Federal officer Dave Patrick Underwood in oakland. Also tragic, also evil. An officer in new york city kicked by the driver of a getaway vehicle who then sped off. We understand the officer is in stable condition tonight. For that, he and his fellow officers got to hear Governor Cuomo tell the nypd that they have failed to do their job and that it was a disgrace beatty said the same thing about the new york mayor, saying that he underestimated the problem. We will talk more about that end in st. Louis, four officers were shot last night. In minneapolis, though, one example where the curfew and the National Guard seem to be working, allowing peaceful protests and they kept the peace after dark which is the goal all across the country. Our nations National Guard as gone in two short weeks from supporting Nursing Homes after an abject failure to protect them, now they are patrolling our street, over 20,000 now activated to stop the violence and more are ready. The president has asked to mobilize the military if they are needed, that would mean invoking something called the insurrection act. It that is not been used since 1992. All this is happening on what we would be discussing primarily as one of the biggest primary voting days of the year. What is sure now to be the most intense electoral period that the nation has seen probably since 1968. That was when similar riots torched the cities. Richard nixon was running back then as the law and order candidate in the wake of the assassination of Martin Luther king jr. And Bobby Kennedy that spring. Nixon ran against the incumbent Vice President , also of former Vice President , Hubert Humphrey from minnesota paid all that sounds eerily familiar. This evening we will speak with ben carson, the hud secretary paid we will get his reaction to the president s call for military backup and for the race rage that is burning in america tonight. Also joining me, juan williams, marc thiessen, and captain ron johnson. Trey gowdy is on deck for the clash over the potential use of the United States military but first we start with the White House Correspondent kevin corke, not far from Lafayette Square park where we saw so much activity last night. Hi, kevin. Evening, martha. As you can imagine, you figured we have a crowd out here beyond the curfew and we have quite the crowd beyond the curfew here at the Nations Capital, youve heard chants of no justice, no peace, justice for george lloyd and forget your curfew only they didnt use the word forget. Thus far its been mostly peaceful but now is the curfew happens at the top of the hour, the questions remain, what will Law Enforcement do. If last night as any template, they will be moving this crowd eventually right back up 16th street. Thus far it hasnt happened. We are just outside of Lafayette Park. As you can just see there, sanford is taking a look at the crowd here, it is a massive crowd. I walk here from logan circle and about two or 300 people were walking as i was walking to work and it looks like not many have left, to be honest with you. Several hundred if not several thousand here, i dont have account and its difficult to see but as you can see, a sea of humanity. I want to mention one thing that is different from the time that we spent here last night, martha. Over here, back at the park, you can see a defense has been erected, a chainlink fence, black, runs for the most part all along the park, about eight and a half feet high and thats meant to keep protesters, demonstrators, rioters according to some out of the park. We will see if that continues to be the case after nightfall. Martha, back to you. Martha yeah. Kevin, we are looking at that fence. Just to give people and viewers who were not familiar of that, on the other side of that fence is the beginning of the white house property, correct . That is correct. You got a fence actually in the north end of the park, the white house itself is on the other end of the park, so youre looking at maybe 100 yards from where we are to pennsylvania avenue which of course is the street that separates the park and the actual white house grounds. Martha . Martha they have expanded the perimeter around the white house considerably with that fence. Kevin corke has been on this every night since its begun. I want to bring you now, the former House OversightCommittee Chairman and former federal prosecutor trey gowdy, also a fox news could you beat her, contributor. Things are being you tonight. As you look at the is enormous crowd gathering at the white house tonight. Martha, i am a simpleminded guy, Public Safety is the preeminent function of government, period. If you look at the preamble to our foundational document, wealth or the articles it talks about establishing justice, ensuring domestic tranquility, i wonder what that means, and providing for the common defense. From the countrys inception, Public Safety has been the preeminent function of government and the practical explanation is there is not a right you have thats of any consequence if you are living in fear. You can have all the liberty in the world theoretically but if you are afraid to leave your house, afraid to go to Public Places because of a small subset of our fellow citizens who are lawless, what good is any liberty . I will quote malcolm x which i usually