We do think theres a major problem here and i think it does need more resources. The president s asking for onetenter hatenth of 1 , not jr the wall and barrier but for agents and to deal with the humanitarian issues we have. Hes showing flexibility in how we achieve that. Its time to find Common Ground here. This cant be that hard. And reopen the government as we do it. Paul if the democrats decide were not giving him a dime for anything called a border steel barrier, a wall or whatever, and the president insists on it, then whats the way out of this impasse . I hope it doesnt come to an executive order dealing with the National Security but that may have to be the case. I still think theres a better solution Going Forward here and im hopeful as this again, i dont think this Government Shutdown helps anybody, benefits anyone. I think this is this can be solved if both parties are willing to do it. Paul whats your advice for dealing with nancy pelosi . Its clear she has the united caucus behind her, not to give the president a dime. And i think the president thought, well, if we kick this dispute into the new year, when shes speak her, maybe we could get some negotiation going. Its clear thats not going to happen. How would you advise the president to deal with her . Id say continue to stay at the table. I think the point he made the other day, which is when she asked for reopening the government for 30 days, he asked a simple question, are you going to be willing to negotiate during that period, she firmly said no. So she may be closing off all those avenues of. Its many of her fed wal manr federal workers who are impacted. I dont think its right to work without pay. I know some democrats are starting to speak out that its time to find a solution. Paul if the president does declare a National Emergency, and repurposes some funds, ill tell you what, lets leaf the legality aside, its a debate about whether that is a proper use of executive authority, is it really a good precedent . Im worried about this president to have any president , democrat, republican, to be able to repurpose funds, from military construction or Disaster Relief for what is essentially his political priority. We found i agree, that i think its much smarter to be able to find the Common Ground on this. And i know that we fought very hard for every dollar to rebuild our military and for our region so hardhit by hurricane harvey, obviously ive got assurances last night from the white house that the harvey funds will not be impacted. They worked with us closely to get those dollars. I think their assessment is to look at the unobligated funds throughout the government to determine which can be used in the shortterm to provide some of this border relief and border security. So look, im hopeful it doesnt come to that. Paul you would support the president if he did move that way . You know, again, im pushing hard to find a different solution on this. Paul okay. On weighs and means, youre in the minority, having been chairman, thats never easy to take. Where do you see the democrats going though here on tax policy in this administration . Clearly, from an economic standpoint, we changed the trajectory of the u. S. Economy and leapfrogged to the most competitive economy. Any efforts they make to shut that down and close down that growth and job growth and paycheck growth were going to fight very strongly. But if they are looking at governing rather than just attacking the president , were eager to work with them and that may be finetuning the new tax code to make sure its working even better. Thats pretty normal after a major reform. Secondly, retirement security, the house and the senate reached agreement on Retirement Savings package to help more families and businesses offer it. Thats Common Ground. They want to do more middle class tax cuts. We are certainly at the table with them. One final point, the economy to grow needs more workers and needs more customers. Were eager to Work Together on a new trade agreement with mexico and canada. We dont know yet, paul, whether they have an interest in advancing that agreement but its critical we have a modern agreement with our two biggest trading partners. Paul briefly, congressman, any chance youd consider raising tax rates on businesses, corporate rates or individuals . Absolutely not. That would slow this growth, slow investment. It would hurt the very workers democrats want to help because now were seeing the underdogs in our community who have always had the toughest time finding that job, and theres always the first one laid off, theyre now seeing opportunities theyve never seen. Are the democrats going to give the president money for the wall. It doesnt sound like it, does it . Its been an interesting week. Were getting to the point where we have to interpret things that dont happen over the shutdown. The conventional wisdom is that President Trump is taking most of the blame because in fact he said i will take responsibility for the shutdown. I will take the mantel. At which point, he put himself in a box canyon with that kind of commitment. Not the past week, but in the past week, i think nancy pelosi perhaps has the screw is now turning on the democrats. She is the one who said the wall is immoral. She is the one who will not talk about, have a conversation where the wall is