Before that, here are your news headunes that, here are your News Headlines with ray addison. Headlines with ray addison. Thank you both. Good afternoon. 12 01. Our top stories , sir keir starmer is stories, sir keir starmer is calling on the Prime Minister to reveal what he knew and when about westminster s alleged chinese spy. It comes after the Parliamentary Research chair said hes completely innocent and has spent his entire career highlighting threats presented by the Chinese Communist party. By the Chinese Communist party. The man who has not been officially named was arrested in march. The pm has been facing calls to designate china as a National Security threat. Robert courts is a member of the defence select committee. He defence select committee. He says the threat of espionage is always present. Always present. Theres always a concern, of course, whenever you hear a story like this, i mean you have to be aware that at any time espionage is going on, thats a point of public life. I mean, whatever position you occupy, people will always be trying to find out secrets to find out secrets and to understand things. It is clearly very shocking one that is very shocking to see one that is at heart out of british at the heart out of british pubuc at the heart out of British Public life and right at the heart of our democracy. But we just need to be aware of these things and that theyre there. I mean, one of the things that 911 did was because of the massive focus on organised terror, on groups like al qaeda, its become for them to become much harder for them to operate terror suspect who operate a terror suspect who escaped from wandsworth prison last week has been remanded in custody after appearing in court. 21 year old Daniel Khalife was arrested in west london on saturday after a four day manhunt. Westmin Magistrates Court was told that the former soldier allegedly escaped by strapping himself to a food delivery vehicle using material which may have been bedsheets. Which may have been bedsheets. Khalife disappeared while awaiting trial after being charged with terror offences in january. Uk charged with terror offences in january. Uk authorities have told gb news that theyre currently pursuing around 800 live terror investigations. Its live terror investigations. Its understood that the majority relate to lone individuals, but there are also more organised plots and threats from state actors as it comes 22 years after the 9 11 terror attack in which more than 2750 people were killed. Chris phillips is former killed. Chris phillips is former head of the National CounterTerrorism Security office. He told us the threat of terror is still present, but large attacks are unlikely. We, the uk , has faced we, the uk, has faced terrorism in one form or another for 100 years and thats not likely to go away. The sad fact is that m15 have so many things on their plate. Not only have theyve got the threat of al qaeda and isis and individuals within that , you individuals within that, you know, hundreds, thousands actually of people in the country that are of concern. But also theyve got Northern Ireland also. Theyve got youve been talking about the chinese spies. That falls to them as well. All these things are a real threat society. Real threat to society. Home secretary is calling the home secretary is calling on the government to ban an american bully xl dogs , arguing american bully xl dogs, arguing that theyre a clear and lethal dangen that theyre a clear and lethal danger, particularly to children. Suella braverman says shes commissioned urgent advice after an 11 Year Old Girl was attacked by one in birmingham. Another american bully xl dog attacked multiple people. Also in birmingham over the weekend. In birmingham over the weekend. British search and rescue teams have been deployed to morocco following the countrys deadly earthquake for six decades. The Foreign Office said 60 specialists are in the north african country, along with search dogs and rescue equipment. More than 2100 people have died as a result of the 6. 8 magnitude quake and almost 2500 were injured. Many areas still difficult to reach. Its feared the number of casualties will climb. Some will. Coe is set to climb. Some will. Coe is set to close 52 branches this week after a last ditch bailout by hmv. Failed administrators for hmv. Failed administrators for the high street chain had been in discussions over a deal to buy around 200 stores. However, talks have now collapsed and the first 24 outlets will shut tomorrow. No store closures will tomorrow. No store closures will lead to over 1000 redundancies, as wilko , which employed around as wilko, which employed around 12,500 staff, had previously announced a £13 million deal with b m , though it has made no with b m, though it has made no promise to take on wilko workers , the conservator of party is being accused of having broken britain by the trades union congress, speaking in liverpool , general secretary paul nowak will claim that nothing works in this country any more and no one in government cares. It comes as in government cares. It comes as the tuc reported the government, the tuc reported the government, the United Nations workers rights watchdog over the new minimum Service Level law. Dan minimum Service Level law. Dan jarvis, shadow security minister, says labour will repeal this legislation if they come to power. We have never supported these proposals. We think that they were deeply flawed. Theyre not supported by a very significant number of employers around the country. I think the transport secretary, the education secretary, the education secretary conceded at one stage that these were not effective proposals that were being brought forward. The tuc provides a good forum to have a meaningful conversation with the trade unions about how we can work collaboratively together to invest in our workforce and make sure that we are best placed to achieve economic success. This is gb news across the uk on television in your car, on Digital Radio, and on your Smart Speaker by saying, play gb news. Now lets get back to mark and. Now lets get back to mark and. Pip rey. Thank you. And welcome back to the live desk. Now lawyers to the live desk. Now lawyers for the Parliamentary Researcher were arrested on suspicion of spying for china. Insist he is completely innocent. Hes added that hes spent his career highlighting what he called the challenges and threats presented by the Chinese Communist party. By the Chinese Communist party. Following news of the arrests, the Prime Minister confronted Chinese Premier Li Qiang yesterday at the g20 summit in india over unacceptable interference in democracy. The Commons Speaker , democracy. The Commons Speaker, sir Lindsay Hoyle, is set to make a statement this afternoon which will bring you at around 230. Well , sir 230. Well, sir keir starmer, labour leader, has just been asked about the arrests and whether china is a threat to National Security. This was his response. China is a strategic challenge , thats for sure. And challenge, thats for sure. And what we need is a policy that is clear and is settled. Now, we clear and is settled. Now, we havent had that for the last ten years. Weve had division and incapacity urgency from this government. But i think this morning theres a very big question now for the Prime Minister, which is, was this raised when these arrests took place back in march or has it only been raised now that its come into the Public Domain . I think thats the central question that needs to be answered Prime Minister answered by the Prime Minister today. You learn of today. When did you learn of this arrest . Today. When did you learn of this arrest . We today. When did you learn of this arrest . We first knew of this arrest . We first knew of this arrest . We first knew of this very recently , and thats this very recently, and thats why the very big question, therefore, is when did the Prime Minister know and when . What did he raise . At what point was it he raise . At what point was it way back when these arrests took place or was it more recently . I think thats a vital question. But we do need to see greater consistency here as well , consistency here as well, because china is undoubtedly a strategic challenge, but a threat , a strategic strategic challenge, but a threat, a strategic challenge is, i think , the right way to is, i think, the right way to describe what were confronted with here. But that does require that consistency of approach, and thats whats been lacking. And thats whats been lacking. But today, in light of whats developed, i think the big question for the Prime Minister is when was this raised . And lets get the latest with our Political Editor , our Political Editor, Christopher Hope and interesting there that sir keir said that china represented a strategic challenge , not a threat like the challenge, not a threat like the Prime Minister. Very, very careful about the language theyre using. Yeah. What were theyre using. Yeah. What were seeing here, pippa, is a Movement Towards trying to deal with china by talking to them. Again, thats ended under bofis again, thats ended under Boris Johnson and liz truss as Prime Minister, of course. And the dial is swinging around from under David Cameron when there was a massive move to get closer to the chinese that ended really under johnson to the chinese that ended really underjohnson and truss. Now the pm rishi sunak is going back towards the middle trying to talk the chinese senior talk more to the chinese senior people in number 10 tell me that if you look at all other g7 countries, were the only one who has no real connection at all to them. So his view is the view from from the top level view from the from the top level of the government is we should be talking much more to china, not them completely. Be talking much more to china, not thats them completely. Be talking much more to china, not thats what m completely. Be talking much more to china, not thats what hes mpletely. Be talking much more to china, not thats what hes tryingzly. Be talking much more to china, not thats what hes trying to and thats what hes trying to do. Thats why james do. And thats why James Cleverly there to cleverly went out there to beijing weeks ago. Of beijing a few weeks ago. Of course, that happened after the arrest of these alleged arrest of over these alleged spies. All spies. Of course, who deny all wrongdoing. Question is wrongdoing. So the question is for will be asked in the for the pm will be asked in the house when he gives a house today when he gives a speech on the g20 by keir starmer, imagine. What did he starmer, i imagine. What did he know . Know it and know . When did you know it and why we still talking to china . And a lot of very angry mps too, with sir Lindsay Hoyle, the speaken too, with sir Lindsay Hoyle, the speaker, to make statement at speaker, to make a statement at 230. One parliamentary 230. Weve got one Parliamentary Research. Know one of two research. We know of one of two men in march under men arrested in march under the official those official secrets act. Those lawyers completely lawyers say hes completely innocent. Services innocent. Intelligence services concerned about maybe others who may be within the halls of westminster or in government. So this clearly is of growing concern across the party divide i thats lam thats right, mark. The big question to be asked answer today or go towards answering is how many more people are the Security Services concerned aboutin Security Services concerned about in parliament . Well hear about in parliament . Well hear a from Lindsay Hoyle a statement from Lindsay Hoyle at 2. 30. I imagine hell be saying, be careful, dont name people in parliament because of course there are live Police Investigations why investigations and thats why lots are being careful lots of media are being careful about anybody involved about naming anybody involved with is concern, with this. But it is a concern, isnt it, that you can have people who are concerned in parliament around parliament and moving around parliament and moving around parliament of parliament amongst mps, of course, contact course, who have contact with senior thats senior ministers. And thats the concern mean, so long as concern. I mean, so long as spying happens all over the place by all countries, but when it starts to infiltrate the highest levels of parliament that you see behind me , that the that you see behind me, that the government very concerned. Government is very concerned. Just give us a little chris, just give us a little bit of insight. Bit more of an insight. Obviously, youre at parliament all time, you can be a all the time, but you can be a parliamentary pass holder and not have security clearance. Is not have security clearance. Is that correct . That correct . Well , that depends. Well, that depends. Well, that depends. I mean, when you apply for these passes, they tend to last for 2 or 3 years and you have to give details of your family, your your where you were born, all that kind of thing. And then they then do all these they then they do all these checks and they back checks and they come back or they back. I mean, they dont come back. I mean, yes, able to move around yes, youre able to move around parliament freely once you have that. And they dont really ask you know foreign you if you know any foreign powers. Certainly powers. I mean, ive certainly never been asked that. I think there different degrees of there are different degrees of vetting, even in parliament. But which, which happens. But which, which, which happens. But they are several thousand. They there are several thousand. Its like a small village, small town, really. Several thousand people access to the houses people have access to the houses of parliament and of course there will be people around there will be people around there the services are there who who the services are concerned it. Concerned about it. And the other aspect, of course, the mps course, is that, again, the mps are pointing out that the official secrets act used we believe, in two of these cases, more than 100 years old, and now we have the National Security act, new security laws. So clearly they are trying to assess how to cope with any people that come up on the radar i yeah, theyve been looking for these powers for quite a while. The official secrets act was seen to be largely outdated and theyre certainly under the these new measures, there might be a chance to try and deal with this kind of infiltration. Its happened with other other happened before with other other mps happened before with other other mp5 i happened before with other other mps i think its coming once mps and i think its coming once more front and centre. Its more into front and centre. Its a bad time for rishi sunak because he is trying to get closer to the chinese to talk to them more. And this is a noises off problem he can do without. I mean, senior figures mean, i think senior figures close pm would would make close to the pm would would make clear that although no Ian Duncan Smith and so called duncan smith and other so called china tory party china hawks in the tory party are on the media, they are are noisy on the media, they are are noisy on the media, they are a small minority. Of the a very small minority. Of the 365 tory mps and thats what i think hell be stressing today in house of commons. It is a fine balance, is it not, chris, with the language that they are using . Because of course the trade deals that we do with china, i mean, some people are saying that is whats being prioritised over National Security. Security. Its a balance. So its a nuance which we havent really had before for a few years under the previous tory Prime Ministers. This rishi sunak is quite keen to have this idea of trying to talk to china trade with them where we can, but also be very wary of what theyre up to. Its a very thin line to go down. Of course, these kind of stories, when they break now in in over the weekend with in delhi over the weekend with rishi sunak , this news broke in rishi sunak, this news broke in the sunday times. He then had a meeting there with his china chinese premier and raised serious concerns about it because it gets in way of because it gets in the way of trying have any kind of trying to have any kind of rapprochement at all with beijing. Thats its not beijing. And thats why its not great, timing. The next great, great timing. The next big on sunaks agenda, big thing on mr sunaks agenda, aside getting getting aside from getting getting a trade with india, this trade deal with india, is this i summit november. Now will summit in november. Now will china be asked to come to that or will they not be asked to come im sure if mr come to that . Im sure if mr sunak will want to ask china to come because they keen come because they are keen player are proceeding come because they are keen playe the are proceeding come because they are keen playe the ofare proceeding come because they are keen playe the of artificialading down the line of Artificial Intelligence without any any form of obvious regular asian or global agreement on what to do next. China into the next. So bringing china into the fold is important our fold is important for our national interest. The problem is up to other is they are also up to other things, which are difficult and can frustrate process. Can frustrate that process. Much for updating thanks very much for updating us on that. For the moment, chris. And of course, as we say, the speaker to have that statement to house at 230, statement to the house at 230, which carry for lets which will carry for you. Lets update wilco with the update you now on wilco with the latest in the twists and turns, the gmb union now saying it looks as if it will be disappearing from our high streets, for all hundred Stores Across the uk to close as by early october. Thats according to the union releasing a statement in the past few minutes. It means redundancies now look likely for all 12,500 staff at the family owned business. Our National Reporter theo Theo Chikomba is live for us now outside a wilko in gravesend and theo, there is plenty of love for wilko. Still amongst the British Public. Theyll be so upset about this. Upset about this. They will. And they are this afternoon. Just a few moments ago, i was just speaking to someone who works inside here and saying her husband went through a similar situation in a similar department store, a high street store in this area. And street store in this area. And shes saying what a shame it is. Were seeing wilko coming off our high streets. A few moments ago i did go inside just to have ago i did go inside just to have a look how are inside and a look how things are inside and most of the shelves are full, almost as if, like life here is coming to an end. Plenty of signs saying 20 off the fridges , barely any drinks in there either. And of course, we know either. And of course, we know that hmvs billionaire owner doug putman had been working to see if he could make a deal to try and rescue this shop, which has been pivotal for many people over the decades. And of course over the decades. And of course that has now not gone through. We understand thats due to the rising cost keeping this place open. Rising cost keeping this place open. Of course, distribution open. Of course, distribution centres as well. But as youve just mentioned in the intro, around 12,000 staff hundred of Stores Across the country will know their fate in the next few days. We understand some shops will be closing tomorrow. Theres a list thats been put out. So depending on where you live in the country, your store could be closing tomorrow. And then majority of them will be then majority of them will be then closing around early october. October. And one wonders whats going through the minds of the staff whove been through the ringer where, know , these rescue where, you know, these rescue deals were being mooted. Doug putman, of course, indications