The president will be giving us an update on where we stand on the border with immigration at 4 15, out to columbia, missouri for a big rally tonight. The president talking about the deployment of troops on the bor der. Then he will talk in broad brush strokes about something weve been talking about for the last few days, that is some changes to the process of claiming asylum in the United States. The president , if you go to a Port Of Entry you can claim asylum. If you cross illegally, you can claim aeye lum. But the white house wants to change interest so aeye lum claims can only be made asylum claims can only be mailed at a point of entry. Fouf claim asylum at a port of zi, people who enter illegally across the rio grand or across the desert, would not be able to claim asylum, they rye main in custody then sent back to their
country of origin or through a deal thats under negotiation with mexico, maybe be able to be removed directly to mexico. So, the president will only talk, again, in generalities about this, because the white house still has not worked out the legal frame work how to do this. But im told, neil, it could be a combination of authorities between the department of justice, department of Homeland Security, and the president ial powers to protect the country under article 2 of the constitution. But its likely we wont hear about the exact plans for a number of days. The president really trying to keep immigration high up on the radar screen, in terms of election issues. In many states across the country, healthcare is the number one issue, immigration further down the list. Still important. But the president putting that front and center, did it last night in a rally outside of fort myers, going to do it in missouri, then in indiana, and west virginia, and every other Battle Ground state between now and tuesday. starting to arrive, the president saying up to 15,000 of them could be deployed. Rick levin thol that will in el paso with the latest. Serving as Logistics Support hubs for the thousands of troops being deployed at the request of Homeland Security to support the bureau, customs and Border Protection agents who will be deployed along the southern border, in remote locations. They have already arrived, many more military troops on the way now, they include aviation brigades, combat support, medical companies, military police, logistics teams, and lots of Engineering Assets to set up lights, and build fencing and barriers and temporary housing. immigration in the country, its hard to find more fervent opponents to the state of the Immigration System and how Illegal Immigrants get across the border. Neil whatever you think of what the president is going to do sending troops to the border and whether it could agitate things or not, we are still taking in record numbers of people from all over the world. Either through green card processing, eventual citizenship. So you get the impression that whatever is happening with caravans, which is a recent phenomenon, no one is coming into the country. That gets little press attention to your point. The danger with that, then, we blur legal with ilLegal Immigration. Thats a big nono. A tremendous danger, should not be done. The president of the United States has shown no appetite to changing Legal Immigration in the sense that he wants to get rid of it. Does he want to change it, he does. Hes talked about how he wants it to be a meritbased system coming into the United States. Thinks the idea we have a Diversity Visa Lottery and chain migration, forms of migration where we dont vet people based on what they contribute to the country needs to be changed. Is he saying we need to get rid of immigration, no. Thats not what you hear from opponents saying hes antiimmigrant. Couldnt be further from the truth, the facts are obvious here. Millions come in legally and the president is okay with that. Neil what worries me, we get a false narrative set up, then therestses racist charge and all of that, when so many from so many parts of the world are coming in. And it loses sight of that and makes it appear that the United States is shut down to accept immigrants. When thats never been the kals. Not only through this president but his predecessor, his predecessor and on and on. Were still netting gains of excess of a million foreigners coming into the country from all over the earth. And americans deserve a chance to have an opportunity to set that system, say is it good
for us and how many should come into the country. Very few people want to have that conversation. Instead, we get mud slung at everybody about how somebody is antiimmigrant, somebody is not pro immigrant enough. That of Course Isnt The Stakes of the debate. Thats emotional, doesnt have anything to do with reason or facts. I want to say one thing on Illegal Immigrants, the idea that a caravan is moving toward the United States how many people make it to the border . Who knows. That is a symbol of the ilLegal Immigration problem. The fact that troops are going to the border isnt for one caravan. In september, 17,000 people were captured by the Border Patrol trying to get into the United States. There are thousands of people every month trying to get into the United States, and something needs to be done in order to fix the problem. Not good for the immigrants and not good for america. Neil on the Legal Immigration it makes a mockery of the process to go through the process of getting a green card, getting your family onboard as well. Something the president will no doubt address. Other issue, coming up with the
