Hes been covering the trip there. How did the president try to comfort the flood victims he met today . The president was acting as the Main Customer Service Representative for the United States government. When someone came to complain about fema seem to try to get to the bottom of it. A lot of people right now are with family and friends but now there here and there being denied. Where are they . Get them up. Air force one flew over some flooding today we believe that was the first time the president has laid eyes on though that widespread devastation. Just now on the way to church serving as a Distribution Center for a, the motorcade passed a lot of debris outside of phones that have been stripped and taken to the curb before mole could grow. So the president is getting a very full picture today of the devastation harvey left behind. When he came on tuesday he tried to stay out of the way of First Responders and emergency workers. Today hes getting a first look at how bad things are and how bad they will be for long time. Molly the president promised money would come in and get where the needed to go. Did he have any updates on when the funds would be coming . The request for the federal disaster money was made late last night. The president said he thinks the money will come soon and that people have been working with the Funds Available so far have been using it well. Most are partly the governor, the relationship with the governor mayor has been fantastic. And with the federal government. Were signing a lot of documents now to get money, 7. 9 billion. We signed it and i was going through hopefully a quick process. Almost all of that nearly 8 billion the white house wants for federal disaster aid for Harvey Victims would go to fema. Most of the rest will good to loans for Small Businesses whose bottom lines are affected by loss of sales and damage. Right now for the next couple of months. Molly peter is there from houston. While the remnants of harvey bring heavy rain and strong winds to other parts of the country, residents across southeastern texas facing threats from old, toxic water, and other hazards as they return to whats left of their homes. Steve is live with the latest of the cleanup efforts. A late start for the school year for thousands of students. This middle school here will get off to a slow start in several weeks because of the flooding. Parts of western houston are a mandatory evacuation mode because two reservoirs are doing a controlled release which could result in flooding homes which are ready flooded and could keep it up for two weeks. Theyre doing that to save the reservoirs from collapsing. The mayor has more people in the flooded areas to get up. Hes tired of spending and First Responders to bring supplies of water and food. He says its a dangerous situation in case of fire or if there needs to be emergency response. Kelly what are the biggest needs now for officials and the people there . In the city of houston he needs high water vehicles. He needs them to get around to conduct search, rescue and recovery operations. He wants 75 million immediately. Thats just for debris removal. You can see from houses to streets piles of what was peoples furniture, now its just junk, ruined by the dark floodwater, beds, carpets, all pulled outside. Will it happen . It looks like the initial 8 billion will go through Congress Quickly because it wont be attached any controversial measures. Theres no reason for any politician to vote against that. Were things could get tricky is if the next wave is tied to anything remotely controversy like raising the debt limit, the continuing resolution that will needed to keep the government september 30. Those are the things that could trip up the process. There will be other projects and programs inside the continuing resolution that some lawmakers might object to. So putting money into that could complicate the process. Keep in mind, storms like katrina and super storm sandy took tens of billions of dollars in recovery funding. This is just 8 billion in this initial round. Molly the estimates are still out about how much it could cause, could be over hundred billion. As Congress Returns next week the republicans have had a tough year, tax reform the timeline has been pushed off. Heres a chance to respond to a disaster that everyone has been watching awful. Is this a chance for the gop to get out there and get something done . Could this be seen as success that is yet to be seen this year . It will be one of the first pieces of legislation to go through congress. Weve seen the process be slow and dysfunctional this entire year. That being said, the other issue thats on the plate for september are almost all controversial. The raising of the debt limit, keeping the government september, tax reform, theres a lot president has requested of congress. Its incredibly difficult to get any major pieces of legislation passed. 8 billion a supplemental spending bill for Harvey Relief is something that could give members of Congress Momentum as they move into these trickier fights and that could give them confidence as they enter into more difficult negotiations. Harvey funded should be the easiest. Molly you talk about dysfunction, isnt this the one thing we could get bipartisan agreement on . That this can move quickly gets done. Thats the hope. Thats why you havent seen lawmakers in either party to have anything attached to this. Nobody is pushing this to be tied into any budgetary functions. They just want to get the harvey funding to texas and louisiana as quickly as possible. After the initial wave of money is sent, then we might run into difficulties because the white house has not ruled out tiny additional funding to other measures that might slow down the process. In the past weve seen this get better like in sandy when theres conservatives who wanted to have offset spending spending cuts. There some argue the sandy bell was laced with funding for unrelated projects. Can get controversial. Its why the white house push for this first bill to be a clean piece of legislation. One week after Hurricane Harvey slammed the city of galveston, some businesses are reopening this weekend after enduring minimal damage to most of the tourist attractions. Obviously the circumstances are a little better since you have some beginning were initial signs of recovery even with the ships coming back. What does that do for the atmosphere, because theyre also talking about the health of the mind and spirit, what does that do for the spirits and minds of people in