This is not a place a secretary of state wants to be so it is no surprise he is leaving the government. Often a secretary of state becomes a prisoner of the state department and is at war with other elements of the administration. To this case tillerson was at war with the kind of professional diplomats. I always thought that was odd. He decided he was going to reorganize the state department, always a highrisk exercise. If you come to washington with flowcharts you are destined to fail. Tillersons are a great exodus of the senior staff. There were not a lot of senior people around him and he chose a chief of staff to isolate himself. The larger issue is he didnt come in with a coherent view of how to use American Power in the world was what was the state department supposed to do . He saw himself as the political adult who was there to restrain trump instead of coming in with a coherent view to say this is where we should take north korean policy or air and policy.
