In iraq where more than 5,000 u. S. Troops are based and where the u. S. Has the largest embassy in the world. Democratic lawmakers and some iraq war vets question the intelligence. We do not need another iraq weapons of mass destruction moment where we were falsely led into a military engagement in iraq, which is one of the biggest mistakes weve had in foreign policy. The state Department Order comes a day after a british general in baghdad down played the threat saying he had not seen any evidence of an eminent iranian strike. A Navy Spokeman for u. S. Central command rebuked the British Army General saying the u. S. Led coalition is at a high level of alert as we closely monitor credible and possibly eminent threats to u. S. Forces in iraq. This comes a day after the rebels claimed seven of its drones struck a saw saudi arabia pipe line and ratcheting up gulf tensions after the mysterious sabotage of several oil tankers the day before. The u. S. S. Abraham lincoln is in the coast of oman. It does not have to be in the persian gulf to carry out strikes. The f18 Super Hornets are within strike range if needed. If any American Forces are attacked. In addition to the strategic bombers in the region, theres warships armed with hundreds of cruise missiles. Germany and other u. S. Allies, neil, say they will keep their Embassy Staff in baghdad for now. Neil . Neil thanks very much. Oil markets are rocked by this. Not as rocked by days end. Oil prices up 24 cents. Youll see that when theres unrest or the perception of unrest in the middle east. Keeping a lid on this as trade talks appear to be going nowhere with china. Well get to that in a bit. Back to this iran crisis, if it is one, and whether we should be worried about it. David diptula. Thanks, general. Hi, neil. Neil what do you make of this . Its a volatile time in the region. What all the parties have to do is be cautious to assure that miscalculation doesnt occur in a small deal and what turn into a major regional conflict. The cultural motivations between ruling shiia bureaucracy in iran, the democratic leadership of the allied nations in the region are quite different. So we need to make sure that tensions are lowered to the point where miscalculation doesnt become an overwhelming factor. Neil why would the iranians attack saudi facilities or tankers or United Arab Emirates tankers knowing theres this armada from the United States on the way to the region . Why would they do that . Well, because remember, the government of iran is trying to distract the majority of its people, that are feeling the hardship from the sanctions that the iranian government is really imposing on themselves by not cooperating with the United States vis a vis negotiations as well as agreements relative to what they do with their arsenal. Theyre looking for distractions to distract the domestic afflictions their people are focusing on and shift their mind away from that and the United States and the other allies of the United States in the region are good targets for them to do that. Thats what i mean in terms of miscalculation, too. We have to be careful not to take the bait either. Neil general, should we read anything to the fact that the britts dont have the same intelligence or said they dont see or get a sense of the same things that the data that we share with each other that the United States did . I wouldnt put a whole lot into that. Ive spoken to some officials in the region. There is in fact valid intelligence that makes it prudent to take the actions that the United States has. You know, what the britts do is what the britts want to do. What we need to do is act on appropriate information to protect our people. Neil thanks, general. You bet. Neil President Trump is set to make a major announcement on Immigration Reform maybe today. John roberts, is this like Lindsey Grahams proposal . No. Thats dealing with the emergency that were experiencing on the border, which is the same reason why the tsa is sending hundreds of personnel down to the border to deal with the migrants that have been coming across. Weve been talking about family units in record numbers, this i. Its about Border Security, first of all, and then its aboutimmigration, the green card system. So on Border Security, the president wants to build more wall. He wants to upgrade ports of entry so every vehicle that comes across is screened. We stop people from coming across legal port of entry. At the peace officers memorial. The president talked about the need to secured the border. Listen here. Not one more American Life should be lost because our lawmakers fail to security our borders. Tremendous problem at the southern border from drugs to the wrong people being allowed to come in because of a corrupt and broken system that could be changed in 20 minutes. Shepard the second part of the system as i mentioned is reforming the system of legal immigration, this is the awarding of green cards, changing it to a meritbased immigration system. Now, the white house, the United States, would issue the same number of green cards, is currently being issued, which is more than a million a year. They want to change the makeup of the immigrant population. Skillbased immigrants are 12 . They want to increase that to 57 . Familybased immigration is 66 . 