dont get a chance to do very often, by any means necessary, thats how you keep the Public Safety. Martha i want to point out on the righthand side of your screen, you see the crowd gathered and the building you see in the corner of that is sts exactly the spot where President Trump was last evening, a lot of pushback about what happened to the crowd they are, a lot of conflicting reports, the park police now saying that there was no tear gas used, reporters who are on the scene say they saw, i think it was smoke bombs in some, they did not take the opportunity to move back and they were pushed back. What do you think about that whole situation and that walk that we witness by the president last night which has been met with some mixed reviews as well. I think wed all be better off if we follow the teachings of and did not involve him in partisan politics. Im almost positive the wasnt in america, hes not a republican or a democrat so if you want to do something that honors the bible and honors church, follow the teachings of and if we all did that, blessed are the peacemakers. Its tough to run a Police Department turning your other cheek but its good advice for us as we interact with our fellow citizens. Martha are you saying that the president was not a peacemaker in that situation or are you talking about the scuffle between the people outside and the police . I am just talking about our country in general. I am really reluctant to pick verse here there and yonder to try to support a political position. If youre going to follow the teachings of, follow all of them, dont pick and choose the ones that are most helpful to you on that particular occasion. Martha let me ask you a little bit about this question of u. S. Military deployment potentially and invoking the insurrection act which a lot of president s have actually done in different junctures over the years. Here is a little bit of sound back and forth from senator Chuck Schumer and from your South Carolina colleague senator lindsey graham. Watch this. The administration is using the military as a tool to intimidate american citizens. And the department of defense ig Must Immediately lost an investigation. Thats not the purpose of our military, our military is designed to protect us from enemies of the nation when you have domestic problems, they can be used but as a last resort. Martha your thoughts . Well, it would be a last resort but i think we used our military to help ebola victims in africa so if we can send our military to help rebuild other civilizations and protect other people, it should be a last resort. But when the police are overwhelmed and your calling in the National Guard, Public Safety is the preeminent function of government. By any means necessary it must be preserved, i wish the military werent required but if they are, bring them in. Martha i was watching somebody climb up on the Street Corner there and tear down the 16th street sign right near st. Johns church where this is focus this evening. Trey gowdy, always good to see you, sir. Thank you very much paid yes, man. Martha the Law Enforcement officers coming under physical attack and in some cases being killed over the past several days while trying to protect those they serve. Captain ron johnson was in charge of defusing the violence in ferguson missouri six years ago. He joins me with a look at what is playing out now and i look back as well. Thats next. As we look at places all around the country here, america braces for night eight of the protests tonight. In many cities, anger is directed at the officers called upon to keep the peace there, several were brutally attacked overnight including one in las vegas who is now fighting for his life. In moments we will be joined by captain ron johnson who led the response of the ferguson riots back in 2014. But first, breaking news correspondent with the latest this evening, trace gallagher. Hello. Lets begin in the bronx where police were outnumbered by looters. You can watch and see two men, one after the other grab an unknown object and use it to pummel the officer. And when the officer finally got up he was clearly dazed and even briefly pulled out his gun. You can also hear audio of a man using antipolice slang. In buffalo new york, and suv carrying to call people who had been shot at by police use the people to plow through a group of both state and local police. At least two officers were hit and one appeared to go under a tire though we are told that all are okay. In st. Louis, near the citys main police precinct, a protest turned violent which led to a clash with police and four st. Louis Police Officers were shot, all them suffered lifethreatening injuries. Suspects were taken into custody in that event. In las vegas there were two protestrelated shootings, one left of suspects dead and the other left a Las Vegas Police officer on life support. It happened while police were trying to detain people who had thrown rocks and bottles into a crowd and then a shot rang out and the officer went down. I suspect was quickly apprehended. Heres the sheriff. With these protests which are leading to riots, one tragedy is only leading to another. What has occurred is utterly unacceptable. I hope the community sees it that way, too. And in what appears to be a deliberate targeting