he have tried to save 300 he may have tried to save 300 stores, but looks as if once stores, but it looks as if once the accountants went in sort of forensic examination of the balance books, it really didnt make sense for them. Make sense for them. Yeah. And that figure youve just mentioned, 300 is actually, we understand it might be around 100 stores instead of 300. This deal was complicated and of course, staff who work here behind the scenes will be saying, whats going on, whats going to happen next is our store going to be rescued . And it seems as though at the moment thatis it seems as though at the moment that is not going to happen unless theres a miracle or an intervention in the next couple of weeks. Destroy it. Workers will be hearing this. And of course, those who are inside here, not many of them here actually today, theyll be thinking what next and how to support their family during this time when things are increasing and theyll thinking, how can time when things are increasing asupportll thinking, how can time when things are increasing asupport myself inking, how can time when things are increasing asupport myself or;ing, how can time when things are increasing asupport myself or my how can time when things are increasing asupport myself or my familyan time when things are increasing asupport myself or my family . | i support myself or my family . Chikomba thank you for Theo Chikomba thank you for that latest update from gravesend. About wilko. Stay gravesend. About wilko. Stay with us here on the live desk, well be bringing you the latest on britains sending specialist search and rescue and medical teams to morocco to help those frantically searching for loved ones after the devastating earthquake. Youre with gb news. Is that warm feeling inside from boxt boilers proud sponsors of weather on gb news hello, very good day to you. A series of fronts are pushing their way south eastwards across their way south eastwards across the uk today. Ahead of these , the uk today. Ahead of these, there will be the risk of some showers potentially thundery too. Whilst turning too. And whilst it is turning cooler, theres still some hot air parts of the air across parts of the south east of the fronts south east ahead of the fronts that their way in that are making their way in from north west and behind from the north west and behind the fronts will be something a little bit cooler. Also quite a bit rain on those fronts too bit of rain on those fronts too. Fairly wet picture across. So a fairly wet picture across many northern northwestern parts of staying a little bit of the uk staying a little bit dner of the uk staying a little bit drier further south. But potential for few showers to potential for a few showers to kick off. These could kick off. And these could perhaps thundery in the perhaps turn thundery in the south east where were in south east where were still in that hot air. Temperatures are likely to get into the high 20s. So hot as it has so not quite as hot as it has been recently, but still fairly hot for the time of year. Elsewhere feel a elsewhere starting to feel a little comfortable, little bit more comfortable, a bit cooler as that air comes in behind fronts through behind those fronts through this evening. Further evening. And overnight, further rain way south rain making its way south eastwards across many parts of england wales. But in england and into wales. But in the staying of the south east staying ahead of that here we could that front. And here we could see some heavy, perhaps even thundery showers pushing in from near as temperatures near france as temperatures not dropping low across dropping particularly low across many southern staying in many southern parts, staying in the teens for some, but the high teens for some, but cooler, more comfortable sleeping more northern sleeping across more Northern Areas here as we go through tuesday. This front then is gradually going to push its way south. So emphasise south eastwards. So i emphasise gradually the gradually because in the south east well ahead of south east well stay ahead of it much of the and it through much of the day and the potential for some the potential still for some heavy thundery downpours here further west though, heavy thundery downpours here furthe bright west though, heavy thundery downpours here furthe bright sunny est though, heavy thundery downpours here furthe bright sunny spells, ugh, some bright sunny spells, but turning more comfortable, cooler than it has been through some recent days by by that warm feeling inside from boxt boilers proud sponsors of weather on sunday from 9 00 only on gb news the peoples channel, britains news. Channel news. Channel welcome back to the live desk. Now britains sending specialist search and rescue and medical teams to morocco in the race to recover survivors. Some race to recover survivors. Some 48 hours after the 6. 8 quake devastated parts of the country. This is the moment the earthquake hit marrakesh in morocco on late friday night. You can see people absolutely running for their lives. You can see people absolutely running for their lives. Almost running for their lives. Almost 2500 have been killed in villages near the epicentre in the high Atlas Mountains. The high Atlas Mountains. Buildings in marrakesh, old city are a World Heritage site were also destroyed. Many survivors have spent a third night outside and their homes turned to rubble. Lets speak to dean cain. He was actually in marrakesh on houday was actually in marrakesh on holiday when it hit, and he joins us now with his wife, lorraine. Thank you very much indeed for speaking as two on gb news. Just describe to us what you went through. You went through. Its very surreal, to say the least. Were still out here. Least. Were still out here. Actually, we havent come back yet. And the room, it was about. To start shaking on the room. To start shaking on the room. We didnt know what was going on and all of a sudden the whole room literally was going from side to side and, you know, things were moving. And we just in that instant thought , you in that instant thought, you know, whats going on . Oh, my god, its an earthquake. We need to outside. So we went to get outside. So we went outside into the courtyard of the riad that were staying in as did everybody else from their rooms. And then we saw everybody rooms. And then we saw everybody gathering outside on the strip. And there was rubble everywhere over one of the stairwells from the one of the walls had just collapsed out. There was cracks everywhere. There was, you know, children crying and people running everywhere on phones. They didnt know what was going on. We didnt know what was going on. Yeah, weve got some of your pictures were showing now on screen, which is just awful. Of screen, which is just awful. Of course, when youve got no warning about this. Very awful, very strange or surreal, as you said, what did you do then . I mean, did you actually just stay in the street. Hello, dean stay in the street. Hello, dean , can you hear us above the doors . Doors . And when we got to reception , um, you know, a lot of people stayed outside that night and the following night as well. The staff looked after us really well in the Hotel Complex that well in the Hotel Complex that we were in. We stayed outside for, i think , about two hours, for, i think, about two hours, Something Like that. Talking to everybody else and, you know, everybody else and, you know, everybody was relaying stories of their rooms and such like things fell over and cracks things that fell over and cracks in walls and that. And we took in walls and that. And we took the decision to go back to the room and sleep in the room that night. And wed already felt or lorraine felt an aftershock whilst we were in reception, which was very, very mild. Um, which was very, very mild. Um, but you know, its so scary because weve never been in that situation before. You dont know what to do. Youre your brain and your body go into overdrive and your body go into overdrive and your body go into overdrive and you know, you just think need to survive. Of dean how are need to survive. Of dean how are you and your partners sort of spending your days now then, and how different is the city at the moment . There is a suggestion that british tourists have been asked and urged to give blood to help i we havent been told that, but we have heard that on news channels and social media and such like , um, its been very , such like, um, its been very, very subdued here. All of the trips where people go out to the desert on quad bikes and camels and such have been cancelled a lot of the roads were impassable because of landslides. The army have come in, theyve cleaned up some of the roads and areas to try and get back to normal. Um so relief can get through. So relief can get through a normal life. And the king apparently life. And the king apparently said that its an emergency situation and i mean the marketplace has got a lot of damage. We saw a lot of videos damage. We saw a lot of videos where there was rubble on cars and a lot of the mosques have been damaged because of the tall towers that theyve got. And the market people were still there setting up their market stalls ready for a days trade. Ready for a days trade. Have you managed to have you managed to see anything about any sort of rescue or recovery operations . We understand that a lot of moroccans themselves have been buying food and goods in marrakesh to try and take up to the mountains themselves , but we the mountains themselves, but we did hear that we also had a lot of people from here in the actual hotel guests that have got food together from the hotel, made parcels and took them into the old town and they came back and reported that they all the people will come out of their homes. And they were on the verges and the roundabouts in the middle of the road, and thats where they were sleeping of a night time. So they were away from the buildings in case it happened again, because obviously, you dont know if therell anothertremor. Therell be another tremor. Theres guests have been going around collections around making collections for donations as to help as well. Donations as to help as well. Theres been a lot of helicopters flying over here. Um, there wasnt any helicopters flying over when we first came. And we can only presume that their helicopters may be their rescue helicopters may be going the mountains and going into the mountains and trying to people out and trying to get people out and stuff. Stuff. And, lorraine, how are you doing . Three days on, are you very keen to get home or do you want to stay there and just be there to support people . There to support people . Were just very subdued. I were just very subdued. I mean, like i say, its just a surreal feeling. I mean, obviously weve got children at home, teenage children that are very much like to, you know, go home and hug and just sort of go back to our normality really. Back to our normality really. When are you due home . We fly home tomorrow evening. Home tomorrow evening. Okay. Okay. Well , okay. Well, wishing you the best. Obviously, we cant say wishing you a happy holiday, but, you know, do hope you are okay and you stay well. And maybe, you know, well be able to help some of the people there go to the market. Its certainly a holiday to remember. Yeah, you can say that again. Dean and lorraine that again. Dean and lorraine kane, thank you so much for talking to us here on the live desk. Well, lets analyse , analyse well, lets analyse, analyse rather whats happened there and speak now to professor of planetary geosciences David Rothery who can join us. David, thank you very much indeed for your time. It does appear the authorities were were caught by this 6. 8 quake. I mean, is there a known sort of fault line there . It does appear the epicentre is in the foothills of the Atlas Mountains. The Atlas Mountains. Well, the epicentre was underneath the high Atlas Mountains. That isnt a major fault. This is not like the turkey earthquake which happened in, was it february, right, on a sideways moving fault. Here sideways moving fault. Here weve got a collision between africa and europe, which is going on several hundred kilometres to the north south and thats where most of the earthquake activity in morocco tends to occur. And morocco is not very seismically active. This was a long way south of most of the activity. There was most of the activity. There was a big earthquake in agadir on the coast in 1960, a little bit smaller than this. Thats the smaller than this. Thats the biggest one that theres been in that general region. Theres a that general region. Theres a landslide in this image youre showing now, has destroyed showing now, which has destroyed a. So this why relief a road. So this is why relief effort is hard to get in. So i dont blame the authorities for being caught out. This was this was unpredictable. And these are rare events in morocco. You saw rare events in morocco. You saw weve seen mosques which are damage which have stood for hundreds of years without being hit by an earthquake. Um but theres a lot of poor quality buildings that have been damaged or brought down by this earthquake. And is it worth earthquake. And is it worth spending the money in a poor country where earthquakes are so infrequent to build something safe . I was very critical of the turkish government for what it let people get away with in morocco , earthquakes are much morocco, earthquakes are much less frequent, its a very less frequent, so its a very difficult situation to handle. Indeed, the pictures, and indeed, the pictures, yeah, pictures weve seen in yeah, the pictures weve seen in the mountains of these villages that have been built with what looks like clay or mud bricks , looks like clay or mud bricks, clearly there was no need , as clearly there was no need, as they would have thought, to actually have an earthquake proof there. Proof building up there. Uh , well , proof building up there. Uh , well, its a matter of uh, well, its a matter of how you judge your risk if youre educated enough to appreciate it. You know that every few hundred years on average , there hundred years on average, there will be a big earthquake. But we dont know where its going to be next year or in 200 years time. And if youre a poor family, can you afford to build something stronger . It does add to the Construction Costs to build something thats seismically so these seismically resilient. So these people are in a bind. We all are. I mean, weve had in this country, weve our consciences arent entirely clear. Weve been building schools with dangerous concrete because its cheaper. Dangerous concrete because its cheaper. Its dangerous concrete because its cheaper. Its a risk you dangerous concrete because its cheaper. Its a risk you take, cheaper. Its a risk you take, isnt it . Isnt it . Professor of planetary geoscience is David Rothery. Thanks ever so much for talking to us on the live desk. We are going to have to leave it there. We are a bit pressed for time, but thank you so much for your analysis us coming up on the live desk. The 21 year old former soldier spent four days on the run last week after allegedly strapping himself to the underside of a food delivery truck, leaving wandsworth prison. Lets speak to our home and security editor mark white now, who is outside westmin leicester Magistrates Court. And mark, the focus will switch from that Magistrates Court to the old bailey. We think now on what, september the 29th . Yes. Thats september the 29th . Yes. Thats the 29th of september when hell have his First Crown Court appearance. Hes charged with this allegation of escaping lawful custody. We are rounded the side custody. We are rounded the Side Entrance to westminster Magistrates Court at the moment as we wait for the armoured prison van that took him to the court this morning as metropol police armoured van, along with two Unmarked Police vehicles that arrived here at quarter to nine this morning for what was a brief Court Appearance, just 15 minutes in the dock. He was wearing grey prison issue tracksuit and he was flanked by two Uniformed Police officers as well as a prison officer here. He spoke to only confirm his name and his date of birth. And he is charged with escaping lawful custody from wandsworth pfison lawful custody from wandsworth prison last wednesday morning. It was just not before eight in the morning that prison authorities had realised that Daniel Khalife was missing. They Daniel Khalife was missing. They raised the alarm and then there was over a period of days a nationwide manhunt for this 21 year old terror suspect. Multiple sightings as we had a huge search in Richmond Park that took place on thursday night into friday of last week and then multiple sightings of him in chiswick this time on saturday morning. And by that time , according to the police time, according to the police and eyewitnesses , that he and eyewitnesses, that he changed clothing he was wearing darker clothing and a black baseball cap. The area was flooded with metropolitan Police Officers and then about an hour or two later, just before 11 am. On on saturday, we got the news that they had arrested Daniel Khalife, who was riding a bicycle along a canal towpath in northolt in west london. So he was charged , charged with this was charged, charged with this allegation of escaping lawful custody last night. Hes made his first Magistrates Court appearance and he will appear at the Central Criminal Court on the Central Criminal Court on the 29th of september. We should add as well, of course, he is facing three other charges. The facing three other charges. The original charges that he was in prison custody for of those charges of planting fake bomb devices at a military base on of collecting information , on collecting information, on eliciting information that might be useful to a terror or a terrorist. And also for that other offence , as under the other offence, as under the official secrets act of gathering information that could be useful to the enemy. That enemy, we understand , was iran. Enemy, we understand, was iran. Okay. Mark white outside westminster Magistrates Court, thank you. The tuc is reporting thank you. The tuc is reporting the government to the united nafions the government to the United Nations workers rights watchdog over the controversial new law on strikes. General secretary paul novak said the union will be lodging the case at the International Labour organisation because they say the legislation ensuring minimum levels of service during industrial action falls far short of International Legal standards. Lets get more with standards. Lets get more with our deputy Political Editor tom harwood, whos at the tuc conference in liverpool. And conference in liverpool. And tom, this is the real Battle Ground between unions and government over industrial relations. It certainly is. Relations. It certainly is. And weve already seen motions at this conference, this week suggesting that there should be non compliance with new government laws to ensure a minimum standards or minimum safety levels on days of strikes, which is curious because if we look at, for example, how the nurses union have acted when it comes to strike days or doctors, there has usually been agreed a minimum level of service so that people may still get treated if they are in dire need in life threatening circumstances. The motion that was decided upon at this conference suggesting non compliance with any new the laws around this does seem to be particularly concerning and on the face of it, illegal. But also, of course, there is this eye catching idea of reporting the government for this new legislation to the International Labour organisation, which of course is a part of the united nafions. Course is a part of the United Nations. So course is a part of the United Nations. So now course is a part of the United Nations. So now critics of the nations. So now critics