10 of green cards will still be reserved for humanitarian or other. They will end the visa lottery program. What the president wants to move to is a build america visa that will recognize extraordinary talents, people with professional and specialized locations and exceptional students who are currently in the country make moves to keep those people in the United States. Visas will be awarded on a pointbased system, which gives points for age, english proficiency, an off of employment above a certain wage threshold and educational and vocational certifications. Democrats are skeptical of anything the president does and skeptical of this, too. Listen to dick durbin. Theres so many aborted efforts when it comes to Immigration Reform under this president. Im skeptical as to whether he truly wants to deal with Immigration Reform. I know he wants a wall. He said that so many times. Everybody knows it. The president will be laying this out tomorrow afternoon at the white house. White house Officials Say they would like to see legislation on this. This reads more like a Campaign Platform piece than it does an actual plan for legislation. Neil . Neil we shall see. John roberts, back to that issue of bipartisan support on Something Like this. Its always been dreamed about. You might have noticed that more than a few of the democratic president ial candidates have started talking about the crisis at the border, the emergency at the border. If you think about it, all of that started when a former barack obama Homeland Security jeh johnson said that theres indeed a crisis and then many others have joined him. And jeh johnson is back after this. But allstate actually helps you drive safely. With drivewise. It lets you know when you go too fast. And brake too hard. With feedback to help you drive safer. The United StatesPostal Service makes more ecommerce deliveries to homes than anyone else in the country. Still confident for a china agreement . Im hopeful. I wouldnt say im confident. Neil whats the different between hopeful and confident . Welcome back. Thats reassuring the treasury secretary Steve Mnuchin answering questions about the state of trade negotiations between us and china. The markets are not too concerned today. We should point out that the administration did something about being open in making progress on the trade front that is believing or postponing auto tariffs that would have affected vehicles coming in from european union, japan, to a lesser extent, supplies and automakers in china. Thats a good started. Lets go to Edwin Lawrence with the latest. The big headline on china, theres another round of talks in beijing. As you said, you heard the treasury secretary saying hes not confident but hopeful. I have no plans to go to china. We dont have a date set. I would expect ambassador lighthiz lighthizer, we go together at the appropriate time. Shepard china pulled back all of the concessions that they made in the agreement that was there. The president calling the agreement 95 completed. The administration is working on a plan because china has been targeting farmers to try to help the farmers. My preference is that he buys the food because farmers grow food to be purchased and to be eaten. You buy it and use it for good will and stuff rather than distort markets in some other way. Farmers prefer to have a trade deal done. Most of the stuff that we import from china is under a 25 tariff. After june 17 and the report is finished with the list of items that Everything Else that china imports could be under a 25 tariff. The next round could be things like coffee, coats or swings. The impact of the tariffs prompted a phone call between President Trump and larry kudlow. The Washington Post reporting that because of an interview kudlow did on fox news sunday, the president had it out with him and reaffirmed that china would be paying the tariffs. Back to you. Now to Ohio Republican senator, rob portman who a little more than a couple days ago warned and the dangers of tariffs and how they get out of control and will hurt the economy, jobs and wages unless theyre avoided. Senator, very good to have you. Thanks, neil. Neil thank you, sir. On this impasse, the tariffs will go into effect june 1, post with china with 60 billion of goods over there and better than 250 billion worth of chinese goods over here. Are you worried . Well, of course i am. You dont want a tariff escalation. It hurts everybody. On the other hand, you have to use them as leverage to get china to stay at the table and make the agreement. The agreement is important. We talked about this before. Theres no question that china is not playing by the rules and have to change their behavior in terms of taking our technology and the subsidies they do. These are structural changes. Then you have to do with the imbalance in trade. We have the biggest trade deficit with china. Jo has your stance changed . When you worked with president bush and negotiated with the chinese, was there a battle . To your point, it might work, but has the strategy changed . A sign that you and fellow republicans are open to this because you think this will be a Winning Strategy . Yeah, i do think theres some of that. A recalibration on using tariffs as a technique, as a shortterm