Whats happening right now is nuri al maliki, whos been in power for almost a decade in iraq, the writing is on the wall obviously that he needs to go and the new iraqi president saying weve got a new Prime Minister, youre going to be gone in the next few weeks. But maliki were told is assembling tanks and troops in baghdad as if hes staying for the long haul. So this could get quite messy for the u. S. Which doesnt want to look like its ousting maliki but also doesnt want to get behind him and has been sendi i notsosubtle hints in weeks and recently. They want to see him go. Previously the u. S. Had said were not going to arm the kurds in recent weeks. But now we say we are. We were only sending weapons to the Central Government in baghdad. Maliki now crippled theyre not going to stick with him. Saturday the president started lashing out at this News Conference at the white house before he left for Marthas Vineyard about how critics kept saying he pulled out of iraq too quickly. He said whoever got that idea . Thats not what i was all about when in fact he ran against pulling out of iraq and says he got all troops out because he couldnt get a status of forces agreement which is true to some extent. But theres been criticism for some time he didnt push hard enough for that status of forces agreement to keep u. S. Forces behind. Hes still got a lot of questions to answer. As we said at the top of the show, it is a mission that doesnt have a name even though it continues to grow and grow. Now you have a former commander of the u. S. And Coalition Forces in mosulle who lwho is talking boots on the ground. It will be very difficult without u. S. Ground forces or Ground Forces of others, which they may be willing to participate. But it really centers around, there has got to be a responsible government in baghdad, to which a future iraqi army can be loyal. Lets face it, ed. The president ran on getting out of iraq and that was 2 1 2 years ago when the last troops left. Now to see that this whole problem is coming back to pretty much haunt him, its ironic, is it not . It certainly is. I think carter hamm makes a fair point. Which is the early signs where the president gets high marks even from republicans so far as the humanitarian mission appears to have stafd oved off a genoci. But it also looks like the early air strikes are slowing the momentum of isis. But without afternoon more robust force youre probably not going to stop isis all together. So this does leave the president with a conundrum which is the early stages appear to have worked out. What does he do long term to make sure that isis which has been getting momentum in not just iraq but syria as well doesnt continue to end up getting strength and eventually launching attacks here as republican senator Lindsey Graham was suggesting on fox news sunday. No one is looking about putting Ground Troops into iraq. The president has repeatedly said no. The American People clearly dont want to go there. What the president does next to stop isis all together, it is a difficult problem for them. Those three words, war on terror, continue to linger. Ed, thank you so much. It is resourcing more groups like ours with what we need to respond on the ground. Weve still got our people on the ground. Were not pulling out at the moment. We intend to keep going and keep living and pursuing peace alongside these people for as long as we can. So a lots been made about the troops leaving, american troops leaving 2 1 2 years ago. You were there. Did you feel the effects of america not being there on the ground anymore as far as safety for christians and other groups . It was a really mixed bag. It has remained a mixed bag to this day. Obviously there were wide swaths of society who wanted america to stay but there were huge groups and huge political obstacles inside the country to actually making that happen. Caught in the middle are women and children and elderly when these political agreements or lack of agreements falter. So today with regard to military intervention and things like that, it actually remains equally divided in some ways. Theres gratitude that the u. S. Has intervened. Theres some saying it is not enough. There are some who are saying thank you but dont get any mistaken ideas. The u. S. Should not be the hero here. Kurds are actually the hero. There is a lot of diversity on that. The tragic thing now is that some people are saying that a huge, a huge percentage of these groups have been wiped out already. That theyre already dead, that theyre being buried alive. Not to be too graphic, but isis doesnt really care about how these group that youre helping feel. Right . That seems to be true. Ive seen description of isis as Something Like a death cult where they apparently prize death above anything else. That seems to ring true for many of the people that were among and caring for right now. Theyre not going to listen. Hopefully we can continue to i havent heard that anyones been wiped out yet. If by that we mean completely gone, there are still yazidis among us, still christians among us from the assyrian side. There are still sunni muslims and shia muslim whose have been driven out that are not completely extinct yet. Turkmen. So the suffering has been horrific but im not hearing or seeing anybodys been completely obliterated yet, thankfully. What they have released as far as Public Comments thus far is that on saturday, 18yearold Michael Brown and another young man were stopped. They had not released the reason why they were stopped. The arrest got physical. A Police Officer was allegedly shoved back into his police cruiser. According to the police statement, brown attempted to get the Police Officers weapon. Allegedly pushed the Police Officer back into the car where he physically assaulted the Police Officer. It is our understanding at this point in the investigation that within the police car there was a struggle over the officers weapon. There was at least one shot fired within the car. He says when someone goes to extraordinary lengths to minister to an individuals thats looked down upon and then to be krcriticized for doing th, he was very hurt by that. Now a press conference about