I still believe Andrew Mccabe is a good person. The Inspector General found he lied and theres severe consequences in the Justice Department for lying. Paul joining the panel is deputy editor, dan henninger, kim strassel and jason riley. So kim, weve got the memos now, the comey memos, which were kept secret for a long time. Now theyre out. What did we learn from them . I think two big takeaways. One is that mr. Comey has been very spare with the truth and that when you read through these its clear that the context changes a lot of his concern. So for instance, mr. Comey was very concerned that trump had demanded his loyalty. He was very concerned that trump asked him to let the issue of general flynn go. When you read through these you find the loyalty discussions were in part related to mr. Mccabe, the fact that mr. Trump was very rough on him during the election season. He was worried there might be bad blood there. And the flynn one also making his case for why he didnt think that general flynn had done anything wrong. That changes things. Paul whats your second point. You said that was one thing we learned. Whats the other point . The second thing is youve got to ask here what was the basis for a special council, because theres not a lot there, even in all of these long memos. Paul jason. My take is that were not learning a lot here, either from the book or the memos. He testified before congress saying a lot of this. A lot of this has been reported. A lot of the interviews ive been watching with comey is him telling the interviewer i cant talk about that, its classified. We still want to know why comey relied on a steele dossier that he knew was unverified and was financed by the clinton foundation. We havent gotten answers about that yet. There are answers that were looking for. He hasnt been providing them, at least so far in the interviews hes given. Essaying this is because its classified stuff. Paul what about that, dan . I have a similar reaction to jason, that it didnt advance the ball all that much beyond what we knew. What do you think . I think thats right. One thing we can say that is if the idea at the center of this is that the president committed obstruction of justice, this will be one of the weakest obstruction cases ever brought if the base is inside the memos. One other important thing. What we have identified is that james comey told President Trump perhaps three times it says, ann these memos that he, mr. Trump, was not a target of the investigation. He did say they thought there was an investigation going into whether the Trump Campaign had involvement with the russians but mr. Trump was not a target. The thing that trump kept asking comey to say. Paul publicly. Yeah. In all the reporting from that january forward, the press has combined these two things into a single idea that donald trump himself would be implicated in this. That is a very important distinction and mr. Comey refused to make it clear. I think trump was entitled to be upset about the fact that that distinction wasnt getting out there. Paul on the obstruction point, jason, i think if you read these memos, actually, it doesnt make the case at all that some how obstruction of justice was on trumps mind, that is, a coverup of the investigation. A couple of places he says, comey, maybe you should think about investigating whats in the steele dossier, because mel on yas really melania, i dont want her believing this is true in there. If youre asking the fbi director to continue to investigate something, youre not trying to cover it glop the larger point, as i think about this, the appropriateness of comey writing this book and being out there discussing a president and matters that are still under investigation. Is that appropriate. A lot of us have goten on the president s case about tweeting about this stuff, saying leave it alone, let mueller do his job. The same advice to comey. Is this what he should be doing. Paul lets move on to mccabe and the criminal referral to the u. S. Attorneys office. What do you make of that . Around is mccabe what do you make of the fight thats going on between mccabe and comey, the nastiest divorce since war of the roses over whether the others lying. That fight matters, because if you look at the Inspector Generals report, a great deal of the conclusions that he drew in the end rest on testimony or discussion that comey had with the Inspector Generals office, and that leads him to the conclusion mccabe lied. Mccabe came out and suggested that mr. Comey is lying and this is going to have to be something that all gets sorted out by the prosecutors who take a look at this and decide whether or not to bring charges. But look, whether one is lying or the other is lying, i think this is a potentially a case for prosecution because as mr. Comey himself said, there are severe consequences. Paul one of the things, if you read the book by comey, he puts an enormous premium on prosecuting people like Martha Stewart and David Petraeus who he says lied in the course of an investigation. Well, is that a standard thats going to apply to fbi agent as well . Well, well find out. I mean, thats going to the prosecutor in d. C. Is going to make the decision about mr. Mccabe. But whats becoming clear, paul, is that the fbi in the Directors Office at the highest level under jim comey was in complete political