I am confident President Trump will lead us to a solution where we have money for kids, jobs, and health care. He said weeks ago he would write the bill and as office as an effort to get them mark meadows, along with the secretary of the treasury, Steven Mnuchin, both came to the capital twice over the weekend to take part in drafting the bill. That was a signal that the president was on board even as many republicans remained a reviewed a slate of republicans are expected to oppose the plan regardless, and that is why it needs to have democratic votes. We still dont have a proposal from the republicans. They are divided. Donald trump provides no leadership. Lindsey graham said that they are half the people in the Republican Caucus who will vote for no stimulus, so we dont even have a plan to negotiate. Another one thing that we do know is that they want to drop that weekly extra Unemployment Benefits from 600 to 200. We have not seen a piece of paper just yet, and House Speaker Nancy Pelosis so she would like to convene a meeting in her office of all of the Republican Leaders in the senate, democratic leaders, to talk about getting this done. The Unemployment Benefits expire at the end of the week, but Mitch Mcconnell indicates that these negotiations could drift deeper into august. Charles. Charles chad, thank you very much. Dakota republican senator is a member of the budget committee. As you heard, the g. O. P. Expected to reduce that 600 bucks down to 200. Do you think House Democrats are going to go for that . Well, i dont think that they will appear they clearly want that 600 bonus on top of the Unemployment Insurance benefits that they already receive. Two republicans, that is a nonstarter, you could say, which is why i think 200 is a good starter. I dont know where we end up, but we can allow the private sector to create more jobs. We have to stop incentivizing people not to work and start incentivizing businesses to hire. We simply cant do another 600 on top. I did some math on Steven Mnuchin saying 70 of what they were receiving. Ive got to tell you, with the extra 200, it might be tough. The maximum of unemployment is 275. Louisiana, 247. Michigan, 235. The numbers are going to be very low. 200 more. We want to dis incentivize people sitting at home and not working, making more money not to work, but do you think ultimately, this might be closer to 300, but how Many Democrats will you have to lose . It sounds like you are going to lose a lot of republicans. Yes, certainly between 20600. So is 40500. The higher you go with that number, the more republicans you lose, and perhaps the more democrats you get. I would just say to my republican colleagues, lets not let there be half of us to vote against no matter what field thats come up with a conservative solution, or at least more conservative. 20 of our members under the bus and forced him to vote for a three and a half trillion dollar package, but that is why the negotiations will begin in earnest right away. People are concerned about the debt and deficit as they are about Unemployment Insurance, and so it takes a little bit more of a process. We were not in a hurry to come up with the plan because we wanted to see ho how the cares s played out first. See how the paycheck protection works, see how the Unemployment Insurance reduction works. Incentivize the right things, and now the lessons that we have learned, we can fine tune some of these programs. Not come up with a 3 trillion package, but something more modest, like 1 trillion. I think that is the better approach. Charles with july 31st looming large, is there a chance that there is not a big package hammered out in that time frame, that they will be an extension of things like unemployment, and a moratorium on evictions. Could those things be pushed through to buy more time . Sure, but i will tell you why we dont like to talk about them too close to the deadline. I know it seems like it is really close, but you dont want to remove the incentive to get it done. Nothing moves them like deadlines. Where whatever the case maybe. And so, i like to feel the pressure and apply the pressure that comes with a deadline. But what youre talking about certainly could happen. Certain things that are critically important, like recognizing some people cant get a job in this environment. At the same time, they need to feed their families and pay their rent. They need incentives to hire people. One of the incentives is to have a workforce available and willing to go to work. Charles senator cramer, thank you very much. It was a bipartisan bill that was desperately needed, but we anticipated by now that our economy would be back on track, and thats not the case. We need to what is the right number . Well, we dont want to have higher benefits than what someone can make working, but that 600 was so desperately needed by so many families. Lets make sure that we do what is right for those in our economy. Charles i believe both parties want to do that, and i could be a great starting point. In fact, to your point, the sincerity and the unified efforts to get this program off the ground in the first place is what got us this far. Having said that, we have this two and a half trillion dollar gult. What is different than what the republicans are offering . That is what i think bipartisan negotiations do. We certainly believe that state and local governments need help. Their revenues have been decimated by covid19. They have to provide for the people of their community. You know our schools need help. Our colleges need help. We are still not out of the woods on the pandemic itself. Testing not only of the volume but to get results back quickly, which is critically important to know where the virus is and two do contact tracing. We need more money to help businesses. When we did the ppp, without the