Concern is over the potential timing of this second wave. Although the Coronavirus Vaccine is probably still going to be a year away, director Robert Redfield is urging americans to get flu shots once they become available. Shots against seasonal flu. Heres why. Dr. Robert redfield tells the Washington Post a second wave o of covid19 may appear as flu season is wrapping up. You would have hospitals dealing with two outbreaks of major respiratory illnesses at the same time. So if people get fascinated against flu and fewer people get sick from flu, that will presumably preserve precious hospital resources for the coronavirus response. Also federal Health Officials say testing and monitoring by then will be improved. We are also hoping by that time that we have additional Treatment Options for people with covid19 so that there will be additional treatment available in the fall. As virginia lawmakers met under a canopy outside the State Capitol this afternoon, demonstrators and cars protested the governors shutdown of nonessential businesses to control the spread of covid19. It is going to run its course regardless of whether we stay open or shut. Here in georgia, neil, they have the opposite situation. In georgia, you have governor bryant camp trying to reopen some nonessential business on friday including tattoo parlors, hair salons, barber shops, bowling alleys. At some of the mayors of major cities in georgia including atlanta and savannah are pushing back. While they dont have the authority to override the governors executive order, they are simply calling on their residence to stay home voluntarily. Neil. Neil jonathan, im curious, just to be clear on the cdc director and what he said or didnt say. Robert redfield, i made these comments watching the postinterview about a second wave. The White House Press secretary says he took it out of context. Donald trump said that it was fake news. Again, assuming that that was taken out of context. From the director himself, there has been no clarification. So what are we to make of that . Yeah, and i dont think in a clarification is needed. I think federal Health Officials are all in agreement that covid19 may very likely be a seasonal illness, and so it would be a nobrainer that if it reappears in the fall, or in the winter, coinciding with flu season, thats going to be a huge burden on the hospital. And so, it would be sound Public Health practice to advise people want seasonal flu shots for next season become available to go out there and get those shots. Now i think some people may have interpreted his comments in a different way as possibly contradicting the administration. That is not the way i read it. To me, it seems like good sound Public Health advice, neil. Neil in other words, to look for the potential of something that could happen. You might be right. Jonathan, thank you very, very much. Redfield warned him a second wave of coronavirus this winter. And that it potentially the keyword theory being financially be more difficult than the ones that we just went through. Many, many agree that if there is a different strain or emergence of another wave, that that is always the possible case, the potential case. So we might just sort of parceling at words here and nuances, but it did have a lot of people talking as to whether we might be easing up on things just as there is the distinct possibility of the potential for something coming down the road. I want to discuss this in more detail with the university of Wisconsin Health medical director of infection control. Doctor, thanks for taking the time. It seems to me the cdc director i parse these comments in the watch and post each which way to friday. I dont think he was saying anything that wasnt out there in the Public Domain that theres a possibility. Something emerges in the fall and i went to you. Do you agree with that possible premise . I do agree with that premise. Most seasonal respiratory viruses will have a seasonal predilection. I dont think its outside the realm of possibility to see a second wave coming. Neil and we do see second waves, doctor, it is in frequent, but in situations like this, do you change your thinking about how you unwind out of this one was to mark unwind out of social distancing privations. Other orders that are in place in most states in this countr country i think what you have to do is realizing that it is going to be a marathon and not a sprint. I think that you have to start thinking about very carefully and slowly easing up on the social distancing measures. Realizing that it is a little bit like letting that genie out of the bottle. You want to be able to be in a place where you can push it back and if you have to. And two willynilly open up everything at the same time is likely to be fraught with problems. Neil you know, doctor, among the things they want to look for is the decline in hospitalizations and continued improvement, not only in the report of new cases, but even in the more lagging indicator, report out deaths. As well as more testing. That is a lot of things to check off before going through this unwinding. What would you like to see . I think you have to make sure that there is a very robust Public Health infrastructure in place. You know, with all of the effort that weve gone through to try and stop the transmission of this virus, it would be a shame to unwind to the point where we cant keep it in check anymore. So having the hospital infrastructure, the Public Health. Traits and attesting to be able to accomplish all that is really critical. Neil so with his Antibody Tests that could be far more sweeping and get an idea of maybe an alarming increase in cases or potential cases. What would that tell you . I think what an Antibody Test will tell us is