involved. Meanwhile, youve got the president going through all of this activity, trying to figure out whether theres a way out, National Emergency maybe, negotiating with the democrats, and i think the democrats have gotten to the point where they are beginning to look as though they simply will not do politics with the president , whether he calls it a wall or some other or euphimism, slats or Something Like that. Paul as i look at the polls, looks to me like the president is bearing the brunt of the blame in Public Opinion for now and then its the democrats in congress. Little less, but theyre sharing the blame. But who is winning the fight . Right now i dont think trump is winning it. Thats in part because he took responsibility early on for the shutdown. I think were seeing the pain intensify with government workers many i think people are generally frustrated with the lack of a solution here. Paul lets talk about this. Youve been down there. When you say a crisis, what is the problem . It seems to me that the big problem is right now, is asylum policy, people coming into the United States from central america, more than mexico, and coming in and saying sorry, im persecuted, give me asylum and then they get in the system where we as the president said, we cant send them back. The asylum law is a mess. It creates insense testify is i. I think youve got a huge incentive for economic migrants who arent fleeing persecution to seek asylum. They have a pass a credible fear interview. Its pretty low bar. Paul then what happens . They can stay in the u. S. Legally. If the case goes on longer than six p months they can get a permit to work. Thats a pretty appealing option if youre an economic migrant. Paul the wall wont stop that. It wont. The asylum system creates incentive for people to cross illegally. Youre supposed to do that at a port of entry. If you cross the border illegally, you can also seek asylum. A lot of people are trying to get around the system, cross illegally. Paul do you think the wall is actually a solution to this kind of a problem . I dont think its a solution to either the shortterm or the longterm problem. Longterm, you need more legal pathways to get into the country. Visas, especially guest worker visas. Paul so they can go back and forth. Thats right. Theres huge demand for farm workers, temporary workers in landscaping and other industries. You also need for the shortterm, you need more Immigration Judges to deal with the backlog, more detention facilities. Right now, they get caught and they are essentially released. There is something to that. Paul the president s asked for that. Hes asked for a lot of money for those things and other things including medical care, humanitarian stream, child care at the r border. The democrats dont even want to give him that. No. At least jillian has laid out the parameters here of the substance and the policy of this problem. Its got to be solved by the congress of the United States, working with the president. At this point, nothing like that is going on and, again, paul, i think its because the president the democrats have decided that it is to their benefit to have trump seemingly surrounded by a sense of chaos in our politics. I think they benefited from that in the midterm elections a little bit. And nancy pelosi is determined to have this feeling of chaos and incompetence roll forward. Theres a point beyond which i think its not going to work. Paul some people are saying, maybe the president thinks his way out of this box canyon is to declare a National Emergency and repurpose funds from military construction or Disaster Relief to build the wall. What do you think of that, first legally . I think it would probably be upheld by the Supreme Court but likely enjoined by the lower courts. In general, throughout history, congress when it delegates power to the president , courts have upheld that. In this case, they have delegated powers during national emergencies, if the president declares it, that he can repurpose these funds. Paul even if the lower courts enjoin it, which probably will p happen in the ninth circuit and maybe the d. C. Circuit. Right. Paul if it goes to the Supreme Court, he will win but it may be moot at this point. He may no longer be president. Paul is it a good idea . Is it still a good idea for him to do that . If you ask me, its seems that this stretches even if its the Supreme Court agrees, it stretches authority. Its a terrible precedent. Consider what future president s, democratic president s might do, they may declare rising Carbon Emissions a National Emergency and use that to impose more regulation. Paul i agree, its a bad precedent that may be the only way the president thinks he can get out of that. Democrats left turn from a Green New Deal to medicare for all, some high profile progressives are pushing a new agenda in washington. What are they proposing and how will voters respond . Paul a new poll released this week finds a majority of democrats now identify as liberal rather than moderate or conservative. The First Time Since gallop began asking the question in the 1990s. Paul, i think you just mentioned, were talking about a Green New Deal which by the way makes the obama administrations Clean Power Plan which reengineered huge parts of the Energy Economy look modest. Were talking about rei think reengineering the economy