That had begun about differences and issues that exist. I want to thank them for that action. I think its appropriate that the focus has to be on our murdered officers and their families, so ensure that we honor them and honor them in the way that the nypd has traditionally always done for its fallen heroes. Almost 48, 49 hours ago, two officers were murdered, and as i reverendded at the beginning of my commentsthe detectives in the nypd have done an extraordinarily skillful job, as they always do, putting together the story of what led up to this murder, the seemingly senseless murder, and were going to share again with you as chief boyce did yesterday, some of the details 0 the investigation, once again ask nor your assistance to chief boyce will be assisted by pat conroy, whose detectives have been leading the investigation. So, chief, come up, please. Good afternoon, ladies and gentlemen. Just at this point like to thank not only brooklyn detectives but members of the special investigations ewan and the Detective Bureau for assisting and as well as our Intelligence Bureau has been helping us out quite a bit with outside agencies as well. We were in touch with fbi, atf, and other Police Departments around the country to kind of tap down on this individual, his whereabouts, and what he has been doing the last couple of weeks. As i said yesterday he tried to commit suicide a year ago weapon got that from family members. What were seeing in a social media investigation, basically on instagram, put out 119 images on his account, a lot of these things are selfdespair and also antigovernment. He goes in on november 25th of this year, antigovernment tirade and called for a new challenge, btf, burn the flag, and which he goes on quite extensively on this instagram condition about america and its inequities quite a bit. He talks about mike brown and trayvon martin. We have recovered his cell phone from baltimore, and over several thousand images on it that at as well. One of the cell phone images we have is a video of union swear park where he is a spectator, watching a protest. We date that at around december 1st. He is just a spectator as people walking by. He is recording it on his cell phone. We found that town in baltimore where he left it. A couple other things about him. Commuter crimes is working to kind of come up with a profile or image of this individual, and its quite squarey scary. He doesnt talk about guns a lot. We spoke with his exgirlfriend, the lady he shot, she actually he put the gun to his own head when he broke into her apartment and then she talk him out of that and he later shot her before he left. So, thats where were going with that. She said shed never seen him with a gun before that incident. So, were looking forward to identify that one piece of time where he was in brooklyn. From 12 07 hours to the time of occurrence, 1447 hours. What you see over here is some images we have, a tape of Atlantic Center mall where he is Walking Around, and if i can play that tape. Were asking the publickies assistance if they seen him. Right now we dont know where he was for two hours. And as you can see, he is Walking Around there. He has a bag in his hand. He has had that bag in his hand for most of the day. We have him with that bag over by the crime scene as well. We believe the gun was in the bag at that point. Thats what were thinking right now. Styrofoam container within the white bag and thats what were thinking right now. Pulled it out when he did the shooting. Again, Public Health force, if we can identify where he was, that jacket is quite distinctive. The indian sign on it. And he is wearing something,ster disstinktive shoes. Found another instagram message from that morning, againthreatening to kill the police. So, we have a very disturbeddown manage here. You want to i will just good afternoon. Ill rate rid what chief boyce already said. Were seeking the communitys assistance with this very important investigation. We have been able to establish the whereabouts of Ismaaiyl Brinsley from the Early Morning hours of saturday, when he is in and into brooklyn, what we do have is a gap in his movements for about two hours and 30 minutes, between 12 00 and 2 30 p. M. , when we believe he is in the fort green section of brooklyn, or bed sty. Last seen in the Atlantic Terminal mall at around 12 00. Were seeking the publics assistance, if anyone has seen this individual, saturday the 20th, between 12 00 and 2 30 p. M. , we urge you to call our crimestoppers hot hotline, 1800577tips. The male is a male, black, 61, approximately 235 pounds. He was wearing the clothing you see over here that chief boyce described, particularly id like you to focus on the patch with the indian arrowhead in red and white. Very distinctive. Anyone saw that on saturday, the 20th, during those hours in bed sty or fort green, we urge you to call crimestoppers hotline. Thank you. Just to reiterate, people are stepping afford who do know him who are painting the same picture we know, very troubled man and he was at rage with the Police Officers. That seems to be the issue, antigovernment, antipolice, which. So i urge anyone with information on this man to step forward now. Thank you. Investigation that we have conducted so far leafeds leads us to believe he acted alone. Early on there was concern was he in fact a lone player. Nothing in the investigation up to this opinion would lead to us believe that he was anything but a soul operator, if you will. And we a sole operator, if you will, and we did enhance our security that had already been heightened