of the tuc would point to the fact that this is a non binding body. Tuc would point to the fact that this is a non binding body. Yes, this is a non binding body. Yes, the International Labour organisation can sort of issue a statement saying that the United Kingdom government is doing something thats not particularly good, but it cant bind the United Kingdom government or change it. Also, government or change it. Also, people within the uk government might point to the fact that there are other countries, particularly countries particularly European Countries , whether theyre france or germany or italy, that also do have these minimum Service Level laws. The government would say laws. The government would say its introducing them to catch up with europe rather than to be an although clearly an outlier, although clearly thats the view of the tuc. Thats not the view of the tuc. Okay, tom harwood speaking to us from the tuc conference in liverpool. Thank you very much for updating us with the latest. Bmw is set to announce plans to build its next generation electric mini in oxford after securing a multi Million Pound government funding package. Government funding package. Well, the german carmaker to transform its existing plant at cowley and also its body plant down in wiltshire to 6 to 4000 skilled jobs in total. Now its a move which will provide a huge boost to the uks Automotive Industry worth, were told about £600 million. But has the government had to sweeten the deal by offering a £75 million signing up fee effectively . Signing up fee effectively . Joining us now in the studio is our economics and Business EditorLiam Halligan with on the money. Them are we any clearer money. Them are we any clearer on these figures because this 75 million is been swirling around as a bit of a carrot to actually get them to put the big money into into cowley . It has International Car makers like bmw, like stellantis , theyre past masters at going around the world saying to governments, if you dont give us x, were going to put the plant somewhere else in another country, youre going to be politically shamed. Going politically shamed. Youre going to of jobs. We are to lose lots of jobs. We are pretty clear , though, about how pretty clear, though, about how much governments put much money the governments put into this. Lets have a look at some of the details. So we know from announcement from the announcement this morning to going be morning that bmw are to going be manufacturing their new generation ev in cowley in generation mini ev in cowley in oxford, very much the spiritual home of the mini and bmw recognised that ministers are saying this is in quotes that will secure 4000 high quality jobs here in the uk. Car making industry both at the plant and beyond. Now bmw we know are. Beyond. Now bmw we know are. Investing £600 million in both oxford and a little bit in their factory in swindon too. And the word on the street is that the governments put in £75 million. On top of that , the government on top of that, the government wont confirm that. Why wont it confirm it . Well, the reason it wont confirm it is because other International Car makers will then say, well, you gave them that, and becomes like them that, and it becomes like a sort of dutch bidding war, upping the ante. So so many people would say this is a this is what the government should be doing. Even a conservative government, even a pretty sort of centre right politician like business secretary Kemi Badenoch, very much a free marketeer. She was been out and about this morning. Did defending the fact that the government is putting in this investment in order to catalyse this car making. But its really this car making. But its really a way of kind of outbidding other countries. Other countries. I mean, it is great news in terms of jobs and everything. Terms of jobs and everything. But some people are saying we need more electric vehicle battery production as well to complement this this im going to become a bit of a scratch record on this. And we should really be reporting this heavily because this is one of the big economic stories of our time, is that that ban on sales of new petrol and diesel cars in 2030 actually going to happen given that its 20, 35 and the European Union 2035 in america as well . Im not sure it will that we do know now know that in july, 2 5 of all uk cars are built or cars built in britain are now evs or or part evs. Thats up from just a 10th in 2020. A massive acceleration in. But in order to make the evs financially viable, youve got to build the batteries nearby and weve only got because theyre so heavy theyre half a tonne. Right . Weve only got one gigafactory in the uk owned by the chinese up in north east england next to the nissan factory. Weve got promise factory. Weve got the promise of a one down in somerset. Of a new one down in somerset. The tata, the indian conglomerate. So signalled that conglomerate. So signalled that just a couple of weeks ago , but just a couple of weeks ago, but still up in camus in blythe in the north east, the government is offering £100 million of matching funding to a private sector investor. We cant sector investor. And we cant get that private Sector Investment in. Yeah, and youve got to find the lithium and all the heavy metals dig it out the ground to build batteries. Exactly so build the batteries. Exactly so tell whats the other route tell us, whats the other route because had the other because we had the other announcement from toyota announcement then from toyota about hydrogen vehicles. Theyre ubiquitous. Up the hilux ubiquitous. Pick up the hilux that theyre go for Hydrogen Engine on that, i think theres a lot of mileage in hydrogen vehicles. They emit only water. You have to i mean, you dont make the hydrogen. Hydrogen is everywhere. Its but you have to isolate the hydrogen into usable form. And the way you do that is with well, one way to do that is through something called electrolysis, where you split Water Hydrogen and the water into the hydrogen and the oxygen molecules that electrolysis itself takes energy. Yeah, yeah. And if youre using fossil fuels to generate the electricity, to do the electrolysis , whats point . Electrolysis, whats the point . So a lot of the industry is looking at what we call green hydrogen, where you use renewables to do the electrolysis create the electrolysis to create the hydrogen, then you hydrogen, and then you get a kind virtuous emissions free kind of virtuous emissions free loop because the only thing that comes out of a hydrogen is water. So then who makes the money . Thats the question. Thats the thing. This theres so much flux out there. And my overwhelming fear about all this as we go towards 2030. Youre right, pip, the range anxiety , the lack of charging anxiety, the lack of charging points, though the government says thats improving. But the real concern i have is how does the government know that ev is the government know that ev is the right thing, the right form of technology . When governments of technology . When governments and bureaucrats pick winners, pick technologies, it often goes wrong because they know so much less than the people that are actually out there doing the inventing. Youre back in the next hour, liam. Ill speak to you shortly. A bit of breaking news coming through reuters, through from reuters, quoting the vladimir the kremlin that Vladimir Putin and may meet one on and kim jong un may meet one on one during his visit to russia. One during his visit to russia. Thats coming through the ria news agency. He is on his way and will meet in the coming days as official recognition of that i now, its probably the most famous type of dog at the moment, but for all the wrong reasons. The american bully xl home secretary Suella Braverman says they are a clear and lethal dangen says they are a clear and lethal danger. She is pushing for a ban on the breed. Well, she wants urgent advice on outlawing the dogs after an attack on an 11 year old in birmingham. The video does contain some distressing images , lets actually talk a , but lets actually talk a little bit more about this now because weve got our Midlands Reporter will hollis at the scene of the attack and will clearly its very frightening when we see those pictures. But of course its what you do about the particular breed. Now thats exercising everyone. Exercising everyone. Yes, well, its a horrific video is its all over tiktok andifs video is its all over tiktok and its all over social media, but particularly for the people down here in bordesley green in this part of birmingham, for the people that saw that particular dog attack, it was unbelievable , horrific. They described to me they seeing an 11 Year Old Girl with bites all along her body as well as a man who was just trying to fill up petrol in his car with bites all along him. So lets hear from those people what they have to say. Obviously by the car wash up the road, i was sitting there minding my own business like usual, like you usually do, and you hear screams and you think to yourself at first you think hes a little kid, but its not. So i ran across the road. Theres a little girl on the floor and theres her arm was all a arm was all bitten. Everything all down on one side of her face and everything. And also dog was people i and then he ran over to the petrol station coming over here. I checked on one bloke because obviously he got bit as he got. He was filling up his car like usual, diesel that he dropped on the floor, dragged him out, the car dropped on the floor, bit him, took chunks out of all of his body and then went back to the trunk , sat over back to the trunk, sat over after he bit her already and they running round after other people. And then ambulance people. And then ambulance turned up this this police and the police. Police dogs turned the police. Police dogs turned up police men turned up. Chief officer turned up this blocked officer turned up this blocked off all the road barks was coming. Cars was coming revving engines doing everything. And engines doing everything. And the dog was going around biting loads of people. It must have bit about 6 or 7 people. Well bit about 6 or 7 people. Well the home secretary Suella Braverman has described this breed. The american bully, as being a clear and lethal danger, particularly to children. But what might happen now, we dont know because , of course, this is know because, of course, this is a very fast news story. Well, thank you. Much more to well, thank you. Much more to come at the top of the hour. Youre with the live desk. Youre with the live desk. The temperatures rising. The temperatures rising. Boxt solar pro proud sponsors of weather on gb news. Luis rubiales has finally quit his job as the boss of spanish football. Well discuss all that and much more after your headlines with ray addison. Addison. Thanks to you both. Good afternoon. 1 01. Our top stories, sir keir starmer is calling on the pm to reveal what he knew and when about westminsters alleged chinese spy. It comes after the Parliamentary Researcher said hes completely innocent and has spent his career highlighting, quote , threats presented by the quote, threats presented by the Chinese Communist party. The man who has not been officially named was arrested in march. The named was arrested in march. The Prime Minister has been facing calls to designate china as a National Security threat and the labour leader says that we need a clear policy on china. China is a strategic challenge , thats for sure. And challenge, thats for sure. And what we need is a policy that is clear and is settled. Now we clear and is settled. Now we havent had that for the last ten years. Weve had division and incapacity urgency from this government. But i think this morning theres a very big question now for the Prime Minister, was this minister, which is, was this raised when these arrests took place back in march, or has it only been raised now that its come into the Public Domain . I think thats the central question that needs to be answered by the Prime Minister today. Well, meanwhile, robert, courts is a member of the defence select committee. He says the threat of espionage is always present. Always present. Theres always a concern, of course, whenever you hear a story like this, i mean you have to be aware that at any time espionage is going on, thats a point of public life. I mean, whatever position you occupy, people will always be trying to find out secrets and to understand is clearly understand things. It is clearly very shocking to see one is very shocking to see one that is at of British Public at the heart of British Public life and right at the heart of our democracy. But we just need to be of these things and to be aware of these things and that theyre there. I mean, one of the things that did was of the things that 911 did was because massive focus on because of the massive focus on organised , on groups like organised terror, on groups like al qaeda, its become much harder for them operate harder for them to operate a terror suspect who escaped from wandsworth prison last week has been remanded in custody after appearing in court. 21 year old Daniel Khalife was arrested in west london on saturday after a four day manhunt. Westminster Magistrates Court was told that the former soldier allegedly escaped by strapping himself to a food delivery vehicle using material which may have been bedsheets khalife disappeared while awaiting trial after being charged with terror offences in january. Uk charged with terror offences in january. Uk authorities have told gb news they are currently pursuing around 800 live terror investigators options. Its understood that the majority relate to lone individuals , but relate to lone individuals, but theyve also more organised plots and threats from state actors. It comes 22 years after actors. It comes 22 years after the 9 11 terror attack in which more than 2750 people were killed. Chris phillips is the killed. Chris phillips is the former head of the National CounterTerrorism Security office. He told us the threat of terror is still present, but large attacks are unlikely. Large attacks are unlikely. We, the uk, has faced terrorism in one form or another for 100 years and thats not likely to go away. The sad fact likely to go away. The sad fact is that m15 have so many things on their plate, not only have theyve got the threat of al qaeda and isis and individuals within that, you know, hundreds, thousands actually of people in the country that are of concern. But also theyve got Northern Ireland also. Theyve got youve been talking about the chinese spies. Falls to them spies. That falls to them as well. All these are well. All these things are a real threat to society. Real threat to society. British search and rescue teams have been deployed to morocco following the countrys deadliest earthquake for six decades. The Foreign Office says 60 specialists are in the north african country, along with search dogs and rescue equipment. The number of People Killed during the quake has risen to almost 2500, with around the same number also injured, with many areas still difficult to reach, its feared the number of casualties will climb. The home secretary is climb. The home secretary is pushing to ban american bully dogs, arguing they are a clear and lethal danger , particularly and lethal danger, particularly to children. Now a warning were about to show you video of a man being chased and attacked by a dog , which being chased and attacked by a dog, which some being chased and attacked by a dog , which some viewers may being chased and attacked by a dog, which some viewers may find distressing. Suella braverman says she has commissioned urgent advice following attacks over the weekend. Video was recorded the weekend. Video was recorded of a number of people being chased by an american bully excel in birmingham. The 11 Year Old Girl was also injured after being attacked in the city on saturday. The gmb union says all of wilkos 400 stores will close by early october after meeting with administrators. It comes with administrators. It comes after a last ditch bailout by hmv. Failed ministers. Fears for the high street chain had been in discussions over a deal to buy around 200 stores. However, talks have now collapsed and the first 24 outlets will shut tomorrow. This first 24 outlets will shut tomorrow. This is gb news first 24 outlets will shut tomorrow. This is gb news across tomorrow. This is gb news across the uk on television , in your the uk on television, in your car, on Digital Radio and on your Smart Speaker by saying play gb news now lets get back to mark and. Pip thanks , ray. To mark and. Pip thanks, ray. Lawyers for the Parliamentary Researcher arrested on suspicion of spying for china has have insisted that he is completely innocent. Hes added that hed spent his career highlighting what he called are the challenge and threats presented by the Chinese Communist party. Well, now the common speaker, sir Lindsay Hoyle, is to make a statement to the commons at 230 and then to the deputy Prime Minister, Oliver Dowden, to make a security statement and take mps questions. A little later at 330. But right now, lets get the latest with our political edhon the latest with our Political Editor, Christopher Hope in our westminster studio now. And chris, certainly downing streets or the Prime Ministers official spokesman earlier saying this is a decision for the police , a a decision for the police, a Police Investigation for mps. They want some answers in the chamber. Well they will. I mean, i think the key statement is from Oliver Dowden. We expect that around 3 30 pm. And of course, well bring that to you on gb news. And onwards. I mean, the pm is making a statement about the g20, where hes over the weekend, hes been over the weekend, where he raised concerns with his china. Chinese premier his china. The chinese premier there about about what is happening and is it possible that china is trying to infiltrate parliament. Now the individual concerned whos been arrested denied any arrested has strongly denied any claim, any idea that hes involved with the Chinese Government. There will be government. But there will be questions dowden questions to Oliver Dowden at 330. Security minister, 330. The security minister, about whether the government is concerned about how many chinese individuals or people linked to the Chinese State forgive me, may be in parliament. Thats the concern. Concern. The other question , chris, is the other question, chris, is when britain first confronts china about this, is it only since it came in to the Public Domain, not when it actually the arrest actually happened back in march . March . Thats right. March . Thats right. But march . Thats right. But the thats right. But the timeline is so important because the arrest happened in march. Since then, of course, James Cleverly, the foreign secretary, has been to beijing with the first visit. I think three first visit. I think for three years by a uk senior senior years by by a uk senior senior minister. And since then, of course, weve got this new idea from the pm rishi sunak, to try and engage more with china. The big concern for number 10 senior people in number is that the people in number 10 is that the uk is not all engaging in any uk is not at all engaging in any sense china. The dial has sense with china. The dial has almost swung completely from where under david where it was under David Cameron. George osborne when i was one of the journalists that went on a seven for seven flight with Business Leaders out to beijing get trade beijing to try and get trade deals for the uk to virtually no communication under Boris Johnson think johnson and liz truss. I think rishi sunak is being pragmatic and to bring that back and trying to bring that back into the middle. Keep talking into the middle. So keep talking to raise concerns, but to china to raise concerns, but dont them completely dont ignore them completely because china is such because