Correspondent in London who may be able to update us a little bit but so far you've got stabbings rolled in London and in the Netherlands in London British police have shot and killed a man suspected of going on a stabbing spree near London Bridge. The authorities are calling it a terrorist incident it's been several hours now we don't know why they're calling it a terrorist incident and we do know that he apparently had a device strapped to his body that was a hoax explosive device is that enough for the cops to say we hereby deem this a terrorist incident I don't know maybe we can get to the bottom of that several people have been injured but 2 have been confirmed as killed Prime Minister Boris Johnson said to the best of our knowledge the incident has been contained That's the British way of saying we're kind of clueless because they deny about really who did it or a motive and so on but he urged the public to remain vigilant one cannot help but think back to what happened in 2017 he said in the same part of the city and of course what he's talking about is the fact that 8 people were killed in a terrorist attack on London Bridge in 2017 when 3 men in a white van ran over pedestrians on the bridge then exit of the van and began stabbing people in nearby Borough Market So that's the background of what's happening in London and we're waiting for the details even murkier is the situation across the Channel in The Hague in Netherlands Dutch police are saying at least 3 people there have been stabbed in an attack at a department store in a busy shopping area they're searching for a man they think is 4550 years old images on social media showed emergency services at the scene amid crowds of Black Friday shoppers the condition of the injured we don't know the motive for the attack we don't know nobody is calling that a terrorist attack at least as of yet so we're standing by for all that is so frustrating because even when you get further details and you find out who the bad guy was you know maybe go to a social media post and so on you don't know if it's a lone wolf thing I mean people get radicalized. Now because everybody on the planet virtually has access to the Internet and if you spend enough time and if you're screwed up enough in the head you're going to fall under the the influence of really bad people who are recommending that you do really bad things and even though they may not have been direct contact between al-Qaeda or ISIS or whoever and the perpetrators here still they may well have been influenced by the propaganda that's being spewed out on these sites and occurs that raises the question of how much censorship we should be using in terms of policing the internet people talk about they have less malignant more benign influences like just political views political ads and Mark Zuckerberg trying to trying to censor it and so on people are debating over whether he should really be the censor more serious this this is sort of a town crier that is international everybody has access to it and a lot of people a lot of these lone wolves are being recruited by this material even if they didn't have the direct contacts so we don't know what the situation is we don't know if in fact either of these incidents in the Netherlands or London was a result of any discrete terrorist influence we are now joined by Scott McLean He is Arcade p.c. Thank you for joining us and what can you tell us about the latest on either or both of these incidents over in the Netherlands or where you are in London. Yes I can certainly speak to the London incident we've seen the police cordon shrink over the last couple of hours but London Bridge itself I'm standing just a couple blocks from it is still sealed off by police and they say that it will be like that for some time and for good reason because as you point out we want to figure out whether or not this person the suspect was working alone or whether or not he had help the headline here is that 2 people were killed and you know politicians and police continue to praise the bravery of ordinary people who stepped in and for good reason you can see in cell phone video that was taken by bystanders some from a fuss some from the street level on London Bridge show people wrestling with this suspect on the ground then you can see one man actually emerge with a pretty long looking nice image with a 6 or 8 inch blade on it from at least from what I can tell there and then you see everybody step back and then police actually fire several shots and we know from a source law enforcement source who is familiar with the investigation that police shot fired that shot because they can see wire and tape around the suspect mid-section turns out he was actually wearing a hoax explosive device which brings back some painful memories for the City of London because 2017 your remember another terrorist attack on this same Bridge London Bridge where terrorists mode down innocent pedestrian in a van and then went on a stabbing spree in the nearby Borough Market just on the other side of the river and in fact as well they had hoped explosive devices that were strapped to their body in order to so more confusion that for here amongst the population at that time police said it was the 1st time that they've seen that tactic used in London we're talking with Scott McLean He's our k b c News correspondent there in London Scott do you get a sense of people's attitude. When they hear about incidents like this when they're in the throes of dealing with it in terms of whether they automatically jump to the conclusion that this is just a rogue lone wolf or do they assume that well this is some sort of 10 tickling of Isis or or al Qaeda influence and is wrapped up in the whole immigration debate and the whole breakfast business about whether the u.k. Should be kind of pulling up the drawbridge is. Yeah it is certainly a great question obviously we don't know whether or not this person was working alone or working with others terrorism at least in