around terrorism issues, some of our station houses and as we always do with our officers, ask them to continue their heightened sense of awareness, something we want our officers to too at all times. But at this time looks like he did in fact operate alone. However, since the incident we received a number of what i would describe as copycat types of threats and we have been investigating those, as you would expect, with incredible care. And as of this time, none of them have proven to be anything of significance. However, we always err on the side of caution and will continue as these threats come in copycat or otherwise to focus and follow up on them. So, with that, we are now available to questions for any of us here at the podium. Commissioner [inaudible question] let me ask chief boyce to speak to that. It is the idea of affirming that in fact he was a solo player, and just additional evidence that might be gathered. Did he have conversations with people that flesh oust hit motivation . What was going on in his mind in these last two hours of his life. They done a great job literally following him from maryland up to the Atlantic Terminal and then he dumps the phone and we lose him. First part is we owe it to the family to fine out what happened and thats our main concern to the family. Sew i had to explain to his mother and father, officer ramos and his wife, as well as the liu family. We owe it to them to find oust exactly what happen. Were also looking for other witnesses to paint a better picture of this individual to see if he told anybody before handed. Thats i would were seeking too build the case up so we know Going Forward exactly who talked to this man and may have stopped him. Just want to let me just add first, the point i think here, that, again, commissioner said there have been copycat threats. Anything like that needs to be taken very seriously. Just want to emphasize. The simple lest thing any new yorker can do is call 911. Im asking our colleagues in the media to get the message out. If you hear someone make a physical threat against a Police Officer, if you see something on social media that is a threat against a Police Officer, call 911 immediately. We would much rather get too much information than too little. [inaudible question] two ahead. [inaudible question] [inaudible question] i think the point here is were in a very difficult moment. Our focus has to be on the families and were in a season again that suggests we have to find a way forward. Its supposed to be a time of peace, time of reconciliation. I have throughout my public life expressed tremendous respect for the nypd. Its very wish documented. I will continue to. I also think in a democracy that people express their desire for a more fair society and thats right and proper as well but they must do it peacefully. Can be no violence, and certainly can be no violence against those who protect us and who represent our society, the police are our protectors, and they must be respectes as such. But i think the most important reflection in the answer to your question, most important reflection i can give you right now is, in this tragedy, maybe we find some way of moving forward. That would be an appropriate way to honor these fallen officers and their families that are in pain right now. Somehow knit our city together, bring police and community closer together. I have always believed we could. Never been a doubt in my mind that we are working towards a day when theres greater harmony between police and community. It is achievable and must be achieved. And commissioner bratton to his tremendous credit, has devoted his entire life to this mission. I learned from him every day about how much perseverance it takes to get there. But we have to get everyone to move away from anger and hatred. If there are difference wes have to address them peacefully. We have to give people faith that their concerns can be heard across the spectrum. And we have to move forward. Its not going to be the kind of city it was men to be if theres a television a division between our police and our community. [inaudible question] i can stop you right there nobody has owned up to those messages. You find that delegate that basically is glowing to stand up and say that he sent the message. Men and women of this department have been, before and after this awful event this, awful tragedy, doing what we expect of them in new York City Police officers sworn to protect and serve, and they are out doing just that. It has been no indication whatsoever of any stepping back from that responsibility. In this day and age of social media, anybody can put up any posting and claim to be from any organization. And so in terms of that issue, this department has and will continue to serve the residents of new york in a way that has allowed this city to become the safest large city in the country and one that always has our officers are at risk of those, whether deranged or otherwise, who would seek to attack them, and we have the unfortunate attack certainly over the weekend, but that type of social media mongering, if you will, it has had no impact on the delivery of services by our cops. They are be best in the country and are continuing to serve. Thank you for the question. Mayor, ask you about the three things [inaudible question] i think we have to transcend that. I really do. We have a deeply troubled career criminal, previously suicidal individual who did this heinous crime, who assassinated two Police Officers. A horrible thing, and i emphasize the one immediate lesson to learn from