Dda day, september 2nd. Mother american has reportedly been beheaded. Were talking about Steven Sotloff missing since 2013. I wa in the last few minutes i have been able to speak with someone who has seen the video posted in a very limited way online. They described it to me as a video fairly brief under three minutes in length and they said to me its called a second message to america. Youll recall that the first message to America Direct message from isis to the American People was execution video of journalist james foley. This is called the second message to america. And it begins again with video of the president announcing why there are air strikes in iraq and then it shows an individual we believe is Steven Sotloff. We dont have independent verification of the videos authenticity. An individual that looks like Steven Sotloff is kneeling next to the executioner. Also wearing an orange jump suit. This is very clear messaging by isis. Synonymous with Guantanamo Bay and his head is meishaven. It was described to me that sotloff gives a statement clearly made under duress in which he denounces American Foreign policy. Then the executioner speaks to summarize says we said we would execute the second american if you continued with your air strikes and that is what we have done. Im told that i dont want to get into a lot of graphic details but the video begins to show the execution of the individual and then it cuts away and shows a similar scene to what we saw with the foley video which is the decapitated body. So this video is now up in a very limited way. Thats the description thats been given to fox news. U. S. Government officials have not independently confirmed whether this tape is authentic. A very credible counterterrorism source i worked with for some time told me within the last hour that there was significant chatter from isis on what i would describe as its known twitter handles in the last 24 hours that a video of sotloff was coming and theres now an message on the groups primary twitter handles to expect a second message to america and this second message is code for what people had sadly been anticipating, which is another execution video of this second journalist but weve got to see the video and weve got to wait for some kind of authentication. Weve been through this recently. This is in fact the case. Okay. Thank you so much for that reporting. One quick question though. The verification of this, have you, yourself, seen the video at this point . I have not seen the video. Whats striking to me and i hope its not too inside baseball, is up on social media which is widely used by isis and its followers. Almost a promo that this tape of sotloff was coming yesterday and that it would be posted to a specific site, which is favored by the organization. My contact says that video was still not up on the site and it appears that the site intelligence group, a group that monitors this jihadist chatter, may have been in the Decision Making circle with this. They got it in advance of when it went public, which could be a pretty interesting wrinkle in this. If thats the case, a number of sources may have been burned in the process. To be clear, we have not seen it independently at fox. Its been described to us and we would have to wait for authentication of that tape, which usually takes about a day or two. Z say following the same playbook as al qaeda which is when it posts material, it is not typically seen as a false posting, if you will. All right. Always on top of these stories with great information on this very sad day for Steven Sotloff and for america. Thank you very much. The president has stuck his head in the sand. We have evidence that hes known about the threat that was mounting, coming, the ability of isis to take large areas and be well fund and well armed and have this jihadist agenda of raping, crucifying, beheading anybody that gets in their way. Americans, christians, religious minorities and other muslims. The president stuck his head in the sand. This is not where its going to be over. Thats whats so upsetting. There are 20 other unaccounted for journalists missing for the last year in syria and in iraq. Theres one american 26yearold girl who is an aid worker. We have hundreds if not thousands of americans now in iraq and doing in the oil industry and Energy Industry and doing aid workers and working at hospitals teaching at schools are all vulnerable. Theres a second part of this. Its not just who is going to die in the middle east when the Group Expands to the region, who is protecting the homeland . The president has said nothing in all of these conversation were going to secure the border. Well get rid of Political Correctness and figure out who is here. Well figure out what are fighting in syria and iraq and coming back to america. Weve heard nothing. Last week we heard there was no strategy. What does this do . This beheading to raise the stakes and the pressure on president obama and thisay administration to react . To Say Something . Well, theyre going to study it, im sure. For the first beheading what was the reaction . The reaction was not were going to find out who killed our people and well eliminate them. It was nothing like that. Were going to open an investigation. You dont open an investigation. This is a group thats shown you cannot bribe them. You cannotthem. You cannot intimidate them. They have a goal, which is to take overp wc the entire middlet and then take over the world. We laugh at that and think, who are they to say that . Look at what theyve done in three months time. At the beginning of the summer, nobody knew who they were. Who are they now . Now we find out that the president did know who they were and apparently in his president ial daily briefings, the pdbs, isis has been talked about in those briefings for the last year and the president reads these briefings. Pp÷ all of us to know about isis in the last few months. The president has known about it. What are they going to do about that report now . To me its a dereliction of duty. I worked for Henry Kissinger when he gave the daily brief to nix nixon. Its frank and blunt and it talks about threats before they happen and then it encourages the president