disarray. It should have been accountable to someone. It doesnt look, paul, as though the comey operation was accountable to anybody at justice. Paul and jason, Rudy Giuliani coming onboard of president s team with a couple lawyers from floor, jane and martin raskin. He needs the help. He does need the help. Hes turning to someone who he trusts very much. Rudy julialy was with him giuliani was with him throughout the campaign. Its a lot of change that really is moving in the direction of a high stakes discussion between the president kim jong un. I think director pompeos visit was really pivotal. I spoke to the director on north korea at length and i knew that he has a huge grasp of all the issues and the cia profiles kim jong un and he knew there knowing who this leader truly is. What he got i think from the leader is what were seeing publicly now, that he does no longer hold removing u. S. Troops as a condition to have these discussions on denuclearization. I think he got other things from the leader as well that convinced the president that he should go forward and have a visit with him, despite the huge political liability of such a visit, if he comes out of there emptyhanded. He knows hes dealing with a liar and a cheat. Thats why hes sending this message to him that he wants the visit to be positive. Ill tell you, paul, theres a real opportunity here that were facing. We could be on the cusp i dont want to get poly annish here but we could be on the cusp of the most significant diplomatic achievement since word war 2. Paul weve been down this road many times. Theyve promised lets get into negotiations, you give us some money, well have denuclearization plans. They always cheat. They always renege. The question becomes what changed this time to make a difference and to make pompeo and the president to make them think kim might be sincere. Theres a couple things. One is the conditions that he told mr. Bom pompeo that hes nt sharing with us. One of them is in the public. The other thing is whats happening between north and south korea. Theyre talking about ending the war and ending the armastice between the two countries. The next step is pulling the forces off the dmz. Those are Huge Positive steps indicating, then, if those shoes fall, indicating that kim jong un is likely sincere about denuclearizing. Well have to put our conditions on the table. Listen, were going to have to see the fuel sites, the storage sites, the launch facilities, the research sites. Weve got to see everything and verify that and that will take months and months down the road for all of that to p happen. Paul the key thing, one of the he key points is if u. S. Forces can stay in south korea, thats a huge concession, because thats always been one of the north koreas biggest demands and frankly, its also been a goal of china which wants the u. S. Out of the peninsula, ultimately, and we dont know what role chinas playing behind the scenes here. I think they are playing a pivotal role. I think the meeting in china was all about that. They shared exactly what the conditions would be when north Korean Leader met President Trump, what he was willing to concede and i think china is playing a huge role here and i think china has made up its mind that this headache of nuclearized peninsula and this constant frustration that the north Korean Leader provides, not just to the west but also to china, this whole thing thats been on for years is a an im peim impediment for chinas ambitions. The north Korean Leader is an obstacle. Paul lets talk about japan. Shinzo abe has invested a lot in his relationship with President Trump. There is some cause to feel that maybe hes been left behind in the korean discussions. One of the reasons i think he came to talk to the president this week is to say look, whats going on here and are we on the same page. What does the president have to do to reassure japan . Japans always had a pause for concern here, because south koreas got missiles that range that country and hes flown missiles over the country. They have huge, Significant Interest here. But i think the president gave him assurances how toughminded he is, that hes not going to fold and give pull the economic sanctions back as a result of these discussions. Hes got to see and verify there is denuclearization going on before he eases up the pressure. The pressure is a contributing factor here. I was told by sources that before we start interdicting ships at the port in north korea, they lost about 80 of their revenue. Thats pretty significant economic pressure thats taking place here. I believe that President Trumps played a large role here by putting the military option on the table and other actions hes taken around the world i think has also convinced the north koreans that hes likely sincere about the potential for military option. Pompeo made the rounds this week on capitol hill. One democrat has said shell support him. A number of others, even those who voted to confirm him for cia, expressed their opposition to the president s choice. Director pompeo has shown a disdane for diplomacy, putting military action at a higher priority. He has devalueded religious tolerance and womens reproductive rights and health care, not only in this country but around the world. I think he sets a poor example in terms of american values. I think the diplomat that