economy would be back on track. Its not. And im glad that there is bipartisan support for that. So there are additional areas that need to be addressed. We have yet to see its senator mcconnells bill in his office. You need to sit down, bipartisan negotiations. Lets get a deal. Lets get this done. Lets put the American People first. Charles all right. We know is there a way to put in safeguards so that it is used for essential workers to reopen the schools . Cannot they pay out pension plans, that are state specific and have nothing to do with this particular crisis. We do want to make sure that the money gets out. I have more confidence in state and local government making the right decisions, but we could put in guard rails to make sure that they are used for these challenges and not just for things that have not been done charles you are on the Small Business and entrepreneurship committee. Maryland has got 80,000 ppp loans. There is talk in republican circles of finding a way to have automatic forgiveness for loans of 150,000 and less. Would you be on board with that . I dont think that is quite right for those who are playing according to the rules. So many Small Businesses have complied with those rules, so i am not going to say that, but i do think we need to be mindful of some of the Small Businesses to provide additional help, and i think as i said before, there is bipartisan support for a second round. Those businesses that have suffered significant revenue losses, so i think we can help the Small Businesses, the second rounds for those that have had significant revenue losses. Theres a lot of debates just like back in the day about how to go about it to capture not only the attention of everyone, but to foster change. Well, you know, it is a very simple thing to do. John talked about trip across the stretch in march 1965. Only 2 of africanamericans in alabama were registered to vote. And they were not registered to vote because of all kinds of devices that had been put up to keep them from voting. You remember some of the stori stories. You cant get the right to vote unless you tell me. You cant get the right to vote unless you tell me. Thats what he was fighting against. Now, we are using voter i. D. You cant vote on laws you tell people and you cant vote unless you give your Social Security number. Come on. That is what we are fighting against. The fight is still here. That is what he fought so hard to get back in 1965. We are trying to correct that. And so what we need now is for everybody to join in so that we will not go back to those days. I have been across that bridge many times, and my grandmother had a harrowing story when she want to go vote. Just a handful going there, because of the threat of physical violence. They were all fearful for their lives. The door open, and Martin Luther king jr. Came in. I understand it very well. One of the things that bothers me, we must continue to go forward as one people, as brothers and sisters. This country is so divided right now. We are so far away from this message. How do we get back to this . My daddy would tell me all the time sun, where there is no will, there is no way. We have to have the will to do it. We were just listening to Mitch Mcconnell on the floor of the senate. He will not develop the will to keep poor people on their Unemployment Insurance. Here we are now, getting rid of the Unemployment Insurance where people who dont have work. People who are essential workers, working in grocery stores, working in drugstores. And they have to have medicare for their families. Child care for their children. And we want to give them enough so that they can afford to have child care for their children while they go off to do essential work that we need done. Yeah, theres a way to do it. What we have to do is develop the will to do it, so when you tell me you cannot take care of these poor people, come on. That is what we are fighting against. Thousands of people answer that call, but wetlands still have the biggest numbers gathered around the federal courthouse. Protesters started fires and got hit with tear gas over and over again. One person was shot nearby. Police also found a backpack with molotov cocktails and ammunition for a rifle, just some of the dangers facing Law Enforcement right now. Of the coast in seattle, people were busy all weekend long. This is the scene saturday as they made 47 arrests. They also use body cam video from that riot. There was a lot of damage to businesses. You can see police getting hit with fireworks, and those fireworks caused dozens of injuries. 59 officers were hurt. One had to be hospitalized. One man is dead in austin, texas. Another has been arrested after a deadly shooting. A man drove into the crowd, then a protester armed with a rifle approached the car, and he was shot and killed by the driver. Gunshots also rang out in aurora, colorado, when a motorist drove through, and spilled out onto the freeway. It was another deadly weekend on the streets of chicago. There was a protest on saturday, but most of the violence was unrelated shooting. There were 39 different shooting incidents, 51 people were shot, three of them killed. The youngest murder victim in chicago, a 19yearold woman, and a 13yearold girl was wounded. Charles. Charles dan, thank you very much. That weekend violence was not just limited to the pacific northwest. California, virginia, texas all seen clashes between police and protesters. What can authorities do to stop this man . Lets ask mark morgan. I think one of the more frustrating things for me is watching how this has played out in the media. There was an abc had land i got a lot of ridicule over the weekend, trying to pacify suppose it peaceful events becoming violent without just saying this was a riot, and police were targets. Until we are honest about that, i