Poland, where the president will outline some of these concerns as well, when he meets with his polish counterparts, and begins to send the message, enough is enough is enough. Kristin. Reporter President Trump says we cant get a better delivery system, and now, north korea has done just that. So as President Trump lands here in poland, the big question is, will he followthrough. In so, how . Well, the Un Security Council held an emergency meeting while President Trump was in the air, and he was already planning to meet with many of north koreas neighbors at the g20 in germany, japan, russia, and china. Part of the president s strategy in dealing with north korea has been putting pressure on north koreas biggest and most powerful ally, china. But just this morning, President Trump conceded that, quote, trade between china and north korea grew almost 40 in the first quarter. So much for china working with us. But we had to give it a try. Now, the chinese president ping, just met with russian president Vladimir Putin in moscow for two days, and now President Trump is just two days away from his first facetoface meeting with putin. It will likely be the biggest moment of the trip. Another big moment, though, is going to be happening here in warsaw tomorrow night. President trump will be delivering a speech in a big outdoor square in front of 15,000 people, and the square is really important, because it is the same square that served as really the center of the uprising against nazi occupation back in 1944. Neil, it is a very Significant Location for what the white house is describing as a major Foreign Policy speech by President Trump. Well be watching for that tomorrow night and the big facetoface meeting with putin on friday. Neil thank you kristin. On this north korea thing, stop me if youve heard the same thing before, yet another administration moaning the fact that the North Koreans are pushing the envelope here and pushing our buttons. We tend not to respond to the way you think we would, with the talks. Is that about to change . To the former u. N. Ambassador, thinks now is the time. John bolton is with us. You see this of course, and we were going through some of the headlines in the past with various administrations in both parties. They talk tough on this. But it is very little they end up doing, sanctions, sometimes punitive sanctions. They dont seem to do the trick. So what will . Well, the real question is whether President Trump will respond differently than other president s. Watching nikki haley and the Security Council today, she gave a very strong, tough statement, very appropriate. I remember another july the 5th in 2006, i was in the Security Council, too, the day after north korea had broken a sevenyear moratorium on launch testing, and it launched a barrage of missiles. It ended up the Bush Administration followed a policy similar to what the Clinton Administration had done. So the real question here is not are we outraged to what north korea has done. Of course. So is everybody. So what. Will trump followthrough on what nikki haley said or at least implied and really do substantial restrictions on trade with china, and chinas trade with the United States. Thats what remains to be seen. Neil what we do know already, the president has looked to drop sanctions on at least two chinese banks for lack of a better term that does business with north korea and funds them and might be a big reason why business dealings between the chinese and North Koreans have increased at least 20 . So he seems to be risking going after china even if it bo boomaranges on us. Were always on defense. This seems to be his way of saying not anymore. Well, i think the other administrations have fallen for the line about china is Holding Americas debt. If you owe the bank 10,000, youve got a problem. If you owe the bank a million dollars, the bank has a problem. Neil donald trump came up with that actually. That could well be. Thats chinas problems too. These sanctions, fine, but nobody should be under any illusions they have a real impact. Because if you sanction the abc corporation, the next day, the xyz corporation doing exactly the same business. What do you up the sanction anti against china. We tried, we took the chinese at their word, we were going to try to handle this, for whatever reason they couldnt or didnt. Now he seems to open to taking punitive action. What should they do . Sweeping. If we believe china is violating the Security Council sanctions or turning a blind eye while others do, how about a sanction that says no Chinese Financial Institution can do business in the United States. Unless, unless you have a tough sweeping comprehensive set of sanctions, the chinese will doubletalk us again, as they have for 25 years. Our Attention Span is notoriously short and this is how north korea has progressed to the point we are now over the last 25 years. Neil thats what i wonder, we express our outrage and they use outrage a lot, it is a powerful word, but even with the chinese and the russians, theyre saying the same about north koreas provocative actions. But they take great umbrage to us wanting to work with the south koreans and call that provocative. Protest too much here . We have a classic cold war demonstration of that on the table already. Russia and china have already proposed after this icbm launch that theyll get north korea to agree to stop doing that, if we and south korea stop having significant military maneuvers. This happened in the cold war all the time. Russia would do something thoroughly outrageous, and then say, well, well stop doing if you back off an existing defensive posture that you have. So that the status quo after the exercise is we are materially weaker. We were smart enough most of the time in the cold war to reject that. We ought to reject it here. But the opening