to not use carbon anymore and including in this of course job guarantees, basic income guarantees and a variety of other stuff. Paul were talking about some pretty theyre talking about on health care, really much more beyond obamacare and then raising taxes. Thats also part of this mix. Right, paul. Medicare for all is now apparently a serious policy consideration in the democratic caucus. Theyre going to have hearings on it. Theyre talking to the congressional Budgets Office about some of the details. But paul, on a 70 marginal tax rate, you and i both know thats not going to pay the bills on a trillion dollar climate plan. You would need it to hit at lower levels, were talking middle class families, talking about more than a top rate like that, talking about taxing 401ks and other things because the middle class is where the money is. Paul there arent enough rich people above a Million Dollars of income to finance that. Lets dig a little bit more, jillian, into this Green New Deal. Specifically, what do they want in terms of the move to renewables . Theyre looking at 100 renewables. Its probably going to be within 10 to 12 years is the goal. Paul step back from that. That means 100 of American Energy for electricity, transportation, for everything. Yes. Paul renewables . Solar . Wind . Biomass . Hydropower . Its less than 10 now. Yeah, this is a really radical goal. It amounts to a complete remaking of the american economy. It will touch everyones lives. Its also by the way going to be incredibly regressive. Were seeing poor families paying mor more of their income towards utilities. Paul how can they pull it off . They expect to put it up into the air and hope people will be attracted to it or again, we have said many times on this program, enough people for them to win elections. Not the entire country. More than 50 . Paul you then just put this goal out there, squeeze companies to slowly try to make it and like the european plan, cap and trade, if you dont make it, never mind, well somehow do something else. Well make up for it. But we feel like were visiter witwere virtuous. Theyre hopin. Theyre looking at a huge jobs component and theres the social justice. Paul the jobs component. Are they talking about taking the money from the 70 tax rate and then creating jobs with that or from the mandates, so therefore well have to rush into these other businesses and that will create jobs . Yeah, theyre pushing job training, all kinds of things to create new green jobs that reinforce this. Everything is predicated on renewable energy. Theyre trying to create jobs from it. Theres a social justice component of this, using the jobs, using the subsidies to prop things up and theres june unionization push, using the Green New Deal to push social goals as well. Paul what explains this, dan, this move left from the Democratic Party . You and i were growing up, this is not bill clintons Democratic Party. This is there arent any moderates. Well, there are somed moderates. There arent any conservatives in the Democratic Party. Its becoming really increasingly a a progressive liberal party. The easy way to describe it is, the difference between the party of bill clinton and the party of Bernie Sanders, indeed a socialist. Theyve been drifting further and further away from any kind of association with the private sector, the private economy for a long time. Most professional democratic politicians today dont understand the private economy other than as a source of revenue. The other thing that Bernie Sanders did was prove that there are millions of small donors out there, you can use the internet now, democratic progressive donors who agree, believe in this sort of thing and are willing to spend millions of dollars for the Democratic Party if the agenda is pushed forward. Paul im going to what about your generation . Isnt this a bunch of millennials who are out there who are part of the bernie brigade, is that some of the people who are changing the Democratic Party . Absolutely. I refuse to take the blame for this one. [ laughter ] remember too, as millennials get older, i think they will turn into other generations and start to see some of these ideas are just way too extreme and wont yield the results theyre looking for on reducing climate change. That news calls for a plan to reduce Greenhouse Gases and at least one idea is getting buyin from some republicans. James baker and George Schultz recently unveiled a climate plan that calls for taxes Carbon Emissions and returning the revenue as a dividend to americans. Could this be the year that Congress Enacts a carbon tax . Is it a good idea. Lets ask mark mill, a senior fellow at the Manhattan Institute and a partner in an energy tech venture fund. Mr. Mills, good to have you here. You wrote for the wall street journal this week a piece that did not really support a carbon tax. I want to ask you for regular viewers out there, when people talk about a carbon tax, what do they mean . Thats actually the critical question, isnt it . Everything in our society, everything, directly or indirectly uses hydrocarbon, oil, coal or natural gas. Paul right. Taxing the carbon means that youre taxing for the first time i think in American History everything. So it levies a tax on all activities, all manufacturing, all processes, everything uses energy and all of our energy is directly or indirectly linked to hydrocarbons. 