of uniformed Police Officers, Dave Patrick Underwood, an africanamerican officer for the department of Homeland Security was shot and killed by a driveby shooter near the Federal Building in oakland california. A second federal officer was shot with him but survived. Conversely in atlanta, six Police Officers have been charged for using Excessive Force in the arrest of two College Students during a protest this weekend. Body cam footage showed the officers using tasers on the students as they sat in their car. The students were then dragged out of the car and arrested. So far, 117 Police Officers have been injured during these national protests. Martha . Martha thank you very much. My next guest led the Police Response efforts in ferguson missouri in 2014 when protests erupted over the death of michael brown, an unarmed black teenager who was shot and killed in a struggle with Police Officers. Ron johnson is a retired missouri Highway Patrol captain and author of 13 days in ferguson, hes also the founder and ceo of a solutions group, great to see you tonight. When you listen to the report of all of these officers who have been injured and also of incidents happening between officers and these protesters that put them in danger, whats going through your mind tonight . Well, its hurtful. It hurts, having warned that uniform and to see the officers out there trying to protect the freedom and the rights of the Peaceful Protesters, it hurts and its troublesome and its something weve got to addressed and those officers that on the frontline and those protesters, we have to address that issue and make sure that the officers are safe as well as the Peaceful Protesters out there for change. Martha you know, in terms of the way people look at the police, this is a new monopole and the question is, most state police are likely to use Excessive Force on black individuals, 57 say it more likely, 33 say just as likely and when you asked just black americans in this poll, 87 say Police Officers are more likely to use Excessive Force if the culprit is black. What are your thoughts when you look at those numbers, when you look at the perception of what folks are walking into and some of these environments . I think we have to listen to the people that are involved in that every day and see there is no truth in what theyre saying so we have to change, a cultural change that we had to change throughout our nation and i think that we are seeing that more and more and after ferguson i talked about that we needed to make some changes and we needed to have some indepth conversations, some real conversations. And most people said we are not ready to have that now. I would say that now it is a must and we have to be ready to have that conversation because we are seeing it across our country and not just in one city, people are protesting across the nation and people have stories that add to some fact and merit to whats going on in our nation when it comes to people of color, especially africanamerican males. Martha an interesting piece by jason riley at the wall street journal today and its called good policing saves black lives and it looks at a harvard study that finds that when these police incidents, like the George Floyd Killing go viral and then the investigations began into the entire department where it happened, that unfortunately the adverse effect is that policing, Police Activity declines. And then violence increases in those communities, what does that tell you about the impact of these events and how safe it leaves people in those communities after it happens . I think sometimes we have subcultures who try to rebel, if youre going to hold us accountable we are going to rebel and thats related and say that if we start seeing that where officers are rebelling, they are not doing their job, they need not have that job anymore and we need to bring personnel in that will uphold the badge and uphold that to protect everyone in our communities. Martha you know, in some cases they fear that they will you know, that they will be accused of something, that they recoil because they are afraid to go out and protect the community, it appears, according to this piece by jason riley and this harvard study, they said they found that in ferguson and founded in other places around the country where these obviously big and devastating stories of happened. I think that becomes a conversation, become something that officers, our departments tend to use. When it first came on as a trooper, my first Training Officer said that if youre doing the right thing, 99. 