some of our modeling I'm looking forward in that spirit to be doing a lot more but the good news is as difficult as the last few weeks have been and let me acknowledge difficult for our team but also for county health officers let me thank them in particular for their patience and their counsel in this process I know how difficult it has been for you as well the public in terms of generating the kind of clarity that you deserve so with that let's as Dr galley come up we can talk a little bit more about what happened over the weekend where we've been. And then I'll mark where we are and where we're going and just a moment. All right we've been listening to California warden Gavin Newsome live from Sacramento This is Talk Radio 790 k. A.b.c. Los Angeles I mean begin by just picking up where I left off on Friday and just thinking all Californians for their patience as we continue to be committed to ensuring this accurate code $1000.00 data and we know how critical it is for planning at the local level for all Californians to feel confident about the trends and where we've been and where we're heading want to take a moment to thank our team. We also are announcing some change in leadership California Department of Public Health on I think Dr Sonia angel for her tremendous work over the past many months in into early late last year where we joined forces to do tremendous things for Californians and really raise awareness around health raise health talking begin to think about ways to close disparities and then just the last 7 months of. Responding to cope at 19 and all of the different impacts for California our counties our state as awful her. Smarts around disparities and thinking about inequities something that really will support in Mark the state in many important long lasting ways and to her I'm grateful for her service and as we move forward with acting leaders like Miss Sanders sure e. Who's coming back to State Government to help our acting director of the California Department of Public Health I look forward to working with her on all of these hard issues important issues and to improve our ongoing response to be this stay. That learns a great deal about how to do better for all citizens and to Dr Erica pond who will become our state's acting state health officer her tremendous worker ready. For this state and stepping into this new but very important role for her. So as the governor mentioned we did a number of things over the weekend I spoke to you on Friday about. The various aspects of what we've already discovered about some of the challenges some of those technical issues that we learned about and began to correct immediately certain other things like renewing certificates to make sure that the data flows in properly to the state those things taken care of we then moved on to making sure we're shoring up our systems adequately and sufficiently So what did we do we added system capacity to better handle record volume we went from processing. You know certain number of tests per day to almost quadrupling that in the course of a week and so really want to thank me tang from the California Department of Technology her entire team to work with the set of the consultants that the governor mentioned to really help support this system and to be able to work through the backlog records we augmented the supports in oversight to ensure data is timely and high quality not just getting through those records but making sure the positives are really positives than negatives are really negative so they get routed to the right place and ultimately And up in the hands of the correct county so they can do the work that I'm going to talk about in a moment and then we initiated an effort to create a new lab reporting system that will take a little bit of time as the governor mentioned procurement of big statewide i.t. Systems it's no small task we don't take it lightly we want to make sure we start our right to end up right and so all of that is underway all in a urgent but thoughtful way so we can make sure we support that commitment to data and science to continue to guide our way. Sipek I talk to you about 252300000 backlog cases in the caliber of the system we were able to process all of these cases over the weekend as well as do all of the normal weekend work to ensure that we ended that weekend with really very few records in our county ready system so we have a limited that coude ready Black Log I told you we would work hard over the weekend to get that done and we have. So what happens next to these cases that have been processed through Cal ready are now available to the locals to be processed what do I mean exactly when we're done processing a case to the Cal ready system we we send it back to the counties to allow the counties to take a positive test and at attach all of the relevant information raise a whether somebody was a worker in a health care environment so we have that important demographic information a race and ethnicity information some of the information about where individuals work so that we can be smarter and wiser about our interventions at the state level and so as those cases are processed by the locos they will come back to the state over the next handful of days and become part of our final case count I just want to take a moment to thank the local health officers and echo what the governor said. We heard from them we understood some of the challenges with the data and they immediately as they often do went into problem solving mode together to scout seen what some of the challenges were and how to quickly resolve them so that we can continue to have up to date data our team at cd ph just concluded a call with the local health officers this morning discussing some of these data challenges and although there's always more work to do we're reassured by the level of collaboration and work and that we have the right way forward. Thank you. Thank you Dr Gaddy and so we expect within the next 48 worst case 72 hours to have those updates back from the county and as a consequence will be able to plug in the actual