Fiasco playing out in washington with fox news senior capitol hill producer. Chad, whats the latest. They had another set of talks at the white house today. This was Vice President pence, the acting chief of staff mick mullaney, Jared Kushner also meeting with top congressional aides from the leadership of both sides of the capital. You get kind of a tale of two cities. Democrats say there was no progress yet President Trump sent out a tweet saying it was a very productive meeting. What will happen on tuesday. They will start to move a series of bills this week to reopen the government. They passed two separate bills last week on a bipartisan basis. One bill had five republicans that voted yes another had seven. What they will do starting tuesday and the rules committee and wednesday on the floor is start with bills to reopen the government starting with the Financial Services appropriations bill and go through one by one. Theyre very concerned about opening the treasury and irs and that bill because were getting into tax season. They want to get it open right away. That will be the first order of business on capitol hill. Democrats now control the house and can turn it around on republicans and say wait a minute hes built on three occasions to reopen government, what are you doing and what are you doing republicans. Thank you very much. I appreciate the update. With me now is former bernie sanders, republican congressman Mike Gallagher and lisa booth. Pray before we get into it i promised you this amazing that information and i want to start with this. You havent seen this anywhere else and its quite amazing all the economic geniuses that its over, manufacturing is not coming back, it wont happen, just look whats going on. Last year 2018 was the biggest increase in manufacturing jobs since 1997. That is before china entered the wto and sucked all those manufacturing jobs out of the country and just look at those numbers. The Trump Administration, 473,000 extra manufacturing jobs in the entire eight years of the Obama Administration. This is an astonishing record and its particularly what i wanted to focus on because thats exactly what President Trump promised. It was exactly those people he promised to help. When we think about that, it seems to me theres this incredible contrast where you have success on policy but on the politics just got this fiasco going on. It is a fiasco with the Government Shutdown. These are the voters and the people message two. They are the forgotten men and women left behind by the Obama Administration and they need manufacturing jobs and made a campaign promise. I think a large part of the deregulation we seem has been a net positive. Heading into 2020, having to build this promise, its going to be a huge benefit for him to go back to these rust belt states and try to do that in 2020. Are you going back there tomorrow . Okay, good luck. Whats going on . I look at this argument over the wall and the shutdown. Jason was on the show just before christmas and he said actually there are hundreds of expenditures that are not authorized and that the president should do the deal without requiring some sort of deal. Why can he just get on with it. It is true we appropriate a lot of money towards things that are not authorized. Matter fact, its a failure to do the job. The further away from the constitution we stray. We shouldnt demand that the president do everything. Congress needs to step up and do their job. Thats why was unconscionable that nancy pelosi. [inaudible] we have two competing constructs. This is the best debate to have. We should be able to flush out what is 1. 6 billion versus 5 billion. By the way, 25 which even Chuck Schumer was okay with 25. Over ten years, these are concrete things. They interject the third option which is essentially nothing. Add to the fact that were doing this in a topdown process where their negotiating and waiting for white smoke to emerge and take our marching orders and add onto that as well the vortex that is the 2020 president ial election which makes it very difficult for anyone to compromise particularly those running for president. Your post of any idea that the president should just get on with it mike forget about negotiating and just do it two as democratic chair, he probably does have the authority under existing law but i think the existing declaration sets a very dangerous precedent and i would caution my conservative friends, think back long ago to them president obama was doing everything. We didnt like that. Imagine a future in which president sanders or president warren were declaring emergency and yielding the full strength and force of the executive branch. Where are you on this. Do you think the fight for the wall is worth pursuing and do you think, on the other side that the democrats are right to resist at all cost . I wouldnt say this fight, the reality is. [inaudible] whether i think its important or not or whether i think weve had many discussion about how immigration has hurt the Africanamerican Community when you talk about jobs in manufacturing, how that is truly, for those in communities. Theres a lot of good stories on that. People coming back into the labor market. I worked for the Largest Staffing Firm in the first job ill put someone in is a manufacturing job where theyre coming out without a High School Diploma or no college education. When we talk about the wall, its not even about if we should pursue it or not. Either they were allow him to pursue it or they wont. Democrats will have an opportunity in the end thats how i see it which is by the way, i totally think that it is a good idea. Even if you dont think it was this is such a clear promise. Thats exactly why they dont want to give the wild President Trump. It was such a Key Campaign Promise. It is about 2020 when it comes to the democrats and trying to deny him that Key Campaign Promise they both agree on the wall. Democrats were willing to do deal in exchange for daca. Also you have so Many Democrats who have voted along the southern border. Clearly there them not against it. Clearly they think it works. The fe plosive because its