85 directly and the other 15 , making windmills, making solar arrays, you use hydrocarbons to make them, to operate them, to manufacture all goods. We use hydrocarbons. Its a tax on everything. Paul that would this tax would filter out in through the whole economy, the amount you pay for gasoline, the amount you pay for electricity, the amount you pay for anything that is made with with Carbon Energy power. Okay. So you dont like the idea. Look, there are a lot of economists, free market economists who say if you tax something, you get less of it. We dont like Carbon Emissions. We do like income. We do like investment. Why dont you swap, lets tax Carbon Emissions and reduce the tax rate on income and investment. Whats wrong with that trade . It sounds good. It fails on the two counts that are claimed by all the advocates of such a tax. It fails first because any politically possible i think any possible level of taxation would have no measurable effect on the consumption of the thing were taxing of. We know this because weve already done the experiment. The kind of tax that caused the yellow vest revolution in france, for macron, was a 5 increase in cost of diesel fuel. We know that when the cost of oil went up 200 in the decade prior to the great recession, oil demand increased by 10 Million Barrels per day. An economist could argue the increase might have been more like 12 Million Barrels per day instead of 106, m 10. My point is, it went up. It fails there. It fails on the other claimed goal which is to repurpose the money to get more green energy, more windmills and solar power. It would get more of that but it wouldnt make a significant difference to the u. S. Energy economy. You only get 3 of our total energy in america from wind and solar and this is after a couple of decades and a couple hundred billion dollars of subsidies. You could double that, doesnt make much difference. Paul i want to ask you about another tradeoff that a lot of supporters argue in favor of the carbon tax. That is, its a more efficient way if you want to reduce Carbon Emissions, than the regulation, the obama Clean Power Plan. Lets impose a power plan that gets rid of the regulation and thats a better way to do it. First of all, i think its naive to think well end up in the politics horse trading a tax for no regulation. Paul right. I think thats im a physicist. Im a simple guy. I think theres a law of physics here. That wont happen. It just wont happen. Lets say youre naive enough to think it might happen, which you know my opinion on that, look, it fails the test. Youre not going to get a reduction in oil or hydrocarbon or gas use from this tax. It wont go down. The whole premise was that the market is more efficient if i tax it, people use less of it. In theory, theres some reduction in the rate of increase of demand for oil and gas and coal. Thats what were reducing. To get an absolute reduction in the use of oil, gas and coal you have to kill the economy. We have a booming economy and shazam we have Carbon Emissions going up because the economys better. You can reduce emissions. Its called a recession. We did that in 2008. The east block has done that. Its the only effective way to reduce Carbon Dioxide emissions. Is there a common theme among what democrats are proposing . They want an expansion of the government paying for health care entitlement. New york is a public option that de blasio is proposing. Paul which would be what . Which would be the government provides health care for those that dont have access in the private market. Paul they can go to public hospitals. Right. Hes proposing a new Insurance Plan would be run by public hospitals. Its actually a back doorway of bailing out the public hospitals. Paul weve got jay insly, governor of washington state, proposing a public option to compete with private insurers. Thats right. Medicaid to an extent is a public option for people lower than 133 of the poverty line. In some states, what you also see is some governors are going to propose to expand medicaid, make that the public option. Paul kate, youve been digging into california, the great state of california. He didnt tell people how theyre going to pay for it. Right. Im sure hell get right back to you on how hes going to pay for all of this. He says some things like were going to use the individual mandate payments to pay for expanded obamacare subsidies. Thats finding change in the couch compared to what he needs to set up single payer. I think hes intent on what hes going to do. I think what he proposed makes it easier to entrench the government further in providing health care which moves us slowly towards a single payer. Paul hes proposing the raise the threshold for which you can get obamacare subsidies to 150,000 of income, which is well above the median income. Hes trying to move up the income scale to provide ever more people essentially gets them into the government program. Right. And paul, keep in mind that even with a subsidy, those plans are still going to be pretty expensive given how premiums have been rising on the Obamacare Exchanges without stopping for years and i do think that he will run into a problem there in that people will be forced to buy it. Thats what he wants. He wants to give people some relief, when theyre forced to buy the product and