It does seem theyre coming soon and fast and going to be in millions of doses by the end of the year, possibly more than a billion doses in the new year. What to make of this with laura ingle and the fallout in this country and greg palkot with the fallout from london that got a jump on this country. We begin with laura in melbourne, new york. Laura . The krvshgs tvshgs krvshgss Advisory Committee made that vote last night to basically green light the plan of action of getting a couple of groups ready to go in front of the line when this vaccine maybe one or the two that are on the table right now in front of the fda get approved. Those are the front line healthcare workers and those living in longterm care facilities. The panel voted 131 to recommend the two critical groups. The group gave emergency authorization to pfizer something health and Human Services secretary said should be reassuring for the americans as the fda works through its own process to ensure that the vaccine is safe and effective for youth care. They have a very detailed approach. They look under the hood. Theyre going to look at all of the data to make sure that it appears to be as good as it appears and well have that meeting of the Advisory Committee on december 10. Hours ago, the cdc released guidance on quarantine times to those who may have been exposed and tested negative. Theyre moving the goal post from 14 days to 7 days and 10 days for those not tested at all. And the director of the cdc said while all of this is very encouraging news, we still have the next several months which they predict to be the toughest months of the pandemic ahead of us and asking people today not to travel for the holidays. We saw how that went for thanksgiving. But thats the recommendation for the cdc today. Neil . Neil all right, thank you for that, laura ingal. Lets go across the ocean. Greg palkot in london with the fallout there that it got regulatory for approval in london than in the united states. Its not connected to disparage anything in this country, just different time standards, different allowances for different thinges. Greg, what are you hearing . Its big stuff here, and possibly big relief as uk becomes the very first country to give approval to a rigorously tested covid19 vaccine. Getting that emergency authorization, and, yes, the american pharmaceutical giant pfizer. In studies, it was proven to be 95 effective in dealing with the coronavirus, some 800,000 doses will be distributed here starting next week. It takes two doses within a month for treatment. Millions more are expected. First to get it, very similar to the united states, nursing home residents and staff, frontline doctors, medical, social workers, and then the elderly, the vulnerable, and wok working your way down. Here is how uk Health Secretary matt hancock described it. You know, the virus help is on its way. Today is a try u6r7 for all of those who believe in science, for humanity. There are hitches, maybe the biggest. These vaccines have to be stored and transported at super cold temperatures, about 100 degrees below zero fahrenheit. But the company say they have special dry ice shipping containers that have gps monitors in them and should be able to handle it. Just in time, neil, the uk authorities announced in the past 24 hours here in the uk, there were 650 more deaths due to covid19. Of course, the u. S. Will be watching very closely as the uk starts this, rolls it out, to see how it will go. Back to you. Greg palkot, thank you very, very much. The implication for all of this, not only for the pfizer offering, there are others out there. The Board Certified in family and medicine physician. Good to have you. How will this process go, then, doctor . What do you think . Hey, neil, thank you so much for having me. An exciting day for us in the healthcare community. Weve been battling this virus on the front license for going on nine, ten months now. These trials have been going on for the same period of time. We have tens of thousands of patients proving the efficacy of this vaccine. To us, not important than safety. Having both of those boxes checked is amazing. We did this in a span of ten months in a process that should take ten years. Its been an incredible undertaking coming together, Technology Working with us. But, neil, i do have a concern because right now the cdc has been working with their Advisory Committee, the acip, the Advisory Committee for immunization practices, and they have recommended that Healthcare Professionals on the front line and longterm care residents getting this vaccine first, it doesnt mean its guaranteed to happen. Because it going to be under state control and how they want to administer vaccines. I hope it happens in this manner, these are the highest risk groups,s pearly the longterm residents neil. 40 of all deaths came in this vulnerable frail population and we need to get them vaccinated. Neil how does this work, doctor . I think i heard 20 million doses will be available this year. But really it would be for 10 million individuals because they get two doses over time, right . How does it work . Well, neil, the way it works, its going to be unclear from the outset of how many people are going to get it how quickly. Were making a lot of predictions right now based on how many people are going to get it. How many people are going to be shipped appropriately. We have operation warp speed in effect, but our dates are not yet perfectly set. I know the whole purpose of us discussing this right now is the differences between the u. S. And europe and whos going to get the vaccine