Now if you might think whoa wait a 2nd didn't he do this now I was in a state of the Union address he did speak to a joint session of the House and Senate. Last year shortly after taking office but that was not actually a state of the Union Address Well neither is this this is a state of the Union address that's true according to the tickets they printed his full union wrong anyway we'll get into that just a bit Also this hour home schooling who looks into home schools we'll talk about that with the legislative policy analyst for the Coalition for Responsible home education Mr Hanks neighborhood to Weinberger's favorite story of the year and big changes coming to the Cleveland Indians so all that this hour and more if you want to join us 8022 k.v. Let's talk about the state of the Union address tonight with one of our favorites he is the executive director of the Pat Brown Institute for Public Affairs at Cal State l.a. It's a pleasure to welcome back to the show Dr Ray of Sunshine Dr sunshine how are you well very well good morning and thanks for being with us we always appreciate when you come on. State of the Union addresses I have a sucker for this stuff even though. You know they really the purpose of them has changed dramatically over the years and Historically speaking this is one of the very few specified by the founders and in the Constitution specified obligations of the president as states it has to make an annual report to Congress where he can make it anywhere here she can make it in your report in writing or in person it was really Woodrow Wilson who had started a radical notion a. In. Person presentation although I really think the modern city you know was really invented by Ronald Reagan who turned it into a kind of remarkable presentation with guests in the gallery with scripted applause lines it was really quite remarkable everybody is sort of been following in that model ever since Yeah George Washington gave the 1st State of the Union address in person he was not much of a public speaker he hated experience and he never went back and now it's the end of it for 125 years but even. In the let's say Reagan era going forward the purpose used to be to speak to Congress and through them to the American public but now it's the other way around we the presidents are speaking to the American public and hoping that what he says resonates and will put pressure on the members of the House and the Senate that's exactly right and the Congress ends up as sort of the involuntary audience and the president's own party jumps up and cheers at literally everything the president says and the opposition party has a long internal discussions about how they should behave what things they need to cheer for and the president always puts in a line that the opposition party has to applaud something I'd really rather not applaud So it's really quite remarkable then there's people in the opposition who when President Obama was in office one Congress Republican congressman you know about you lost you know Joe Wilson Yeah it actually begun to develop into kind of. A little more the way the culture is going right now and that's really one of the points of interest for tonight because this president being who he is. There's a chance that is it conceivable that the strategy for the Democrats is to rattle him and to get him go off teleprompter Well it's possible I think it has more to do I'm not sure that you're just in a battling and I think the anger at President Trump among Democrats the so tremendous and so deep seated Joy has never been anything like it and I think the balance between applauding thing. Like infrastructure which everybody thinks is great even though not everybody knows what it is applauding the guests in the gallery Beyond that I think Democrats are going to be reluctant to. Play the role of extras in the production. We're talking with live sunshine Dr Ray of Sunshine is executive director of the Pat Brown Institute for Public Affairs at Cal State there's an arc to being the loyal opposition and. You know Francis when Hillary Clinton was in the Senate she was kind of very predictably she was very good at giving this sort of bored dead fish hand class public accountant and she used to get criticized for this is a way to do it without coming off as being petulant but in this case we don't have a loyal opposition as much as we have a self identified resistance and that certainly amps up the emotions of how you play this for the home audience significantly Well it's not entirely no you know when President Obama was in office Republicans were pretty much united against anything he proposed and that came across in the state of the Union address as I think what's driving the Democratic Party now is not so much the people sitting in Congress as Democratic voters who are highly highly mobilized he thought I'd get and never seen anything quite like it and you know certainly Democrats do like it when leaders are polite and applaud etc but they simply don't want to see them cheering and yelling and you know lining up to try to shake a hand they get ahead of everybody else to make sure they get a picture of Donald Trump now the president if he wants to. I assume he's going to spike the football on the economy and and he has every reason to spike the football on economy if he wants to presidents get certainly take the left holding the bag if none of these are bad if the economy's good as it has been essentially since the more. Thing of Nov 9th 2016. Hill Hill Bragg on Nat I assume that he's going to pitch infrastructure he's going to talk