Customs and Border Patrol is responsible for securing the border especially at ports of entry. Under Operation Secure line, we have partnered with dod to ensure were addressing vulnerabilities at our border and to assure maximum control of our ports of entry. So as we expect the migrants to arrive in masses, we have a formalized process on how we intake individuals legitimately. Part of that includes this acceptance of asylum seekers. The expectation, the process in place and the caravan will use that process in order to request asylum if thats what they choose to do. Help me out, director. I looked at a brebreakdown of sf those in the caravan. Many are hondurans, escaping what they claim to be Gang Violence that threatened their lives. For the nicaraguans, theres a political crackdown there. Theyre escaping something that they say is for their lives. Do any of those cases meet the technical definition of asylum and how do you prove that . A threat to your life or family is one thing. Generically escaping a country because its poor is another. What do you do . Id echo the sentiments that the members of the caravan have been provided mexico has provided for an asylum process for them in mexico and also opportunities for employment. So if individuals in this caravan are economic migrants, they have been given the opportunity to have a safe place, to have an opportunity for employment. Those that have chosen not to take that opportunity and continue to the border and show up at our borders here in san diego, tijuana, we will take them in, take their claims and then we will put them through the process with the uscis in order to validate the claims. Neil theres 2,500, according to what im told, that you could haven here, jobs here, citizenship here. Very few take mexico up on that preferring the United States. That will be thats a big burden to address when they get to the border, isnt it . It absolutely is. Our ports of entry are at capacity. We have an uptick in travel and commercial merchandise and uptick in enforcement in methamphetamine and opioids and dealing with those type of normal enforcement concerns that we have to adjudicate every day. To add on the asylum process and this administrative process on top at our ports of entry will significantly impact what our ability is to process those. In san diego, we have a cuein process today. This is what the first step back will do. Lower mandatory minimums for crimes from 20 years to 15. Eliminates socalled stacking, which elevates crimes to a federal level. It levels the flaying field as well between crack and powder cocaine which advocates have been asking for since the clinton administration. Some democrats dont think these reform go far enough. The president thinks he can get it through a lame duck session. He was originally hesitant to get behind this bill. Seven major Police Organizations, 2,700 faith leaders and leaders support this. So the president will in a few minutes there in the roosevelt room throw his support behind it. Something else that is being talk about a lot around here, neil, the potential shakeup in the president s staff and cabinets. Theres reports that Kirstjen Nielsens job could be on the chopping block as well as that of chief of staff john kelly. Its got the support of the chairman of the Senate Judiciary committee, Chuck Grassley and the opposition of young fire brand tom cotton, republican from arkansas. I was surprised by some like as an example, mike lee. Rand paul and others. Now it has tremendous support. Really great. Were all better off when former inmates can receive and reenter society. Thanks to our booming economy, they now have a chance at more opportunities than they have ever had before. Its true. Our economy is so strong that when people are getting out of jail, theyre actually able to find jobs. I have three instances of companies that hired people coming out of prison, and they have so thrilled by the performance of these people. Now theyre doing it more and more. A lot of people are seeing this. Its great. They wouldnt have had the opportunity frankly except for the fact that the economy is so strong and our job market is the lowest and best its been in over 50 years. Seems to be getting better. Our pledge to hire american includes those leaving prison and looking for a very fresh start. New job, new life. The legislation im supporting today contains many significant reforms including following. First, it will provide new unsentives for low risk inmates to learn the skills that they need to find employment, avoid old habits and follow the law when theyre released from prison. These incentives will encourage them to participate in vocational training, educational course work and faithbased programs. I want to thank paula white very much. I know you wanted that. That reduces their chances of recidivism. Reduce their chances of going back substantially. Secondly, this will allow federal inmates to be placed closer to their Home Communities in order to help facilitate family visitation. So important. Because we know that maintaining family and Community Ties is key to a successful reentry into our society. Third, the bill includes reasonable sentencing reforms while keeping dangerous and violent criminals off of our streets. In many respects, were getting tougher on the bad claims, of which there many, but were treating many differently for different crimes. Some people got caught up in situations that were very bad. I give an example of mrs. Alice johnson who served 21 years and she had i think another 25 or so to go. So she would have been in there for close to 50 years for something that other people go in and they get slapped on the wrist, which is also wrong, by the way. Which is also wrong. But ill never forget the scene of her coming out of prison after 21 years and greeting her family. Everybody was crying. Her sons, grandsons were crying and hugging and holding each other. A tough situation. A beautiful thing to see. It rolls back some provisions of the clinton crime law that disproportionately harmed the African American community. You all saw that and know that everybody in the room knows that. It was very disproportionate and very unfair. Throughout this process, my administration has worked closely with Law Enforcement. Their backing has ensured this legislation remains tough on crime, has to remain very tough on crime. Supports the tremendous work of our police and the tremendous job that Law Enforcement does throughout our country, our communities. They do an incredible job. We have Great Respect for Law Enforcement. Were honored that seven of the major Police Organizations including fraternal order of police and the International Association of Police Chiefs have fully endorsed this bill. Mr. President , you just said that people used disguises to cast illegal votes. Do you have any evidence of voter fraud . Thank you, everybody. Neil all right. You never leave the president assuming that its done because theres always a possibility he could take up a question. But i do want to go to carl rk e rove. Some of the questions shouted out address possible shakeups within the white house. That might be a big new thing again since rumors of the Homeland Security secretary job may be daninging all the way up to chief of staff kelly. Theres always a fixation on what comes and goes at the white house. What do you make of the latest noise, karl . First, you said potentially bipartisan support. When this bill came through the house in a slightly different version in may, the vote was i think 360 to 59. So it will have strong bipartisan support. Theyre going to have to send it back to the house neil could be a victory in a democratic house, right . Theyre going to try to get it done in the lame duck session so doug collins and Chuck Grassley would like to have it done. Hes the prime mover in the senate. I would be surprised to see this done by christmas time. If 60 people show up shortly on a list of names in front of Mitch Mcconnell, my suspicion is he will move it in order to give a sense of accomplishment to Chuck Grassley who has labored on this. Neil karl, i did want to talk about the first inkling of rifts the president will have to deal with in the democratic control house. Maxine waters talking about the days of easing up on lending regulations will come to an end on banks. Bill pasquel said that the deals that the president scored with mexico and canada are not done at all and they have to be examined closely. What do you think . Well, first of all, on usmca, i was an advocate of getting this done. Theres more republicans that will vote for the president s trade deal because it is the update of nafta, a free trade measure with protection with regard to automobiles. The president will be welladvised to get it done in the lame duck session. The democrats are going to be torn between trying to push their agenda, which may go nowhere in the senate if they dont do it in a bipartisan way, or investigating the president , which could be overdone and weve seen signs of it already or find Common Ground on things like what were seeing today with the first step bill where is there a way to find authentic bipartisan agreement. Ironically enough, weve had a period of that over the last two years. 1,000 bills or resolutions passed by the house, 80 with strong bipartisan measures doing things like talking about reducing regulation of Community Banks where Maxine Waters played a big role of lining up democratic support, tackling opioids, rebuilding the military. All of these and other subjects were tackled in a bipartisan way in the house and picked up in a bipartisan way in the senate in many instances. So well have to see what kind of Democratic Party shows up and what kind of president shows up. The president that showed up today is bipartisan. Neil i want to get your thoughts on florida. Didnt look like Broward County will meet that deadline for tomorrow. I could be wrong. If theyre late and it gets pushed back, everything has to be certified by november 20th, but this could go beyond that, couldnt it . The democrats are trying to get it to go beyond the 20th. Theyre suing to try to say that any ballot, whether it met the deadline or not, whether it met the guidelines ought to be included. They done this by taking ballots that were considered invalid and rather than submitting them to the board of canvassers, they were counted and dumped in. Were likely to see the democrats go a long time on this. My sense is the lawyers for rick scott are tough and aggressive and my sense is theyll make the process conform to state law and as a result, well see rick scott and ron desantes confirmed. Thanks. Well see. And what if everybody has it wrong about Robert Mueller . More after this. Its easy to think that all Money Managers are pretty much the same. These two who are pitching right now to protect bob mueller, senator coons of delaware and jeff flake who is retiring, republican of arizona. Chad, is it a realistic threat anyway . A number are pushing this but update me. Mitch mcconnell, Senate Majority leader, said didnt think legislation was necessary to protect bob mueller. He indicated based on what the president had told him, he didnt think there was any promise or threat from the white house to get rid of bob mueller. It doesnt sit well with senators on both sides of the aisle. What happened in the past 35 minutes, senator flake and senator coons asked for unanimous consent that the senate start debate immediately on a bill to protect bob mueller from firing. They started last week we had the firing of jeff sessions. What unanimous consent needs in the senate is you need the blessing of all 100 senators. It just takes one objection. In that case, it was Mitch Mcconnell. Thats how you get bills up on the floor. They didnt defeat this piece of legislation. Mitch mcconnell simply blocked them from considering this bill on the floor to protect bob mueller. Neil senator flake is saying that he would oppose any of the president s judicial nominations until legislation protecting bob miller gets a vote. Thats pretty strong stuff. To consider we are at the end of the year, there are some nominees lined up in committee here and the ratio on that committee has 11 republicans to ten democrats. Theres a way to get those nominations out of committee and onto the floor. They have that narrow turning radius on the floor to confirm the folks. 51 votes at least until next year. What jeff flake is tying to lord over Mitch Mcconnells head, because there is bipartisan support in both bodies to move this piece of legislation and you can bet that when democrats get control of the house of representatives next year, they will make a point of trying to move such a piece of legislation to protect bob mueller. The senate is going to be under republican control and as long as Mitch Mcconnell is there, hes probably going to object and block senators and both parties from bringing that build the floor. Neil quickly, chad, getting word out of the new house leaders, some of them including Maxine Waters, Financial Services, about not easing up on banks and regulations. Might have a trade subcommittee post, those trade deals are not done deals, specifically with mexico and canada. I talked to a senior House Republican aide and said that going to be a project for the new congress. Theyre going to sign his trade deal probably before the end of the year but to move it through congress, thats next year. Theres a lot of democrats who side with the president on trade.