immoral its laughable for her to make that claim credits laughable that were at a Government Shutdown over something that both parties agree on but thats washington d. C. Thats why started off calling it a pantomime. At least theres good news in the real world. The establishment is up in arms over the department of generals madison kelly. Generals madison kelly. The new year began with the establishment up in arms over generals leaving the Trump Administration. How will they survive the department of james kellyanne untamed John Kellyanne james mattis. Lets start tonight with the resignation of james mattis. Absolutely apocalyptic. Forget about war or disease or poverty, the apocalyptic is when the elected president is no longer supervised by the unelected ruling establishment. He even gave it a name. The committee to save america. It included not just the military but also rex silliman. The committee to save american which is tillerson, matus, mcmaster and kelly, they have constrained. It was very much the committee to save america was the phrase that was used mostly for the generals two the committee to save america. Have you ever heard anything more smug, more pompous, but more importantly more and i democratic because it turns out the committee to save america was really to save the american establishment. It was to stop the president from delivering election promises on trade. This is what americans voted for. We will renegotiate nafta or withdraw from the deal to get a much better one for our workers in our company. Fixing our trade deals will be the foundation of our economic revival. But as reported by bob woodward, james mattis, yes the defense secretary plotted to block the president s trade policy. Agreed together they would fight trump on this. They meant for lunch at the pentagon to develop an action plan. One cause of the problem was the further belief that annual trade deficits of about 500 billion hog the american economy. How could they convince and educate the president. Educate the president , right because if you have a policy opinion thats different from the ruling establishment, you must be stupid. You must be educated. You must be educated about immigration. As we know americans voted for Border Security including a wal wall. A Trump Administration will also secure the borders of the United States, and yes, we will build a wall. We are going to build a wall one 100 . No, not of the committee to save america had anything to do with it. Former chief of staff john kelly boasted to democrat lawmakers last year that donald trump had not been fully informed when he promised the border wall and the president had evolved on the issue. After being educated by john kelly, kelly confirmed this to our own threadbare. He is definitely changed his attitude toward the dhea issue and even the wall once we briefed him two know he didnt change his attitude, you try to change the president s attitude job is to implement the agenda, not educate him about why its wrong. What is it with these generals. Imagine if someone behaved like they did. This is not about having yes men around. In business there is a saying, disagree and commit. It means everyone should speak up before decision is made once they decide they all get behind and make it happen. I would never send my finest into battle unless necessary, and i mean at least absolutely necessary if we have a plan for victory with vuppercaseletter we are getting out of the nationbuilding business and creating stability are moments of greatest strength came one politics ended at the waters edge. Worn aggression will not be my first instinct you cannot have a Foreign Policy without diplomacy. A super power understands that caution and restraint are truly signs of strength. Americans voted for a change of policy they voted to end the stupid foreign wars and bring americans soldiers home. But james mattis and a committee was going to let Something Like an election result get in their way regardless of election you cant let people interfere in Foreign Policy. That would be apocalyptic. So when President Trump demanded options on afghanistan, syria and iraq that would deliver what the American People voted for james mattis plotted to block him enforce the continuation of the establishment approach. Again even former National Security advisor said he believed mattis and tillerson had concluded the president and the white house were crazy. As a result they sought to implement and formulate policy on their own without interference or involvement from mcmaster, let alone the president. And now unbelievably, the same people who criticized the foreign wars attacked President Trump for trying to get out of them. Heres a familiar face, back in 2012. We have been at war so much of the time that we dont even think of ourselves at as being at war anymore. Its the new normal for america. It should not be like that. Exactly so why on earth are you lamenting the departure of james mattis. You should be cheering it as a victory for democratic civilian control of the military and that kind of Foreign Policy that you actually support. For years we have leaders who promised to end the costly wars and cave into the view. Ive seen them get to office and be completely rolled by generals with gravelly voices. Remember this . Our troops have done all that we have asked them to do. But no amount of american soldiers consult the political differences at the heart of someone elses civil war. It is my firm belief that the course of action for the United States, for iraq and our troops is to oppose this reckless escalation. To oppose this escalation. How did that guy turn into the sky . As commanderinchief, i have determined that it is in our Vital National interest to send an additional 30,000 u. S. Troops to afghanistan. Just as i have approved Additional Support for iraq support i have decided for Additional Support in syria. Obama generals rolled him. Trump turned out to be different. He finally stood up to the generals and rightly so. James mattis john kelly may have been heroes in combat. I dont know, im not a military man and cant judge but i do know something about