helicopters and drones to secure baghdad's airport and keep travel routes clear. a situation getting all the more complicated each and every day. we go live to connor for more. >> reporter: the u.s. military presence in iraq has grown significantly in the last three weeks going from virtually nothing to as you said nearly 800 or so u.s. troops in baghdad. now, this all comes as increased fighting across the country continues and in a sign that's really how bad things are, u.s. military and pentagon and white house all saying more troops are going there. now, this is a result partly because the new leader or the leader of isis called on muslims around the world to unite declaring a new islamic state. he said all muslims around the world should travel to syria and iraq to help build. fighters aren't battling western troops in iraq but other muslims in both iraq and syria. the united nations saying fighting has taken more than 2,400 killed them in last 30 days alone and dispute all of this, iraq politicians continue to bicker and fight. hope they might come together and find a political compromise but they are doing just the opposite right now. sunni, shiite and kurdish leaders refused to pick a speaker of parliament. hope they would be united in paving the way to reflect a more inclusive leader to replace al maliki. just the opposite. they adjourned, many of them walked out of the meeting and they are now saying that they won't meet for several more days and maybe even as much as a week. a sign how divided the country is and despite pressing concerns they have and issues in iraq, lawmakers are walking away from it. >> interesting development there. thank you for kicking us off. as we mentioned, u.s. has 750 troops on the ground in iraq and now russian fighter jets will be in the skies above them. moscow delivering the first shipment of a dozen ground attack combat jets along with pilots and trainers to help iraq fight these terrorists. that report by way of the daily beast who wrote that news today. joining me is the senior national correspondent for the daily beast website. so a big question. what is russia up to today? >> i think that russia had a long standing relationship with saddam hussein's iraq where it provided most of the material and planes for its air force back in the 1970s and 1980s. it's reentering but acting like iran where iran and russia are allies in syria where maliki is in a very, very difficult situation in iraq. he's looking for all of the help he can get. the united states has been reluctant to try to help maliki as he's a polarizing future aid. >> do you think that changes our calculations al calculations all about what we're going to do in iraq? >> the total number of forces, 750, is really a drop in the bucket considering the enormity of the problem. and i think that there still is a lot of hesitation to become effectively iran or maliki's air force in iraq. the concern is that the united states has the ability to hit any target it wants in iraq. it just doesn't know what targets it should hit. there are many sunni fighters who are part of this who wouldn't be part of isis or this new caliphate that has been announced. the last time you saw this kind of civil war and fighting in iraq, eventually we're able to accept a role in the government and a minority voice for sunnis in the country if there's a chance to tamp down a solution, there needs to be a political approach and united states wants to make sure it doesn't provide airpower to hit people that ultimately would be part of a political solution in the country. >> brings up the question about coordination. if we have unmanned drones in the sky and russia has fighter jets up there with iraqi pilots, one wonders how we coordinate. you touched on something talking about iran. we know that russia sided with assad as he murdered his own peop people. now really backing the iranian friendly iraq government. is this because russia has a grand plan for the middle east or is russia simply going in there because we're not there? and that's creating a vacuum. >> i think certainly there's a vacuum. i would say that the obama administration committed more than $10 billion in foreign military sales to this particular government knowing its closeness to iran and knowing the political problems and knowing the fact that maliki has largely gutted all of the competent military officers out of the military. it continued to promise to sell f-16s and other advanced military equipment to be delivered this year, next year, and in following years. the difference is that the russians were able to provide much older model fighter jet sooner than the americans were when the government of maliki was in this crisis. russia, united states and iran have been supporting this government. >> very interesting to see some of the relationships develop. we always appreciate your reporting. thank you for the time today. >> thank you. now to other developments in the middle east. and equally big stories. murders of three israeli teenagers kidnapped last month on their way home from scarhool. today an emotional memorial service for all of the teens as they were buried side by side as israel launched a crackdown on hamas in the west bank as it hunts for the primary suspects in the murders. two well known operatives of the group. john is live and on this story since it