It got a lot of applause. Watch this. The issue which is we need a Marshall Plan for honduras and guatemala and el salvador to the people can find safety and opportunity at home months of coming to the United States. We need to make sure that we address the issues that made oscar and valeria come here the first first place by making danger in the northern triangle, by ripping away the resources we need martha is that true . An indepth look at the situation shows that economically in terms of the way Global Markets look at countries, honduras, guatemala, el salvador considered to be financially stable. They enjoyed many cases the same International Credit as big countries like brazil and mexic mexico. But they choose not to provide a social event for their poor. In fact, they have in their own legislatures voted down plans that would raise taxes among their own people in order to do so. And it seems like they like this arrangement that pushes their poor to leave their countries and take these dangerous journeys coming up to america. Once they get here, they work on them they spend a lot of money back to the country. Take a look at this bloomberg chart that was published today. The patterns show that these countries are getting 30 times more from america this way with this plan as they do in aid and they dont have to provide any meaningful services than for the poor people who leave their country and go elsewhere. Were going to be debated with andy proctor and Austan Goolsbee in a moment. First want to go to miami. Chief National Correspondent ed henry live as we gear up for what will no doubt be a very interesting round to tonight. Hi, ad. Good to see martha. Emigration was one of several issues where we saw a leftward turn last night. When i covered the 2016 democratic debates, Bernie Sanders ideas were sort of outliers. Now they are the norm. Take a look at some of these bill de blasio pushing a 70 tax rate for the rich. He and Elizabeth Warren raising their hands and saying that they want to and all private Health Insurance in america, affecting millions of people. Jay inslee vowing to end all fossil fuel production within a decade. On the border crisis, use our Julian Castro. He is all in on changing a section of u. S. Law to actually decriminalize illegal border crossing. The buzz from some democrats here is that with no major stand out in the field so far, castro really stood out a bit last night as he appeared to flummoxed beto orourke. Remember him . Somebody with the Mainstream Media had predicted would be a giant in the field, maybe the next obama. Not so much. Watch. I helped introduce legislation that would ensure we dont criminalize those seeking asylum. Im talking about im talking about everybody els else. Im still talking about everybody else. Title 18 of the u. S. Code, title 21 entitled 22 already cover human trafficking. I think you should do your homework on this issue. Do your homework, castro said. He stood guard in part he stood out in part of this reaction. Castro answered when he would do on day one of his presidency to try to deal with the crisis while orourke never quite correct answer. Top democrats were opposing the president s national emergency. Nancy pelosi, Chuck Schumer claiming it was a manufactured crisis. Castro at one point recently called the border crisis b. S. He and Many Democrats are now saying it is a crisis as they try to score political points on the president. Congress tonight passing a multibilliondollar aid bill to deal with the border crisis but a lot of democrats are not on board. Defeat for nancy pelosi because he didnt have the restrictions of the bill that she wanted. Martha thank you so much, ed henry live in miami as we gear up for the debate. Joining me now, and a poster, of the capitalist come back. Austan goolsbee, president obamas former good to have you both with us. The piece by bloomberg struck me and andy i want to start with you because there was all kinds of applause last night. What we need his help these people who everyone is sympathetic towards at home. Is it a formula that actually adds up that would be successful . No, its not a formula that adds up at all. Theyve got to solve their own problems. We are spinning a lot of money in this country trying to solve hours. 800 billion short last year. With respect to our budget and we dont have the money to go on solve guatemalas problems or the problems in honduras or el salvador. Should we try and help them solve those problems . Should we do a weekend to try to lift those people, as we do, sure we should but the idea that our government is going to solve the problems and what they call the northern triangle is ridiculous. Their cerebral violence, gang violence. Drugs theres excessive poverty. This is not a problem we can solve. Its a problem we can help them with but its not one we can solve ourselves. Martha it feels like a focus last night was not so much on organizing the border better so that people are safer when they go through this process. The things that got to go applause that we need to send more. We need to do a Marshall Plan, the equivalent of a postworld war ii plan to rehabilitate these economies which the bond market appears to think are pretty stable. Well, that was one of the candidates that said that one time. Martha two of them. We display two. Booker and castro. Booker didnt call for a Marshall Plan. Martha nobody said we need do is go we need to send aid and help those countries immune to help those people where they live is what he said. Yeah, the interesting thing, i dont disagree with mr. Pudzer that the United States cannot solve those problems. But i think we can help, and historically when the United States has assisted, for example, in anticrime, antidrug, antiviolence measures, that has reduced the amount of immigration to the United States. As a factual matter, i think its worth not trying to blow up their economies or threaten them. The Trump Administration has been threatening economic sanctions and ending all aid. I dont know that you need to go to a Marshall Plan. I dont think its predominantly economic aid that has affected it as so much as Institution Building for. The repatriations