galveston . Its a big boost in the morale, not only to see the sun come out in the rain stop, but to see the businesses opening up and getting into visiting your favorite restaurants and attractions and see inevitable back to support the community. That is what is good about boosting the morale of the citizens. Kelly lets take it to houston and beaumont and rockport, where there still devastation on the ground, there some Health Hazards there as well, not only for humans, but also animals. What are your concerns with regard to that . In galveston we understand and are respectful of those that really have been damaged and took the full brunt of Hurricane Harvey. Who were trying to do in galveston is to say that were here, anybody who wants to visit were open to embrace you and to make your visit as comfortable as possible. Were giving a lot of free admission to attractions in the activities that you can do on the island, but were also saying that we respect whats going on and anything we can do that only the Tourism Industry but the city to assist those individuals on the mainland, were open to do that. As you watch was unfolding, one be very careful how to say this, its pretty ugly whats going on in terms of the disease or anything that can emanate from mosquitoes, from mulder well water being contaminated. Given that kind of task just to recover and rebuild, as a dr. , what you want to advise people . Its not just the people affected but its also the relief workers going into the area to volunteer and help those in need. Thats exactly right. Its an unbelievable physical, mental and psychological and spiritual strain to go through this. The key i think is to take one day at a time. Not look too far forward. If you do, the tasks become insurmountable in your mind. It becomes very overpowering. Take one day at a time, one task at a time, theres a lot of individuals here that are open to help, a lot of neighbors and service organizations, state and federal that are helping, reach out for the help, dont feel like you can do it yourself. I think just keeping focus of one day at a time. That is the best advice i received from my cell. Not to mention whats going on there on the ground. Youre also city councilmember. Lets unpack that. You mention not just physical health but mental health, spiritual and emotional. Those are all things that are causing it will cause some problems for perhaps not just days, weeks or months, but perhaps years to come. Well galveston is getting back to normal and you have offered some leisure time for people to get away and perhaps leisure is the wrong term but what you just said in so much to so many people. They can hear us, but for those watching, what can we do for the people in those communities who are still affected by the storm in the ravages of it to help lift them up as you stated . I think the best thing is to donate and volunteer in any way you can, not necessarily in the area, but if outside the area if there is community groups, church groups, any organization that is putting together care for individuals in the area. Spending time helping, financial contributions, whatever you can do in your Community Helps the people in this area. Theyre coordinating more than 43000 people who have sought refuge in red cross and partner shelshelters. 16800 people have been rescued by federal responders in 1500 pets have been rescued. Texas and louisiana have requested supplies from the government and fema has responded with millions of meals and millions of liters of water, plus blankets, cots and hygiene kits. You can see how many millions of supplies have been sent to texas and louisiana. Fema has appointed one of their administrators as a point person for the recovery. Those numbers are so big, gives you an insight of how big the challenges. How involved is present trump personally . He left for his second trip in a week for the devastated areas. They have also donated 1 million to Hurricane Harvey relief efforts. The president signed a proclamation sign a proclamation that tomorrow is a day of prayer. And the Campaign Manager says compass o trump is a builder and focused on rebuilding areas destroyed by this hurricane. He is going to demand that his Leadership Team at fema and other federal agencies, whether the army corps of engineers or local agencies do their best for the American People on a budget. We see a lot of rain on the right side of the storm running through the midatlantic. This will be lifting into new england through the overnight hours tonight and early tomorrow. Thats it for the system. It will weekend as it has that direction. The next big storm in this will be a big one, this is Hurricane Irma, currently a category two. Its moving to the west at 15 miles per hour. As it moves west it will strengthen. Currently a category two but it will climb to a category three and then a cap four. It can still rise higher than that. This water over here is warm. Pay attention to this track. Everything youre looking at here is the cone of uncertainty. It could run anywhere from the north to the south. If it runs further to the south that means it could run towards the east coast of towards florida may be into the carolinas, georgia. If it runs on the Northern Edge it could turn all the way back to the ocean and never make it to us. Anywhere between could be headed further up the coast. This is a big system. As it tracks this direction it starts to go over warm area and it could really explode going from the category two and three and maybe even that cap 45 status. Again, were early in the season. The peak is september 12. Then you have the entire area which is october. We could be very busy in the next couple of weeks. Especially watching Hurricane Irma. The waters in the caribbean are really warm. That could add to it as well. Along with federal aid some cities are now working on raising their own really fun. Corpus christi is one of them. Mayor, thanks for being here. I know youre very busy and Corpus Christi is among the hardest hit, you simons devastation, bring us up to speed as to where the community is today. Corpus christi, were making progress fast in terms of the basics. We have our power back except maybe a spot here there within the city. Our streets are clean of debris. We dont have any wires or anything going across city streets. Our water and wastewater facilities are up and running, and so we feel good about the progress. We start cleanup to do, there are individual situations with people that we have to try to get some repairs, but overall the city