of course china is such a big player now globally, not least this artificial and least with this artificial and intelligence coming up in intelligence summit coming up in november. The uk , i expect, will november. The uk, i expect, will want china there because they are currently charging ahead with their own ai policies without without any regard for the rest of the world. And thats why its so important thats why its so important that china is spoken to and is part of the conversation and Kemi Badenoch indicating or stating that designating china as a threat would escalate things. How deep is the split in the government over what approach should be taken . Should be taken . Well, its not as split as you might think. I mean, in the old days, we had china hawks, china doves didnt didnt we, mark, when the issue of huawei, the chinese company, was taken out telecoms out of the uk telecoms infrastructure and was infrastructure and that was theresa wasnt sure there theresa may wasnt sure there was a bit of a battle in cabinet. Number ten is keen to stress are stress that although there are some china hawks, notably some noisy china hawks, notably former Party Leader Iain Duncan Smith on the backbenches , they smith on the backbenches, they are, government sees it, are, as the government sees it, in quite a minority and the frustration i think, is that the uk government hasnt really expressed what on earth is a policy on china. Have policy on china. You have got various parliamentary committees raising concerns about it. But i think i think what should happen and may happen from the pm rishi sunak, Oliver Dowden and Kemi Badenoch, the trade secretary, as you say , therell be further as you say, therell be further to try to emphasise the importance to china of china, to the eu, to uks interests. The eu, to the uks interests. But, but, but working with them in careful, wary way. In a very careful, wary way. This whole episode, chris, is also raising questions about security at westminster and the security at westminster and the security clearances that go on and actually whether its enough. Yeah thats right. Ive just been having some lunch in parliament and walk back and i can walk through with my pass i swipe it or go in, have some food and no one challenges me. What happens is you are checked every few years and then then you have the free. The free of parliament. But the free run of parliament. But you cant through the you cant go through all the doorways. Some doorways are locked etcetera. Locked to your pass, etcetera. But the concern is going to but that the concern is going to be who is who to go be who is who is allowed to go into there are into parliament. There are thousands passes out thousands of these passes out there. Wonder whether might there. I wonder whether we might hear from hear more about that from lindsay speaker 230. Lindsay hoyle, the speaker 230. Chris, for the moment, thank you for that. Back to parliament, course, we get parliament, of course, as we get both. Sir Lindsay Hoyle and indeed dowden as well. Indeed Oliver Dowden as well. Is 22 years since the it is 22 years since the shocking images were flashed across the world as nearly 3000 people were killed in the space of just 90 minutes. We are, of course , talking we are, of course, talking about 911 on the anniversary of those attacks in the us. Senior Security Experts have told gb news that the threat now facing the west is far more wide ranging and diverse. More than two decades on, as our Homeland Security editor Mark Whitener reports , uk authorities reports, uk authorities currently tracking around 800 live terror investigations as it was a brutal and shocking attack. Heralding a new era of International Terrorism , where International Terrorism, where groups like al qaeda and then isis chose often soft targets in western cities, crowded places to cause maximum carnage age. But in the 22 years since 9 11, those big organised terror groups have been severely degraded by concerted action from Coalition Armed forces and Security Services. Intel ligence analysts over there at me five are constantly scanning the honzon are constantly scanning the horizon for new threats. They are out there for al qaeda, isis and associated groups are greatly diminished these days, but they could easily re emerge. The terror groups are now scattered around multiple countries in the middle east, africa and asia and continue to launch more localised attacks. Launch more localised attacks. But extremism experts warn they could become a potent threat to the west again, as governments focus more on state threats from russia, china and iran. I think the big fear has to be that if that pressure is lifted off, things might regress. And if we look at the underlying problems that sort of led to the emergence of a group like al qaeda that to led the emergence of a group like isis that the rise of the sort that led to the rise of the sort of extreme right wing as a terrorist problem. You know, around the world, really, none of problems really of those problems have really been know, and been resolved. You know, and a lot them are still bubbling lot of them are still bubbling below for now. Below the surface for now. Predominant threat the predominant threat is from lone individuals radicalised propaganda radicalised by the propaganda arms of both islamist and right wing extremist groups. But with increasing ungoverned spaces in a number of countries, there is real concern that those more organised groups could once again flourish. Thats what theyre really concerned about. Areas of afghanistan and say that dont have much rule of law over them. Pockets of syria, bits of north africa where they might reinstate themselves. And make reinstate themselves. And make no mistake that jihadi philosophy, that jihadi theory is the aim to create a jihadi state is still there amongst certain individuals. You ukip authorities have told gb news they are currently pursuing around 800 live terror investigations. The majority relate to lone individuals but also to more organised plots and threats from state actors. No, get out of state actors. No, get out of here. More than two decades after 9 11, the threat is far more diverse than its ever been. Mark white gb news. Now lets take you back to morocco with some pictures of the recover operation thats going on and the latest picture showing the scale of the devastation here. This is amizmiz. And were being told amizmiz. And were being told government aid is being distributed there by members of Civil Protection services. But Civil Protection services. But you can see theres very little left there or very few people indeed left to help. We are told that International Aid is getting through. British teams on their way. But part of the problem is trying to get to these villages in the Atlas Mountains. There are survivors mountains. There are survivors who will need to be looked after in terms of shelter and food. But it is the access roads or the difficulty in getting through the rubble strewn roads to get to these places is proving the problem at the moment. This was moroccos deadliest earthquake in more than six decades. Nearly 2500 people have died. That death toll is expected to rise. That golden expected to rise. That golden period, that rescue has talk about for finding survivors is fast running out and authorities yet they havent actually issued an estimate for the number of people still missing. Part of the problem and you can probably tell there is that many homes were built of mud, bricks and timber or cement breeze blocks. And that means that when the earthquake hit, and that means that when the earthquake hit , those structures earthquake hit, those structures just crumbled so easily. And we were speaking, of course, to an expert in terms of the seismology no known fault line as such here in the Atlas Mountains is and no indication that this quake of about 6. 8 was about to hit. And as you can see about to hit. And as you can see from the fairly rudimentary Building Techniques , nothing Building Techniques, nothing theyre built with any kind of earthquake. So structure of reinforced steel or concrete, hence the absolute devastation of these buildings in these villages. But clearly with no villages. But clearly with no indication for some 200 years or more that there would be any quakes, you can understand why this very impoverish area has not built anything thats rather more poor structure sound, as you can see, literally picking through the rubble there. Awful scenes as they use their hands to try and reach anyone who will, well, unlikely to survive now after this so called golden penod now after this so called golden period or the first 48 hours or so. 50. So. Aid is on the way from britain down from spain, from qatar and the uae. Thats the qatar and the uae. Thats the aid that the moroccan government has expected so far. More aid that the moroccan government has expected so far. More is expected. The earthquake, the expected. The earthquake, the countrys deadliest in some 60 years. We will be updating you, of course, on the uk aid and effort as it gets underway. But lets talk now about britains high street. Wilko is to disappear, im afraid all 400 Stores Across the uk to close by early october, according to the gmb union, which has been speaking to the administrators. It means redundancies now look likely for all 12,500 staff at the family owned business. Our National ReporterTheo Chikomba is live for us now outside of wilko in gravesend. Theo, that is a lot of people that are going to be out of a job. It is indeed in the last few minutes ive been speaking to a lot of residents here whove been going in and out of the stores over the years, and they say what a shame it is to see shop weve been going see this shop weve been going into disappear , going from the into disappear, going from the high streets we know , for high streets as we know, for some years ago, noted by some several years ago, noted by a ive spoken to here, a person ive spoken to here, that woolworths, for example, was another one in the early well in the mid to late 2000, which went into administration. And of course wilko remained and now , now they are going to and now, now they are going to be off the high streets, as we understand, 12,500 staff will be impacted by this, 52 stores are to close between tomorrow and thursday , and then around 400 thursday, and then around 400 stores will be closing in october. And of course , this is october. And of course, this is been going on for some time, we understand hmv owner doug putman had been trying to work out a rescue deal, but that didnt happen due to complications, particularly with the rising costs. Its not just stores he would be inheriting, but also warehouses. When where many of the things that are sold in here will be processed. And of course, this is detrimental to also staff who will now be undoubtedly looking for new jobs dunng undoubtedly looking for new jobs during this time. Its to an indication from the boss of john lewis about how bad things are on the high street. So thats the other question, of course, for, what, 12,500 of these workers, will they be able to pick up these jobs fairly quickly . Jobs fairly quickly . Well, this is the thing we have highlighted this on gb news over the last couple of months about high streets, the future of them, places like john lewis , as youve just highlighted, havent concerns about what happens next to these members of staff. If you go down high streets like one, there are streets like this one, there are still some shops which are open. But if you to smaller towns, but if you go to smaller towns, you see less and less shops you will see less and less shops there. Many of them boarded up because simply the rents and business are too for high Business Rates are too for high them. So we are seeing situations like this with bigger shops wilko going into shops like wilko going into administration. What does this administration. What does this mean for the future of the high streets across the country . But streets across the country . But of course, there are still some other major competitors when it comes to cheaper household daily products which are still around. Perhaps theyll be able to help and pick up some of these members of who will be members of staff who will be losing their jobs. But, of course, question remain course, question still remain about this for about what does this mean for the of our high streets. About what does this mean for the indeed of our high streets. About what does this mean for the indeed , our high streets. About what does this mean for the indeed , theo 1igh streets. About what does this mean for the indeed , Theo Chikomba s. About what does this mean for the indeed , Theo Chikomba live indeed, Theo Chikomba live outside wilko in gravesend. Thanks very much. Stay with us. Thanks very much. Stay with us. Well be talking about the wonky warrior. Its the story of a man whos gone the extra mile to protect the iconic crooked house pub following its demolition last month. Youre with the live desk on gb news. Looks like things are heating up. Boxed boilers, proud sponsors of weather on. Gb news. Sponsors of weather on. Gb news. Hello. Very good day to you. A series of fronts are pushing their way south eastwards across their way south eastwards across the uk today. Ahead of these, the uk today. Ahead of these, there will be the risk of some showers potentially thundery too. Whilst is turning. And whilst it is turning cooler, still some hot cooler, theres still some hot air parts the air across parts of the south east ahead of fronts south east ahead of the fronts that are making their way in from north west behind from the north west and behind the fronts will be something a little bit cooler. Also quite a bit on those fronts, bit of rain on those fronts, too. So a fairly wet picture across many northern and northwestern parts the uk northwestern parts of the uk staying bit drier staying a little bit drier further south. But potential for a few showers to kick off. And these perhaps these could perhaps turn thundery the south east where thundery in the south east where were that hot air. Were still in that hot air. Temperatures are likely get temperatures are likely to get into so not quite into the high 20s, so not quite as as been recently, as hot as it has been recently, but still fairly hot for the time year. Elsewhere starting time of year. Elsewhere starting to feel a little bit more comfortable, a bit cooler as that behind those that air comes in behind those fronts evening and fronts through this evening and overnight, further rain making its eastwards across its way south eastwards across many england and into many parts of england and into wales. But in the south east, staying of front. And staying ahead of that front. And here see some heavy , here we could see some heavy, perhaps showers perhaps even thundery showers pushing in from near france. Temperatures not dropping particularly low across many southern parts, staying in the high for some, but cooler, high teens for some, but cooler, more comfortable sleeping across more comfortable sleeping across more here as we more Northern Areas here as we go through tuesday. This front then is gradually going to push its eastwards, i its way south eastwards, i emphasise gradually because in the southeast well ahead the southeast well stay ahead of it through much of the day and the potential still for some heavy here heavy thundery downpours here further though, further north and west though, some spells, but some bright sunny spells, but turning comfortable, cooler turning more comfortable, cooler than it has been through some recent days by by looks like things are heating up. Lets take you back to morocco because were just getting pictures through now. This is pictures through now. This is amazing. This is a tourist town amazing. This is a tourist town near the epicentre about 55km south of marrakesh. Its at the foot of the high Atlas Mountains where the epicentre was. And as you can see, theres very little left. Many of these houses built with mud or clay bricks and with a 6. 8 quake, the whole town was just shaken to the ground. Dust and rubble everywhere. Our and rubble everywhere. Our descriptions of the town being npped descriptions of the town being ripped apart and the days afterwards. Now the moroccan government deploying huge amounts of relief tents , carpets amounts of relief tents, carpets and other help. But as you can see, very little here. And the problem being the access roads to get up to the mountains. Most of them are still blocked. Yeah people there desperate for suppues people there desperate for supplies because their homes have either been destroyed completely or theyre too just safe to return to. Safe to return to. So people, they cant get their belongings as they cant cook. Their belongings as they cant cook. They are just running cook. They are just running short of those basic supplies that we take for granted , such that we take for granted, such as food and drinking water. We do know that nearly 2500 people all so far have died in friday nights earthquake. Thats to according latest updates from the moroccan interior ministry. Well, lets bring in sanj srikanthan, whos chief executive at shelterbox, which will be one of those agencies to help in this recovery operation. Sanj, thank you very much indeed for your time. As we were indicating there , its one thing indicating there, its one thing to get the aid out there. Its going to be a difficult process to get it distributed to all these villages and people literally out in the open. Literally out in the open. Absolutely. As your pictures have shown, its not just buildings that have been damaged, but earth and other substances have started falling onto roads and are blocking access by vehicle, which is primarily how aid is going to get to affected communities. And get to affected communities. And were also hearing some really tragic reports of family members who were having dinner the who were having dinner when the earthquake struck and one child went to the kitchen to get a knife and didnt survive. And the the family in the the rest of the family in the dining room did. These are the kind tragedies where weve kind of tragedies where weve got damage, total damage got partial damage, total damage and yet to and buildings that are yet to fall. So theres a lot of chaos. And were trying to sift through it and work out who is the most vulnerable and most need of aid. And how do you do that . Sanj because it is a massive job when the need is so great to work out where that aid can go and how to get it there as well. Because we know that access is a massive issue. Issue. Yes, thats right. And of course , the most acute part of course, the most acute part of the response is now when theyre doing search and rescue. So for shelterbox, that does the second phase follow up of shelter and Household Items to help people survive without a home, we have to give space for the search and rescue. But through the search and rescue process, were starting to get information about which communities have the most damaged houses and therefore likely need that therefore most likely need that follow up assistance. To your follow up assistance. To your point about access. Yes mean we can airlift the aid into the country. The issue will be how to get it onward on damaged roads. And again , that picture roads. And again, that picture is starting to come in from search and rescue teams as to which roads are passable and which roads are passable and which are not. So its really about information on. About sharing information on. Were waiting to hear from were still waiting to hear from the as to the moroccan government as to what they want from the moroccan government as to wh and they want from the moroccan government as to wh and other they want from the moroccan government as to wh and other international from us and other international agencies. But were sending a team