Its really interesting because a lot of people think its the bureaucracy of the organization thats the problem. Where do you fall on that . Lets say they do get rid of a thousand people. By the way, they want to get 28,000 more to take their places. Would that actually fix the problem . Fixing the problem is going to be a culture change. For so many people to get wei with such a grievous behavior for so long, that wasnt just oneup. That was a culture of dlaupcorrn that was allowed to persist and fester for years and years. Thats going to take moves to fix it. Hes already taking moves to fix it. Hes already sending the right signals. Hes got a good start going on. But its really going to take quite a number of years i think before you start to see change in the va. I guess i was surprised to hear a thousand people. Just about a month ago, we heard on real story that four people are go to be fired i guess none of them from phoenix where the whole thing started. And then to find out three of four were actually just retiring. Youre the average american or more importantly a veteran out there right now, do you believe in the system . Well, you know, thats the overwhelming thing that weve heard from our members and what weve been saying. Theres still not a sense that anybody is held accountable. Everybody got away with it. Youre right. Theres a process in place. We passed some legislation in july with the congress to try to get that process sped up, at least for Senior Executives within the vanchs. Theres got to be fold held accountable farther down the chain. I want you to list ton the next snippet. This has to do with the 28,000 people they might need to add. How many doctors and nurses and medical professionals do you need to hire right now . If we could do it today. We would tell you we probably need about 28,000 is what we said in our committee testimony. 28,000 more people. This is coming from the former ceo of procter gamble. Do you think that the American Public and members of congress are going to agree to 28,000 more people . Well, you first got to make the va a place where 28,000 more doctors and nurses are going to want to go work. The va has a reputation problem. Theres an Overall Health care profession shortage within the general population, so its going to be difficult to staff up, even in the intermediate term with that many people. Vas going to have to go outside of its walls. Work with private providers. Expand you know, its utilization of private and Community Solutions when it comes to providing health care. Who knows. I think this is a job that many many people would want. But right now, were going to see some changes that could be happening right during the ballot. Alex nicholson, thank you so much. I think the president s been clear, the idea of repeal of the affordable acare act is not something that, you know, this administration will let happen. What we will do is work to improve. If people have ideaed in places where they believe can increase, affordability, quality or access, lets have that conversation. And we would welcome that conversation. Joining me National Political correspondent for the washington times. Lets start with the breaking numbers because the Congressional Budget Office their prediction was 13 billion people. Keep in mind, these are people coming into the system to help fund the system which is the important part of the entire survival of obamacare. Now those numbers downward revised to 9. 5 million. What does that mean . Two things. We should be careful of the obamas administrations projections. They were down and miraculously made the numbers at the end of the first Enrollment Period so this could be sending expectations low in order to actually meet them in the end. With that caveat out there, if indeed they fall short, thats a problem for insurers who are hoping to join up with taxpayer subsidies. If not, if 13 Million People dont sign up then the economics of obamacare doesnt work and becomes more expensive and what we referred to as the death spiral. If the economics dont work, the insurers have to raise the rates for people on the exchanges. And that makes it less affordable for the people who are there. More drop out and then you have a death spiral. And more fall. Real quickly, one of the problems weve heard, people think they had such a bad experience the first time theres been a survey and about 50 of them say im not going to bother to sign up again. Do they even face a penalty anymore . Do you know of anybody who actually paid a penalty because they didnt signup. Were actually looking for that right now. It will come with the next tax filing. Were looking to see of people facing that decision or people have said, im not worried about the penalty. Or a hardship exemption, all have to do is say i had a hardship. And they say give documentation if you want. Lets talk about how this is going to play out on capitol hill now that we have republicans in charge of the hougs a house and in charge of the senate. You believe its a balancing act, right . The clip you just played a moment ago, the Administration Says theyre willing to look at ideas to improve the law. Theyve been saying that for four years now. Congress has don nothing. Its not that the republicans who control the house havent ied. Its that the democrats and republicans have blocked everything. Obviously, nex year that all changes. You have republicans in the senate. With the filibuster bills, theres things where theres likely to be a majority and 60 votes to get these things done. Republicans have a balancing act. Theyre not going to get repeal done. The question is can they actually get rid of the action board. And the medical device tax. The key for republicans, there are some members who say no, we either repeal the whole thing or dont do anything at all . Right. Speaker boehner and majority leader mcconnel will have to balance that. Theyll have to get them to come along for partial repeal even if they cant get full repeal. Since august, police have spent 100,000 stocking up on body armor, tear gas and other crowd control items. Theres word the officer may not face any federal charges at all. A justice telling the Washington Post the charges not support the charges of officer wilson. To my guests and analysts today, whats going to happen, do we . We dont know. Theyre being very smart in making sure the forces are out there. Either