what proportion of the population has been infected. I dont think we are at the point right now where we can say there is a certain protective level of antibody and with that level is. Suggesting that people may not get reinfected. I dont think we have those answers yet. Neil doctor, thank you very, very much. Weve covered it with a lot of questions on this breaking news. We appreciate your patience as well. All right, right now, i want to take you to the corner of wall and broad. You might notice a big run up. A lot of it has to do with the fact that oil prices were jumping again. I know we live in an upside down world, but the fact of the matter is, we had seen stocks careen on the fact that oil was going to negative prices here. We adjusted that. They did come back a little bit here. The fact of the matter is, we are still at and in and out of record lows for a barrel of oil. They may cost a little more than 13 a barrel. Thats a double whammy for the state of oklahoma, big Energy Producer itself, also dealing with the coronavirus. That states republican governor with us right now. Evan, youve got a lot to handle these days. Governor, and wandering on the oil front first and the front, the administration is open to helping the oil industry. If you know help might be . You are right. It has been a double whammy for our state. 1 of 5 jobs are related directly or indirectly to the gas and oil industry. With covid and demand the demand from covid being 20 t 20 to 30000000 barrels a day, it has been a double whammy with the prices and in the surplus from the saudis and russia with their oversupply of oil, it has been the perfect storm for our state right now. We are looking at the cares act and some of those federal stimulus packages to help all of our industries in oklahoma. Neil to the coronavirus, governor at the latest count i have you at, close to 2900 cases in your state, 170 deaths. But at the trend has been stabilizing. Are you comfortable with the trend urc, comfortable with eventually getting your state kind of there is no such thing as back to let things wear, but closer to that . You know, we are. At a press conference where i did my update to the states. We rolled out a 3phase reopening plan, a very measured reopening plan. They because the intent of my 15 executive orders was to flatten the curve, and to build capacity in our hospitals. You are seeing that. We peaked on march 30th with 560 people in hospitals across our state. And that as a trend has gone down. And today we have 298 people across the state in the hospitals with covid related symptoms. We feel good right now. We will be data driven. We will do a measured phas phase 1, 2, and 3 starting this friday and again may 1st with some other things. And we will move to phase 2 as long as the data and trends continue to be flattened. Are you at all dissuaded by, you know, the cdc director warning about and i must stress the potential of a second wave that could come in the fall or the winter . A lot of doctors tell me that is not such an earth shattering statement, it is just one of those possibilities that happened with a situation like this. But it did raise possibilities that just as we are getting out of this virus and all the issues attached to it, we might have another potentially more dangerous one down the road. Does that affect how you calibrate your decisions . Sure, it goes into the decisionmaking. I told oklahomans today that you know, coronavirus is in the United States. It is in oklahoma. Just because we are going to do a measured reopening of our economy, it doesnt mean that we can stop social distancing, that we dont have to continue with some of these practices. Sanitation, washing the hands, continuing the social distancing practices, because we know it is here. We know more people will get cases. Thats why we have to watch the data. Right now, the data in oklahoma is flattening, and that is exactly what we wanted to do and wanted to accomplish. We have 15 times the hospital beds that we need. So we feel good. We are obviously going to continue to watch it and we will reserve the freedom to back up on some of these loosening if we see that trend is moving the other direction. Neil governor, thank you very, very much. Good seeing you, sir. You, too. Neil in the meantime, what is it with these plants closing . If you add them up in texas and pennsylvania and iowa and south dakota, they are investigating or shutting down plants entirely. The latest in iowa. Forget about the plans that are closing. What about the meat you might even have trouble even buying after this was t . We live in uncertain times. However, there is one thing you can be certain of. The men and women of the United States postal service. Were here to deliver cards and packages from loved ones and also deliver the peace of mind of knowing that essentials like prescriptions are on their way. Every day, all across america, we deliver for you. And we always will. It means being there for each other. Thats why state farm is announcing the Good NeighborRelief Program we know our customers are driving less, which means fewer accidents. So state farm is returning 2 billion dollars to auto policyholders for the period ending may 31st. And well continue making real time decisions to best serve you our customers. Because now, more than ever, being a Good Neighbor means everything. Like a Good Neighbor, state farm is there. Concern over the food supply chain. If we dont have enough Food Processor workers to manage these plants, than that backs up our food supply. This is a very synchronized, integrated, sophisticated supply chain typically when it comes to support. Thats why its important for these hogs to leave the farm to be process to get to our Grocery Stores and a