this country there's been a bit of a reprieve from really talking about it in the election campaign election but 2 weeks from today it hasn't been a massive thing that's been talked about certainly the health service has been talked about certainly immigration has been talked about the really everyone is talking about Gregg said but because there hasn't really been any any terrorist attacks here as of late over the last couple of months or so it hasn't really been a massive issue and people are talking about what I can say though is that in the city of London things were surprisingly tranquil this afternoon you know central London but there was also an incident at Oxford Circus station turned out to be just a fight among people that actually had people running as if it was something else so perhaps that may be an indication if you are on edge that you know anything that seems to be a disturbance maybe there's a bit of an overreaction just given what's happened in this city this afternoon Scott when people in the u.s. Respond to terrorist incidents it seems to trigger kind of a familiar debate over whether to crack down more severely whether to worry about the loss of civil liberties remember a couple years ago when we had that awful San Bernardino shooting people were debating on whether Apple food descendants technicians in to try to figure out the password or whether they should protect the privacy of of Apple password holders everywhere the c.d.c. . Kind of phenomenon in the u.k. Where when a terrorist incident hits that people kind of automatically take take sides in these debates. Yeah I mean I feel like that that's probably not you know restricted to just the United States where people are having these discussions about what the security service should do and how much intrusion they ought to have but one thing that they do make clear is that look the more coordinated attacks that involve you know perhaps influence from a terror organization multiple attackers those are the ones where it is here perhaps that sort of track it down in advance or at least have some sense of. You know when or where they may be looking to strike when you have these lone wolves and again we don't know at this stage of the game whether this person was working alone or king with others but when you have these lone wolf attacks you know this cutie services will tell you is you're impossible sometimes to know that this is happening. In the u.k. Has been downgraded for the past couple of months that something there's no threat but by any stretch of the imagination but there wasn't an indication that there was sort of a larger ordinated attacks these you know when you just have one person plotting their attack from their basement not putting their plans out on the Internet it's pretty difficult to know that in advance Scott the last question for you we know that they are calling it a terrorist attack in London we know 2 people have been killed seems like the information is slower to come out as to the stabbings there in the Hague in the Netherlands and any further details or any any idea as to why there might not much might not be much information about what happened in the Netherlands. So yeah I don't have much good information for you on the Netherlands just because I'm at the scene here in London so I apologize for that but certainly it has taken a little while for information to trickle out here in London we don't know the identity of the attacker at this stage we don't know the identity of the victims obviously they want to make sure that their families are notified or that that information goes out but you can that in this country those 2 victims presuming that they are amongst the people who stepped in to do something that they will be a lionize in this country and that we are right Scott McClean k b c News correspondent stay safe there and will await further reports thank you for your help you but 116 on the b.b.c. Want to shift gears and channel a bit about one of big stories of the week namely the impeachment ongoing drama in Washington d.c. And wonder what your thoughts are about this I think there's a real possibility that there's the Democrats cannot hold themselves back it could be shooting themselves in the foot as the Republicans did in 1908 when they could not stop the impeachment train going after Bill Clinton even though surveys showed folks didn't necessarily approve of the president having sexual relations of some kind with that woman has in turn Ms Lewinsky but it wasn't impeachment worthy Yes he lied under oath yes he committed numerous felonies No the American public didn't think that that was a justification for getting rid of him the record public knows presidents fool around I mean we know now that John Kennedy basically had a different woman in the White House every single week and a lot of other presidents have had other personal indiscretions and folks know they lie about sex Everybody lies about sex is that a reason to overturn an election so just as the Republicans paid the price we're now seeing that the independents according to the surveys I think the Quinnipiac poll came out the other day independents are actually less enthusiastic about impeached. Now than they were a few weeks ago even though Adam Schiff has been just coming on real strong helming these committees these hearings over the last week or 2 so one big question is whether or not regardless of whether the Democrats believe in their heart the what has happened by what he's done is impeachment where they really are they shooting themselves in the foot by pressing ahead it seems as if it's such low hanging fruit that with the Democrats having a 30 vote plus edge in the House of Representatives how could you not go ahead in a peach when they all in their heart think that what Trump has done justifies his removal from office setting aside the reality that the Republicans are had something like 53 to 47 in the u.s. Senate and you need 67 votes in the u.s. Senate to convict and