Afterwards now he is back in maralago, the word came out that this false alarm came from the state of hawaii Emergency Operations center. We now have a statement for a white house official. This is not a tweet directly from the president. Quote the president has been briefed on the state of hawaii Emergency Management exercise. This was purely a state exercise. The us Pacific Commander in hawaii, also released a statement saying no Ballistic Missile threat was there. And that the earlier message was actually sent in error. 38 long minutes actually went by before the first alert went out to all of hawaii residence that an incoming missile was detected. Take cover, take shelter and then finally, 30 minutes later false alarm was announced. Everyone on the island of hawaii, certainly a frantic and killed 38 minutes. If the president does have any further statements today of course, we will bring it to you. But the president and the white house seem to emphasize that this was a state operation, not a federal operation and that it all rests with hawaii right now to remedy exactly how this false alarm emanated out in the first place. Once the president returned in his motorcade back to maralago, it is when a news came out about the false alarm and hawaii and we still just now received the first comment from the white house basically, the president has been great. The governor of hawaii also said he regret that this was a false alarm and he is looking into the matter. Along with the congresswomen. Whatever happened on a state level, we still waiting to hear some official word from the governor of the state. Clearly, they are still investigating and also equally clear, this was about as bad of a situation as you can have. Not only in hawaii but also california, oregon, washington and alaska. All the states that would be nearest to north korea. All kim jongun really began ramping up dismissal tests and threatening to eventually get something. We investigated and as soon as we became aware that this was an error, we took action to send a notification that it was a false alarm. This should not have happened. We are investigating the sequence of events that occurred. An error was made and Emergency Management which allow this false alarm to be sent. That was the governor of hawaii giving us a statement there. You can only imagine, what is happening with the person that hit that button. Lets go and bring in brian has been following this for us. I think is important we put this in perspective. Theyre about a 30 slide presentation that is on the website. Its Emergency Preparedness kit in that there are details into what would happen if there were to be a Nuclear Attack on hawaii. For from north korea. There was some time between when messages sent to when they were told it was a false one for the impact only takes 20 minutes from north korea to hawaii. This is a process in which is supposed to happen. If there were ever to be a wife, the us commander in hawaii send a message this date warning point. The hawaii Emergency Preparedness. I think it is also important to reiterate and underscore the point that we heard from representatives and senators from hawaii who say that love, they only have minutes to take action and that there are no designated blast or fallout shelters in hawaii at all. There is no federal funding for them and so when people are told to take action, is quite literally, the whites Preparedness Plan for people to stay indoors, stay away from windows. If youre driving, pull off to the side and going to a nearby building or literally, lay flat on the ground. I think again, that is the official Emergency Management plan if Something Like this were to happen. I think is also important to know that in part of the hawaii emergency plan, they have a monthly siren test. That is supposed to occur the first working day of every month at 11 45 am. What we have heard from the white house was that the white house says that this was something that was planned. By this date, that this was purely a state exercise but the only thing that we have been able to find in terms of something that is clearly plan is a statewide siren test and even when that happens, that is something that is given with notifications. People know a test is going to happen. It is an alert that sends over 50 seconds. It causes for 10 seconds and then the alarm goes off for 50 seconds. I am trying to say that when the state does have a monthly test on the sirens, it is planned out, people know will happen and it lasts for about a little over two minutes. It does not last for 38 minutes. And if any amount of time given that people were told to and pack is only 20 minutes. People have their eyes open as to the lack of, they have the plan but the lack of options for people in the advent of a possible Ballistic Missile attack. Also see tweets from people. What happened today is totally inexcusable. The whole state was terrified. There needs to be quick accountability and a fixed process. Obviously, a scare but ive been more questions right now as to this state exercise that the white house is saying that the state was going through some sort of exercise. We can see that with the siren test there has always been some sort of notice about the test. In this case, clearly something went way off. I think there will be more questions going forward. May bring out exactly what the plan is supposed to be for the folks of hawaii and those visiting, just the idea that the plan is to lay flat on the ground, get with the windows, youre right you bring up the really important issues they found there with the state of hawaii. First when the japanese started doing drills and then when hawaii announced they were going to do drills i never thought this was a very good idea. Why was it not a good idea . Because there is no defense against Nuclear Weapons. It is what is suggested, laying on the ground, is not going to do anything to prevent