very synchronized fashion. Neil all right, that was less than 48 hours ago when i was talking to the agriculture secretary. He was hoping it would be limited to what happened in south dakota where the Processing Plant shutdown because workers were exposed to the coronavirus. Just since that time, we heard of i am a closings largest port producing plant. Weve seen similar investigations and or closures in texas and in pennsylvania and on and on we go. Tysons closing plans to address this issue and for the better part to make sure there are no risk involved. But what would be the risk, and what are we really talking about here . What will it mean to you . Far from these locales, would you see it pop up in your grocery freezer . What if there is no meat or pork to be had . Could there be a supply shortage . Supply chain is in compromise. Stew leonard jr. Ron stu leonards in the greater area of connecticut, more neighborly. And they usually have all of this stuff in ample supply, but, stu, ive got to what if it could be more difficult for you to get things like pork. That is a great i just spoke with our buyers. You can see there is an executive order to wear these. Yesterday, you are right. I would say its flowing in, and one of our main jobs is just talking to our meat buyers today. He is seeing some hiccups in the supply chain. Fortunately, we buy from smaller family owned supply, suppliers, and get it direct. So we havent seen any hiccups yet. We have seven trailer loads of beef scheduled to arrive. Im hoping they will be here for our customers. Neil and we should stress i dont want to alarm people. We have to check with the food and Drug Administration that this virus cannot pass through the food supply even though there were a number of restricted workers in south dakota and in iowa. Fears about that might be overblown, but thats the case for now. Im just wondering, do people not even care, that if there is a concern about it, even if you do have it, they dont want it . Neil, people care about their food. Now with all the restaurants close, people are eating at home more. Another thing that is growing like crazy is instant cart shoppers. 25 of everybody you see in the store right now is shopping for Home Delivery right now. That is a big thing. I would say as far as the food supply goes, right now, i feel comfortable that we can deliver food. I dont want to panic people. You are hearing about these plant closings right now. There was a lot of food out on the market right now. The restaurants are closed. That is shifted over to those supermarkets. So i dont think people should be alarmed. I dont want to see another panic happen like two or three weeks ago. Neil i remember. You address that quickly to care of your shoppers so that they had their time to shop to avoid the hoarding that was going on. What are some of your biggest sellers . What do you have trouble keeping on the shelves because people gravitate to them . Since we are in fresh food type of business, i would love to see it as a fresh product. But you know what it is, is toilet paper. The number one seller by far. Customers ask me for toilet paper and paper towels. They are stocking up on that, the third is hand sanitizer. People are really looking for that. We have another trailer of that coming in tomorrow. Its very hard to get right now. The other thing people are asking us for our gloves. They dont really help you that much, but what it does is, it just makes it so i dont touch my face. And another thing we are going to start selling his masks too. I think this is something that is just common now to have masks. All of our shoppers have it. Those are some of the hot sellers right now. Along with pizza. Potatoes are sailing, cream, butter, all of your basics for baking. People are staying home and eating right now. You can definitely see that. Prepared meals are hot right now. Neil got it. The pizza thing, i can absolutely see. Stu, thank you very, very much. My best to all of your customers. Stu leonard on all that. You probably heard that they settle their differences on this relief for small business. They pack a lot of other stuff in that as well. His concerns Going Forward about packing still more spending in after this. Neil all right, another half a trillion dollars that the house will likely pass tomorrow. It calls for still more funding with a Paycheck Protection Program. Republicans got a lot more than they originally were hoping for, about 320 billion worth and other measures to back up loans and grants and that sort of thing. Money in there for Hospital Health care workers as well. Hence we get to that nearly half trillion dollar price tag. Money well spent according to my next guests. He joins me right now. Congressman, always good to have you. First of all, is it a given that the house passes this . You dont expect any bumps . You can always be surprised. How does this stand . This will pass tomorrow overwhelmingly. The Paycheck Protection Program will be incredibly successful. It has been a lifeline to millions of workers out there. Secretary mnuchin estimates workers are on the job that wouldve been unemployed if not for this program. Thats why President Trump pushed Congress Weeks ago to put more money in it. We were pushing for that as well and i know Speaker Nancy Pelosi played some games with it. Frankly, she got shamed into, you cant play games with this program and the millions of people that it employs, it will pass overwhelmingly tomorrow. Neil Mitch Mcconnell more or less signaled out today, congressman, that we are all going to take a deep breath and chill for a while. Im paraphrasing it. No new big spending initiatives until we see how this goes. Do you agree with that . Yeah, neil, there are now trillions of