But both roll call and access that track congress closely are declaring that house and senators are done for the year and they are mostly going to do executive branch and judicial nominations until after the election despite the fact that speaker ryan and Mitch Mcconnell had high hopes about immigration reform. And now appears no daca deal or wall or infrastructure deal they talked about and a full repeal of obamacare over and over. And they succeeded in eliminating the individual man date. But look at the omni bus spending deal. The white house requested a 24 preponderatere percent cut in agriculture and wound up with a ten percent increase and wanting a 15 percent in labor edkagdz and spending and got ten percent. And wanted a 23 percent cut in state. And got a hike. And this is what stressed gop unity when he had a News Conference and then he stressed obstructionism from senator schumer. When he called the omnibus ridiculous. He clearly pointed the finger at democrat and republicans. Just so you understand the Republican Party is unified. We have to go through hell because we have no democrat support and we dont have anybody and we dont have a vote from the democrats. A lot of things we shouldnt have had in the bill, but we were forced if we want to build our military we were forced to have and there are some things we should have in the bill. I will never sign another bill like this again. And that omnibus funds the government until the end of november. And another one will be needed in october to keep it open. And the president vowing to veto the next omnibus if it is giant and inflated and presents him with an opportunity to separate himself from congressional democrat and republicans. How that plays out in the midterms is anyones guess, martha the martha joining us now it karl rove former chief of staff to george bush. And you think back to the moment where people voted for President Trump and the republicans, we have an opportunity that we are asking for for year and if you give us house, senate and white house, well get reform done and now it looks like they are leaning back on tax reform and saying thats the big achievement that will get us through the midterms. It is a big achievement and took 30 years to get it done. Talking to leadership and talking to members. I think well have an active time in the house and senate. But the question is are they going to talk about the same thing . In the house, there will probably be a vote on a balanced Budget Amendment and individual tax cuts permanent. And they have infrastructure reforms with the faa and how we do water resource and dams and Reclamation Project and a bunch of stuff don on dodd frank. And the house has a robust bill. And move on war course training thing and ow how to get people out of the poverty and the jobs that need skims today. And a farm bill itself and right to try. In fact, if you look at the house. They passed 451 piece was legislation that are stuck in the senate. Now the senate has a bigger problem. Martha those would fall in the category. But thinking about draining the swamp and omnibus bill. We may get a cr and probably an omnibus in september. The president said it will not happen again. We have seen the movie before. It is just nothing but increases in spending and this president promised to see Something Different and voters will look for those results. I agree with you. But here is the weird thing that goes on. The study that ed henry mentioned refers to what the president s budget laid down and what was done in the omnibus beil. It is additional defense spending and low 52 billion in nondefense spending. You know what the biggest chunk of that was, martha . Infrastructure spending. The president wants to spend 200 billion on infrastructure and the biggest chunk was to be found of domestic spending and the additional spending on the domestic side in infrastructure and a another big increase, it is like the Third Largest increase was on homeland security. It only included 1. 6 billion for the wall. But the other was personnel and technology and infrastructure. It is not always as clear when they are battled around. I think the president might have won more than he left. Martha it is a question of whether or not that door will shut rapidly in the midterm and they might be shut down for four years or longer. In particular, look, really quickly. The senate is taken up with three nominations. You think they will approve a secretary of state and cia director and Veterans Administration secretary quickly .
