I just heard about this i get well briefed before i come out here the fact that some advisor who never worked on our staff expressed an opinion that i completely disagree with, in terms it of the voters, is no reflection on the actual process that was run. I would say in terms of obamacare this is pretty damaging because it reinforces what a lot of what the public already understood and how it sold. If you like your plan you can keep your plan. We have got to keep people safe thats our number one. Protect their rights, Constitutional Rights to have their voices heard and keep property safe. You heard today that missouri governor jay nixon sob activated the National Guard. Thats to help us do those things to backfill some of the positions that we have. So Police Officers can go out and gauge the community to try to keep people safe. All right. Now, do you know where the guard is going to be deployed or are you going to wait until thing happen and then the guard goes in . Well, i think its very simple. The guard is here to support us. So, i dont see a scenario under a normal every day operations where the Missouri National guard is on the front line. What they are going to do is some of the more routine mundane jobs Building Security for us. We can put Police Officers in positions where they can interant with protesters and security guards. In the city of st. Louis had about 25 window smashings when the Michael Brown event happened in ferguson. They will be in strip malls and Shopping Centers so the general public as they are moving about can see a Police Presence and see the National Guard and feel reassured that we have a plan. Is there a neighborhood in st. Louis that is particularly vulnerable to any kind of civic action . I think the whole region is. And st. Louis is very fragmented with a lot of municipal battles. We spend a lot of time gathering information working on criminal cases. We want 95 of the people that come to st. Louis that are here to go out and have their voices heard. Do you think its the teachers fault . Yeah. They pressure a lot of students and they expect them not to, you know, retaliate. The environment we in, they got to expect some violence. What is your job inside the school . What do you do. My job is to keep them from congregating in the hallways, smoking in the bathrooms. Are there a lot of drugs at the school . Yeah. They smoke right in front of the school. Most of the parttime you do tell them look, clear the hallway, go to your class its shut the f up all kinds of disrespect towards the adults. What do your parents think of this craziness . I live with my mom and she is trying to move out of tr move out of state. Do you think theres any discipline at that school . This is about control. It starts at home. It could be just the kids raising themselves, parents both at work. Or parents could have been on drugs. I have a rap sheet here on the school. Just in the last year youve had people setting fires, forced oral sex, drugs, weapons. What exactlys happening at this school . Well, you have students making bad choices. Theres been a lack of communicating of what the consequences are for actions that the students are take sglg is the principal in control of the school or not . No. Not at all. Does principal mohammad have any discipline . No. Does he get to know the student sns. I dont see him do that. Is there any repercussions when students mess with teachers . Not really. When students misbehave, do they get in trouble here . Suspended. Thats about it. What do you think should happen to a student that assaults a teacher . Get expelled. They should be arrested. If you dont put a hand on this right now, its going to get worse because other kids feel they could get away with that. Years ago you wasnt allowed to even look at a teacher crooked. What you do is you try to build a relationship with them. A lot of some of the teachers in there they dont. What specific steps is the Philadelphia School district taking to address this problem . Were talking to students directly and telling them, okay, you have to understand that your actions have a reaction somewhere else, that youre hurting people. To hear assault you like that and you know you dont even have your own kids talk to you like that. Must be frustrating. Yeah, its kind of hard. I want to see the school get back to the way it used to be. Heres watters, couple questions, whats the ethnic breakdown . 100 black. Didnt see one white student there. Inner city . Yeah. Poverty, poor neighborhood. Principal, where was he . Hes a new principal. This is his first year. Theres trouble all over the school, teachers getting assaulted. This is actually better this year than last year. Last year apparently was worse. The spokesperson came off as a win. Are students making bad choices . They have a new Restorative Justice program in the school. Less focus on discipline and punishment, more focus on a softer approach. Positive atmosphere. We might tell everybody that the teacher who did get body slammed and knocked to the ground is suing. He will be suing. And we talked to the police and the pogoing to charge this student with aggravated assault and just waiting for a warrant to be issued. He could plea it down, and he could maybe just go to joouchl detention. Even if he gets sentenced hes still not expelled from the school. No. No ones been expelled if you assault a teacher. No one.
