Ed it has been nearly four years the death of freddie gray and suffered spinal injury while in Baltimore Police van. His death sparked massive protest and sweeping reforms for the Baltimore Police department and including federal oversight. But tonight new statistics with Violent Crime in the city may be worse than ever. For that we turn once again to trace gallagher, good evening, trace. Trace a deep dive on the subject 25 page report with context and perspective on the past 40 years of baltimore crime problem beginning with 1980s when crack cocaine came on the drug market and lead to epidemic of violence. The late 90s prompted zerotolerance policy on drugs and implemented by Baltimore Mayor martin omalley. The policy did not result in decrease of murder rate but also a dramatic increase in the arret rate especially young minority men which led to its own social economic problems. By the mid2000s, both baltim on the crime which led to a drop in the number of arrest o murderers. Then in 2015, state attorney Marilyn Mosley asked to target downtown baltimore intersection for enhanced drug enforcement. That led to the arrest of freddie gray who was put into a police van where he suffered catastrophic spinal injury. The cause of which is still unknown. His death sparked accusations of racism and Police Brutality which in turn led to days of violence. Five Police Officers charged in connection to grays death and Baltimore Police department responded by doing nothing. Here is a resident back in 2015. They dont come around these guys. And they are not being arrested. They stand and talk. The police used to run. They are not running anymore. They just drive by. Trace because the officers feared making an arrest could lead to their own prosecution, they conducted a pullback, monthlong from policing but never a protest, it was deliberate and extraordinarily impactful. 2,018th a month after freddie gray died, 42 homicides. Baltimores deadliest month in decades. 2015 ended up being the citys deadly year on record. 2016 was the second deadliest year until 2017 top 2016. Last years murder dropped slightly to 309 but so far this year, homicides are up 13 . Alex mcgill its a baltimore resident who wrote New York Times story said each murder victim the church he attended started hanging purple ribbons on a long cord. Good to have you on the show, eric. Eric good to be here. Ed i wish not just a policy disaster but a human disaster. Eric it is heartbreaking. I live in the city and so to see the violence and understand the impact that it has on families and the community is in on all of us that want to see the city move forward in a positive way, it is heartbreaking. What i talk about in my book is the need for communities to feel like they have the opportunity to engage with Police Officers. Police officers that want to feel supported by their communities. We are not there yet and as i travel from the country, what we see in baltimore, the culture of the city is unique and manifest themselves in cities across the country and we saw that in sacramento the other day. Ed and eric obviously no matter what race and in Police Custody white, black, in a race come religion any creed should be treated fairly, you mainly and we have to got to make sure the police are doing that but on the other hand when you dont let Police Officers do their jobs, people way back a few years ago on fox about what might happen to baltimore, listen to this. It is political and if somehow the country decides wrongly the police are a threat, then we will get less policing. But the people most hurt by this are the lawabiding communities. There is mentality like Law Enforcement has to be perfect but the effect of the matter if we lose order, we lose liberty and society. You know who needs police the most . Poor minority neighborhoods that otherwise become the wild, wild west. People warned on the left and on the right. If you crackdown on the police and it goes too far, it will become the wild, wild west. Speed to what a live that mrs. Is complexity of the relationship of trust that exist between Law Enforcement and communities that they serve. If we want to get to a place where the police can do what they want to do, look i know hundreds of Police Officers still serving in baltimore. I know thousands of Police Officers across the country. These are good people who want to go in and help communities, but there has to be a relationship of trust. The complexity of that relationship, we need to have a fundamental conversation about the role and in the first place, there is a balance between Police Officers going in and where enforcement needs to be done and building relationships. You cannot reach out to the community with one hand and choking with the other. That doesnt work and thats where we lose trust. What we see right now is that Law Enforcement in baltimore, new york, chicago at the forefront of societys most challenging issues from alcohol abuse, drug addiction to homelessness and poverty. But they are not given the tools come at the time, at the resources where the partnerships necessary to address issues in a fundamental way. It is about trust. Ed trust and balance as well. People need to be treated humanely on the police need to do their job as well. Eric we appreciate you coming in. Eric think its a much.