to begin. Were expecting to see david writebol, the husband of 1 of the 2 ebola patients being treated in atlanta. The missionary group, its called sin usa. Theyre going to be holding this press conference at their headquarters. It is going to be taking place in charlotte, north carolina. We will bring that to you when we hear more details. In the meantime, speaking of ebola, false report on the internet ratcheting up fears of a huge health crisis. Someone hacked into yahoo s twitter account yesterday wrote this. Breaking Ebola Outbreak in atlanta. Estimated 145 people infected so far since doctors carrying the disease were flown in from africa. That tweet was taken down a short time later. Because you are seeing right now the first Pentagon Press Briefing Since the air strikes began in iraq. C1330 air crews began a coordinated series of humanitarian air drops to the refugees on the mountain. Over the last four nights u. S. And uk air crews have flown 14 Successful Missions dropping more than 310 bundles of food, water and medical supplies delivering almost 16,000 gallons of water and 75,000 meals. In concert with our military partners, the u. S. Military is responding to the United Nations security requests from the International Community to do everything they can to provide food, water, shelter to those affected by this humanitarian crisis. Additionally the president also authorized targeted air strikes to facilitate resolution to the humanitarian crisis, and to protect citizens, facilities and forces in the Northern City of erbil. To date, u. S. Air force and Navy Aircraft to include f15es have executed 15 targeted air strikes. These air strikes have helped check the advance of Missile Forces around sinjar and in the area west of erbil. Over 60 intelligence, surveillance and Reconnaissance Aircraft are supporting our Coalition Efforts in iraq. U. S. Air strikes are also providing Kurdish Security forces with time to fort fight their defensive positions with supplies they are receiving from the Central Government of baghdad. As a result the Kurdish Security forces are Holding Territory in the vicinity of erbil and has been reported in the media they retook key communities near erbil itself. We assess that u. S. Air strikes in Northern Iraq have slowed missiles, operational tempo, and temporarily disrupted their advanced toward the province of erbil. However, these strikes are unlikely to affect isis overall capabilities or its operations in other areas of iraq and syria. Isil remains focused on securing and gaining additional territory throughout iraq and will sustain its attacks against iraqi and Kurdish Security forces and their positions, as well as target yazidis and other christian minorities. Our straeb our strategy to assist in the breakup of isil forces that have laid siege to the sinjar mountain. Ken delaney. Secretary hagel said today isil poses a threat to the civilized world, certainly the United States. You just described the limited nature of the mission but people want to know what plans or whether the u. S. Military is going to make efforts to degrade isis command and control. For example, are members of the leadership being targeted . Are logistical hubs, for example, syria, going to be targeted . First to the threat posed by isil, weve been very clear about the threat of isil forces to iraq and to the region. Our principle task to date, and what we are doing right now, is to protect the u. S. Facilities and the citizens american citizens at those facilities, to protect u. S. Aircraft that are supporting humanitarian assistance in and around mount sinjar, and to target those isil positions that are laying siege to mount sinjar. There are no plans to expand the current air campaign beyond the current selfdefense activities. Its been reported the u. S. Government is directly arming the kurds. Is the dod playing a role in that operation or will it at some point . Yeah, i saw that report in the media and an open source as well. Over the weekend it was the government of iraq and iraqi Security Forces that actually provided immediate resupplies to kurdish forces. We are looking at how we can help them and studying the challenges that they have. With the team that we have in baghdad providing some assistance, we are looking at plans at how we can expand that support. General, over the weekend president obama said that he was considering creating some kind of safe corridor to assist those, some 15,000, i guess, yazidi refugees on top of the mountains there at sinjar. He said he talked to the british and the french about that possibility. He also called it complicated. Just how complicated would it be, would it require boots on the ground . Would there be u. S. Boots on the ground . You raise the challenge that were facing right now, were currently assessing what we can and cant do and trying to understand, for example, the numbers that are on the mountain itself. The numbers vary. Ive seen reports of numbers in the thousands and seeing reports in the numbers of tens of thousands. What is most important right now is that we deliver the much needed water, shelter to those stranded on the mountain. As for what we might do next, well have to wait and see, get a better assessment on the ground before we can offer some options to the president. But is creating a safe corridor under those conditions, without american boots on the ground, as the president has vowed, is that even possible to do . Thats a little bit too speculative for me for where we are right now. But there is planning under way or looking at it, arent you . We are right now gripped by the immediacy of the crisis and our focus right now is to provide immediate relief to those that are suffering. We are looking at the effect that were having on those fixed sites, those missile sites, those isil sites, that are laying in siege. And we are trying to reduce that threat. For the near term thats going to be our focus. You dont have a plan to get them off the mountain, to bring them back to sinjar or to some other refugee camp at this point . You dont what were going to need is a better understanding of whats going on up there. But we are assessing the situation. We are