Theyre not open right now. We didnt like it when democrats are playing this and we dont like it when republicans do it. We understand the reasons for both but theyre not tolerated under our watch. What progress have you made . A lot of stage craft by rand paul. The bill was not in that room. That belongs to Kathy Mcmorris rogers. We thought the bill might be back there because scott walker, the governor of wisconsin was addressing house republicans. There was this visual for a minute, the Police Officers who were there to protect governor walker. That maybe they were hiding the bill. Thats not what was going on here. The reason were not seeing this bill right now is that a, its not complete and republicans want to be very careful here to make sure that details of this dont leak out so that gives them time pose different versions here. And theres 430 members in the house. Five vacancies. You can only lose 21 votes on the republican side before they need help from the democrats. That wont happen. The turning radius is very narrow here. So they dont want to lose people on the left in the republican conference. Republicans on the right of the conference. Its very narrow. People want to see the bill and this is why mark walker, a republican from North Carolina said hey, we cant do the same thing the democrats did. We cant be hypocritical going after democrats for lack of transparency. We want to lead by example. I hope its open, not just for us but for our constituents. It was funny yesterday. Well see this bill, probably in the next week. Rand paul had a staff wheel over a copy machine in an effort to tray to get the bill. This is a lot of stage craft that was going on here on capitol hill. But at the end of the day, were probably going to have details of the bill leaked out next week. This is a messaging week for republicans. Probably going to a markup session before two committees, the ways and Means Committee and the energy and Commerce Committee the week after that and try to put it on the floor the end of the month. The reason being, they want it through the house and get it to the senate before either. They still have to deal with the confirmation battle of neil gorsuch for the Supreme Court. Neil let me ask you, the reason why theres big differences in the republican party, they dont want to create, the rand pauls and the ted cruzes, they dont want to get an obamacarelike version or an albatross of a federal monstrosity and make one that is less of an albatross but still a monstrosity, right . They wont accept it. We dont know the page numbers of the bill. Eventually they will add and subtract. The thing i watch to see, how open the rule is. This is where the they allow members to offer amendments to the rule. When they did obamacare in 2009, the final version in 2010, there were two amendments made in order, neil. There was the stupac amendment that encouraged pro life democrats to vote for the bill and gave republicans an alternative. Those were the two amendments. Well see what the republican dos this time. An Interesting Development where chad is that you had the Vice President of the United States with Speaker Paul Ryan at this event. That led some to think that maybe the administration is on the side of the leadership here and not some of these renegades. Tom price, you can see from health and human services, that they like that approach that the speaker is taking and not the approach that rand paul and the other conservatives are taking. No way to read much into that. I bring that out there because some have seized on that as proof that the senators are facing an uphill battle. Who knows. I have a feeling these guys know. Transparency is always important and welcomed. No question about it. Members of congress, senate and house, both parties should have access to the language so they can review it. Whether or not they give it out is a whole other thing publicly. So i think that members, lawmakers should have access to this language so they can review it. I understand why theyre hesitant to do so. Once you get too many cooks in the kitchen, things get messy. I was the coauthor of the medicaid reform law in ohio as well as the healthcare prior authorization reform law. Can tell you, this is a twostep process. We had Interested Party meetings with everybody under the sun for month and months on end along with democrats and republicans from both chambers trying to hash something out. It wept through the Committee Process where there were amendments or markups at the federal level. Neil scott brown, when people see this thing, theyre reminded of the fact that not all republicans are in agreement on this. The reason why it gets to be more of a worry is that the markets are always poised for perfection here and that this thing has to go off without a hitch. So the gorsuch hearing go off with out a hitch and the tax cuts go off without a hitch. If this stumbles, then all of that stumbles too. Do you agree . A little bit. I think theyre both right. I think theres an opportunity for secrecy to get the committees to do their job, to get a baseline bill out there. Eventually include all the various members of this house and senate. I think rand is right as well. I think the approach that he should have hopefully well start to make is he should be working directly, ask to be part of the team to come up with his solutions and recommendations. A lot of people are angry at republicans saying this is their priority to kick things off. They had to have