broke. is this the start of a bigger fight since the teens' bodies were found? >> well, we've had torrential rains the last couple days and my understanding is boys were out and they were swept into the storm sewer and then the one boy was able to make it all of the way out to a lake at the end of the line and walk to a hospital for assistance and that's what alerted us to start searching for the other boy. >> chief, where do you even start that search? how do you even go about it? >> well, we started at the point of where they went in and then we've been searching with urban search and rescue teams, with dogs, and cameras through our solid waste and sewer department to explore every foot of that line that we can. we're running about 7,000 feet or 8,000 feet of line. we are a little over half done. we're searching with every effort we can. >> describe to us if you will the weather in the area. as we see behind you, you do have what looks like to be fairly clear skies today. what sort of conditions are you dealing with? >> today is actually good conditions. it's bright and breezy. the last several days have been cloudy. we've gotten a lot of rain. the part of cedar rapids i'm standing in right now yesterday got about 2 inches of rain the day before and got almost 5 inches of rain in a short period of time. the ground is saturated. sewers are still flowing. it's been a very wet spring from the beginning and especially wet lately. >> chief, i'm sure you have seen so much in your career. have you had to do this type of search before? how challenging is it for some of your rescue teams? >> we've never had to do anything this extensive. kids have got down into sewers or got stuck and can't get out and we monitor air and get them out but we just continue to keep doing this the way weeen. very systematic search around the lake, in the lake, in the storm sewer, et cetera. >> chief english, we wish you the best of luck. we are thinking about the family as well as you continue your search today. thank you so much for the time. we appreciate it very much. >> thank you very much. even more wild weather to tell you about as arthur, the first tropical storm of the season, takes aim at the east coast just days before the fourth of july holiday weekend. that's not all. a lot of crazy weather. >> the timing is not good for this storm and we have potential for severe weather across portions of the great lakes back through the ohio valley but this is the storm that everyone is paying close attention to because it could ruin some plans for the fourth of july and we're starting to see some of these storms wrap around the center of that storm and that would indicate some strengthening and this is a fairly large system so if we see those thunderstorms starting to wrap around, we could deal with a stronger storm than originally anticipated. we're already seeing wind gusts in excess of 20 to 30 miles per hour just offshore and then we expect the storm to intensify to hurricane strength in the next 24 to 48 hours. as we go through time here hugging along the coast and then we think potential for a landfall across the outer banks would be fourth of july early morning and it will scoot out to sea. if we see this track move to the west, it will affect more people and this actually could be a stronger hurricane. so a lot to watch for. one of the things we look at is the sea surface temperatures. this is gulf stream. we have very warm waters ahead of this storm that will support a hurricane or even strengthen it. so a lot to worry about. we'll certainly give you the latest. there's also potential for the storm to remain offshore, which would be the best case scenario but it looks like all of these computer models is showing potential landfall across north carolina, south carolina, virginia area on the fourth of july and wet one across the east coast unfortunately. >> we like to order up the offshore option if we can. >> absolutely. i'll do anything i can. i'll place phone calls to mother nature. >> we'll take all of it. j.d., thank you very much. stay close on that story certainly. who says lightning doesn't strike in the same place twice? are they still pushing back against this decision by the supreme court? >> reporter: no doubt about it. they are also now talking about opening the door to executive action to maybe expand contraception coverage to deal with this decision. interesting. the president earlier today had a cabinet meeting where he said he'll come up with creative ways to continue to go around congress. the white house spokesman josh earnest wrapped up the briefing. i asked on whether it would include expansion of contraception coverage. he left the door open to that. conservatives say after a series of setbacks before the supreme court not just on hobby lobby case but on recess appointments and other matters, they think its time for president to pull back on all of the executive orders. >> if congress won't act, the president will consider a range of options for addressing this problem. the fact of the matter is we're reviewing the decision and we're still reviewing how large the group the people is affected by the decision. once we determined how large that group is, we'll assess where they live in the country and what health plans they are covered by and that will allow us to drill down on what type of policy solution we can