14th Amendment and whether he has the right to go about doing what he wants to do. And just go back to the notion that just because youre born here doesnt automatically mean youre a citizen here. Thats a tough uphill fight. We will raise it with the professor. He runs into a buzz saw of criticism on both sides on that. A little bit, yeah, he does. But if you look at it from the perspective of is this fair, theres a huge open debate within the United States of america among citizens about the idea that Illegal Immigrants arrive in the country, has a child, that kid instantly becomes a u. S. Citizen. Maybe even leaves the country and never once sets foot on american soil until they return when theyre 18 years old. Not a system that makes sense. Thats a system that probably needs to get a fix. If it just means making sure ilLegal Immigration isnt happening, that will be a fix the president is satisfied by. Neil well put. Thank you. professor, he wrote a very fascinating piece here exploring what the president wants to do here. Essentially, arguing that the 14th Amendment isnt as black and white as it would appear noting that all persons born or naturalized in the United States and Subject To The Jurisdiction thereof, crucial words according to the professor, are citizens of the United States wherein they reside. Professor, good to have you. You argue that that leaves some room for interpretation at a minimum, right . It leaves lot of room. As a matter of fact, that clause, Subject To The Jurisdiction, was added precisely, to clarify. We dont put words in the constitution. Theyre not there with no meaning. So the words Subject To The Jurisdiction where there is a debate, does that mean order law, as you abide by Traffic Rules . Or does it mean what they said and what the sponsor of the legislation in the senate said, it means political allegiance. You arent subject to anybody else in terms of your allegiance. It implies something more. The idea that being born here leads to citizenship, the place is not consistent with the ideas of consent and the rule of law in the context of the United States. The idea of inheriting ones citizenship, from ones parents, stemming from their political allegiance, is what is more important. Indeed thats the dominant vow of most countries in developed worlds. All of the countries in ump which we often times like to emulate. Neil all of the countries in europe, what they have they dont look at a right of soil, where you were born. But the blood line, the right of blood. But that is the distinction. Could you sman that . What they mean by right of blood, not that youre gear manic or italian. From parenttochild. Before the child is capable of making the decision of whom they want to be allegiancallegiance,e it based on the parents f the parents are italian the child is italian. If the parents are american the children are italian. When john mccain is born in the an a ma canal zone, hes still an american. Because of his parents. Thats what is consistent with the principles of the american founding. Thats prit why clearly what was intended by the writers of the 14th Amendment. Even the courts, supreme Supreme Court, who upheld this understanding several occasions, when they ruled in 1898, they were only dealing with the question of permanent residents. They were not dealing with people here on a weekend, as a temporary visitor. And not at all dealing with people that were here not legally in the United States. This idea is something that just came about, and was assumed as we went forward, but theres no clear Supreme Court decision. And the law does not say this. The laws of congress which is precisely were y. The president for perfectly reasonable reasons, should issue an Executive Order to clarify, so that those that are under him,
his agents, the agencies, actors, do not do something that is inconsistent with clear Supreme Court mandates or the letter of the law passed by congress. Make sure they arent doing something wrong. Neil were waiting for the tonight clarify at the white house, but when President Obama took Executive Action to shield hundreds of thousands of Undocumented Imgrabts from deportation, this president is using the same argument to do what hes doing. Are they related. Good point. But very different things. Whats the job of the executive, according to the constitution. Its to basically execute the laws under which theyre operating. In the case of President Obama, he wanted to do something that congress specifically did not do indeed they chose not to do it and he wanted to do it anyway. He was going contrary to law. In this case, there isnt law. Congress has laws on who becomes a citizen. But in the particular here, all they do is say Subject To The Jurisdiction of. It leads the 14th Amendment question open. The court has not said what to do with some one whos here illegally or temporarily. This is the case in which the executive, whos responsible for executing the law, should issue an Executive Order clarifying how to execute the law consistent with the law. Hes not doing something that is against something thats there. The problem, its not clear. There noz clarity in the law. Which i think is probably the better way to solve the problem. He should make sure his own administration is not doing something, perhaps giving away citizenship, when they ought not to according to the rules that congress has established. Neil help me with this, i talked to a number of legal scholars, say nothing one has challenged the verasity of the 14th Amendment, you could come back and counter the founders
never would have envisioned the type of situation where many illegals come, in have a child, that child instantly becomes a citizen. They, themselves, by extension ultimately get to stay here that, would have never been envisioned by forefathers. The constitution stants, and they say its never, ever been picked apart to be denied. You say . Well, i see your point. But we have to understand that the constitution is actually written for future circumstances as well. It is clear that although the Immigration Laws we have are much more complicated, the challenges are complicated, the Fourth Amendment comes along after the civil war mainly to deal with freed slaves. They wanted Citizenship Clause and they wanted to make sure it included the right parameters and they added this phrase, Subject To The Jurisdiction of, and told us what it meant. They didnt at one time give away citizenship. Neil i want to be clear this came around 1866, after the