is moving fast in terms of get itself back together. But rockport, ingleside, there devastated. Im sitting outside of rockport now, i found out yesterday they needed a generator, so we have a generator headed over and im coming to check on that. Thats her wastewater system and they been down for a week and thats not good. We for so many stories about communities in texas taking care of one another and reaching out. How are you helping your neighbors now . I had calls from several people that said that we want some money for your area and the surrounding areas. We want to get there quickly and we understand the process of getting papers and signing forms reset people need the money now. Not two weeks or three weeks from now. Though needed then to but some people need it now. So i contacted the coastal Bank Community foundation was set up a service in the area and i made arrangements with them and i people that want to give some money and give to the foundation, and im honored that they have enough faith in me to handle it. I will never touch the money but at least direct it in the areas it needs it quickly. So we set up something over there with the community foundation. As of yesterday i had 600,000 pledged and im looking for another hundred or 200,000 past labor day. To be giving some to some others and then will try to help. We have several First Responders and city people in the county, those First Responders have lost everything. Theyre working with what they have on their back in their home is gone yet theyre still working. Pity to help and dated no. Working to try to get some money in their pocket to get some clean fresh close their hurt in. The story of the amount of money your scene, a measurable to see the outpouring. It is here that the First Responders are out there working despite the fact they are suffering as well. A lot of times people can be doing okay financially and then Something Like this hits. How do you make sure they have what they need to keep going . You put a lot of faith in a lot of people. And we know everybody down here. We know the elected officials and i know these people. If we give the money to rockport or theyll give me a list of people who need it and then well get money to the government entity. Confident it will go where it needs to go. We are in this together, the reality of it when i went over the first time a visit with the city manager, its pretty laidback anyway and his the city manager in the emergency manager of the city. And i said only here could you be overseeing a recovery effort in your city and he said thats all i got. He said i lost my house. Was hearing so many stories like that. They say two or three years because this is texas you probably build in six months i think for a lot of places maybe it never gets done. In your case i think it will get done quickly. The chief of engineers is on the course this morning and on the ground in texas. Their functioning as they were designed to do. The releasing water through the outlet structures in order to release pressure on the dams. But theyre not in any danger of reaching overtopping. The water has been flowing around but its not doing that anymore. Theyre releasing it controlled through the outlet structure because theres a lot of water inside the dam and flowing and they must continue to release a downstream. Kelly as they release a downstream, would anyone or any community be in jeopardy . They will only be in jeopardy of a longer duration of flood. They wont be in jeopardy of higher level of flooding. The dams protected them from a higher level of flooding and that was the purpose. To release water out of the flow and threaten structures they need to do that. Therell be flooded for probably another week. That will at least be much better than having their homes completely demolished. When they built that they built it years ago never anticipating the likes of a hurricane and then lingering and murder meandering around the area, hanging out for four days and pounding the area with 51 to 52 inches of rain. Its almost insurmountable inconceivable to think that it could happen, particularly to the fourthlargest city in the United States. Not to mention the surrounding areas is just one of those things you cannot plan for. This was an enormous storm. Those reservoirs are really a result of the 1935 flood that flooded over 1 million acres of cotton field. Now theres a million acres of buildings and homes. In that place. So we have builds in riskier areas and its done all over the world. So now you need to take a look at where you should build and base the decisions on how much risk you should tolerate. There are wetlands in the area and some of that took place in the need to build and a lot of people live to move there to work. As you look toward the future will that have an impact on how you rebuild . First while the local governments have to be involved in zoning. State government is responsible for building codes. And then the federal government particularly the core in this. Kelly i want to go to the president now. Hes back at Ellington Field thats where houston is currently part, we believe that he might be wrapping up things there because he is also planning to fly to louisiana. Were just waiting for the camera to get back on the president and possibly the first lady. Hes going over toward texans were standing in line to see the president , lets listen and. Also expected to meet with the delegation, the lawmakers on the ground, were not sure if hes already done that before he heads to louisiana as well. The rest of the representatives are a collaborative effort as far as the lawmakers are concerned, the Texas Governor has been abandoned throughout this. Is like the Texas Governor, i dont know when he sleeps but he seems to be everywhere in the ground. Hes been up 24 hours a day. I can imagine hes getting much rest now probably not for the days and weeks to come. Kelly we should mention we should never fail to mention the u. S. Coast guard which is also been instrumental in the initial rescue efforts that we saw where they were lifting babies and families, plucking them out of the water. I want to bring in molly joining us now as Major General don riley who was talking to us about humanitarian evacuation orders. The problem weve seen throughout this is there are couple of levees and read reservoirs there and theyve had to release some of those reservoirs. If you can tell us once again as a president is talking, why is it so necessary to release those waters to make sure the area can recover .