9 of the time it will be right and people will view it as right. And i still believe that. Just because theres been an incident doesnt mean you have to be afraid to do your job and many officers after ferguson continue to do their jobs the right way without any adversity. Martha captain ron johnson, thank you, sir. Very good to have you with us tonight. Thank you, martha, very much. Martha amid a backdrop of protest and a pandemic, it is primary day today in america. A handful of states plus washington d. C. Holding their elections today, and hes already considering the Presumptive Democratic candida candidate. With these contests today, biden is back to inperson campaigning this week. Watch this. The pain is raw, the pain is real. The president of the United States must be part of the solution, not the problem. This president today, is part of the problem and accelerates it. I wont fan the flames of hate. I seek to heal the racial wounds that have long plagued our country, not use them for political gain. Martha fox news correspondent Jacqui Heinrich live in philadelphia. Hi. Hey, there, martha. Amid the day of protests, Vice President joe biden an apparent effort to contrast his leadership style with President Trump. Amid all of this unrest including another night of looting last night which included two fatal incidents, biden pointed to President Trumps photo op at st. Johns church yesterday, saying the fact that trump disperse Peaceful Protesters to stage a photo op signifies that he is more interested in power than in principal and he said the discussion needs to be about the underlying issue of racism in this country. Donald trump has turned this country into a battlefield driven by old resentments and fresh fears. He thinks division helps it. His narcissism has been a calm more important than the nations wellbeing that he leads. I ask every american, i ask every american, look at where we are now and think a new, it is who we are . Is this who we want to be . Just yesterday, biden met with Community Leaders at a predominantly black church in delaware where he spent more than an hour listening to the needs and concerns before promising a Police Oversight within the first 100 days of his presidency to examine the practices and policies of Police Departments in an attempt to deal with institutional racism. Biden has been long constructive criticized for his support of the 1997 crime bill. Black leaders told him he needs to show up invisibl in visible s including urging him to pick up black vp. He could clinch the nomination today with the number of delegates up for grabs but this is coming amid some confusion at the polls, a number of maleand ballads have not been dropped off as of yesterday, 700,000 of them and they had to move locations where people could drop off ballots in their regular precincts to a drop off location. People i talked to said they were happy he made an appearance but they dont thing him showing up is going to address the underlying issue, that change needs to happen from the bottom up and they are hoping to see real leadership coming from the next president. Back to you, martha. Martha all right, jackie, thank you very much. Joining me now, from the American Enterprise institute, what is going on . Juan williams, and fox news. Seems like yesterday we were saying, welcome of the president is going to be judged on his impeachment, then, its going to be this coronavirus and his handling of that, thats going to be the main issue in the election. Then it was the economy following that and now we have riots across the country and to the president has a lot on his plate, mark. Joe biden is positioning himself as the person who can unite the nation. What do you think . Joe biden was saying we need to focus on healing, its hard to hear the country when the country is on fire. Its hard to put the fire out before you can heal. Millions of people would love to be out there protesting in solidarity with george floyd and his family but they cant because of criminal violence. My kids wanted to go out in protest today and i told him no. People are throwing molotov cocktails and bricks, just read the Police Report about what happened in Lafayette Square the other day, the police found caches of glass bottles, baseball bats and metal poles, protesters attempted to grab officers weapons, this is happening outside of the white house in our Nations Capital so you cant have healing when the country is on fire and joe biden calling for healing, while people, where houses are burning, businesses are burning, happening in the streets. Martha after, you know, does joe biden believe that the governor has been Strong Enough in the midst of all this violence . She didnt answer that question directly in terms of what biden would advise these governors to be doing right now, juan . Its pretty clear that everybody wants us to get back to some peaceful situation so marks kids can join the demonstrators, weve seen Peaceful Demonstrations for the most part, today in new york city, huge demonstration, very peaceful but the problem here is that i think that weve got to heal first, you cant say peace and get back to normal without saying, we want justice and we are willing to work for it and we hear people who are saying that we have a problem with racism, especially when it comes to how the police deal with black and even more specifically black men. So i think we had to be honest with each other and own up to this. I think President Trump is martha i think thats exactly why marks kids want to go out and protest but they cant get out there because theres too many people breaking windows and attempting to run over Police Officers. I trust marks parenting skills but i must say that i know my neighbors have gone out martha here in d. C. And i think what we saw today is we saw a huge, huge yes, young kids. They wanted them to understand the american tradition of peaceful protest and they did, they had a fine time but that was in the afternoon. What you say is true about some of the things that