He will talk at length about deregulation and how that inclogs the opportunities of business. He will talk about dismantling isis, appointing judges to the bench including neil gorsuch to the Supreme Court and pulling the u. S. Do you get worked up over this sort of thing . Well, personally i dont. The only day i find it worth getsing worked up is the day im ready to sell, which im not. And you know, in a sense, ive been more than amazed at how much stocks have run up. I probably have a little general nervousness about where theyre going to go. But to me, today feels like a bump in something. On the other hand, as Interest Rates move up, its inevitable stocks will back off some. Neil im amazed when we talk to young people and Interest Rates and say oh, my gosh, i missed the boat on a 4 mortgage. I said thats what my wife and i paid per day. So im showing my age here. Its what you get used to. If Interest Rates were to back up to the degree some say they would, a tenyear gets north of 3 , 3. 5 , its around 2. 7 , would that be a big deal . Absolutely it would be a big deal. You know, in the short run, it will come sort of slowly. On the other hand, just take it from the perspective of the u. S. Government. U. S. Government is paying 250 billion, Something Like that in interest every year. That number goes up, that is many more billions. Takes savings in a lot of programs to make up for those rise in Interest Rates. Certainly house payments and how people live will be affected. Probably what is more likely to do is house prices will come down and peoples monthlies will stay more similar. Neil now, i know you look at this in a different way and wanted to find a way to go through the government books and find out where this money goes. You talked about even the slightest uptick in rates. When you carry the debt we are, doesnt take much to realize you can choke on that. What do you think about that . Weve done some plotting recently. It was interesting in what people talk about in states of the union. One of the top topics is the deficit. Every president talks about the deficit in their first state of the union address. A number of times they mention it it goes done systematically when theyre in office. We might think of that as deficit amnesia, if you will. The deficit just keeps going up and up and up and up. As a business man, i dont understand how that works. I thought theres something ant revenue and expenses matching. You can take a look at some of that on our usa facts site, which is where i put all the numbers that i think are interesting to me as a shareholder in the u. S. Government. Tonights state of the union is like a shareholder call a little bit for the president. Neil yeah, but they have the rowdy shareholders, too. The decorum is such that it can get raucous. Were told that a dozen democratic congressmen and women wont be there today and the president there try to talk about bipartisanship on immigration, infrastructure and all of that. How do you handicap that . Well i tell you something interesting, as we looked at one of the top words that president s use in state of the union addresses, neither immigration or infrastructure has been in the top ten as you look back to all of the president s through 1980. Its not something that they have talked about. President trump will strikeout in new areas. Can you get bipartisanship on some of these things . You might think you could on bridge quality, road quality and yet even looking at the numbers, its not exactly clear that more spending is really going to drive infrastructure improvements. Well have to wait and see. Neil part of the new spending is money that we dont have. You can argue the same with other priorities the president is going to outline. Im told he will talk about 200 million of federal money up front for private initiatives. You think Something Like that could work . If you take a look at what kind of private investment has been, r d and cap x going back to 1980, its been a steady and systematic rise up and up. Its almost exponential a little bit as opposed to linear. So when the president says were going to simulate more private investment, in a sense that surprises me. No matter what government has done the last 38 years, its just been steady economic, you know, sort of bumps with bubbles and recessions. You get a little bit of abation. Its hard to believe that anything the federal government does is going to drive that up much. And it sounds skeptical about taking on that extra deficit money doesnt make sense to me. Neil all right. What we have urged our members to be is polite, a tentative and not replicate some of the really bad things that were done when obama was president of the United States and giving his state of the union. We ought not to act that way. You will find our members respectful. Neil so youre talking about congressman joe wilson who shouted out you lied, mr. President. At least he attended the speech. Well, you can argue that. But look, the president of the United States leads our country. We need to listen to him, whether we agree with him or not, and whether we support him or not. We ought to show him the respect that the president , the office of the president deserves. Neil so for those 12 colleagues