dont really do that. The money that goes back to the countries now from the people. Martha if anyone thinks of the governments in these countries is going to disburse the money to help the poor people, they should look at the way the governments are functioning right now. They dont even have basic social safety nets. They are happy everyone is leaving adjoining caravans to get out of their country. I think the president wants to see these countries do something before we help them. Its not that you help them and send money. They want they want to see some reaction on their part and they have the ability to act on their not acting. Martha i want to play the sound bite from alexandria ocasiocortez because she was very angry that nancy pelosi went for the senate deal today. Lets play it. By opposing both bills, you just ultimately depriving these kids of housing facilities that they need . The problem right now and the question at hand right now is that Mitch Mcconnell sends the bill and we are putting a big check mark on it instead of trying to negotiate. Martha and d. Thank god for Mitch Mcconnell and the u. S. Senate. I think the bill passed with 83 votes. Was a good bill and it didnt restrict our ability to deal with immigration the border. Democrats bill, they wanted to provide under the auspices of trying to protect children, they were going to restrict funding for i. C. E. And make it more difficult to enforce laws of the border. Thank god we got a bill that doesnt do that and provide at least temporary funding. We need a final solution. This bill was a temporary solution. We need to resolve the issues. Martha as Lindsey Graham said today, its a bandaid. I want to play president obama in 2007 when he was in the debate. Austan i want to get your thought on it. Speak of the Bush Administration has nothing to control the probm that we have. We have had 5 million undocumented workers come over the borders since george bush took office. It has become an extraordinary problem and the reason the American People are concerned is because they are seeing their own economic position slip away. Martha its interesting to look back at that. We didnt hear a lot last night. The tenor of the conversation has changed so dramatically since then. Why do you think that is . Two reasons. Number one, in the runup period to 12,007 that hes describing, there was a dramatic increase in the number of undocumented peope in the United States. After the financial crisis of the recession, the number of undocumented workers in the United States actually felt quite a lot. I think one reason that the tone has changed is the nature of the problem has changed quite significantly. And i think the second is, you saw the Trump Administration come in and take a series of actions that were viewed to be tough, harsh, whatever you want to call it, zero tolerance policy where they started separating kids from their parents. And now the new developments for theyve got kids in conditions that would literally violate the geneva conventions if they were prisoners of war. Thats just completely changed the tone of how the democrats are martha warning these situations were going to become overwhelming and untenable and theyve been asking for more money for months on this so its good that today they finally got it to at least put a bandaid on it and start to hopefully solve the problem. Gentlemen, thank you very much, andy and austin. When we come back tonight, compare he is todays Democratic Party to the party of the past. From abortion to immigration, is there a sharp turn and are the people who are democrats in america supportive of words going . Democrat john delaney who push back on a skull exhibit last night on health care, hes up next along with former dnc chairwoman donna brazile. Next. Martha remember when that was the conversation about obamacare. Tonight ten more candidates are going to take the stage in miami for their first democratic president ial debate and while round two has some of the big hitters including joe biden, last nights faceoff had a moment that may linger in this race to the white house. Who here would abolish their private Health Insurance in favor of a government run plan, just a show of hands. Martha hands from bill de blasio, mayor of new york city, and Elizabeth Warren, senator from massachusetts, raising their hands for the medicare for all. Warren, sanders, Kamala Harris initially saying if you like your insurance you can keep it but former congressman john delaney pushed back on this night, bucking the mindset of many of the party and garnering quite a bit of attention for doing so. I think we should be the party that keeps whats working and fixes whats broken. Doesnt make sense . We should give everyone in this Country Health care is a basic human right for free, full stop. We should give them the option to buy my private insurance. What we have to stand for taking away something . Martha here now john delaney in miami fresh off his debate performance last night. Good to have you with us. Did you get a good response . I did. I think people saw me as a truth teller, which i am about every issue. I think they saw me as someone as pragmatic and practical and uses common sense. Thats been the theme of my campaign from the beginning. I think this race is going to start breaking down into the camps. Theres folks with impossible promises or pieinthesky ideas, things we all know are never going to happen. Like riding off the student debt in our country. Its a crazy idea actually. Versus people who are Real Solutions that can help the American People and improve their health care and lower the cost of education and create jobs and that kind of things. Martha theres a political article by Jeff Greenfield and i want to be the back part of it. A major plank of two potential nominees could wreak havoc on the system. John delaney may have left a ticking time bomb on his partys hopes for the white house meaning that that moment may have done some damage. What do you say to that. I think its a terrible plan. Single payer medicare for all bill that these people are getting behind is a Terrible Health care policy and its terrible politics. I believe will lose