dates going back a few weeks and make a determination of exactly what happened when in terms of total number of positive cases that we can report and then we'll provide an update as a relates the positivity rate both on a 7 day basis and a 14 day basis but one thing we are confident of when we look at these trend lines is a trend lines continue to look favorable we are not seen any thing in the data up to date tickly Looking back those 295000 backlog cases that suggests that those trend lines that we have vast last Monday are not actually in play in fact the numbers all provide you in a moment we'll just reinforce that you're hearing that from counties as well but the numbers at the statewide basis and the aggregate will only reinforce that as well but the number we have here the 7751 represents an accurate number of cases that came through our system came through yesterday we have now it's on day on Mondays these are Sunday numbers we're getting 72000 tests that we were able to collect in distributing those those numbers you see up there 172001 Sunday about 111001 Saturdays give me a sense of the testing volume that's come in and I say that because we reached a milestone 8.99 so 9000000 tests have been conducted here in the state I'm not naive about the need to increase testing here in the state to target that testing with more precision. But progress continues to be made there 172000 tests reported yesterday 7751 individuals not related to the backlog new numbers confident and these numbers August 9th numbers accordingly absolutely confident with conviction on the numbers that we're providing you here today which are profoundly important we said this from day one portions of possible ization and I say use as trends to make determinations of where we allocate resources and really generating a laser like focus in terms of our health care delivery capacity a system writ large you'll see in this chart hospitalizations last week on Monday we referenced about 6300 individuals that were hospitalized now below 6000 represents a 19 percent decrease over a 14 day period last week we put out numbers accurate numbers represented body 10 percent decrease over the prior 14 days now 1000 percent so we're seeing an acceleration of declining courage ng. But nonetheless all of these numbers sobering and I'll remind you as I always do these are state wide California numbers these by no stretch of the imagination reflect different realities different experiences by county by hospitals depending where you live in the state of California that's the purpose of the watch list that's the purpose of the strike teams that we have been talking about for some time and some of those renewed efforts we announced last Monday building on what we continued to be doing down in Imperial County as a framework of reference as relates to hospitalizations that's encouraging to see in 1000 percent decrease we also have to always look at it in the context of our total health care system and capacity right now. A little over a 7.6 percent so we rounded up 8 percent of total capacity of c 9 percent in the previous few weeks courage and sign 55961000 patients now in the system total system capacity see reference here in the slide i.c.u. Admissions continue to decrease as well it is encouraging sign 5 percent decrease was the last slide I showed you last Monday representing the previous 14 days of see a 13 percent decrease in i.c.u. Missions over this cohort of 14 days so like hospitalizations you're seen a decrease in the total number of i.c.u. Admissions over a consistent period last few weeks again encouraging signs but not the kind of stability and long term decline that we alternately need to get to where everybody wants to go critical care capacity always represented in this slide you could see a modification downward in total number of i.c.u. Patients compared to our critical care capacity i.c.u. Capacity in the state you also notice which is encouraging the ventilators that are available they've been consistently around 11011500 those total number of ventilators increased over 13000 terms of our capacity of available ventilators in the system as always we are sober and we are mindful about how deadly this disease is we are reporting today 66 human beings lost their lives to cope and 19 that averages when you look at a 14 day period 137 individuals on average losing their lives over a 14 day period I always caution you on the Monday numbers in particular related to the death not. Not just look at it one data point look at the larger 714 day trends and so again I want to lead with the accurate number 66 but give you a sense that we have seen an increase over the last few weeks again legging an indicator that means nothing to a loved one that has lost his or her life in a family torn asunder so our hearts go out to each and every family that has suffered through this pandemic and it's just a reminder I don't know what more miner we need deadly this disease is to just considering 137 human beings losing their lives on an average basis on a daily basis over the course of the last 2 weeks so as always we remind you we conclude these presentations of the power and potency of individual decision making wearing masks being foundational is one of knowledge I been working with a lot of mayors a lot of county representatives there is a lot of renewed focus on enforcement related to mask wearing you're seeing many many different counties become more aggressive as it relates to enforcement related to a mask and I see this and I say this respectfully that's an encouraging sign that's a good sign it is still remarkable to me when you go out and you see folks out there that are not socially distance that are not in the same household cohort that are mixing without a mask I cannot impress upon you more to protect yourself and mitigate the spread to others the power and potency of that decision and let me again just recognize the potency of enforcement at the local level related to mask his many counties putting together strategies those counties I believe should be applauded for take. And