We had groups like consumer staples, infotech pushing the markets higher. We heard from the treasury secretary Steve Mnuchin talking about some of the fed moves. The businesses could get up to 1 trillion, neil, if they need it. The treasury secretary said is just there as a backdrop. Last time we saw this was during 2008. Reassuring, insuring liquidity in the commercial paper market. What does that mean . If a business is having a difficult time meeting its obligation in the near term, they can go and get money and just keep the wheels running. Its essentially grease for the reals of corporate america. Especially for business leaders, they can keep their businesses going, neil, no matter what. Back to you. It was considered ridiculously expensive at the time. 770 billion. The starting figure for the rescue figures whatever you want to call it stimulus, closer to 1 trillion. This is sounding a lot like the financial crisis of 2009 and what its the differences this time around the economy is strong. The government is ordering part of its two shut down. We look like we were in danger at the u. S. Economy collapsing. One of the first thing that the president wants to do is to get actual cash money in the hands of american taxpayers in the form of a check. We do not know how much or who it would go to. But the president very clear today saying that people that make 1 million a year do not need 1,000 check. The treasury secretary and members of the president s economic team, eric who is the liaison between the white house and capitol hill and larry kudlow all out there today trying to sell republican senators on the need to spend all of this money to keep the economy afloat. As i have said, in different times this is not the time to worry about it. It is the time that hardworking americans are impacted by government decisions. The irs will allow a 90 day deferral in taxes owed for an individual up to 1 million. You say, who has a 100 million tax bill . A lot of people that count as individuals even though they are Small Businesses. Corporations will be allowed to defer up to 10 million. I really believe we will emerge strongly because we are doing things different than the country has done them in the past and many commit many decades. The ceos in the hotels in the travel industry said this will come back as soon the crisis with the virus is over. They just need to hang on until then. It deals more specifically with paid family leave and sick leave, making sure that both employers and employees have the right incentives in place to send people home or to stay home if you are sick or if you have to take care of people knowing they will not lose their income in business. It is really more of a safety net than it is a stimulus in my mind. It is the next package where we get the 850 billion to 1 trillion. In my view, we have done more about the fundamentals of our economy and the recovery that follows over the initial sameness piece. Secretary mnuchin talked about sending checks to people. I think the president clearly wants to be able to do that to get the money into the marketplace to the people that need it the most. We are talking about significant dollars. I think that we have to deal with the fundamentals. A banking system. Not just a liquidity, but out of those liquid assets get to a Small Business or a homeowner in a way that is both swift and efficient and appropriate stewardship of taxpayer dollars . Neil the key would be to try to get it into their hands quickly. Your colleague that met romney had talked about, give everyone 1,000. I have a hard time with that, frankly. It seems arbitrary to me. I think what secretary mnuchin was talking about it was more than that. He cited how many people are on the payroll. Its Something Like 200 billion in payroll in the private sector. Whatever the case might be, theres clearly a strong desire to get cash out there in an efficient way. But then theres a lot of debate and discussion about the existing government institutio institutions. In this space, where they use the unemployment or the irs or the employer or employee, which system is best set up and the least complicated. There is a desire to get money to people quickly and a desire to show up the economic fundamentals so that the liquidity that others have provided frankly our banks have the liquidity. We have learned from this from the models that have been done and all the expert in every decision we have made has been based on medical science. But we have learned is that if you dont intervene early in this, youll end up like italy is today. That is very, very tragic. And some people look at that and say, well, you know, its better stepping back from it and seeing that your chances of dying are much lower now. What do you think . We have an obligation to move quickly. We know that if we dont move quickly, we will see more people die. That has been the evidence throughout history. We have expert modelers that look at that. This may mean that we are in is longer for a longer period of time. We are not going to the other major problem that people dont really talk about or look at is, what happens when our hospitals are overwhelmed . We havent slow this thing down, and you have a heart attack or you have needs surgery or something else. Those people are going to be impacted adversely as well. We worry about them as well as the people who contract this virus. Neil the president seemed to indicate that this could be july or august before it hits its ceiling. There is no way of knowing. The president said as much. Governor cuomo has indicated 45 days before the worst of it in new york. The mayor of new york city are differing on whether they have measures in new york city. How do you feel about that lev level . Extended to not even leaving your home my period . We are not there yet in ohio. We could get there. We are not there. What we are doing im going to do it again right now. All ohioans, if you can stay home, stay home. If you can work from home, please do that. For anybody 65 years of age or older, do not have contact with very many people appear to just try to confine that to a very, very small number of people. The death rate goes up dramatically as people get older. Its not just what orders i make or my Health Director makes. What is really important is how everyone takes care of themselves. People need to follow the advice of Public Health experts that say its one of the critical ways we have right now to slow this spread. That is one thing we are all focused on. Neil do you worry though that a lot of people look at the type of stimulus on both parties will address dealing with the virus itself now. I notice in the market it is one thing. I generally dont see them moving positively. Maybe the economy moving positively unless they get this virus under control. The stimulus we are talking about could be delayed. The impact of it could be delayed. Does that worry you . What im concerned about is that we have an economic package that combines the need to provide direct cash and assistance to workers, to families and Small Businesses and incentivize them to follow the Health Protocols we are talking about. They came together two weeks ago to pass the package thats designed to help get resources to the front lines to combat this epidemic. The house passed the bipartisan pack that i hope will pick up very quickly that looks at things like free coronavirus testing for all those whose doctors recommended. Paid sick leave. Providing additional Food Security. That is all important so that people know that if they follow the Public Health advice to stay home when they feel sick or feel that they have been exposed to someone who is, they wont suffer the financial loss that might put their housing or Food Security at risk. Thats an important part of whatever type of economic stimulus we need to do, to make sure that people will follow that Health Advice so that we can get healthy faster. Lastly, we know that this advice to stay home, closing up restaurants and bars, the advice not to travel is having a major impact on our industry. So we are going to have to address that as well. At the end of the day, this has to start by providing Financial Stability to people whose lives have been completely upended. Closing schools and if you have a loved one who has a disability and have a caregiver coming in so that you can go to work, maybe that caregiver cant come in because their kids are home from school. The Ripple Effect is real. We need to make sure that after we passed this house package that they pass this weekend that has the provisions that i just talked about. We need to turn our attention to the next package and make sure that it is based on the actual economic problems we are seeing, most important way that it will help families and workers get through this so that they will have the incentives and protection to stay home as they should.