dump somebody get him out of office so you would need all you would need all $47.00 of the Democrats plus 20 of the Republicans to vote to dump Donald Trump Excuse me do you really think you're going to get 20 Republicans based on the evidence that has come forward thus far and let's talk about the evidence for just a 2nd we've seen all these ambassadors of the State Department people in the deep state and the people who just wanted to speak truth to power does this really add up to high crimes misdemeanors bribery in treason what it boils down to is that Donald Trump knew that all Congress wants the Ukraine to have $40000000000.00 So he's on the phone with the Ukrainian president he's talking about how you get the money and he says oh by the way if you can give me a fair just do me a solid well you pal and then he talks about investing in the corruption in the Bidens are such bad people and then he doesn't give the money there's a delay we could to it or whatever it was and then they get the money. Is that impeachment worthy is that such a grotesque abuse. Of presidential power and defiance of our constitutional norms that the 2016 election should be erased is that really what the Democrats think that people are going to accept and let me hit you with a hypothetical what if Donald Trump said to the Ukrainian president oh nice to talk to a pres hey you know you can get this 400000000 dollars Hey I'd like you to do me a favor I am told by my intelligence people that there in your country there in the Ukraine you have several black ops sites where you're torturing innocent folks from around the world. Things in this nation nobody is above the law so the president is trying to peddle the idea that he is totally immune On the other hand the Democrats are going overboard on the other end because what they're saying is no there shall be no executive privilege but it's actually a legitimate doctrine that the Supreme Court has blast and essentially it says If an advisor is speaking candidly to the president about certain sensitive issues both the president and the advisor should know that their conversations will not be discovered any more than an attorney client communication would be revealed and so the Democrats are overreaching there and the other way in which the Democrats are overreaching is they couldn't resist again the low hanging fruit they want Donald Trump's tax returns and the California Supreme Court within the last week or so said No Nice try you cannot force somebody to disclose your tax returns as a condition for being on the ballot running for president it's not in the Constitution we have election laws it's not legitimate to take it out of the hands of the people if the people don't like Donald Trump because he keeps his taxes secret they can vote against him for that and what the Democrats answer Well we were need is tax returns in order to well we have legislative oversight over the executive branch and his financial dealings Ok that's good to see you pass rules to make sure we don't have crooked presidents and why do you need is tax returns from before he became president well we've got to know views exaggerating isn't you know you don't have to know if he's exaggerating his income you're really curious we're all curious to know whether he's been lying through his teeth about whether or not he's a half a billionaire or a 3000000000 or whatever so the Democrats are not making much traction in that field either it's too it's $124.00 on k. So the homelessness situation in Los Angeles it's fair to say I think has captured everybody's attention to an extreme degree we are very fortunate to be joined by Catherine Barker she is a supervisor representing the 5th district in the Los Angeles County Board of Supervisors Catherine how are you good how are you doing while doing great I hope you and your family had a wonderful Thanksgiving. A lot to be thankful for especially given the weather yesterday and the fact that we had to open emergency shelters throughout the county in order to ensure that people had shelter for the evening so you know he puts things in perspective doesn't that it does Catherine but I got it I got to say I think it is so terrific that you are on the job because you are not a captive of some extreme ideology left or right you are very practical you have been working with the county for decades now and now you've had the opportunity to become supervisor it's terrific that we have you as a as a warrior to fight for us in this battle it seems like pouring money into the homeless situation doesn't exactly gotten it done and I'm wondering what have a news that you and your fellow supervisors are exploring that doesn't amount to just writing more checks and seeing more failures Well what I've said is that the issue is not about money anymore measure age we get about $255000000.00 a year in late measure each tax quarters have sales tax so it's not about money it's about leadership and political will to place you know temporary shelters but also long term housing for those that are obviously going to need stable housing long term in place and so I brought in a motion which was if you had a fawn last week. Where I can see that the county government is not good at building so we are going to work with the private sector and locate additional property the county mail the feds mail the state may have and start issuing ourselves to put emergency shelters up we're talking with Katherine Barbara Lee County Supervisor So the situation with respect to helping people with mental illness helping people with drug abuse problems how do you how do you get your arms around that because a lot of people really are to be helped and you can always use this. Old hold on to somebody for 3 days kind of. Balance the situation where you got a free society you want to go only so far in which people are if they don't get home then the problem is just going to continue whether they've got temporary shelters or not I mean it's so. People in the clear. And