happened at night. I think that we have to first pick up on what okay. Martha i want to play this from Governor Cuomo. Heres what he had to say about the new york Police Department and mayor de blasio after he said that he had 13,000 National Guard just waiting to go in. Want to this. The police in new york city were not effective at doing their jobs last night. Period. They have to do a better job. The nypd and the mayor did not do their job last night. I believe that. Do your job, do what youve done in the past. You know how youve stopped eluding in the past and how youve stopped writing in the past . Did that again. Martha so he has 13,000 National Guard at his disposal, mark, and he also told the president , no thank you for additional help but now, like we saw with the nursing home situation, hes going to blame it all on bill de blasio and the new york Police Department. He is channeling his inner donald trump and saying weve got to be tougher with the protesters. The reality is that a lot of people who are being i have, my heart breaks for george floyd and for his family and any american who is afraid of becoming the next george floyd because of the color of their skin but my heart breaks for the millions of americans who have been, including many africanamericans who have been hit the hardest by this pandemic will been thrown out of work and all of a sudden just came back to their jobs last week and now their businesses that employ them have been destroyed. There was an africanamerican woman who tweeted the other night on twitter, her name is gg robinson, black woman in chicago. She said im so hurt, im barely surviving. Not only do yall burn down my job out what we walgreens about the Grocery Store in my neighborhood was looted, how is this for us . We had to be just as concerned for the g. G. Robinsons of the world, people whose livelihoods are being destroyed first by the pandemic and now by these riots. Martha yeah, i mean this is all cumulative. Is it not, juan . Ive heard this analogy before but you said it at the top, you have the covid virus, the Economic Impact its had on society and i would add in both the cases of covid and the high unemployment, disproportionate impact on what they call essential workers, people who have been laid off. Now on top of all this racial tension, its just a moment. I have a cousin in charlotte north carolina, she lives alone and she gets her information through fox news and she is anxious, shes just worried for us as an american people, for our values, the idea that we have to stand together, that we have to show some understanding. And i think thats what Gigi Robinson was tweeting there. Dont tear up our community and dont come and do it in the names of the protest, you are not one of the majority of people who want a peaceful protest that leads to constructive change. Amen. Martha that is exactly why we need to eliminate the violence from these situations because we are not going to get anywhere. To the other side of the story and where we all want to be in a much more hopeful place of understanding because we are all americans and that is the thing we have to remember over and over and over. The violence cannot stand and we had to do whatever we can to eliminate it. Gentleman, always good to speak with both of you, thank you so much, juan and mark, for being here tonight. So Los Angeles County has imposed the harshest curfew since the 1992 rodney king riots and that is set to take effect in 90 minutes, we are going to take you there live coming up next. Com coronavirus martha thousands of protesters marching through southern california, one day after the los angeles Police Departments Hollywood Division set of record for the number of arrest in a single day, most of those looting, vandalism, and curfew violations. In hollywood tonight, the view that we just saw was fairly peaceful there. You can see one single protester that decided to sit in the middle of what is a busy road, Western Avenue through the heart of hollywood. Police, if you come across to the left ear, have him surrounded, they are moving along now, we are obviously complying with their orders. This has been a margin of thousands of people going on for Something Like five hours now but its been almost entirely peaceful, something weve seen again and again over the last 48 hours, since then the police have adopted a different approach to these protesters, the protesters themselves in a large part havent observed the very few, 90 of them in fact for curfew violations. Just a handful of people, theres been a handful of incidents of looting, but for the most part, extremely peaceful and welcoming way so, martha . Martha thank you, jonathan jonathan. Good news, we hope to see that continue in cities across the nation. Curfew team except to take effect minutes from now after nearly 700 arrests last night. Martha new york citys curfew moves to 8 00 p. M. Tonight after the 11 00 p. M. Experiment went really badly. They may have taken that lesson from what we found in washington d. C. Where they backed up the curfew after a bad night as well. Correspondent brian yannis stepped away and is covering all of this for us tonight. Hello, brian. Martha, good evening. Moments ago we had thousands of protesters approach trump tower here on fifth avenue. They are