And i just want to thank Law Enforcement, they did a great job, we are looking at longterm jail sentences by these vandals and these anarchists and agitators and call them whatever you want to. I wanted to show you whats happening down the street here, as you can see most of the area has been cordoned off, the idea to control the crowd, control the access to some sensitive areas including Lafayette Park which you can probably imagine is closed off to pedestrian traffic. C. , and peacefully protest but if youre going to destroy property and hurt people, we are going to do everything we possibly can to hold you accountable. We have had mostly Peaceful Demonstrations in the city as you reported, we had an attempt last night, from some agitators trying to pull a statue down, we understand that people are passionate about what these statues might represent to them but regardless of how you feel about any statue or any piece of property in our city, there are ways to legally and peacefully address those issues and we cant tolerate people destroying property in washington, d. C. Neil you know, this has picked up not just in your city and in the district but across the country where people are targeting statues and some trying to have them legally removed, others in the case of the speaker of the house, former speakers tied to the confederacy removed but its a different matter when they try to force the issue, isnt it . I dont think anybody, any civilminded person likes to see the type of violence where somebodys going to actually pull down a piece of property anywhere in the United States so i think we have a responsibility to tell people that, if youre going to be involved in that behavior, we have no other choice. When i joined this profession over 30 years ago, i raised my right hand to god and said i would enforce the laws of the United States of the district of columbia and thats what the police are going to do, this is a Civil Society and that is not civil behavior, to tie ropes around any people piece of property and pull it down, if you want the property to be removed, do it in a legal and peaceful way, thats all we are asking, folks. Neil it occurs at a time when im sure youre very familiar with whats going on in seattle, what happened over the weekend and more violence this morning where they literally prevented the police from getting in to help folks, one who was shot and later died. Im just wondering, how you think this is all going, these are isolated cases, i grant you, but it does seem to be escalating in key city states, what you make of the wave of these, whether theyre calming down . The way i see it, the experience weve had in our cities with protesters, we have thousands of people that come here and want to peacefully protest and most of the protesters i come here, when they see the type of behavior trying to take over, somebody cursing out police officers, somebody trying to pull down a statue, the large majority of the people involved in the demonstrations have no tolerance for it and dont want to be involved in that. There is small group of people that are intent on destroying property to draw attention to themselves in whatever message we have and those of the people we are trying to get out of the equation. Well, neil, i think when we see something as concerning as a current rise in cases, we want to blame it on something, we want to suggest that maybe this is not a real threat. The reality is the expansion of Testing Capacity has been in both the north and southern parts of the country and we seen a massive decline of positivity rates in the north end a massive increase in the positivity rates in the sun belt, rates as high as 8 . They cumulative impacts of the gatherings and protest and the nighttime atmosphere and violence has led to increasingly difficult circumstances for our businesses and residents. So that was the mayor yesterday and there were four coshootings in the last four nights, the most recent one was 5 00 this morning, a 30yearold man was shot and he was taken to the hospital, a 19yearold was killed and we had some videotape that shows just how they were trying to get into the area over the weekend to get to the victims but were not able to do so, so the police chief address the situation and said it cannot continue, that the police have an area that they cant get into to help people. I cannot stand by another second and watch another black man or anyone, really, dionysus treats well people aggressively thwart the efforts of police and other First Responders from rescuing them. So seattle is trying to negotiate their way back into having the police occupy that precinct, the precinct they left 15 days ago. We know some people have left voluntarily, that is the plan from the city perspective but if they cant get compliance they will have to take this over with some force in the coming days, the police chief doesnt want that to happen. She also doesnt want to have all the tools taken away from her like the flash bang grenades and pepper spray and tear gas but thats what happened by the city council so lets see if they do get back in there, if they can actually keep it without this being a flash point again. A lot of issues have activated a lot of traditionally liberal voters who are going to be more likely to come out and support joe biden no matter what he do does. He has doubled in the last few weeks, hes now had 12 points, whereas just a month ago he was only had six points. In the last month hes increased about four points. We are seeing some big moves in the polls, but its not really because of anything biden himself has done, hes been largely quiet and we havent heard from them. I think we had to take this all in context and look at whats happening in the world and say, this is looking good but were really going to have to see whats going to happen when biden and trump are on the debate stage, where hes out there giving speeches and we are really hearing from him because right now, the political moves happening in the country and i think there is a big undercurrent right now that is favoring biden but its not because of anything hes done. But when i talk to other folks, republicans, they would say this law and order thing, that will register it as a lot of people have gotten extremely uncomfortable with not only whats been going on in seattle, all the statues being torn down, the overplay, the overkill of that has given pause, where is the order in our society . Whats happened since that with that was very divided over issues on Law Enforcement, issues on what we should be doing with some of our Historical Monuments and there is a huge divide growing. It turns out there is a statute which prescribes just as the president demanded, ten years in jail for defacing a monument in honor of veterans so if the monument to former president and former general Andrew Jackson was to him as president it doesnt qualify for the ten years and jail. If it was to him as general and thus a veteran, it does qualify. Its a 2003era statutes or right after 9 11 and it applies to monuments to veterans only. The outcome of the president cant dictate a jail sentence but he can certainly tell the doj what sentence to ask for if someone is convicted of a crime, as long as they asked4 number is within the statutory prescription and this one says ten years.
