Hi, neil. The western eye wall of the storm is about 10 to 15 miles off the coast of here. The eye of the storm is about 35 miles to the east of the bay, which is to our north. Were feeling the whipped the wind as it closes in on the coast. We have boats bobbing around. In the harbor, sustained winds with gusts up to 80 miles an hour. And then just out a little ways in the harbor off of one of the islands, there was a gus measured at 92 miles an hour. The National Hurricane center measure susstained winds at 110 in the center of the storm. Thats what were feeling as it comes in closer. We experienced in charleston about seven inches of rain. It was forecast that we could see between 7 and 14 inches of rain. That being said, because of the direction the wind is blowing, we havent had the huge storm surge damage that we did expect to see. It was we predicted to see between 4 and 7 feet of storm surge. Its hard to get a handle of how much weve seen. The flooding has not been as catastrophic as it could have been. That said, the biggest restoration effort is restoring power. 170,000 customers across the state out of power. That is largely due to the wind. Weve had downed power lines and transformers that were blown. The airport is closed in charleston. Theyre closed until friday pending any major changes. So give you one last book around here. Its a little lull in the storm right now. Earlier today, we couldnt see the opposite side of the bridge. As the storm moves and tracks northward, were seeing conditions improve a little bit. We expect to keep feeling the Tropical Storm force winds in charleston throughout the day today and tomorrow, neil. Thanks, jacqui. On the phone, the mayor of charleston. Thanks for taking the time. How are things looking by you . Well, theyre looking pretty good in a sense, neil. Im feeling a sigh of relief. As just reported we had more wind than expected but we had less water than expected. That was a good thing. Flooding was our number 1 concern. Neil there was a big toodoo made in your state about the call for evacuations or to be careful. One of your veteran spokesman, derek becker was fingered for scaring people, a lot of people saying he made a big deal about nothing. Hes just trying to help people, trying to urge an abundance of caution. If in doubt, get out. What happened there . Its better to be safe than sorry. Neil absolutely. Governor mcmaster was right in what he did. We support him in this decision. Being safe rather than sorry and looking after the safety of our citizens. So they called a mandatory evacuation. He orders everyone to leave. About half the folks left. The others hunkered down and stayed indoors. Pretty respectful to stay off the streets as we asked them. So i havent had a single report of anyone being injured in my city, which i feel great about. So let the naysayers speak, i guess. Neil to your point, mayor, he was trying to defend his position that you did very eloquently saying, im not shouting, there were no exclamation points, referring to his social media messages. I said hide from the wind, run from water. We evacuate from a storm surge. Its as simple as that. I imagine people dont want to leave for a variety of reasons are free to think what they will. Its about keeping everybody safe. Im wondering since a mandatory evacuation, people can ignore that without risk, legal penalty or punishment. Does that make it tougher then for you to do your job and state officials to to their job when people ignore it brazingly . We do our best to realistically communicate to folks the risk of staying behind when there is some uncertainty about the path of the storm and the impact. We felt the impacts were going to be significant. I think they were. Now, the impact from flooding were not as significant as we thought they would be even as of 24 hours ago. So thats part of the nature of this business, to be honest with you. At the end of the day, its better to be safe than sorry. Neil youre right, mayor. I want to bring that to folks attention how ludicrous it is. Youre not getting sleep, your people are not getting sleep to make sure people stay safe. Theres nothing wrong with that approach. Now to the surge on wall street. All investors needed to hear is news of a possible trade talks between the United States and china. You got a good Old Fashioned rally. And then Jackie Deangelis on that. Actually the rally is mo pronounced. Its a twopart story here. The first part is trade. The second part is strong Economic Data here in the United States. So lets start with the trade part of the story. Ambassador lighthizer and secretary mnuchin said that they talked to the vice premier of china last night. The trade talks at a high level will continue in october and the market liked hearing that. They also said that lower level trade talks will continue for the rest of this month to set up for that conversation. So the market steps back and looks at this and says this is a positive sign. Were talking here. Were moving forward. Theres no brick wall. That is why you can see stocks rising today. On to the economic news. We got adp figures out this morning. Thats private sector payroll. Up 195,000. Higher than the expected figure there. What it says basically is that businesses are more confident even though theres talks of a recession, to add workers to the payroll. Remember, this is ahead of the jobs number tomorrow as well. So some are saying that could be stronger than expected. Meantime, its going to be really important to watch this data action we move through september and october. We have the new round of tariffs kick in. We need to see how companies are adjusting and what they say about results and how business is progressing forward. These