look. In terms of the support that weve received over the weekend, weve been contacted by many of our friends, as i mentioned in my opening remarks, the french and uk have already started helping. Others have joined us. Of course we enjoy the support over the region for overflight and basing. So increasingly we are expanding the number of folks that are involved with this immediate crisis. Its a little bit too early to stand here today and give you very specific plans. Can you talk a little bit about the level of effort right now with the air xan . We were told over the last week it was 50 isr sortiesorties. My understanding its ratcheted up to 100 sorties. But also, isr strike drones and cargos. Is it about 100 sorties a day now from 50 . The sorties themselves vary. Ballpark figure is between 50 and 60 is what weve been doing. Our most immediate task is to understand whats happening at the mountain, to understand the complexity of the challenge, the mountain assistance and dealing with this huge crisis is going to require. Were also trying to assess the security of our key facilities, both in baghdad and in erbil. And we continue to use our intelligence to characterize threats by isil forces in the region. Effectiveness, in laymans language for those watching us, how are you looking at your effectiveness . Is it pieces of equipment youve destroyed. You said interrupted operational tempo. Whats that mean in laymans language . The number of vehicles we strike and the exact pbas is less important than the the number of things we hit is less than the threats we see which is to reduce the threats that could impact our facilities and our citizens and to make sure that we reduce the effects of those laying siege to mount sinjar themselves. Have you seen signs of retreat or picking up chatter theyre panicking talking about isil forces . Look. I think in the immediate areas where we have focused our strikes weve had a very temporary effect and we may have blunted some tactical decisions to move in those directions, and moved further east to erbil. What i expect the isil to do is to look for other things to do, to pick up and move elsewhere. In no way i want to suggest that we have effectively contained or that we are somehow breaking the momentum of the threat posed by isil. Can we come back to security on the mountain. Fundamentally, what is your assess pmt while you look at all of this and try and see what youre dealing with, how much time do these people have before they run out of time. Question number one. How are you assessing we understand that youre flying drones over the mountain to try and get a picture, but even today, cnn crew was onboard an iraqikurdish helicopter going in to bring relief. They got shot at by isis on the way in. They got shot at by isis on the way out. So clearly isis still has some capability to attack that mountain. Why not more air strikes against them there . Well, in terms of time we have afforded a little bit more time to the crisis just with the success of mountain assistance thus far but the urgency of the crisis has not gone away. It is very important that we find a solution for those that are stranded up there. Within days . Within weeks . It is hard for me today to tell you exactly that timeline. Only that but you do point to what i think is very important to do, which is we need to continue to assess the situation. We need to continue to sustain the humanitarian assistance. And we need to be able to protect that effort. With regards to the targets, one of the things that we have seen with the isil forces is that where we had been in the open, they are now starting to dissipate and to hide amongst the people so the targeting of this is of those forces that are trying to affect a siege around the mountain. The targeting of this is going to become more difficult. So it does not surprise me that an Iraqi Security force attempting a resupply, which in and of itself is no small task, and shows you as well i think that the iraqi Security Forces are very much involved in this effort. But it does not surprise me then that there will be small arms fire during the ingress of those aircraft and the egress of those aircraft just because of the way isil formations. Do you expect more targeting, even though it may become more difficult, more targeting were going to do what we need to do to protect our facilities, protect our embassy, to protect our american citizens, and to reduce this siege, as well as protect those aircraft that are providing support to mountain sinjar. What kind of weapons are you looking at possibly giving the kurds, and why is there a shift in policy here . Why cant the government of baghdad do that resupply . The government of baghdad has been doing that resupply. Theyve done resupplies over the weekend and the latter half of last week they did, as well. But the equipment and the ammunition that the small arms ammunition chiefly that the peshmerga and Kurdish Security forces need is pretty substantial so we want to help them with that effort. In terms of what they need, principally they need weaponry that can meet theres technical vehicles out there. So theres some weaponry that they need to have that can reduce tactical vehicles. Some of the isil forces have longer range Weapons Systems so we need to make sure that the government of iraq and the iraqi Security Forces are providing longer range weapons themselves to the kurdish forces. How much have we been spending on these attacks, and from what accounts is that money coming from . I cant speak to the accounting of that effort. But i will say that we have been able to provide support and meet these tasks with the forces that are already in iraq. One or two more questions. Okay. Beyond the imminent scope of this operation, how do you assess the military capabilities of isil throughout iraq and syria . And also, are you concerned about the political conflict in baghdad as you may know there is a new Prime Minister and the current Prime Minister, maliki, has refused to step down. Do you think this conflict could affect your mission in iraq . Yeah. Im very concerned about the threat posed by isil in iraq and in the region. Theyre very well organized.