the election if we put up a nominee who runs on this. If you go to the American People, half with have which have private insurance, including our seniors. Half of our seniors have Medicare Advantage with a select. Its private insurance. How are we going to do is a party if we run on taking away a medicare plan that half of our seniors have chosen. This is one example and i think everyone spent afraid to talk about it. We have kind of mindlessly been following senator sanders, whos not even a democrat, on this issue. Senator warren outsourced her Health Care Plan to senator sanders. We have been mindlessly following him on this. Someone has to stand up and talk about it because i can sure you if we put a nominee of pool runs on this, donald trump is going to talk about it. Hes never going to shut up about it. Martha talking to your dad about it, i thought there was an interesting moment. He said i dont want to tell my dad that im going to have to take away the Health Insurance that hes been enjoying and using all these years. What does your dad think when he looks at the party . My dad passed away two years ago. Martha im sorry to hear that. I think about him. Thank you. He was a Union Electrician for 60 years. He to me is the Democratic Party that i grew up in, the party of the working class and the working family. He loved his Health Insurance from the ibew and he was also he was suspicious of things. Someone said jack delaney, were going to take away your health care but trust us, were going to give you a great government planning its going to be better. He wouldve been like, youre not taking away my health care. My dad wouldnt vote for that person. My dad was a true blue workingclass democrat his whole life. So i always give it the jack delaney test which is what he would say about it. He would applaud me for making sure everyone has health care but he would be like why have you got to mess with my health care. Martha i can hear your dad and i dont even know him. Probably sounds like a lot of dance around the country. Thank you for strangers share your story. Here now with mark, donna brazile, former chair of the Democratic National committee. Mike huckabee. I want to start by playing half a minute of the highlights from last night we will go to you and get a response. I would make certain that every woman has access to the full range of Reproductive Health care services, that includes birth control. It includes abortion. It includes everything for a woman just because a woman or lets not forget someone in the trans community, trans female. , is poor it doesnt mean they shouldnt have the right to exercise the right to choose. Its going to take all of us coming together to make sure that it does. [speaking spanish] martha what did you think of last night . I thought last nights debate was heavy on substance and light on personal insults and gratuitous attacks. Tonight is another main event for the democrats because were going to see the front runners compete on the stage. Remember, theres still several candidates who are going to try to introduce themselves. Martha, as you well know, the Democratic Party, we have a diversity of opinions, diversity of views and of course a diversity of candidates. The thing that i like it is they all enjoy talking policy. Some i agree with, some i disagree with. Its going to be a great night tonight to watch the front runners compete as well. Martha reading through the reviews this morning and looking back at some of the sound bites, i was thinking about what it used to look like. The kinds of things people talked about in the past and the way they approach some of the issues that we heard about in the montage. This is Hillary Clinton and president obama in 2007 which isnt that terribly long ago. Watch. And i have tried to talk about and reach out about over the last many years going back at least 15 years in talking about abortion being safe, legal, and rare, and by rare i mean rare. It is because theres no doubt that we have to get control of our borders. We cant have hundreds of thousands of people coming over to the United States without having any idea of who they are. Martha that was in a primary debate. Governor huckabee, what goes through your mind when you watch that video . Its a dramatic shift in the Democratic Party from the days in which they talked about abortion being legal and rare. Last night Julian Castro said something that was bizarre. He said a transgender person should be able to have a choice. He is saying that a man pretending to have a woman should pretend to have an abortion and the taxpayers can pretend to pay for it. How can a biological man have an abortion . Martha he didnt clarify but a lot of people asked a similar question about exactly what kind of anatomical situation we were talking about there. It was evident that there was a very dramatic attempt, almost like an auction, to see who can outbid who in the most left of center approach. That may work in the primary but i think there are a lot of democrat voters across the country who are uncomfortable with the party going this far left. The party and the people of it, the middle of america, theyve never been that far out there. Martha donna, do you think we are going to hear Something Different tonight . We have joe biden who is rbc the standardbearer moderate whos in the lead right now. What do you expect to hear from him tonight and how risky is tonight for joe biden . As you well know, last night they barely mention joe biden because they wanted to talk about themselves. I do believe that the American People want to talk about solutions. They want to make sure that the Democratic Party addresses everything from Rising Health care costs to making sure that this economy leaves no one behind. Just because so Many Solutions might require us to think differently, we shouldnt cast aspersions. I have to tell you, governor, i believe that every american, whether you are gay, straight, transitioning. Martha let me come back. I want to respect every individual regardless. Martha we just played two very specific pieces of video, one that basically ensured abortion. Nobody on that stage said they would put in any deadline, any