have to pay a penalty they have some cushion. He should think about why people dont buy the plans in the first place. I think thats because the quality of the coverage is not very good. Paul dan, weve had a test run here, right, vermont tried to put in singer payer under president obama, an earlier governor, during the obama administration. They even did a design. They gave up on it. Wh well, they gave up on it because it would be too expensive. Mayor de blasio announced his plans this week. Theres a lot of money in the city, its just in the wrong hands, a famous phrase. We take your money to pay for all of this. Paul is there a better definition of socialism than that . They found they would have to raise the payroll tax to about 11 and income taxes and they couldnt quite explain to the citizens of vermont why the system would be better than any private insurance they already had. Pompeo and National Security advisor john bolton traveling to the region this week to reassure our allies following President Trumps decision to pull some 2,000 u. S. Troops out of syria. The u. S. Military said friday that it had begun the withdrawal process despite mixed messages from the Administration Since the surprise announcement in december. How well did they actually reassure the allies . Look, i think they both accomplished several things while in the region. I think pompeos speech in particular reinforced the u. S. Message that it is going to take a tough line on iran. I think that pompeo trying to encourage the arab world to work with the israelis to counsel the iranians with something that needed to be said in the region. The fact were seeing some of this movement by u. S. Forces in syria, that were looking at the beginning of the withdrawal, i certainly think our allies in the region are wondering whether these are mixed messages and whether pompeo and bolton speak for the president who seems content on leaving syria. Paul well, and in particular you had president erdogan or turkey refuse to meet with bolton in turkey and said we reject boltons argument which is please work with our kurdish allies here and were not leaving until you do and he said no way and now hes threatening to invade again. Well, look, this i think underscores the very problematic outreach that weve done with the turks. The turks as you probably know have been supportive of sewny jihadist groups fighting in syria includingaal alqaida and potentially providing support to isis. The idea that somehow we could work with them and leave syria to them was highly problematic to begin with. The fact that bolton is putting caveats in place is important. It will certainly put a strain on the relationship moving forward. Paul looks like theyre moving the time line to get out of there, u. S. Troops, 60 to 90 days. All the adversaries have to do is wait us out, right . Thats what theyre doing. Youve got the russians, the assad regime, iran, shiite militias, theyre watching and salivating, by the way, north he korea, theyre probably heartened by all of this. Were looking at i think a decision to vacate the region and then a vacuum that will open up and it will be filled by the likes of erdogan of turkey or the iranians and thats what the allies in the region are nervous about despite what theyre hearing from pompeo and bolton. Paul the secretary of state said were not going to stop until every iranian footprint is out of syria. I think my response to that is well, you how, how are you going to make sure that the general solani or iranians leave . Because theres no way we can really force their hand. Thats right. And you know, i think what youll see from this administration is the fact that theyre still imposing tough sanctions. Thats great but its certainly not going to force his bay la hr iranians out of syria. That is the question that all of our allies are asking as pompeo tours the region. Great, were glad you have this will to do this but if youre not putting boots on the ground, if youre not willing to serve as a detenter against the iranians, how are we going to accomplish this and dont tell us its just us working with the israelis. The israelis have the ability to strike iran. Theyve been doing so. It cant be on their shoulders alone. None of these people are saying the u. S. Needs to do it for them. Certainly i think they want support from the United States as they battle this. Paul what about the success or failure how well is the administration doing in putting together an antiiranian coalition in the middle east . Is it really gaining adherence or is it not . Look, they have buyin from abu die byadhabi, from kai tehr. They have governments that are antiiran. The question is what are they doing about it. Are they helping with the sanctions . Are they looking to buttress whatever forces are fighting against the iranians. I would argue its a Weak Coalition and ultimately its only the israelis that are striking at iranian assets primarily in syria right now. The israelis look like the strong horse with a number of others wondering whether they should be getting involved. The only caveat ill say there is youve got the saudis battling the iranians in yemen. We just pulled our support from them. It looks as if that effort is likely to fall apart so the iranians will likely emerge as the victor in yemen. Paul sounds like more mixed messages at least to me.