represents this country as secretary of state, especially under this president , has to be somebody who really has a strong orientation toward diplomacy and not somebody that will ex at bait the president s worst tendencies. Because they dont like the fact that hes trumps pick for secretary of state. Paul was that not settled in the election . Absolutely it was. But those clips that you just played where theyre accusing of pompeo of not being for diplomacy, thats code for saying hes against president obamas nuclear deal. Paul with iran. With iran. They dont like the fact that pompeo is essentially agreeing with what President Trump campaigned on, they also dont like that mike pompeo stands for things like traditional marriage. What that has to do with negotiating with kim jong un is anybodys guess. Theres a lot of overlap between lawmakers who claim that trump cant get his act together and fill his cabinet and people standing in the way of da paul of him filling his cabinet. Thats what were seeing here. The problem a lot of democrats have is they voted for pompeo to become the cia director last year. That includes some of the people in the sound bite. Paul 14 of them. Like tim cane who said pompeo is not sufficiently interested in diplomacy, even though he spent easter weekend in north korea, engaging in diplomacy. This is about scoring points with the resistance and the democratic. Paul rand sits o paul sits e Senate Foreign relations committee. If he votes no and all the democrats line up, then you could get no recommendation out of the Senate Foreign relations committee. That would be ex straightforwarx straightforward fair youly. Where is rand paul coming from . Rand paul is coming from inside his own head, paul, where he resides all of the time. He has no relationship to the republican party, the president. The president President Trump purports to have a friendship with rand paul and he has reached out to him on this issue and said he would like to meet with him and talk about whether he cant see his way to supporting mike pompeo. Rand paul opposes any kind of intervention overseas and he has been extraordinarily obstructive. But if he held on in this one and the democrats held back, then rand paul would have to take primary responsibility for a secretary of state not being approved for the first time in over 100 years. Paul they can still find a way to get him to the floor, although as dan suggests, this would be humiliateing. It sends a message to americas enemies, youve got all the problems in the middle east, syria, irans expansion, youve got the summit coming up with north korea, were in a trade dispute with china, venezuela is collapsing, there are a lot of crises going on around the world, not the time to signal to our enemies that were not behind President Trumps security cabinet. Paul what about the Foreign Relations committee . You have a senator in rand paul who has very distinctive you views on foreign affairs. Lets face it, he believes the military should be used only for defending the territory of the United States, not much else. I think thats a fair summary of his views. And yet hes in that pivotal position where he can block the president s security appointees. Should he be off Foreign Relations . Well, you know, i think that thats a legitimate question to ask. There are obviously issues of seniority. But Mitch Mcconnell does have a lot of power and the ability to also this is something democrats do very effectively, to keep their people in line, to let them know that if theyre not going to help the interests of the party at times, then theyre not going to get what they want out of their time in the senate. So they think thats something Mitch Mcconnell will have to think about. This is also a message to the president overall, republican and democrat, that hes going to have a tough time with any future nominees, no matter how qualified. Paul was the white house caught by surprise here, mary . I think they were. The white house held a call this week with reporters, basically laying out all of pompeos qualifications. But has that investment paid off for abe . It hasnt paid off very well. His Approval Rating it 27 . In the fall he had to get a vote of support from his party. Theres the expectation that will not come. Prime minister abes government could fall. For that reason, i think, paul, i would take serious issue with what President Trump said about the bilateral trade relationship. For one thing, that negotiation isnt going much of anywhere. Notably, the Trump Administration did not exempt japan from its steel tariff. That did not play well in japan. And Prime Minister abe in fact has been trying to use the t. P. P. Negotiations to open the japanese economy. Now, if the Prime Minister abe falls, the United States and President Trump is going to lose their primary ally in asia, visavis, the negotiations with north korea and china. If he goes, the chinese are going to exploit it and our interests over there are going to be hurt. I think he should rethink that strategy on trade with japan right now. Paul you and i, mary, both lived in asia. We covered japans economy. And this issue of its domestic market has been a longstanding one. Weve complained for decades, rightly so, about protection for agriculture, protection for retail, protection for services, protection for automobiles. Brett