Recovery. With this for the whole hour, charlie kurt, steve moore and lisa booth. Ill kick things off with a couple points. First, there wont be a recovery unless we reopen schools now. If children can go to school, parents can go to work. Were told schools must be close to keep kids safe but theyre not in danger. Children under 18 make up only 2 of cases. Children under 14 makeup. [inaudible] now, the media misinformation machine thats fear mongering about a new mystery disease that affects children. Doctor fauci is pushing back on iran pauls recommendation for schools. Can children infect others . Were constantly told to follow the science and the data well here it is. One study found quote, even if children do get infected they are less likely to transmit the disease to others than adults. We have not found a single instance of a child infecting parents. They lecture us about contact tracing. They did it with coronavirus. They found that even though he came into contact with 172 classmates and teachers while symptomatic, he didnt transmit the disease to any of them, not one after the 172 people. In switzerland they said now no Young Children dont transmit the virus. And, because of all this, france, israel, germany, portugal and many other countries have begun letting their children back into school. Two weeks after denmark open, scientists in the department of Infectious Diseases said there are no signs whatsoever that the partial reopening has caused a bigger spread of infection, yet still the schools here are closed, even in states where bars and restaurants are reopening. Where in all this is our own cdc by the way, why do we have to rely on scientists from switzerland, denmark, iceland yet another reason for the bungler in chief, useless doctor Robert Redfield to go. Meanwhile the Mental Health toll on children goes by the day. All of it is hurting the poorest areas, especially those in remote parts of the country with unreliable internet and the poorest families. Any leader anywhere in america who is not planning to reopen schools now, not in the next few months, not in the fall, but now is a data denier and a science denier. It on with it. Reopen schools now before you do even more needless damage. For once we reopen schools and businesses we cant have stupid regulations stifling recovery. So whats this unscientific nonsense about temperature checks. Totally pointless. Youll miss most people with coronavirus and catch many who dont have it. Its completely arbitrary social distancing rules. 33 , 50 , whats even based on, only one or two people allowed in an elevator at one time, good luck trying to reopen new york like that or any Downtown Business quite frankly. This over prescriptive regulation is typical of the mindset of our technic technocratic elite. If you boss people around with arbitrary rules they will resist but ask people to behave responsibly with common sense and they will. Thats also why Liability Protection for employers to do the right thing is an essential part of any recovery package. Next point, and this unjustified climate of fear. Too Many Americans wrongly fear they are at risk for this virus. Thats a disaster for recovery but it because it stops people from getting back to real life. Obviously the best thing is a vaccine and the Trump Administration has done incredible progress to speed up both but we urgently need the federal government to mount a scientific datadriven Information Campaign to explain to americans how low the risk really are for most people. Two more things, the shutdown is decimating countless businesses. Even whole industries. People might be getting ready to go back to a job that doesnt exist anymore. We been a strong advocate of skills training on this show and giving our workers the tools they need to succeed in the 21st century. Her work now will be even more important with a huge new loan program to help people transition from unemployment to start their own business. That really would be a transition to greatness. Ill just end with this thought. One of the things im most proud of in my career and helping to set up national service, nonmilitary service, i think Something Like that could make a huge difference here in america right now. People are looking for ways to help them with huge unemployment numbers, this would be a great way to bring the country together and unite people with different backgrounds. It would help in this moment but also be a fantastic legacy for the future. Those are my thoughts, tell us what you think about that and any you have at steve hilton. Joining me now, former reagan economic advisor, you know him and former trump Senior Advisor steve moore, both of them members of the White House Recovery Task force and theyve also teamed up in a new effort, the committee to unleash prosperity. So lets hear about your ideas. Great to see you both. Youve got some specific points. Im just gonna turn it over to you, im not sure who will kick it off but go for it. Steve, do you want me to it or do you want to. You go first. All right. Steve i loved your opening comment, but i really wish you wouldnt sugarcoat it and i really wish youd tell me the way you honestly think about these issues. I loved your opening comment. It was great. What ill start out with is the response to the coronavirus, we been very fortunate, a lot of very bad predictions of what the medical responses would be and what the infection rates and death rates would be, were a little bit overblown thanks goodness and that just makes everything a little bit better. But the response of 3 trillion, it was 2. 