Telling us that may be the case load about to decline or at least the rate of increase could start to decline. Even in the face of deaths, which are sadly a lagging indicator are rising. We want to get the very latest from david with this very latest on those numbers and what they could portend. Neil, another day, another record for the number of deaths caused by the coronavirus here in new york state. On tuesday, 779 new yorkers lost their life to the virus. Over the past few days, fatalities have been increasing. Governor andrew cuomo said it wasnt bad news, but terrible news. The mortality rate is likely to get worse before it improves, because it reflects the number of people admitted weeks ago who are only now succumbing to the virus. On a positive note, hospital admissions were down thanks to social distancing and shutting down of all nonessential services in a state. He urged new yorkers not to get complacent. We have to remain diligent. We have to remain a discipline going forward. There is no doubt that we are now bending the curve, and theres no doubt that we cant stop doing what we are doing. According to preliminary statistics, the virus has caused a disproportionate number of fatalities. The mayor blames economic inequality and no access to health care. The head of the National Guard says troops moving 150 bodies a day for new york homes, new york city homes. Officials say usually its 25 bodies on a daily bases that must be removed. Millions of gloves, masks, and personal production have been delivered to hospitals in the city. The mayor is asking the federal government to fill an order of hospital gowns. Slowly recovering. 276 members tested positive are now back on the job. More than 1300 firefighters, emts, and paramedics who were tested positive thought to be exposed have also returned to work. And lastly, the show must go on, but not now or anytime soon. Broadway theaters now saying, neil, that they are going to extend the suspension of all performances. Neil thank you very, very much. We also heard from the new jersey governor murphy that he is pushing back new jerseys until july or june. We are getting indications that these are tea leaves we are supposed to read, maybe that april 30th deadline for people to unwind is locked down provisions that are in place for so much of the country might be pushed back a little bit more. There is no way to tell, but Kristin Fisher at the white house now where we might get some details on all of that. One of the main things that we are waiting for and it could very well be announced at this briefing. Our changing to the cdcs guidelines for self isolation. The administration wants to make it easier for people who work in Critical Industries to return to work even after theyve been exposed to somebody who has the coronavirus. Provided that that person has not had any more symptoms. So dr. Birx she was making the rounds earlier today explaining why this expected change to those cdc guidelines is so important. If you dont want many more body bags, then you refrain from politicizing it. My short message is, please quarantine politicizing covid. The unity of your country will be very important to defeat this dangerous virus. Without unity, we assure you, even any country that may have a better system will be in trouble and more crisis. All right. Well, that was not dr. Birx. There was the director of the World Health Organization responding to President Trumps news that hes considering freezing all funding from the United States to the World Health Organization. President trump made that announcement during their briefing yesterday. He said part of the reason hes considering it is because he believes that the World Health Organization is simply too china centric. Hes upset with the fact with the concerns he had with nato, the u. S. Spends the lions share, so much more money than any other country. To give that to the World Health Organization. Expect that to be a big focus at tonights briefing. At the other thing we are looking at tonight is, what is President Trumps plan to restart the economy . Last night, President Trump said hes zeroing in on two options. The first is to open up the economy all at once. Of the other option of course is to open it up more, bit by bit, section by section. Dr. Fauci said this morning that he was at the white house very late last night discussing that entire range of options. Expect a heavy focus on that during their briefing today as well. Neil you know, we were told at a meeting that dr. Fauci was out, that it was namely medical people who were discussing this and not some of the economic advisors. Do we know anything about that and what that might say about what would go into the president s thinking in terms of reopening . Well President Trump says the focus has been on the medical side. As we saw President Trump tweet today, he said theres a flattening of the curve. Dr. Fauci said he said he seen a glimmer of hope provided that we stick to the social distancing and self isolation guidelines. To answer your question, right now they are focused on implementing phase 3 how this coronavirus release plan and talking about phase 4. There are definitely big picture talks behind the scenes happening about what the big overall plan is to reopen the economy. Neil im sure there are. Great reporting. Thank you very much. She will be at the Task Force Briefing at the top of the next hour. When is a good time to consider unwinding some of these lock on provisions . Lets get the read from columbia universitys center for infection. Bloomberg report was meeting with only top medical personnel and on this