Gretchen, we are learning that the whole point of todays series of meetings about ferguson are to get the police and the public on the same page. The administration feels there is just too much tension between the two groups right now so that is why they have invited all concerned parties here for these meetings, from young civil rights leaders to Law Enforcement officials and in the last few minutes, the white house explained that they dont think today is just about ferguson. They view it more about Race Relations in general. The president and his administration are very focused on the underlying issues this have been uncovered in a pretty raw way in ferguson. Reporter and we have been promised a full list of whos actually here for these meetings when they are closer to wrapping up. So far, the white house not giving us many specifics, gretchen . We will wait for that. The many time, how does the white house recommend changing the program that provides Police Departments with military equipment . I know they are discussing that, some news coming out about that. Reporter there is, a brand new report, an hour old, that suggests increased Civil Liberties and civil rights training for Law Enforcement agencies who are on the receiving end of gear that is part of this Pentagon Program that doles out excess military equipment. Most of the stuff is pretty standard, like Office Furniture and computers, but 4 of it includes tactical vehicles, aircraft, small arms and night vision to the tune of 78,000 pieces of equipment last year and 460,000 pieces of property in all. Some of that stuff, some of this equipment popped up in pictures during the ferguson protests and that is what triggered this review which also calls for more transparency with the way these requests for equipment go down, but the white house has no plans to dramatically change or do away with this practice. In fact, at the briefing just a few minutes ago, the press secretary, josh earnest, explained that equipment like this in American Cities can do a lot of good answered used the response to the boston bombings and all the heavy equipment that we saw on the streets of boston after that as an example. What are we to make of this meeting happening right now . How do you see . Here is the thing, the president is suffering from some unfortunate expectation, expectations he helped nurture in 2008 when he was running for president , but he cant live up to those because theres just not too much to say. As peter pointed out, the white house is gonna talk about some broad topic, gonna talk about engagement in the Community Discussion about but what went on in ferguson has to do with the correctness or the use of lethal force in a particular incident. The president knows that he doesnt have very far to go down that path social trying to broaden this out, have a larger discussion that he hopes will take some of the pressure off him and his administration to do something that would make him the uniter he once promised to be but thry is not gonna let him have. Aside from talking about the militarization of a Police Department, what about race relati relations . Thats the whole thing. The behind the story on all of. This the president may want to talk about militarization. But the people out stopping traffics on interstates, disrupting shoppers and all that stuff, no the talking about the militarization of police, they are talking about the use of deadly force by Police Officers in highcrime neighborhoods and thats what the discussion is. And the president has no plan apparently to do anything about that. Yes, there will be more scrutiny, yes, gonna call for more discussion but what those protesters want what has them so angry is what they believe, black lives matter and they say that the Police Departments, they dont. The president s not going to be able to address their complaint or on the other side, complaints from people, conservatives who say that the problem is a brokenness of a culture that no longer can provide opportunity and can no longer provide structure in these communities. Thats where the president s stuck and he doesnt have anything to say to those folks. Very interesting. Lets talk about this. One week since secretary of defense chuck hagel handed in his resignation or fired, however you see it . Who does it look might be in the front line now . A lot of people have said they dont want the job . Who would want that job . This is a president who has now demonstrated with three secretaries of defense that that is not exactly a position near and dear to the president s heart. He has had trouble getting along with three consecutive, who gets the job . Fortunately, we have brett bair here in the washington bureau, who eagle eye, saw a former assistant to a former assistant to chuck hagel was making a move back into the defense sector, means Ashton Carter a, former deputy secretary of defense floated by the white house at the beginning seems to be the odds on favorite, if you ask brother bair. But the reality is the president is unlikely to be able to do what somebody like bob woodward suggested on Fox News Sunday and take a colin powell or someone like that into the job because guess what, this is a shorttime job in a position that has proven problematic for big names in the past. They are angry the administration is suing a handful of companies over their Workplace Wellness program, you know what those are, the programs that give you incentives if you quit smoking or lose weight. A