first. Ultimately, its not even clear right now, neil, in germany, for example, theyre hoping to get the vaccine ready to go in mid december, yes, sir the eu is aiming for Regulatory Approval in late december. The dates and numbers are not clear. s not what we need to focus on right now. We have a vaccine thats efficacious, safe, multiple options, each come with challenges, they need to be stored and administered differently. If we take this seriously and continue to do all of the safety guidelines laid out by the cdc, we could have a positive return back to normal in 2021. Doctor, how do you advise your patients besides the pfizer and the moderna one to come, and astrazeneca is getting a lot of attention, i assume they all do different things. So you have to sort of play it by ear then, right, yourself . Dont you . Thats not unusual for us. When i want to give a patient an influenza vaccine, we want to give different brands, different options. If youre over the age of 65, we give you one of a higher potency, because generally, your system needs that higher potency in order to kick in. So, were used to having multiple vaccine options available for patients. This is nothing new for us. We need to make sure we do this carefully, safely, and do not rush this process. Neil you said that at the beginning, doctor, wise word then, wise words now. Continued good health for yourself. Thank you. Neil okay, dr. Mike. The governor of the beautiful state of connecticut, what he makes of all of this. You know, governor, i understand that governors themselves, yourself included, will decide what works in their respective states. Any early thoughts on how you handle it in connecticut once you get enough available doses available . We get our first doses from pfizer, neil, nice to see on the 14th. Were ready to roll that out. The hospitals have the refrigeration units. Those are the front line folks that we need to take care of. More complicated, we need a vaccine Advisory Board made up of ministers and labor leaders and politicians doing everything we can to give the Community Confidence when the vaccine is available, take it. It only work ifs you get the shot. Is it good enough for you, governor, if the fda says ready to go, this is good stuff . Technically, its not done so yet. Britain has done that. And im told that theres no significance to that, just that the fda is dotting the eyes, crossing the ts, and making sure its effective and all of that. Until you get that, do you hold off, what do you do . I people ask me that. And i say, look, im going to take the vaccine as soon as i can. Id like dr. Fauci to take it first, if you want to know what my seal of approval would be. But i talked to pfizer and the pharma companies. I think it maybe it got off a political start. I think here in december, theyre ready to go, ready to do it safely. Neil people said if not for the operation warp speed effort to get this done, organized, searched out, removed the hufrds as quickly as possible, you might not be here today. Do you agree with that . Id say its coming in the nick of time. I didnt want to wait another year. I can tell you people are exhausted here in the states and throughout the region where we have the low rate of 5 . But its a lot more than it was a month ago. And people are tired and they dont necessarily have the same discipline they did in the spring. So, thankfully we can say theres an end zone in sight. Thats called the vaccine. So, be careful for a little longer. Neil we need one more holiday to get it right. Limit your christmas, hanukkah, new years gathering as much as possible. One last attempt to keep this from getting out of control. So what are you planning for the holidays . Well, thanksgiving was a little small and the kids are tired of my same old stories, i can tell you that. But the most important thing we can do is the informal social gatherings. You can look at hockey rinks, you can look at restaurants. You can even look at bars. Because those are informal social gatherings. And thats where weve got to be careful. Youre right. No more than ten people. Stick to your family as much as we can. Thats how were going to power through this. Thats the most important of this. Neil youre telling me i should not see my inlaws. I just want to dump this off, right . Theyre the 11 or 12 people say wed love to have them. But the government said no more than ten. Neil the the governor just said that. Thank you for taking the time. Thanks. Neil were focused on were focused on georgia right now, not only the continued count for the election more than a month ago, but the Upcoming Senate runoff elections right now. The secretary of state looking to allegations that a number of progressive groups are trying to entice folks to move to georgia to vote in georgia. One tiny problem, its illegal. After this. Were all putting things off, especially in these times. But some things are too serious to be ignored. Bqpxg p ozn ou the teams been working around the clock. Wire, weve had to rethink our whole approach. Were going to give togetherness. Logistically, its been a nightmare. Im not sure its going to work. Itll work. I didnt know you were listening. Doing everything we can that georgians and only georgians were here and available and registered to vote. Neil they combant sure of that. A number of progressive groups are trying to entice those outside of the state to temporarily move in, vote in georgia, for the democratic senatorial candidate, and then do what you want. Its illegal. You cant do that. And following the fastmoving developments and what the charges are. Jonathan . Jonathan well, georgias republic secretary of state is really fighting forces on the left and the right. Hes trying to ward off legal challenges by republican electors who want to gain access to the states voting machines, conducting forensic inve investigations that would cause potential security breeches. At the same time, the secretary of state has launched investigations into liberal groups trying to register out of state or deceased residents to vote in the january 5 Senate Runoff. We have a new georgia project associated with Stacey Abrams and Rafael Warnock with Voter Registration forms from new york city. Were continuing to dig into it and find more and more information every day. Progressive Political Action committee has purchased ad space on nine billboards across georgia not to rally democrats so much, but exploit divisions among Republican Voters who are torn with loyalty to their party and President Trump. While this unusual tactic is not illegal, it is raising some eyebrows. Tonight at midnight is the deadline for all 159 georgia counties to finish their machine recount the ballots in the president ial race requested by the trump campaign, already 132 counties have wrapped up their tallies and state Elections Officials expect that the remaining 27 will finish well in advance of the midnight deadline. Neil . Neil thank you very, very much. Again, that count that donovan was referring to, the hand count of the election, does seem close to the dominion system votes were, almost to an individual vote. The read on all of this and whats going on in the Senate Runoff election with the Lieutenant Governor of georgia, jeff duncan, thank you for joining us again. Good to see you, sir. Absolutely, thanks, neil. Let me ask you first about the hand count right now. This is the third vote, you know, going through all of the votes right now. And up to now, it seems that the counts have pretty closely matched these machine process dominion system vote. So, what can we conclude from that . Yeah, not a lot has change in the last few weeks, neil. We continue to watch now our final count, recount, which was asked for by the president. And i think all sides point to the results continuing to match the the other counts that weve had. So, not a lot of news which pertains to the outcome. But i will tell you the mountains of misinformation continue to flow in at an alarming pace. Neil misinformation youre saying misinformation is coming from the president . I know hes disparaged some things you said, what the governor said, what the secretary of state has said. You want to clarify . Yeah, that misinformation is coming from every single angle, neil, i got to tell you, its disheartening, its definitely not our finest moment. We continue to get hundreds if not thousands of pieces of misinformation flowing in almost by the hour from folks seeing something on facebook or twitter and it takes ten seconds to debunk. The troubling part to me, neil, is so much is flying in under the premise of not rooting out fraud, but simply try to flip an election. Certainly my job is too important to take that bait. Im going to continue to work with the secretary of state and attorney general to make sure we have a fair, legal election. Neil i assume what youre referring to is that thousands of votes that went to him are not coming up in these counts and recounts. Can you unequivocally state thats not the case . Yeah, so were four weeks into this, four weeks into this. And we have not seen the attorney general, the secretary of state, the investigators have not seen any signs of systemic or organized fraud. And, neil, i have to be honest with you, as a georgian, as a Lieutenant Governor of the state, im proud of that. Even though the guy i voted for isnt going to win georgia, im proud we put on a fair, legal election. Neil hes going to be in your state on this weekend in which hes going to try to help out both Republican Senatorial candidates. Do you think his actions have hurt them . My encouragement, i said this a couple of times to our senators that were fighting hard for, to the president , to the republicans as a whole, you know, we need to redirect our postelection focus. Short term, we need to make sure we send two republican senators back to the senate, not just for us in georgia but for all of the state and the country. We need to protect this republican brand. Were bigger than one person. We need to champion and see the wins trump had for us. His policies were phenomenal. The ground gained by an outsider were awesome and should be championed. Theres work to be done. I think the party can get better. We can take on big issues like Immigration Reform and healthcare. These are big issues that were going to cover ground on. Neil will you support him in 2024 if he runs . Hes hinting at that . Im not going to project four years from that. This is an important reminder, neil. On january 20 when Vice President biden is sworn in as president , this will still be america and still have the constitution to protect our conservative point of view. Im going to fight hard to support Small Business owners that cant afford tax increases. Im going to support the second amendment. Those are the things that the constitution affords us the rights to have. Neil are you going to meet the president . Im hanging out with my three kids all weekend. So excited. My wife and i have plans with the kids. Wish him the best of luck, i home senator loeffler and purdue are able to get a lot of folks to rally up for them. I know im counting on it and folks across the country are counting on them winning. We need