issue seems to at least telegraph that their opinion will dominate. In other words, whatever they think is in the best medical interest of the country is the way it will go, not necessarily the money or the economy. What do you of that . I agree. I think that although im very encouraged, we cannot look at the case numbers and the death rates day today. We have to look at larger trends. And if we see for example that over a period of 2 to 4 weeks there is a period of improving, i dont think were there yet. Neil let me ask you, doctor. What would you look at . I know some of the more popular things to look at is the decline at least in the rate of increase in both cases and deaths. We hear from the new york governor today that although thats hit a daily record in a state, hospitalizations have been training down or at least the rate of increase in hospitalizations. Which all matter to you . As i say, thats very encouraging. By the death rate typically follows by several days the decline in hospitalizations. So if this trend is real, than for the next 2 weeks, we will see a consistent drop in hospitalizations, and we will begin to see a drop in the death rates as well. Some of us think that we really need to see 4 to 6 weeks before we recommend relaxing these sorts of things. Now, before the break, you had a colleague of mine is a friend who is talking about plasma therapy. This is something that i think is very interesting as well. Columbia is investigating this too. We think that this may be very, very helpful in reducing mortality. And of course, everybody is trying to find drugs that may be useful. The vaccine is the way out. Thats the definitive route out of this conundrum we are in. And that is many months away. Again, we are trying to find ways to accelerate that, so we can bring vaccines into the clinic more rapidly. And i think we are going to do something unprecedented there. Neil all right, hope springs eternal on that. Thank you for all of your hard work on the front lines making sense of this. Its much appreciated. Speed to keep. Neil thank you very much. I want to take your attention to the corner of wall and broad. Whatever they were hearing today, is the optimist that won out or the believe that whether it is hospitalizations that are slowing or death that might be hitting an apex, they like to hear that this potentially the worst of it. Italy could be considering easing up on its own lockdown. Germany is easing up and also increasing the number of diagnoses of those who might have the virus to about one of 100 germans. Right now, we are aiming for a ratio thats closer to 1 of 300 getting that coronavirus test. The numbers are what matter moving in the right direction. Thats why we are up 779 points as well as a very, very small demand for that Business Stimulus that is a very popular feature in the overall stimulus plan or the 2. 2 trillion. So popular that they are thinking adding 250 million to it in a world of hurt. Across the board. The s p 500 who like to keep track of technical develop its move out of bear market territory with its gains today. All the major averages are still down, at least the premier ones and the s p, about 20 from highs. The fact of the matter is, theyve got the losses in half. It was only a few weeks ago where the dow was around 18,000. Of course, we are looking 23,000 and north neck of the woods. We are also watching whats happening in the World Health Organization. Between the head of that organization and the president of the United States concerned that the World Health Organization was doing the bidding of china and hiding some numbers and actually masking the severity of what was going on in china. The president is looking at the money we give the w. H. O. So is lindsey graham. His next. Around the corner. Or could it play out differently . I wanted to help protect myself. My doctor recommended eliquis. Eliquis is proven to treat and help prevent another dvt or pe blood clot. Almost 98 of patients on eliquis didnt experience another. And eliquis has significantly less major bleeding than the standard treatment. Eliquis is fdaapproved and has both. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling numbness or muscle weakness. While taking eliquis, you may bruise more easily. And it may take longer than usual for bleeding to stop. Seek immediate medical care for sudden signs of bleeding like unusual bruising. Eliquis may increase your bleeding risk if you take certain medicines. Tell your doctor about all planed medical or dental procedures. Whats around the corner could be your moment. Ask your doctor about eliquis. When they bundle home and auto with progressive. Wow, thats. And now the progressive commercial halftime show, featuring smash mouth. Hey now, youre an all star get your game on, go play thank you goodnight [ cheers and applause ] now enjoy the second half of the commercial even renters can bundle and save where did that come from . The kitchen. It was halftime. Where did that come from . When you take align, you have the support of a probiotic and the gastroenterologists who developed it. Align naturally helps to soothe your occasional digestive upsets 24 7. So where you go the pro goes. Go with align, the pros in digestive health. Imagine that you come up with a program that gives away free money. They sold out as soon as they got the paperwork in place to issue this. They will sell out out of the next 250 billion. As long as the government gives away money, there is going to be no lack of demand for that. But the government needs to do is allow people to go back to work. Neil did any of them get back to you . Have you talked to him since all of this . Are called the president back. He wasnt able to take my call. I left a message. I said no hard feelings. Lets move on. I want to Work Together. I think you misunderstood what i was trying to do. My colleagues including nancy pelosi understood what i was trying to do. I was trying to bring some accountability to congress. Thats what they hate you for a washington, d. C. , when you commit candor, which is what i did. Neil representative might call it candor, but his actions last time almost stopping or certainly delaying the last stimulus package didnt win him support at the white house. The president said he was grandstanding. Both on both sides of the aisle had last year things to say. This is spinning on top of more spending. In addition to this Small Business loan commitment. Its really a paycheck protection program. Lindsey graham joins me in South Carolina. Good to have you. Hes saying, enough already, cool it. Speak to who . Is that your question . What do i think of him . Neil yes. Thats your question . Neil he doesnt want any more money being spent. He says enough. He never wants to give a dime to israel. We get spent a lot of time talking about him, but i would rather not. Let me tell you why i think this is a good program. Its got a major problem. Back here at home ive heard a lot of criticism and concern about the program. The goal is to keep the employer employee relationship intact. So what do you do, you go to a bank if you can find one. You borrow up to 2. 5 times your payroll, what existed february 15th. You pay your employees 75 of the money. That keeps the company intact, so when the economy opens up, youre good to go. Count me in for that. Heres whats not working. The banks are hard to access in South Carolina. You have to have a preexisting relationship. There is not enough banks. The big problem with this program is the Unemployment Program is competing with a loan program. His wet happens. You pay employees 17 an hour, well, heres your dilemma. You are paying them 17 an hour to stay on your payroll. South carolina unemployment system spending 23 to leave your payroll. So, weve got very generous Unemployment Benefits that exceed peoples wages. Its hard for the Small Business to get their employees on the payroll, because the state of South Carolina is offering them 23 not to be on your payroll. If we dont fix that, we are never going to get this right. Neil when you quote stimulus and generous measures, Governor Cuomo in new york wants to add to the unemployment checks people are getting in new york by another 600 on top of the 600 that they are getting through the federal government. He says the federal government will reimburse him. Do you think of that . Heres what i think. I believe that this is an entrepreneurial nation. People like their work, but they are going to make the decision best for their family. My goal is, if you get laid off and k go to work, no fault of your own and nobody will offer you a job, that we make you hole. If you are making 15 an hour, that 1600 a week, i want you to be made hole. The maximum unemployment benefit per week in South Carolina at 326. Im willing to make up the difference. But we have done is added 600 on top of 326. So now, youre making 23 an hour. At the problem is, if you are walmart and amazon neil, you know this better than 91. The state of South Carolina texas is 28 an hour. Weve made it hard for people to find new workers, because you are paying people more not to work. I am for making people hold, but im not for paying them or not to work than they were making at their job. Neil file i have you, senator, theres big between the World Health Organization and the president. Im wondering whether as he has talked about maybe taking funding away from them, because they were hiding figures on china. That is the allegation. The severity of the growth of the virus in china. What are your thoughts on this . Welcome at the Congress Appropriates money. We have money we need an effective w. H. O. Im not going to fund a w. H. O. Any longer as long as the current director is in place. He must resign. Im going to be dr. No when it comes to finding the w. H. O. It is the account that im in charge of. I signed a letter today was 60 members of congress, republican or democrats complaining about the w. H. O. They said on january the 10th, its okay to travel to china when they should have known better. On january the 14th, they said there was no evidence of human transmission of the virus within china. They should have known better. In 2015, they completely botched the ebola virus problem in west africa. The current regime is not a good investment. No more money for the w. H. O. Until they get new leadership and reform the way they do business. Neil all right, senator. We will see what they say and do, because they are fighting fire with fire. Well have an update on that a little bit later. Senator lindsey graham, thank you very, very much. The Small Business relief effort has been added onto the 360 billion effort. The reader on that as well from the labor secretary of the United States. You are watching your world. Neil all right, in oregon, the school year has already ended. The governor saying that they are stopping it now. If they wont be any return into classes. If they complete what is done online has been the case around the country. There are three states that have committed to going ahead and stopping classes effective immediately. Not stopping classes, but the school year itself as far as going back to the physical school. In the meantime, we all want to know who was exposed