in because its better to be there and ready than to act after and on that note, how does this process work . Do you have to wait for the moroccan authorities to press the green light . Because clearly you dont want loads of flights blocking up the airport with perhaps the wrong type of aid getting in . Thats right. We have to coordinate with the moroccan government for very good reasons that you do not want to get in the way of search and rescue, because that will save lives. People trapped in the rubble. And be the focus. And that has to be the focus. But thereafter, obviously , we do but thereafter, obviously, we do want to provide aid if its suitable and the moroccan government to direct us. Government needs to direct us. So we dont have to shelter organisations, the organisations, is reaching the same we make the same village. And so we make the aid go as far as possible. So well wait hear the well wait to hear from the moroccan about that moroccan government about that and of the and how can members of the pubuc and how can members of the public help you with this in the uk . Well, there are many agencies looking to respond. Shelterbox dot org is where you can learn about our team and what theyre going to be doing when they arrive in country. But we need to also really stand with the people of morocco because this was not expected. Its not part of the world its not a part of the world that experiences earthquakes and it can really us that it it can really show us that it happens anywhere in the world. So do to help so anything we can do to help them recover regain them to recover and regain control of their i know control of their lives, i know we want to and just tell we all want to do and just tell us in terms of the name of your charity, shelterbox, what sort of shelter can you offer . Because one thinks that the cold weather in the Atlas Mountains may not be that far away, given the scale of devastation. And theres very little left in terms of peoples homes. Homes. Well, yes. I mean, our has been used from 15 degrees in ukraine down to the very hot climate in yemen and syria at times. So we have different forms of shelter, whether its a tent , a forms of shelter, whether its a tent, a standalone tent or tarpaulin to repair a damaged house or an existing structure , house or an existing structure, on top of which we provide solar lights, mosquito nets, cooking utensils , all the things, utensils, all the things, blankets that you might need to survive outside of your home. Because we know after an earthquake, many people will be afraid to return to their house, even if its standing, because you dont know if there will be an aftershock. So we need to provide for shelter those people as well as those who have lost their homes. People will need and these people will need shelter not just for few shelter not just for a few nights. It could be for many , nights. It could be for many, many weeks. Many weeks. Thats right. Because building may be standing, but are so badly damaged that they really need to be torn down and rebuilt. And thats a process of months. In the best case scenario. So our shelter is scenario. So our shelter is designed to be used for months, not weeks , because thats not weeks, because thats typically whats required in these situations. Sanj , thank you very much sanj, thank you very much indeed for updating us. And of course well speak to you again once aid operation gets once that aid operation gets underway out how things underway to find out how things are going. Thank you very much indeed. Are going. Bmw will build its next generation of electric mini in oxford after securing £75 million in taxpayer funds from the government. Well, ministers say the move will secure around 4000 skilled jobs in cowley and also down in swindon. Business secretary Kemi Badenoch, whos been visiting the factory for that announcement, said the decision is a big vote of confidence in the uk economy and the work of this government to ensure the continued strength of world. Continued strength of our world. Leading auto motive sector. Joining us now in the studio to talk about all this is our economics and Business EditorLiam Halligan with on the money. This is great news isnt it liam . Because production could have gone to the country. Weve been talking a lot about this lunchtime. China you got it. British car making look, the british car making industry or should i say the car making industry in britain because biggest car because most of our biggest car makers are foreign it makers are foreign owned. It still getting on for still employs getting on for a million people. Pip both at factories and in supply chains and support services and so on. And the latest figures show that were still making 800, 850,000 cars a year in this country. Its not as good as before covid, but were getting back up there recovering from lockdown. What weve seen this morning is bmw pledging to build the new generation mini ev electric vehicle in its spiritual home. The cowley plant in oxford, and also some investment for swindon as well. Lets have a look at some of the details here. So it was important that bmw confirmed this this morning. Was important that bmw confirmed this this morning. The this this morning. The government ministers are say saying that this investment by bmw secures 4000 high quality jobs in and around cowley and swindon and across the country. Swindon and across the country. Bmw are investing, they say, up to 600 million in oxford and in swindon. The new generation ev swindon. The new generation ev mini will be produced from 2026. And we dont know quite how much money the governments put in pip, but theyre not knocking down the idea that theyve put in about £75 million. And why are they doing this . Theyre doing this because a lot of what makes the International Car industry that the industry go round is that the big makers, the big big car makers, the big conglomerates , they basically big car makers, the big congto merates , they basically big car makers, the big congto governments, basically big car makers, the big congto governments, they cally big car makers, the big congto governments, they play say to governments, they play them each other. If them off against each other. If you give x or y in you dont give us x or y in terms of monetary support or tax breaks whatever , were just breaks or whatever, were just going to take our factory to another going to take our factory to anoits going to take our factory to anoits interesting that shes its interesting that shes described figure or not described that figure or not acknowledging the figure itself, but light subsidy but some very light subsidy which is quite an elegant phrase. Its interesting. Used. Its interesting, isnt it . Kemi badenoch business secretary , you know, shes very secretary, you know, shes very much staked claim as a sort much staked her claim as a sort of centre right traditional conservative,. Conservative, a free marketeer. You know, shes all about trade deals and competition. And so on. And deals and competition. And so on. And yet the conservative party just as the labour party would, theyre justified thing pretty big subsidies, £75 million. You know its to a German Company its serious money to a company thats already highly profitable and its taxpayers money. Of course , the argument would be its better to have part of something than all of nothing. So unless you made that investment, you wouldnt get the factory fee being secured and all those jobs. But we dont know whether this investment actually includes the battery part of it because this is the key to all this. Ev production, as youve been indicating in these past weeks and months. Where do the batteries come from . Do we have to import them from china or have got the capability of have we got the capability of actually those together have we got the capability of actwell those together have we got the capability of actwell . Those together as well . Well, you know, mark, well, as you know, mark, weve only got one so called giga factory. Theyre called giga factory. Theyre called gigafactories because they build batteries every year that have Holding Capacity of more than one gigawatt hour. Trust me on that. One gigawatt hour. Trust me on that. Weve only got one. Its that. Weve only got one. Its up on in the north east next to nissans factory. Up on in the north east next to nissans factory. Chinese owned. Nissans factory. Chinese owned. Weve got the promise of another from tata, the indian conglomerate, havent we, in somerset , blythe conglomerate, havent we, in somerset, blythe and camus is also in the north east north of newcastle. Theres a site thats ripe for a gigafactory. The £100 million of government subsidy , million of government subsidy, you know, explicitly on offer. And they still cant raise the private sector money in to order do it. I was in Ellesmere Port on thursday because stellantis the owner of vauxhall fiat citroen, peugeot, theyre to going be making a lot of about 50,000 ev vans in Ellesmere Port. Weve had car making there. Weve had car making there since the early 60s. Thats the first ev only factory in britain and i was wandering around with the plant manager and we were looking at the production. They were saying, oh, we assemble our own batteries here, we assemble our own batteries. But actually the 18 and they do. And they do a great job and they produce a really product. The really good product. But the actual cells, the 18 fuel actual fuel cells, the 18 fuel cells within each battery, they still come from china and theyre heavy. And in order to theyre heavy. And in order to import them, theres a lot of aggro and a lot of cost and you need enough batteries in each ev car to make it run. They weigh about half a tonne so unless we can if we believe ev is the way to go and theres a big debate there of course, if we believe we can get the charging infrastructure in place , if we infrastructure in place, if we believe that we can get hold of the Rare Earth Minerals from china, Central African republic and elsewhere that we need, then we are going to need to build our own batteries here in britain. If the british car making industry is going to survive, given the big cost of transporting those batteries half a tonne battery in a mini wont be doing the old italian job, will. They . Were the car. They . Were the car. At least it holds the road. But this is one reason were getting so many potholes because evs are really, really heavy. Yeah. Okay. On that note , thank okay. On that note, thank you. You. You. Thank you. Now its a type of dog making the headlines for all the wrong reasons at the moment. Home secretary Suella Braverman is arguing that american bully xls are a clear and lethal danger. She has announced that shes pushing for a ban on the breed. Well, shes actually commissioned now urgent advice, as she called it, on outlawing the dogs, highlighting an appalling on an 11 year appalling attack on an 11 year old in birmingham. Warning, appalling attack on an 11 year old videomingham. Warning, appalling attack on an 11 year old video comingn. Warning, appalling attack on an 11 year old video coming up warning, appalling attack on an 11 year old video coming up does1ing, appalling attack on an 11 year old video coming up does contain the video coming up does contain some distressing images because it carries the moment that one of these xl bully dogs attacks a girl before then going at two men whove been trying to save her. All this unfolding as the animals owner was taking it for animals owner was taking it for a walk at bordesley green in birmingham. We can now speak to our Midlands Reporter will hollis, who is at the scene of the attack, very upsetting for everybody involved. Everybody involved. What can you tell us about the latest condition of the victims and the Police Investigation . The dog was seized, we understand. Yes seized, we understand. Yes well, its a horrific video , well, its a horrific video, just watching it from the other side of the screen. But for the people here in borders , lee people here in borders, lee green in birmingham, seeing what happened first hand, one gentleman said its going to cause nightmares for such a long time for him. Essentially what time for him. Essentially what happenedis time for him. Essentially what happened is the american excel dog, the bully breed, was chasing down a young 11 Year Old Girl at the see in the background behind me, took her to the ground and bit her. And then it went for two other gentlemen an at a petrol station close by. Now weve been hearing from the eyewitnesses and it really is quite awful , all the really is quite awful, all the description of what happened to this young girl and those two men who were just trying to fill up petrol, but also just trying to help see, obviously by the car wash up the road and was sitting there minding my business like usual, like you usually do. And here we are, screams. And you think to yourself at first you think to yourself at first you think to yourself at first you think hes a little kid, but its not so i ran across the road. Theres a little girl on the floor and theres a arm was all a arm was all bitten, everything down. On one everything off, all down. On one side of her face and everything. And also, this was biting and also, this dog was biting people and then he ran over to the petrol station coming over here. I checked on one bloke because obviously he got bit as well. He got he was filling up his car like usual, diesel. Just his car like usual, diesel. Just that we dropped on the floor, dragged him out the car dropped on the floor, bit him, took chunks out of all of his body and then went back, took chunks out of her after he bit her already and they were running around after other people too. And then ambulance turned up this this police and the police. Police dogs turned up. Police men turned up. Chief officers turned up this blocked off all the road bikes was coming. Cars was coming, revving engines doing everything at and the dog was going around biting loads of people. It must have bit about 6 or 7 people. Or 7 people. Well the home secretary has been commenting on this today. Suella braverman she says that its clear that these breeds present an an urgent danger, particularly to children. Shes asked for advice on potentially banning them. That banning them. That responsibility would come under the environment. Secretary teresa coffey. However, the teresa coffey. However, the rspca say that banning specific breeds of dog isnt necessarily good because one dog thats perfectly innocent might then be put down in the place of a dog that has caused harm to a child or to another person. So theyre saying that specific breed bans wont necessarily work. But of wont necessarily work. But of course, this is the kind of response that you get when you see something that is so horrific that a particular type of dog is at the centre of and of dog is at the centre of and of course is at the centre of many other violent cases, that is the kind of response that you start to get, particularly from the public, but also from the people in power. Yeah, well, thank you very much. And to make things even more complicated , the american more complicated, the american xl bully is not actually recognised as a breed. Anyway, recognised as a breed. Anyway, well be delving into that more over the next hour. Will hollis in birmingham, thank you. Luis rubiales has announced. Yes, hes resigned a long last from the spanish football federation. The president going federation. The president going after the controversy , of after the controversy, of course, over that kiss on the mouth for jenni course, over that kiss on the mouth forjenni hermoso. Mouth for jenni hermoso. Mouth forjenni hermoso. Rubiales kissed the player on the lips during the trophy presentation after spains victory over england in last months world cup final. Months world cup final. Well, youll remember fifa suspended him after an investigation into his behaviour. Hermosa submitting a then a complaint to the National Prosecutors office earlier this week. So the matter now with spains high court. Aidens joining us in the studio to talk through the latest. Weve waited and waited and waited. The whistle now blown suggests evans in his statement that he spoke to his daughters and his family. But is it the case that this is now going to go to court . Well, i think it might do, but then i think he probably sat down, as he said, with his family and they said, look, enoughis family and they said, look, enough is enough now. I cant believe its i mean, i cant believe its gone for over three weeks, gone on for over three weeks, but, you know, the corporate entity circled as well. Think entity circled as well. I think the themselves liga the clubs themselves in la liga were the way it was were unhappy with the way it was going. Got a relative, for going. Ive got a relative, for example, for of example, who works for one of the clubs over there, the la liga clubs over there, major league and said major league club, and they said they sympathy for him, but they had sympathy for him, but because advertising they had sympathy for him, but beca|sponsors advertising they had sympathy for him, but beca|sponsors wereadvertising they had sympathy for him, but beca|sponsors were keen ising they had sympathy for him, but beca|sponsors were keen isin him their sponsors were keen for him to be the back of. They to be seen the back of. They issued a statement in support of la liga. So thats him gone. And now is being and now this is being perceived as a victory for feminism. It is well in some ways i think it would but i always think it would be. But i always look at intent pip, as it would as we would in a courtroom. Was he to embarrass he really trying to embarrass anybody . Any of anybody . Was there any kind of motive gratification motive relating to gratification or that . I dont or anything like that . Can guarantee you that. Right. Lets switch codes. Okay, lets switch codes. Rugby, matches at the rugby, some epic matches at the world cup in france. I was world cup in france. I was watching wales. Fiji with my heart and my mouth and i mean, it was clash of the titans. It was clash of the titans. It was i mean, look, you know, it wouldve been very embarrassing, i think, for wales to have conceded ground to have conceded that ground having ahead. So far having been so ahead. So far ahead latter stages ahead in the latter stages of the game. Course fiji the game. And of course fiji went twickenham, what, 3 or went to twickenham, what, 3 or 4 weeks ago scored chalked weeks ago and scored and chalked up at twickenham, up a notable win at twickenham, didnt for first didnt they, for the first time in their history. For the in their history. But for the players savundra to players to just for savundra to drop when should drop that ball when he should have line. I mean have been over the line. I mean it it was bit lucky for it was it was a bit lucky for wales, but it was a shame in some because we some ways because although we probably would support wales around brilliant have been a brilliant turnaround, wouldnt well, turnaround, wouldnt it . Well, certainly bordeaux certainly the, the bordeaux crowd fiji or crowd were shouting fiji or chanting fiji, england, england as to give it, as well. You have to give it, you that was fantastic you know that was a fantastic performance saturday 14 performance on on saturday 14 men say, yeah, okay, performance on on saturday 14 metries, say, yeah, okay, performance on on saturday 14 metries, but say, yeah, okay, performance on on saturday 14 metries, but im say, yeah, okay, performance on on saturday 14 metries, but im not, yeah, okay, performance on on saturday 14 metries, but im not really okay, no tries, but im not really sure expected to sure how they can be expected to make of distance when make that kind of distance when theyve got 14 men and theyve been playing men for 77 been playing with 14 men for 77 minutes the theyve minutes of the game and theyve gone such gone in there under such a negative well. Mean, gone in there under such a nhavent well. Mean, gone in there under such a nhavent seen well. Mean, gone in there under such a nhavent seen england mean, gone in there under such a nhavent seen england play an, gone in there under such a nhavent seen england play well i havent seen england play well in about two and a half years and seen steve and i havent seen steve borthwick, the smile borthwick, the coach, smile since at the since he took the job at the start this year. So to do start of this year. So to do that, having had such a setback so early in the game, a so early in the game, its a brutal know, if brutal sport. Pip you know, if you man and youre you lose a man and youre fighting Team Fighting against a team thats got advantage, youre got a man advantage, youre really and so to really up against it. And so to produce a performance like that, george step in the george ford to step up in the absence farrell, where george ford to step up in the abse|owen farrell, where george ford to step up in the abse|owen farrellzarrell, where george ford to step up in the abse|owen farrell come, where george ford to step up in the abse|owen farrell come in here george ford to step up in the abse|owen farrell come in now . And well that cup well see how that world cup continues, of now lets continues, of course. Now lets just today, mark, some just reflect today, mark, some 22 the 911 attacks. 