3 trillion in the cares act and then they added another 600 billion on it was a little bit overdone. In fact it was way overdone. There were lots of parts that bill that were good, if i may, beastly all the medical research and all the medical care and equipment and all that stuff was very, very needed, but that was just a small part of the cares act. Most of the cares act was what they call stimulus spending and it was ridiculous, 3 trillion is a lot of money, when you look at it u. S. Gdp is maybe funny 1 trillion, 3 trillion is one seventh, thats 14 , it increased our debt load by 14 of gdp from lets say 98 to 104 of gdp, and now the thinking of doing more and maybe are going to even get a larger deficit as a result of this. They will slowly eat away at our growth and. Spirit in the long run. It shouldnt of been done, it shouldve been much more targeted and i think the next time around steve, i think you want to talk about the heroes act of our latest friend speaker the house. Its great to be with you guys, look, ill put it like this, the new viruses spending in washington. Thats whats really disabling, and we ought to not spend any more money, weve already spent it 3 trillion, spending another 3 trillion is not going to solve the problem. By the way i do think that Nancy Pelosis bill that was passed a week or so ago was reprehensible. I think the idea that democrats would use this Terrible Health crisis and emergency in our country where people are dying to pass money for the arts and the illinois pension plan and justice grants that have nothing to do with the crisis is really beyond the pale, anything it doesnt matter if youre republican, democrat, liberal or conservative, nobody likes that stuff. So its really important that what we do now steve, is get the economy up and running, and ive got some good news two report, weve got georgia and florida open, texas open, the home state of tennessee open, and those dates are doing it in a safe and effective way, they been declining death rates and hospitalization, weve got to get the whole country open like tennessee and texas and florida. Are doing a great job, hes wonderful, he was my intern and dear friend. I just had to add that. I noticed commuted a survey of the different states and how theyre handling the reopening. They got a top score. It was top. So you been very clear, more spending for the state bailout and so on will actually hinder the recovery. Another thing thats been talked about is redistribution. Our art, i think youve got some thoughts on how redistribution might get in the way. Its very simple, whenever you are redistributing, you take from someone who has a little bit more and you give to someone who has little bit less. I taking from someone who has a little bit more you reduce their incentive to produce and they will produce less. By giving to someone who has a little bit less you provide that person with an alternative it source of income other than working. Its math. Whenever you redistribute income, you always reduce total income and this is classic in the cares act. They added 600. Week two people were unemployed and that bill. That comes out to 31000. Year. Honestly, if you pay people not to work and tax people if they do work, dont be surprised if you find a lot of people not working. Redistribution does not stimulate the economy, it actually hurts the economy and it makes no sense whatsoever. I wanted to ask, i think you had a specific idea that we wouldnt be surprised to hear coming from you, a tax reduction in order to get things going. Art, what is your specific thoughts on that. Where should the focus be for taxcut. Let me just say, if you want more employment, dont tax employment as much as you do. Our proposal, and this is steve forbes as well as steve moore, the three of us want to have a waiver on the payroll tax through december 31 which would increase the wages of workers by 7. 65 , reduce the cost to employers by 7. 65 making it much more attractive to hire new workers, retain your workers, employ them more, and also to make it by a terminal date of december 31, you want people to accelerate the income to really get that economy jumping straight up. Its a very common, it hits every single employer in the country, every employee in the country, gives the government no option for picking winners and losers as they love to do, and by the way, a tax cut is far more effective dollar for dollar then a spending increase because with the spending increase youve got to get the money and then youve got to spend it which cost a lot. Theres a toll for the troll and all that sort tax rate reduction is about 30 more effective on a dollar for dollar as it is on the spending increase. Thats what we been deciding to do and politically its very popular and i daresay i cant imagine