to the coronavirus and maybe they will survive. Other surveillance keep track of them. Be careful what they wish for. Our own judge not quite as enthusiastic. Your point was, judge, you can understand the concern. You are worried the slippery slope. I am. Right after 9 11 when presiden president bush asked for temporary authority for five years to engage in mass warrantless surveillance of everybody in the United States. The stated purpose was to find terrorists or potential terrorist among us. It was called the patriot act. Well, its still here after 18 years even though it was supposed to only be around for five. When you give this kind of power to the government, now we are talking about surveillance of people based on their medical needs. Its ripe for abuse and so intrusive, its hard to believe that the courts would permit this without a warrant. A word requires suspicion, probable cause about the person you are surveilling. What i understand Jared Kushner and his team want is for the federal government to be aware of when people go to hospitals and Health Care Facilities and for what purpose so that the federal government can push resources and assets to those facilities. This is the same federal government that cant stop robocalls. We want them to do that . We are not talking about the president s leadership now. We are talking about when this virus is over with as a permanent means without federal micromanagement of health care. I dont think its constitutional. I dont think it will work. I dont think it will get through congress. Neil when you want to know your constitutional argument notwithstanding their coronavirus cases, individuals are, especially given some statistics that show a good number of them by far not even a plurality or majority get it again or are susceptible to it again or those who do just fine. You want to have the Data Available plasma. Thats from these individual that would be wise to sort of keep track of. When the government feels the need to interfere with a fundamental liberty. Here, privacy. Its required to do so by least intrusive means. Itll be less intrusive for the hospital giving the government numbers. A city block or a certain neighborhood take manhattan. Its become a hot spot to warn people to stay away from there. From the government to be involved on a permanent basis in pushing resources to hospitals, rather than allowing the free market and the informed decisions of Health Care Professionals make that choice, i think micromanagement the type of which the president has spoken himself against when he opposed the Affordable Care act, obamacare. Neil all right, you argue your point very, very well. There is always a reasonable argument with him. We told you about how the economy is eroding right now given the ongoing concern about the coronavirus and businesses shut down. Americans have filed for firsttime Unemployment Benefits. We will get the next employment claims filed tomorrow. They could dwarf all of those. The labor secretary of the United States on that after this. Neil were hearing Boris Johnson is doing well. What we are not clear on is when he will be released. We know hes had some oxygen. We know he has not had to rely on a ventilator. We know hes in good spirits. Or after this. Together, well weather this storm. Wayfair has way more ways to renove your home, from inspiration to installation. Like way more vanities perfect for you. Nice. Way more unique fixtures and tiles. Pairing. Nice. Way more top brands in sinks and faucets. Way more ways to rule your renovation. Nice on any budget, with free shipping. Wayfair. Way more than furniture. Neil tomorrow, we are going to get another jobless claims report. If these come out every week. A number of americans that filed for Unemployment Benefits. It moved over 6. 5 million americans, and before that 3. 3 million americans. Weve seen more than 10 million americans apply for these benefits. Tomorrows numbers will be more staggering. They will indeed be that way, but eventually, we will turn this thing around. Labor secretary of the United States of america took the time to join us now. Good to see you. Its good to be with you, neil. Neil what are you anticipating . Another big number. All of that is baked into an economic pie. When you think these claims sl slow . Well, i think that we can expect to continue to see large unemployment claim filings. As you say, we saw a really unprecedented numbers over the last couple of weeks. But we are seeing that, because we are taking unprecedented action. Its a little hard to compare these numbers to numbers weve seen in the past, because this is a purposeful pause on the economy. In terms of when we turn the corner, that depends in part of just beating the virus. Which we need to do first. We need to get this under control. I think thats going to be when we are positioned to reopen. Fortunately, we have programs in place. I think they are moving rapidly to help the millions of americans who are experiencing this unemployment now. Neil i know it is very hard to gauge. I can certainly sympathize with that. I am wondering what you think with the spa program. Its proven very popular. Both you and republicans and a lot of democrats want to muster another 250 billion to protect folks. How much would that mitigate the claims filing that weve been saying and hang onto jobs . It does provide incentives for businesses who take this money. As a loan at first to have it all forgiven and seen as a grant. If they keep those workers. Great question. Im very, very enthusiastic about that program as labor secretary. To me, its really one of the best