civil war, to help those former slaves. Who were here. Already. Neil that is a distinction. Extremely large distinction. In doing so, they also knew whatever definition they put out there would apply to everyone else. Thats precisely why, saying that youre born and naturalized, isnt sufficient. They came back and added this other clause, Subject To The Jurisdiction thereof, precisely to get out of that loophole which is playing out, i think, unfortunately with people who come here sometimes on a weekend to have a child, to give them citizenship that they might not take advantage have until years lapt where they want to get the benefit. That makes a mockery of the notion that citizenship means something in the country, and natural savings means something. Some one who supports the immigration and immigrants becoming americans, its what is beautiful about this country. That belittles it, making
something small over which we, the American People, have no ability to control. Take that out of our hands. That makes immigration something less than it ought to be historically what it has been. Its no longer under our control. Thats why he hit on precisely the right issue, and i think under the circumstances, hes pointed out, a loophole, if you will, where the courts have not clearly said something and the congress has not further clarified. Hes driving the wedge in there, and driving both his friends and his critics back to the constitution, which is a great thing for which i am thankful, but that means there will be litigation, and there will probably be congressional legislation, Lindsay Graham has introduced legislation, precisely the debate we should be having. Because behind here, nothing to do with disliking these immigrants or that immigrant. Its bee hind it is this question, what does it mean to be a citizen of the United States. How should we approach that question. What are the rules by which you
do that, how are we fair to people who want to go through the naturalization process. I think, this question, over time, has become something, that was never intended to become, by both sides, by the courts or congress. Neil and we should point out you mention your column and you discuss, this was based on those in europe in a situation, like this, at least one of the parents came from that designated country. Right, or in the case of myself, we have two beautiful adopted children. The law was changed in the 1990s, such that when you adopted children in a foreign country and brought them back into the United States, they automatically became u. S. Stenls. Congress citizens. Congress has given the power to carry out, to enforce the 14th Amendment, which means its Congress Responsibility to determine who becomes a citizen here. And what President Trump wants to do, is to kind of fill that gap, because congress has not said in this case people who are
here illegally or temporarily can be stenls. Thats not what the court said. Hes just pointing out, i think, what is obvious thing when you study it, and wanting to issue an Executive Order to clarify what are we doing in those circumstances. Neil all right. Professor, thank you very, very much. The president of the United States will be addressing this entire issue, here, again, what are the bounds and the limitations here. When you go ahead and say that you want to reconsider this. President trump i would like to provide an update to the American People regarding the crisis on our southern border and crisis it is. IlLegal Immigration affects the lives of all americans. IlLegal Immigration hurts american workers, burdens american taxpayers, and undermines public safety. And places enormous strain on our local schools, hospitals, and communities in general. Taking Precious Resource is a
way from the poorest americans who need them most. IlLegal Immigration costs our country billions and billions of dollars each year. America is a welcoming country. And under my leadership it is a welcoming country. We lead the world in humanitarian protection assistance by far, nobody close. We have the largest and most expansive Immigration Programs anywhere on the planet. Weve issued 40 million green cards since 1970. Which means the permanent residency and path to citizenship for many, many people. But we will not allow our generosity to be abused by those who would break our laws, defy our rules, violate our borders, break into our country illegally. We wont allow it. Mass uncontrolled immigration is especially unfair to the many
wonderful, lawabiding immigrants already living here who followed the rules and waited their turn. Some have been waiting for many years, some have been waiting for a long time. Theyve done everything perfectly. And theyre going to come in. At some point theyre going to come in. Many cases, very soon. We need them to come in. Because we have companies coming into our country, they need workers, but they have to come in on a merit basis. They will come in on a merit basis. The communities are often left to bear the cost and the influx of people that come in illegally, we cant allow that. Theres a limit to how many people the nation can responsibly absorb into their societies. Every day above and beyond our existing lawful admission programs, roughly 1,500 to 2,000 people try crossing our borders illegally. We do a very good job,