seriously the mask mandate state wide as always courage physical distancing wash your hands the kind of activities that you do in gauge and outside and we are encouraging to out side that otherwise would occur with more mixing inside minimise the mixing to the extent possible that runs the gamut of activities and we encourage that minimisation if for no other reason to protect you and your loved ones your friends your families your households and the community the state and the larger effort that we are advancing in this nation so with that we're happy as always to answer any questions and again all right they've just been listening to California warden Gavin Newsome buried the lead but his top health advisor was forced to resign yesterday because the numbers that we've been receiving surrounding covert 19 for the state of California were all wrong he didn't talk about it until the very end of his press conference now he's taking questions let's hope the California press corps holds its feet to the fire so back to Sacramento yet Governor Newsom did you ask your doctor him to resign did you resign on yeah why did you resign did have anything to do with the datagrid or issues look you know we have a good team in place we made decisions I try and I hope you respect this and certainly been the case in other instances to try not to have personnel conversations in public I don't know that it serves the larger good at the end of the day the buck stops with me I'm accountable and I recognize that as governor of the state of California as relates to my responsibility it extends to my team and it extends to our efforts to keep you safe to keep you healthy in the middle gate the spread of this disease I want to thank Dr Angel for her leadership her stewardship and you know it's one of those difficult things when someone leaves that you consider a friend someone who respects. Someone who was a real champion of racial justice and social justice and some reason she was brought into the administration the decisions made were moving on Dr Gaddy was clear in terms of what we're doing in the interim Dr Pan now as health officer in the interim as well in terms of making the decisions we are making and moving forward with the kind of focus that you deserve your governor and as a state. And every time. I Governor when you want your briefing last week on Monday did you know did was give to people. There was corrupting the quote unquote of our sensory data and when did you when did you know that there was or when did you 1st hear that was it then Monday I'm going back to. Monday evening and Dr Gaddy came out Tuesday and laid out how far back it went Friday we reinforced that roughly 14 days we learned about it after the presentation and I think over a period of time we've spent time to fill you myself but that was the public that we would not have put out those data points had we known that and so by definition we want to where I was unaware and was made aware later that evening and we had Dr galley come out the next morning because of his capacity of understanding the details and the nuance working with his team to understand exactly what went wrong with the with the background or the backlog let me just say this though I think this is a really important it's one thing you know look the nature of things you're dealing with totality. Of a response to store challenges in terms of data collection databases that were never designed for the world that we're living in that something may there may be a glitch there may be an issue with the server I don't think that's novel new to anybody but the key is to own up to it key is to address it has to be. Transparent which Dr galley and others the ministrations been since we learned of it since he learned of it since I learned of him and move forward make decisions so that we don't repeat the mistakes of the past try to fix the systems not just short term but as I said a moment ago long term but the good news and I think again this is incredibly important you see those hospitalization numbers you see those I see you numbers and we have systems in place where making personal phone calls in terms of reaching out to those hospital systems those we have absolute confidence in those numbers hospitalizations no lie i.c.u. Numbers don't mislead those are factual and those are grounding in terms of our efforts in this state and I believe over the course the next day or 2 when we assess the total number of positives based on that backlog that you will see exactly what we said was occurring a week ago you'll see that reflected in the positivity rates in this state that we're can see a decline not just in hospitalizations and I see who's But also in our positivity rates in the state and I remind you positivity rates are foundational this state is testing as much or more than any other state country and this is where I do subscribe some affinity to those that suggest the more you test the more positive you have that's absolutely true we want to test more because we want to better sense of where the community spread is the background infection rate in our state of positivity rates per fied a real sense of where that community spread is and whether or not it's growing or declining our confidence in those numbers come out you'll see this trend lines we asserted last Monday are consistent. Subprograms against things and. If there are things you weren't there and the Department of Public Health knew that there would be a computer glitch issue but never reported to your administration they're true to that now why born in your right why. A Well we made just minutes to our team mate approach new approach to how we address the issues relates to cow ready how we address these issues going forward absolutely true and that's why we're here as transparent as we can be terms of the announcements we made today Dr galley making some of those personnel announcements my answering your questions reinforcing the fact that we are moving direction with some confidence Having cleared that backlog of 295000 cases working now in the counties to