gambit, this combined offer by russia and china have already thought this threw. Neil all right, ambassador, thank you very much. By the way, when it coombs to the North Koreans and what they did and plotted, we are learning rights now on the ambassador kind of touched on it, that we knew in advance what they were up to. That we knew they were going to launch this missile. We decided not do anything in response. A paernly concluding that it wasnt a direct threat to us. There are a lot of people that heard that and got worried. How did they know, and b what, if they hunched wrong. This is a story about mail and packages. And its also a story about people. The understanding was the chinese would do their darndest to be a manipulator to do their best to get north korea off the crazy wall here. North koreans and chinese are in business together. It has gone up 20 in the latest quarter. On the phone, Peter Kiernan on this. Peter, what will it take to make sure there isnt an eighth or ninth or tenth. One of the things that wont happen, is china cant be able to contain this. The president is as frustrated as we are. This situation is deliberately been inflamed by kim jongun. Neil why would the chinese, it is frustrated, he controls a lot of this, doesnt he . He doesnt control as much. There are things that president chee wants. He wants a buffer zone between south korea and his country. He does not want our navy steaming into the south china sea. Neil how he is getting them off the rails. The Chinese Ambassador speaking as you are, im wondering, the chinese are criticizing this move on the part of North Koreans, we are, the russians are. Were in agreement what theyre doing is appalling. Whats going to happen here . What is going to have to happen is he deliberately close july 4th, just like he deliberald deliberately chose to annoy president chee to be the most important person to talk about that weekend. This is a guy who wants to be center stage. He is begging to be negotiated with. Thats what he is playing for. Neil so what do you see happening . Obviously, this time, when the chinese and America President s meet, it will be a different matter, i imagine, a different mood, and different demeanor. The president , our president looks like he has had it. The chinese are going to keep saying theyre doing the best they can, but the cynic in me saying theyre stringing us along. Youve written a bestseller on this, you kind of know this whole dynamic better than i. What do you think the chinese are trying to do, because theyre not succeeding . The chinese are going to, theyve issued a joint statement with russia. I think that has some predictive value. Lets freeze this where it is, slow it down. If we can get north korea to stop with its weapons testing and stop with its Ballistic Missile launching, would you and south korea agree to not do these major exercises for a while, just to get the situation a little less inflamed. The only solution, we dont have a lot of options anymore. There are people who say why dont we bomb the heck out of them. I understand the frustration, and the urge to do that. You have to long at it as a hostage negotiation. Remember, it is a shorter drive from new york to stanford, connecticut or dallas fort worth. Neil wait a minute. Are you of the opinion if we stop these joint exercises, theyre going to stop, especially when, you know, kim jongun has already said this is not negotiable. Lets make the basic assumption, he is crazy. And he will do whatever the heck he wants. Anything that we rollback will just be given scene as a victory to back to what he is doing. He is crazy, as you say, but not stupid. One of the things the kims have done for 75 years is survive. One of the things that we can do, we dont have an easy nuclear option. All of the military experts say the dilemma here is seoul is far too close. We cant go in there and bomb the heck out of them. We have to do something a little radical. The answer lies in getting us and russia and china together to try and pull this guy off the ledge. There is no easy option. We have plenty of time where we could have done some bombings, those times have passed. What we have to do is look for a neil im sorry. I keep jumping, i apologize. Do you get a sense that when air force one arrives in warsaw just now that the markets, which have held up well in the face of what could be an International Crisis is a reflection of a fact that it wont develop into anything, and are they naive . Theyre rarely naive. They may be underinformed. What is going on, this is a can thats been kicked down the road for at least ten years, probably longer. So the feeling is that what we have is a guy who deliberately wants to inflame the situation over the 4th of july. He also knew that there was going to be a g20 session in hamburg this week. He also knew that both russia and china were going to have meetings along the way with President Trump. He knew all these things. So presuming that he is, yes, crazy, but not stupid, he wants to be talked about. He is looking for a way forward. He does not want to retreat on the what he has going with his bombing there, because he is aware of what happened the last time we got no negotiation like this. In 2003, we sat down with gaddafi and said stop with the weapons of mass destruction. The seconded a weakness with his people, he got taken out by nato and our secretary of state at the time, crowed about it, secretary clinton said we came, we saw, he died. This is something, this is a quote that kim could quote back, he is not going to give up his nuclear arms easily, probably not at all. I imagine, now, there will be a lot of tense times in meetings, not so much with this Opening Event in warsaw, where the president is quite popular, but how is this all fanning out . Reporter i think what youre going to see tomorrow, because the