that are not coming, is that showing respect or they entitled to do whatever they want . Theyre entitled to do whatever they want. We never have, i think, either party have everybody present for one reason or another. But in any event, theyre entitled to do what they want to do. Neil all right. The president will do a lot of crowing about the tax cuts saying theyre working. Nancy pelosi has called it chump change, a lot of people think 1,000 is not chump change or crumbs. What do you think of that . I dont think 1,000 is chump change, neil. When you compare it to what the upper 1 got, youre talking about 23 a week versus about 1,100 a week, which is ironic when paul ryan our speaker and the president and very frankly the secretary said that they need it. They can have tough times neil no doubt but a lot of getting it from companies right now. They handed out bonuses and the likes to 4 million americans and likely more to come. Did you anticipate that . I talked to the white house. They didnt even envision this. I did not anticipate it, neil. I think its good for the workers. God bless them. What is good for the workers is over time how theyre treated with respect to salaries and benefits and retirement. Health benefits. So the initial bump was a pleasant surprise to many and thats good. But the fact of the matter is, the distribution of the tax cuts first of all which create a huge deficit, thats going to be very bad for the economy in my opinion in the long run, not withstanding their claim its going to pay for itself neil weve had deficits, right . We had a lot of it under president obama and maybe for sound reasons coming after a recession, but both parties are guilty of deficits, right . Well, you know, you say both parties are guilty of deficits. Obama took over in the deepest recession weve had since the depression, which means the deepest recession almost anybody alive in person has experienced. The republicans opposed the effort to get us out the recovery act. All of them in the house voted against it. It worked. It worked better here neil youre not blaming the added 10 trillion in death on republicans, right . No, im not. But frankly the Economic Policy the president is pursuing now with the deep tax cuts was the policies that were pursued in 01 and 03 and we were promised the best longterm recovery ever, and that did not happen. As a matter of fact, we had the deepest recession. No, it wasnt totally the administrations policies but the previous administration, the Clinton Administration had one of the best economies anybody alive today has experienced. And the republicans said his policies in 93 were going to bring the economy down and make it very hard for working people. It did exactly the opposite. So theres a substantial difference in performance i think between the democratic administrations and the republican administrations. Neil but these companies are these companies could surprise you. I think the Fourth Quarter of the First Quarter of this year is going to be substantial where regulators who are no longer out of control, judges that are do their job rather than trying to legislate from the bench and really a jobcreating tax bill is making a big difference. I believe people can see that, feel it and see it in their economic optimism. You know, one of the things that made the tax bill work so well, it came through a process that actually every step seemed to produce a better result. But what we need here is a base bill that works towards solving two big problems, how you deal with kids who were brought to this country when they were kids and grew up here, 70 of the American People including me think there should be a way for them to stay and become part of our society and our economy and a meaningful way. I think that every president has to build on the foundation of what he inherited. I certainly think that President Trump inherited a much Stronger Foundation from president obama than what president obama inherited. Because he had to help us get out of the 2009 recession. If youre going to talk about historically building from one administration to the other, i hope that President Trump continues on a path of job creation. Thats what our economy needs and thats what our workers need. Do you fall in you talked about this in the clinton years. You had your own market boom that took off. You dont like the numbers when they reverse, right . If youre in control, you dont like them going down. Do you i know youre not a market forecaster. But days like this, you say yikes. Neil when we talked a long time ago, i remember when bill clinton was president , he didnt talk about the markets much. I dont know whether you were among his advisers to say it would be risky the do that. Ronald reagan subscribed to that view. Donald trump does not. But i guess youre with them when theyre up and youre with it when theyre down. And we had the philosophy clearly i dont think i ever came on your show during those days and talked about markets. Because they do go up and they do go down. What you want to see with the markets though is steady growth and a healthy economy that the gdp rises. Those are the real indicators that we have to Pay Attention to. Neil people forget that rates went up. Investmentrelated