to make policy decisions and option. What was this president doing . Playing a lot of golf this summer. Not attending to defense of the United States. Lets go to the pentagon briefing. About potential murder by isil of mr. Sotloff. I dont have anything to confirm it today. Obviously were monitoring as best we can and our thoughts and prayers continue to go out to the sotloff family who has endured incredible hardship and suffering just by virtue of his captivity and being held hostage. I cant confirm those press reports right now. Number two, i know that you have all been tracking events in somalia last night. If you will just bear with me, ill walk you through what i can right now. Yesterday at approximately 11 20 eastern time working from actionable intelligence, u. S. Special Operations Forces using manned and Unmanned Aircraft destroyed an encampment and vehicle using missiles and laser guided munitions. It was a direct strike against the al shabab network specifically against the groups leader. We are still assessing the results of the operation and well provide Additional Information when and if appropriate and im not going to be able to provide specifics about the unit or the intelligence itself and certainly not anything regarding tactics, techniques and procedures. The operation was located in South Central somalia and resulted in destruction of that vehicle. I think its important to remind everybody that in september of 2013, he claimed al shabab was responsible for the West Gate Mall attack in nairobi. Under his leadership, they have claimed responsibility for many attacks. Ayv militant wing of the somali council, al shabab has occupied most of somalia since 2006 and claimed responsibility of many aid workers and journalists. Named a Foreign Terrorist Organization by the department of state in february of 2008, al shabab has conducted terrorists activity resulting in the loss of innocent life. They have continued to plan and plot against western personnel. In recent months, they claimed responsibility for a suicide bombing that killed a Turkish National and wounded western soldiers and a car bomb that targeted and killed members of the United Nations convoy. So the operation that we connected we believe is an example of the u. S. Government and our allies and partners commitment to people and government of somalia to detect, deter, disrupt and defeat violent extremists who threaten progress in the region as well as threaten terrorists attacks against innocent people around the world and well use all tools at our disposal financial, diplomatic, intelligence and of course the military to dismantle al shabab and other terrorists groups. One final comment i would like to make on iraq, as you know over the weekend at the request of the Iraqi Government they dropped humanitarian aid to the town of amerli cut off from supplies from isil. In conjunction with this air drop, u. S. Aircraft conducted air strikes against isil terrorists in order to support this humanitarian assistance operation. Thereby helped the actual delivery of the aid. We continue to monitor the situation in amerli. So further strikes remain a possibility. But we believe that the township is under the control of iraqi and Kurdish Forces. As we said before, one of our core military objectives in iraq is to join with International Partners to address humanitarian crises. Where and when we have the ability to do that, were going to do it. With that, ill take questions. Admiral, on somalia, did you describe the target as a single target encampment and single vehicle or were there two strikes or two targets . There was one vehicle and an encampment. The way i would describe it, the strike was taken at an encampment and a vehicle at the encampment. One strike . What do you mean by strike . One missile . No. As i said, several missiles and muniti munitions. There was plural in terms of munitions dropped but they were dropped on one target, an encampment where a vehicle was nearby. Was there any evidence that anyone survived . Were assessing the results right now. I wont be able to go there right now. I wont get into trying to assess the effectiveness. We certainly believe that we hit what we were aiming at and based on intelligence it was actionable and in other words strong enough. We took this strike but i wouldnt get into assessing the effectiveness right now. Im not going to get into assessments right now. I would like to leave it where i did right now. If and when as i said earlier and last night if we have more information we can share, we certainly will. You said they were laser guided munitions. Does that mean there were u. S. Forces on the ground . There were no u. S. Forces on the ground. No u. S. Forces either before or after the strike . No u. S. Forces on the ground. Before or after the strike. Was there somebody else on the ground . All i will tell you is we continue to work with partners in somalia and in the region. I wont get more specific than that. Did the u. S. Inform the Somali Government about the mission before it took place . I dont have tick tock on notification process. This is in keeping with the kind of operations that we conduct throughout the region and in partnership with the leadership there. Do you know the Somali Government announced early last month this new Mission Operation indian ocean about combatting al shab shabab. Was this strike in conjunction with that operation . Not to my knowledge. I know you wont speak to the question if he was killed but if he were, what would it mean for the Group Going Forward . How important would that be . Without speculating about not, i mean, he is the recognized appointed leader of the al shabab network in somalia. If he was killed, this is a very significant blow to their network, to their organization, and we believe to their ability to continue to conduct terrorist attacks. Now, mind you, its a network. We understand that. And were mindful that there remain other leaders of the organization at large. Hes the recognized leader. And if we killed him, significant blow to their organization and to their abilities. Thank you, admiral. More broadly, can you answer the critics who say that the administration does not have a