objective to get them to the table and make the right decisions in terms of these longer term problems. We shouldnt want tariffs to be the result. The result should be an agreement and take the tariffs off. The other thing that happened today, you mentioned, the president chose to delay for six months a decision on whether to put additional tariffs under section 232 for automobiles, a 25 tariff. Many of us had expressed concern about that. I had opposed that specifically because its going to raise the cost of cars and hurt our economy. Im pleased the president did that. That is one of the reasons the market is responding favorably. In terms of china, i feel differently. Were not talking about our allies. Its a country that is taking advantage of us. Frankly, the rest of the world. Most of the rest of the world agrees with it. Neil and our americans brace for the possibility and could be short lived, but this drags on awhile and theyre going to face a lot higher prices for more goods. The president says that they can find alternatives, american alternatives, maybe prompt more companies to do the kind of things that Companies Like gopro are doing and shift operations to other locals besides china. In the meantime, a lot of americans are not prepared for the price hikes to come. Should the president be preparing for that . Larry kudlow is right, of course, that part of this is borne by consumers. The reality is, the additional tariffs that might be put on in another tranche as they call it, in other words, an additional increases in tariffs being prepared, will be on more consumer goods. Think about electronics, toys, whatever you buy in target and walmart. That will be more directly impacting consumers than the existing tariffs that are more business oriented. In other words, things like manufactured products, inputs into companies here in ohio talked to me about it. I dont hear about it from constituents or consumers. The ago side, china is buying less. Theyre not only putting tariffs but buying less. Including soy beans from ohio. From the ag community, theres an increase. But for china, we have to hang tough. We have to give the president the flexibility he needs. Its not the solution here. In the end, you want an agreement. The agreement is lowering tariffs on both sides and getting rid of the nontariff barriers to having fair trade between the United States and china neil and you do. Thanks, senator. Thanks, neil. A lot more migrants coming in. Now the tsa says hundreds of their own agents are headed to the border to help out. What do you have now . 8,400. We need help. This crisis is bigger. Neil urging against from congress saying the crisis at the border is twice as pressing as it was when he worked with jeh johnson during the obama years. The former Homeland Security director with us, jeh johnson. Good to have you back. Thanks for having me. Neil hes the man under fire. How is he doing . I owned that problem for three years. Kevin was Deputy Commissioner of cbp at the time. Neil the border patrol. Yes. Kevin is a good man. I have a lot of faith in him. Hes right that what we faced in 2014 is a fraction of what were seeing today. Neil what happened . How did it spiral . Its an excellent question. We had 100,000 apprehensions or ebb counters in march. Another 100,000 in april. The highest its been in 12 years. Think of it this way. That is the equivalent of the population of the city of orlando, florida showing up on our southern border in two months. That create as crisis first of all emanating from Central America, traveling through mexico along the mexican side and on the u. S. Side of the southern border. Neil you think the mexicans are doing enough to control that . One of the things we were able to do in 2014 to contain the spike there was to work with the Mexican Government constructively to do more on their border with south america. They stepped up and kept it in place. Such that in 2015, we saw the Second Lowest number of apprehensions since 1972. The number started to creep up in 16 and fell off in 17 when President Trump took off. The message from this, you can do certain things short term to affect the numbers, but as long as the underlying conditions of poverty and violence in those three countries in Central America persist, were always going to see things revert to their longer term trends and patterns. Neil everybody wants the opportunity. I get that. But neil, so important, we have to continue that investment. People want quick solutions. Neil but when you invest, you dont know where the money goes. Theres ways to make it accountable. Weve done it in columbia. To solve this problem of illegal migration from Central America, you have to make that investment at the source. Neil lets talk about what the president is outlining. You might have heard from john roberts some of his proposals. Theyre different from lindsey graham. Do you think there would be democratic support for some of the things in this environment, its hard to see how democrats and republicans can come together around any bipartisan solutions. Neil why . We got into this before, secretary. Theres so much broad agreement on the bigger issues here. Then were knee deep into a president ial campaign i saw very little in that reads to the democrats. Neil