Indian health services, but as we told all the nations governors today, we begin the process this week of distributing 100 million tests to see to each state and territory in the country free of charge, so they can begin to deploy those tests to the priority of the state has said, but given the extraordinary capacity that we have in testing today, we have expressed the hope to all the governors today that they would particularly use these abbott tests to open up americas schools and keep them open. But with cases rising in ten states in the midwest, and in the near west, and with this historic advance in testing that is being distributed, 150 strong around the country, mr. President , the American People should anticipate that cases will rise in the days ahead. But as we as we more readily identify those who have contracted the coronavirus, the American People can be confident. Because of this extraordinary and historic public and private partnership that you forged. Because of this whole government approach, we are ready. As we proved through the outbreak in the sun belt the summer. We will make sure that any community, any state that is impacted, any school that is impacted will have that ppe, the supplies, the medicines, and as you said, mr. President , we will continue, at your direction, relentless drive toward achieving the first safe and effective vaccine so we can achieve the day that we once and for help with this coronavirus in the past. The governor of mississippi got up, and he called this announcement today, a game changer. He says that what this means for teachers and his state is that testing will be available for k12 teachers every single day going forward. This event, though, billed as an update on the countrys coronavirus testing come up over this even started, as no surprise, you have the dnc coming out, putting out a statement that it is going to be hard to give an update, given the fact that they say there is no National Strategy here, but the person who has really been in charge of the countries testing, he got up and demonstrated how these rapid pointofcare tests, how easy they are, and the president said he believed that they are able to announce that they do have a vaccine, finally, he believes that this is going to be one of the biggest days, if not the biggest dates for the white houses efforts to fight the pandemic until that announcement about a vaccine one more thing, neil. There were several people that got up to speak today, including a newer member, dr. Scott atlas. Very notable that on a day as big as this, saying that this is the biggest day for the white house and its it should be notable that some significant members of the White House Task force were not here. There was no dr. Fauci. The head of the cdc was not there. Nor was ahead of the fda. B19. Neil you know, i believe that there was some concern that the cdc director that the president might be getting some incorrect information. All figures seem to point to your doctor atlas. Do we know anything about that or whether they are it kind of depends on who you talk to. I will say, though, there was a report, and nbc News Reporter was overheard, dr. Redfield, the head of the cdc, making a phone call on public flight overheard him saying that everything that dr. Atlas said is wrong. That is according to this nbc news report. The cdc pushed back, saying that the reporter had no way of knowing who exactly dr. Redfield was talking about on the other line, but also, the cdc then went on to kind of go point by point and explain why dr. Dr. Redfield disagrees with dr. Atlas on a variety of points, on the efficacy of mas masks, to the potential benefits of herd immunity. Things of that natures. So there is definitely some tension between the two. Not from the inside there, but i will speak to an issue that we have talked about before, and that this is a new disease, so there are a lot of unknowns, which is what gives folks the pause that they have. This announcement today was really important because it hits out the diagnosis, being able to tell who has active disease, and then being able to make certain that those are the individuals that are isolated or quarantined. The tracking that is so important, that will continue to allow us to have the numbers come down. Neil you know, it is weird, secretary, that no dr. Fauci, no dr. Birx. All of these briefings no it is like wheres waldo . Whats going on . [laughs] i dont have any inside knowledge about that. I know that the president likes people around him who are supportive of the kinds of things that he wants to do, but i know that dr. Fauci and dr. Birx have been absolutely integral and the policies that have been put forward. I dont know if they are at the meetings there with the Vice President , but they are valued members of our society and very, very instrumental in making certain that we get through this process in a positive way. Neil all right. The reason i miss dominic mentioning it, i know the overall case is the country are stabilizing, but we have seen some spikes in the midwest. Along with some hospitalizations and the latest sevenday period north dakota, the positive test rate and the latest week is averaging 30 , versus 6 with the prior week. These are still low numbers. In south dakota, 26 versus 70 the prior week here in minnesota and montana also seeing spikes. Neil on how the president is handling it, this whole process, he would give himself an a . Would you give the president and a . I think everybody that has been