Joe, with so many that you lead at the fop, are police in fact under attack . Harris, absolutely, 100 were under attack. There is a Police Officer shot in this country every 29 hours, okay . We have had 241 Police Officers shot. That is a 24 increase from last year. And not just the violence against Police Officers but were seeing viral incidents. In nypd officers getting water thrown on them, buckets thrown on them, 12 increase in injuries for officers in the next quarter after that. Police in philadelphia responding to six and fellow brothers and sisters were shot, being laughed at screamed at. This is happening all across the country. Just in houston the other day, someone took a Instagram Post of pointing a gun at a Police Officer. It is completely disgusting. Harris the things going viral are there for all to see, from talking with you, assemblyman, it is part of a larger conversation that people are having, an anticop rhetoric . What youre seeing today, youre seeing these leftwing radical democrats, these champagne socialists i call them from the president ial candidates running on democrat line who sounded death knell on police and Community Relationship. They drive a wedge between the police and the community they allegedly represent. It is disgusting. Harris it is interesting, because you wouldnt think of Police Officers necessarily as igniting anything political but we are in such a politicallycharged environment and weve seen the current president tackle criminal justice reform. Were seeing democrats talk about it on the president ial trail and in fact, just this weekend they were at a forum and some of them were talking. If im your son, what advice would you give me the next time i would be pulled over by a Police Officer . I would respect what they are doing so that you dont get shot in the back of the head. I would be very cautious, if you were my son, in terms of dealing with that Police Officer but i also defend my rights and know my rights. Harris joe, that is tough. You lead so many. What do you do with your Police Officers . Let me first say Bernie Sanders is complete joke. Everybody in this room knows it. Everybody across the country knows it. He has no shot being next president of this United States but here is what he doing. Everything asks us in the community, build a bridge, build a bridge with the community yet people like Bernie Sanders are tearing the bridge down the other side. The statistics dont point to things that Bernie Sanders saying. A study of all police sheetings in 2015, Michigan State university, university of maryland, 99 of the time the person shot was armed with a weapon. Theyre not enforcing quality of life. Theyre handcuffing the police. The city should be happy or the state too that they have men and women willing to do this job. They are trained very well. There is great technology. And theyre willing to do the job but theyre being handcuffed and blindfolded, not allowed to be police. Theyre worried more or less, the pantaleo effect. You do your job, you get fired or they will lose their benefits, maybe go to jail or be sued. Harris anything that either one of you wants to say to our audience member . Something in my heart told me it was him inside. When the road was closed i sent a text message to him, please tell me youre okay, and i didnt get a response. Harris he survived but your life has changed forever. You were in the hospital. Youre still visiting Centers Across the country to get medical help. What is your journey now . Every day to focus on living in the moment. Something that we learned through what happened with ryan. We have to be grateful for every minute he does something spectacular almost every day, thankfully. Were grateful. We focus on every day. Harris ryan spectacular and a long time ago for you. You chose to protect and serve. Why did you want to be an officer . It is okay. I know this is tough. It is just honorable. Honorable and doing the right thing and all of the above. Those incidents are raising big question about training and whether Police Departments are recruiting top level talent. Harris talk about lack of trust and starts with that. The police and Community Relationship should be symbiotic, not separated the community is just as important as police. We need to devise strategies that work for the community that the Police Department is serving. When we look at the situations just happened recently in texas, for example, it does set forth a black eye but the truth of the matter is, that is a very minute component of what the officer civilian engagement is on a regular basis. Hundreds of thousands of engagements between police and community occurs. No one ever sees it. All we see, whenever something goes wrong with police and truth of the matter is, were Getting Better at this but granted professional development is something that should be ever so evolving in the process. Harris that is a very balanced look at it. Now i understand why you go into communities. You do the same thing. What are you seeing thats working and what does the process need to build trust . Because you come from chicago, i tell you the murder statistics there are rough. First and foremost the trust factor has to be there with all Law Enforcement officers from the detectives on down but at the same time there is a lot of distrust because once the officers on a shooting, on a murder, they cross the ts and dot the is to the states attorney office. The state attorneys turn around slap the officers paperwork in the face throw it back. The community is upset, well we give you the information about our loved one. We gave you the footage. We know who killed them. The detectives done the work but if the case is not there, the community is upset, because they feel detectives havent done their work. But it is not the detectives. The states attorney has to protect all Law Enforcement across america and stand by them. If they put the paperwork there. Harris it is interesting, around, around you go in a sir. You and i spoke earlier. I will knit that together earlier. Part of the problem people stop helping cops, figure what would the point to turn in my neighbors. You say often they know who is doing the crimes. All the time. They know who is doing the crime but some have lost their life even after they have testified. States attorney has to step up and protect them. If the officer gives his word, or detective give his word, are you going to have you protected, well relocate you. If the stuff is not there from state Attorneys Office protecting Law Enforcement officers, what do you have . Nothing. You dont want to work. Again i dont want to get too much into politics but im looking at demographics of people serving in the state of illinois, you have some of the toughest gun laws. I know that is sometimes part of the conversation too. Darren i see a thought bubble above your head. When you speak to gun laws. We look at gun control laws, new york city, los angeles, chicago have the toughest gun laws in the country but look at extreme violence you have with gun violence . Absolute the gun control is not working in those places. You are taking guns from the good people but when we go back to the public trust between police and community, i cant speak to what happens in chicago. What i do know, departments try to maintain a level of transparency as much as possible. So citizens can understand and accept that these Police Officers are here to help. Im just looking at body cameras for example. If that is not transparency in Law Enforcement, i dont know what is. Truth of the matter, body cameras have shown what officers done what theyre supposed