put in place to address this problem. >> the supreme court ruling i would have thought would have humbled the president and maybe make him think twice about possible executive overreach. it's just business as usual for the obama administration. hhs regulation, epa regulations, it's the way he does things. >> reporter: josh earnest saying the president isn't going to pull back on executive action. part of why they pushback on contraception coverage is to fire up their base. he says it's not about politics. we heard about the so-called republican war on women in 2012. seems like we'll hear more on that in 2014. >> the war on women, one, two, three, four, five, it just keeps on going with different evolutions. picking up what the white house sees as silver lining for this decision, how specifically do they think it's going to help them in the mid terms? >> reporter: you already heard debbie wasserman-schultz, dnc chairwoman and former secretary of state hillary clinton in colorado saying they believe this decision by male dominated conservative court suggests that women's rights are under assaults. when you have top democrats like hillary clinton who will be a player not just in 2014 but in 2016, it gives you an idea of the strategy we're going to see from democrats and they're already doing it hours after the decision. >> ed henry live at the white house. ed, great to see you, as always. thank you. will hobby lobby decision help the dems more than republicans? we have president of a democratic think tank and a former clinton presidential campaign adviser and matt is chairman of the american conservative union. matt, to you first. this is what folks are saying out there today. this is a great fund riser platform for democrats and it will help democrats in turnout during mid terms which are usually not the biggest turnout of elections. what is the republican answer to that? >> i just don't agree with that. this reminds everybody across the country why obama has been a failure as president. why his numbers are so low. it's because he fails to get a consensus on important issues. he passed obamacare only with democrat you can votes. couldn't get a moderate republican vote in the senate. he some kind of political consensus. there's a political consensus in this country on contraception. nobody is out there saying it should be illegal. the supreme court didn't make one form of contraception, not one form illegal. it's just a question of do we still have first amendment rights and religious rights in this country and americans believe in the first amendment and that's what this is about and that's why it's good politics for republicans. >> let's get simon's thoughts on this. matt says this is a losing issue for democrats because this is the president's signature legislation. it was knocked down slightly here, bits and pieces of it by the supreme court. does that make it a losing issue for democrats? >> i think that what matt said is not correct. i think the way this is going to be seen by many people including many women is there's now a chance that tens of millions of women in the united states will have employers being able to dictate to them what kind of healthcare they get. that's not a situation any of us should feel comfortable with. i don't as an employer. employers should have less involvement in healthcare of employees than we're contemplating. this is not abortion. this is contraception. a service available to 99% of women in the united states. we talk about taking away contraceptive services and not abortion services. this is seen in the medical community as contraception. >> the ruling is for some. some contraception. not all contraception. i want to be clear on that. matt, to simon's point. simon is putting out there what we heard from democrats all along about how the gop is against rights for women. what is the answer against that? >> the answer to this is to look at the facts, jenna. the fact is there were only four types of contraception that owners of hobby lobby had a problem with. it's forms of contraception that induce early abortion. this country is becoming more and more pro-life. it's an issue quite frankly that democrats are on the wrong side of history on. they can try to spin this as a contraception issue. it's not. it's about life in early stages in the womb. republicans will stand up for that life. i think that the american people believe that it's okay in this country to have religious beliefs that lead you to want to protect life. that's good politics as well. >> let me ask you both a final question. we see both of you in your corners speaking of "rocky" the movie. you talk about religious freedom. you talk about rights of women. what if this is about neither? this ruling is about the first chink in the armor for obamacare. there's 80 more plus pending cases that are coming against this legislation that could potentially be damaging for it. do you think this is potentially the beginning of the end of the new healthcare law? >> no. i think everyone knows this law is going to evolve and change over time as we figure out things that need to be fixed and improvements that need to be made and there may be other legal decisions. it is working well. tens of millions of people have health insurance now. healthcare costs are going down in the united states. i think that democrats expect that this