immigration and that's where there's going to be a lot of controversy across the aisle and that's going to be the fascinating one to watch one of the things that the president could in my opinion. Legitimately take credit for certainly brag about that he rarely does and this is unusual because he doesn't miss many opportunities to pat him self on the back and that is the rolling up of ISIS ISIS a couple of years ago we were talking about the grand Khalif aids and what's going to happen and from Syria into the entire region ISIS has been really Shabd into the background and he rarely talks about that and that's kind of unusual Well a couple of thoughts that one is the recovery didn't begin on January the 2017 it actually began under President Obama and he had the good fortune and can claim credit for the continuing good economy the more credit he claims the more if there's a downturn in the economy it'll be blamed on him but ISIS is an interesting one because you're right that's something that he could brag on the problem is there seems to be a policy of keeping our troops in Syria on an open ended basis after ISIS has been defeated and has not gotten a lot of discussion that that's going to be very unpopular so if he pushes too far to say ISIS is gone the next day the Defense Department will have to start answering questions about why are we talking about staying there permanently or in the long run it's ISIS advance that was the reason for going in 60 foreign policy gets really dicey when you try to say to me victory laps right off the bat Well yeah and that's true go this president and I again I'm projecting here he doesn't seem to have a problem with completely reversing himself so all that so I got a feeling that if he was bragging about. Economy in January and the economy tanked in March she would find some way to spin that so that it's not a problem for me well I think you would say it was the Obama economy again. Probably you know somebody of all. Now with all of this said. Oh this is all of this is really positioning for 2800 for the midterms and we've got to do it and we've got a couple of really. Remarkable turns of events because a and immigration deal would be so good for the country if the following happened if a pathways for citizenship was created for the deserving DACA kids. And we actually got that in exchange for legitimate border security that would include dealing with some intractable problems like interior enforcement exacto then this would be a great thing for the country would take one of the most emotional and divisive issues off the table and the question now comes above and beyond is that part is it possible to construct something that accomplishes those things would both sides go for it would they rather have the issue is it more valid valuable for the Democrats to have the doctor kids still in harm's way come November than it would be to actually make a deal with this administration to solve the problem well that's kind of a loaded question I think that the Democrats are very dedicated to the doctor kids but they don't want to give up a profound change in the entire legal immigration system in order to accomplish that you get closer to the spring you do get into midterm vote and Republicans in Congress don't want to outrage their base and provide a path to citizenship for anybody and Democrats don't want to agree to a change in the legal immigration system so you know we get closer to a midterm both sides. Want to mobilize their supporters in the way to do that is to say where you stand for I agree with you though that if they made a deal that both sides agree to it might be the only thing that could raise the president's lagging poll ratings right now I mean if there was a signing ceremony that was bipartisan where everybody was really equally unhappy about herself which is what usually happens in a good deal I actually think it would lead to something of an improvement as public standing I think I'll be very very hard to get there and while it looks like it's going to be impossible to get there but it would be good for the country to get there and that's the same can be said on for instance the infrastructure bill because traditionally Republicans have been reluctant to support this because they were still mouthing a concern for budget deficits and I have to say after the tax cut bill coming through without any entitlement reform I don't do even care about deficits anymore and now deficits math a sense I think that ship has sailed this is a thing about infrastructure is infrastructure used to be a very bipartisan thing you could always get anybody in Congress to vote for infrastructure the difference now is that everybody wants infrastructure but Democrats want to have it funded directly out of the budget and Republicans want to have ways incentives for the private sector and maybe have roads supported by tolls that's a pretty big difference and you listen very carefully to what the president says when he says infrastructure both parties will jump to their feet and yell as if he says if we use the genius of the market system only one side will jump out so that's really the the end and the other problem is where does the money come from if you adopt direct federal intervention there's a lot of stake out here I mean some of the festa do with high speed rail and mass transportation in California which are gigantic infrastructure projects will they get federal aid and they'll be looking for clues in the president's speech for that . Yeah well I I think it will be an exceptionally cold the hell will have a hockey