things going right now for workers. Because as you know, its a loan to these businesses, but the loans are largely forgivable if they keep workers on payroll. The reason i like that is, not only is it giving money to workers who may not have a job right now, but its keeping the connection between employer and employee so that when we are ready to get back to work, the workers are there. We have every reason to expect that this can be a shorter slow down than when weve had slow down that resulted from the underlying economy. If weve kept the worker with the company, we will be able to get back evening more quickly. Im a big print of that program. Neil do you worry that we might not get back quickly . Even when shelterinplace orders are gradually lifted that americans might be leery of returning to crowded places are restaurants. John tapper was telling me not too long ago, he thinks americans are going to be very skittish. This vshaped recovery that you hope for might be more like a l. What do you think . Im more optimistic than th that, neil. First of all, weve got to remember what a strong economic position we were coming into this. Jobs reports we were putting out as recently as five weeks ago where some of the best that you and i had ever seen. We came in from a very strong economic position. I think if we can keep brief the period of time that we need to pause the economy, we stand a better chance that we have in other circumstances of getting going quickly. Dont get me wrong. I think the social distancing that discipline is just crucial right now to help keep that period brief. I understand theres going to be anxiety of some types as we reboot. On the other hand, a lot of people are going to be thrilled to get back out into society again. It will understand that maybe some more precautions are needed than in the past. But i remain optimistic. Neil i would not need much incident to get back into a restaurant, crowded or otherwise. Always a pleasure, neil, thank you. Neil the secretary of the United States. School is out. Thats it. There wont be any returning they still have to do their assignments online. Oregon joins 13 other states that have essentially said, thats it. Wrap it up. More after this. Wont be a new thing. And it wont be their First Experience with social distancing. Overcoming challenges is what defines the military community. Usaa has been standing with them, for nearly a hundred years. And well be here to serve for a hundred more. President trump we are starting to see some glimmers of hope, because the deaths generally lagged by a couple of weeks behind whats fueling the outbreak, namely the number of new cases and hospitalizations. At the same time as we are seeing an increase in deaths, what were seeing from new york over the last few days, there has been a stabilization and a decrease in the hospitalizatio hospitalizations, admissions to intensive care and the requirements for intimations. That means that as we get further on beyond this week, we should start to see the beginning of a turnaround. Neil what hes saying here from others hope for hope. There is some light at the end of the proverbial tunnel. I simply cannot come up with a better line, but i will work at it. The 800 command deputy. He handles it with grace. General, let me first get your take on something dr. Fauci had said. I dont want to put words in his mouth. , but the trend particularly when it comes to hospitalizations look good. From your vantage point, a look at what youre providing to new yorkers and elsewhere to address this in the cases that have soared. That has got to be welcome news. Yes, neil, im always happy to hear welcome news. Right now, we are focused on providing capability to our local medical system in new york city and provide the capability as they need it. Good news is always welcome news. We are prepared for anything. Neil how are you doing on the amount of beds that are being utilized, whether talking about the usns conference that is now being provided for covid19 patients . These tents will become tent cities in places like central park and elsewhere. Obviously, a lot more beds are being made available and a lot more experts and medical personnel. Can you update me on that . Neil, two points on the beds. We are an integrated system. Dod working through army north. The center is one component of that system. The convert is another component of that system. It provides a capability that responds to whatever requirements we are responding to from the national, state, and local officials. We are here to respond to new york citys needs. We do that through a lot of mechanisms. Neil we have a little more than 100 patients in the center. How do you keep track of who goes in, how is decided who goes in and other facilities that have been expanded to address this patient load . Once again, there is a system where a bunch of different entities all Work Together to assess their needs to take patients on to alleviate their burden. We work through different protocols to do that and do it in the most efficient manner we can. One of our big imperatives is to make that as transparent and easy for the hospitals as we can. One of our initiatives today that we implemented is that when a transferring physician calls the center, they will immediately be speaking to another physician to facilitate a transfer. We are trying to lean forward and make it as easy as possible for these hospitals to transfer their patients. Neil you are doing a very good job at it, general. I want to thank you and your men and women making all this possible. He is watching all this stuff and moving