that is, anytime we have any evidence, we as citizens need to step forward and act. We need to protect our police as they protect us. Thats what we can learn from this troubled individuals horrible actions. But you have to separate the various things going on here. And in a democracy its our obligation to do so. Its our obligation to do so. You have people who are trying to work for a more fair society. Anyone who does that nonviolently i respect that. I respect our men and women in uniform. Those are not contradictory thoughts. In fact the very question i dont blame you for the question. Youre reflecting what lot of people are saying. Think about it. Does that suggest that therefore police and community can never come together and always has to be a wall . We cannot allow that. We have too keep working for harmony between police and community, for understanding. So, i believe we will transcend this. I believe well overcome this. Dave, go ahead. [inaudible question] first of all i think we need to honor the families by not getting into a back and forth. There will be a time for me to talk about my own personal views. I will simply say, i think what he said was a mistake and it was wrong. But im not going to elaborate because we need to focus on the families, focus on healing, and i think thats what leaders do. I think leaders have to rise above the fray and the anger and the back and forth, and take us somewhere. So im going to do everything i know how to do to help move us forward. Andrew . [inaudible question] we wish the technology were like its portrayed on television and the movies we are moving along fairly quickly, fortunately, and ill ask chief boyce to peek to the speak to the particulars which he did yesterday about the controversy that someone is trying to create between this department and baltimore. There is no controversy. Its an awful tragedy that occurred. That one of the things that i think youre well aware of, that were investing over 160 million in, money that the mayor and our District Attorney for manhattan have pulled forward this equipping of officers with smartphones and 6,000 of the Police Vehicles with tablets, that in a messaging system where we would receive a picture, we could instantly send that picture and information out to every cop on their post no matter where they were. Even if that information had come in, half hour, hour before, most officers sitting in a radio call would have received was an alert on a description of a black male, mid20s, that basically is making threats against Police Officers. So that that issue in terms of timeliness and the current state of the art, if you will, for advancing information between agencies, were continually trying to find better ways to improve that. Let me ask detective chief boyce to speak to the particulars of this case because there has been some confusion on timelines and i thought we made it clear yesterday about that. Obviously some of you might not have been at the press event yesterday. We investigated this fully yesterday. Baltimore county Police Department were made aware around 1 30 in the afternoon of this threat on the Instagram Account by the victims the girlfriend exgirlfriends family. They immediately got the information, called the 70 precinct. She immediately notified her sergeant. He sergeant told her to call intercity correspondence. All things done they way they were supposed to do 45 minutes later we had a document to move on this development. A minute after the document was faxed a double homocide occurred. Toso is there was no laps on anybodys part. They have been great partner to us in this investigation, the Baltimore CountyPolice Department, of. [inaudible question] referring to the basically standing there like anybody else, watching an event going by. He was not participating. Just taking a picture. Sound as well, yes. [inaudible question] just a noise from the protest. Thats it. Speaking, if i may, an aside on the technology issue, were spending a huge sum of money over the next year on technology for this department. Youre aware of a lot of it. One of the systems were buying is called shot spotter, an acoustic detext system where were able to triangulate in areas where we have high rates of gunfire, the majority of which is often times not even reported to us if theres no injury. That we are installing those twices in certain precincts around the city. It is not up and operational yet, but in an ironic twist, one of the first systems thats been put in as part of this installation of the system, caught the four shots fired on saturday. And mapped it exactly where the incident occurred. So, again, its technology is constantly einvolving. The type of tech nothing is of greatassistance to us in the future. This mayor mass a champion of it since he was first introduced. Part of the reason we want this technology is that in an instant like occurred on saturday, two officers down, not able to communicate radio for help, we would have, if this system had been fully operational, been able to start dispatching cars to this area because we had documented even before 911 calls started coming in that shots were fired at that location. So, its just, again, one of the ironies of the events this saturday, that technology that will in fact in the future help so save lives is in the process of being installed. Mayor, you [inaudible] the chants at protests, nypd, kkk, how do you spell racist, kkk. Would you be comfort able with your young adults in your household chanting like this at the protests . Were hearing virtually every protest. Of course not. [inaudible] literally getting in cops faces week we talk about this so many times. The question now is, what are you guys going to do . Keep dividing us . Im not talking about every one of you bum lets get real. Just in that question. 