team before this Congress votes money for Jerry Brown to have high speed rail. Well it probably depends on what Republicans in California want to have happen with infrastructure in California don't forget half of the House Republicans are in major jeopardy in November spritely 7 out of the 14 and they need something to ride out the so-called blue wave that may be on its way to California and that's a good point to end on the all of the members are going to be either sitting on their hands or jumping up are the members who are going to have to. You know answer to the voters in November and in California the Republican Party is becoming perilously close to being a minor party. Not quite minor but a 3rd party beyond declined a state where you know it's a close race between declined a state but you know the Republican Party to be a to have 28 percent of California is not nothing this is the largest state in the union by quite a large margin they've got to find some things to sell to California voters and President Trump hasn't given them a lot on that front but there are things he could do and one of them is infrastructure Yeah although again a just and who knows a lot can change but I just think the tenor of of the times in this state Don trying to give the world a cure for cancer and it wouldn't wouldn't help of in California Well it's hard to say because so much of it is if you have popular policies you can overcome a lot of it and it's not just the people the people disagree very strongly by a majority in California of his policies presidents change policies you know Nixon went to China anything is possible and you'd be amazed the impact of changing policies on what people think. As always we like to hear what you think thanks for being with us appreciate it it's always a pleasure Doug thanks Dr Ray of Sunshine from Cal State l.a. Call me if you're interested. Ask for a phone number not found out as that 802225222. Be. Sure. You. Should. Well unfortunately 13 male nurse kids out in Paris had for control and not much education and this has brought attention once again scrutiny onto the homeschooling phenomenon that has become very popular in modern America and what exactly are the rules and regs on this to talk to us about this right now is the legislative policy analyst for the Coalition for Responsible home education it's a pleasure to welcome to the show Katherine Bright people Catherine how are you and do you think thank you for having me on I appreciate you being with us now just to clarify a couple of things as I understand it this terrible situation out in Paris California and the terpenes they had this licensed as a business is that correct. They were what they were homeschooling registered as a private school which is how homeschooling happens in California there is a separate home school wall you had to store your family as an individual private school Ok so so they didn't have like a private school in the sense that they were taking in paying customers they just registered that they were homeschooling their own kids is what it comes down to right right that's right Ok got it because if it was a business office like a preschool or something like that they would be subject to inspections and licensing in a permanent all that right right and in California they actually exempt home based private schools where the parents are teaching their children from the background check rules that any other private school has to follow now. Approximately how many homeschooled kids are there in America. It difficult to get an exact number because there aren't any comprehensive studies but somewhere between one and 2000000 all right now obviously this story got a lot of attention because it was so creepy and so horrific and it was so many kids involved and all of a sudden you hear the usual people who start screaming that we need to do something about this but it's really an anomaly isn't and I mean this is a freakishly rare occurrence. It's not as much of an anomaly as you would think the I met the best at research at Ceres she can do has found child abuse is not necessarily more prevalent in homeschool families but when child abuse happens it's more likely to become a horrific situation like this because of the total lack of oversight and it's possible to pull your kids out school and just drop off the map it can escalate into these very horrific child abuse cases Well it certainly makes sense in other words if you are and have user of your own children home schooling provides them it's a great way to provide cover because obviously if they go to school someone might notice something right right and there's no mechanisms to distinguish the legitimate home schoolers who are doing what they're supposed to be doing for the people who are homeschooling to hide child abuse so what kind of reforms would your organization as the legislative policy analyst for the Coalition for Responsible home education obviously he would have a legislative analyst unless she were analyzing legislation. Yes What we recommend is that states implement an annual assessment either through Cheeseman testing or evaluation by certified teacher every year so it's a way to get students in front of and contact with mandatory reporters and it's also a good way to evaluate whether students and children are executing academically we also recommend that states implement some kind of mechanism for annual pediatrician visits which is something that parents good parents do already but abusive parents tend to hide their kids away. Because in public schools don't wait traditional