feel like it is going to embolden those folks committing these atrocities. Charles, youre absolutely right. Until we get the local leadership to call it for what it is, we have been saying this for a long time. This is not about peaceful protesters. This is about anarchists and criminals, who, every single night, or hijacking these peaceful protests with the intent to damage property and harm federal enforcement. That is a fact. Until we are united on that, this problem is not going to be solved, charles. You are absolutely right. Charles video of those anarchy as ripping down a chainlink fence surrounding the federal building, it is just horrifying. Once i came down, you had to ask well what happened . The mayor has handcuffed the police. To the point where the police chief have written a letter, saying everyone on the city is on their own. Good luck. Thats absolutely right. They told the chief of police there that they could not use less than lethal. Very commonly used devices to really stop and control this kind of anarchy. A judge came up over the top that so that it is not right and gave them the authority back. Are you what ive seen a lot more Police Officers harmed and a lot more devastating looting and buildings being burned, charles. Let me be clear. So far, 189 federal Law Enforcement officers injur injured. These anarchists with willful intent are bringing weapons to this area every single night, and trying to actually burn the federal courthouse to the ground with Law Enforcement officers inside. Why we are not united on calling this out for what it is is beyond me. Charles i have seen interviews with the mayor of chicago, the mayor of kansas city, and it feels like they have politicize this. They have put politics over the safety of residents. I just couldnt see for the life of me why i would not invite federal Law Enforcement help. We are not talking about stormtroopers. Betraying a Law Enforcement help to assist these cities that have been seized by violence. Can you explain that . I have been doing this for 30 years. This is pure politics above public safety. And the use of stormtrooper. That is absolutely so disgusting that a political leader would use that term to talk about these men and women out there doing their job. What has happened in portland and what happens in chicago and other cities is very different. Portland is very unique. We deployed troops and personnel to support them there. What you are seeing happening chicago is just an increase in overall violence. We want to send federal agents there to reduce that violence. Charles i really hope, and we all pray and hope that our country can seminar this down. Right now, Chuck Schumer is addressing the g. O. P. Relief bill. Provide money to pay their rent or that mortgages of those thrown out of work for no fault of their own with no income. The heroes act provides 100 billion, 75 billion for homeowners to pay the mortgage. It would prevent another housing crisis in america. The republican proposal, assuming they even address housing issues, would only delay a catastrophe a few months. And of the greatest efficiency in the republican proposal may be their plan for Unemployment Insurance. According to reports, the white house wants to extend the enhanced benefits for democrats in the cares act but only provide a percentage of the workers former wage. There are four reasons this is a terrible policy. First, it would hurt the unemployed. If you lost your job through no fault of your own, republicans say take a 30 tax cut. Sorry. If youve lost your job through no fault of your own, republicans want you to take a 30 pay cut. Can you believe that . You lost your job, you cant get to work. The administration has bumbled this crisis, and now they want to take 1600 out of your pocket every single month. Blaming the victim, blaming the victim. Maybe again. Some of those republicans, they dont want to pay taxes to help anybody. They dont want the federal government to help anybody. They cant do this without the federal government and the federal government resources. The private sector cant take care of this on their own. That is one reason. Second, it would exacerbate poverty. A recent study showed the enhanced benefits have prevented 12 million americans from slipping into poverty. It has probably been the greatest Antipoverty Program that we have had in a very, very long time. Why on earth would we slash and burn benefits, keeping American Families out of poverty . Third, it will devastate our economy. One of the few things that has this economy not getting worse is that people have money in their pockets to buy goods. Consumer spending is going up. You know why, my republican friends . In large part because of the generous benefit in the pandemic Unemployment Insurance. The other great economists have said just that. Just that. Consumers consumer purchases are helping the economy from getting worse. Theres money in the pockets of consumers to help them pay the bills and shop in stores more. That will be back in baltimore. Meanwhile, the new york yankees, who were supposed to play at the Philadelphia Phillies tonight, im not going to do so because the phillies just hosted the marlins. All these players have been inside a visiting clubhouse, and although they said that they fumigated, the yankees certainly didnt want to take chances. They would bring their own clubhouse crew, but then they canceled. They will play again tomorrow likely and then just games in new york as they are scheduled to a couple of days from now. This is not a good sign for Major League Baseball. Charles the nba is going to play under the same roof, so to speak. But with these constraints, it is hard not to keep the schedule that is in place let alone get the Joe Biden Campaign to agree to hosting another debate in figuring out logistics for that.