get their numbers updated so that we can present them to you. These things are unfortunate but we are moving forward and as I say the good news hospitalization numbers continue to trend down I see you numbers continue to trend down 172000 tests were conducted at least reported rather yesterday those positivity numbers you represented are represented in that slide suggest that the trend also looks favorable as relates to positivity right and state campaign remaining. I Governor No I don't want to add a little bit more about the data if you go at the beginning you were talking about our age 90 infrastructure and I guess I'm wondering if it fair and appropriate complain about anything and Turks are. Because from what we know it seems to be a result of a result of human error and then you're being a little bit vague on current Burton and Dr King's own departure but you went to the public health field there their public interest in why she left prior to being eclipsed Were there other issues with her Mormon work for leadership of the public by Forgive me for being human here. I'm governor the buck stops with me and want to ability it's what the state with the governor used to that crossed the spectrum so large states and nations. State terms of size scope largest state in the union a lot of moving parts on any given day there's a lot of information that comes in that I assure you it's not and should not live in people that we're meeting expectations in every way shape or form in terms of how the business of the state is conducted every day we work to improve upon that every day we own up to our responsibility and accountability in these roles to do more and do better and to seek to improve to make progress and ultimately I can only assure you it's my responsibility to make that progress but one thing I won't do as a human being is going into detail personal conversations with you out of respect and a deeper responsibility not to go into a back and forth the decision was made I applaud Dr Angel for making the decisions he made I made it crystal clear we've built a new team Dr galley has as well we have fixed the backlog we're moving in a direction not only to address the short term issues but as I said the medium term issues with the system and that includes by the way of building a system capacity that is an i.t. Focused solution to a dress code in 1000 suppose sufficiently calorie in the past was dealing with a couple 100 cases a day not the magnitude of the cases that we're experiencing in a state as large at the moment and so we need to isolate while waiting the tongue as part of our i.t. Team in there this was i.t. a Matter specs or some personnel judgment questions as well but the end of the day was a combination of factors servers redundancies issues that could have been addressed one of us and citizens were made and we're moving forward no one's trying to hide that no one's trying to mask that we're owning that we're moving forward to address those issues I have as relates to the backlog that information be forthcoming and will address these issues as I said over the next. We all have a role and responsibility as relates to what happens within our respective departments none of this is easy that technology is always stubborn and challenging . And all of these things being assessed all of these things being considered in relationship to what we're doing going forward with our acting interim d.p.h. Director and as relates to our long term strategies and so that's what I can say on this that's what I think is appropriate to set out and I think that's very clear and to the extent that someone does resign we accept the resignation of we feel it appropriate accepted that resignation. And Governor thanks for taking our question might this on the about school don't know you know versus Orange County on the watchlist that it depends on you know the backlog of cases coming in and if it will stay are not watching but if it does stay there's 2 different regions in the county your county particularly hit hard for South County you don't see the transmission rate in the waiver process would be a chance for say some of the cities in South counties in the school districts that may always sort of the 200 cases per 100000 people would be be able to move forward and open schools for the whole county have to pull back and school reopen now I think it's a one of a question and the answer is yes there's nuances relates to local hall officers local health conditions within districts within counties that we did consider as it relates to the waiver process but as Dr Gary talk about that a little bit more in terms of what you can expect from that waiver process within a county as large in particular as Orange County I think a perfect a poster child for exactly the kind of nuance that needs to be considered as relates to that waiver strategy. Meets our threshold a conversation between those schools in a school district and the county health officer and public health leaders there to make the decision as to whether that district will move forward we know that county health officials health officers are looking broadly at their entire county trying to understand what the transmission is throughout the county to make these decisions but the 1st threshold test is really at the county level and we hope as the new backlog data gets assimilated into our last 2 weeks or records and we move forward and we see the trends in the hospitals ations in i.c.u. Levels we expect and hope continue to come down as they are that more and more counties will have an opportunity to consider the waiver process and determine if it is the right thing for the districts in those counties County other counties all including. It's a question I sense that they have a lot of this and. What you know hearing from people who have been trying to get out that they are still that confused about you know who are eligible to get out to you want to give an update on that has to turn around time which is one of the factors that you're going to trace and has laid out you know the charming who is able