22 years since the 911 attacks. The at the time, of the focus at the time, of course, very much on new york. But lets reflect to one of the planes flew into to the pentagon, and this is the scene there the stars and there live. The stars and stripes draped over the front of the building. I think theres some music being played as well. Lets just listen. Lets just listen. In so one of the solemn events marking the fact that in the space of, what, some 90 minutes, more than 3000 people were killed in this mass terrorism event. Well be reflecting more at the top of the hour. Stay with us. Here on the live desk , with us. Here on the live desk, a brighter outlook with boxt solar proud sponsors of weather on. Gb news. On. Gb news. Hello. Hello. Hello. Very good day to you. A series of fronts are pushing their way south eastwards across their way south eastwards across the uk today. Ahead of these there will be the risk of some showers potentially thundery too. It is turning too. And whilst it is turning cooler, still hot too. And whilst it is turning coc across still hot too. And whilst it is turning coc across parts;till hot too. And whilst it is turning coc across parts ofl hot too. And whilst it is turning coc across parts of the hot air across parts of the south east ahead of the fronts that are making their way in from north west and behind from the north west and behind the fronts will be something a little bit cooler. Also quite a bit of those fronts, bit of rain on those fronts, too. A fairly wet picture too. So a fairly wet picture across many northern northwestern of uk northwestern parts of the uk staying a little bit drier further south. But potential for a few showers to kick off and these could turn these could perhaps turn thundery the south east thundery in the south east where were in that hot air. Were still in that hot air. Temperatures likely to get temperatures are likely to get into the high 20s. So not quite as hot as it has been recently, but still fairly hot for the time of year elsewhere. Starting to more to feel a little bit more comfortable, as comfortable, a bit cooler as that behind those that air comes in behind those fronts this evening and fronts through this evening and overnight, making overnight, further rain making its eastwards across its way south eastwards across many england and into many parts of england and into wales. In the south east wales. But in the south east staying that front and staying ahead of that front and here we could see some heavy, perhaps even thundery showers pushing near france. Pushing in from near france. Temperatures not dropping particularly low many particularly low across many southern , staying in the southern parts, staying in the high teens some, cooler high teens for some, but cooler , more comfortable sleeping across more northern here across more Northern Areas here as we go through tuesday. This front then is gradually going to push way south eastwards. Push its way south eastwards. I emphasise because in emphasise gradually because in the well stay ahead the south east well stay ahead of through of the day of it through much of the day and the potential still for some heavy thundery downpours here further though, further north and west though, some spells , but some bright sunny spells, but turning comfortable , cooler turning more comfortable, cooler than it has been through some recent by a brighter recent days by by a brighter outlook with boxt solar proud sponsors of weather on gb news. The man , who communist party. The man, who has not been officially named was arrested in march. The Prime Minister has been facing calls to designate china as a National Security threat , but the labour security threat, but the labour leader says that we need a clear policy on china. China is a strategic challenge. Thats for sure. And what we need is a policy that is clear and is settled. Now, we havent had that for the last ten years. Weve had division and inconsistency from this government. But i think this morning theres a very big question now for the Prime Minister, which is, was this raised when these arrests took place back in march or has it only been raised now that its come into the Public Domain . I think thats the central question that needs to be answered the Prime Minister answered by the Prime Minister today. Well, robert, courts is a member of the defence select committee. He the threat of committee. He says the threat of espionage is always present. Espionage is always present. Theres always a concern, of course , whenever you hear a course, whenever you hear a story like this, i mean you have to be aware that at any time espionage is going on, thats a point i mean, point of public life. I mean, whatever position you occupy, people will always be trying to find secrets to and find out secrets to and understand things. It is clearly very shocking one that is very shocking to see one that is at out of british at the heart out of british pubuc at the heart out of British Public life and right at the heart of our democracy. But we just need to be aware of these things and that theyre there. And i one the things and i mean, one of the things that 911 did was because of the massive focus on organised terror, groups al qaeda, terror, on groups like al qaeda, its harder for them its become much harder for them to operate. To operate. The home secretary is pushing to ban american bully dogs, arguing that they are a clear and lethal danger , particularly and lethal danger, particularly to children. Now a warning were about to show you footage of a man being chased and attacked by a dog, which some viewers may find distressing. Suella find distressing. And also, this dog was biting people. People. And then he ran over to the petrol station coming over here. I checked on one bloke because obviously he got bit as well. He got he was filling up his car like usual diesel this that we dropped on the floor. I dragged him out, the car dropped on the floor, beat him, took chunks out of all of his body. Chunks out of all of his body. The number of People Killed dunng the number of People Killed during the earthquake in morocco has climbed to almost 2500. But its feared that figure will continue. Nearly 2500 people were also injured when the 6. 8 magnitude quake hit on friday. A terror suspect who escaped from wandsworth prison last week has been remanded in custody after appearing in court this morning. 21 year old Daniel Khalife was arrested in west london on saturday after a four day manhunt. Westminster Magistrates Court was told that the former soldier allegedly escaped by strapping himself to a food delivery vehicle using material which may have been bedsheets. Which may have been bedsheets. Khalife disappeared while awaiting trial after being charged with terror offences in january. Uk charged with terror offences in january. Uk authorities have told gb news that theyre currently pursuing around 800 live terror investigations. Now its understood that the majority relate to lone individuals, but there are also more organised plots and threats from state actors as it comes 22 years after the 9 11 terror attack in which more than 2750 people were killed. Chris people were killed. Chris phillips is the former head of the National CounterTerrorism Security office. He told us the threat of terror is still present, but large attacks are unlikely. Unlikely. The uk has faced terrorism in one form or another for 100 years and thats not likely to go away. The sad fact is that go away. The sad fact is that mi5 go away. That falls them as spies. That falls to them as well. These are well. All these things are a real threat to society. Real threat to society. And finally, the gmb union says all of wilcos 400 stores will close by early october. Thats after they met with administrators. It thats after they met with administrators. It comes thats after they met with administrators. It comes after administrators. It comes after a last ditch bailout by hmv failed. The company had been in discussions to buy around 200 outlets. The first 24 are now scheduled to shut their doors tomorrow. Shoppers in graves end in kent have been talking about the impact of these closures. The impact of these closures. I feel so sorry for the staff. I dont feel sorry for the owners. What theyve done is disgusting. Its a shame for all the people that work there for start. And its just a shame that wilkos is closing for people to get unemployed and in towns that known graves. And its not right. And its not right. And its not right. This is gb news across the uk on television in your car, on Digital Radio and on your Smart Speaker by saying play gb news. Now lets get straight back to pip and. Mark pip and. Mark thanks very much. Ray coleman speaker sir Lindsay Hoyle is set to make a statement in the next 20 minutes or so after an emerged. A researcher has been emerged. A researcher has been arrested for being a chinese agent. Well, deputy Prime MinisterOliver Dowden to give a security statement and also take mps questions in the comments a little later at 330, lawyers for the Parliamentary Researcher arrested on suspicion of spying for china have insisted that he is completely innocent. Lets get more now with our political ednon get more now with our Political Editor, chris hope , whos editor, chris hope, whos joining us in our westminster studio. And chris, the prime studio. And chris, the Prime Ministers official spokesman saying this is all a matter for the met police, but quite clearly for mps, its very clearly for many mps, its very much a matter for commons much a matter for the commons itself. Itself. Yeah , these stories keep yeah, these stories keep emerging, dont they, mark, about staffers, researchers , about staffers, researchers, claims about china , what theyre claims about china, what theyre up to, wandering around parliament, open access to ministers behind closed doors. Its a concern, isnt it . Theres thousands of people who have access to parliament through the pass system. Theyre through the pass system. Theyre vetted their previous links vetted for their previous links and they know, etcetera. But and who they know, etcetera. But of course, you get a pass for 2 or 3 years and thats enough time. If foreign power wants to try and use you to find things out, then thats the problem. And this individual, of course, is all denied anything to do with or at least being with china or at least being being do with being being anything to do with being a spy. But of course, theres now concerns were hearing now concerns. Were hearing from the 2 30 i the speaker at 2 30 pm. I expect hell be saying dont name in name the individual in parliament, let justice take its course if it is going to take its course, let the Police Investigate as as they investigate for as long as they need big statement, need to. The big statement, i think, p. M. Think, will be at 3 30 pm. Today. Oliver dowden , hes today. Oliver dowden, hes a cabinet minister. Hes in Cabinet Office minister. Hes in charge security. Hes almost charge of security. Hes almost the face of the Security Services in the house of commons. What he to say commons. And what he has to say is deal. Hell be asked by is a big deal. Hell be asked by mps, is a big deal. Hell be asked by mp5, i is a big deal. Hell be asked by mps, i expect, how many other issues there in parliament . Issues are there in parliament . Are other researchers are there other researchers who are concerning the Security Services . And i think this Story Services . And i think this story could rapidly if he could escalate rapidly if he says its a part of a bigger problem. Now are lots of mps or now there are lots of mps or a number of mps are calling for the to pm toughen his language towards china, toughen his stance and stop taking such a softly, softly approach. Yeah softly, softly approach. Yeah thats right. Ive been over the weekend in new delhi with the Prime Minister and its very clear from senior people around him that he thinks that the uk has got to engage with china. The comparison they draw is of the g7 countries with the only country that hasnt been engaging with china in recent years. The visit by engaging with china in recent years. The visit by James Cleverly, the foreign secretary, a few weeks ago, was the first one for three years. I think it goes back really to David Cameron, george osborne. They had the big reach out to china. I was one of the journalists lucky enough to go on the 747 to china to try and dig trade china to try and dig out trade deals companies. Deals for british companies. That all ended under boris that all then ended under Boris Johnson and latterly liz truss, there concern and the there was concern and the china hawks into the ear of senior hawks got into the ear of senior people in government. And now i people in government. And now i think sunak with his eyes on think mr sunak with his eyes on on trade and business, is trying to that back more to bring that back to a more pragmatic approach towards china. Wary of their china. Obviously wary of their security about china, security concerns about china, but equally not being blind to the fact weve got to talk to china, not least about emerging issues like Artificial Intelligence. Doing intelligence. The uk is doing a big ai conference in november and they almost certainly want china to come because china is developing its own plans developing its own ai plans without regard to the worlds view that. I think they view on that. So i think they see talking to china is better than not talking them. But than not talking to them. But theres theres a minority theres a big theres a minority in the tory party 20 in the party, the tory party 20 or 30 china hawks, will be or 30 china hawks, who will be out house of out there in the house of commons label commons at 330 saying label china a as a threat to the uk china as a as a threat to the uk and that will be resisted by the ministers. Ministers. And what else are we likely to in the chamber to hear in the chamber this afternoon . Chris because of course there is the question about identity on two people. We understand , who been understand, who have been charged the official charged under the official secrets act. One having been named by a national newspaper. Well thats right. Theyve been arrested and i dont think charged yet by by the met Police Looking into under the official secrets act. I expect that. I dont know. But i expect that. I dont know. But i expect that. I dont know. But i expect the statement by mr speaker Lindsay Hoyle at 2 30 pm. Will be saying be careful, p. M. Will be saying be careful, mps, dont name anybody because of course justice and the police must must take its course. And thats been the line from number 10 today. Theyre not talking about the individual cases and they cant theres they cant do. But theres a wider issue of over how secure is parliament from from foreign threats. And thats the bigger threats. And thats the bigger issue, i expect. Oliver dowden to address at 330. Okay, chris, for the moment, thank you for that. Speaker on his feet. We expecting about, well, 20 minutes or so. Thank you. Update there it is. You. Update there it is. 22 years since those awful images were flashed right across the world as nearly 3000 people were killed in the space of just 90 minutes on 911. Well, on this 22nd anniversary of the attacks in the United States, senior Security Experts have been talking to gb news and say the threat that were now facing in the west is far more wide ranging and diverse. More than two decades on our home, security editor mark white says that the authorities currently tracking around 800 live terror investigations here. It was a brutal and shocking attack. Heron building, a new attack. Heron building, a new era of International Terrorism, where groups like al qaeda and then isis chose often soft targets in western cities. Crowd crowded places to cause mass carnage. But in the 22 years since 9 11, those big organised terror groups have been severely degraded by concerted action from Coalition Armed forces and Security Services in intelligence analysts over there at me , five are constantly at me, five are constantly scanning the horizon for new threats. They are out there. Threats. They are out there. Al qaeda isis and associated groups are greatly diminished these days , but they could these days, but they could easily re emerge. The terror easily re emerge. The terror groups are now scattered around multiple countries in the middle east, africa and asia. And continue to launch more localised attacks. But extremist experts warn they could become a potent threat to the west again, as governments focus more on state threats from russia, china and iran. I think the big fear has to be that if that pressure is lifted off, things might regress. And if we look at the underlying problems that sort of led to the emergence of a group like al qaeda that led the like al qaeda that led to the emergence of like isis emergence of a group like isis that led to rise of the sort that led to the rise of the sort of right wing as a of extreme right wing as a terrorist problem, you know, around really, none around the world, really, none of really of those problems have really been you and been resolved. You know, and a lot of them are bubbling lot of them are still bubbling below surface for now. Below the surface for now. The predominant threat is from individuals, radical from lone individuals, radical ized by the propaganda arms of both islamist and right wing extremist groups. But with extremist groups. But with increasing ungoverned spaces in a number of countries , as there a number of countries, as there is real concern that those more organised groups could once again flourish. Again flourish. And thats what theyre really concerned about. Areas of really concerned about. Areas of afghanistan say that dont have much rule of law over them. Much rule of law over them. Pockets of syria, bits of north africa where they might reinstate themselves. And make no mistake , that jihadi no mistake, that jihadi philosophy, that jihadi theories, the aim to create a jihadi state is still there amongst certain individuals. As uk authorities have told gb news they are currently pursuing. Around 800 live terror investiga stations. The majority relate to lone individuals, but also to more organised plots and threats from state actors. No get out of here. More than two decades after 9 11, the threat is far more diverse than its ever been. More white gb news. And these are the live shots from the pentagon where they have been commemorating that 22nd anniversary. We, the United States flag was unfurled from the roof of the pentagon. 