ramifications whatsoever and we have pressed them on this issue is weve gone across and then you are Hillary Clinton say we want this to be safe, legal, rare. So carefully discussing the issue. We dont you hear a difference in the way the party talks now . This is a different party. If we want to go back to the party martha, look. Im a different person that i was ten, 20 years ago. This is a different party. This is also a country that wants to hear solutions. Im not talking broadly. Im trying to explain to the fox viewers and others that this is a very important period in our country where they want to see the Democratic Candidates debate these issues. At the end of the day, we might decide to go with a moderate room i decide to go with somebody who is perhaps further to the left and i am. The good news is that as americans we can have this conversation. Martha governor huckabee, what are you going to be watching tonight and what do you expect from joe biden . I think he has the most to lose but i think some other candidates like Kamala Harris have the most again. Shes an incredibly strong and articulate, forceful, fearless. I still think shes one thats probably being underestimated across the board. Martha will be watching. I agree. Martha donna, great to see you. Governor huckabee. Fox news alert. These pictures are from earlier but we are about to get live shots any moment now. Statement for those. Hes at the g20 with the world leaders. He is set to meet with japanese Prime Minister abe any minute now. It is big meeting with chinese president xi thats coming up. Theres live pictures. He walks into the dinner. Prime minister abe, as they get things underway in the evening in japan or the morning i should say, and japan. 8 32. 8 30 in the morning in japan right now. Those meetings will get underwa underway. The president laying down a lot of markers, as he always does, about how he thinks other countries treat us unfairly when it comes to trade. He has worked to rework the bilateral trade agreements all the way through. There is ivanka trump and Jared Kushner as they walk in. John roberts is with me. He is covering the president s trip live watching all of it unfold. Talk to me about what we expect this evening and what the white house as some of their goals are. Martha, good morning. He saw the president and Prime Minister abe walk away. They are going to hold a bilateral meeting. We should get a cool spray from them. We will hear them talk. A month ago they met when the president was here to meet the new emperor. President trump raising some eyebrows before coming here to japan when he suggested the Defense Agreement that goes back to the 1960s is so onesided that if the United States were to get into a conflict, the only thing japan would do would be to watch the unfolding conflict on a sony tv. That prompted japanese officials to say that while this whole thing is not exactly equal, its very balanced. The two leaders are friends. They will likely quickly get past the comments. They spent a lot of time together and they generally like each other. Good love to play golf together. They love to spend time together. A comment like that likely will probably be dealt with pretty quickly. The last time the leaders worked together they were talking about trade and they likely will again today. President trump making snooze by saying that any trade deal between the United States and japan to replace the current trade agreement will wait until after elections that are coming up next month in the upper house of japans government where half the members are up for reelection variations of abe trying to strengthen his hand so he can craft a deal with the United States. President trump is looking to level the Playing Field and read due to the trade deficit the United States has with japan. The present raising eyebrows when it comes to the indian Prime Minister who he will meet with later on today. The president saying that hes not happy that india has slapped very large tariffs on american goods. A lot of that was in response to the United States leveling tariffs on steel. The big meeting tomorrow, that is with xi jinping of china. There were some reports out earlier that the stock market was looking optimistically added that the United States may agree to a precondition of easing restrictions on the Chinese Telecom giant that the president slapped restrictions on recently. As a precondition of that meeting and also that President Trump may forestall for six months the imposition of new tariffs on 300 billion in chinese goods. The 11 00 hour yesterday im getting my times mixed up. Yesterday and japan time. Earlier this morning your time, chief Economic Advisor larry kudlow shot down the reports. There are no preconditions. I dont know where that story came from or what they are talking about. We believe its quite possible if the meeting goes well that the chinese will come back to the negotiating table and we might be able to pick up where we left off in may where we completed roughly 90 of what could be a good agreement. Trade is going to be topic number one in the summit, no question. They will also be talking about technology, Artificial Intelligence and the president will be speaking about iran. He will talk with Vladimir Putin of russia about that this afternoon. French president emmanuel macron, even though he does not have a formal bilateral meeting with the president , told reuters new news agency that hes going to urge the president to back off on some of the harsh sanctions agat iran. Dont believe the president will look favorably upon that because the president believes the more you squeeze the leadership of iran, the more likely you are to get them to the table. Martha john roberts on the ground in osaka. Thank you. When we come back here from new york tonight, we are hearing what could be a big break in the case of missing College Student mackenzie lueck. Joining me now, Salt Lake City police chief mike brown. Thank you so much for being with us tonight. You have a person of interest. Youre looking for a mattress and box spring. We have spoken with and contacted the individual that she did text and talk to that night. We