25,000 people marched down one of our streets a few days back, absolutely peaceful, no chants like that, peacefully calling for what they believed in as american citizens, and the nypd protected them and i told people at the time i said it repeatedly, got calls from all over the country with admiration for the nypd for the way it protected Peoples Democratic right us. I heard from protesters who proed the nypd. I heard from nypd officers and leaders who said they saw peaceful protests, respectful protests. What you managed to do is pull up the few who do not represent the majority, who are saying unacceptable things, who shouldnt be saying those things, and they some who actually physically attack Police Officers, which ive said is absolutely unacceptable. Well prosecutor them to the fullest. Everyone must participate in fining those individuals, providing information to police, intervening to stop them, alerting the police. I will keep saying this over and over, and the question is, will you tell the world about it . Because you all are part of this, too. So, yes there some bad people who say inappropriate things. Theres some people who say hateful things that it have no place in these protests. Theyre not what im talking about. Im talk can bet the vast majority of new yorker like the vast majority of americans who believe in peaceful democratic process. I dont care where they are in the political spectrum. The vastarch milt of our citizens are good and decent people who do not say racist things, nasty things to police, threatening police. The few who want conflict, attempt that, and unfortunately so many times you guys enable that. I dont see reports on the many decent, good people. Dont see reports on the everyday cops who do the exemplary thing and hold the line and show restrain and discipline no matter what invective is hurled at them. Na tv. [inaudible] im telling you over again again, thats how you want to more tray the world but we know a different reality. In people do that its wrong. They shouldnt do that. Its immoral, wrong, nasty, negative. They should not do that but they, my friend, are norths the are not the majority. Stop portraying them as the majority. Twice today called on the dem upon straighters or leaders to have a hiatus so families can go through the grieving process. Are you going to make any direct communications to the protest ore organizers . We have done that already and will continue to. Hold on one second. Forgive me. Are you [inaudible] absolutely. What would be your desire in that. The same we have unfortunately ive been to funerals for Police Officers, fire officers, sanitation officers. Well do she same thing and show respect for the families. [inaudible question] ill let million obviously define his own words. On the first question,ll keep reaching out to everyone who serves the city. They dont have to all i agree with me. 35,000 people almost in uniform in the nypd, i think they are like everybody other part of our society, a group of people, a lot of different viewpoints, a lot of different backgrounds, said repeatedly, many, many journalists have said, do you think Police Officers think . And i always stop them and say, there are 35,000 individuals. They all have their own views. Like every other individual in our society. Sew way i frame it is, i think some people feel one way, others feel another way, but to me, that is not what i need to Pay Attention to. I need to support them regardless of what they feel. And i have. Commissioner will tell you about almost 400 million in additional investment we put into the safety of officers beyond that which was in the budget in june. The almost 400 million we added since to protect our officers. Actions speak louder than words. I will continue to support them. They have a right to their opinion 100 . Ill continue to support them. Inasmuch as this is miss commentslet me explain my comments do some officers not like this mayor . Guaranteed. Some officers dont like me. Amazingly, some do. I cant quite understand that but some dont. Some of you have been around this town for a while. Can you point out to me one mayor nat has not been battling with the Police Unions in the last 50 years . Name one. Name one. So the experience of this mayor, in terms of some cops not liking him, is nothing new. Part of life. Part of politics. And it is what it is. This is new york city. We voice our concerns and we voice our opinions. So, what id suggest, as i mentioned, in conversations with the heads of the five Police Unions, that the rhetoric that has been so much a part of the issues, that we will enbeige in dialogue once we get our officers respectfully mourned and buried, and we return to dialogue we can hopefully resolve differences. But in terms debate is healthy, discourse is healthy. Not impacting on the Public Safety of the city. That in the sense that we had an individual who were trying to determine his actual motivation, who took the lives of our two officers, and murdered them coldblooded, and we will attempt to determine so we learn from and it as we go forward, maybe as we continue to analyze social media and continue to educate the public about seeing something and saying something, we can prevent it from happening again. But, the idea that some cops dont like this mayor, some cops dont like their boss, some cops dont