22 the roof of the pentagon. 22 years since the attacks , nearly years since the attacks, nearly 3000 people died when islamist extremists four planes. Extremists four planes. Dora marie menchaca. Patricia dora marie menchaca. Patricia e mickley. E mickley. Will the names being read out here at the pentagon as they were in new york city, where, of course, the twin towers were hit and then lets not forget pennsylvania, too, where one of the planes came down more than 22 years ago. The more than 3000 people in just 90 minutes being killed in that mass terrorist attack. And america now remembers jill biden, the first lady here at arlington in virginia. Kamala harris, the Vice President at new york, teddington h. Moy. Moy. Moy. And the bell continuing to ring there at arlington in virginia. And commander patrick j. And commander patrick j. Murphy, United States navy reserve. Christopher incredible reserve. Christopher incredible that more than two decades on and people are still being identified side. Yeah. And clearly many still beanng yeah. And clearly many still bearing the effects of the rescue operations with cancer lung diseases cause particularly in new york with all the debris that fell from the twin towers after they collapsed. But well update you as we get more pictures from United States pictures from the United States on this special day. On this special day. Now, wilco will disappear from uk high streets with all of its 400 Stores Across the uk closing by early october , for closing by early october, for thats only a few weeks away. And has come from the gmb union i well, it does mean the redundancies now look likely for all 12,500 staff at the family owned business. Our National ReporterTheo Chikomba has been at gravesend outside one of the stores there to get reaction both from shoppers and i guess the staff as well , theo, whove the staff as well, theo, whove been on this roller coaster where the various rescue deals have been announced and then come to nothing and it looks now as if this is the end of the road. Road. Yeah. Sadly well, when we got here this morning, it was whats going to happen next . And now we do know whats going to happen in the next couple of weeks. We know tomorrow and thursday , 52 know tomorrow and thursday, 52 stores country will Stores Across the country will be closing their doors. This one be closing their doors. This one where i am is not one of them, but in early october, we understand that all the stores will be closing and that will include this one. Ive been inside the store. A lot of shelves are empty. The fridges are not many drinks in there enhen are not many drinks in there either, and theyre putting on a 20 discount for people to buy. Some of the items that do remain in there. At the mood in there does seem quite sombre. This shop has been around for a long time. In previous times you would have gone in there. Itll be bustling but as be bustling with people. But as you imagine , there have been you can imagine, there have been changes years. Of changes over the years. Of course many are deciding course, many people are deciding to online. Our high streets to shop online. Our high streets are looking a lot different than they were maybe , say, a decade they were maybe, say, a decade ago we had shops like wilko ago when we had shops like wilko and woolworths , which were and woolworths, which were a staple on the high street for some of the things that we need in our homes. Some of the things that we need in our homes. But the mood here have been gauging that by speaking of those. And speaking to some of those. And this is what they to say. This is what they had to say. Sharif in the staff, i dont feel sorry for the owners. What theyve done is disgusting and i think they should be ashamed of themselves because theyre super rich. Dont mean to say that they can treat us people like dirt underneath them. Underneath them. I think its a shame for all the people that work there. For a start , and its just a shame a start, and its just a shame that well close this closing because everywhere you went theres a wilkos and you could buy whatever you wanted from there. So i dont understand why theyve gone broke since woolworths will close is really, really good place and for people to get unemployed and in towns that are known. Gravesend its not right. Its people getting unemployed and what are they going to do with this store now. With this store now. Well, we understand that administrators at pwc have announced that 1016 redundancies will be made across those 52 stores which are closing tomorrow. And on thursday, of course, this will be a difficult time for staff who work in shops like this. But of course, people who have shopped here for years , as we heard from some of them, just a few moments ago, that, of course, this is a decision they are not completely pleased with, particularly those who have relied on shops like this one. But course, that question but of course, that question remains, what does this mean for the of our streets, the future of our high streets, including like this one . Including shops like this one . Theo, thanks for updating us there on the high street in gravesend in kent. Gravesend in kent. Youre with the live desk. Youre with the live desk. Stay with us. Well be talking about the terror suspect, Daniel Khalife. If we knew that name khalife. If we knew that name very well, didnt we . Over the last few days, he has now been remanded in custody after being charged with escaping from prison. Our Home Affairs Editor prison. Our Home Affairs Editor will have the latest. Youre will have the latest. Youre with gb news. That warm feeling inside from boxt boilers. Proud sponsors of weather on. Gb news. Weather on. Gb news. Hello again. Most of us will see a little bit of rain at times as we go through this week whilst in the north we can expect some strong winds. All of us, though, will it us, though, will notice it turning comfortable turning cooler, more comfortable generally we look at the generally as we look at the bigger picture. And you can see we have a series of fronts making their way south eastwards and have and its behind this. We have some cooler, more comfortable air way those air pushing its way in those fronts, fair fronts, also bringing a fair amount you see some amount of rain. You can see some persistent as we go through persistent rain as we go through this across parts of this evening across parts of Northern England into wales as well. Showery bursts well. And some showery bursts ahead further towards ahead of this further towards the also some the south east. Also some showers through overnight showers coming through overnight on wind affecting on that northerly wind affecting northern and northern parts of scotland and to Northern Ireland towards the north. It will be cooler than it has been through some recent nights, but in the south east, holding warm , humid holding on to that warm, humid air. Uncomfortable air. So another uncomfortable night here because of that warm, humid air in south. Theres humid air in the south. Theres a potential for some heavy, perhaps even thundery downpours to as we go through to develop as we go through tomorrow afternoon. Otherwise, tomorrow afternoon. Otherwise, and across more Central Eastern and across more Central Eastern and southwestern parts of england its looking england and wales, its looking cloudy. Rain at cloudy. Therell be rain at times further north and times here. Further north and west, bright, west, though, some bright, sunny spells, just a scattering of spells, but just a scattering of showers around. Notice showers around. Notice temperatures little bit lower temperatures a little bit lower than recently, temperatures a little bit lower than just recently, temperatures a little bit lower than just about recently, temperatures a little bit lower than just about getting cently, temperatures a little bit lower thanjust about getting into y, temperatures a little bit lower thanjust about getting into the only just about getting into the mid the south east mid 20s towards the south east as we go through wednesday , it as we go through wednesday, it could be a bit of a chilly start for some particularly across parts the parts of scotland in the sheltered there may even sheltered glens. There may even be of frost, otherwise be a touch of frost, otherwise a generally fine day for most until some wet and windy weather pushes on. And then pushes in later on. And then that front is going sweep its that front is going to sweep its way this week. Way southwards later this week. That a warm feeling inside from boxt boilers proud sponsors of weather on peoples. Channel well, welcome back to the live desk. Now the terror suspect, Daniel Khalife, has been remanded in custody after appearing court today to face appearing in court today to face appearing in court today to face a charge of escaping from lawful custody. Custody. The 21 year old former soldier spent four days on the run last week after allegedly strapping himself to the underside of a food delivery truck, leaving wandsworth prison. Lets get more with the home and security editor mark white, whos outside westminster Magistrates Court where we saw him leaving in another vehicle a little earlier. Mark with Police Outriders as well. Outriders as well. Yes , metropolitan police yes, metropolitan police armoured van that left here within the last hour , also within the last hour, also accompanied by two Unmarked Police cars and police van from the Territorial Support Group making its way not to wandsworth pnson making its way not to wandsworth prison. This time, we believe prison. This time, we believe that its likely that hes headed for max security belmarsh prison, that category, a prison in which is one that houses many of the terror suspects and indeed those convicted of terrorism offences will he arrived here under Police Escort at 8 45 this morning for that brief appearance at westminster majeste straits court. The first Court Appearance since he was charged with escaping from lawful custody last night. And in the dock, he was wearing a prison issue, grey tracksuit. He was flanked by two Uniformed ArmedPolice Officers and by a prison officer as well. He spoke , as is customary in these cases, to confirm his name and his address as the charge was read out in court that last wednesday he had escaped from wandsworth prison , that he had wandsworth prison, that he had hit underneath a food delivery lorry using straps and in court, the prosecutors said that it may be that those straps were made from bedsheets. So that charge from bedsheets. So that charge was read to him. The judge then said that he would be remanded back into custody he to appear this time at the old bailey, the Central Criminal Court on the 29th of september. That will be his First Crown Court appearance facing these charges. Remember, he does also face three other charges. One of setting off or at least planting fake bomb devices at a military base. And another charge of trying to gather information likely to be of use for a terrorist act. And a third charge, which he was handed down on the 21st of july this year during a previous crown Court Appearance as one of gathering information ation that may be useful to the enemy. That enemy we understand as being iran. That particular charge, as iran. That particular charge, as iran. That particular charge, as i see it, was presented when Daniel Khalife last appeared at the old bailey on the 21st of july, and mark, just to update everyone, we understood that those proceedings were due in november. We think that those will still be separate proceedings instead of all the matters being deau instead of all the matters being dealt with at the old bailey in september. Well that hasnt been september. Well that hasnt been set out at all in court. And it was something that we were wondering about as well. I were wondering about as well. I would not be surprised if perhaps it would be at the crown Court Hearing on the 29th of september, where theres more discussion about whether this is a rolled up case that encompasses all of the charges that he faces or if it is in regardless, even if it isnt. I regardless, even if it isnt. I think that main charge he was due to stand trial for in november , for i think its november, for i think its unlikely that would still go aheadin unlikely that would still go ahead in november because the defence team would argue that given all the publicity around this and with it being so fresh in the memory, then it would be difficult for their client to get a fair trial and the judge might be sympathetic to such an order. So we might be looking at the beginning of next year before we get a case. And mark, lets just reflect on how he was discovered or arrested on saturday morning. That was a plain Clothes Police officer, wasnt it , in west officer, wasnt it, in west london who pulled him off his bike . Bike . Yeah , it was a very dramatic yeah, it was a very dramatic last few hours of Daniel Khalife being at large. You remember, of course, it was about just before 8 00 in the morning on the wednesday when the prison authorities alerted the police. And we began in this process of a nationwide manhunt that throughout the four days saw very significant search activity concentrated for a while around Richmond Park with dozens of Police Officers and helicopters really scouring the 2500 acres of that park. There were a number of sightings, including a confirmed sighting of him on the day he disappeared. Just south of wandsworth roundabout. And disappearing into Wandsworth Town centre. And then nothing really until that saturday morning when multiple calls came in reporting saying that they had seen a man answering his description, wearing different clothing. This time, though , not clothing. This time, though, not the chefs outfit of the White T Shirt and the red and white checked trousers. But this time wearing dark clothing and a black baseball cap. Well, the police absolutely flooded that area around chiswick and then about a couple of hours later, just before 11 am. On saturday, there was this sighting of him cycling along, according to the police this cycle, towpath along a canal in northolt. And it was a canal in northolt. And it was at that point that plainclothes officer knocked him off his bike and he was arrested. Mark outside westminster Magistrates Court , thanks for updating us on court, thanks for updating us on all of that. Thank you. Thank you. Well be taking you to the house of commons very shortly where Lindsay Hoyle is where speaker Lindsay Hoyle is due statement about due to make a statement about the spy allegations as the chinese spy allegations as before that heres your headunes before that heres your headlines with ray addison. Headlines with ray addison. Thanks very much and good afternoon to 33. Our top stories. Sir keir starmer is calling on the Prime Minister to reveal what he knew and when about westminsters alleged chinese spy. It comes after the Parliamentary Researcher said hes completely innocent. The man whos not yet been officially named was arrested in march. Rishi sunak is facing calls to designate china as a National Security threat. A National Security threat. A a terror suspect who escaped from wandsworth prison last week has been remanded in custody after appearing in court. 21 year old Daniel Khalife was captured in west london on saturday. That was after a four day manhunt at westminster Magistrates Court. Was told the former soldier allegedly escaped by strapping himself to a food delivery vehicle using material which may have been bedsheets. Uk uk have been bedsheets. Uk uk authorities have told gb news that they are currently pursuing around 800 live terror investigations. As its investigations. As its understood the majority relate to lone individuals, but there are also more organised plots and threats from state actors. And threats from state actors. Now this comes 22 years after the 9 11 terror attack in which nearly 3000 people were killed. Nearly 3000 people were killed. Okay, were going to go straight now to the house of commons, where sir Lindsay Hoyle is making a statement. This house, i understand that the metropolitan police have now confirmed that two men were arrested in march on suspicion of offences relating to espionage and that they are on police bail until early october i as you know, we do not discuss the details of Security Issues on the floor of the house for reasons which are well understood. This is an ongoing and sensitive investigation and members will of course understand that public discussion will be wholly inappropriate. However i want to inappropriate. However i want to reassure members that the house follows the same vetting procedure as the government that issues raised by media stories are being addressed and that the secure entity is working closely and effectively with other relevant authorities. We keep our security arranged points under review at all times in order to deal with the evolving threats. The extreme small number of people who needed to know were immediately briefed on a strictly confidential basis. Given on the National Security of this sensitive matter. At of this sensitive matter. At this stage , i do not wish to say this stage, i do not wish to say anything further about this issue, and i would remind all members the importance of not discussing Security Issues on the floor of the house. That is particularly important in this case. We commenting on the identities of those alleged to be involved, engaging in speculation about the case or discussing other details runs a serious risk of prejudicing any future prosecutions, which. The future prosecutions, which. The comments made in the media were unhelpful , comments made in the media were unhelpful, something for which i am sure no member will want to be responsible. I do not intend to take any points of order on this matter. To take any points of order on this matter. If members to take any points of order on this matter. If members have this matter. If members have security concerns, they are of course welcome to raise them outside of this chamber with me or with the house Security Professionals or both. Right. Professionals or both. Right. Let us move on. Order order simon hart. Simon hart. Thank you very much, mr speaker. Speaken i speaken ibeg speaken i beg to move that. On the 14th day of september 2023, he has mr indicated that the chamber should not be discussing this matter of what he said was two men arrested on suspicion of offences on police bail in until october in an ongoing sensitive investigation , open and public investigation, open and public discussion , he said, will be discussion, he said, will be wholly inappropriate. Wholly inappropriate. He also reassured mps by saying that security arrangements at parliament were constantly kept under review at all times and that there was a very small people number of people that needed to know about this case. This alleged spying case. They were briefed but on a very limited basis. He warned mps not to discuss Security Issues on the floor of the house, a risk of prejudicing any future criminal trial, of course. But lets just reflect that we will have the deputy Prime Minister, Oliver Dowden , also minister, Oliver Dowden, also taking questions and making a statement in about 50 minutes time. Lets just return to the commons and just hear what they are discussing on the issue at the moment. Lets are discussing on the issue at the moment. Lets just come to questions. Secretary of state for defence. We start with christine jardine. Jardine. Thank you very much, mr speaken question number one, please , question number one, please, just so Parliamentary Business is continued , but clearly the is continued, but clearly the emphasis will be now on the deputy Prime Minister. Lets bring in our political ednon lets bring in our Political