pelosi having her team stop a payroll tax waiver, i just can imagine it. Its really a great move politically. When you say waiver, theyve basically ands extended entirely until the end of the year. Youve got to do it entirely because even if you are to pay only one penny in payroll taxes yet to fill out all the forms and do all that sort, its very expensive process. If you have a waiver you just dont even think about the payroll tax until january 1, 2021, thats the way to do it. I love the simplicity. Round this out. So, what i love about this is every minimumwage worker in america, every workingclass american, these are people who democrats say they care so much about, every one of them would get instantaneously, starting may 15 or may 22 would start to see this right in their paycheck. I love that idea. It also, Small Businesses that are struggling for revenues right now, every one of the 28 million Small Business men and women out there would get that extra revenue in their paycheck and that would allow them to hire more workers. I just love to say one thing of this idea of bailing out the states, you were talking about redistribution, explained to me by poor people in alabama should have to fill out rich people in new york and california. I dont get the log logic. Alabama doesnt bother me as much as tennessee does. Pensions are fully funded, we have the lowest taxes in the nation, very low property tax, and you want us to give our money, hello, not this week. They can keep their own money, will keep hours and will keep going. Ive got a feeling your conversation is going to continue. Were going to have to leave it there for the moment. Thank you so much for it is great to see you tonight. I can see why the president gave you that great honor recently. Steve, your gonna stay with us and charlie kirk and lisa booth will join us for more on reopening america. Dont go away. Welcome back everyone, steve moore is back enjoining him is Fox News Contributor lisa booth and turning point usa charlie kirk. All right. You heard what they had to say, lets start with you lisa, what are your reactions . I think youre actually right and what you said earlier that we do need to reopen the schools to reopen the economy. What are parents going to do when theyre expected to go back to work if schools are not open. Thats absolutely the key. Most people really need to look at the data. Eu ministers recently said if you look at the 22 European Countries that have open, theyre actually not seeing a significant increase in infections among staff, students and teachers. Additionally, you look at denmark who was the first country to reopen outside of asia and theyve also reopen their schools on april 15. Theyve been able to keep there are rate below one and they just had their first day where they had zero deaths. Additionally, if you look at the data, even with the cdc, kids have been sicker from the flu in previous seasons then they have from the coronavirus and the same can be said for the death rate when you look at even in new york city its. 006 so we need to look at the data, we need to be smart about this given that theres really no reason for children to not go back to school. Well put lisa, charlie lets just keep going with this for a moment, its amazing to me when you hear the conversation in this country about schools. Its not about whether we open now, its should we open in the fall, is it safe in the fall. I mean that is months away. I just find it astonishing that this is the level of the conversation and we havent got the clamor to reopen schools now. Completely, and steve, youre totally right. Anyone who opposes it is antiscience and anti data which seems to be a common talking point of the left over the last couple years so its interesting where we have verifiable data and science such as denmark and some sort of bizarre circumstance that were in, denmark is leading the way. For example, the california state system, the college system, and this is very near and dear to us that turning point usa because i run an organization on 2000 College Campuses and schools across the country. We are understanding the heartbeat of whats going on but california state systems that were probably not going back at all. No school on campus this fall. I hope that they retract that and rethink that because theyre not in favor of science. The other thing is this, we shouldnt act as if just because the schools close theyre just gonna magically be able to reopen. For example, a lot of the Catholic Schools in new jersey and the east coast, because of their very unusual tax filing under the archdiocese say theyre not able to access some of the loan forgiveness that was offered by congress. Some of these schools will never open again. There on very thin margins, they dont have big endowments like our major elitist institutions likes sanford and harvard. Working to see our amazing Catholic Schools close with very little chance of reopening across the country. If we are serious about reopening america, we must reopen schools. How can people go back to work if their kids are still a home. You are spot on with your emphasis on this topic. All right, steve, quick comment from you and