civilian government and the way they behaved as disgraceful and frightening. They tried to impose their military views after they were rejected by civilian leadership. They were self righteous subversive and disloyal. Oh, and they were swampy at the same time. Mattis was paid 240,000 and up to 500,000 invested in Stock Options by General Dynamics that builds tanks, step submarines ammunitions. He also received a speaking fee from another company. John kelly was paid 166,000 from dying corporation who gets their revenue from government contracts. They just love saying their noble role, saving america from disaster by controlling a crazy president. If they have evidence that the president of United States is mentally ill or unfit to carry out his duties, then it is there patriotic duty to make that evidence public. James mattis, john kelly, rex tillerson, all the rest of you in the self regarding committee to save america, come on tell us now or we dont have to conclude that your real problem is with President Trump policies. Policies which aim to overturn a halfcentury of your elitist ideological orthodoxy in which the American People explicitly voted for in an election. It is the establishment effort that truly undermine democratic norms and represent a threat to our Constitutional Republic and rule of law. I want to ask you to weigh in on this. Youve been such a clear chronicle of the difference between the populist movement that donald trump, perhaps inadvertently finds himself at the head of versus the establishment gop view. The establishment gop view is one that put profits ahead of people. It puts entrepreneurs ahead of workers, it says there needs to be nothing to change. Theres nothing wrong here, go on your way. The fact is the American People want change. Theyve not been well served by the political system or even the foreignpolicy system for well on two decades. Thats why trump is present. They are slow rolling it in the white house and in congress and i wrote a piece for the Washington Post about how mitt romney, his opposition to President Trumps character, when you take a look at peace is all about policy. He just cant stand up and make the argument because heaven forbid anyone would question the selfappointed best and brightest. I think the thing about the mitt romney oped which bothered me was that he did it before he was even sworn in as a senator and was clearly an effort to elevate his own status in the senate as opposed to elevate the National Discourse amounts what bothered me. Im fine with senators having policy differences with the president and making it known. I think theyve done a good job of that where he makes it known but the way that romney handled it and to do it in the manner which he did was clearly just to elevate it so the cameras followed him, hes the first person they go to for comment. That was the only reason he did it. Also the reason the media makes a big deal about the departure for the white house is because the entire narrative of the media is that President Trump is this buffoon who cannot govern or do the job and when you make such a big deal of the people surrounding him in the exit, thats the narrative they are trying to drive. Thats the reason why the media is consistently, whether its steve bannon, previous, they make the emphasis that all the cards are going to fall because hes still there. Hes the president. Exactly. Theres no focus on actual policy and the result of good policy. One of the things i thought was really striking, heres a military guy whos absolutely, directly trying to subvert the president s trade policy in alliance with gary from goldman sachs. This is where they clash. Trump comes from the Business World which is here my orders and lets move forward but stuart make sense and in the military at the famous saying heres my orders, lets move forward, lets make sense but where their disagreeing is when you have a general who comes from that background and is held to such a hike seem to be challenged who doesnt have the same expansive qualifications, this is probably why they clash and probably why you didnt stay in the military for too long because i have a lot of back talk. That has a lot to do with it. I really think even with talk about mitt romney theres just a group of folks out there who just dont like trump. Mitt romney, this was all about his personal opinion from the very moment when trump said that he choked on the campaign trail, hes been waiting and waiting. You can go for an opportunity to get back to him and thats just unfortunate. In the military you do what the commanderinchief said. It doesnt make a lot of sense. Your book is about the focus on the working americans. That is the innovation that President Trump brought to the Republican Party, but they should be welcoming that, not fighting it. They should completely welcome it but what they dont want to do is put the worker ahead of the businessperson. In the establishment view, mitt romney. [inaudible] they never bothered to ask why did they reject him and every other republican nominee since Ronald Reagan before they met donald trump. Will thats because workers know when push chips are down trump will choose workers over businessmen and the establishment does not want to reverse that do not get very interesting. We can talk a bit more about it in a minute. Thats all we have time for pronounce. Coming up, if you have ever thought that wall street is full of idiots without a clue about the real economy, theyve just proved it. We have surprising numbers that show just tha uhoh guess what day it is . . Guess what day it is huh. Anybody . Julie hey. Guess what day it is . . Ah come on, i know you can hear me. Mike mike mike. Mike what day is it mike . Ha ha leslie, guess what today is . Its hump day. Whoot whoot ronny, how happy are folks who save hundreds of dollars switching to geico . Id say happier than a camel on wednesday. Hump day yay get happy. Get geico. Fifteen minutes could save you fifteen percent or more. Take your razor, yup. Up and down, never side to side, shaquem, you got it . Come on stay focused. Hard work baby, it gonna pay off. Welcome