dollars that are out there in addition to what the fed has been doing to put trillions of dollars into liquidity from our Financial Institutions so you dont see massive bankruptcies. At some point, youve got to let this work. Youve got to let and encourage people to start thinking about getting back to work in a safer way. Not a tradeoff, neil, between safe and economic health. You can be safer as you look at how people are doing it whether it is Grocery Stores. They will be thinking about it in restaurants and other retail establishments. People want to be back at work. They want to be safe about it. At the same time, you cant just think that you can shut the economy down for another month or two. You saw what happened in the energy industry. You have Major Industries on the verge of collapse if we keep doing this, because supply chains are breaking down. They werent built to have an economy shut down for months on end. Youre saying medicine advance. When you get smarter about social distancing and watching her hands and things like that. People have to start getting back to work in getting the economy going again. Neil still, there are others looking at going to the Washington Well and see what they can get. Mitch mcconnell has raised concerns that bailouts and all that stuff, just hold the phone. He even said that when it came to states looking for watching them for the equivalent of that, that profit is very angry response from new jersey governor bill murphy. I want you to listen to this. Senator Mitch Mcconnell of kentucky said earlier today that, in fact, it wouldnt be necessarily a bad idea for states to go bankrupt. We wont go bankrupt, senator, but we will leave our citizens in the lurch at their most profound hour of need. We will leave people on the beach alone, helpless. If that is what will happen in new jersey. And i might add, senator, without having spoken to your governor, that will happen in kentucky. You have my word. So watch your words, sir. Neil whatd you think of that, congressman . First of all, no one is leaving anybody in the beach. Thats why tomorrow you will see Congress Come back again historically to pass a fourth major relief package in less than two months. 4. We are talking again, trillions of dollars of money that had been spent to rescue our families, our small businesses, our hospitals and affect our states and get money as well. I know the governor of new jersey is going to see billions of dollars, to his coffers because of the package that we passed a few weeks ago. However, neil. States like new jersey were in dire financial straits prior to covid19. This isnt some new experience for some of these large states, and it is really high tax states that we are seeing their economic base erode. New jersey businesses where fleeing the state, and a lot of citizens were fleeing the states well before covid19. To try to think that you can mask problems you had before and blame it on covid19 i think you are going to get up federal bailout, i think that is where senator Mitch Mcconnell is talking about. We are trying to help states that are really because of this crisis. Dont try to roll in your previous crashes that you created because of high taxes and really bad policies that were literally running businesses and families out of your state. You could just look at the numbers. They dont live. Of those states had problems prior to this. We are helping families and businesses get through this in every state. And a state like new jersey is probably benefiting more than most right now. Neil all right, congressman, thank you very, very much. To be fair on this, we always have invited governor murphy to come on this show. Crickets. We will have more on this. Im Jo Ann Jenkins with aarp. Wayfair. Way more than furniture. Neil you know, i love saying that, because our Health Workers and everyone else who puts everything on the line so selflessly, it is a reminder that theres a lot of good that comes out of this. I hope when people get scared, they put that in perspective. A lot of good is coming out of this. In just a second, we are wanting to update you on the cdc concerns or if youve heard. There could be another wave of this into late fall, early winter. The cdc director saying theres potential for that and you might want to guard without or get at least prepared for that. Sometimes a very common sense thing to do is to get the flu shot later on so that you are at least ready for that and dealing with the common flu itself. Dr. Nicole saphier joins us. Her book is out and its all the buzz. A lot of practical advice of, things you have to do. She reminds me of stupid things like eat healthy, exercise. Anyway, dr. Safire, its always good to have you. Would you make of these directives now that we are getting just the better part of valor to be safe, get a flu shot, be prepared for the possibility that we could be looking at either a recurrence or new wave of this virus . A kid scary to a lot of folks. Should we be scared . Of course, when you hear the cdc director saying that we could be seeing this again next season and i could be worse than it is right now, people are panicking. We have millions of people out of work right now. Have tens of thousands of deaths with covid19. It is scary, because we have to break it down. During a normal flu season from august to the following may, you can have 400 to 700000 people go into the hospital because of the flu. That is about the estimate that we saw this year alone. Right now and just the last 2. 