b pretty much everythi. Paul all these things, t. P. P. Was the battering ram that abe wanted to use to be able to break up some of the domestic opposition. Here we had that opportunity and we are walking away and a comby lateral, i dont a bilateral, i dont see abe wants a bilateral. T. P. P. Gave abe cover to open up long protected markets in japan. It was a strategic agreement. It didnt include china. It was a way to call countries of the asia pacific closer to the United States at an important point in time. President trumps issue on the bilateral deal seems to echo the deal where he uses the tariff as a lever to press japan to open up their markets. In south korea that resulted in socalled managed trade where they basically agreed to quotas, we buy x, you buy y, and not the kind of broad opening that t. P. P. Achieves. I hope thats not where we going with japan. Paul what about the security relationship with japan . I would say abe is about as good as youre going to get as a potential security ally of the United States. Hes moved japan to where theyre willing to do more to cooperate militarily, willing to spend more. Its not an ally you want to alienate. There were two things he came and he really wanted to talk to President Trump about on this visit, which was this question of north korea and its missiles pointing out that interconned then tall ballistic intercontinental ballistic missiles, what japan cares about is short and medium term missiles that can hit the island from north korea. They want the Trump Administration to make that an issue in any north korea negotiations. Also the question, longstanding japanese concerns, about abducted citizens that they claim noter korea north korea took in the 70s and 80s. They seemed to get an indication that these are things the United States will look into, theyre not going to be preconditions for talking to north korea. I think these meetings have been an attempt to strengthen the relationship and that is an important ally that the president needs in that region. Paul still ahead, democrats stepping up their campaign against the gop tax cuts this week. So how can republicans capitalize on their signature achievement heading into the midterm elections . Heres a choice. They want to end them and raise your taxes substantially. Republicans are working on making them permanent and more cuts. First, lets take the lets fact check the minority leader on those two figures. 86 million middle class families, will they pay more and 83 of the benefits to the wealthy . No. In fact, congress own score keepers say virtually every american will get a tax cut this year. What shes doing is pointing ahead about eight or nine years from now when many of the provisions expire and thats why we need tax reform part two in order to make them permanent. I find it kind of interesting or amusing, the fact that shell say this. At the same time, we have liberal governors in new jersey, new york and california trying to provide workarounds to the cap on the state and local tax deduction, which is actually raising taxes on high income taxpayers in their state. So on the one hand shes trying to say this is tax cuts for the rich. At the same time, the liberal governors are saying no, you just raise taxes on my rich people. Paul lets talk about how the tax cuts playing so far. Lets start economically. The cbo came out and said growth is going to be 3. 3 this year for the overall u. S. Economy. And next year, not as high, but also high. Those are big increases since before the tax reform passed. They certainly are. Theyre predicting that it will create about a million jobs over the next decade. I think whats interesting is their report also analyzes all of the various independent analysis of the tax bill including the tax foundations macroeconomic anal civiles all oanalysis. All of the analysis sa tax plan that will raise the size of the economy and will create jobs. Thats good news. Paul one of the things the report that seemed to say, that i read, was this 1. 5 trillion cost over 10 years, a third of it or so will have been made up by the faster growth in the first couple years. Thats exactly right. Thats what our model predicted as well. In fact, we expect that as much as a trillion dollars of that static cost will be recouped because of the higher economic growth. And that just tells you that this is an extremely progrowth plan. The supply side of it is working, things like the corporate rate cut especially the expensing provision which is really boosting a lot of the new investment in the economy. Paul thats 100 expensing for new business investment. Lets talk about the stock buyback issue. Democrats are making a lot about that. That is corporations taking the lower tax rate and the higher profits that flow from the higher net profit that flows from that and buying back their own stock. Their arrestingment is hey, that does argument is hey, that does nothing for workers, its a boonboom for rich shareholders. Theres a lot of ways for companies to reinvest in their company. They can invest in new plant and equipment if thats needed. They could give back dividends to their shareholders or stock buybacks. This is pretty good for the 401ks that you and i have or all of the Pension Funds out there. Particularly, some of the Pension Funds that are under water. This is all good news, i think, and