Every single time there is disagreement on process or substance or questions, adam schiff is ruling on his own behalf. The problem for him, were asking questions that might get anywhere near a potential topic where something that might come across as exculpa tory and adam schiff is preventing that question, it is pretty outrageous. [question indiscernible]tory an schiff is preventing that question, it is pretty outrageous. [question indiscernible] it is unreal their take on reality behind closed doors. You can ask a question that has absolutely nothing to do with that allegation and theyll come out to the mic and say that it was. Here is the problem, when transcripts get released, transcripts get released for todays deposition, you will see how much you were misled. How much you have been misled on different depositions on different days and i hope you are frustrated by that. You have a job to do. You want facts. You want information. Im sure you want to read the transcripts for yourself. Neil you are hearing zeldin, republican representative who doesnt like the process where democrats coalesced around a plan to begin impeachment process. Not a formal inquiry, there could be a big difference there. Republicans still thinking it is a staged process and one thi will not support. A vote could come by thursday. A lot of details left out as to what we are voting on. On capitol hill, what we are learning now. Mike, what is going on . You are hearing passion on capitol hill now that the text to the resolution is public. About the resolution, chairs of four relevant house committees are saying about it, they are adam schiff, jerry nadler, and elliot angle. The inquiry collected extensive evidence and testimony and soon the American People will hear from witnesses in an open setting, the resolution introduced today on House Rules Committee will provide that pathway forward. Moments after that, the House Republican whip steve scalise, came out swinging. Pelosi needs to declare a mistrial, this is a tainted process. What happens today confirms even worse how poorly adam schiff is handling this process and denying the ability for republicans to even ask basic questions. Also today, a leading House Democrat tried to drive a wedge between President Trump and House Republicans. My colleagues in the House Republican coverup caucus will ultimately have to decide when will they put the constitution ahead of corruption. That is not clear. It is unfortunate that they continue to do the bidding of donald trump and behave like a whollyowned subsidiary of the trump administration. This new resolution does not put a time line on the impeachment inquiry, but does layout the next steps as the probe becomes more public. Neil. Neil thank you. Mike emmanuel. With this, Army Lieutenant vindman, top ukraine expert has been testifying on capitol hill today. Republicans say they have not been able to question him or participate in the process. Dont know how true that is, it comes as administration unveiled texts on mr. Vindman and questioning his loyalty to country. Chad pergram has more with the story that is evolve nothing different directions. Chad. Chad yeah, its been hard to keep up. This resolution just popped up 45 to 50 minutes ago, neil. Here is process on what will happen. Tomorrow 3 00, House Rules Committee, the gateway for most measures to come to house floor will meet to prep that resolution and then come thursday morning ark bait this resolution on the house floor with vote by midday. Im struck by a couple things in the resolution we have the text of in the last hour there is no time line as to when they have to wrap this up. There is also important provision where they give some rights to the minority, i should underscore some. They say Top Republican on the Intelligence Committee devin nunes can call witnesses with concurrence of the chair. They can ask for certain pieces of information and documents and so forth. Republicans will probably come back to that point again and again. Another thing i should point out, you enroll six committees, the Intelligence Committee driving the train for most of this, alongside Oversight Committee and Foreign Affairs committee. What they would do is punt this over to the Judiciary Committee. The Judiciary Committee historically has had the aegis over impeachment in the united states. Also here, i am struck by this, ways and means committee, dealing with taxes and Financial Services committee is part of that. It is rare to have these six committees involved. The other thing to watch for, neil, is this vote on thursday morning or midday on thursday. How many republicans, if any, would vote for this . How Many Democrats would jump ship . 225226 democrats on the record going forth with this impeachment inquiry. When you put the rubber to the road here, people have to vote up or down, that is a problem. There are 31 democrats representing districts represented by President Trump. I spoke to a freshman democrat from upstate new york, he was noncommittal, hes been skeptical of the impeachment process from the beginning and he said, i have to see the resolution. A republican from rural nevada, huge district in nevada, a swing state, says he wants to see the resolution, as well. Jim jordan on the Oversight Committee said they would not have any republicans vote for this. I spoke to somebody on the republican side earlier today, very good at vote counting and they said with any republicans vote for this, they said not if they wanted to run for reelection, the idea