strategy, does not have a counterterror strategy, mid east strategy, one thats good enough. Is there a strategy . Can you articulate that strategy for us and answer those critics . Absolutely theres a strategy for our approach to the middle east. I can only speak from a military perspective and for the pentagon. We have been consistently going after the terrorist threat in that part of the world and not just that part of the world as i just read to you. And inside iraq, the mission is very clear. We are there to support iraqi and Kurdish Forces as they take the fight to isil and provide humanitarian assistance where and when we can. We just talked about that over the weekend. And we are certainly there to help defend and protect u. S. Personnel and facilities. The mission set inside iraq is clear. The military strategy with respect to the middle east is also very clear. Its not just something that we just started doing. We have been going after terrorist networks in that part of the world for more than a decade with very good success. It doesnt mean its been eliminated. We certainly have been very active and very energyetic and objectives have been clear. How good and how early was the intelligence that was being briefed to the white house about the isis threat and could more have been done sooner . Im not going to speak about intelligence matters. Im certainly not going to speak for intelligence issues raised to the white house. Thats a question better directed to the Intelligence Community and to them. But to your larger issue here, we have talked about isil for many months now. As ive said before, we were very closely monitoring and tracking their progress and their growth and their Development Well before they rolled in to mosul. This is not an organization that we havent been watching. The speed with which they took control of the north in iraq definitely got a lot of peoples attention. I said that publicly too. Nobody expected that four divisions of the iraqi army were just going to fold the way they did. So there was a speed there that certainly did not go unnoticed. This is an organization weve been long watching. And i think its helpful to go back and just look at the last couple of months. Were all fixated right now on targeted air strikes, which we are conducting with good tactical effect. Long before that started, we upped our presence in the persian gulf. We added more Security Assistance personnel in and around baghdad. We set up two joint Operation Centers which are active and working now as we speak in terms of advising and assisting and sharing information with iraqi and Kurdish Forces. And then we have done numerous air drops in two different operations to alleviate suffering. So the military has been very active here. The other thing that we said and this is not a small point is theres not going to be just a military solution here. Ultimately the longterm answer has to be inclusive, responsible, responsive goodjl governance inside iraq to help take away those conditions that folks like isil can exploit for their own purposes. Does that answer your question . Just quickly on justins question. As you may know, the majority of the foreign fighters who are joining isil are going to syria through turkey. My question is, how do you navigate turkeys role in countering isis . Its not for me to evaluate turkeys role based on your information, do you think turkey is cooperating . We have a strong relationship im not going to im not going to answer a question that should be asked of the turkish government. What im telling you is turkey has a stake here. We understand that. Its an important partner in the region. A nato ally. The turkish government has concerns about foreign fighters and right they should. And were going there next week and i think there is no doubt this will be a topic of discussion between secretary hagel and his counterpart. Do i think what . [ inaudible question ] helpful role . We believe that turkey because they have concerns just like other partners in the region are expending their effort and energy to address this as best they can. I wont go into more detail than that. Could you give us a clear picture of the situation on the ground at the mosul dam and why the United States keep launching air strikes at that location . Because isil keeps trying to take it back. As i said last week, as long as they continue to pose a threat to the facility, well continue to hit them. And we are. Phil. On the subject of the secretarys trip, secretary kerry wrote in the New York Times over the weekend that he and secretary hagel will ask nato allies and other nations for help in this potential campaign against isis in syria. How much more can you tell us about how many nations will approach and which ones and what theyll ask for specifically in building that coalition . I think were still sort of putting together an agenda here, phil, for on the sidelines of the nato summit. Secretary hagel and secretary kerry want to get together with some of these partner nations. Many of them are nato allies of course. And i dont have a list right now. I think this is going to be more of an informal arrangement on the sidelines of the already very full agenda in whales wherein they will try to get together and talk about the contributions that have been made by these other nations. And certainly to encourage others who havent contributed yet to look at contributing as well. I dont have a date certain on the calendar or a time when theyll do that were looking for those opportunities. It would be more than one. It could be that they have these discussions in more than one setting with smaller numbers of these nations at a time. Can you give us a high level sense of what theyll ask for . Do they want partners for air strikes . Do they want humanitarian aid like you described earlier . Somewhere in between . What will they ask for . We want partner nations to contribute what they are able and willing to contribute in whatever fashion theyre willing to contribute it. Understanding of course that they have domestic concerns as well and their own legislative bodies to work through on this and populations that have different views on existing against the isil threat. Its