them. Neil youll be with your kids, great dad. But you will not be meeting with the president . No, no, sir, ill be hanging out with my three boys. Neil okay. Governor, thank you very much. The georgia Lieutenant Governor. Well have more after this. Neil youre looking at the 737 max, American Airlines showing off the brand new boeing plane and inviting media and the corporate types to go for a spin from tulsa to dallas. Everything went okay. Back after this. Neil all right, another big company from Silicon Valley is saying goodbye to Silicon Valley. Not entirely, but Hewlett Packard enterprises is going to move a lot of the operations to houston, texas. The mayor of san jose has been doing his best to stop this sort of thing. Its happening yet again. Mayor, good to have you. What do you make of this . Now, it looks like reading Hewlett Packards comments on this, its not abandoning your area, but its cutting down its presence in your area. Does it alarm you . Well, certainly its a wakeup call for all of us, neil. And the good news is here in the city of san jose, were adding hundreds of employees because theyre consolidating operations here from Silicon Valley and my city. Were seeing headquarters move be. This is a story weve seen before. That certainly for the kind of talent that you really need to find in Silicon Valley, the highly specialized around Artificial Intelligence or engineering or software, youll find it in Silicon Valley and the folks that want to locate here. But if youre looking to expand operations for accountants or lawyers or administrative assistants, you can do that for a lot of places for a lot less. And, we have to do more to make this region and this state more affordable. Neil youve been kind of you were reelected in 2018 with more than 70, what, 5 of the vote at the time. And largely by taking on, you know, unions and pensionfunded organizations where you just wanted to ease back on those obligations because theyre a good reason why san jose and other areas across the country with similar issues are so pricey and are being priced out and having companies move. But that apparently is not enough. So, what does the state have to do . Well, the biggest challenge, i think we all have is with housing costs. Its hard to live here. Companies have to pay a lot just to keep people here. Theres a lot more we need to do to ramp up production. We can certainly get some of the red tape out of the way. And i appreciate the recent efforts of the governor, for example, to be able to for example, wage on the Affordable Housing we need for homeless residents that enabled us to build three separate developments in four months rather than four years. Those are the things we need to do. Mostly just getting out of the way. We need to be more innovative in how were building houses. Were using different technologies, prefab and modular housing. That allows the local bureaucracies to be nimble, to permit those things and still allow the innovation. Housing is at the core of it. Its a lot going on. Taxes, regulation, a lot of issues where i think we need to be cognizant in california. Weve been taking it for granted for too long that tech employers want to be here. That wont happen forever. Neil did you offer an alternative deal to stop Hewlett Packard from making this move . Were building this big facility in houston, were going there. Ive been clear that we dont want to offer companies deals of any kind. When amazon was announcing the contacts at the middle of the headquarters, i wrote an oped saying, were not going to give you money. I dont believe giving taxpayer noun companies. Hp never asked for it. Theyve been above board with us. I understood why they would be going to houston. They have a lot of operations already there and a lot of employees. But, for those headquarters operations, you dont need the technical they can keep all of that here in Silicon Valley and hire elsewhere. Neil you know its more than just taxes and the cost of living. I know you are eve apologized for this incident where you joined your family for thanksgiving. It was a large gathering, larger than you suspected. But it came at a time when a number of other top politicians, mostly democrats hate to say that to you, did one thing and practiced another. Do you think that people look at that, mayor, and say, the guy is a hypocrite . Sure, i i recognize folks that come to those kinds of conclusionings. I made a mistake and i owned it. I should have been more astute about the specific regulations. I knew there were advisories and i should have been more astute to it. And, you know, i as i learned in the media reported that i was at home, we immediately disclosed. No, i was at my parents house and thats how all of this came out. So, i going and certainly will do better. Neil when you added relatives house, theres a big crowd here and im the mayor of san jose and ive been telling my constituents, keep it small, keep it limited. Did you think . Did you i cant claim to have been so the reality is, i have a big family, im one of five kids, so typically thanksgiving for us is 25. We actually had eight adults dining at the same time. And the problem was under the state rules, you can only have three house holds. And so we had too many house holds there even though all of us, many of us had been dining together every week. The rules have changed, obviously, weve gone in to deeper into the the challenging period of high infection spread. And i should have known better. I should have done better. Neil unlike a lot of politicians that did the same thing, you got ahead of it and apologized for