to get you or Dr Goli be able to give us an update on that and Claire I wonder if Dover case that in the magic people who don't fall into one of the higher priority category can't get have right now right and that's certainly the case with our update on the testing taskforce that we made a few weeks ago augmentation in terms of the prioritization as ISIS symptomatic asymptomatic and other criteria that were laid out so. County not because they're an expert on public health not because they could lead the state or the county through a public health crisis or pandemic like this but because they're social justice warriors and they're there to push a specific ideological agenda. Without question and he even he actually used that term he actually said use a social justice warrior he said that exactly she happens to have a doctor Angel happens to have a master's in public health I don't know what her area of specialty was her focus was. She has a Masters in Public Health but she clearly was hired because she is the social justice warrior she is you know pounded me the drama uncertain of his pet project and clearly was you know over her head when it came time to leading the largest state in the union out of a pandemic. When you're serving in a role and you served many candidates for the at the state level the federal level you name it you've been there writing the policy papers providing advice to all of these candidates I don't think you've ever been an appointed secretary of health or anything of that nature but if you're speaking of someone in that role you are a political appointee you are someone who serves the people of California in a role that is where they can ask for your letter of resignation any minute is that a private personal decision or is that something where if you screw up and your screw up impacts millions of people and you leave the public is owed an explanation . I think that they are and I think that that's why the press kept pushing him on this I think you have to salute Lee Oh are owed an explanation to the people. This is the interesting to actually know what happened I'm guessing that it wasn't just that she says quote unquote screwed up I'm guessing that Dr Angel probably is taking one on the chin for Gavin Newsom she may well for all we know she may well have been raising questions about this stuff for some time I don't know her personally I don't know anything about her or how but she may have known about the fact that the statistics coming out of California were grossly flawed but I think even to the most casual observer we've known that the statistics are not correct so who knows what actually went on behind closed doors I will tell you though when you are leading the charge on this you better believe the people are owed an explanation and we've seen this happen at the federal level let's face it I mean Dr Foushee Maidment has made mistake after mistake after mistake and hasn't been called to answer for the same they just say oh well yep we followed a bad model Oh well yeah we said Mass we're bad now they're good oh well we said they they do the flip flop and are never called to answer for it I think it's really been a stunning time in our history when these these folks have not been held accountable or not had to answer to their constituencies they keep saying that they're following the data and the data is determining what the public policy is well now we know for a fact that the data is wrong he acknowledged today that he hired her for her ideology and for all for her status as a social justice warrior Let's go ahead and listen to that I want to thank Dr Angel for her leadership for stewardship and you know it's one of those difficult things when someone leaves that you consider a friend someone I respect someone who was a real champion of racial just. This is social justice and the reason he was brought into the administration. He also said that even though he acknowledges the data is wrong don't expect any major changes in the state of California only expect minor changes and he wouldn't say if the changes would make things more relaxed or more severe Well if the data is wrong shouldn't we be expecting wholesale changes if we're following accurate data when and if we get it exactly John and this has been my point from the beginning that the number of cases I don't care how off numbers are to tell you the truth I really don't it's an academic issue at this point I don't care if the numbers are way up or way down way overestimated or a way underestimated because as I've said from the beginning the number of quote unquote cases is only important in so far as it reflects hospitalizations and deaths and Gavin Newsome came right out and said not only are hospitalizations down they're down by 1920 percent not only are just down they're down by that as well the deaths are falling admissions are falling I see you had missions are falling so it doesn't really matter what the numbers are but instead they keep going back and say oh we're going to follow the numbers follow the numbers and we're going to determine public policy on this when in fact every the only important date of death in hospitalizations are falling pursuit the just sleep so you better believe that you should be seeing wholesale changes in the state of California but we simply aren't getting there another words they aren't following the numbers at all they aren't following anything having to do with science. I don't know about you but when I was watching this press conference today I saw someone who was totally clueless and he's a guy who uses flowery language you use a lot of words to say very little as you said but he's a guy who fundamentally has 0 grasp of what he's doing I agree with you and honestly today was probably the most stunning example of that he spoke in spoken spoken uses lots of flowery phrases and wording I think he's the whole time is singing Get me the heck out of here get Beam Me Up Scotty beam me up is what he's saying to himself I think he's in way over said he has no clue what's going on with this pandemic because if he