president doesnt have any meetings tonight, it is about 20 minutes after 10 local time, so he is going to get to the hotel. But start early tomorrow morning, he has meetings with ondrej duda, the recently elected president of poland and the two of them share a lot when it comes to political ideology. Populist leaders, they want to place the interest of their nation first. Not necessarily to go it alone. But i always make sure that any of the policies are oriented in a way, neil, that is the best benefit to the people of their nation. While the two of them will get along quite well, and he has that speech at the square tomorrow, well talk about that in a second, but he is meeting with the leaders of the 12 countries in what is called the three cs conference, and thats not c in the letter c, but seas, the baltic, adriatic sea and croatia. When he makes that speech, which is about a mile away from where im standing, of course, famous for being the center of the warsaw up rising against the nazi regime in 1944, hell have a lot of Friendly Faces in the crowd. Because the parliamentians in the upper houses have who are members of the law and Justice Party have been told they can bring 50 people from anywhere across the country, as part of the audience. So it is likely, since there are 298 members the long Justice Party in the upper and lower houses, that the president could have 15,000 smiling, happy faces, hanging on his every word. Ale he will be in friendly territory. But quite a different scene in hamburg, germany. And youll notice a difference in approach between new europe, countries like poland, croatia, roman romania. Neil a lot of the polish government is very populist, some would say it is a very it is quickly shifting over to really opposed to the rest of western europe, for example, when it comes to Climate Change and take some more trumpian view of the world. Is that true, and could that explain the unusually receptive audience the president will be having . Reporter no, it is absolutely true, neil. And again, President Trump and president duda share a lot of Common Ground and this idea of conservatism against politically correct liberalism, the new europe against the old europe. When it comes to new europe and for the middle east for that matter, President Trump is on very, very friendly ground. But when goes to germany, on friday, when he goes to france, which hell go next thursday, the atmosphere is quite different. There is a lot more sketciptici by this president. I was told before the trip that theyre over the moon the fact that he is president. They like him. They like the idea that he sees iran as an extensional threat and thats in the arab world as well as in israel. He is on very friendly territory in terms of the majority of his foreign trips so far. Thats why he is starting here in poland. A lot of Common Ground between his administration and the duda administration. Neil you think about it, john, you might have touched on it earlier, a kinship with the polish people and ronald reagan, the rest of europe eclipse relationship. Reporter the one thing that the president really wants, a few things that the president really wants to make a point of. First, poland is emerging as an economic powerhouse here in europe. And the president wants to illuminate the idea that the sn ter of economic power is shifting away from its traditional base in europe and toward these new democracies like poland, like croatia, macedonia as well. It is no longer just about spain and italy and germany, franaust belgium. It is about these democracies a couple of decades old and how they are aligned with the United States. Other thing he wants to focus on too, unlike many of our traditional european allies, like germany, like france, like italy, president duda has committed oh spend at least 2 of the nations gdp on military, may go as high as 2. 5 , and poland has become an important customer for u. S. Energy exports. Last month, the very first shipments of liquefied gas left. These new shipments coming in, it gives poland an opportunity to break from russia and to break from putin. A pentagon spokesman added it threatened airliners over head as well as shipping in the sea of japan, because north korea didnt coordinate with anyone. Captain jeff davis told pentagon reporters that north korean intercontinental Ballistic Missile was not one weve seen before. It is so new, the pentagon hasnt given it a name. At first, the penalty gone put out a statement calling it an intermediate range missile, but later revised it. North korea used a mobile launcher for the icbm test, but the missile was removed from the mobile launcher before the launch. And fox has learned that it was fueled with liquid fuel, which takes longer than solid fuel. North koreas icbm was launched if a new location, quote, this was a place they had not launched from before. Kim jongun watched it, and taunted the u. S. On the anniversary of americas birth. The u. S. Official tells us u. S. Intelligence watched the North Koreans prepare for the launch in advance late yesterday, the pentagon responded to the test, by releasing this video of American Army and south korea military units firing off surface to surface missiles together. He will be greeted by the foreign minister. It comes at a time he is probably more popular than he is anywhere else in europe, and by a significant factor, as john roberts touched on. They have been escalating this almost to taunt him. But the president , more or less today, said im extending my frustration to china, because they obviously havent done enough. Im paraphrasing here. Do you think he is right, by going after at least two chinese institutions that may be finance the North Koreans that he is signal more to come . Neil, i think it is absolutely right. It is a decades old problem. And what is really called for is that