Is it a time to cut dramatically . The markets seem to think we could be sputtering. This market has done okay this month. This is the last trading day of the month of april. Lets just take a peek where we ended. The president saw the economy and the overall markets gain about a percentage point from the beginning of this month to the end of the month. I also want you to look at how his 100day performance goes into tomorrow against his predecessors. This president the 1. 3 advance this month and a similar ga in gain in the southbound and the nasdaq. This is looking at the first 100 days. Hes right up there with other president s through the first 100 days coming from already heedy levels. This does not take into account if you want to look at everything here. The roughly 14 gain he has experienced and the markets have experienced since he was first elected. Similar numbers are hard to mirror with comparisons here. It does get back to why those markets were up in the first place. Theyre optimistic that this president will boost the economy with big tax cuts and that that will continue to keep the market rally goinget the economy picking up some steam. Denny joins us on that and daniel mclaughlin. Behind that notion that a weak report like this is its going to help Donald Trumps argument for tax cuts. What do you think . Absolutely will help. It was a horrible first quarter. Ill admit that. But our economy needs a shot in the arm. What better way to do so than with tax cuts for the businesses, big and small and for individuals and 4 families. Tax cuts put more money in the hands of the people than in the hands of government. This is a great way to look at how trump can help spur the economy and get more job growth. Neil the first numbers are dice y. We saw the recession with obama obama. Took another couple years to unwant itself here. So these things do take time. Allowing for that though. If the federal reserve, for example, is out of the stimulus business and cant cut rates, cant it incumbent on politicians in this case to do everything they can . In this case, tax cuts. Neil, absolutely is. The measure of these tax cuts are whether they fulfill the pop lust populous. We saw that Consumer Spending is down and people are unsure where they want to spend their money. Theres two golden rules about the correlation between tax cuts and spending. They have to be permanent and they have to show up in your paycheck. One really important thing about this, 100 to someone earning 40,000 or 50,000, which is the median incomes in this country means more to someone than earned 4 million or 5 million. Trump is right to attack this but has to help the middle class because a strong middle class will help. So you think that the president s proposals right n now its not about resentment at all. The Congressional Service looked at the highest marginal rates and showed that in a 60year period, there was no correlation between Economic Growth and cutting the rates. So its railroad important. Neil so we can parse who defected with Ronald Reagan. Its a personal opinion. But one of the things that has be raised and to danielles point, this idea that if you really want to most bang for your buck, you have to get tax relief right now. Whether its middle class or everybody or some more than others, im sure they will sort this out. Im not convinced that republicans even in agreement on this, especially when it looked like they were ready to cobble together a healthcare deal and looked like that went bad. So if they cant get their act together on that one, how can they get their act together on a tax cut, some of whom in the house and Senate Republicans are saying it has to be revenue neutral from the get go. They do need to get their act together, kneel. Tax cuts are good for everyone, in the middle class, rich or lower class. When you look at the tax cuts for businesses, big and small we have one of the highest tax rates in the country. You put more money in the hands of corporations and businesses, theyre able to reinvest in their business to innovate, to expand and grow and hire more people to pay their employees more money. So i think in all the president s since have grumbled. This isnt fair to be compared to that legislative achievement. 15 major acts that were passed in f. D. R. s 100 days. J. F. K. Said im sick and tired of it. And when his inaugural address said, all these promises i said will not be accomplished in the first 100 days. He said 1,000 days. Incredibly, that would be his life span. Even as they upset themselves and gather the lists together, even as he said that, he said get me a list. L. B. J. Said jerk every damn bill there because i want to show that im good as f. D. R. Its crazy. The president s shouldnt forget. Learn from the past and not be competitive of what went before. Neil its up to the media to do that, myself included. One of the things, doris, i blame President Trump on, he did come in setting High Expectations for himself. For good reason. He could shake the world, the ceo, all those guys. Have a different view of getting things done. The same thing i was raising with jack welch. They have a take no prisoners. Its my way or the highway. Washington doesnt work that way. Could the president serve himself keeping expectations low, the kind of stuff that my dad say, neil, it will come in handy. You know what i mean . The promise is, he made 282 promises. When he first got in, he felt compelled to make statements on each one of them. So the wall became part of it. And everything became the obama appeal became part of it. One of the good things that reagan did, they did a study of what made other 100 days work well. It wasnt so much how much you got accomplished in terms of a scatter shot but how you focussed. James baker told reagan, economic recovery, economic recovery. He finally got the tax cut through and got democrats on his side and gave a joint session neil but he got democrats on his side. You just thats the key neil i do read other president ial biographies. I didnt realize how intimately he was involved. He knew every congressman and woman that he had to arm twist and win over and how many things he had to to for tip oneal. He was working that. I mean, it does show you how and how youre judged be. Absolutely. He used the bully pulpit. Write your congressman and say you want this to happen. He was involved in the joint sessions of congress and came back. Focused on this. Everybody agreed that it was a brilliant speech. So he used his communications skills, he used his negotiating skills, his deal making skills and made that a priority. Thats the problem with President Trump. He made so many promises that he wanted to get all of them at the same time. I wonder what would have happened if he would have done infrastructure and tax cuts first. He could have had democrats on his side and worked out a deal for the tax cut thing. The repeal of obamacare was difficult to do. As he said, turned out to be much more complicated than he thought it would be. One thing i loved in that comment, you show a little humility and realize, this is tougher than i thought. And that humbling experience can make you a more focused president. No question. In fact, the more important thing to understand about the 100 days is not what is accomplished or what isnt accomplished but does the president learn from the experience of being there. Are they selfreflective. The comments hes made about how much harder he thought it would be, more complicated, its an honesty to that understanding. If you can grow, think about j. F. K. And the bay of pigs. It was a disaster. As he said, its a hard way to learn from that kind of failure, but he learned. The cuban missile crisis, Decision Making structure was different. So what we really need to be looking about in the 100 days, is he more selfreflective, is there humility, is he learning from the acknowledge meant of the things that didnt go right. Thats the key to the 100 days, not the stuff on the top. J. F. K. Learned from that experience. Had a sloppy first 100 days.