representative for the business roundtable, a huge group of ceos is saying this, the fact that the equal Employment Opportunity commission sued is shocking to our members. They dont understand why a plan in compliance with the Affordable Care act is the target of a lawsuit. This is a major issue to our members. Charles payne is the host of maki making money with charles pain on the Fox Business Network and here to explain all that. So, i thought that they wanted programs like this. We hear a lot about the first ladys programs, about eating healthy for our school kids and all this wasnt this part of obamacare . There is a lot of language thought that incent advises work employers to do this kind of stuff. In fact, theres also financial incentives talked about you know, maybe you pay someone to go to the gym, you help them stop smoking, you get them to walk every day, maybe 30 minutes a day for days. All this stuff is outlined, we although nip, a lot better to try to prevent this stuff than let it get out of hand, where it really causes trillions of dollars. Honeywell honeywell is the center of this. Big, large corporation, they wanted to give employees and their spouses a test, a biometric test. We just want to see, check their cholesterol, see your weight, we want to see your nicotine, we want to see where you are. And a lot of them balked, they said no, im not gonna give you that, thats my personal information. Now, its sort of an interesting thing, because obviously, theres some federal laws about what employers can get from their employees. The same token, the administration urged these companies to do this kind of thing so they can put plans together. Honeywell saying you dont want the plan, we are going to take away the 1500 that we contribute, 500 for medical surcharge, 1,000 for tobacco for you and another 1,000 for your spouse. Thats big financial hit to not want to take a test and ultimately save you money and the company money. Means more problems for obamacare now, these Business Leaders are gonna come and angry now, right . These are Large Businesses that, for the most part, mum, havent said anything, they have gone along with the program, some cases, they have championed the program. The business roundtable, 200 very Large Businesses, like honeywell, that are saying, hey, theres some things we could do to make this more difficult on the administration. We havent done it yet, we have been team player, full, but at least give us the opportunity to do this right, if you want us to implement it. Okay. Changing topics to this, charles, the white house planning to introduce now a new rule that would force business to pay more overtime, starting in february, again doing an endrun around congress. Nobodys talking about this today. What is it . We are talking, theres a paying people more for overtime, supervisors right now who make more than 23,000 are exempt from overtime pay. In other words, they are considered white collar workers. And a lot of people are saying, hey, thats not fair, work whatever x, y, z burger restaurant and near 50 hours week and i make 26,000, i should be getting paid overtime pay. And many many respects, this is almost a moot point. The biggest story today, one of the biggest stories today, amazon break out 15,000 robots. They are gonna save 900 million. Exactly. Guess where that 900 million comes from . Okay. We need to really be working in our country toward creating a workforce where we are not arguing over minimum wage or higher pay for lowerwage jobs. That goes against what the wall street journal said as far as what turkey was proposing. Whats the real story . Well, look, this is an issue that we have been long discussing with the turks, they have expressed an interest in this for many, many months. So, this is something that we continue to talk to them about, but josh is right, here at the pentagon, i can tell you that theres no active consideration of that proposal right now. We are, however, talking to the turks and continue to talk to them about ways in which they can contribute to this coalition. They have a huge refugee problem inside their country. They had allowed some resupply of kobani through their borders, so theres lots of ways s to contribute and we talk to them about the future. The fact you can use their air bases to strike operations kbru is nofly zone a nonstart forth administration we talk to them about all american of different ways that we can Work Together against isil. So i wont get into in i details on that, but this is an idea that, again, we have kick around before with the turks and just not actively in an under consideration right now. We are flying many air missions, as you know, over syria and we havent met any resistance but the assad regime in any of the air strikes that we have been flying up in the northeast part of the country. All right. Lets talk about afghanistan, because there are some Troubling Development there is with the taliban now making a comeback in a number of places, so, admiral, are we still on track there for a draw down of our forces . Absolutely we are. We expect by the end of this month, the end of this calendar year that the combat mission in afghanistan will end on schedule. This is the end of the isaf mission as well. And then in 15, 2015, we will begin a new mission under nato called resolute support, which will be training, advising, assist the Afghan NationalSecurity Forces as they take full responsibility for the secure of their people and