collected multiple items throughout the night last night, our detectives did and we are in the process of testing and analyzing those. Martha have you been able to locate every person she texted or called during that time . We are not disclosing that right now. The one thing we are disclosing and it made clear, there been no arrests made but we do know have a person of interest who is the homeowner at that address that we talked about earlier. Martha all right. In terms of the timeline and everything, i think it was about 1 00 in the morning when she gets to the airport. She texted her mother. Com martha a Supreme Court ruling that could shape the future of american politics. The justices blocking for now a bid by the Trump Administration to add a Citizenship Question on the 2020 senses. Chief Justice John Roberts writing the decision for the majority we do not hold that the Agency Decision here was substantively invalid but agencies must pursue their goals reasonably. Reason decisionmaking under the law calls for an explanation of the agencies action. What was provided here was more of a distraction. Interesting to read into the language. Chief Legal Correspondent and fox news night anchor Shannon Bream is live in miami covering the debates for us later tonight on her show. Now with us on the Supreme Court. First of all, what do you read into what Justice Roberts said . He did say agencies can make decisions like this. The Commerce Department could add a question about citizenship to the census but he wasnt buying the explanation that secretary ross has given publicly about how the whole thing came about. He was basically saying this goes back to the lower court. Logistically it seems like theyre never going to be able to get this case resolved in time for these things to be printed for them to go out so it looks like the question doesnt make it. This is what the president is saying today. A couple tweets tell us hes not done with it. Heres what he says. Seems totally ridiculous that our government, and indeed country, cannot ask a basic question of citizenship in a very expensive, detailed and important census, in this case for 2020. I have asked the lawyers if they can delay the census, no matter how long, until the United StatesSupreme Court is given Additional Information from which it can make a final and decisive decision on this very critical matter. Can anyone really believe that as a great country, we are not able the ask whether or not someone is a citizen. Only in america its funny because there were a number of concurring decisions, dissenting decisions. Justice alito wrote one that went both ways and he asked in the hyperpartisan environment, its a political question to be people are calling it racist. He said a lot of other countries ask this question. Justice thomas writing, said it should not have gone to whether you can ask a question. He said our only role is to decide whether the secretary complied with the law and give a reasoned explanation for his decision. That ought to end our inquiry. The court goes further. For the first time ever, the Court Invalidates an Agency Action solely because the questions this sincerity of the agencies otherwise adequate rationale. A group of justices felt like the question should survive the scrutiny but the fight over it is not over. Martha, well see if theres any way this administering delay the legal fight. Possibly get the question onto the census. Martha shannon, thank you. Well be watching you later tonight. Great to see you. Dreading me now as matt schlapp, chairman of the American Conservative Union and former white house clinical director for resident george w. Bush. Good seo. I thought inJustice Roberts statement, its almost if he saying you need to give me a good reason for the agency changing the question and it felt like the reason was slapped on a political motivation. Thats my interpretation of what he said. I think youre exactly right. For most of our history we have had a question, like asking whether or not someone is a citizen, on the census. The department of commerce which has Statutory Authority over the census needs no reason at all to justify putting a Citizenship Question on the senses. What john roberts was trying to do and i think youre right, but i would say it differently, its like he was trying to find any reason, any reason where i could side with the four liberals. For some reason he considered about 50 of the time he likes to saddle up next to them on these important decisions and i think its a real example of judicial activism. The court has no role in this at all. Sam alito and Clarence Thomas have it very well when they said just that. Martha obviously democrats feel that this question will hurt their chances because there will be a lot of people who are new to the country or maybe they have relatives here legally who dont want to go near answering anything on the census and that in the law it says that every person should answer the census, not every citizen. Thats the language they feel is more important. How do you answer that . I agree that only people should answer the census but for most of our history theres been a question akin to this and the secretary of commerce is totally in his right to add it. Whats behind all this is no weakening of the concept of citizen. What does it mean . A weakening of a concept that you should only be here if you are here legally. Elizabeth warren set on the debate stage that she wanted to make legal crossings of the border even when youre not allowed to be here. Theres a weakening of what it means to be a citizen. If you allow people to get into the count who arent here legally or who arent citizens, that screws up the whole ability to properly apportion congressional seats. It screws up completely the whole idea of having an Electoral College. Why is it surprising to us when the left and democrats want to abolish the Electoral College . They are doing everything they cant undermine undermine these basic tenets of what having a successful unworkable republic means. Martha all right. And no doubt it will be one of the topics that we hear about tonight. Thank you very much. More of the story coming up next.
