One of the big headlines coming out of the white house today, the president after being urged by democrats and many other people as well, today decided to invoke whats called the defense production act, an act thats normally put in place to build tanks and ships and submarines and guns, things like that, instead its going to be used as Chuck Schumer there on the senate floor and poured the president to do earlier today, produce things like personal protective equipment, those respirator masks as well as desperately needed ventilators. The president saying, for now, hes only going to sign in order to activate the act but they will be used. Listen to what he said. A thing like this has never been requested and its never weve never had to even think in terms of these numbers but we need millions of masks and all them will be ordered, we need respirators, we need ventilators because its a complex piece of equipment. We have a lot of ventilators but we are going to be ordering mo more. The Financial Statement soaring north of 1. 3 million. If it takes more than that we will do more than that. What about those checks that are going to go out to individual taxpayers . We are told by the Treasury Department that they will come out into tranches, 250 billion apiece, 500 billion. The first will be on april the sixth, the second will be on may the 18th. We still do not know the size of the individual checks. I asked the president earlier today coming is what he told me. What size will the checks be that will be sent out . Hasnt been determined yet but it will shortly be determined. People want to go big, everybody seems to want to go big and get to the recovery. You know, we were talking to larry kudlow in the driveway asking him these plans that are put in place, whats the window of businesses being closed that their planning for . He seems to indicate it was six weeks to a couple of months, summer through the end of the year in certain circumstances but he said if we need to do more we well. He went so far as to say with Small Businesses, we may have to cover their revenues. And he suggested because Interest Rates are so low, borrowing is cheap, its almost a Bottomless Pit so maybe we will find out where the bottom of that pit really is. These are productions for pandemics and if you look at the projections for a flu pandemic the windows tivoli 1218 months but the way things are being ramped up now with the social distancing, they are hoping to shrink that window down to a matter of months. You know, a few months as opposed to 1218 months but dont forget we wont really beat this thing until we get a vaccine and thats probably still 18 months away now. People in america, you begin to see the best of the country, the young lady on the show before, delivering food to elderly people, allowing seniors to shop ahead of everybody else in Grocery Stores. Its going to take that kind of spirit to defeat this but heres the problem, 80 of the workforce is going to be impacted by the containment policy. The money were spending to deal with health care is going to pale into comparison with the money we spend to stabilize the economy. If youve been laid off today in South Carolina from a bar or restaurant or hotel, im looking to make sure that we have wage replacement, that we replace your income is much as possible so that you dont have your life turned upside down, thats the number one goal of phase three for me. Neil senator, obviously money in peoples hands is a good thing especially for the people who need it but is it your sense that the problem here is the virus itself and that people are hunkered down in their homes afraid to go out because of that they might use that but it wont have the desired effect on the economy, is that even part of the rationale here . Its my rationale, i want to stimulate the economy but its impossible to stimulate it when its locked down. If i gave you your paycheck, that will be enough to get you through until we can find a way to fully deal with the virus. Your paycheck plus 1,000 doesnt do you any good. I want you to gave your paycheck is much as possible. Neil if this drags on a while, people are going to be frozen in place regardless of what stimulus is coming their way. You cant stimulate it. We are buying containment, everything ive just talked to you about is the price of containment, shutting every bar and restaurant down in South Carolina is the cost of containment. If youre a bar owner or Business Owner and you had to shut down, go to the Small Business administration and get a loan to pay your employees up to 80,000 per employee and we will forgive that loan for the first six weeks, to keep the paychecks coming. Between those ideas we are trying to stabilize peoples income. Neil whats interesting in the middle of all of this, Goldman Sachs and the very corner we are in, even secretary mnuchin even though the president corrected him said if this measures or not to pass, unemployment could jump up to 20 , whatd you think think of that . I think the Unemployment Rate in this country is far more than 20 , i think we walked the whole economy down. Nobody has lost their job because of bad economic policy, people are out of work to contain the virus. Neil are you worried that whatever the reasons, its going to grind this economy to a halt and may be right through the election . Heres what i think, i think the containment policies are aggressive and will pay dividends. When therapies save lives and a vaccine is on the horizon, when those things happen the economy will begin to work again. It is completely shut down as part of containment, the number one issue for me is i want you to have an income stream until we can contain the virus, not a onetime payment from the government. That income stream can come from your employer through loans to them or through increased unemployment