so keeping the green cards but prioritizing that would not be enough reprioritizing a way from family unification, which has been a central tenet of immigration policy neil its controversial because kids without their parents are coming to the border. Theres other ways to deal with the issue hoff familyish yaws. Neil thats a new thing. It happened in the obama years. But really accelerating. The flores decision has not helped. A decision by a judge in los angeles in 2015. I was opposed to it then, im opposed to it now. Neil, you also have to deal with the existing population only people here that have been here 10, 20 years. You have to codify into law the dreamer class, for example. This is something that democrats want. So this is basic politics. Neil its not just the dreamer thing is unaddressed. They have different ways to address it. So is it your sense that whatever either side proposes, its not in 2019 or 2020 weve done this before. F744 passed by the United States senate in 2013 with 68 votes. It was reform that dealt with Border Security, more agents, path to citizenship. A lot of things that people had to exercise some political courage to come together on to solve these problems. There are answers. In this environment, i worry theyre unattainable but theres answers to deal with Border Security, with dealing with holding those that are here in this country accountable. Neil what about being more practical . If we can get a farreaching deal, the approach is to adjudicate this quickly. Lindsey graham wants to hire 500 judges thats the point. You cant adjudicate it quickly. With the numbers neil thats the fire we have. You cant find a quick and easy fix to deal with the poverty and violence in Central America. Neil i agree with you. Short of that, to the obama administration, this administration, multiple administration this problem is persisting. You have to deal with the 100,000 plus. Part of the emergency funding from what i understand is going that the president requesting is going to go to this. Some democrats are saying its going to go to a wall. The white house says its not going to a wall. Where are you on that . I think theres smart ways of investing taxpayer money in Border Security. We neil how about a wall . A wall or fence is not a black and white issue. Are there places where some form of barrier could be fortified or an existing barrier replaced or something of that nature . Yeah, im sure kevin has in his desk drawer a smart Border Security plan which we ought to come together around. Neil its still a crisis, right . Very definitely a crisis. Neil when you hear the democrats running for president , a couple of mentioned an emergency and all of that theyre leery about it. 200,000 people in two months is a crisis. Now what are we going to do about it . Neil they dont say that. Does it matter to you . Should they say it . What i want to make a point on, everybody paid attention a month when i said it was a crisis. I want them to Pay Attention to the solutions. I owned this problem for three years. You have to address it at the source. Susspending aid is the wrong thing to do. Not only do we need to continue that investment but when you suspend the aid, you give people no hope. Youre telling people to go now, encouraging the coyotes to sell to migrants neil your moderating approach sounds like joe bidens approach. Is he your guy . Im sitting im totally neutral. Im giving you jeh johnsons approach. Neil saying nothing yet. Jeh johnson, very good seeing you. To the former Homeland Security secretary position here. Both sides have ideas on this. There are common themes that they add press but the two shall never meet hand growing cynicism about the plan by the president tomorrow criticism grows. Stay with fox. More after this. And theres no looking back, because i am cured. Talk to your doctor about mavyret. Neil all right. Well, mark cuban, Dallas Mavericks owner, says nobody in the 2020 race could beat donald trump. Why . Hes she they are all in the Political Class that donald trump is not. Thats doing to work to the president s favor. Lets ask end womens forums beverly halpert, former press secretary Ari Fleischer and democratic strategist, emily sussman. Emily, is it your view that mark cuban is just trying to make a place for himself in a field even running as an independent or is he stating the Strong Economy and Everything Else and none of these men and women have a chance . Theres no doubt that mark cuban likes the spotlight. Hes testing the waters just a bit. Neil hes always testing the waters. Saying he may run as an end, people talking about him as somebody that could upset the democratic primary. Of course, i dont think we think of him as a solid candid, even an independent. He does have a good point. The president has good polling. His polling is high even after the Mueller Investigation concluded. As you mentioned, the economy is very strong. So i do think when democrats think they have this in the bag, they need to keep looking at the numbers out there. Neil Ari Fleischer, the president s numbers are better than they were. With a economy the strong, the markets are volatile, but they have been incredibly strong, you could make an argument that he should be up ten points. Hes not. So who says these democratic challengers are going nowhere . Yeah, i think mark cubans political analysis is faulty. I think trump might win. I can see a number of democrats winning. The president s polling numbers are quite middling. His approval is 45 and disapproval is almost 10 points higher. 