In 1964 on the uc berkeley campus, the Free Speech Movement was born. And the dramaca unfolded when thousands of students, they gathered to prevent the rest of a civil rights activist and they surrounded a police car on sproul plaza. There was a mass sitin with students demanding no disciplinaryct action for violating the administrations then freespeech restrictions. This was mario savio, the leader of that Free Speech Movement, in his famousea speech. There is a time when the operation of the machine becomes so odious, makes you so sick at heart, that you cant take partm you cant passively take part. And you have to put your bodies upon the gears andra upon the levers and upon the wheels, and youve got to make it it stop and youve got to win the case of the people who run it who own it, that unless youre free, the machine will be prevented from working at all. Students eventually won the freespeech concessions from the administration back then, yet 55 years later, free speech is more dead than alive in places like uc berkeley. Even evers conservatives are technically allowed to speak or appear on campus, this is what happens when they show up. S [yelling] [bleep] [bleep]. [bleep] laura this antifree speech but really its an antifreedom movement. It didnt start with trump. Its been growing since Jeanne Kirkpatrick was shouted down at colleges in the early 1980s including at berkeley. And dont forget what happened in 2014 when condi rice was invited to give the commencement address at rutgers. [chanting] condi rice has got to go laura secretary rice eventually gave into the mob and steppede, aside as speaker. It wouldve been nice, wouldnt have come have barack obama, then the president , first africanamerican president , has said something, anything to supportic the freespeech rights of the nations first africanamerican female secretary of state. But no such luck. But President Trump struck a blow for free speech on campus this afternoon, announcing an executive order aimed at schools that trample on freespeech rights. Under the guise of speech codes and safe spaces and trigger warnings, these universities have tried to restrict free thought. Under the policy i am announcing today, federal agencies will use their authority under various grantmaking programs to ensure that public universities protect, cherish and protect the First Amendment and First Amendment rights of their students or risk losing billions and billions of dollars of federal taxpayer dollars. Laura of courseof the Cable Networks largely dismissed the effort as just basically exaggerating the threat on campus altogether. The problem is the president is following the cliche abouthe what the crisis is on campuses, that cliche says that noble conservative speech is routinely shut down by crazy liberals. And of course the reality, the daytoday reality on College Campuses is far more complicated than that. Laura oh, really . Well, others were out there suggesting trump was acting only to protect speech from his supporters. So in other words, that would mean his entire exercise today was meant to just, what, target liberal speech on campus . Oh, my god. Its just ridiculous, completely absurd. Liberals dominate every aspect of University Life at all but a handful of schools. The faculty, the administration, they dominate in the board of directors, board of trustees and of course the student body itself. So where are the principal thinkers on the left today . Why arent they standing up and fighting for the Free Expression rights of everybody, including conservatives . And by the way, conservatives are obviously in the minority at colleges nationwide. Even as universities have received billions and billions of dollars from taxpayers, many have become increasingly hostile to free speech and to the First Amendment. We will not stand idly by and allow Public Institutions to violate their students constitutional rights. If a college or university doesnt allow you to speak, we will not give them money. Its very simple. Laura well, back to berkeley. 1964. Many of the students. Who ended up agitating for free speech that fall they had spentup the summer in mississippi registering black sharecroppers to vote. This is where they were radicalized and they tied their own freespeech rights to the civil rights movement. Interesting tactic. Its a fascinating story. But you might not know that a group called the independent socialist club also played a key role in organizing the freespeech movement. Its funny, isnt it, that all these decades later with more democrats slouching toward itsocialism, it takes a conservative republican like donald trump to remind us what itit was all about. Freedom. And thats the angle. All right, joining a me now to rock n roll on this topic, to people who were at President Trumps executive order signing today. The agencies mentioned in the executive order, each is supposed to make regulations as to how this post implemented. The big idea is that if university does not adhere to the freespeech principles that is promised if its a private institution or the First Amendment requirements if its a public institution, the funding will be reviewed and potentially pulled in for some of these institutions, were talking about i hundreds of millions, and a couple cases over a billion dollars in federal funding one of these 12 agencies so it could be huge. This is a stick, if you will, to make sure that they comply with the promises of their b obligations under the constitution. Its being mocked by the left because they say the school should have to do this anyway. ,they arent doing it, which is the point. There was a most hundred students in the room today who each had their individual story. Its about time. These are our taxpayer dollars and if the schools want the federal dollars, they have to comply with the federal law. Laura i think this is such a great start. This conversation, bernadette, is so important for people in your generation to have and to see being dealt with by frankly a conservative. Conservatives believes