the u. S. Needs to take swift, decisive and extensive action against china. This can no longer be an incremental buildup. If the technology is resonate in north korea, if the miniaturization of warheads is continuing to occur, it is no longer about freezing. We have to make sure they stop production of Nuclear Weapons. The chinese need to be held accountable for the financial support, the technical support. Neil it never happens, commander. This latest test, we were aware that it was coming. W we decided not to knock it down, because it didnt seem to be an mediate threat or wasnt necessary. What did you think of that and the reasons behind it . I think at this point, it is a mistake. Why should the United States always wait for something to become a threat or for something to become realistic and attack us before we react . It comes a point where we need to say were watching the buildup. We have the technology to know whats going on. Were looking with the chinese and president tsi is not doing what is necessary. At some point in time, china lives with the consequences if there will be war that breaks out. Neil do you think the chinese can control it . There is another school of thought, they have an uncontrollable nut on their hands, thats kim jong dowun c control him. I dont buy that for one minute. If you look at the amount of support and Technical Expertise that they continue to lend to the north korean government, they have a variety of options available to them and have not exercised them. Just like the United States. We cant say or ex, were so worried about china, because we dont want to do anything that might disrupt them kmicil economical economically. We cannot be held hostage to other nations. If something were to happen, it would be so grave, the economies of every nation in the world will be affected. The chinese neil but you think of it. We dont have a lot in that neck of the woods to deal with this, in terms of, you know, either personnel or shifts. I mean, i was thinking of the loss of the uss fitzgerald recently, the collision. That was a Ballistic Missile defense ship. And im just wondering, and you are the expert, if we need to bring more to that region and whether that collision left us very vulnerable in that region. I dont think it left us vulnerable, but certainly, a gap in capability, im sure the navy is working now to ensure that deployment schedules can get rearranged so we can maintage th maintain that in theater of the Pacific Commander to ensure that were going to be able to respond to any type of attack. There is no indication that north korea is going to do that. We have a period of time. But at this point, neil, while we have lost the fitzgerald, get the capability there, build the capability back up and ensure we have it available for sues, should we need it. By the same token, we need to be going and Holding China accountable for what theyre doing. The time for talking about this is over. Weve done it for decade, and ambassador bolts t ton brought up earlier. The west coast of the United States is going to be threatened with Nuclear Weapons from a nation that has made it very abundantly clear theyre willing to use them to get their way in bullying us. Neil we live in an age were so cynical, i guess, about the governments ability to move on anything, that youre pretty torrid taste is remarkable. The efforts youve taken to cut down waiting times, to address firing workers who arent up to the job to roughly 51 days to half that. Youve instituted already a number of big measures and moves. How is it going thus far . What more are you trying to implement . Well, i think you have it right. We feel a real urgency to get the system fixed. It has been a system that has decades of really dis repair, and we have a lot of work to do. Of course, as you know, the president feels very strongly that we have to get this right for veterans, and so were acting in a way that really makes sure that were doing things as quickly as we can. Neil it is different, i know, prior to becoming the va head, you were the undersecretary of health there appointed by barack obama. There was only so much you could do. You credited your predecessor for doing as much as he could, but youve uprooted the system, things like protecting whistleblowers to try to make the agency more responsive to veterans. How has that gone down. Some might welcome the move. Others might resent it. What are you hearing . One of the advantages that i had was that when i became secretary, i knew about the system and i knew who was going to be resisting and who was really working for change. And so what ive done is ive been able to build upon that. The accountability law that the president signed into action approximately two weeks ago has really given us an ability to make sure that everybody who works in the va understands that this is a different organization, a different culture, and were really serious about making sure that were doing best for our veterans. Neil you know, obviously youre doctor by training, and you havent left that part. Thats important that youll sometimes help and work with veterans in that capacity, rather than as the top administrator. Why is that . I mean, it is wellknown, youre doctor, could leave it at that, you chose not to. For me, it is important. I d efine myself first as a physician. It is very important to take care of veterans, so i can learn how the systems actually work. When you sit up in an office and youre just hearing about how things work or dont work, it is very different than when youre in the field taking care of patients working with other doctors and nurses, and you actually get to see what those policies mean in terms of caring for veterans. Neil secretary, you were against privatizing the va. Many people were saying the veterans could get faster, efficient, better care going that