neil, they could lure primary challenge or draw the ire of President Trump. Neil so this issue they are deciding on really set up parameter of impeachment probe, is that the same as formalizing an inquiry . Could you describe the difference if there is one . Chad this is in the eye of the beholder. There were ruz resolutions that proved with clinton and nixon. This is what republicans have been carping on, saying there wasnt resolution codifying this. There is internal debate inside the democratic caucus, whether or not they are getting too far out on a limb. Nancy pelosi was asked, can you talk about the impeachment resolution, she said this is not an impeachment resolution, this morning i posed a question to hoyer and coloc wial ly impeachment resolution, he said it is not that. I said, what would you call it exactly . He gave a six paragraph answer that, reflective of the skiddishness of wanting impeachment, but not go too far. The other remarkable thing, there is no time line on this. Hoyer said this morning, ill read a quote from cindy hoyer. We want to do this expeditiously, we are not bound by any timeline, that means this could bleed over into next year, certainly with a senate trial, neil. Neil thank you. To echo what chad was saying and the democrats, very powerful committees involved, including the Judiciary Committee, the Foreign Affairs committee, the acting chair of the Oversight Committee, joint statement saying to this effect. The evidence we have already collected paints picture of a president who abused his power by using multiple levels of government to press a foreign country to interfere in the 2020 election. They were trying to get to the bottom of that today in an ongoing query with Lieutenant Colonel vindman, who voiced his concern to superiors about what the president was pressing his counterparts in ukraine to look into regarding joe biden and hunter biden. Go to rick scott, what he makes of all this. Senator, looks like this inquiry or process is leading the house for a vote on thursday. The votes might be there, might not be, it doesnt look like a single republican vote. What do you make of that . This continues to be a threering circus. If they believe, if they know exactly what they have accused President Trump of doing, they ought to write that, this is what were doing. We have impeachment process for the president doing this. Remember, the only person that has been transparent in this is President Trump. They said it was based on the telephone call to the ukraine. Guess what, he put the transcript out. Now ive read the transcript, that is the only thing we for sure know is this transcript and as far as i could tell, i dont see high crimes and misdemeanors there. Neil anything in the transcript that disturb you, senator . No. I mean, i keep saying, tell me what he violated. Only thing been transparent is what he did. The democrats, they wanted to impeach him since the day he got elected. This is latest iteration, why would they do this behind closed doors . Why wouldnt they want to say what they are doing and make sure the republicans and president had the opportunity to ask questions, make it easy . It is so all for one purpose, they want narrative that the president did something wrong f. He did, say it. This is what he did. This is the law and by the way, were absolutely committed to going forward. They cant. This is just a fishing expedition so far. Neil all right. So when vindman, serving in this role in the ukraine and he had a chance to listen in on the phone call between the president and the ukrainian president and he was disturbed enough to tell higherups about it or the way it sounded. Petitioning a president of another sovereign nation to essentially interfere or take a role in upcoming president ial election. On that level alone, it concern career diplomat like that, does it concern you . What i would expect is his testimony should be public. We should have, you know, the republicans ought to be able to ask him so they get the details exactly what hes saying. We understand it. Just what the democrats want to put out, how can i make a senate, ill hat . Take in all the evidence, ill be listening. I believe everybody, including accountable, this is a charade what they are doing now. Be transparent. If the democrats convinced this president did the wrong thing, what in the living daylights are they doing it behind closed doors then . Neil it is a fair argument, senator. If it comes to light and this is where you get disputed reports because it is behind closed doors, we dont know what has been said behind closed doors. If there was a delay in military payment due to ukraine, as this was being decided or potentially decided by ukrainian authorities with this being dangled over their heads if they didnt participate, that delay might not come, would that trouble you . If that proves to be the case . I will not get into conjecture. I want the facts. If he did something wrong, tell me exactly what he did wrong. What was the law and give me the information 6789 neil is that wrong to you, if aid was held up to country waiting for participation or cooperation on this matter, would that bother you . Neil neil, ive read the transcript, that is not what i saw. Im going to everybody wants to talk about this telephone call, there is a transcript, we can all read it. All this other stuff, behind closed doors, i will never comment on that, i want all the facts. Neil republicans might get a Second Chance if this process is formalized, senator. To question