can stand up there and say to the public hospitals Haitians are down by 20 percent deaths are down by 20 percent and they're not just he admitted that this has been going week after week week over week we are not seeing an uptick at all then how in the world can he not translate that into significant public policy changes for the people of California starting with things like reopening the dying schools reopening businesses stop hounding the drama and all of the social distancing a mask wearing when we know that those things have had little if any effect at all from the beginning it'll be interesting to see what the national press corps does with this because boy oh boy have they hammered the governors of Arizona Georgia Florida Texas because the quote cases are up in on spring break the kids go to the beach and we've seen the stories ad nauseum yet this guy came out today and effectively acknowledged that he's cooking the books and has no idea what he's doing I bet you they give him a pass. I think they will too that's historically where they've been on all 'd this the level of hypocrisy inconsistency with the way that they have been you know sort of level of injustice throughout this whole thing is stunning if you know look what happened just recently and now Chicago you know if you can you get excoriated if you do something like Going to the beach over a weekend but if you are out there protesting and rioting that's all good and we've been seeing that across the board and they simply do not hold any of these governors or mayors or other local politicians responsible for that and say hey wait a minute if you would at least apply your morality consistently The hypocrisy is just stunning and it's not just to screw up the. Jumbles everything in Sacramento for the state of California because the state of California disseminates information to the counties and the counties make decisions at the local level based on what they're hearing from Sacramento. Right so it looks so let's take those numbers and say Ok Gavin Newsom said that he believes that the numbers of people infected in the state of California are actually significantly higher than what's been reported so far he thinks that that we have way way more people in the state who actually you know right now they're saying the confirmed cases are somewhere around 600000 or just under that in the state of California but he believes that the numbers are actually much higher Ok if we use actually just the number reported and you calculate the mortality rate the mortality rate right now is sitting right around 1.8 percent Ok that's about a 4th or a 5th of what we are Knisley told it was going to be nationally it was 0 you know mortality rates maybe you know 89 percent now it's at 1.8 percent if Gavin Newsome scripts that way the more Californians have been exposed to and have coronavirus than is reported in the mortality rate is way way lower even than 1.8 percent what I've been saying from the beginning but he won't come out and say that they won't come out and say the positive finding they won't come out and say the great news about these people is it turns out the mortality rate from covert 19 a very real virus very serious and some people but the reality is that the mortality rate from this virus is right on par with influenza he also owes an apology to the nail salon ladies and to the bar owners because he blames them for this virus he said that it was the nail salons that are responsible for this virus going up and down the state of California initially and he blamed the bar owners for the close down the 2nd time and he used bad data to blame them with. Exactly and you know the issue with using this data is it's one thing if you want to say look we really do want to get a handle on how many people have had this thing because the space that that's the only way you can actually calculate a real mortality rate is you know how many people actually have had it who's been exposed but when you use this data instead to drive public policy to make a decisions about which companies and which industries are going to shut down what we're going to do about schools what we're going to require in terms of getting back to work and letting people get their lives back on the rails when you're using that data to drive public policy you better be number one darn sure that you've got those numbers right and you better be darn sure what they mean when you instead jump to a conclusion like oh it's those nasty nail salons which you know many people could call Zina phobic it really does not speak well to to govern a noose and I think he's been in over his head on this the whole time but he simply will not recant he just keeps doubling down and doubling down and this latest snafu is really really an indictment Yemen and I think it calls finally into question even to the general public what the reality is with regard to the numbers that he's been basing all of his public policy on if you have a question for Dr Kelly victory give us a call at 80222 k.g.b. Well there only listen to one group of people those are currently informally incarcerated their family friends and supporters they're not talking to victims of crime they're not talking to John Q Public who is not involved in the criminal justice system at all they have no voice at all the only people that the board is listening to is the offender community and that is driving the narrative and of course this is a crowd that doesn't want to be held accountable for their actions or and that is going to be very very bad news for the rest of the community which is far larger group of people that relies on the criminal justice system to keep you know safe and I'll give you a simple example there are any defunding the sheriff's department just this last week we found out that our cold case unit homicide bureau These are hard time detectives they're already retired they come back out of retirement to solve cold cases they've got to fund it I guess the killers are jumping for joy everywhere because there's no longer to have that homicide investigator on their