I dont think its the rate so much as it is the encouragement of a president and a congress to those running the economy and those benefitting from the economy top and bottom, to think about how they could use the money to benefit not just themselves, but the country as a hole. If they get separated through the normal course of getting lost, but also in the event of emergency where you cant use cell phone or cant communicate, you go back to the family car. So we say we will meet here in case something gets happen and separated. We will meet here and wait for you and dont move until we all gather.