all the key players, including mr. Vindman, would you say then that is something you want to know unequivocally . There was no no quid quo pro. There was no promise of aid delayed if there wasnt cooperation on the part of the government . Neil, i think we all would like to know exactly what happened and if we do, it would be easy to make a decision whether there was high crimes and misdemeanors, lets remember, that is what the standard is here. Lets do it, get it all public. I can if it gets to senate, i will be a responsible juror, listen to all the facts presented by both sides and make a decision. But this idea the democrats are only one that get the facts and only person been transparent is President Trump, is wrong. Be transparent, let everybody ask questions. Why what are democrats trying to hide . They are killing their process. Why wouldnt you do it the right way . Neil well watch closely, senator. They might be coming together now. Along party lines, what we will and accepted by all. That is all so far, but republicans. Stay with us. Hat it means to walk along the lonely street of dreams here i go again on my you realize your vows are a whitesnake song . I do. If you ride, you get it. Geico motorcycle. 15 minutes could save you 15 or more. Neil all right, a process, but one that republicans still say is very unfair when it comes to the impeachment matter. John roberts of the white house with the latest from there. John. There is no latest and the president is settling with couple members of the Communication Team and others, they could be going through the resolution to formulate a response. Im sure we will hear the president soon. Mitch mcconnell seemed to indicate the democrats had given into pressure from the president and republicans. Listen here. Obviously they responded to the pressure we put on them to handle this in more transparent way that meets basic standards of due process that every american would be entitled to. They may have given into pressure from president and republicans, but certainly as you saw with rick scott of florida, republicans are saying this doesnt change the process at all from what it was in the very beginning up until now, which they say is a sham. Listen to the House Minority leader, Kevin Mccarthy and congressman jim jordan here. I applaud the speaker for admitting it is sham, you cant put the genie back in the bottle, it starts from the beginning. The speaker will try to dress it up, put lipstick on the pig and have this vote on thursday. It will not change anything, i think you will see every single republican vote against it. The ground does appear to be shifting for the president , in some measure here, neil, particularly since one provision of the resolution is the process at least in the Judiciary Committee, would include such procedures as to allow for the participation of the president and his counsel. The white house long complained the president is being denied due process by the current investigation the way it is being carried out in the House Select Committee on intelligence. Another big piece of the puzzle today was when Lieutenant ColonelAlexander Vindman showed up on capitol hill. They had tried to limit his testimony. He is the first person who is actually listening to the call on july 25 between the president and the president of ukraine to go before investigators up there on the hill. Here is what the Senate Minority leader, Chuck Schumer said about this a short time ago. They realize their defenses are declining and so first it was procedural and now Speaker Pelosi has met their major procedural objections, they are having a vote today. It is a vote to continue the investigation, the impeachment investigation. They are also having public hearings. We will likely continue to hear republicans say this process continues to be a sham. The president may react to the resolution at some point in the next few minutes. If he does, well get that out to you as soon as possible. Neil. Neil has the white house talked about what vindmans testimony would be about, john . He was concerned having listened in on the call, the president had with the leader of ukraine, enough to tell higherups and to validate what weve been hearing from others. What do you make of that . A lot of people have been saying they were so concerned they brought it to the attention of superiors, but the bottom line, the point the white house keeps making, republicans in congress, the transcript is out there for everyone to see. So, the republicans and the white house are saying, you can haul as many witnesses up to capitol hill as you want, there is the transcript. You can decide for yourself if there was or wasnt anything wrong with the phone call. Neil john roberts, thank you very much. We dont know the details of what mr. Vindman is and was saying to committee members, just he was concerned enough to say what he said and to tell those above him, that doesnt mean it is high crime or misdemeanor or Impeachable Offense or what he heard is what happened. There is legal fallout on this and a lawyer working on a number of investigations in impeachment, democrats and republicans. On the fallout after this. Neil all right, this matter they are voting on in the house on thursday is resolution, but im told it is not formally an impeachment resolution. Democrats have been pushing back on the phrasing, according to chad pergram. Hillary vonn is covering this, technically resolutioning crafting parameters of ongoing impeachment investigation and impeachment related