thats life. I have 35,000. Theyre great cops, caring cops. We just lost two of the best. There, [inaudible question] Union Leaders are free to say what they face or believe based on their members. Thats part of the bargain with them. Part of the agreement we have with them. Morale in policing, ive been doing this for 44 yours. It goes up, goes down. Youre nor more recall goes up and down. Look at the changeness your newsrooms, all the colleagues laid off, companies closing, your fear about jobs. You aim to tell me anybody in this room has high morale at the movement . Youre an industry and profession from great change. Were going through great change also. So we work on morale but morale often times is something that we cant control. People i have 35,000 individuals. Might be having a good time at might, might be having a good time at home, good day, bad day. What our obligation is, mine and the mayor, is to the best of our ability to equip them, to train them, to lead them as much as possible try to keep them safe so they can keep all of you safe, and we work very hard at that, and this mayor, the 400 million tuesday. To think of that. 400 million within the pace of the last number of months, focused on officer safety issues. So the safer my officers are think Better Technology and equipment they have they can keep the citizens even safer. When was the last time you saw that type of commitment to this Police Department . Not anytime since ive been aware over the last 20 or 30 years. Two more. [inaudible question] [inaudible question] i think that cardinal really laid it out perfectly. He talked about the fact that we always fear we could be slipping backwards. He used a beautiful analogy of the winter of solstice, and talk about how in ancient civilizations bz people in the leadup it to feared the sun was leaving us, and the light was going away. And then the light would return more and more and there would be hope again, and that over time that became part of our understanding of the world. And the holidays that we celebrate at this time of year are so powerfulfully invokelight and home. So my hans and hope. My answer is we have to move forward. Theres no other choice. These divisions are very old. Some of them weve talked about, in recent days, they go back not just decades. They go back centuries in their origins. Theyre deep. They have to be overcome for us to be a strong society, and i believe we will. Really do. Part of the what ive seen the last year, is a kind of progress i fine very heartening, even with these very painful and difficult moments along the way. I still see so many leaders of this department, and so many average, everyday, nypd officers, who are trying to make things better, who are trying to bring police and community together. Im inspired by commissioner bratton, because he has spent a lifetime at it. Thats something powerful in the way you asked the question. He saw what i saw and we both lived in the same part of the world in the 1970s. A very dwighted reality youre probably on the other saddish. I was too young. He grew up in cambridge. He meant boston versus cambridge. But the what we saw was a very divided society, and i was in my earliest years and then my teens, watching this painful division. Unbelievable. As an american i remember feeling this is against the same backdrop as the watergate years and one thing and another, and i felt simultaneously inspired by seeing our nation overcome during the watergate moment, heroes rise up, people stan up for democracy, people overcome things that seemed insurmountable, a nation finding its way back together. But across the river from where i live there was an ongoing strife. I didnt know it obviously at the time budget rye in the mid ol the strife was a young man, i believe the story i heard outside south boston high school, you were a sergeant tom, commissioner came up to you. This commissioner had in my opinion, some of his formative experiences in the midst of a strife much greater than anything we have seen recently, muff more painful and pervasive. He took from that an inspiration to try and heal it. I would not have blamed bill bratton if in those days in the 19 ons he said, this the 1970s, this is insurmountable. It seemed as if there was nowhere to go but backward. But be persevered and its very telling that a man who saw such pain and television, instead of choosing to retire or go into another business, said, im going to go farther and deeper. We can change this. We can maccommunity and police come together. And we can keep people safe. We can make them safer, and thats what ive always admired about him. Never loses his sight of the goal and always helps all of us to move toward it. And ive seen that extraordinary impact amongst the men and women of this department, what his leadership is doing in terms of giving people the sense we have a way forward and will achieve it. Thats my answer to you. We have no choice but to move forward and we will move forward. Let me close, you were referencing my remarks this morning. What the mayor is talking about was the profound period of change in the 1970s coming out of the 60s and it was my formative years as a life, 1970, coming into the boston Police Department. And i saw in my profession that im so proud of, the beginnings of much needed change in the 7 ares so, my College Education was provided out of the changes that what demanded that police must be more professional, better educated. Saw the technology that was required, the many sciences that were improved upon. So out of that crises, incredible crises, that surmounts anything ive seen so far in the turmoil of the moment, many great changes came, and out of the turmoil of the moment im seeing many great changes occurring. The mayor supporting with the hundreds of millions of dollars changes that will my officers safer, keep them better informed, will be able to allow them to deliver improved services. Also in that discussion this morning i talk about this being a change moment. The 70s were a change moment that my profession benefited so phenomenally from. You go back to new york city of then 1970s. Back then we were killing police each year in the performance of our duties. 