trail and that is a decision from the Board of Supervisors that is astonishing and their real world consequences to this too because it's not just that that you know cold cases may not be solved from crimes from a long time ago although those victims deserve their crimes to be solved too but you have children who are currently living in horrible conditions where they're being abused whether it be physically sexually you name it and if you take resources away from departments like yours and you say all right Department of Children and Family Services they're going to be the ones that are now the lead investigation agencies for situations like that you're essentially feeding those kids to the lions. Pretty much because we work hand in hand with the Department of Children and Family Services that's a core responder model and we investigate the criminal side of it they investigate the impact to the kids and they take custody of children when it's necessary so it's a it's a good working. Relationship because sometimes when we go in together with d.c. Fs the family will actually look towards us because we're not the bad guys the other side of the one that takes the kids away so they kind of rely on us to be the intermediary and when we're no longer in the picture at all so yeah right we're feeding the kids to the lions because there is no there are no checks and balances anymore Have you seen any public polling as to what the people of Los Angeles County think of this initiative because I know that California tends to elect people who are left of center at the local level all the way up to the state federal level however we're also the state that recently voted to support the death penalty yet again we're also the state that brought the world 3 strikes and you're out we have approved voters at the ballot box any number of tough on crime measures whenever we're asked to vote on it well I do know that the national Pew Research Center did a survey on that exact issue and 73 percent of Americans said that they're in favor of keeping law enforcement funding the way it is or increasing it and then include a majority of African-American survey respondents so at least at the national level that is not true at all they're not going to support us and I'm hoping at the county level they won't support it either. And this really is a risky decision by the Board of Supervisors a reckless one at that because they're looking at the at the activists in the streets they're looking at the people that burned down 8 businesses on Melrose and they're looking at at people who are creating the noise and getting on t.v. And they're thinking that those people represent the people Los Angeles County and they just don't I don't know if you've seen the footage of what happened in Chicago over the weekend where businesses were looted people were getting beaten up right and left and the city just looked like it was completely out of control and you saw the reporters who were in the those neighborhoods talking to the people who actually live there not the people who are looting but the people who live there and people in those neighborhoods in Chicago were begging for the cops to come out and stop it begging for the cops to bring back law and order the people who were busted up the shops though that's not the median person in the county the median person in the county is sitting in their house and sit in their living room watching all the stuff on t.v. Screaming at the television Oh exactly and he you know that we saw it right here I guess that I Melrose was signed in Santa Monica was signed Long Beach our deputy then our sheriff response team we were there throughout the civil unrest period and we saved an awful lot of businesses from being looted and burned down and we're going to continue to be present in the community we're not going away for an invite locally if we see that the local police department can to maintain law and order and keep their business or the residents safe we will definitely be there to assist them so their communities are not devastated we don't want to Chicago at all we don't want to Portland or Seattle for that matter. Now now and we've seen that spread not just in one city but all over the country and this could politically be dangerous for the board because if they put this on the on the ballot and the voters voted down then they're going to know that their public policy proposal about public safety got rejected by the people of Los Angeles County and the people l.a. County are going to remember that and maybe that will make them more has it in the future to try to do something like this Well sure I understand there's a redistricting effort is going to go on that's going to redraw the lines for the Board of Supervisors so you might get a different look on who the board of supervisors are and if the measure were to pass this is the sad part they face no consequences aboard a super ice because by the time the effect happens and it relies on the streets they're long gone there are very tired of it termed out so this is really unfortunate for any l.a. County resident to be faced with such a choice. Let's shift gears for a 2nd talk about what's going on in Sacramento because the governor has indicated that he wants to release any number of inmates from state custody in the state prison systems many of whom would come back to Los Angeles County including some people who are in there for murder and and very serious crimes citing coven 1000 is the reason why he can't keep them incarcerated anymore if suddenly more prisoners from state penitentiaries end up on the streets of Los Angeles County because of covert 19 how much more difficult is that going to make the job for you and your deputies. It's going to make it a lot more difficult because remember we contribute roughly a 3rd of all the state prison population comes from Los Angeles County so they're coming back this way and as it is our resources are stretched then we're seeing an uptick and murder homicide is increase about 24 percent comparing this time this year to last year pre calls it.