it. So, if more did, maybe it would be easier to move on. Mayor, thank you very, very much. Good having you. See how the Hewlett Packard things go. The mayor of san jose on that. Neil all right, here in a nutshell what democrats prominent reaction to bill bar r appointing john during ham to look at the whole Russian Investigation that followed on all of that. They might want to be a little careful criticizing it, because no less than joe biden had been warning in 1987 that prosecutors are not a bad idea, quoting that history shows that those that strike down the independent statute is unconstitutional is based on a flawed premise. Prosecutions are not always controlled be i the attorney general and not always been public. In my view, the independent counsel statute can and should withstand constitutional scrutiny. The former Deputy Assistant general on all of that. What do you make on that, john, here we go with yet another one, on this, where joe biden could contend, itss a good idea. I dont think hes saying that. But what do you think . I think joe biden wished that there were no internet where you could easily find articles and speeches that he gave when the independent counsel law went to the Supreme Court for the first time in 198 up. Joe biden loved special counsels so much then that he wanted to have more independence and more protection than during ham had. He wanted to make it impossible for president s to order independent counsels around or fire them. The one we have now, its under the control of attorney general, can still be fired by the president. But more importantly, look at what he said in the quote that you just read. Biden should welcome john durhams appointment. Because he said, even though the president should generally control prosecution when we have to investigate the highestranking members of the government of the Justice Department themselves, we have to have independence, that means a special prosecutor like durham. Neil what happens . What can he do . The invethe investigation will continue. We are have to bring whatever he can find to whatever joe biden is going to be. Ment explain that process. He can basely do that Robert Mueller did. Hes going to be able to hire up a full staff. Hes going to have a pretty large budget. And most importantly, hes going to be able to follow the evidence wherever it leads him. It and thats what i think ought to worry biden, just like independent counsels tormented clinton, trump, and reagan. He may start off on one subject. Hell follow the evidence, other things might come to light. You never know. President s burn up a lot of time and energy and find these kinds of investigations quite crippling. Durham is going to start by looking at what are the origins of this probe to the russia conclusion. Some of these meetings are one uhs where biden himself was president. Was present as Vice President. Who knows what else might be there once durham starts to dig. Its not johnny rocket, though, right . John durham isnt getting stuff out. Do you suspect this could go on for years . You know, if you were biden, youd wish he would hurry up now. Thats the last thing he wants the sword of damacle zhanging over his head for a few years. Durham doesnt feel he has to hurry for anything. Im sure President Trump and attorney general barr would have loved for him to wrap up over the summer. Covid got in the way. Witnesses gave him a hard time. He had to delay past the election. I can see him taking a year to complete the probe, especially if he starts to find evidence of new kinds of wrongdoing that we dont even know about yet. Neil well watch it closely. John, thank you very much. You follow all of the developments here. In the meantime, following a hopeful sign out of washington that we could see a lame duck stimulus package to the tune of 908 billion. It has bipartisan support. Its a very, very good beginning. Its one problem, theyre not exactly on the same page. And the white house so far not a fan of what theyve produced. Lets get the latest from susan, real clear politics. Is it too soon to call dead on arrival, susan, or how do you describe it . You know, in washington, christmas and december is not a very cheery month because it involves deadlines and this is one of them. Congress push comes to shove and Congress Gets to work on things, i thought this coronavirus stand still was pretty much on life support last week. But its revived by the centrist group, people like Susan Collins and mark warner are getting together, joe mansion, lisa murkowski. These moderates dont have a lot of heft and theyve been criticized for not being able to produce results but they seem to have at least revised the talks right now. You have both side exchanging paperwork this week. Senate Majority Leader Mitch Mcconnell talking to the democratic leaders. Steve mnuchin seems to want to deal. They had their stimulus bill today and yesterday. Thats far away from the sent risk 908 billion deal. So were still a way to go and we have a very limited amount of time left. December real december 11 is the deadline i for the talks to end and Congress Members to go home. Neil when you talk about the white house, i dont mean to im not trying to be flippant here, the president. Because he was a fan of going big, the bigger the better in the campaign. And urging that the that the that it meant signing on to something i dont remember 2 trillion or more where nancy pelosi was, a little north of that. That was fine. But the issue that 908 billion is too pricey . Is it where does that leave it . It seems like theres some concern on behalf of the