5 months, weve had over 1,000 people hospitalized with covid19. That is why we had to have makeshift beds in central park and ships, because we had a lot of people already in the hospital already from the flu. We didnt have enough room for those covid19 patients. How to mention the flu, but all of the chronic illnesses that america suffers from and we have seen. Just this week posted an article that over 95 of people who either died or had covid19 the severity of the illness had preexisting illnesses which renders us vulnerable. So when we are talking about next season, you know, sometimes these viral infections can die out and we dont really see a resurgence in them. This is a very contagious virus. At the chance of it dying out just after this one route is probably low. And it is likely going to be here next season. Instead of just cold and flu season, its probably going to be cold, flu, and corona season. If there are some things we can do to make us more prepared for it so that we arent shut down the way that we are right now. You already alluded to some of them. One of the biggest things we can do is actually getting the flu shot. As than 40 of adults actually get the flu shot. But if you do get the flu shot, not only are you protecting yourself and those around you from the flu, but now you are keeping hospital beds open for those that may need it because of covid19. That is why they keep saying that you should get the flu shot. And if you are elderly or have chronic lung disease, you should also get the pneumonia vaccine. But im actually really optimistic, neil. I think everyone has a much greater awareness right now of washing their hands and not touching their face. All of a sudden, people really look at people funny if someone is sneezing or coughing. And that is okay, especially during cold and flu season. I actually think americans are going to come out a lot stronger after a ball of this. Neil i hope so, i think youre right. I do wonder on the flu shot. It might be a dumb question. If i had one earlier this year, doctor, and now the cdc making a recommendation to get a flu sh flu shot, you know, at the end of this year, is that one too many . What are you saying . The recommendation is that you get a flu shot at once a year, once a season. Usually we say, trying get that flu shot toward the end of summer or early into the fall, because flu season does actually start in august. The best time to get it is around that time. It is supposed to last the whole season. We have to remember, we saw 400 to 700000 hospitalizations from the flu, but we did actually see a decrease in flu hospitalizations since everyone has been hunkering down at home. The possibility is, we could have had a lot more hospitalizations from the flu had we just allowed people out right now. Here is a big concern for me, neil. We tend to see a flu spike in december. That is when most people are at home. That is when there is a lot of gathering for the holidays, families getting together, a lot of travel happening. So we also have covid19 virus circulating during that time, we are going to see a lot of communities. I think that we have to be really smart and how we handle the Holiday Season this year. I want everybody to be have to be doing to each of the league. I think we have to be a lot smarter especially while we still have this novel corona virus circulating and we dont have proven treatments or a vaccine yet. Neil all right, dr. Doctor, thank you very much. Make america healthy again. She makes you think about the stuff that you sometimes may be dont like to think about like eating right and exercising at all about. That is another show in another segment. In the meantime, youve seen these protests going all around the country right now. A lot of people criticize, these protesters have no argument to make. They are getting close for comfort. They might be making a legal case that no less than the attorney general of the United States agrees, it could be worth a lawsuit. Free access to every platform. Yeah, that too. I want to know what im paying upfront. Yes, absolutely. Now offering zero commissions on online trades. Were returning 2 billion dollars to our auto policyholders through may 31st. Because now, more than ever, being a Good Neighbor means everything. Like a Good Neighbor, state farm is there. But one thing hasnt breakfast. And, if that feels like a little bit of comfort, its thanks to. The farmers, the line workers and truckers, the grocery stockers and cashiers, and the food bank workers, because right now breakfast as usual is more essential than ever. To everyone around the world working so hard to bring breakfast to the table, thank you. Neil getting reading for the president Corona Task Force grieving, what we might be learning today. One of the things we are learning is about the president s executive order on immigration. Sometime before the end of the day, at the president expected to sign an executive order which would put an initial a 60day paws on certain types of green cards. The president says there are a couple of reasons why he wants to do this. He wants to prevent new people from coming into the country and taking jobs that he believes should go to people who are in the country already as the nation begins to reopen. And as well, he wants to protect access for americans to the health care system. Heres how the president put it. President trump we want to protect our u. S. Workers, and i think as we move forward, we will become more and more protective of them. This pause on new immigration will also help to conserve vital medical resources for american citizens. A short break from new immigration, depending on the time we are talking about will protect the solvency of our health care system. Democrats not surprisingly critical of the move. Rather than execute a swift and aggressive effort to ramp up testing, donald trump is tweeting incendiary rhetoric about immigrants in the hopes that he can distract everyone from the core truth. He has