considering the laws are so bad. Theyre not archaic, theyre incompetent. Its not that theyre old. Theyre just bad. And we cant get any democrat votes to change them. Its only the republicans that are in unison, they want to change them, they want to make strong borders, want to get rid have any crime, because of the borders, of which theres a lot. And weve done a great job with the laws that we have. Were moving in tremendous numbers of people to get out the ms13 gangs, and other gangs that illegally come into the country. And were getting them out by the thousands. But this is a perilous situation and a threat to become even more hazardous, as our economy gets better and better. A lot of the cause of this problem is the fact that were right now, have the hottest economy anywhere in the world, doing better than any economy in the world. The jobs, unemployment, you look at any number. Right now we have more workers than any time in the history of our country. We have more people working. A tremendous statement. More people working than any time in the history of the country. And people want to come in. And in some case these want to take advantage of that. Thats okay. And we want them to come in. But they have on come in through merit. They have to come in legally. At this very moment large, wellorganized caravans of migrants are marching toward our southern border. Some people call it an invasion. Its like an invasion. Theyre violently overrunning the mexican border, you saw that, these are tough people in many cases. A lot of young men, strong men, and a lot of men that maybe we dont want in our country. Well find that out through the legal process. But theyve overrun the Mexican Police, and theyve overrun and
hurt, badly, mexican soldiers. This isnt an Innocent Group of people. A large number of people that are tough. They have injured, attacked, and the Mexican Police and military have actually suffered. And i appreciate what mexico is trying to do. So, let me begin by stating that these illegal caravans will not be allowed into the United States. And they should turn back now. Because theyre wasting their time. They should apply to come into our country. We want them to come into our country. Very much. We need people to help us. All of these companies that are coming in, weve never had anything like this. We have Car Companies coming in, we have foxcon so involved with the manufacturing of apple products, coming in, in wisconsin. We have lot of companies coming in. They have to apply, and they have to be wonderful people that
are going to love our country and work hard. Weve already dispatched for the border, United States military. And they will do the job. Theyre setting up right now, and theyre preparing, we hope nothing happens. But if it does we are totally prepared. Greatest military anywhere in the world, and its going to be, and is now, in great shape. No longer depleted like it was when i took over as the president of the United States. The government of mexico has generously offered asylum, jobs, education, and medical care for people within the caravan. But many members of the caravan have refused these offers. Which demonstrate that these migrants are not legitimate asylum seekers. Theyre not looking for protection. Because if they were, theyd be able to get it from mexico. Mexico has agreed to take them in. And encouraged them to stay. But they dont at one time stay, they want to come into the United States. So this is no longer safety. And asylum is about safety. Asylum is not a program for those living in poverty. There are millions of people in the world living at the poverty level. The United States cannot possibly absorb them all. Asylum is a very special protection, intended only for those fleeing government persecution based on race, religion, and other protected status. These caravans and Illegal Migrants are drawn to the country by democratbacked laws and leftwing judicial rulings. Were getting rulings that are so ridiculous, so bad, theyre writing the laws. Cant do that. Collectively known as an example, catch and release. Its a disgrace. That we have to put up with it. These policies lead the the
release of illegal aliens into the communities after theyve been apprehended. Were not releasing any more. Big change as of a couple of days ago. Were going to no longer release, were going to catch, were not going to release. Theyre going to stay with us, until the Deportation Hearing or the asylum hearing takes place. So were not releasing them into the community. We have millions of people that, over the years, have been released into the community. They never show up for the trials. They never come back. They are never seen again. And those people, they know what they are, and we know a lot of where they are, who they are, and those people will be deported. Directly deported. The biggest Hoop Loophole is the use of fraudulent or meritless asylum claims to gain entry into our great country. And aliens simply crossing the border illegally, finds a Border Patrol agent, and using wellcoached language by lawyers and others that stand there and try to get fees or whatever they can get, theyre given a phrase to read. They never heard of the phrase before. They dont believe in the phrase. But theyre given a little legal statement to read. And they read it. And theyll all of a sudden, theyre supposed to qualify, but thats not the reason theyre here. This merely is a search, the need for asylum, and often released into the United States, and they wait a Lengthy Court process. The Court Process will take years, sometimes, for them to attend. Well, were not releasing them into our country any longer, theyll wait for long periods of time. Putting up massive cities of tents, the military is helping us, incredibly well. I want to thank the army corps