back. Alongside immigration, Donald Trumps promised to fix the economy and do it in a way that helps working americans, not just the rich was the reason he was elected. Look at the contrast between wall street and the real economy. In the last few months the stock market tanked over fears the economy was headed in the wrong direction but in the real world the American Consumer powered head. Holiday sales hit their highest mark in six years. Wall street praise the president s policy because it makes it harder. [inaudible] but in the real world they are helping exactly the people in this country that donald trump promised. The unemployment gap between skilled and unskilled workers are shrinking and wages are rising and companies are forced to hire workers they may have overlooked in the past. Thats what i call positive populism. Here we are, i want to start with you. Whats the chances that the bluecollar workers, the democrats who kind of went to donald trump because they wanted this kind of policy, it seems like theyve drifted away a bit. We saw that a little bit in 2018. Do you think their success will bring them back to the president camp in the years ahead. That was such a great point. Im so appreciative for it. Thats for the Democrat Party really fails. They failed to talk about business owners. Theres a big difference between wall street and me being a Small Business owner. A small difference between how what i was able to employ and the democrats have one so far left that everything is about the evil, evil wall street where they thought forgotten about the average working person. Even star stock market has tanked but the economy has done well, i think thats really important. This will eventually move people closer to trump instead of talking about business, and some afflicted paralyze to talk about it because i understand the importance of social issues i also understand the importance of an economic engine that doesnt solve our social problems of bugs sure makes it easier and thats were democrats fail. Youll see a big difference between your moderates and those in the middle and those who are progressive that are running for president in 2020. If you just look at wall street you think everythings falling apart, but all the time commute just had good news for the American Worker. Its been great news for the American Worker and will get better. Weve got that big increase in manufacturing jobs talked about in the reit negotiated nafta doesnt take effect for couple years. It will push more auto manufacturing in this country. The deal that will get cut with china this year, there will be a deal. Will push more manufacturing back to the United States. Once we cut down on immigrants who are taking american jobs, over 5 Million People not legally here in the country who are working in america, that will create more demand for the marginal unskilled worker and push wages up even more and it will be wonderful news for President Trump going and 2020. Thats very optimistic but sometimes i think the wall street negativity can infect the real economy. Potentially but also the coverage of the white house of wall street. I think of the media focuses on volatility then i think that will translate in the market, personally. The reason why i think with the bluecollar workers of 2018 that it doesnt do quite as well as because President Trump wasnt on the ballot and President Trump passed through the victory through the white house, always the rust belt and again in 2020 it will be through the rust belt. I think why President Trump was so refreshing to a lot of these bluecollar workers is one you had president obama who pursued a policy of identity politics and forgot about the rest of america and President Trump spoke to the people. You also have an issue like coal, President Trump is waging a war on coal. Hillary clinton said she wanted to put coal workers out of business in here you have President Trump coming in and saying i care about you, i know youre hurting and i want jobs to come back to your communities so imagine how refreshing that has to sound to those individuals and clearly hes falling through following through. Great. I agree. It will depend very much for the democrats can challenge that in any way. Thank you all very much. Coming up Mike Gallagher will be back, he says the problems on capitol hill are even worse than you can imagine but he has a positive and practical plan. Hi there, this is a commercial about insurance. But lets be honest. Nobody likes dealing with insurance. See, esurance knows its confusing. I literally have no idea what im getting. I dont know either. Im just the spokesperson. But thats why theyre making it simple so that even actors, like us, can understand it. Im not an actor. Id love to tell you more but i only have thirty seconds. So heres a dramatic shot of their tagline so youll remember it. When insurance is simple, its surprisingly painless. When our guests arrived on capitol hill two years ago, he was surprised to learn it was not as bad as he feared, it was even worse for tonight positive impractical segment hes got some ideas on how to salvage the legislative branch of our government. Thank you. To connect with what we are talking about before, we talked about how its tempting to allow the executive branch do everything but ultimately with that reflects how diminished the institution has gotten. Whats less understood is how power within the institution is gone from the committees and individual members and its entirely concentrated at the top. If youre an idealistic new member and you want to get stuff done, you have to play the game in order to advance and often times that means good legislation never goes anywhere or we govern from crisis to crisis. I tried to think about one of the simplest things you could do to fix that. Fixes that would not require a change of the law, it would be nonpartisan. I came to realize there are three things that are starting point. The first and simplest would be merely to change the congressional calendar. Keep us in session until we actually do our job rather than flying in on tuesday night, flying out on thursday, flying