are positive signs. The president saw that adp number and he tweeted about it. He said really good job numbers we know that he watches the numbers closely. The rally that we saw today follows the 237 point game yesterday. Take a look at the stocks that are leading the dow. Today its caterpillar, ibm, j. P. Scott, i think the differentiator in the talk about china and what got things moving today, i know we have this pavlovian response. There were some interesting developments in the Chinese Press or organizations associated with them saying things that went beyond talks are resuming. This i was the editor in chief of the global times. Its attached to the Party Apparatus in china. Theres more possibility of a break through between the two sides. Another social media website with a blog associated to the china social media said unlikely very likely there will be new developments in the upcoming trade talks. Now, that is raising it up a notch and probably raising expectations. If that proves true, that we get something, even on a tentative basis, what do you think . Its good stuff. I think weve seen more days like this. Youre right. The tone is definitely better. Anything seems better today than it does the last couple weeks of the icy tone that weve had with china and their cohorts. So anything looks good today as you noted. I will tell you, theres hope. It goes to show you what the market really wants and needs. What the market has been telling us all summer is that slowly as this china deal expectation fades, it does impact the market. Trade wars i think are tougher to win than we originally thought. Its tougher to move supply chains and move Resource Management by some of these great Tech Companies that we have here in the states. So any progress that is made, granted must continue, neil. One day does not a new trend make, will be great for the stock market because the fact that hope will return and investors will put on risk again. Neil heather, if any one had any doubt that the market rules the roost. If you dont think tariffs have an impact on the market, you havent paid attention. Thats for sure. Its important to know that the tariffs implemented this week, the 15 additional on 125 billion of goods, its not over. Its positive revelations that the chinese are renewed negotiations set here to meet with washington trade officials in early october. If you think about it, the additional tariffs right now set to be implemented on december 15 on chinese goods would then mean that almost everything we buy from china would have a tariff attached to it. So that would not be a positive sign for the markets. Hopefully we get something resolved before december 15. Neil walter, it means we tonight get everything resolved but a couple key issues. Will that be enough . How do you see it at the Heritage Foundation . I think the chinese are willing to go a good distance on these issues. They came up with 150page agreement in may. I think theyre ready to do a number of things. I think the naysayers back here are largely aimed at bigger issues that have nothing to do with trade, nothing to do with the welfare of the american people. Theyre focused on big geo politics. I think we could get some good agreement from the chinese out of this process. Neil scott, do you think the old argument that the chinese need a deal more than we do is accurate . I dont. I never have, neil. I think we both need a deal. I think at times depending on the company and the sector, the u. S. Needs it more, believe it or not. Thats what has been so tough about this and why i think the market has been so desperate for good news for some time. Heather is right. Going forward, neil, theres scary tariffs out there. We have some numbers that came out today that reinforce the notion that it might have been a one off the manufacturing and all the data coming in look strong. So you could call that argument a wash. But its in neither countrys interest to see this drag on a hell of a lot longer, is it . Absolutely. But i do think that china has nor to lose than the u. S. As evident in their economy, which is not doing nearly as well as the u. S. Economy. The adp report, we go 195,000 jobs added. That is very, very good. The closer it gets to shore off times they start to kind of become less organized, pull in a little bit of the interaction and dryer air from land. We see things fall apart a little bit. You can see, weve had winds at 98 miles an hour last hour at this buoy by the center of the storm. The center of the storm headed close to the coast. The winds on the increase. The other thing weve seen increase a lot of tornadoes. Look at the reports of tornadoes. All of those red triangles right there. Well see more of those. Some of it has been damaging today as well. Emerald isles causing a lot of damage from one of these tornadoes. Take a look. Three different tornado warnings going on. Any time you have a landfalling hurricane, you have extra rotation from friction. Where you have the red a very high threat for tornadoes tonight, all eastern North Carolina up through around most of cape hatteras. So watch that. Were also going to see the storm surge between the capes, between cape fear, cape lookout. All of that follows the water in the area. Well see it going up across parts of the chesapeake bay. Family members, unsure if their relatives were dead or alive. They meet them off the helicopter with really long and intense hugs. A real mixture of joy and sadness. Survivors of the bahamas are facing questions on how to rebuild after a storm like this. You had a staircase that became dislodged. Everybody remarked, how is that possible . You reminded me that this was built from the very bottom up unconventionally. With