benefit checks. We simply dont know, we dont know enough of the skies size and scope of the problem here, were doing every thing we reasonably can do but we dont know so much so its difficult to say. Police have to monitor this closely, we had roughly analogous situations with hurricane sandy, 9 11, where offices from less essential jobs will be put on patrol in unifo uniform, obviously we have to determine the percentages of Police Officers who themselves contract the coronavirus, its fluid situation, it has to be monitored on a daily basis, weve had in this city and other cities, experience in this and i think the department, the Police Department of new york city is prepared to handle a situation where significant numbers of Police Officers are affected by coronavirus. We are in a tough time in everybodys trying to pull together so im sure there are some people taking advantage of it but clearly designating a time for seniors makes them more comfortable to come in to shop and get what they need. Samples had to be sent to the cdc in atlanta but that obviously took quite a bit of time, these labs in miami, february 22nd, theyve tested a total of 1653 but if you look just a week ago, thats a pretty significant increase from where we were a week ago. And during the week of march 8th, private laboratories began processing covid19 laboratory tests. There is other certified labs, they do have to report the results. This is a reportable disease so they do the testing end of the department of health gets the information. So they have been doing that, we see more of the drive through testing, when that gets sent to private labs, people are going to get a text message and theyll know before the department of health knows what the result was. And at that point thats when the investigation would begin. Theyve done on the private side, 2,050 tests so if you go back a week, ten days ago, i think thats probably three or four increaseds. I think we need to do way more tests than that, that was one of the things, as soon as we declare the state of emergency you have the stuff with the task at, i asked to get as many kids as possible so weve now distributed 2500 test cats, so each kit can do a number of tests. I think the total for 2,500 kids is over 600,000 individual tests. What i learned on this is getting a test kit, doesnt mean you can do the test, the department of health has distributed 200 negative and 200 positive controls. We also are working on making sure all the labs have enough reagents to do the test but probably the biggest supply issue that were seeing, too, biggest supply issues, one relates really, just specific to testing is the swabs to take the sample. We put in the order of probably a week and a half ago, weve not gotten that fulfilled yet, ask them to send it if we have enough swabs, and we set up the drive through sites, some of the state labs and private labs he here, a huge supply of swabs will let us ramp up the number of people that can be tested very quickly. So i told jared, do whatever you can to get the swabs, you know, certainly the president from without be the one thing i would say would be helpful, that and the ppe for the health care workers. When youre doing this testing you got to be in the special equipment, ppe so you dont catch the virus. Some of this stuff is not reusable, you think, youve got to use a new one every time so that staff has been in short supply so ive been talking with a lot of hospital folks and thats one of the main supply needs they have. But i think thats probably going to be nationwide, if you look at the last two, three weeks, this is probably the biggest rush to get medical supplies in the histoe united states. We cant have enough ppe right now, so the swabs, the reagent and ppe, if we get more of that in we are putting the infrastructure in place and hopefully we be able to expand in my view is if you look at the Different Countries that a face this, the one thats been the most successful, south korea because they were able to do a lot of testing, they did not do draconian controls on their population, they promoted social distancing but they were able to do the tests, do the investigations, isolate the proper people. If you look in florida right now, we have about 50 of our cases are miamidade and broward counties, the rest are spread out here, i think a majority of our county still dont have anywhere close to dont have any positive tests yet. You have community spread, very likely data, obviously we want to know how many asymptomatic people are carrying that, so if i have the materials, we can get that in florida, we would be able to expand a number of people in the category of people who would be able to come in and get tested. Thats what weve been working on nonstop and ive learned a lot about how this works but hopefully we are getting in the right place on that. The other thing i would say that hospitals have done, most hospitals in the state have started neil ron desantis, governor of connecticut speaking right now, thanking the president for what seems to be promising cooperation, we will listen into that. We do need day care available so those nurses and doctors and other First Responders can get to work and be confident. We are trying to find additional facilities, field hospitals, other places, so for those who need just intermediate care, no longer in a crisis or critical condition, they can free up beds and hospitals to make space for others going forward. Weve been in contact with all our regional governors, josh can tell you about some of the other things, we just issued a declaration as regard to our major malls, we are going to be closing them down in connecticut like they are in rhode island, new york, new jersey. Again, one more place where people are likely to congregate, one more place where people might get infected.