you from being killed. By a Nuclear Weapon you have a big Civil Defense program in the us. We abandoned it. Because it just did not make any sense because there was no defense. Against Nuclear Weapons. And, there are consequences when you do have this. Hopefully everyone hawaii will get through this fine but there may be people who have Health Emergencies as a result of this. Maybe people who suffer psychological injury. Children or expectant mothers or those with preexisting Mental Health conditions. There are real consequences to scaring the hell out of people. My point is, my question is, what should the United States be doing right now to prevent the Nuclear Buildup that we know is taking place in north korea . That is the milliondollar question. You know right now, we are in a hopeful phase because things have paused because of the olympics. Maybe that will carry momentum forward but maybe not. The best way to protect ourselves is make sure that we freeze north koreas program so it does not grow any larger. And more sophisticated. Then begin put restraints. But step number one is to pause and freeze and try to put this on a different track. It is a lesson the nuclear age that people find really hard to accept. For millennia we were always able to rely on defenses. To protect ourselves. In the nuclear age weapons are so powerful you have to use other ways. He had to use diplomacy. They sent out a Ballistic Missile alert. It went out accidentally. It was a mistake. We want to bring in peter, the heritage foundation. As we been going over this as it all unfolds, trying to get down to the bottom of what happened and how it happened and just thinking about the people on hawaii right now that had to live through this. The alert goes out and not until 35 minutes or so, was it corrected. They found out it was a false alarm. First let me ask you, sir, what was your reaction when you heard this . The good news is that it was a false alarm of the hawaiians will have to dig into this and find out what happened. Because this will cause a tremendous amount of trouble. The bad news is that there is a real threat. There is a threat from north korean missiles and it is certainly a possibility. Nothing is imminent but it is within the realm of possibility and some seem to be concerned about. I am also glad to hear that they do have and are taking steps outside of this false alarm to be prepared. Just in case. Because places like guam and hawaii are within the threat range of north korean missiles. As is the United States not. There been questions about the capabilities. They seem to be able to send us Intercontinental Missiles and there is a real threat out there right now. A lot of people are saying that this is not only a wakeup call to the entire situation as a whole but it wakeup call to the preparedness and we are not hearing stories of people hiding in bathtubs. Putting mattresses over their bodies. Where even getting one report that we are working to verify that people were starting to look at storm drains as a possibility to hide their children. I mean, they do not seem to have a huge plan. Even on the state website for Emergency Preparedness. The idea is to lay flat on the ground and stay away from the window. When you think about that and you think about the reality that we are in right now with north korea, you look at that in think okay, this is a lick of call. What more needs to be done . Maybe they were, as indicated, maybe they were about to have a exercise that was not supposed to be going out to everyone. Maybe they were doing something internally. The idea that maybe just one person hit onebutton and then all this happened and here we are today looking at your screen now. This is what out on peoples phones. Incredibly scary, what kind of precaution should happen now to make sure that time i was a should be a twoperson system if it is not now. But is that surprising to that one person hit onebutton end. Yeah i guess it is. Once again, they will have to employ best practices as well as Lessons Learned here. Take a look at your good investigation, see what happened and make adjustments to make sure nothing like this happens again. Once again, if there is a real threat they will be ready for to be able to point out that sort of information. They want to know how many people got this information. Even though it was false in this case to see if they can get out better. Our people knowledgeable enough . This is not only apply to just hawaii. We have defenses, missile defenses. We will be aware strategic warning if were moving and the direction of conflict with capability to shoot down these missiles. There are questions of the north korean capabilities. I know that you know this but to go over the dates, july 4 of 2017, that for 40 minutes and landed in the sea of japan. July and the last one landed in the pacific ocean. You mentioned the fact that these are very real threats and you have a here with the history. You have it with what just happened. We want people to be prepared and we want to hear more from Emergency Management officials in hawaii. Especially after this jonathan. Absolutely. In the coming days, there will be a thorough investigation and the governor and the congresswoman who have been on the channel today, they will of course have updates with their joke their citizens. I was on my way over from the island driving across. Basically pull over on the side of the road to go to a restaurant. The rest of my family that the notification about Ballistic Missiles. I was confused because i did not get a notification. And i have a white area code and everything. And it was chaos and i have a younger brother. My mother was freaking out. We were trying to calm the family and we knew that this was a very real threat and we were just kind of trying to keep everyone calm but it was chaotic. Chaotic indeed. What did you say or do to try to help calm the fears of your family