90 people a year. We have transform the nypd over that 40year period of time where we have some of the lowest, if not lowest rates of abuse of force of any Police Department in the united states. So, out of crises comes opportunity and challenges, and i intend to embrace the opportunities and challenges as we address these crieses, crise, and i think i can citifully plea ticket, as we did in the 70s, well come out of this belter and stronger as we good forward. Now two new york city officers are dead at the hands of a man driven by hatred for the police. Hi everyone, im in for neil cavuto. For reaction now we go former new York City Police officer. Dan, i think you heard the whole thing there. Whats your initial reaction . I cant believe it, charles. He is doing it again. The mayor. He is trying to he almost made the case against voting in people like mayor de blasio. He is talking about the chaos of the 70s, historical divisions that go back centuries. Again, because he has an ideological problem. He doesnt have a policy problem. This is a man who believes in the advancement and trading of chaos, believes in the destruction of american institution, he subscribes to an ideology that is so unamerican and if that press conference didnt just drive that home, and, charles, to double down on the embarrassment for this man to blame the media, the new york city media, that has covered for this guy the large majority of them, that was would humiliating experience and should be reason alone for this man to resign in shame tomorrow. Dan, we actually do have that i want the audience to hear it. Youre right. He bristled at the medias repeated questions and trade to turn the tables. Lets take a listen. What you managed to do is pull up the few who do not represent the majority, who are saying unacceptable things, who shouldnt be saying those things, and some who actually physically attack Police Officers, which ive said is absolutely unacceptable. They have no place in these protests and theyre not what im talking about. Dan, it was interesting because that was completely counter to the tone and the message he started out with on paper. To your point, the real de blasio didnt take lock to come to the surface. Trying to protect his tail here elm thats not what he told the cops, by the way. Hes not a telling you the truth. I have a number of phrenoides within through the Police Academy with that call me and text me all the time and said that during this protests, yes, we absolutely respect at the right to peacefully protest. No question. They were told basically to stand down, let them blow off steam, despite the fact there were people out there who were never interested in peaceful protests. They were interested in spitting in Police Officers faces, pushing these people, many and women, by the way, charles, this is a job for them. They have kids at home. They take out the garbage at night after putting oatmeal on the table for the kid. Youre glowing to push thems spit in their face . Youre not protesting. Youre a fool. Youre doing nothing but creating chaos, and literal the destruction of the institutions that have method this country great, and nat is not a what the mayor told the cops. He told them to stand down. One more thing because i cant i was almost infuriated listening to the press conference help sigh if you see any indents or hear of any incident of a threat to a Police Officer, report it i was and please do, call 911. He saw it during the riots. There was a lieutenant on the Brooklyn Bridge who was brutally assaulted and called it an alleged assault. He is saving his butt and the only person who looked even remotely in a leadership position up there was commissioner bratton. Speaking of commissioner bratton, he did go to bat for the mayor. In fact, at one opinion he said that its not new, the mayor and the police being at odds, sort of saying, what were watching is sort of just commonplace, this always happens. But doesnt feel like we have ever seen it to this degree, at least not that i can remember. Charles, commissioner bratton is a good man. He had to too the right thing. He is not a politician, he is a Police Officer at heart and always will be. But what said was that was not actually the fact. Unions have had arguments with mayors before. When i was a Police Officer we had arguments with mayor giuliani. It was never let me be clear never about mayor giuliani not actually backing up his own Police Department. These were arguments about financial arrangements, what they had was the Public Employee relations board. These were little nuances of the job. Never about a mayor who doesnt believe in his own Police Department. These are what i said when we opened up the segment, these are ideological differences, this man is unfit to lead. He does not believe in what made this country great and that humiliating press conference hammered it home. All right, dan, thank you very minute. We really appreciate it.