of ek nears, so efficient engineers, so good, so efficient, so talented. We have thousands of tests, well hold them right there, not letting them into the country. And then they never show up. Almost, its like a level of 3 , they never show up for the trial. So by the time their trial comes theyre gone. Nobody knows where they are. But we know where a lot of them are and theyre going to be deported. There are now nearly 700,000 aliens inside the United States awaiting adjudication of their claims. Most of these people we have no idea how they got there, why they got there, and the number is actually going to be a much larger number as we look at all of the data. So, if you look at just in a minimal number, its the size of vermont, or bigger. And the overall number could be 10 billion people, could be 12 Million People, 20 Million People. The recordkeepping from past administrations has not exactly been very good. As Human Smugglers and traffickers learned, how the game is played, and how to game the system, we have witnessed a staggering 1,700 increase in asylum claims, since the year 2010. They understand the law better than the lawyers understand the law. You have a lot of professionalism there. You have a lot of professionalism involved in setting up the caravans. Look at how this is happening. Even the countries, you look at honduras, el salvador, you look at whats happening at the different levels, and different countries, whats happening on the streets. Theres a lot of professionalism taking place. And there seems to be a lot of
money passing. And then all of a sudden, out of the blue, these big caravans are formed and they start marching up. A long way to go. On average, once released, an asylum case takes 3 1 2 years to complete. Some one walks into our country, reads a Statement Given by a lawyer, and we have a 3 1 2 year court case for one person. Whereas other people tell them out, get out, just get out. Other countries, get out. We have a border, get out. We go through years and years of litigation because of the democrats and the incompetent very, very stupid laws that we have. Theyre the laughing stock all over the world. Including the people that are marching up, they understand. But the difference is were not allowing them in. And were not releasing, and were not doing any of the things that were done for so many years that really are terrible for our country. The overwhelming majority of claims are rejected by the courts. But by that time the alien is usually long since disappeared into our country. So they never get to see the judge, they never get to have a ruling. They dont care, because theyre in the country. Nobody knows where they are. All told, there are approximately one million aliens who have received final orders of removal. They have gotten final orders of removal. You dont to have go to a court, the courts have issued the orders of removal. We have gotten a lot of them. But who remain at large in our country. So, were moving them out. This endemic abuse of the asy o Immigration System, displacing legitimate asylum legitimate as seekers, while rewarding those who abuse or defraud our system
which is almost everybody. Everybody is accusing it. And just doing things to our system, which were unthink an. Im sure even by the democrats who were largely responsible for getting it done. These individuals disrespect the foundations of American Government by voluntarily choosing to break the law as their first act on american soil. Furthermore, contained within this flow of illegal migration to our southwest border, is the movement of deadly narcotics in the southwest. Most of it comes in. 100 of the heroin in the United States enters through the southern border, 100 almost, of heroin, comes in through the southern border. Along with roughly 90 of
cocaine and the majority of meth, and substantial portion of the ultralethal Fent Nol Killing our youth. Its killing our youth, phentonol. These destroy and kill much more than 70,000 americans every single year. And the number goes up, goes up and up and up, we are so foolish with our laws that we allow this to happen. The Death Toll Equivalent of the size of an entire american city, every year. The current indplux, if not halted influx threatens to overwhelm the Immigration System and communities, and poses unacceptable dangers to the entire nation. We have to have our borders. Cant let drugs come in. Not just people, its people, its drugs, human traffickers. Human trafficking is now at the highest level in the world, than its ever been. Because of the internet. Think of it, human trafficking. You think back 200 years, 500 years, human trafficking, where they steal children, in many cases women, unfortunately. They steal women. The human traffickers. The lowest scum on earth. The lowest scum on earth. And its at a level that its never been world wide, never been at a level like this. If these caravans are allowed into our country, only bigger and more emboldened caravans will follow. Thats what is happening now. We have one thats coming up, and its being somewhat dissipated, as they march. But then other people were joining it. And them it gets bigger. And dow, if you look back at honduras, el salvador, other ones are solving and forming. Theyre forming. You have new ones forming. Cash a van number two is caravan number two is unbelievably rough. Our military will stop it. Very, very hard. Mexico is having a hard time with it. Once they arrive, the democrat partys vision is to offer them free healthcare, free welfare, free education, and even the right to vote. You and the hard working taxpayers of our country, will be asked to pick up the entire tab. Thats what is happening. Medical and in many cases, theyve got some big medical problems before they get here. No nation can allow itself to be overwhelmed by overwhelmed masses of people rushing their border. Thats what is happening. They are rushing our border. Coming up, and even before you get to the caravan, just on a