borders. Doing counterterrorism inside afghanistan, of course the combat Mission Comes to an end at the end of this month and we are on track to get down to the proscribed level of forces of about 10,000 by the end of this month. Okay. But the whole idea of terroristic threats not going away because, as you know, the fbi warning members now the military right here in the United States, that isis may try to target them using social media accounts. What can you tell our viewers about this . Well, this fbi warning actually follows many warnings that our own combat talent commanders, fourstar jones out and around the world, as well as here at home, have already put out to our troops about being careful on social media, watching Operational Security, not allowing enemies of the United States any more information about their movements and their activities than is appropriate. So, many ways, this follows suit from things we have already told our own troops to be careful of around the world. No specific threat here that we are aware of, that led to this particular bulletin. Again, this is something that we all need to be mindful of in this very dangerous environment. So do you see the fbis bulletin as only talking about social media accounts for members of the military or did it go beyond that . No, i think it i think it covered large the idea of Operational Security for our troops and to be mindful and to look out for one another, to deal with this very pervasive and universal threat of terrorism, but it did mention social media, of course and again, thats something that we routinely talked to our troops about, our men and women in uniform, the need to be careful in social media environments. Reporter gretchen, he was asked to leave the bar around 1 45 in the morning after he bumped into the deejay stand, but the bouncer who left him to leave said he was not falling down trunk. Shane montgomery was on foot but there was no Surveillance Video showing which way he walked off. Now, there was nearby surveillance that showed what appeared to be an altercation outside the bar but police now think that was just some people outside celebrating. The fbi Violent Crimes team has now been called in, which does not mean there has been a violent crime. In fact, police say there is no sign of foul play at all. Now the bouncers in the bar are reinterviewed by police, some might even be polygraphed but investigator says for now, they are all cooperating. Shane montgomerys cell phone was picked up about 50 minutes after he left the bar. He was about a mile away at a cvs drugstore. There are other businesses in that area so now they are checking out all the surveillance tape from those who see if they can pick him up on that. His mom was on fox and friends this morning. Activists urging people to walk out of work and school today to protest last weeks ferguson grand jury decision not to indict officer Darren Wilson for the death of michael brown. Football players with the st. Louis rams raising their arms in a dont shoot position while running onto the field for sundays game that gesture has been used wildly by protesters. Mike tobin is in ferguson today. So, mike, whats the reaction to the rams players using that gesture at yesterdays game . Well, the st. Louis Police Officers association objected to that gesture noting that the hands up dont shoot gesture pose or mantra ignores the evidence that is now very public. In fact the Business Manager for the organization noted that both the nfl and the rams spent the week on the phone with st. Louis police trying to get assurances that the game would be safe in the face of all the violent protests. Officers worked through the holiday to guarantee that it would indeed be safe and then they got that on monday. So the Police Officers association is requesting that the players be forced to make a public apology and disciplinary action taken against the players because as the Business Organization of the Police Officers association noted, the perpetuating myth against an exonerated police officer. One Development Today is for the first time, the Ferguson Commission the 16member panel appointed by governor jay nixon meeting today and essentially, what they will do is provide a liaison between everybody out here whos got a problem with the way government specifically policing is run and the Governors Office itself. It became apparent during the course of this meeting that the agenda is very broad. They dont really have specific focus, certainly not at this stage of the game, ultimately, supposed to come out of this commission is recommendations to the governor. Gretchen . Louis rams players for putting their hands up as they were coming onto the field. Lets move on to this now, congress returning to work today but already, the clock is ticking until their next break, leaving them just nine working days to tackle everything from funding the government to dealing with the immigration crisis. Chief congressional correspondent, mike emmanuel, live for us on capitol hill. Nine working days, thats it, into i can . Not bad, gretchen, huh . You want to run for congress . Not yet, no. All right, deal. Im hearing optimism from both republicans and democrats close to talks on a government funding extending through next september. Democrat senator barbara mckulski and republican congressman hal rogers and their team, im told, made significant progress over the thanksgiving holiday and the hope is to have a bill on the there are of the