private schools kids are in contact with mandatory reporters 5 days a week but in homeschooling it's possible they may only be in kind of mandatory reporters once or twice a year. We're talking with Katherine Bright Bell who's a legislative policy analyst for the Coalition for Responsible home education and is is homeschooling a common practice in California are there places in the country is it more common inference is red states or it doesn't really not make that much of a difference. It the best we can tell it's fairly a fairly good margin in red states and blue states and those home schooling and home schooling can be religious or can be secular. Like for example will indicate a smith home school Jaden and Willow So yeah it's not necessarily what people think of as just a red state phenomenon right course once again I don't know if you want to make those kids the poster child for homeschooling either. That's been planned out. So. You know there was a time of course in the early days that are public when pretty much everybody was homeschooled and only the wealthy people of means could afford to have teachers for their kids or if they did it was very limited but going back all the way back to John Adams John Adams was one of the leading advocates for free fair and widespread public education quality public education for pretty much everybody believing that if we were going to be a self-governing people we needed to have an informed electorate in order to turn the country over the next generation and that's still true but we fight over this stuff all the time and usually people have who dropped out of the public school system drop out for either religious or ideological reasons. Yes Yes I mean then there's also like some other reasons people homeschool we have seen people homeschooling because they have g.t.a. Children who were being bullied and their school system wasn't dealing with the bullying so they did that for the best interest of their child or there's other reasons why people do homeschool be for the best interests of their children which is why. She very much supports homeschooling but we believe that it needs to be there needs to be oversight so that it is producing educated children parents have a right to direct the education their children but not a right to decide whether or not to educate their children you know Katherine just curious I mean do home schools have basic academic standards that they have to follow like you know with schools in California you know you have to learn certain things and your kids have to have hit certain academic standards do they have to follow anything that California puts before them or can you know parents basically teach their kids whatever or not teach them whatever they want oh there it depends on the state a number of states actually had 0 requirements whatsoever California says that you're supposed to be following the same kind of curriculum guidelines are same subject matter guidelines as the state requires however they have no assessment requirements to make sure and follow up and see whether parents are teaching their kids so in practice there really is no requirement because we're already exactly following up with you right now right nobody is. What in the aftermath of Paris what would you like to see done legislatively. I would like to see laws changed so that children have contact with mandatory reporting. Including assessment requirements so that they are in time in touch with he chairs when they for achievement testing or for about you Aisha and and we like to see requirements that children have annual physical by pediatrician and. That is something that parents are doing already except for those abusive parents Well thank you for coming on and talking to us about it appreciate it Catherine bright bell from the Coalition for Responsible home education 146 months of work before it's undergone some work is Bill Thomas like our friends making that ride on the West Side 4 or 5 north now below the Santa Monica Freeway Washington Venice off have the right did go to the right shoulder However it's a 48 minute run from on the top of the West l.a. The hunky prime minister of Canada Justin Trudeau dispatched Pablo Rodriguez who is a member of the Canadian parliament to California and he was at a restaurant in Tuscan and he was talking to a dozen immigration attorneys about and immigration rights leaders which means open borders leaders quote get the facts and make a decision based on the right facts before leaving your jobs and taking your children out of school and going up there hoping to stay forever because if you don't qualify you will be returned and in this case not to the United States you will have lost your status and would be returned to your country of origin welcome on any other country but us and forces their immigration laws it's not racist but when we do it it's racist he said Canada is quote an open country and a nation of immigrants but he stressed immigrating to the country needs to be done legally what a concept quote You can't just come to Canada and cross the border and stay there for the rest of your life we want to avoid a humanitarian crisis along the border and this by the way is his 4th trip to the u.s. Story I think I need to point out a distinction because I do homeschool my children as well but the issue here isn't homeschooling the issue is that we have wacko parents and parents who don't obey the law yes they were abusive and the issue of education I mean there are there are teachers and principals and administrators who have these of the children.