law will evolve and change over time. no big surprise here. >> does gop want to give up that power to the legislative branch to figure out where healthcare goes from here or should they take a pro-active role? >> they need to take an active role. the american people don't like it. the fact is there will have to be a lots of changes to obamacare putting issue front and center in midterm elections and conversation we should have as a country. >> both of you do root for team usa. you are on opposite sides of this issue. we'll talk about the world cup. both of you, simon, matt, go team usa? here's what america is clicking on today. police in north carolina trying to track down the person that broke no a reptile store this weekend and stole several rare snakes valued at more than $30,000. the owner telling police he thinks it may be an inside job. where are the snakes in we're not sure. heading to a public bathroom, you don't have to wonder if it's occupied or not. a new technology that feature as light above each bathroom stall to allow people to see if it's empty without having to check the door. officials plan to sink two old fighter jets this weekend. they say the jets are going to be part of a large artificial reef system. interesting scuba diving perhaps when that goes in. two brand new inspector general reports looking at problems with obama care out today. our chief national correspondent is live in washington with more. >> the watchdogs for obama care implementation at hhs found that the federal marketplace was incapable of resolving 2.6 million of 2.9 million inconsistencies in applications for obamacare including income levels used to determine subsidies. >> all of the checks in place to try to make sure that only correct subsidies would be paid are not functioning so lots of money is being paid out and people aren't sure if it's accurate or not. >> that was through the end of february in a separate audit. a house committee said later today it found 4 million inconsistencies through the end of may. in a recent hearing members of each party took different views of how serious the problem is. >> because the system isn't ready, these inconsistencies have to be resolved manually one by one and there are over 1 million related to income alone and contractors haven't even started. >> everyone knew when you tried to enroll 30 million people, you would have errors. we might even look to ourselves in the mirror and remember how many times we filled out something wrong. >> a lot of uncertainty, jenna, over how well this is going to turn out. >> we heard how complicated it's been over the last several months. why does the process continue to be so? >> it -- when i was running in my race? it felt so exhilarating. the crowd was cheering oon. i had such positive feedback. i just filthies bond with my child, and i couldn't stop smiling the entire time. my brother was making fun of me. i said, of you were in my body you would have felt just as amazing as i felt. >> i hear you say your baby actually crossed the finish line before you did which you thought was cool. >> exactly. i got beat by my child for the first time so we'll see what sort of competitive spirit we have. >> we have some great pictures of your family, louis, your husband, what did he think? >> he was 100% behind me. he is one of my greatest supporters, and when we talk about it, he was just 100% behind me. he is like, babe, you have to do this. this is exactly what you want to do. i'd been talking about the fire and desire i have been having to compete and a woman in pregnancy does not mean she has to dull down her desires and passion and dreams, and i really wanted for people to see, this is what it looks like for a woman in 2014 still going forward and doing her profession, and doing what she loves. while carrying her child. >> i found it very inspirational. i'm a couple weeks behind you, so, maybe sometime when i'm out in california, and the san francisco bay area, we can take our kids for a run together in our jogging strollers if you're up for it. if i can keep up for a little bit. i'm curious, out in that you have this race behind you, you i can take in being a mom, becoming a mom in a few weeks. what excites you most about that? >> you know, there are so many things that excite me. right now my baby is moving all felony there, and just want to see those movements on the outside, and i want to see this personality and who this person is going to be, and i just want to help mold that and if i can have been any sort of example, the example i want to be is i want for my child to have a passion and go 100% with their passion, go full force with it. and know that the sky is not the limit and that they can go far beyond whatever they choose to do. so i hope with me stepping on the starting line eight and a half months pregnant, my child knows i need to show up to the starting line, put my best foot forward and finish the race. that's the sort of example i want to set for my children. >> it's such a great message. i'm glad my little one can hear it now. i'm sure a lot of children and mothers are inspired by it as well. i know you don't know the gender. i know about mid-august so we'll check back in with you, show our viewers the little bambino when he arrives. >> yay. >> thank you very much for the time. an incredible story. what do you think about that?