52, 53, 54. He has to do better than hes been doing pollingwise. It depends on who the democratic nominee is. If its sanders, he will win. If its joe biden, it could be a close fight. Neil emily, what do you think . If its biden a good shot. Any one else, maybe not. The polling showing theres a lot of candidates when they go head to head with trump will beat him. Cuban is trying to make space ford himself in the race. I think thats because he wants it to be about himself. The actual point is a fair one from his perspective. That there are a lot of people that thought that trump was a successful businessman and that prosperity would translate to their lives. Theyre not seeing that and were also learning neil what do you mean theyre not saying that . Theyre not seeing that and record low unemployment. Theyre not seeing wages go up neil wait a minute. Its better than it was. So you would argue the economy and this environment and that is a good strategy . I do think its a good strategy. People are not seeing the wages and theyre nervous neil you cant argument the numbers are what they are. Maybe that is a strategy that could work. You saw the trump polling numbers. Neil okay. As i said, one of the reasons i think that could be like the other things that the president does with crazy tweets. Thats another issue. Beverly, to her point, the candidate that the democrats front should be more moderate not to the likes of Bernie Sanders and somebody on the hard left that are advocating things that a lot of people will see fairly or not as Big Government run amuck and socialism crazy. You know the drill. How do they play that . I think its difficult when it comes to the primaries. Running somebody that is more socialist might help in that race there. When it comes to the general election, its going to have to be somebody that is more moderate. Thats why were seeing joe biden do so well. He distances himself in some of the more extreme left positions and thats why he is doing better. Polling shows that when it comes to democrat voters, 45 and above, socialism isnt what they want. Neil we have a bulletin to pass along. The president is declaring a National Emergency to address threats to our Tell Communications networks from some foreign companies. He might be referring to the telecom huawei. We have more next. It turns out, they want me to start next month. She can stay with you to finish her senior year. Things will be tight but, we can make this work. Now. Grandpa, what about your dream car . This is my dream now. Principal we can help you plan for that. Neil all right. The president has declared as i mentioned a National Emergency to address threats to the teleCommunications Networks of this country. Huawei might be on his mind here. The u. S. Has urged to do no business with them. Lets get more on the federal commishat do you think triggered this order . I think its the fact that protecting americas Communications Networks system is critical to our National Security, our economy and personal privacy. Especially when you talk about companies that are located in countries that can be a problem to the United States. Its important to protect those networks. I applaud the president. He understands that we cannot take risks when it comes to our National Security of our Communications Networks. Neil do you have of an incident that made this necessary . Its rumored and suspected. Youve been studying the issue for quite some time. Im wondering what triggered this specifically. I cant comment on the internal deliberations or the classified information. What i can say, we need a frame work in place to guard against any equipment or services coming into our networks that could present a security threat. That is one of the things as we emerge to the next generation of wireless, 5g that we need to guard against. Neil is it targeted at china . It does not name a particular country. What it does is set up a frame work for understanding security risks that are posed throughout our supply chain. That is the right way to go. We dont single out particular countries. We say every country in the world needs to make sure that they are abiding by the security protocols. If not, the American Government will take action. Neil the reason i mentioned china, the obvious target hear. Weve been talking about what huawei is doing. They made many advances in 5g technology. There was an effort on your part to dial that back. Do you think this would extend dealings with Companies Like huawei or huawei itself . There are a number of companies that would be affected. Last week the sec banned another Chinese Company called china mobile mobile usa that was run by the china government. We ned a Crystal Clear view of the threats we face and take actions. This executive order, these are all steps that show the u. S. Government takes threats seriously. Were so do you as chairman of the secretary of state that the chinese are a threat to our Telecom Security . Yes. The fact is that the Chinese Government has