daily lacis, peep basis, people coming in. Its a very bad thing for our country, its sad in many ways. But a bad thing for the country. And, again, costs us billions and billions and billions of dollars a year. And i will therefore take every lawful action at my disposal to address this crisis. And thats what were doing. The United States military, great people. My administration is finalizing a plan to end the rampant abuse of our asylum system, its abused. To halt the dangerous influx and to establish control over americas sovereign borders. We have borders. And once that control is set and standardized and made very strong, including the building of the wall which weve already started, 1. 6 billion spent last year, 1. 6 billion this year. We have another 1. 6 that will be coming but we want to build it at one time. All it does is turn people in a different direction if you dont. We want to build it at one time. Under this plan the illegal aliens will no longer get a free pass into the country by Lodging Meritless Claims in seeking assylum. Migrants seeking asylum will have to present themselves lawfully at a Port Of Entry. So theyre going to have to lawfully present themselves, at a Port Of Entry. Those who choose to break our laws and enter illegally, will no longer be able to use meritless claims to gain automatic admission into our country. We will hold them for a long time if necessary. The only longterm solution to the crisis and the only way to ensure the even durnls of our nation a endurance of our nation as a sovereign country is for congress to overcome open
borders obstruction. Thats exactly what it is. Its open borders obstruction. No votes. You can come up with the greatest border plan, the greatest immigration plan, you wont get one vote from a democrat. They have terrible policy, in many cases terrible politicians. But the one thing i give them great credit for, they vote as a block, they stick together. And we will end catch and release, were not releasing any longer. We also must finish the job that we started, by being strong at the border. When were strong at the border people will turn away and they wont bother. You will see it, a year from now, or certainly a period of time from now, despite our very good economy which some of them come for that, i cant blame them for that, you have to do it legally, but you will see that the numbers of people trying to
get in will be greatly reduced. But that can only happen if were strong at the border. And the southern border is a big problem. Its a tremendous problem for drugs pouring in. And destroying our youth and the fabric of our country. Theres never been a drug problem like we have today. And as i said, much of it comes from the southern border. So, in the meantime i will fulfill my sacred obligation to protect our country and defend the United States of america. And this is a defense of our country. We have no choice. We have no choice. We will defend our borders, we will defend our country. Thank you very much. But what i will say, by doing that, tremendous numbers, you know, under the obama plan you could separate children, they
never did anything about that, nobody talks about that. But under President Obama, they separated children from the parents. We actually put it so that that didnt happen. What happens when do that, is you get tremendous numbers of people coming. Loom like an incentive, when they hear theyre not going to be separated they come. Many, many times over. But President Obama separated the children from the parents and nobody complained. When we continued the exact same law, this country went crazy. So we are going to continue and try to continue what were doing. It is a tremendous incentive for people to try. But its going to be very, very hard for people to come into our country. mexican military, Mexican Police, where they badly hurt police and soldiers of mexico, we will consider that a firearm. Because theres not much difference. When you get hit in the face with a rock, which as you know, that was very violent a few days ago. Very, very violent. That breakin, it was a breakin to a country, they broke into mexico. You look at whats happening in guatamala, along with el salvador, honduras, disgraceful that the countries arent iebl to stop it. They should be able to stop it before it starts. And the United States pays them a fortune. And were looking at not doing that any more. Why should we be doing that when they do nothing for us. Mr. President , can you clarify how in this plan going to be legal considering current law . President trump this is totally legal, stopping people at the border, this is an invasion. Nobody is questioning that. If terms of your plans to
change asylum, are you going to President Trump you dont have to really, you can the problem is to hold people you need massive facilities. Most ridiculous thing ive ever heard. Other countries, theyre sorry, you cant come in. With us, they take their name, phone number, everything, and say good luck. Only because we dont have the facilities to hold people. But were building the facilities now. Were building massive numbers of tents. And we will hold them in tents. President trump people are going to have a chance to go for asylum. Not very many people are allowed to stay once they go to court. What happens is they go in, they were using asylum, they were told what to say by lawyers and others. Read the statement, read the statement, now you seek asylum. The whole thing is ridiculous. And we wont put up with it. President trump, u. S. Law and