moved too slowly to contain this virus, and we are all paying the price for it. Just got some information about how this all is going to work. Its going to prevent the entry of new green card holders from abroad. What it basically does is puts diversity lottery green cards, or green cards and chain migration on hold. You will remember, these were all things that president wanted to do for legislation. This does not affect people who will come into the country temporarily or people who are already in the country in the u. S. Citizenship and services program. It does not include migrant farmworkers. They will be needed this summer. Heres what the president said about that. I want to emphasize that President Trump approach this in a very measured way. This affects a green card holders, not temporary workers. Hotels, for instance, landscapers, these types of jobs will not be affected. What President Trump has said, we are at a time where the American Worker must come first. That wasnt President Trump, but she speaks for President Trump. What is coming up at the coronavirus briefing, other than immigration, theres not a whole lot out there. We might hear more about reopenings, the anticipated resurgence in the coronavirus in the fall and more about testing. Stay tuned, thats going to happen sometime usually about 5 30 or a quarter till six. Neil thank you john roberts very, very much. Meanwhile on these lockdowns, can some of them go too far . Certainly a lot of protesters think so. Now, apparently, the attorney general of the United States thinks the protesters might have a case. Its best we stay apart for a bit, but youre not alone. Were automatically refunding our customers a portion of their personal auto premiums. Learn more at libertymutual. Com covid19. [ piano playing ] who takes care of yourself. And its testing the people on the front lines of this fight most of all. So abbott is getting new tests into their hands, delivering the critical results they need. And until this fight is over, we. Will. Never. Quit. Because they never quit. Neil can some of the state lockdown measures go too far. In a dozen cities across the country with a protest, they say, yes. They want to get back to doing what they are going to do. But the attorney general of the United States says that some go too far, and he can picture taking legal action against them if they dont change their ways. Whatever that means, andy mccarthy, the u. S. Attorney, interpreting what he said, its risky for me. Im no lawyer, and you are a great one, is he saying that if governors add on or do things that go beyond what they originally intended to, is he focusing on those . Or what . Neal, what he is saying is that when the government regulates your fundamental rights, which include your right of free association, exercise of religion, your right to work in many ways, they have to narrowly tailor their restrictions so that its the least restrictive way of burdening your fundamental rights. And to the department has already intervened in the case of greenville, mississippi, on behalf of religious believers who were denied the right to communal observance of easter. So its not like this is a threat in the air, this is something they have already done. And i think the most important thing he said, neil, especially for what you have been covering today is that it is not your burden as an american to show that your job is essential. Its their burden, that is the governments burden to show that to your job be operated safely before they can shut it down. And as we move to this phase 1, i think thats going to be very important. Neil a lot of these governors, no less the president of the United States recommended the stayathome provisions. Not as robustly as some of the governors, i grant you, but arguing, it is our job to keep you safe and not put you in harms way or risk your life or others. So when these protesters gather in tight crowds and the rest, are they actually doing a disservice to their very protest . And what is a governors responsibility there . The thing is, neil, they have multiple responsibilities. One interest that the state has is Public Health. The other interest, the main reason the state was created was to protect to the liberties and the fundamental freedoms of americans. And those things clash. I think what the attorney general is saying is that at the first phase of a crisis, and makes every bit of good sense to ratchet up the restriction so that we can get our arms around what we are dealing with. But you continually have an obligation to tailor the restrictions down as you move from phase to phase, and what he is saying is we are now moving from the bend of the curve phase to the reopening the economy phase. You are still going to have your rights, but the government has to tailor their restrictions down. Neil but they are also risking potential lives or spiking cases. I know that that is something that the framers of the country would never have envisioned. I get that, but where do you balance that between life and livelihood . Yeah, what he said. And i think this is right is that it is the nature of executive power that they have a lot of power in order to restrict where it is necessary to restrict on behalf of Public Health, but it is also flexible federal power and flexible executive power between the states and the federal government, and the idea is that there is no magic formula, because the situation is dynamic. And a good executive has to continually react to the changing conditions and the changing goals. If they have tamped down. If they have spent the curve and we are going to try to reopen the economy, they have to regulate without being at the front of their mind. Neil that improvement and curve, and proof of that.