a way of putting money back into the economy in this way. Paul we also are seeing weve seen the bonuses that have been paid. Were also seeing some raises, particularly for in the minimum wages that some companies are paying. And obviously in the impact of growth and higher profits over time we suspect will flow to workers and raises. Well, all of the independent research that weve reviewed, all of the economic studies show that eventually corporate rate cuts will translate into higher wages for work i workers in som. Some of the studies show as much at 50 or more of those benefits will flow into higher wages. Thats good news for workers and its good news for the companies as well. Paul okay. Lets talk, if all thats true, all right, and its good news, why is the tax cut still kind of on the edge politically . Our poll, nbc wall street journal poll said good idea, 27 , bad idea, 36 . Those arented good numbers. Certainly some of the relentless opposition from democrats and elsewhere, trying to beat down the favorability of the plan. Also, people are they dont look at their paycheck every day and see that, my goodness, they are getting a tax cut and i think republicans need to do a better job selling this. They need to remind people of the stories that were hearing of new investment, of job creation, the higher bonuses, et cetera, all of that has to be reinforced so that people remember that, yes, indeed, this is benefiting the economy. What you cant see is they will proceed beyond the building there, because beyond the building is a pond and then there will also be a bridge and then an area where they go behind the woods where the final resting place will occur. Once that happens out of respect for the family, theyre asking that the media go dark, that at that point we stop talking, we stop working, and we point our camera lenses down. That is what we are expecting to happen within the next few minutes as we see the procession continue. Molly. As we look at these final moments, this is the moment thats really all about the family. This is the family matriarch, a woman who was a mother, a grandmother, a great grandmother and as we think about the cameras being pointed down and giving the family this private moment, this is what its all about. We were welcomed to witness so much of the funeral, to witness people coming forward in recent days and talking about the former first ladys legacy and her contribution, what she did alonalongside her husband in the white house and her efforts regarding literacy. This is the time about the intimate moments with the family to say goodbye. Reporter exactly. This is a family that believes in Public Service. It is the backbone of their legacy that they will leave when they leave this earth. Whats important to note is that everything we saw in houston, the Funeral Service we saw at Saint Martins in houston, is everything that this will not be. This is quiet. It has been a cleared area. There are no members of the pubic. Quite frankly, were lucky to have a place here. The family wants this to be private. This is a family that belongs to americans and belongs to the public. This is a moment, though, that is just for them. And i will also tell you, as they do go back beyond to the area where the burial will occur, and i talked about the bridge, the members of the singing cadets, there will be 15 members of the singing cadets who will be on that bridge. The singing cadets are an institution here at texas a m and beloved by the bush family here. Theyve had them in their homes to sing to them. They will be there on the bridge, singing as they greet the motorcade, barbara bush was hoping this would be a moment of comfort for her family members who she leaves behind. As you mentioned, she had so much to do with all of the planning in these recent days and weeks and had a lot of insight into what the final day might be like, should she be the one that goes first. And my understanding is that she helped to choose texas a m because of the deep tradition of Selfless Service there and demonstrated leadership. It seems that this final road was one she had seen and envisioned. Absolutely. Everything that is happening here, as i mentioned, is something that she planned. Shes also spent a great deal of time planning the funeral for her husband who will follow her at some point. And it wasnt until recently that she really started to Pay Attention and share her details with the members of her staff and members of the staff here at the library. I well tell you, this i will tell you, this is so her from everything we heard, she didnt want to bother the secrete service. She didnt want to bother the members of the staff here of the library. He is the president of the university, where the library is located. He joins us by telephone. Its good to talk to you, sir. As we wait for the motorcade to arrive, before we talk about the involvement of the school and the bush family, i know youve known the family for some time. So your personal reflections on this day. This is a bitter sweet day as one can well imagine. I had the privilege of serving in the first bush add a medicine strayings and got to know administration and got to know president bush and mrs. Bush in that context and since arriving here at texas a m have had a number of encounters. They were active participants here in many of our programs and