republicans most likely thats where the concern is, because theyre looking at the georgia race and they know that theyve been leading a lot of huge deficit spending in the last four years in the trump administration. They dont want voters to take that out on them. But meanwhile, you see the coronavirus numbers skyrocket and businesses really suffering. California is going to be new lockdowns in place, americans are really hurting. So, i think thats whats driving this. Theres some concern that they do nothing, theyre going to face criticism. Yet, they still are worried, some people certainly the democrats, the Senate Democrats and House Democrats think that it will be strengthened next year if they have them in the white house, which looks almost like like its going to happen. Neil theres no reason for them to accept something they dont like. Yeah. Yeah, theyre too far apart right now on the numbers. Well see in the next few days. It will be really telling. It will be really telling in the next few days to see if they can make some movement there. Right now, mcconnell said that the democrats needed to accept half a loaf. I dont think theyre going to accept half a loaf right now. Not with biden coming into the white house. Neil i suspect youre right. Real clear politics. Remember the requirements here on quarantine. It used to be 14 days. If you tested positive for the virus or around anyone else who had. Now talk that they could limit that, or the cdc is open to limiting it to as few as seven days. What happened, after this . Theres no appraisal, no Income Verification, and no out of pocket costs. One call can save you 3000 a year. You can count on me ill be home for christmas if only in my dreams neil all right, have you had it with the states saying you should quarantine for 14 days even on the slight chance that you have been exposed to covid19 . Now the cdc is saying seven days good works just fine. Director, good to have you back. What do you think of those guidelines and what may have changed them from two weeks to as little as one . Well, we are learning more about covid every day and its clear that people who get infected usually get infected without about a week so if you can test at the end of the week or quarantine for at least a week especially if there are no other cases that are spread from the person you were exposed to it, it may be safe so its an evolution of the cdc guidance but the big picture here is that while we are all hoping for a vaccine to come, for the time being we are going to have to double down on those protection protocols because the pandemic is still very much with us and unfortunately over the next few weeks is likely to get worse. Neil if the pandemic is, to your point, still with us, what has changed in dialing back, its the same covid have a 19, its the same threat so what is the cut in days . I think what we are seeing is people werent really complying with 14 days of quarantine so lets get real and do what we can to reduce spread it. Wear a mask, watch her distance, wash your hands. For people who are sick, immediately isolate to get tested because we are finding people are waiting a day or two after they feel bad and are spreading it to a lot of other people. Iif you been exposed, quarantin, at least seven days so you wont spread it to others. In the second seven days it is still possible that you could become infectious but the risk of that goes way down especially if you had a test at the end of that first seven days and i think the basic idea is, better people really quarantine for one week then pretend to for two. Neil thats a very good way to put it. Director, what do you make out a lot of people say it, the United Kingdom off on this Pfizer Vaccine but not our own fda and a lot of people say i dont trust it until the fda rules on it. I learned something here. I thought, well, whats taking the fda so long . All they had to do is review the documents. Thats not what they do. If you remember, the medication that caused terrible birth defects that was used in europe for a long time before it was brought here so we do have more rigorous safety protocols here than many of the european agencies and the fda doesnt just look at and review what the companies have done, they redo the work, they reanalyze all the data, look at all the production facilities, these are new vaccines and one of the biggest fears we have is that we will have a great vaccine and people will be too suspicious of it to take it so i think its better to be safe than sorry, we want the vaccine as soon and as safely as possible, theres a lot of data that we still havent seen, different adverse events, we are looking at Company Press releases now, not scientific articles. When the u. S. Fda, if they give it approval they are going to have a lot of data that is not been in the Public Domain before and i think its going to give us a lot more confidence in the safety of the vaccine, the key is not necessarily to be first but to get this out widely as soon as possible. The recent recommendation to give it to nursing home residents and staff and Health Care Workers first is a great prioritization, the key is going to be able to roll this out, a Vaccination Program is enormously complicated and it will only succeed if people trusted and it can only be trusted if there are no corners, on safety. Neil got it, better be late and exactly right than early and possibly wrong. Very good. Its, to toms point here, people are doing better dealing with the virus, chuck grassley, senator will be talking to us for the First Time Since getting diagnosed, hes doing just fine.