route. You said that was not the way you wanted to go. Why . Well, first of all, i think a strong va is essential for the national security. When we send our brave men and women off to conflict, they have to know when they come back, people, the country, will have their back. And not just for a few weeks or a few months, but really, as long as they need us to be there for them. And thats why i believe that there is no other National Resource that could provide those services to veterans. I also believe that it is important that we work with the private sector, because when the private sector does it better than va, i believe our veterans deserve that. But the va is providing services that frankly couldnt be provided in the private sector. Neil you know, even former critics of the way things are going at the va, including sean parnell, a retired infantryman, saying shulkin was not my first choice, i hoped to see a chief with a military service background. It was unfounded and he has dramatically changed things. The Defense Department records with the va, so theyre seamless. A lot of common sense solutions. But again, a lot depend also on the waiting times going down and the service remaining as stronger as it has been. So that will be the metric which youll be ultimately judged. But at a time when budgets are tight, even with the generous allow a allowances for the va, are you worried it becomes a money issue . Well, ive said i dont think the problems in the va are that we havent had enough money. Certainly, having the right budget is important. And the president has given us a very good budget this year. Were working with congress to make sure that budget is implemented. But the problems in the va are due to the fact that we havent modernized the va. We havent been using best practices that the industry has been using for a long time. And so were hard at work at fixing those issues. Those are not primarily money issues. We are listening in a way that we havent done before. So were listening to the veterans. And the critics are really important that we take seriously to make sauer that ure we get i once and for all. Neil does the president ever refer to you by your title, or is it always mr. 100 to nothing, because you were unanimously approved by the senate, a rare event in washington history on either side of the aisle. I get the impression he might think thats your name. Secretary 100 to nothing. I think the president is so feels it is so important we get this right for veterans that he is understanding that this really is a bipartisan issue. That this is, when people go off to defend our country, theyre not republicans, theyre not democrats, theyre americans. Members of Congress Work together in a way that we dont see on many issues that the issues and the laws that have been passed recently have total bipartisan support, and this is something that i think all americans agree upon, that are out veterans deserve the best we can give them. Neil when you get both sides saying that, thats not a bad early read. Continued success, doctor, secretary. Good to have you. Thank you so much. But it is a country where he will probably have a friendlier reception than other venues, but thats just a start. The polish people are honored and flattered this is his first stop. Theyre milking it, as they should. Neil all right, you know, in week, congress is back from the fourth of july holiday, and not too much later, they are off on august recess. So herman cain says time is wasting to get things done. Every year we go through this that were going to work and they never do. Would it make a difference . What do you think . I think it would make a difference. I do support them working through august, and here is why. This president has a sense of urgency to get things done that is unprecedented. And he needs a congress that will also have the same sense of urgency. Not because the media is imposing this sense of urgency, but because this president is working at a pace that is unprecedented, and i think that they ought to step up in order to get things done. Health care, tax cuts and simplification, those are the two big ones that additional time would go a long way in getting a lot of stuff done. The president is now extending his tough talk to china, and even tough actions, citing two chinese institutions, thanks more to the point that fund north korea and a lot of these activities. How far does this go . Thats an even bigger reason, neil, that they ought to stay at work during august. Here is why. First, i trust the president to trust his military leaders, the joint chiefs of staff. I dont believe as wall to wall coverage of this north korea situation would cause people to believe that this president is going to act impulsively. But if kim jongun acts stupid, it will be a very short war. But this president would need to go to congress, and say here is what im about to do and here is why. He wont have to call a special session. Theyll already be there. But overwhelmingly, the main thing is, we need a congress that works at the same sense of urgency that this president and his administration are working. The way i would do it is to remind people of what this president has said and he has demonstrated. He has said he trusts his generals. He shows that relative to syria. And those tomahawk missiles. He has shown that with what he is doing in iraq. And i happen to believe that the generals and the joint chiefs of staffs are going to show that calm, and this president had said and demonstrated that he is going to respect that. Thats the message that needs to get across to the american people. Not just the fact that north korea now believes and even some of our sources have confirmed that he has the ability to strike the west coast of the United States, but the fact that we have a president who knows how to lead and listen.