everybody should have a say. E. Yet all the liberals are running for cover. They dont want any part of this conversation because it exposes them. Tell us about your story. Erase them and thats what he did. He brought students with him to help erase the messages as he proclaimed that College Campuses are not w freespeech areas. And waited on filing a lawsuit with Alliance Defending freedom and this is a students for life group at fresno state and we ended up winning. This is a big win for freespeech end of big win for students attempting to speak their views onee campus. Our students now, future legislators and judges and this is a way for the university of did step up and to be held accountable. Laura oh, no, no. Weve been doing a lot and harmeet, youve been helping us on this, to push the narrative of our repercussions are so important for bad behavior. I mean, we want people to be responsible. Everybody makes mistakes. Every buddy steps over the line every now and then. But when theres criminality. Whether its a racial hoax or intimidating a student and depriving you of yourti freespeech rights, there has to be repercussions. Alliance defending freedom is a phenomenal organization. So its really important that President Trump turns a table and puts the burden on the schools, not on the students to go to court and enforce the laws. Groups on campus have been instrumental in making sure it happens. Im really excited to see that now are going to havei who n the universities are going to defend them not adhering to the First Amendment . Laura lets look at some of the federal funding some of the biggest schools get. Johns hopkins gets about 2 billion a year. University of washington, seattle. 952 million. Michigan gets 829 million. Stanford, 710 million. University of North Carolina chapel hill. 676 million. Half of Johns Hopkins funding comes from the department of defense. The president was i think clear in saying itshi not about tuition, money that will go to tuition. These are special grants they get for various reasons. I have to ask you bernadette, are students on campus this reflexively liberal, or do most just keep to themselves and say dont want to cause any problems. Keep my head down, study, may be party, have some fun. Keep my head, study and get out of here. Its very hostile environment for conservative students and its a shame they feel they cant speak out. They cant speak their values and their views because they hewill be shut down and universities should be promoting freespeech. Laura they say this is hyperbole. When you hear from liberals, you heard the guy when he played during the angle. Its a big exaggeration. There are a few examples where people went nuts and its terrible. But this is all exaggeration. Like i said, we are teaching our students who are going to be our future leaders. This is so important to us. As we are being attacked on campus. That President Trump has signed this order. We do thank you very much and as we discussed, it was once a beacon of freespeech but now berkeley is ground zero for shutting it down. Speech that isnt approved which is basically conservative speech has been met with threats andet violence. Our next guest was there 55 years ago for the birth of the bfreespeech movement. Documenting the entire thing as a student photojournalist and he is outraged by his fellow liberals for rejecting so much of what they once stood for. Richard muller joins me now. Im watching archival footage. Students seem really impassioned. They were really dedicated to the message and because of freespeech. Seeing what you are seeing today, is this what you had in mind back in 1964 . Oh, no, no, no. Back in 1964, freespeech was a dream. Re it was something that was practiced and it could be improved. In 1964 when i first arrived on the campus, i went to a lecture by a nazi, an american nazi. I was curious. I was fascinated. There were over 100 students listening. He was introduced politely. He talked for half an hour and then students took their turns, raised their hands, asking questions and everyone tried to outdo the previous question in in terms of stumping him, making him look embarrassed, confound him. By the time everybody left, 20 minutes later, everybody regarded him as an idiot. He couldnt answer any of the questions. He looked stupid. I walked out and i remember thinking what a wonderful example of freespeech. On the university of california campus. You can hear anybody. You can hear their side, if they have something to say. You have an opportunity for it. But you can challenge it and it was challenged. It was a glorious moment. It was a few months later that i decided to, i thought, put my career on the line and be arrested in the freespeech movement. Laura richard, someone like this guy milo, kind of an out there guy. He shows up on campus and gives a speech and this is in the birthplace of the freespeech movement. Showing the video. Things were smashed, people were threatened. People running for safety. A lot of people with black masks on their faces. There were these brave warriors for something but they have to cecover their faces because they are a bunch of little wimps, mommy and daddy paying for it all. This is what it looked like. There is no debate. Theres people getting their face punched in. There is no debate. No, no. This is an freespeech. This is what happens the United States had its ten amendments of the constitution to preserve the rights of the seminority. And you have to do that. You have to have those amendments. You have to have them enforced. If you dont, then you dont have freedom. You have liberty. Liberty allows the bullies to take over. Over the last 50 years, ive been watching the slowly happen at berkeley, to my horror. Theres not much you can do about it. The university has the role in my mind of protecting free speech. That means they have to hold back the bullies. They have to allow speech and debate to proceed. The university has been afraid to do that. Every time they did it, they did it in a heavyhanded way.