to hawaii during a shutdown, actually change the congressional calendar to work three weeks on, one week off. Get people in d. C. To actually Work Together and get some stuff done. The second thing is to actually dive all power from the top back down to the committees and the members by requiring Committee Chairs to be elected by the Committee Members rather than chosen by leadership and the third thing would be to streamline the actual jurisdiction of the committees makes more sense of jurisdiction over healthcare, for example, isnt subject to the schema throne process were different committees are commutin competing and then no one has actual responsibility for anything. Those are the simplest things i can do. I dont think that will fix everything, i think its starting point. I favor term limits we talked about campaignfinance reform, but theres a lot of criticism ive got for this but i would just say to the critics who dont offer an alternative, they are quite literally insane in defending the status quo because the status quo involves doing the same thing over and over again and expecting a different result. A couple things, its very interesting your focus on the committees. I think thats not widely understood we talk about congress and the laws of the regulation, its these committees that are so powerful. By the way thats where a lot of the corruption comes in because you talk about it almost the whole time, thats where you got the special interest in the companies that are regulated they can give money to the people and the stock members who service, those committees, its all about those committees. Right. So what the objection from the critics. What dont they like about it . I think theres a lot of people in d. C. Who object to the idea of having to work harder and at the same time. [inaudible] you can see theres a lot of people who have spent time playing the game where any change would result in surrendering some power. My argument is what im actually trying to do is make the work of every member of the committee more meaningful and more powerful for their channeling their ambition they are delivering with an eye toward solving the problems. They introduced a bill on taking the house. I think its 600 pages of changes theres no prospect of any of it happening. They dont follow through on any of the promises that are made. I dont see many people wanting to give up power in congress. Its such a game thats played in the sense of cozying up to leadership and its all about money and going out and raising a ton of money and giving the money to the and rcc and cozying up to leadership. Ive worked for members of congress who have been on the opposite side of leadership and its tough. If you take both, they dont like it and they come down on you and try to make your life more difficult and in a more extreme example, you hear about where they shone you out and push you out and they dont really want to come to your defense when youre running for congress and give you the money you need if youre facing a tough challenger. It really is all about control so youre asking people who want that control to give it up and thats where i think the Biggest Challenges personally. And so much of it comes down to money. That is why bernies team on the financing and politics struck a chord. Absolutely. It comes down to money. Thats why nancy pelosi was elected again for her ability to be able to raise money. Not because shes the most motivating person on the Democratic Party and not because thats the direction people want to go in but simply because she can raise money. I love those ideas, and im a big proponent of term limits. I think people are into long when they do get in you start fundraising again. Look at a lot of the fresh who come in and flips like cortez and then the minute they say you will be, its just unfortunate. I did offer a second proposal in our caucus. [inaudible] [laughter] will give the glass half ful full. And we can just get this spirit going we could fix it all. Love is now bigger than ever. We met welcome back. With the start of the new congress, the spotlight is on the growing diversity in the Democratic Party and the lack of diversity in the gop. Take a look at this. In the new congress 38 of democrats compared to just 8 of republicans. While 37 of democrats in congress and minorities, 90 of House Republicans are white men. 90 . Does the Republican Party have a diversity problem . To answer that question we turn to a white man. [laughter] i dont want to go on about, im not sort of arguing for the sake of it but i do think there comes a point when it just matters and not because of anything other than its better to have more people around the table to represent the people youre trying to do policy for. I think its a huge problem for the Republican Party. If you compare 1989 and 2019, the democrats went from eckstein women to 80 women, its why the work that my brilliant colleague is doing to recruit, i would commend an oped she wrote to reaching out to the younger women that have been elected, she was the youngest woman ever elected and now has surrendered that title. Its a great oped. Im actually excited by the amount of young people in this congress. I went to being the second youngest and i dont think im in the top ten. I think that the body of people who can Work Together for them to advance his agenda, without looking absurdly politically correct. Go back and look at the 2016 primary. For republicans you had ben carson, teddy cruz, marco rubio, bobby jindal, carly purina, they never got any attention. What was the democrat primary field. Bernie sanders and Hillary Clinton . They cant remember who else ran on the democrat ticket but it wasnt diverse. Diversity is only paid attention to or women in congress, also Kellyanne Conway didnt get any attention when she was the first female Campaign Manager to win. Obviously im excited about diversity. I will favor but he who looks like me doesnt represent my interest, but there needs to be more diversity on the republican side. That such a great way. Check out a brandnew deep dive tomorrow on fox nation. Ill be discussing immigration.