their lives so reflect what we aspire to teach our students and what our students aspire to do and to be. So we did have a number of opportunities to interact with them and theyre extraordinary y people. You mentioned your service in the administration in the state doesnt years ago. In terms of their involvement, the bush involvement with this university, how did that actually come together . Allysia started to talk about it a moment ago. Tell us the story us as you know it. I think as they were looking for places to put their library, a number of great universities here in texas, but i think texas a m rose to the top because so many of the things that they felt passionately and deeply about are really reflected at the university. Jeb bush, governor bush talked a little bit about his mother teaching honesty, integrity, respect, kindness. These really resonate with the core values here at this university that are a central part of all that we do, all that we think, all that we say. In addition, the book school bush school for Public Service, this is a school where the vast majority of students who graduate go into Public Service. And i think those kinds of things really reflect their values and ours and made this a perfect union. Barbara bushie bush is wavingr right hand. It seems she had a personal complex to the university that housed her husbands library. She did. Certainly the conversations that i had with her about this election process really reflected how strongly she felt about it. And over time confirmed how right she was. She told me with real frequency and she would pop up frequently at the school, often with her dog, much to the delight of her students and all of us here at the school. Were looking now at the core cadets corps of cadets that are lined up on i guess barbara bush drive, before the motorcade makes its way around. From what we understand its arrival is imminent and should be coming any moment now. For those who arent as familiar with texas a m, tell us about the corps of cadets if you can. Historically this was an all corps of cadets, a military school and in fact up until the mid 60s, service in the corps was actually as part of the education mandatory. Now its optional. But one of the consequences of that is they actually sent more officers into world war ii than any other School Including i think the acadd academy, as i understand it. Certainly now it is still we have many students who go into the military, but again, probably more than any other school except the academies, but at the same time there are an awful lot of students who engage in the corps because of the discipline it teaches, because of the honor of home and country that is so central to the corps and the corps in many ways represents what has always been central to this university, which is those values and developing young men and women of character and a life of service. Michael, this is molly. Im on set in new york, along with connell. Were looking at the 700 members or so of the corps of cadets that are lining the road awaiting the arrival of the motorcade. Im struck by something that one of the most famous speeches that barbara bush had ever given was in 1990 at wellsly college. You said at the end of your life you wont regret not passing one more test or not closing one more deal. You will regret time not spent with family. Here we are in the final moments where she is surrounded by her husband, by her children, as she is shortly to arrive at her final resting place. Use interactedded with this family, that is one of the core values that the first the former first lady is known for professing, to make sure you put family first. Did you witness that when you interacted with the bushes . Absolutely. I saw how she interacted with president bush, as well as the way in which she would introduce her grandchildren to us and engage them in activities at the university. It was all very much about family, although family was also being taught during all those occasions as well. There was a great deal of kind of interaction that talked about a m and why it mattered and it was used as teaching moments as well. It was deeply about the family. One of the things that weve spoken quite a lot about in recent days is that barbara bush and a her husband, the former president , george h. W. , had lost a daughter in 1953, a 3yearold daughter named robin who died of leukemia and barbara bush will be laid to rest close to her daughter there and as you can see the motorcade arriving, coming around the corner there. Can you talk about this space, this restful space . It is a beautiful space in the shadow of that school that reflects the kind of service that they performed their whole lives. I think theres an interesting story relating to that, a good friend of ours works here at the university doing a great deal of our fund raising, also lost a daughter at a young age and knew the bushes well. And the bushes told him, and mrs. Bush in particular told them that there will always be a hole in your heart but they have spent their lives trying to fill that hole with service. And that had exactly the same impact on this gentleman as well, who has spent his life and his family spent their lives in service. So i think being very next buried next to robin has special meaning. Thank you for your reflections. We appreciate it. Its my pleasure.