house and senate next week. The argument for doing that extension would be avoiding a Government Shutdown and providing some certainty. And i dont think its good for the congress, good for the Republican Party or good for the people for us to be bogged down in an endless budget debate between now and the end to of the year. Theres plenty of irritation, of course, after president obama went around congress on immigration and some would lake to defund aspects of Homeland Security to keep the president from implementing his executive action. Others like ga if a republican congressman tom price are suggesting funding most of the government through next september, but only provide money for immigrationtype functions for a few months. A rising conservative star doesnt sound excited about that idea. Thats one possible solution that would cede our spending power on so many other spending measures like epa overreach, might what does do is pass a shortterm spending measure in the year to let a new and accountable congress, not a Lame Duck Congress so you are against reporter Many Democrats are pushing for the government funding extension through next september and they say if their fellow colleagues are irritated about what the president did on immigration, well, that lawmakers have the power to go much bigger. We have a comprehensive approach. We have approach that invests nearly 40 billion in border protection, where you got the parties to come together. The Congress Needs to act. Instead of wringing their hands about the president ial action, Congress Needs to pass a bill. We have a bill thats been on the table for a year and a half in the house. Reporter house leadership wants to hear from its rank and file members returning from their home districts about the way forward on funding the government, response to immigration, a, and also whiches to prevent retroactive tax hikes at the end of the year and once they have a chance to meet, we should have a better sense of the way forward from there, gretchen . The quinnipiac poll finding 48 of voters favor it compared to 57 just a year ago. And theres a major shift among republicans, they support deportation now over citizenship, 5427 . The executive action on immigration teed off republicans shall right . Let me say the president continues to try to move the country in a direction it doesnt want to go and that poll is one indication, but lets also keep in mind what happened in oregon a few days ago, voters by 6833 said they did not want to give drivers license to illegal immigrants. Last time i checked, oregon wasnt filled with republicans. True. So you have some pretty bipartisan agreement that the direction the president wants to go is not the direction the country wants to go julie, was it really the way the president should have gone with this executive action, because he went against what the voters have said in oregon and across the country. And now, instead of having republicans maybe come to the table and find some sort of an agreement, now, look at those polls, they are going the numbers are changing exponentially. I dont think this was anybodys first choice, the first choice for everybody, the senate voted a year and a half ago in a very bipartisan fashion, overwhelmingly, for a comprehensive Immigration Reform bill, this was something that both republican and democrats came together, sent it over to the house, john boehner wanted to get it done, his own caucus, Tea Party Members of the caucus prevented him from doing it. Barack obama and have some sort of immigration traction before you leave. What other choice are you left with . You know congress isnt going to be able to do anything. John boehner wanted to a new congress coming in though. Not going to do anything either. How do you know that . John boehner couldnt get it done on the old congress [ overlapping speakers ] you have a congress and last year, the speak and House Republicans put a bill out and put legislation out, even chuck schumer, democratic senator from here in new york said there were ideas that could lead to an agreement between republicans and democrats, so, as we think about this funding bill, why dont we instead call the president s bluff and nine days when we take over, why dont we pass a republicanpassed, in fact, have bipartisan support, we could get joe manchin and mark warner and then make the president sign it. Why wouldnt the president at least wait till the new we have been talking about this for weeks now, why would he not just wait and see what might happen, try to go up to the hill and make some sort of agreement and then maybe, if you are on your side of things, then you would do what he did . What is to prevent the republicans in both the house and senate come john from doing that . Nothing to prescient vent them from doing it. Whats the difference . My gosh, he has made them so upset now as john boehner has said, he has poisoned the well. I have to say this and im not taking credit for this think it was Donna Brazile or somebody who said according to the republicans, he has poison the well so often it is a miracle there are any republicans left alive. The president go it alone as opposed to president lets Work Together, we might actually is we had a president who worked together, we had a senate that worked together. Everybody worked together. The only people that are preventing any Bipartisan Legislation from passing were the republican head led house of representatives. Thats not true. Of course it is.