Editor, Christopher Hope, whos been following the story this morning. Certainly the speaker morning. Certainly the speaker putting foot down pretty putting his foot down pretty firmly any further discussion firmly on any further discussion at the moment. One wonders what thats leave for oliver thats going to leave for Oliver Dowden say later. Chris dowden to say later. Chris well, mark, thats right. Well, mark, thats right. As before, ive been in the chamber just now as we as we forecast, the speakers very clear and doesnt want to say anything or have mps say anything or have mps say anything parliament which may anything in parliament which may get or or be a get in the way or or be a problem for the police in investigating these claims. Of course, these claims denied course, these claims are denied by involved and we by the people involved and we should we should respect that. But anything but his concerned that anything said in parliament could damage that. Interesting , i that. Now, whats interesting, i think, is he said that enough people, who need to people, the people who need to know, about this when know, were told about this when all earlier this all this happened earlier this summer. Whether summer. The question is whether James Cleverly, whether the foreign aware foreign secretary was aware was the told about it the uk government told about it 7 the uk government told about it . And how big . If not, why not . And how big is the problem . Were told today in that the in some reports that the security keen do Security Services are keen to do a vetting of other people in parliament. How how big parliament. How many how big a problem this, this idea of problem is this, this idea of foreign actors working within in parliament, within the cradle of our democracy, a real our democracy, is a real problem. Speaker , lindsay problem. The speaker, Lindsay Hoyle, is his to job ensure that that work can carry on unmolested. I suppose, by foreign powers because there is so much concern. So much concern. Turn at the moment, chris, that this Parliamentary Researcher who was arrested, we should stress, has not been charged but was arrested over alleged spying for china. He did have access to several tory mps. Yeah yes, he did. And then thats the concern because when you have access to mps, you have access to their diaries, to their letters, to the commons letterhead, letters go out to ministers, letters come from ministers. Not come back from ministers. Not all public. What all of that is made public. What do know and was found do they know and what was found out . Concern. And out . Thats the concern. And is it case that needs to be it the case that needs to be a greater attempt to deal with so called rotten apples in parliament . Certainly, Lindsay Hoyle has made clear that that a few the people who need to know were told. And i think well hear more from this from Oliver Dowden at 330. Whats happened so is lindsay whos so far is Lindsay Hoyle, whos the speaker of the commons, hes so far is Lindsay Hoyle, whos the referee of the commons, hes so far is Lindsay Hoyle, whos the referee oithee commons, hes so far is Lindsay Hoyle, whos the referee oithe conversation,as the referee of the conversation, the referee of the conversation, the in parliament. He the debate in parliament. He laid out he laid out the ground rules for what mps can say. But the action, think, will the big action, i think, will happen as we saying all happen as we as we be saying all day when we hear day at 330 when we hear from oliver cabinet Oliver Dowden, the Cabinet Office of the Office Minister in charge of the Security Services. And last thought on that, chris, presumably, given what the just outlined, the speaker has just outlined, they will still be able to ask questions he said were questions what he said were secure city, working closely with authority , as with the relevant authority, as i a lot of mps want to i guess a lot of mps want to know. What does know. Well exactly what does that whats it mean and that mean . Whats it mean and how much does the government know and how much was told to the government before there attempt to go back to get closer to china, which just happened since went to since James Cleverly went to beijing year beijing earlier this year because therell be a lot of people like Ian Duncan Smith, china hawks, two dozen of them on backbenches. On the backbenches. Theyll be saying, what on earth are we doing here . Should we treat china threat , not we treat china as a threat, not a possible trading partner . Chris the moment, yeah. Chris for the moment, yeah. Thank that. 330 is the thank you for that. 330 is the next occasion when well be back to the commons to get an update there from deputy Prime Minister oliver. Oliver dowden. Britain is sending special search and rescue and medical teams to morocco in the race to recover survivors. Some 48 hours now after the earthquake , which now after the earthquake, which has devastated parts of the country. Lets remind you of the moment the earthquake measuring 6. 8 on the Richter Scale hit marrakesh in morocco late on friday night. Some confusion to start with. People running down this street and then moments later as the vibrations increase, we get some debris starting to fall down. And clearly thats the moment people realise is that something very serious is underway. So far, almost 2500 people have been killed in villages near the epicentre in the high Atlas Mountains building in marrakeshs old city, a World Heritage site, were also destroyed and many survivors have spent a third night outside their homes, which were turned to rubble. Well, we can speak now to asif hussain, who is chief executive officer of skate welfare and, of course, trying to assess what the situation is, beanng to assess what the situation is, bearing in mind, i think, involvement previously with those victims and the turkish and syrian earthquakes as it appears this time. Again, very appears this time. Again, very poor structures, which means a lot of people have been buried under the rubble. Under the rubble. So i speak to you. Good. Good afternoon. Firstly, everyone , afternoon. Firstly, everyone, and thank you for inviting me on. Im here in turkey where only a year ago we saw the devastation then of the earthquake here in turkey, in reyhanli in particular in the north of turkey. And north of turkey. And unfortunately, were here again looking at some of the images on our tv screens in morocco. Our teams are on the ground. Theyve been there since sunday morning. And youve alluded to the fact that the structures quite that the structures are quite weak. And so our teams are reporting on the ground that a lot of these structures, especially within the Atlas Mountains, remote areas, mountains, quite remote areas, are from mud bricks. And are built from mud bricks. And what that means is when the when the buildings collapse, they actually dont have any air pockets. And what means is pockets. And what it means is its as you can see its water. So as you can see from pictures there, from your pictures there, its wood mainly stone. And predominantly mud bricks and when all these structures collapsed, theres actually no air pockets. And unfortunately, what were seeing is and our reports our teams on the reports are our teams on the ground are reporting is ground are reporting back, is that lot of casualties that theres a lot of casualties and a lot of people theres and a lot of people and theres many villages that still havent been. And people been reached. And theres people that unfortunately are probably going to find that a that are dead. The number 2500 number dead. So the number 2500 number is unfortunately going to increase than increase much, much further than what it is right now because rescuers talk about the golden period. Dont they, where they might find people alive. Obviously, youll be very familiar with that with your work in turkey. That with your work in turkey. That must fast be running out now, though, as if generally the rule of thumb is around 48 hours, although we saw with turkey in particular that people were pulled out alive because of these air pockets. These air pockets. You know, much later, 2 or 3 days down, i think there was one report where a young child from from memory, if i can remember , from memory, if i can remember, was pulled out a week later, which is very, very rare. As which is very, very rare. But as ive to, the fact that ive alluded to, the fact that the structure thats built, these very poor, extremely these are very poor, extremely poor that are rural, poor communities that are rural, rural from the rest of rural cut off from the rest of main land, morocco. If you if you want you know, from from within the Atlas Mountains and so getting there is very difficult. Our team from difficult. Our team from marrakesh travelled six hours just to get to a village called mola ibrahim where our team is, is based over 600 families are living out exposed to the elements. Our team report that the stench of dead people is ripe there because people are just buried under under the mud, under the rubble. And its under the rubble. And its really bad. And again, the local communities are living there out in the open. Theres insects on the floor. And theyre really its a really uncomfortable situation to be in. You know, for those that have that have survived, unfortunately. So what needs to happen next . Clearly, its difficult to get to these areas. One assumes that from the pictures weve seen, youre going to need heavy lifting actually lifting equipment to actually move this rubble recover move this rubble to recover those whove lost their lives. Those whove lost their lives. So the moroccan government has sort of accepted help from four countries. The uk, the uae, qatar and spain. And i know the spanish team landed yesterday. The firefighters who are really well trained in this, the army, the Moroccan Army is involved in this and is managing the whole of situation. They are of this situation. And they are the real organisation that the only real organisation that have heavy lifting have this heavy lifting equipment. Thats whats equipment. And thats whats needed is heavy needed right now is heavy lifting equipment. But because of the, the remoteness of, of these areas, its very, very difficult to be able to, to get there for a for a for a lot of these organisations as well. So but its happening slowly. My fear is or our fear is that by the time we get there we could have survived, we could have saved a lot more people if we had more and if, had much more better. And if, you it was much more you know, if it was a much more better equipped. Yeah yeah. Clearly, as this but quite clearly, as this was on a fault line that was not on a fault line that people completely by surprise and having to deal now with the awful aftermath. But asif, thank you much indeed for joining you very much indeed for joining us. Luck with your us. And good luck with your work. Of course, continuing there in turkey. Thank you. There in turkey. Thank you. Its been more than a month since an arson attack on the crooked house pub in staffordshire and following its subsequent demolition , people at subsequent demolition, people at the site have campaigned to get it one man has it rebuilt. One man has established what is now being called camp wonky. Our west called camp wonky. Our west Midlands Reporterjack called camp wonky. Our west Midlands Reporter jack carson went to find out more. When went to find out more. When a much loved Black Country pub went up in flames and was later unlawfully demolished, few could have predicted the size and strength of the campaign to rebuild it. A month on from the arson attack on the crooked house pub, some campaigners are taking the protection of the site into their own hands. Rob brown visited the pub when he was a child and has created camp wonky to keep an eye on the site at all times. He says hes doing it to keep every chance of rebuilding the crooked house alive. We want our built back for everyone to enjoy, for years and kids to learn the history. I mean the amount of walls this has gone through and prohibition times , all that all the kids times, all that all the kids need to learn this proper Black Country history. To me, its country history. To me, its jumping all you want to do. I dont care what anybody else thinks. My opinion is ill camp here and make a point. Make stand. The story of the crooked house has had International Reach and the attention doesnt show any sign of slowing down. People here are firm in their support for getting the crooked house rebuilt and 25,000 of its bncks house rebuilt and 25,000 of its bricks are now stacked and secured in the containers behind me. But elsewhere, attention is turning to legislation to help prevent things like this from happening again. Conservative mp for dudley north marco longhi is leading the voice for change in parliament. Ive had people writing to me and say, marco, oh, but its just not about pubs. Theres about all sorts of heritage building and im going, i agree, agree, agree. I agree, i agree, i agree. But the wider i make this umbrella, make this umbrella, the bigger i make this tent cause as tent as laudable a cause as it is , is the more possibility is is, is the more possibility is for the law to become just too big to deal with in one go. Lets get some successes. Lets make the crooked house clause or the crooked house law. The first stepping stone, and then expand upon that. So its going to be about heritage pubs and im going to be just looking at 1 or 2 very specific angles and then build on that in the future. On that in the future. The Police Investigation to find those responsible for setting the crooked house alight is still ongoing. Setting the crooked house alight is still ongoing. As the weeks is still ongoing. As the weeks go by, support for rebuilding this piece of Black Country heritage gets stronger and stronger. Jack carson gb news stronger. Jack carson gb news himley. Himley. And we will keep you updated. Posted on the crooked houses well, hopefully redevelopment. Well, hopefully redevelopment. Home secretary Suella Braverman is arguing that american bully dogs are a clear and lethal danger and she is pushing for a ban on the breed. Well , just to warn you that well, just to warn you that the video coming up does contain some distressing images and viewers can see the moment that one of these excel bully dogs attacks a girl before then attacking two men who were trying to save her. These violent scenes unfolding as the animals owner was taking it for animals owner was taking it for a walk at bordesley green in birmingham. We can now speak to Emma Whitfield , whose son, jack, was whitfield, whose son, jack, was killed by an xl bully dog. And killed by an xl bully dog. And we can also speak to animal behaviourist jordan shelley, who owns an xl bully dog. So lets start with you, first of all, emma , how much do you welcome emma, how much do you welcome the home secretarys remark today about banning the breed. Today about banning the breed. And i welcome him because yeah , and i welcome him because yeah, ban the breed, but i feel like its taken a long time for government to speak on this and im not sure why its taken a video over the weekend to go viral for them to have something to say when people have lost their lives over the past few years to these dogs and they didnt want to speak up before your son, jack, i think we can see a photo of him. He was just ten years old when he was attacked. Some two years ago now, wasnt it . How much do you now, wasnt it . How much do you believe the dog was responsible and how much do you believe the owner was responsible. Owner was responsible. The dog killed him. So the dogs responsible for that. And im not so naive as to think or the owners are nothing to do with it because they are the owners are a big part of it. So i think bringing in a ban on the xl bully would be a quick fix for now. But the government have to realise is that it goes a lot deeper than just banning the breed because its irresponsible owners and illicit breeders. Backyard breeders who are causing these issues to begin with and that needs dealing with as well. And emma, just remind us, what were you told at the time . Because i think its the Environment Agency which may puzzle some people that makes the decision as to whether a particular is dangerous or not. At the time of when everything happened with jack. Everything happened with jack. And i dont remember being told anything, i think after my local mp spoke out in Prime Ministers questions, there was just condolences and, and um , we were condolences and, and um, we were told that theyre just waiting on a report and thats about it from them. Lets just turn to jordan. Shelley jordan i mean, absolutely horrific. What happened to Emma Whitfields son, jack. You own basil. You rescued him. Hes training to be rescued him. Hes training to be a search and rescue dog, isnt he . Hopefully hes next to you. There what would you say to her when she lost her son to a dog like this . Like this . I think its horrific for anyone to lose a child. Anyone to lose a child. And to be honest, even a dog bite is too many bites. I think we have a serious problem in the country at the minute. And to deny it would be silly i um, however , im not sure um, however, im not sure that banning a type of dog because we ban types not breeds which which means its based on physical characteristics will actually do anything theyll do is breed around those physical characteristics. And until they have something bigger and scarier and there isnt a legal and then theyll use that. I think that the only way were really going to solve this problem is through licencing and education of owners. I think we can see some pictures of you and basil because not in shot at the because hes not in shot at the moment. I think the problem that a yes, we a lot of people have is, yes, we all that dogs are capable all know that dogs are capable of , but dogs are of biting, but these dogs are powerful. They are muscular. Powerful. They are muscular. They are bred , they are bred to they are bred, they are bred to do damage by a lot of breeders who are not responsible. Who are not responsible. Yeah, thats 100 true. Theres lots of irresponsible breeders, lots of irresponsible owners. Owners. They are no more powerful or dangerous than most mastiffs or any other type of large dog. Any other type of large dog. And thats the point, really, is that these irresponsible owners and irresponsible breeders will just to the breeders will just move to the next thing. So, actually, next thing. And so, actually, i think the way to really think that the way to really solve this problem is by licencing and i dont licencing ownership and i dont think that a ban will have as immediate an effect as wed like. If im honest, i think that actually when you look at the statistics now, theres so many types still in the country because its based on those physical characteristics and theres probably more of them now there was before now than there was before the ban. The same will ban. I think the same will likely happen and the only way to really get to the nub of this issue really breed issue is to really control breed and owners. Right. Quickly , any last right. Very quickly, any last word to you, emma . Does that word to you, emma . Does that hold any water for you . Hold any water for you . I understand it and i agree with it. But youre not solving with it. But youre not solving the issue now. These bullies are just attacking more and more as the days go on. Okay. And theres nothing in place for them. Well, thank you both for giving us your side of the story. Of course, well update people with latest. Thank you people with latest. Thank you very much indeed. Very much indeed. Were back tomorrow with the live desk. See you then. Bye bye i the temperatures rising. The temperatures rising. Boxt solar proud sponsors of weather on. Gb news. Weather on. Gb news. Hello again.