instituted a National Intelligence law that requires every individual or company within its borders to comply with a request from intelligence services. The Chinese Government that weve seen in the past few weeks has engaged espionage, computer intrusions and other activities over the Communications Networks that threatens the security of the United States. Its time for the u. S. Government to take a stand on this issue. The sec has done that. Im pleased to see the president has issued the executive order. Neil this is complicated stuff for most americans, chairman. One thing i do understand, robo calls. Youre trying to put a stop to them. Easier said than done. What is the latest . The latest is that i proposed today and shared with my fellow commissioners my proposal that would allow companies to block robo calls automatically. When has to happen, a consumer has to opt in, has to call their phone company and say block these calls. Many consumers dont do that. Its difficult to do. As a result, we havent seen Call Blocking deployed as widely as possible. The sec is saying the Legal Foundation is clear. Phone companies, block the calls by default, this will make a dent neil when you say default, they havent had that power already . They have an edit that if a call is placed, theyre supposed to make sure its completed. Theres a little uncertainty whether or not this Call Blocking by default was legal. So today were taking action to say that these calls blocking tools are in fact legal, that you can use analytics to block them and make sure that you have an option for consumers to opt out of those Call Blocking services. For me at least, for millions of consumers theyre sick and tired ott not answering the phone with confidence. Neil do you get them . Absolutely. Neil youre the chairman of the sec and you get them. So close to 5 billion such calls made every month that stunned me. What do you think this decision will whittle that down to . I dont have a specific numerical target for you. What i can say is that if were able to block these robo calls as a source and consumers never get them and a lot of phone companies are using advanced analytics to see which are spam, eventually well get to a system similar to email. A lot of email providers put them in a spam folder and you never see it. Thats what we want for the phone samples. Every call is a legitimate call from someone that you want to hear from. Neil thank you, ajit. Now theres protests after alabama is looking for a total ban on abortions. Is this setting up a Supreme Court show down . After this. Incomparable design makes it beautiful. Speak to alabamas Senate Passing on your total ban on abortions, even in the case of rape or incest. Regardless of what you think is going on in alabama, pro or antiabortion, the fact is a lot of people say this is deliberately setting the stage for Supreme Court battle revisiting roe v. Wade. Former federal prosecutor on this. This law is essentially a long shot bid to directly challenge roe vs. Wade but a lot of people think, myself included, that its not probably the best strategy to get there. Neil its pretty sweeping, going back to first time you get a heartbeat, that could be a month or six weeks into a pregnancy. By which time a lot of women dont know theyre pregnant. That alone makes it significantly more sweeping than other states have done. Where do you think its going . That was the point of the law, to make it directly contradictory to roe vs. Wade. The whole point is to help the Supreme Court will take on the challenge. For the legal path of the law will happen is they will be challenged, it will never go into effect. It wont go into effect until six months after the governor signs. Even at that point, there will be lawsuits filed and injunctions. For all practical purposes, its not going to go into effect while there is litigation. In the lower federal courts will have no choice but to strike down the law because it is so directly contradictory to current to bring court case law. The question becomes will the Supreme Court granted review of the law or will it simply deny review and inform the lower courts holdings. A lot of people believe this law is so extreme that the Supreme Court isnt going to take on such a direct challenge to the current abortion laws in the country. Neil reviewing. Courts striking down of the law which is consistent with the Supreme Court precedent. Upreme court changes their own precedent. Neil a more conservative court now so you could make an argument that they might be open to it. Courts have blocked restrictive laws in kentucky and iowa passed earlier in the last year. This would be very different but also different is the makeup of the Supreme Court. Or would that make a difference . It could make a difference. We dont know Justice Kavanaughs record on abortion. Its not clear what he would do. Chief Justice Roberts as well has actually sided with the liberal justices in other abortion cases recently. Its really not a guarantee that even if the court reviewed that this law would be upheld. More likely would be an instrumental chipping away at the abortion rights. Potentially allowing for more restriction on abortion that currently exist but not completely overdoing it. Neil thank you very, very much.