them will flip it to talking about what you laid out. Go ahead and comment on schools, steve moore. Americans are afraid of this virus in the media has played such a horrible role in scaring people and not telling people the very science that charlie is talking about. Youre more likely come your kid is more likely to die from walking across the street then from going to school. This is primarily a disease that affects older people. We been so dumb and so stupid about the way weve dealt with this. We didnt keep the nursing home safe, we didnt keep people who are elderly safe, we didnt keep people who have other diseases safe but we wouldnt let young kids go to school and when history books write about what we did over the last three months they will be horrified by it but it is time to get the schools in the camps remember, summer, kids have to go to camp. A lot of states wont even let kids go to camp. Charlie, your reaction to what we had heard, particularly i love the idea, the spending payroll tax towards the end of the year. Its brilliant. The likelihood of nancy pelosi adopting anything thats going to help workers is very unlikely. She seems far more concerned about distributing cash to illegal aliens and helping workers in the time of a crisis. As she said, going on a talk show mocking President Trump while American Workers were in the most desperate point of nee need. So the fact that she will adopt this policy is very small but its a brilliant idea. As an employer, as someone who employs over 200 people, i can tell you a tax cut would be the greatest relief imaginable, good for them and on the employer side to allow us to continue to weather the storm in times of uncertainty. Lisa, quickly, i was very interested in a big part of thi this, the recovery was not dishing out huge amounts of federal money. Your reaction. Wealth course, and this idea that congress, he mentioned this before in your show that congress can save the economy by just pumping money into the system is not going to work because the problem that were seen with the coronavirus is way too decentralized. You cant write targeted policy prescriptions were already seeing errors in the policy is already been signed into law, even looking at the fact that some peoples make more money by staying unemployed then going back to work. We write this legislation in haste and urgency, theres going to be a ton of issues and i guarantee were going to keep flagging concerns with them and stressed the of what has already been passed. I wish you were wrong, but i know you are right. Thank you all. Coming up he has some thoughts on the american spirits and how that can help with additional recovery. Dont go away. Its not just government plans and taxing that will fuel recovery but the american spirit. Joining me now to just address that is Fox News Contributor raymond. Youve got some thoughts on this, i just will hand it over to you. Go for it. Steve, ive been reflecting during this time on our founding, the first revolution, youre always carrying the banter of the next one. The first revolution, the spirit of recovery that i think weve missed it somewhere along the way is found in our past. In 1775 when George Washington in our founding father was struggling for independence in boston there was a smallpox outbreak. People forget about this. His army was threatened, all of boston was infected with this horrible contagion, heres what he did. He quarantined the soldiers and the boston locals who were infected and they move forward with the siege of boston so he was fighting to enemies. The smallpox and the army he was trying to repel. Forgive us steve, your countrymen. Then we had yellow fever. People forget, Alexander Hamilton in 1793, he contracted yellow fever in philadelphia. He left the city, he recovered and the Founding Fathers found a way to adapt. They were innovative and tried to contain the contagion that they had no therapeutic and vaccine for, they eventually inoculated themselves very crudely. When you look at the historical pattern, yellow fever in new orleans, 150,000 people died between 1803 in the civil war here. But when Theodore Roosevelt came, he said no orleanians were creating greater drainage systems, they built those drainage systems we have today, mosquito control, he said they took hold of it after it had started and they controlled it and conquered it. It seems to me we have to have that notion to not focus on the contagion but on the goal of liberty. Thats what always drove these great innovative americans forward, and it reminded me of john adams who him himself battled smallpox and he wrote this in 1765, liberty must, at all hazards be supported. We have a right to it, derived from our maker, and if we had not our fathers have earned it and bought it for us at the expense of their ease, their estates, their leisure and their blood. Today we are willing to trade that liberty, i worry, for a quickie pizza and a netflix subscription. Our liberty is more valuable than that. We have to strive for and find innovative ways to move on with our life. Very well said. You are reminding me what i love about this country, why im so proud to be here. Literally why i decided to