rates. Capitol gains went down. What do you think of this tax cut as its structured, the early move by companies to share some of the wealth with workers and bonuses and all of that . Im glad to see companies sharing the wealth. She said she thinks its the tip of the iceberg. Other companies will do it. So many states like wisconsin where we have record high levels of employment. If you want to attract and keep your employees, what better way than to take the benefits of the tax cut and put it in bonuses and raising wages, a key things to do when a key work force is needed. As i mentioned, according to our department of revenue, thats an objective standard the way they measured previous tax bills. They showed 2,508, thats not chump change. Thats real dollars that will help working families. I was here earlier today pushing our child tax credit, which will help families going back to school here at a retailer in wisconsin, northwestern wisconsin. For a lot of families that need those dollars, 2,500, thats real money on top of what they may or may not get from employers as well. Neil youre right in this respect that tax cuts come from the president because the media press doesnt give them much of a favorable shot and people tend to see if it their own paychecks and hear the good news. It helped Ronald Reagan and helped george bush jr. And other developments. It might pan out. Are you surprised the president s Approval Ratings havent moved on this. Im wondering why. People need to see it. What i was going to say, youve been in my state here before many times. You were here right at the height of the protests leading into the unprecedented recall election that we had. I have to tell you, what has changed in the election wasnt the ads, it wasnt the flyers. It was more than anything that people in our state saw the results of our reforms. With all remember, we had almost 150,000 protesters occupy our capitol. They were brought in from around the country as well as some that were here in the state. If i had an election in the height of that, i would have been recalled. Instead, what happened, our reforms worked, people saw when their kids went back to school, the schools that used the reforms were the same or better. In december when property tax bills came out after a decade of going up 27 , they saw them go down. I think that made all of the difference in the world. Since then our cumulative impact of our tax relief is 8 billion and yet every year weve had a surplus that we plow back into income and property taxes, tax cuts, that is, and i think people need to see it. The more they see the direct benefit, the more they dont care what the other Media Outlets say. They need that to do you make o . I had 14 state senators leave the state entirely. They not neil thats right. I forgot that. So they were all gone. Every one of them gone. I think in the end, you have to talk to people. Youre not the report is to the congress, technically theyre in the chambers. I found when i do my state of the state or budget address, you dont disregard the lawmakers,but youre talking to the people of your jurisdiction. Im talking to the people of wisconsin. The president , past president s should be talking to the people of america. Thats where he should lay out what is happening, why its happening. He needs to lay out clear optimism about looking where people are working and realize theres still people that need more help and the best way to do that is to plow forward with a positive aggressive agenda and talk about the impacts of tax cuts and talk about putting more people to work and talk about welfare reform and getting people off the sidelines and the game like were doing here in wisconsin. Talk about how to repeal and replace obamacare and how to go forward with a infrastructure plan that works in partnerships with states and local governments. He can do that. When i went over to switzerland and spoke to a group, i talked to them about, you know, you need to understand what from my perspective what America First is. Its about being competitive, its about america. When you buy lng, think about America First. We have a great opportunity in this country to not only market but to help a lot of countries quality of life with our resources. Weve seen texas, as a great example of it. When you shift from older inefficient power plants to cleaner burning natural gas, we saw our emissions really go down, 60 decrease in nox. Neil what is nox . Nitric oxide and sulfur dioxide. As governor of texas, you were very effective at recruiting businesses to come to texas and you would get in jousting with various state governors. But now theres a real problem going on in the high tax states like new jersey. The democrats have the run of the table. They control the governors of the mansion. A lot of people are concerned that theyre going to push businesses out of the state in new jersey, for example, and some fear that a hike in taxes lets say in new jersey, could do just that. Thats what competition is all about. The people of new jersey just like they did in california and other states, theyll make a decision on whether or not can we stay there, do we want to stay there or South Carolina or florida or neil what would you do in that case .