resolution, to use chad pergrams wording. Im not a lawyer, that is not even english. I really cant understand what is going on. Fortunately, we have a very good lawyer with us, attorney sam dewey. Sir, thank you for joining us. What would you call this they are voting on on thursday, what you know of it . Neil, thank you for having me. I would call this first and foremost, a recognition by Speaker Pelosi and others that the process that has been run has not been following formal precedence of historical fairness and recognition sharm schiffs process is probably illegal under house rules. Neil so what is illegal, the secretive nature, one Party Running everything, the secret testimony, the other party not involved . Explain what is illegal here or potentially . Absolutely. What is illegal here is that chairman schiff doesnt have jurisdiction to conduct impeachment inquiry. And because of that, he cant be engaged in the formal impeachment process. That is a point of house jurisdiction. And that actually the very arguments that Speaker Pelosi and others were making in the case related to grand jury materials, supported that fact. If there is any committee that arguably has jurisdiction, it is the Judiciary Committee, not mr. Schiffs committee. Neil the history, right . In the past, that is where all things impeachment related have gone through that committee and pelosi made the decision to move house intelligence, jerry nadler to this point position. Jerry nadler is famous for saying we better make sure parapa paraphrasing, we have everything together to present to skeptical public, that was months ago. How do you think things have advanced since then . I dont think things have advanced much at all. There is a reason in every other president ial impeachment, there has been formal and open process. That is because that was the right thing to do and what speaker albert and radeno and the chairman concluded at the start of the clinton impeachment. Neil sam, if resolution calls for deposition by the Intel Committee for transcripts of those depositions to be made publicly available, how far would that advance the fairness argument that this isnt sort of like a loaded cabol against the president and republicans . . It is interesting, i dont think it advances it at all, that part of the resolution actually decreases fairness, under the existing deposition rule, chairman schiff has authority to release the transcripts, but needs concurrence of the Ranking Member to do so and if the Ranking Member doesnt concur, it goes to a public vote. These new resolutions give chairman schiff unilateral power to release transcripts as he sees fit when he sees fit, but they give him the right to edit those transcripts to remove other sensitive matters. So weve had a process that has been closeddoor, marked with leaks that violate the rules and now this resolution would give chairman schiff unilateral power to release edited transcripts. Neil that is what they are voting on and they dont like it. Samuel dewey, you got through my thick skull, i understood that. Thank you very much. Samuel dewey knows what he speaks. Bull markets are born in periods of despair and pessimism and end in euphoria when everybody is bullish. This is a market where not a lot of people are bullish and still a lot of skepticism out there. Im not saying were at the beginning, i suspect were not close to the end, at least not yet. Neil you know, you always espouse, stick with the market over time. The fact of the matter, it took that market a very, very long time to recoup from the 1932 lows, got down to 41, youd have to wait almost 25 years to recoup what was lost. A big exception, not usual, but what do you make of that . What do you tell folks when they hear Something Like that . Neil, we look at this and learn from history. That was definitely an anomaly in 1929 and yes, it took above average period of time to recoup. We are not who we were there. You know, you look at what we have as capitalist country with options and ability to invest and grow money, it is important for us to learn from this, meaning when you are leveraged up to your eyebrows, that brings danger. Importance of an emergency fund, being in control of your money, helps us take care of individual homes, let alone what is going on in the white house . Neil you know, teddy, looking at disruptions, you are quite right, both of you, if you take a look at the chart of the dow from the beginning. When you look at it, it goes up closer you get, you see the jagged moves, it is a little bit scary, but what do you tell people, you know what, ive been hearing this exciting talk about the markets, s p hit a record, dow and nasdaq not far from one. What do you tell them . No matter where you are in terms of coming to the stock market, it is a risky business, whatever level were at. So people quite frankly need to do homework. It is a market and stocks not necessarily a stock market, so there are always values and there are always Interesting Companies and i think, you know, you cant get in over your head. I dont think people should use margin and i think folks invest wisely and judiciously over longer term, they will do quite well. Margin is borrowing to buy still more stock in your portfolio, you know, chris, looking at the mood of investors today and hes quite right to talk about, good deal of cash still sitting out there, a lot of people very leery, which is healthy indicator, you dont want everyone to be double that care, what do you tell young people in particular