become an american citizen, and by the way, i dont take the old british stuff personally at all because my parents were hungarian immigrants, all that old stuff, that wasnt my people so you can be as rude as youd like. Exactly. All right. I thought that was beautifully put. Lets bring in lisa and charlie. Lets start with you. What were your reactions. Raymonds exactly right. The pursuit of liberty is paramount for our country. Recently mayor garcetti said you have to earn your freedom back. Think about the significance of him saying that. No, we have freedom naturally, we have natural rights. Thats the whole point of our country, that the declaration of independence, the birth certificate of our nation and the laws of nature, it was such a categorical difference saying no no, you the government we create you as human beings, we have natural rights in the state of nature and what we see right now is we have to get back to that pursuit of liberty. Away from that authoritarian technocratic nonsense where they say to people in a vote, you cant go on wet sand, you can no longer skateboard, people know this doesnt make sense. Its liberty that made america great. We have to get back to it. Lisa, thats right but the problem is that the actual recovery, thats in the hands of state and local politicians, not all of whom share these views. Absolutely. I have more faith in the American People to exercise common sense than i do any of these politicians and elected officials, and im frustrated because what frustrates me so much as so many of the problems that we are facing are selfinflicted. They are done by politicians who have locked down the economy, pushed off things like what was nonessential health services, and a lot of these policies could eventually lead to more death and destruction than the coronavirus itself. Further, i dont know about you but im so sick and tired of people saying things like were all in this together. Most of the people who are saying that are still getting a paycheck where they are independently wealthy, and its 36 million americans who dont have jobs or the hundred thousand businesses that had permanently closed in the Business Owner having their dreams crushed her the mom and dad having to go to a food bank for the first time in their life that are suffering. I find myself so frustrated, but i am confident we will get through this because the American People are resilient and we are strong, but i have more faith in the American People than i do in any of those politicians. Raymond, im you handed over to you, but actually what realisa is talking about, that righteous anger is part of the American Strike two. We are rambunctious people. A defiant people who were so committed to liberty and freedom and i worry we are trading that to stay at home in hiding. I have to tell you, and i love being a normal indian. You see that spirit coming out, even the mayor who was locking things down, theres outdoor dining, people are developing uv masks that have the uv light that goes out and purifies the air on the way in. Thats the kind of innovation and determination that are going to get us back to living. But, we made it through the spanish flu, yellow fever, the smallpox, we can make it through covid. Its not nearly as deadly. America has been here before and we will conquer this one to and take hold of it as Theodore Roosevelt said. There you go. Great. Thank you so much. Great discussion. A leading politician said this recently on twitter, in hindsight we should amend much more insistent of isolation of nursing home residents and vulnerable individuals and testing all people in contact with them as a portrait across the board which is impossible to enforce. How sensible. It was president joel gano that former and john delaney. Great to see you. Just give us your thoughts on where we are right now and the priorities for the recovery in the months ahead. Its great to be with you. Its been a long time. I think where we are right now is we have to look at the data we have to look at the facts and make really smart decisions going forward. It doesnt really matter what happens in the past. Thats one of the things we have to stop doing which is secondguessing everything. We have to have some tolerance for trying new things, if they dont work kind of step back and be much more nimble. Its clear to me that half the deaths in the country have been in Nursing Homes where there is about one half Million People out of 330 Million People that we need a laserlike focus on really making sure we are protecting them, making sure they are isolating and quarantined and all the workers are tested on a regular basis and they have the resources they need to maintain safety. The same thing with people over 65 which, another 25 of the deaths of people over 65 not in Nursing Homes. So clearly thats got to guide our approach. We also know that other things work, big gatherings are problem but if we maintain distance and Clean Services and wear masks, that the likelihood of spreading in those situations is much less so we just have to look at facts and data because in an uncertain situation, the only way you can manage it is with data and i just think were not doing a