gotten a sense theres great divisions in the ranks on this. Theyre not that wide, the gaps are not that wide but they are what they are. Had they gone and pounced on tax cuts first, they would have avoided this. They could have avoided it for a little bit. And from what were hearing about this bill, they need small government cooks in the kitchen. Theyre taking about keeping the mandate, paying it to insurance instead of the government. The healthcare law is falling apart because the means by which you finance it is falling apart. People love the idea of preexisting coverage and getting your kids on your policy. They like that. What they dont seem to realize is that doing nothing is not an option here. So its politicized to death. Thats why democrats and republicans neil theyre not working together. The fear is that the tax cuts, for example are delayed or even this year potentially denied, then what . We have larry here, an economist and lindsey. Lindsey, lets say the tax cuts get put off and the markets have been running up in anticipation of them, how are they going to make them richer and make earnings more realistic and facing the stock prices that dont look so heady or crazy. What do you think . Thats the problem. At the point the market is ford ward looking. We havent seen much improvement in the economy but business its and consumers that this programs agenda of creating a reduced tax, reduced cost, Regulatory Environment is going to usher in this area of pro growth. Getting the economy back on track. If we start to hear that the president and the administration is pushing this agenda out or potentially this agenda is becoming derailed, theres very little that the market can hang their hat on. Confidence only take the market so far. Well need to see the positive policies translate to reality in order to maintain this type of momentum in the market at this point. Where have they been in the last year or so . When they were putting together this tax reform package in the house, they didnt expect donald trump to win the presidency. Optimism surges in the stock market. Small businesses an Consumer Confidence at a 15year high. The risks are not the distractions, not the recusalre. But if the trump agenda is slowed down and you dont get the reforms we expect or Infrastructure Spending doesnt come in. Maybe the european elections get a surprise victory with the wrong party and washington doesnt like that. That is its a snake that bites you, the one you dont see. Investors are worried about the trump agenda. Thats not what they should worry about. They should worry about distractions and something we dont anticipate. Maybe its the 20 trillion debt that slows down the recovery. Neil lindsey, americans are spending money that they dont have yet. Maybe they can spend tax couple money that doesnt materialize. Then what . Thats part of the problem. Confidence is at this tenyear high. Consumers pulled back in spending activity at the start of the year. Neil interesting. So were seeing the disconnect between what the survey measures are showing, what consumers are saying and doing. So this goes back to the idea that confidence will only be supported for so long. Were not seeing this translate into the underlying data. Neil you still think its going to work out . I think so. The Trump Administration will do tax cuts, maybe make them retroactive. Number 2, theres a lot the Trump White House can do like the regulation roll back. Thats one of the reasons that youve seen small cap stocks hitting new record highs as well. Get the bill on the floor, where they have to vote for it, this is the most important thing right now. If the republicans and trump produce a bill that is that deals with labor and capital, has a big middle class tax cut, thats huge. Its very hard once the bill is on the floor for a republican senator to vote against the middle class tax cut. He will have an opponent saying senator, they think theyre undertaxed. Theres maneuvers to keep it off the florida. Thats where Donald Trumps 30 million social media people will probably come into play. This is theres way too much pessimism right now. Neil no doubt. But we have way more debt than back then. Im wondering whether that stymies efforts to make this a big old tax cut because youre going to hear conservatives that will say, well, we cant go too, too far because its going to make the debt worse. What do you think of that distinction . I think that they need to put the border adjustment tax in the bill and put it out for discussion. Right now, everybody is taking pot shots at it. Caterpillar argues transactions are valid. This morning the u. S. Commerce secretary commented on the investigation saying they might have something to do with caterpillars imports and exports. Immediately after the raid yesterday, caterpillars stock fell losing 5 percent of its value. Looks like the United States Attorneys Office is getting involved at this point. That means there could be criminal charges here. In what area . A multinational conglomerate. Does bit everywhere. When we heard this break yesterday, we thought could it be involving itself in sanctioned companies. It didnt make sense with the all many multiplayers involved. What it looks like is parallel investigations are going on here. The sec is involved. Again, it looks likes once the Attorneys Office and Justice Department gets their claws in you, theyre not going away. Theyre sending a strong message to caterpillar. We know this is a surprise raid.