not about going there with demands or laundry list. Its about going there to thank them for what they have been doing and continuing to exist in whatever way they deem fit. You mentioned that you were mindful of some other leaders in the area. I was wondering because we have officials in somalia saying it was a senior al shabab meeting. Without saying whether or not they were hit, were there any other targets that were at that encampment . Were still assessing the results. I would tell you the principle target was the leader and if we have more information about others who may have been killed in that attack, well share it as best we can. A quick followup. You said there was an unman and manned sn . Cattack. Was the actual hit, was it by a drone or by the manned aircraft . What i said was manned and Unmanned Aircraft participated in the strike. I didnt actually say what type of aircraft launched these missiles and precision guided munitions and i wont get into detailing the p today. Youve been listening to admiral john kirby at the pentagon briefing right now. Right at the top of that briefing he was asked if he could comment on the reported beheading of american journalist Steven Sotloff. He said he didnt have anything to comment on thus far and then took questions about the air strikes in somalia, the situation in syria, iraq, et cetera. Lets go to Jennifer Griffin live at the pentagon. A lot going on today, jennifer. A lot going on. We just received a statement from the National Security council about this alleged sotloff beheading video. They have seen the video and are trying to authenticate it but a statement now has finally come out from the white house about the sotloff beheading video. Admiral kirby was asked about the somali operation carried out by u. S. Special Operations Forces were told that included missiles from unmanned drones that targeted one vehicle and encampment where the al shabab leader was suppose to be. Admiral kirby said they cannot confirm the death but they are reasonably certain that they got the target and that the target they had hoped to hit was hit. He said there were manned aircraft as well as Unmanned Aircraft involved and there were no u. S. Special Operations Forces or boots on the ground involved in the operation so it was all done from the air. Witnesses said that it sounded as though an earthquake had struck when this operation went down at a little after 11 30 eastern time last night. So again, details they are trying to still get dna and get confirmat the leader is in fact dead. In 2013, he took responsibility for the kenyan mall attack in which 67 people were killed last year. He had been on the u. S. Wanted list. There was a 7 million reward on his head. Alsa all right. Jennifer griffin with an update on the pentagon briefing. Thank you so much. We just heard also mentioned in that briefing new report about the president receiving daily briefings about isis for the last year. The White House Press secretary was asked about that earlier today. Listen to his answer. The president was being briefed on isis in his president ial daily briefings a year or more ago. Can you confirm this . It would indicate that the group has been on his radar screen longer than he suggested. Im not sure when the president would have suggested that. Im not in a position to give out details of the president s daily briefing. I can tell you that for years the president and other members of his National Security team expressed concern about extremist elements in syria and destabilizing impact on the broader region. What do you make of josh earnest not commenting on the fact basically that president obama has known about this increasing threat of isis for at least the last year . Its evidence of the continuing collapse of American Foreign policy under president obamas 5t. nleadership. Whats the policy . Dont do stupid stuff. Hes not doing any stuff at all. What i want to see is my president to come out and say im keeping america safe. Heres what im doing. Number one, were going to bomb and continue to bomb any isis convoy that moves whether its moving to kurdistan, lebanon, to jordan. Number two, were going to arm everybody in the region who is willing to stand up and fight. That means the kurds. We made speeches about it. When i talked to people in kurdistan over the weekend, they havent seen a lot of u. S. Military assistance. They havent seen a lot of refugee assistance or heavy weapons. Third, the secretary of state and the secretary of defense should be talking to our nato allies as well as the moderate sunni arabs in the region to say youre with us or youre against us in this. We want you to join an Arab Coalition thats antiisis coalition. In the past, you talked about it but didnt do it. We want arab sandals in the sand. I think what people are thinking about at home with the second beheading, Steven Sotloff, is it a situation where this administration is against war in general and is doing this to get involved or is it a sense that maybe they are not capable of carrying out some of the points that you just said . Thats a really critical question. We know theyre against war. Everybody is against war. We want to be the strongest country in the world and so strong that as reagan said peace through strength. Nobody challenges us because were so strong. This administrations approach is leading from behind. The problem with leading from behind is eventually youre left behind. The question i have though is the one that you have suggested maybe is true. Theyre in over their heads. This is free fall. Whether its the chinese telling us to stay out of the South China Sea because theyre making territorial acquisitions, whether its iran saying were building our Nuclear Weapons program, too bad for you or russians going into ukraine saying stay out well be in kiev in two weeks, it goes on and on and on and the response is were studying it. Well think about it. Well launch an investigation into it. Nobody seems to be taking action other than to say no boots on the ground. So if you were advising president obama right now as many people probably are in close quarters with him right now, what would you be telling him to do . Three things. One, you have a