good enough job of that. So what would be your priorities in terms of getting people back to work. We have this horrendous unemployment situation for very obvious reasons, lets not look back on that but in terms of getting people back to work, getting the recovery on track, what would be the points he would want to hit from a policy point of view. So theres a couple things that are obvious that we really probably cant do at this point, we cant have big crowds and stadiums were big crowds in concert so youve got to identify a couple things. You really cant reopen at this point, but Everything Else i think can have a strategy. Right, and the strategy changes in people are smart and were learning things so i just think if its time to reopen but it has to be done carefully and with certain things excluded, and thats gotta be our approach. Weve got a protect the people who are less vulnerable, i do think people should wear masks, i do think we shouldnt courage people to download apps, i know not everyones going to want to do that because they have their privacy and thats their decision but i think it would be great if more people did it. I think weve just got a look at the smart things that we can do because we also have a lot of innovation coming and people are discounting down a lot but the amount of progress that is made in public and private grounds and innovation , whether its half a dozen vaccines that are promising, working to get out of this, we just have to be smart and look at whats happening. Go on. We should be reckless but we shouldnt be too cautious. We should be responsible. Thats how i think about it. Great. I love that attitude. I always thought you had a great problemsolving attitude and i hope you can find some way to apply that in these great months ahead. Coming up, the biggest threat to americas recovery lurking in a delaware basement. Steve charlie and lisa are back after the break. Emiums. Steve we spent the night discussing plans for an economic recovery but what happens if joe biden wins in november but he would beat the puppets of pelosi and would destroy this recovery with pelosi spending an army of democrats. What about joe biden and the recovery . What is interesting right now, steve, if you look at the poles on donald trump and Joe Biden Donald trumps numbers are okay, they are not great but he somewhere in the middle. The one issue that resonates to me when i look at the poles of the American People when you ask the American People this key question, steve, who do you trust more to rebuild the American Economy donald trump or joe biden, donald trump wins that by 13 percentage points. Donald trump will win this election because americans do not trust the democrats and do not trust the Lockdown Party to rebuild our economy. Steve and lisa, we saw them coming into focus with that enormous build the pelosi put out the other week. The extent of the threat to any kind of economic recovery if they took power. Even just the contracts between republican and democrat and the lack of faith democrats have in the American People to do the right thing, look, once we move past this pandemic which looked like we are heading in that direction the focus will shift to the economy and recovery and as steve pointed out that is where President Trump shines and that is his strong suit. He could easily say i built a Strong Economy before and i will do it again and one thing when we look at how disastrous these virtual rallies have been for joe biden, its easy to laugh but the better question to ask yourself is how can they run if president ial campaign when they cant even run a virtual rally. It speaks to the weakness of the Biden Campaign and we also saw that in the primary and because the dynamics will look different there will be an emphasis on the digital front which certainly benefits of the Trump Campaign and when you look at the fact that facebook executives said that the Trump Campaign ran the best Digital Advertising campaign they had ever seen before. Steve yeah, look, tokyo joe said we must not laugh but one think that we said was clearly planted by the Biden Campaign in the New York Times a couple of weeks ago and was all about how one of the messages and arguments they would put out there at this time is bidens experience in running the stimulus after the last economic collapse is the reason why you can trust him to do the recovery now. I thought are you kidding . [laughter] it might surprise you to hear this steve, and i the audience but i do trust joe biden to rebuild the chinese economy. [laughter] i think that if this is a referendum on making sure that china has a good century, joe biden is your candidate. If you want to see a week in america he would be phenomenal. If you want to see open borders and a deteriorated middleclass, hes got a drake track record adapted if you want to see reckless boring wars and displacement of military leaders, thats joe biden. Steve real quick, last thoughts. [inaudible conversations] worst recovery ever. Steve i like to conclude but thank you so much all of you. Next week the trump second term, what should that be all about . Join us again next sunday when the next revolution will be televised.