constantly, changing pieces. Not an easy job. Thank you, general, very, very much. We did have one in the political arena. Bernie sanders formally suspended his president ial campaign. When i heard his remarks and caught some of his plans, is not really over, over, over. I will explain after this. What do you think . I dont see it. Only pay for what you need. Liberty. Liberty. Liberty. Liberty. While we are winning the ideological battle, and while we are winning the support of so many young people and working people throughout the country, i have concluded that this battle for the democratic nomination will not be successful. And so today, im announcing the suspension of my campaign. Neil it might caught him say i have concluded it will not be successful. That does not mean that he will not technically still be competing in primaries that remain. In the meantime, when all is said and done, joe biden is still shy of the 1,191 delegates he will need. Hes comfortably ahead of Bernie Sanders as the senator said in his early remarks. I began to wonder. What would that mean . Still compete, acquire some delegates. The convention delayed until august. Who better to sort of get a gauge on where this is going than carl . What do you think . He quit the race, but he still kind of part of the race. What do you think . I think thats right. He set out a 7page letter to his supporters. He has won the ideological battle. He says he is also won the generational battle in that young people support him. As you said, he said, i cannot win, but im going to stay on the ballots. Hes pretty clear about it in his letter to his supporters. While the campaign is coming to an end, our movement is not. We should still work to assemble as many delegates as possible where we will be able to exert significant influences over the Party Platform and other functions. By which i mean the vast president ial selection. We will continue to fight at every level of government. I ran because i wanted to accelerate and institutionalize a progressive change they were all building together. He ran in order to change the Democratic Party from a center left party into a socialist party. He says very clear in these statements, hes leading a movement. The movement is going to continue. Neil im wondering how active a campaigner he will be on behalf of joe biden. What do you think . I think thats a good question. I expect there will be the Bernie Sanders who says im doing whats necessary to show that im supporting joe biden in his effort to remove donald trump from office, but theres also going to be the Bernie Sanders who says, what can i do to bring about the change inside the Democratic Party that i want . There is a big group on the left called the indivisible. They put out a statement at the time of bernies withdrawal and said, supporters of warren and sanders are looking to joe biden now to have that kind of conversation we need to have to inspire the broadest coalition. You better come to us, get us enthused. The only way is by doing the things that we want to see you put into the Party Platform, medicare for all, new college, prenew deal, open borders, you name it. The indivisible is behind those ideas. They will be pressuring joe biden to accept them. My suspicion is, bernie will be playing an inside game and an outside game. The inside game is, i want you to keep pressuring him. The outside game is, im supporting joe biden for president after he is the nominee of the Democratic Party in milwaukee. Neil all right, karl rove. Good catching up, my friend. Youre getting word that Health Care Briefing has been pushed back a little bit closer to 5 30 eastern time here in washington. We will get an update on that and what the administration is going to spell out as far as other coronavirus measures that are being taken including when to unwind locked down after this. Is our home. The state of colorado will get 100 ventilators. The president made the announcement this morning tweeting we will be immediately ascending 100 ventilators to colorado at the request of senator gardner. His referring to cory gardner. The task force has identified colorado as one of a handful of the states on the upside of the curve and about to experience a surge in cases last week Colorado Governor Jared Polis was critical after he says fema product 500 ventilators that the state was set to purchase. In his update today he was asked about any politics he saw in the president s tweet. You arent going to get my read on it because im not here to do political analysis, and here to celebrate any ventilators that arrive in our state and of course we are grateful for 100 ventilators. Right now 1,154 people are hospitalized with covid19 in colorado and 190 people have died from the buyers which is an increase of 11 over the last 24 hours. The total number of cases to hit the state of colorado meal is 5,429 embracing for potential surge. Neil wow. Hang in there and thanks very much. We look at all sorts of numbers on the rise in cases, and those who try to look at this and try to help folks out, and then the economic impact. Costco sales jumped by more than one at a half billion dollars as a current affair started spreading in march. Now it seems similar anecdotal evidence from retailers like walmart, that even practicing distancing, and actually enforcing that in the latest week. The business is off the charts and a lot of the help they are providing in the products they are providing especially a lot of the emergency buying and the panic buying of everything from milk and eggs and sanitizers, and toilet paper which of course has been an international conundrum.