problem in the region. Get arab sandals in the sand. No u. S. Boots on the ground. Help the kurds bomb whatever we can. Number two, get really serious about American Energy independence. One of the reasons islamic extremists has thrived in the last decade is because theyve had access to arab oil money. Make sure that we have American Energy independence and drive down the price of oil and then finally, get serious about defending the homeland. Secure the southern border. Get serious about finding which americans or which european passport holders are on their way to america to do harm in the homeland. Kt mcfarland, great to have you here with your analysis. Reporter i did. I should point out the National Security council issued a statement saying the Intelligence Community in the United States is evaluating this video and trying to confirm its details in particular when the act depicted actually takes place. Because a video was released 0en a certain day doesnt mean acts depicted occurred on that day. As the Intelligence Community evaluates this, the thought is this will prove to be authentic and the state Department Spokesperson said the video is sickening. I asked if the Obama Administration regards that we are effectively at war with isis. I asked that question because obviously any conflict you really cannot be successful in if you dont have a clear idea of exactly the nature of the conflict. Heres my exchange. We have a commander in chief that launched more than 100 air strikes at a given enemy, who is reporting to the congress under the war powers act, who is watching our people beheaded by this enemy, but who for some reason feels queasy about saying that were in fact at war with this enemy. Im not going to put new words into the mouth of the president of the United States. My point is that his actions to authorize these strikes, his effort to send secretary kerry, secretary hagel and any resource we have in the United States to lead the building of a coalition speak to his commitment to taking on this threat. Of course we want to see isil destroyed. That is not an overnight effort. Reporter then i followed up on that last statement in which she said this is not an overnight effort. Many u. S. Officials said it will be a longterm commitment to defeat and destroy isis. I asked if that means that president obama will leave office before that mission is completed. And again she said she did not want to put deadlines or time frames on this effort to destroy isis. Great reporting james rosen. Thank you so much. The pentagon working to confirm the authenticity of that videotape that purportedly shows the execution of sotloff shown here. I have now personally seen the video. Its just a little under three minutes in length. Its a carbon copy of the execution video that was posted by isis of journalist fames j l foley. Its called a second message to america. Thats significant. Because the first message to America Directly from isis to the American People was the execution of foley. This is now the second message. We believe the second execution of an american journalist. It begins again with a video of the president at the white house giving his justification for the air strikes in iraq. This is also what we saw in the foley video. Then you see who we believe to be Steven Sotloff. Thats what the Intelligence Community is trying to verify. Hes in the orange jump suit. This is a message in itself. The orange jumpsuit is synonymous with Guantanamo Bay. Kneeling next to the executi executioner. The executioner is in black. The man on the left gives a statement. A denunciation of American Foreign policy. This particular part of the video is hard to watch because hes clearly giving this statement under duress. I cannot emphasize that enough. And then what seems to be a marked change from the first video is the executioner has a more aggressive tone and posture when he speaks and this time addresses the president just calling him obama. Youre to blame for what is happening here because of your arrogant Foreign Policy and then the video proceeds. It begins to show the beheading itself and then cuts away and comes back to the completed act with the head on the body. And then unfortunately in closing the video similar to what we saw in the foley case, there is another individual kneeling on the sand in an orange jumpsuit believed to be a british hostage and the executioner implies ta n hes next and sends a warning to any other nations that would join the coalition for the United States. What jumps out at me are a couple of things. Its entirely possible that these videos were filmed in quick succession, which tells us that they are holding most of these hostages together in the same place based on our reporting near the stronghold in syria and second, this video is slickly produced and the statements from the executioner rather than being a front on to the camera is shot at an angle from the side. Its harder to discern whether the executioner is the same individual that we saw in the foley video and also the voice, texture of the voice is somewhat different. It almost feels to me like its been treated or modified or distorted in a way to shield him. Im sorry that you had to watch it in its entirety. I know thats the tough part of your job. My question for you was going to be about the executioner and whether or not the person also had the british accent as the first person did. Its a very similar accent but again the voice was somewhat distorted and its not clear to me and something the Intelligence Community will be able to decipher, whether thats part and parcel of how that video was moved from individual to individual before it was posted. They use a series of cutouts when they post these videos to try and hide their tracks, if you will. Based on the foley video, we know the Intelligence Community was able to identify what ill call the first poster of that video so this is someone who was really, you know, real tight with isis and had knowledge of the video and it was going to go up. Hes someone in the inner circle. This one is a little bit different and again shot at an angle so from that side angle, its hard to see if its exactly the same person though it has that feel.