to do. In the past, we see bodycam, see cell phone footage only shows a snippet of what happened but these body cams are showing what happened in the beginning, the middle and the end. That is the narrative that is clearing a lot of officers as we move forward. Harris i see a lot of heads nodding. I just want to get a quick show of hands, are you feeling what he is putting down . Do you hear that . Joe is still here from the fraternal order of police vice president. Is there something you would like to say to one of our guests . No. They hit the nail right on the head. We have activist das an judges in major cities. We have kim in houston, we have kim fox in chicago, mosby in baltimore and cazer in in philadelphia. What is ever reason i would think the left and right agree, theyre not prosecuting gun crimes. Theyre giving sweetheart deals to people with possession of firearms, committed aggravated robberies. In houston we have people on probation for aggravated robbery and robbery. Why are we not throwing the book at the dirt bags harming our community . That is the type of gun control we need. When you go into communities in chicago, what do you tell people . When the case is not solved they are upset why it is not solved, what the police are not doing. Hey, lets stop. Go to the states Attorneys Office being thrown back at. So many times if you got 12 offenders in there, on parole, which i seen and they walk right out of bond court, there is a problem, there is mistrust. Not too much of a mistrust with the community, mistrust of the state attorneys. The state attorney is got what they got, the facts truth, thats it. Where is josh, current Police Officer. I understand you have reaction to the fort worth shooting you say officers are not being defended even separate from that case overall, that they need more advocacy. How so . No, absolutely. Every crime is a tragedy, not every tragedy is a crime. What happened in fort worth is 100 a tragedy. When officer dean went to that house, regardless of how untrained civilian called that in, he went to what he believed was a burglary scene. 2 30 in the morning open door, everybody ever worn a shield would say the same thing. He see as house in disarray, now it is stepped up. Now he definitely thinks it is a burglary scene. Even if you disagree with his tactics, by his own departments general orders, he followed what he was supposed to do. Fort worths own general orders say that every open door is supposed to be treated as a silent alarm and officers first job search for avenues of escape before he searches interior of that building. Now he goes around the side what he believes is a burglary scene. He is met with somebody inside of that home pointing a gun at him. Everybody here again, wear as shield would address the threat the same way. Before any of the facts came out, his chief was in front of a microphone saying that his officer had no right to respond that way. And that he is going to fire him, even if he is not arrested. Now, if were in a world now where a uniformed Police Officer, addressing a gun being pointed at him is a murder, how is any active Police Officer supposed to go out there to do their job. Harris lets give that one to darren. When we look at officerinvolved shooting so to speak, i think due process, due process a natural order things should pan out. If we look at this particular incident, i dont think due process rolled out. Court, people determined that this officer was in the wrong. So, in essence, this officer was guilty in a court of moral turpitude. It is far more comprehensive than that the individual needs to stand in front of a court of law. His side should come out and the sides of the opposing counsel will come out. In addition to that, we have administrative trial and criminal trial. We need all the facts to come out before we can convict this officer in a court of public opinion. Harris i see you nodding. I know you guys are talking to each other. That is what this is all about. Why is this happening . It is is a variety of reasons. You can ask men and women in the room, you think about policing, policing today in america, the trials and the level of stress they have to endure every day when they go out on calls for service. One thing critically important for to us take into account when we start thinking about, Start Talking about more than than ever, suicide as it relates to Police Officers is that were talking about cumulative stressors. Anytime that you go to call after after call, after call, youre exposed to incidents average person are november exposed to, youre exposed to those incidents on a daily basis. In addition to that, youre talking about Police Officers who are just like all of us, theyre just everyday people who decided to become Police Officers. They have mortgages. They have children to put through college. They have their own personal issues going on. One thing we cannot overlook in all of this, because there are so many variables that lead to this is the fact that some of us, in our general population in this country are already predisposed to depression anyway. So that becomes an issue. I want to, joe before i come to you, deputy nypd commissioner Robert Ganley currently in leadership had this to stay. Come forward. Dont believe the stigma. You can have a productive career if you come forward. Well help you in a confidential manner. Help you get on your feet. We look forward to you being promoted whether you will be promoted to a detective or Civil Service exams in the Police Department. You can have a very production activity career at nypd. Harris so important to get the message out from the commissioners office. Why is that . Whats happening . It is good to get the message out how it reaches the troops is another matter. The cops today, as the good doctor said are and much pressure. I can speak to new york city, 10 is astronomical as far as im concerned. One is too many, people reaching out for help, that stigma is still there, no matter what you say or place it to them, the stigma is still there lets go back to the locker room, all right . Go back to units many people work in, close, tight 19. Theyre in the locker room, joe is here one day. Where is joe . He is not here. Took his guns away, going for psychological help. It is still a stigma how you look at it. How to address it. The commissioner is right. The help is there but, for the people that i know, you know who committed suicide, we cant put a rhyme or reason for at least three of officers. I cannot put a rhyme or reason to it. Neither can any friends. Harris Kristin Gifford in the office. Her husband killed himself in may of 2013. I wonder if, she is with us tonight, can you say maybe a quick word . Yeah. My husband, Steven Clifford was a Police Officer with nypd, then Nassau County Police Department. He died by suicide in 2017. We had no idea he was struggling. He was happy guy. He was joking. He loved his job but he had something deep inside of him he was dealing with. He was afraid to come forward. He wouldnt talk to anybody because of the stigma. I was, i was afraid to, even after it happened, to talk about it. There is still that stigma attached to it and, again we can tell everybody to come forward but until we change the culture and change the policies and make it a more normal thing, theyre going to continue to struggle. We need to make it easier for them to talk about it and to say it is okay. Harris im so sorry for your loss. I know we are watching Police Officers deal with mounting homelessness, support in fighting terror and Domestic Violence situations. Those calls can be so unpredictable, as you say dr.