involved with this, when they look back on the activities of the past six to eight months, with say that we have been able to know this at this time, then we might have been able to do something different. This is a new disease, and so you cant know everything at the beginning. There are things that we dont know right now. We dont know which vaccine will be most helpful. We dont know that some of them might not be helpful at all. We dont know how the virus is changing and very specific ways, so thats why its important to continue the medication, hand washing, the physical distancing, the utilization of masks to decrease the likelihood of that transmission. The historians will write something about how we got there all of this and a positive way, but there is no way to know the end of the story had. She has been a judge o on the seventh Circuit Court for some time and authored several opinions. Dissenting opinions. I think weve found out in that time, neil, that she somebody who respects the constitution, the law, precedent, and is very vigilant about making sure that they are applied in an evenhanded way, so i think its unfortunate that that my democratic colleagues are refusing to even entertain the thought of meeting with her. This is an important seat. It is one that we are going to move forward with, and i think it would be to their benefit at least to say to the American People that they did Due Diligence to provide consent. Neil the general view is that republicans will vote for her by and large. Maybe every single one of them. Democrats will vote against her, but she might be able to secure a seat when she was put before the center for the Circuit Court of appeals. She might get some democratic votes. I believe she got at least three. Do you envision any of your democratic colleagues supporting her nomination . I would say i would hope that that would be the case, neil. She it is going to be very hard to argue that she isnt qualified, and in terms of temperament and judicial philosophy, she is exactly the kind of justice you would want to see. Not that that is the criteria upon which you would make a determination whether or not to put her on the supreme court, but i think that the American People are going to find somebody who was a lot like them. Raising a big family, committed to family, faith, and takes very seriously the awesome responsibility that she has not only now to serve on the Appellate Court but hopefully ultimately serve on the supreme court. You would think that that would win over a democrat or two. This is just my guess. I think the leadership and in a lot of ways, the de facto leader, aoc, and the far left, really you wagging the dog right now, and i dont think you want neil they argue this is just desserts for mar it loos like it is going to be nasty. Has that judge been prepared for that . She had tough questions. They all kind of went after her for her catholic faith, and i think she is prepared to answer the hard questions. She will perform extremely well in a very difficult set of circumstances because the democrats are going to come after her hard, but in the end, she is going to prove that she is very able and qualified for this job, and i think she will have a lot of allies, not only incentive but around the country when people get an opportunity to observe her in action. Neil all right, all of this doable by election day . Yeah, we want to make sure that we give fair consideration. There is ample time now. Frankly, one of the reasons that we waited to start hearings until october 12 is so that every democrat who wanted to would have an opportunity to meet with the judge, but if they are going to refuse that opportunity, that is their option, obviously, but the number of days that are allowed for the hearings and demand that reporting of the judge on the floor and the time that it will take, i think it is certainly possible that we could complete action on this towards the end of october review that would be my hope. I know so Many Companies by the way, they dont pay taxes simply because the tax code allows them to write off large investments, including debts, so that they dont pay taxes. It doesnt mean that they dont and other forms. Medicarerelated taxes, but that is a big surprise to a lot of people, when it is far more common than we know, but it is a political issue for the president , nevertheless. How do you think, legally, he responds . First, people should realize, to your point, neil, the constitution does not permit us to tax people based on their wealth. It is on income. It depends on how much money you make yeartoyear, and notice we dont have the returns themselves. Only the New York Times story about them, but they suggest that President Trump is really good at losing a lot of money. One year, he lost 900 million, and under the tax code, you are allowed to Carry Forward those losses to claim it against your liabilities, and it may yield zero taxes for that year. There are a lot of taxes that companies and employers pay that dont come up in income tax. How much you make as the owner of the company when you pay fica, medicare, Social Security taxes. There is a lot that you may end up paying that dont show up in your income tax. Politically, i wish he had released his tax returns a long time ago so that the political impact of this is not up to somebody who leaks them illegally right before the first debate with joe biden. Neil im just curious, though, for companies and individuals that have done the same thing, and we dont