international law says that people who have valid claims have a right to seek asylum. President trump theyll go to court, theyre going to court, as crazy as it sounds, theyre going to go excuse me, excuse me. Theyre going to court. And a judge is going to determine. But usually when they go to court, they are deported. Most of the people are deported. But they never end up going to court, when they come in, theyre told to come back in a year for a quick case, and they disappear into the United States. Never to be seen again. But current law says President Trump they will be given deportation notices. We will be deporting those people. What about the law, are you going to change the law . President trump we will consider it, the maximum that we can consider that. Theyre throwing rocks, viciously, and violently. You saw that three days ago. Really hurting the military. those in, and then make court date for them, never return for the court date. That will end, it will just be catch right now, there will be no release. And this is the same president who comes down the escalator, when he announces his candidacy and talks about mexico. Now we have him, as president , and hes come up with a policy which is going to be very controversial, certainly. It belies the fact that there were no comprehensive laws passed in the last two years. Neil but you can think about it, whatever, you know, both parties to blame, getting us to this stage. The president seems to be betting that americans are buy and large sick of this, he pointed out that Legal Immigration has continued, over a million got their green cards and or final american citizenship, hes addressing illegal here. And these caravans, theres a right way to go about it and a wrong way to go about it. Do you think that will resonate, or will it be normal . No, no, i dont think its noise. Hes talking to his base, again. I think hes getting a revvedup base, looking at a voters, right now, in America First of all are already voting in recordbreaking numbers for the early vote. And then what were talking about, is, you know, both Democratic Base being mobilized, the republicans being mobilized, seeing which way they ultimately go. But the language in this, i mean, if i would be more comfortable if he separated out, you know, the Policy Hes Advocating from the elections. And yet, i was counting, the word democrat was five times. He ends up talking about the governors race in georgia. And all of the places hes going around the country. Le million iphones, never mind it made oddles of profit on them. Thats weighing on apples stock after the bell. Maybe tough times for Technology Stocks going forward. Tomorrow. Neil we start out better than we had in october. Is october behind us or we bet md all of this out . Well, who knows. Neil really. All i know is that clearly theres a lot of retail engagement. The October Ups And Downs were what i would have thought would have occurred this late in the cycle. Certainly a lot more volatility than weve seen arguably in years, for protracted period. November seems to be starting strong. Neil what grove it, i know the drove it, i know the concern about interest rates, return on investment with the full safety of uncle sam. Is there something bigger playing on this thing . I dont think soy. I think its probably the maturity of where we are in the cycle. Series what we talked about, along with global trade issues. Some of these same issues that have been percolating along. Theres a fine line between the tipping point, between fear and greed, and markets neil average folks were like you, delighted, t. D. Ameritrade, theyre america. But i wonder, given the fact we were going up, up, up, almost uninterrupted, now theyre thinking, wow, i can lose my shirt here. Or are they feeling that cooler
heads prevail . Well, what we are seeing is interesting. We have two pieces to the business. The retail business, the average of the american investor, but we have custodian, Institutional Billings for the a clients. Were finding our retail clients, are buying into these dips. Theyre seeing it as an opportunity to be a net buy position. The institutional positions are selling. Theyre taking money off the table. Neil usually the Rule Of Thumb is the institutional guys have the start strategy, the retail guys not so much. Well, the differences here is, the ria, taking care of clients that themselves might not feel confident in the market. Our average retail investor, selfdirectled investor, are confident in their own ability to read the market and tend to be savvy investors. Neil what i notice, things are going hunkydorey stood, then news via president ial tweet, that he and the chinese leader talked, favorably on trade, setting up high
expectations that maybe this could be resolved, stock shot up over 200 points. Trade does seem to dictate this market, the better it looks sort of deal, the better for stocks, the worse, the worse. What do you think . Absolutely true. Its one of those things you cant probably find any topic that economists generally agree on, as strongly as trade. It is good for the world. So, therefore, markets react to that. So if it looks like trade is going to be better, global trade, as opposed to disrupted, then markets reflect that sentiment. Neil markets are preparing for the house switching party control, that seems to be a consensus others argue that, the president saying thats why the markets are volatile, faring a democratic house. I think thats been there for a while. What do you think . I have no idea on the political swings of things. I think its more fundamental. We are long in tooth in the bull market, we have large macro
issues. Neil to bear parked market to worry about . Im not a market pro nos ty kaytor, but if you look back instead of forward, this is a mature cycle. What you see at the end of the cycle are higher volatility. Neil the record long nine year market, were due . Well, who knows if were due. This is one of the longest in history. The question, if history repeats itself, its likely to turn the cycle at some point. Why we spent a lot of time trying to educate our clients.