way if the and ju holds down an indictment, theyll be celebration and hoopla from quarters and if not, there will be rioting from other quarters. We dont want that because we dont know what the grand jurys going to do. Gretchen, i was a prosecutor with grand juries. And i will tell you its completely secretive. The only people that can talk about what happens in the grant jury are the witnesses who testify. The prosecutor cannot talk about it. The grand jurors themselves are sworn to secrecy. They cannot talk about it. Theres no judge in that courtroom. Theres a court reporter, but no judge, a defense lawyer. The only people are the prosecutor, the grand jury and no reporters. No reporters. Weve been seeing the leaks trickling out. So you would assume theyre coming from witnesses. If a prosecutor were to leak that, they would be disbarred. If a grand jury were to leak that would be on the grand jury. The only people that can ethically talk about what happens in the grand jury are the witnesses themselves. So are we to assume that a prosecutor here is going for charges against the officer . How does that work . We cant assume that. Youve heard the expression, you know, a prosecutor can indict a grand right. When i was a prosecutor, oftentimes, i went to them and said i really dont know what happened here. You tell me. You bring your collective minds. Remember, there are 21 or 23 of them, depending on the jurisdiction. You bring your collective mind to this and tell me whether to bringcharges. I wouldnt necessarily go in and say i want you to bring charges. I want them to tell me. If its the end of the road lets say no judgment is handed up. Its over . Its over. Potentially, the feds could come in and try some kind of civil rights violation. There is that possibility. But when a grand jury says no bill, no true bill which the expression, thats it. Even if new evidence comes up . It could come up if new evidence comes up it could reopen it because you dont have double jeopardy because you havent seated a juror, but that could happen. Okay. No, in other words, not telling people everything that was in the bill. Nancy pelosi said well read it after we pass it, right. So what do we surmise about the challenge in front of the Supreme Court . This ha got to be making people within the administration nervous, does it not . To one degree, it survived one court challenge. But i think the bigger issue is whats going to happen in the months before it, right . Republicans are going to try to stave a showdown repeal which i think will only back fire on them andquander the opportunity they have right after these midterms. If they present themselves as the adult grown up counterpoint to the president , ability to govern interesting governing and fixing the problems of obamacare, they could actually really seize the advantage from the president. But if they focus on repeal and look like all they care about is ideology and hurting the president , theyre going to skwaunder that advantage. On the republican side, what should they do . Strategically, we got to look at certainly a vote on obama care up and down in the senate. You referenced it, the Supreme Court case next year is either going to create obamacare forever or have it starting over anew. If the Supreme Court rules that some states can have subsidies, its not going to last. Do you think members of the Supreme Court are going to wait to see what happens before they dive into the battle . There will be a vote before the Supreme Court rules. Based on demand. Its going to happen. And we can want obamacare to be gone, but as long as the president sits in the white house, its not going to be gone. But when the Supreme Court rules next year and as obama continues to bring down the numbers of people who are going nobody it, first it was 13, now its 9, thats assuming that 7 million that are in it now actually stay in it. How did you find that out . Well, good afternoon, gretchen. Thanks for having us on the show. Just let me share a little bit about some of the things that we do, ansys is a Software Company and what we do is provide a representation of your test before you build it. You can simulate how it will perform in the real world. What were looking at here say model that was created by some of our collaborators at Purdue University under the leadership of professor yang chang, and it shows the simulation of airflow. If you remember the last time you were on an aircraft. Maybe you sat beneath maybe you sat near the window and it was a little cool what were able to do with the simulation, is really capture the complicate the airflow patterns and see what happens as you see in the video off of sneezes. We contract under a whole range of different situations where it may transfer within the aircraft itself. How do you do that . How do you do that . Because, you know, it kind of it kind of breaks away at the notion that your germs just spread a little tiny bit. How do you know, based on that simulation,nz n÷ that theyre spreading that much . Great question. And what were actually solving here, gretchen, equations and laws on the laws of physics. And theyre laws. We have calculations to compare the simulation results with the actual physical experimentation. So weve got a very high degree of confidence. In fact, we were involved through Purdue University with the faa center of excellence to look at disease spread in touting the newly complicated message like the ones were showing here were the key components of that. So we do have a high degree of confidence. When youre in the aircraft, you do feel a strong draft. These particles will disperse and move around by those air currents. And those air currents are designed to actually extract the path of dirt from the aircraft. Thats interesting. I was going to ask you, what do consumers do now that they know one sneeze is infecting a whole lot of people than we ever though what should consumers do and more importantly, what should airlines do. Should they do anything . Weve been talking about ebola a lot. Not that its spread by a sneeze, no one knows for sure. Should there be changes made . We can follow the guidance from the community. From the airles standpoint, i can tell you youve got incredibly talented people using simulation, using experimental methods to make sure in the incabin environment is as healthy as it can be and also as safe as it can be.