know all the details here, but do you know that he racked up a lot of losses, accumulated a lot of debts if we are going to believe the New York Times, hes facing hundreds of millions of dollars in debt. And if he is not reelected, hes going to be facing that very, very quickly. There are distinctions made, whether you have to pay that if you are present, versus a private citizen, but if he was facing hundreds of millions of debt, and his name is behind that, can staying in an office stave off day of reckoning . What he is trying to do is hes tried to separate his businesses and put them in a separate and under with his children. He is not supposed to be making those kinds of business decisions. He can ask, i suppose, for some kind of forbearance in the collection of the loans, but what might have to happen is his organization and family might have to start selling off properties in order to pay off their loans or perhaps to refinance the loans. Everybody else is refinancing their mortgages right now. Maybe the Trump Organization and ask for refinancing of those loans after he leaves office. Neil all right. We will watch it closely. How do you get ready for a big night like this . We are told that each campaign is utilizing those folks that are going to be stand ins and sort of throwing back the questions and the responses that you will get from your likely opponent. The fellow who played that role in at least ten campaigns dating back to 1976 joins us right now. Bob burnett is his name. He has helped candidates over many, many years from Geraldine Ferraro to bill clinton, lori clinton, barack obama. Full disclosure here. He is my attorney. It is not about politics. Only business. Great to have you with us. Neil, thank you for having me. Neil help me with this. How do you think each candidate is prepping for this . You have ben an that stand in role as the opponent, but how do you think they get ready . The key to this, neil, is to devise a preparation process. So, for instance, when we were preparing geraldine for rrl, you had one kind of process. She wasnt deeply involved in many of the issues. Though clinton in 192, steeped in policy as they come, and also multiple primary debates. Its a different system. Fundamentally, a system for the candidates. You start with that candidate, hone it, edit it. Get the answers down to 60 or 90 seconds. You practice at the table. Then you do fall 90 minute practice debates. The myth that the president s campaign is putting out that he is not practicing, i would be skeptical of that. This is a big event. Neil you know, do they ever take offense when you are in that role, playing the opponent, that im sure you do your own research, that you can get pretty nasty. Do they take offense to that . Do they got hot under the coll collar . Neil again, Geraldine Ferraro, dear, dear friend. Miss her every day. She got quite upset at me when i said that Herbert Walker bush would smack her on certain issues. She would walk over and slugged me, and i had a black and blue right arm. [laughs] neil who are these debates work . Do they move the needle . So many people are set in their ways. Very few undecided. Can they, will they move the needle . They can. I think the Vice President ial debate with then senator bob dole was worth two or three percentage points, the research showed. I think you could look at 1992. Does debates that bill clinton had with ross perot and george Herbert Walker bush were probably a big factor in his ultimate dream. Three audiences for these debates. There is the audience in the hall. This time, no audience in the hall. Second, people watching the debate. Watching it at home, looking out the 90 minutes or some part thereof. The people who just dont have time to watch because they are working or busy or dealing with child care, and they want to stay the afterthefact coverage. In some ways, it is the third audience that is as important. I think the actual debates could get 100 million people, but i think the aftereffect will be in multiples of that. That makes the role of the press and the pond and so critically important because what they pick up will be with those people see and what impression is created, so the debates can make a difference, but they also dont always make a difference. I think by anybodys fair account, Hillary Clinton won all three in 2016. Not that call in polls with the scientific goals, but she still didnt win the electoral college, so it didnt move the needle enough to give those folks what they wanted. Neil the president disagrees with a summation of some of those debates, and one of the things that came up was that he was slightly more likable than Hillary Clinton. People can argue that, but the possibility that these are judged on intangibles like likability, Ronald Reagan was jimmy carter. It seemed like an affable alternative to a president who was very unpopular. John kennedy against richard nixon. Rather than this young, inexperienced guy going up against the Vice President , seems like a pretty smooth alternative to that at the time, so, how much of that goes into this whole process . The likability factor. Likability is important. This is somebody youre going to see it for four years in your living room. Constantly. Everywhere. But this time, neil, i think its a little different than many times in the past and the debates i worked on. What do i mean . People know these two candidates quite well. Donald trump, they knew as a reality show last, and now they know him for years as president.