all sorts of reinforcements, the type that would withstand you hope 200 to 250 Miles Per Hour winds and then some and did. Could you explain what went into it . I would be glad to. The big thing is, this is replicable. Its a glimmer of home for new home builders. We reinforced from the ground up. We started about 1 1 2 years in planning before we broke ground. We literally started from ground up. From the piles that we put in, we evaluated those. The materials that we used for the walls to the roof eve. Construction materials and methods. Neil so the pilings in the ground were deeper and cement, right . Yes. Those are Prestressed Concrete piles. They go 40 feet in the ground. We were rated for 25 to 28 feet. We elected to go deeper because it wasnt that much more expensive. Once you get to the top of the piles, theyre capped with Prestressed Concrete beams that are 12 by 16. 16,000 psi if youre interested. Above that, rebar that extends out and juts vertically and the concrete walls are poured on top of that. Its a construction method called icf, insulated concrete form. The walls are a foot thing. 2 1 2 inches on the inside are foam and 2 1 2 inches outside are foam and then 7 inches of concrete with rebar that continues to the roof so our home is united be concrete and steel from 28 feet below ground to the roof eve. We closed the soffit at the eve. Its a 1 foot soffit. Its nicer to have a bigger eve for your roof for the shade but you tonight want to let the wind have that good of a grip on your roof. We narrowed that to one foot and sealed it. When i say sealed it, we caulked the seams. Theres no way for wind to grab it and lift the roof off. Neil could i the cost. It wasnt that much extra. Can you give me an idea of the premium that put on the price of this house . Well, i compared we never bid our house as either a conventional construction or this way. We always intended it to withstand the big one. So i only was able to compare our final Construction Costs including lot to what would have been a similar build in the retail market. Retail real estate. Look at listings of a comparable size home and comparable finish level. Thats where i came up with were about 15 to 20 more expensive than a conventional build. Neil so the value of the home, if you can tell us, doctor, would be what . Well, we dont have a town to go with it right now. Neil i understand. Remember, Hillary Clinton did win the popular vote nationally. But we play by the electoral vote. 78,000 votes, the ones that he picked up over Hillary Clinton in wisconsin, pennsylvania and michigan that made him president. Its in those states, not across the board, but including some of the others where bidens lead narrows among some of the other candidates leaving aside the president. So im beginning to wonder if this is already percolating. What do you think . I think its really early. Were paying attention to it, youre are paying attention to it. Im in New Hampshire right now where people are getting the first hand interactions with these candidates. Thats really what is important. Maybe right his ship here before things pile on. There was a point when jeb bush was going to be the republican nominee before he wasnt. There was a point when Hillary Clinton was going to run away with the last election before she didnt or win the nomination in 2008 before another guy named barack obama did. So it is a reminder that unless you put some early concerns to bed and fast, you got some problems and fast, dont you . Right. Democrats certainly want the strongest candidate possible to beat the president. Its easier to air out all of their issues with each other than on stage with trump who is known to take peoples issues and target them. Democrats also, theres candidates that want to beat joe biden. So some of this is just natural primary people attacking one another. Biden has been prone to gaffes for years and years. Previous president ial runs and that is as was mentioned, it is part of his appeal, maybe not so many. But when im on the ground talking to voters in the early states, for many of them, theres much concerns. Strategists have said theres been a lot. But voters say its uncle joe. He means something different. He might have something wrong but they put a lot of faith into bidens overall message even if neil and they dont like him. The one advantage because hes the best known and maybe hes been around awhile around people know him, he is likable. That counts for a great deal or does it . What do you think . I think likability matters. Authenticity matters. One of the reasons why Elizabeth Warren has done better is not only does she seem to care about the issues she talks about, she doesnt sound like a talking point drone but tried to distance herself from a Bernie Sanders that is only talking about a socialist message. He talks about capitolism. I disagree with her definition of it. Shes tried to distinguish herself. I think though what is interesting about the primaries so far is that you havent seen many candidates change much in the polls. So i dont think its too early. I think what were seeing now does matter. Neil kevin, that means it does matter. So if thats the case, it should matter to joe biden. It should matter. Like the whole campaign is different. You look at the National Polls. You see who is popular nationally. Beto getting coverage. Im here with tom steyer. Hes in fourth or fifth place. Nobody is talking about that nationally. What happens here, the votes matter. Joe biden didnts make to it New Hampshire last time. Theres a way that this works. And what happens on the ground in these early states is way more important than whats going on in a National Poll with 500 people responding to phone call.