and that in the midst of that chaos . You know, i know that there was a military base within a mile from us. I tried to keep everything nice and orderly. I assure them that at least we are together right now. Luckily, i do not have any friends in the ocean or anything. I didnt have any friends on the ocean. So the fact that we were all together and we were going to shelter together was calming. Some people can be very cynical and callous and in this life that we live. They can be looking at the situation saying it was just a false alarm you know, get over it. But i would like you to express to them why is more than just a false alarm for those who are living in hawaii. Absolutely more than a false alarm and that, now is more of a wakeup call. There is a lot of people that laugh at people have plans and have some sort of route to execute where theyre going to go and take shelter. An accountability for saying it is my mistake. I hate to say it but it seems to be rare for a Government Official to, and say okay, it happened on my watch. It is my fault. And we will do everything we can to address this. To ensure that it does not happen again. I think one has to give kudos to someone like that to try and be transparent with his citizens. Absolutely. Both to residents, people visiting and there was an incoming Ballistic Missile that was not a drill. We later found out that 30 minutes after, it was a false alarm. We want to play some sound we just received from someone staying at a hotel. We have a Ballistic Missile alarm for hawaii. I do not know will happen. A lot of people receiving the Text Messages about the missile threat. So i mean hopefully this is going to be this is a threat, the alarms going off as you see, there is not many people on the streets anymore. Look at the people. People are just sitting there, standing and waiting. Almost barely anybody driving right now. It is crazy. Lets see whats going to happen. That is exactly what people do. Their cell phones, go to the balconies and the window as it was happening. Lets go to phil in West Palm Beach with the president is spending the weekend to see what is happening there. The state of hawaii will send out a correction message as soon as possible. By the way, thats about 20 to 38 minutes. 20 minutes by state, 38 minutes via the phone messages. This is what the phone notification originally, 8 07 am hawaii time went to all kinds of cell phones. Quote Ballistic Missile threat inbound hawaii. Seek immediate shelter this is not a drill. Again, 20 minutes later, a false alarm statement was mailed out or sent out. However, the followup cell phone message which was what pretty much most of the people in hawaii are relying on when it comes Emergency Management operations warnings and alerts, they did not get it for a full 38 minutes. As you can imagine, that is 38 minutes of panic. Perhaps terror and certainly about just as much fear as you can imagine. Being warned that potentially there is an Intercontinental Missile coming in with a Nuclear Warhead right towards your way. Not exactly the kind of false alarm anyone everyone to send or receive. The governor of hawaii also sent out a statement today, david ige. While im thankful this was a false alarm the public must have confidence in the Emergency Alert system. Im working to get to the bottom of this so that we can prevent this type of error in the future. According to the governor, this was simply human error during a shift change here one of the departing employees accidentally pressed the wrong button and led to this false alarm and really, a major, major scare in hawaii. We will tell you for those of you that have been watching us for the past two hours, we came on at the top of the 2 oclock hour with the breaking news story that People Living in hawaii have received the right of a lifetime on their cell phones. When they received an alert. And some of us who are on the east coast or anywhere in the United States, when we receive labs on their phone it to be a weather alert or a missing persons alert. But there is that ping that happens. You are in your bed enjoying your saturday and you get this alert that says, Ballistic Missile is heading for you. This is not a drill. Take cover. Get shelter. And so about 38 minutes transpired. And you are responding. Trying to do whatever you can to make sure that your loved ones are protected and then you get the news that it is a false alarm and the military helped us out with this information. In fact a congresswoman telling us the same thing. Tweeting to us before she came on error. Give us a scenario if you will, what is going on in the background with military senior leaders. Of course, the defense secretary madison has been briefed along with the present previous Pacific Command tracks all lodges or north korea. The military is a position to make these calls early. It is worth noting that this Emergency Management agency that sent out the alert message to the one point the residents of hawaii, that is not a federal government system. It is not run by the pentagon. It is a state system. But the Pacific Command was quick to issue a statement saying there was no Ballistic Missile launch detected. Then 13 minutes later, the Emergency Management agency sent another message out saying quote no missile threat to hawaii. That is it. Just a short phrase 13 minutes later. No, that is a good thing as well. But did you do any time in hawaii . And how would the navy have prepared, had this scenario continued to play out and if it had been real . This, if it were real did missile interceptors really in alaska and other interceptors down in Vanderburgh Air Force base in southern california, would have been the missiles i tried to intercept the Ballistic Missile up in space. So the interceptors would not have been fired from hawaii. Was notable though is last year that admiral told congress, he things more interceptors need to go to hawaii.