peaceful, we are now less than 10 minutes away from the 8 00 p. M. Curfew and tonight it is far different than what weve seen in the past. A more aggressive posture by the nypd end of the city. Its at 8 00 p. M. And at 11 00 p. M. , we saw a lot of looting during those three hours last night. Second of all, citibank is no longer allowed, those are the bike sharing programs here, weve seen a lot of looters use those. Lyft and uber no longer allowed to be on the road. If you are an essential worker you are allowed to take one of the citys cabs. They blocked off traffic at 96th street on the highways to keep all vehicular traffic from entering manhattan. The question now is whether or not the National Guard will be used. Both new york Governor Cuomo and mayor bill de blasio are on the same page about this. I do believe the nypd while deployed it wouldnt need the National Guard, do it your job, do what youve done in the past. You know youve stopped living in the past and how you stopped writing in the past . Do that again. No, on the National Guard. We will regret it if we bring outside armed forces. As clear as a bell, if someone wants to go check all the history of what happens when outside armed forces go into our communities. It we have seen stores up and down midtown manhattan, upper east side, the upper west everywhere burglarized by people in cars, coming in large groups, splitting up and the nypd has had their hands full with that. Weve also seen injuries to Police Officers, at least one officer caught on tape eaten in the bronx, we saw another officer that was hit by a vehicle so it has been a tense situation, there are 13,000 National Guard troops on standby if needed, we shall see. A lot of questions tonight, it has been awful to see these businesses hurt the way they have been and martha, there have been 500 arrests for theft in new york, most of them will be released. Martha . Martha brian, thank you. 9 minutes away from when everybody is supposed to clear the streets and go home, thank you very much. Joined now by dr. Ben carson, secretary of housing and urban development. Dr. Carson, always good to have you with us. Looks like its a little bit quieter so far but this is not the Witching Hour weve seen. Weve seen after 8 00, the people who break these curfews. What if you said about the communities underserved in this country that i get the most hurt by the writing weve seen going on . Thats correct, their establishments are being destroyed, the places where they go to work, the places where they service themselves in the people who are creating the habit, the violence, they say they do that because no one will listen if you are peaceful. Have they forgotten about the legacy of one of the greatest americans of all time, dr. Martin luther king . Who was an advocate for nonviolent protests and through the success of a nonviolent protest brought about the greatest social change that has ever been seen . How can they forget about that so easily . Martha its a great point, i think about dr. Martin luther king and religious leaders who joined arms and marched together and i wonder where the call is for that, for religious leaders, africanamerican leaders, leaders of all races to come together and to march together in peace and to try to push back on some of this. Do you sense that that is something that we might see as a result of all of this . Where is that . I would love to see that and i would call on those views to have courage because a lot of times people dont do what they know they should do because they know they are afraid of the push back and there is a lot of pushback. When you try to do whats right sometimes. But we need to recognize that we, the american people, are not each others enemies. We should not succumb to those who are trying to make us believe that we are enemies, to divide and conquer. Ive never seen a situation where violence, activity of this nature accomplishes something good, it only accomplishes bad, is ruining these neighborhoods, its ruining the chances of a lot of people to climb the ladders of opportunity. Think about those people. Dont just think about your feelings, i understand the anger that some people feel after seeing this horrendous murder take place before our eyes. No one can deny that it happened and there is reason to be angry about that but the Justice System i can virtually guarantee you is going to make sure that those officers are takin takinge of in terms of what they did, a crime against humanity. They will be taken care of. We do not need to take it into our own hands. Martha you know, im curious what you think about President Trumps moves during all of this, you know, is there anything that you would like to see him do that hes not doing . Obviously he is very much on the side of law order and he doesnt want to see the violence weve been seeing, a lot of Peaceful Protesters have been walking the streets as well, looking at some of them out there this evening with signs, who want to be heard. What would you like to see from the president on that side of the equation . I had a conversation with the president last night after the Lafayette Park episode and you know, he feels very much like i do, he doesnt necessarily express himself the same way as i do but hes very disturbed by what happened to mr.