then to just ride through waves that come up invariably . You will be richly rewarded if you dove in last december when the market was free falling. What do you tell them . Understand compound interest is your best friend, that is how you grow money. What you dont want to do is dip in and take unnecessary risk, have a longterm view of investing. Understanding what you are investing in, understanding your time frame, goals and how itestr yourself. Neil for me, longterm is lunch tomorrow. What is longterm . I think five years or more, neil, is longterm. Neil ted itty, what do you tell people . I have the same view, i agree, neil, im running out of runway. Neil dont say that, young man. Longterm for me is different than would be for longterm for somebody who is 20, 30, 40 or 50. The proof is in the pudding, i can see with clients at seaport and our own assets that over the longterm buy and hold strategy. Listen, you will make mistakes, no question about it, no guarantees, but overall, buy and hold, whether five years and in some cases 10 or 15 years, you get the right horses, they carry the heavy water. What is difference between how the guys went down and in bin ladens case, he didnt kill himself or hole himself up. No, we snuck into that one, i was the last one to see him aa live. Neil all right, tom brady is all of 42, coming off six super bowl wins and plans to play until hes at least 45 s. That doable . Todays nfl. Let us ask legend. Coalition member, as well, Roger Staubach. Roger, very good to see you. Its great being here. Neil you left the game, you were what, 38, 39 . Going on 38. I was 27 when i started and had 11 years. Neil all with the cowboys, right . All with the cowboys, yeah. Neil remember that all too well. You are hearing all this stuff about tom brady, who seems to defy age, as did you. Is it wise for him to keep pushing it . Well, hes a fierce competitor and, you know, if you believe you can continue to do it and hes the best at what he does, he just doesnt want to quit and he feels he can still i think he would retire if he knew he could not be the great tom brady that he is. So he feels he can, he stays in shape and neil all the physical staying in shape stuff in the world doesnt save you from concussions, doesnt save you from really bad hits and all of that. You are trying to address that, right . Well, mine i had problems with concussions, i had more than i should. Dr. Fred plum with cornell medical school, i was tested my last year, he told me i should retire, i had too many of them. He said, you are okay, but your next one could be your problem. So that can be a factor. They started redo the helmets. I didnt have that inside strapping and everything. They put padding in there. And taking it to another level with the padding and tightness so your brain doesnt get knocked around neil does it limit mobility . Do they feel uncomfortable . It really doesnt. Weight of it. You have enough protection, you dont want it to be too heavy. They want good helmet. Neil you had been wearing this when you were playing, would it have got in the way, how would you describe it . It would have been a big help. When i was in high school, i had a leather helmet. Our high school simulated notreshs dame. I had a couple at the naval academy, the helmets, the inside straps inside, it wasnt the the padding is better today, too. Most helmets have padding inside. When your head gets hit, i guess the brain doesnt bounce around or whatever causes the concussion. Neil how did you keep doing it for so long, though . Your body takes a lot of punishment, you were the top of your game until you left the game. I would say the same about tom brady and what hes doing, on top of the game. Patriots undefeated. They cheat like crazy to get there. Undefeated. How do you maintain that . One thing taken place is the rules on, you cant use a helmet as a weapon anymore. Back in the old days, you could spear, someone on the ground, guys on the ground, could spear you with the helmet, if they re not it is illegal to use the helmet as a weapon. Neil very good thing. What do you say eyepopping salaries . I love football. Neil wish you had arrived 10 years later . I definitely wanted to win. I was very fortunate, i got on to a great team with the dallas cowboys. I came out of the navy, don meredith retired. Neil you served, you went to vietnam, impressed a lot of people. I was 27 when i got out, i figure i could play at 23, i can play at 27. It worked and i also went with a great team and great coach and coach landry, and just like tom, tom has phenomenonal coach in bill belechek. Neil you just emerged on the team. I had good college years, four years in the service, you if you are 23 and youre good, you got to be good at 27. Brady, i will be good at 45. Brady is really an exception and hes one heck of a Football Player and neil you werent so bad yourself. God love him, hes taken his hits. I think the helmet to helmet, the preventing of really trying to intentionally get a concussion of a player is not in the league, it is illegal now. Neil thats a good thing. You are bringing good attention to it. Roger staubach, so good seeing you, thank you very much. Well have more after this, including the boeing c. E. O. They grilled him for two and a half hours, questioning whether he took profits over safety. Of course, he denied that. While he was testifying, family members of the victims held photos of loved ones. They said that they werent satisfied with his answers or his apology. I dont care for his remarks.