statistics tell us like 3 quarters of the rest have the problems of either mental illness or drug addiction how do you not agree. Well I'm looking at it's basically a 3 pronged for me I'm looking at the state as it relates to a lot of the short Act which is the the Mental Health Act that allows us to do 5150 you know danger to self or other commitment and other types of commitment and I'm still looking at bats or doing a deep dive audit on that at the state level we're working with the state who has agreed to enter into a federal waiver so we can increase capacity in beds which right now we don't have enough beds even if we could get people off the street when the hospitals we don't have the beds to place them and then 3rd I'm looking at a model that's out of Florida called the Lazarus Project and that is taking the 2nd psychologist the caseworkers out on the street. Identifying those that are mentally ill and providing them with the medication while they're on the street with the hope that once the medication kicks in they will recognize that they need to get in off the street. Yeah that sounds like a fabulous option to actually have outreach to to deal with the 3 categories of people if there are mental health issues you've got a counseling you've got to get them into treatment if there are drug issues same kind of deal and if it's simply an economic situation help in terms of trumpery housing help in terms of job training and so on I mean one of the fellows here on the station earlier today Larry O'Connor was raising the question you know how hard is it really to build attempts temporary facilities given the fact that you know the city in the county really have thousands of vacant lots of property there's a will there's a lot of stuff out there one of our callers or earlier today said she's worked with the homeless in Orange County she said when when an emergency was declared that we were able to put up tents and so on for literally thousands of people in very short time frames I mean is that an option the county is looking at well you know I mean it sounds easy doesn't it I mean it is when you talk to any building a rescue mission and they put up a sporting shelter and did it for a reasonable amount of money given the cost of construction but here's the problem what you saw what happened down in Bend as the city wanted to put in the emergency shelter down there in the pushback I think that's the frustration that when you talk about emergencies where the I've heard that I will see the show where they have a house 30000 people that is very temporary This is a temporary but it's actually a long term temporary in the sense it's not going to be for 3 days 5 days this could be for a year until we get permanent housing so communities are pushing back pretty hard in terms of not wanting it in their neighborhood We're talking with Katherine Barker county supervisor representing the 5th District has and what's your understanding of the status of all these swirling lawsuits floating around I know that people are talking about going to the u.s. Supreme Court and other levels to basically push back against the judges who have said hey if I don't see enough beds available for these homeless won't. Doggedness and no vision no watering no laws against sleeping in the parks on the streets. Or a lot of communities I guess in Colorado and to some extent California folks are going to the courts and saying hey we want our power back to deal with the situation we don't want to be powerless take on all of the geisha going on there well I was very much it actually brought in the request for the county to enter into the amicus against the Boise decision which was a decision you talked about where the courts say in order to enforce anti camping laws you have to have bed prepared for l.a. County that would be between 566-0000 beds not realistic and by the way many of those people don't want housing they don't want off the street so I think it was absolutely ridiculous in the you know when I brought in the request to be an advocate people said I'm going to criminalizing the homeless there are already being criminalized if you look at the stats by l.a.p.d. Right now. Arrests. Of the homeless I mean this is actually already happening but we need we need to do something the communities are frustrated I'm frustrated and the Boise is merely a way to. But really getting these people off the street you know looking back over the last couple of decades in big issues and Los Angeles we all remember how the o.j. Trial captivated Bernie's attention have you ever seen a Los Angeles based issues that is grab people's attention more so than this I would think this would be such an amazing opportunity for public servants like you to to tackle a problem and get people to recognize that that you've got the power to turn things around I mean this is something people people are going to be you know in the streets with torches and pitchforks if this thing doesn't get solved Well you know I look at that a city Bellflower and what Bellflower has done is really taken leadership and they said for every homeless person in our city that has a nexus to the city so they have a relative that lives there they're from there there's some connection that city they are going to take care of them and guarantee housing for them each city should take a look at that model and move forward you know in the county we are charges the unincorporated area measure h. Is really for those cities that want to build housing or shelter and then we provide the wrap around services service that are necessary whether it be the drug counseling mental health. You know job training we need to work together and by the way government alone camp exist nor will we fix it I think this is going to take the entire community to come together but you're right this is one of the most polarizing issues right now before us and it's the people's quality of life is being impacted and they're saying enough is enough Catherine Wagner l.a.
